PRESIDENT’S LETTER 2023 was an amazing year and we’re proud of the Economic Alliance’s accomplishments. Here’s a quick recap of the year and thank you to our incredible members, partners, and employees for everything they do to make the Houston Port region the most sought-after destination in the world for petrochemical, manufacturing, maritime and logistics operations. ECONOMIC DEVELOPMENT - 5 wins: consisted of $1B in one-time capital investment, 318 direct jobs created and over 400 direct skilled jobs retained. The Houston Port region drew interest from 3 companies new to the State of Texas. PUBLIC POLICY - Over 2 days a 44-person Economic Alliance Leadership Team conducted 40 meetings with Senate, Congressional and Association representatives to present our Federal Policy priorities, along with trips to Austin to highlight our State Policy priorities during the 88th Legislative session. TRANSPORTATION/INFRASTRUCTURE – The task force has long advocated for the redevelopment of SH 225 and in 2023 TxDOT announced a formal plan to study, design and redevelop one of the Houston Port region’s most critical transportation corridors. WORKFORCE DEVELOPMENT - Connected with 5,000+ individuals/students through 45 career path presentations at 73 different school districts, utilizing 29 volunteers from 9 different companies to market high paying careers in the petrochemical, maritime, logistics, and construction industries. QUALITY OF LIFE - Through the San Jacinto Texas Historic District (SJTHD) provided 3 matching grants for projects that promote public safety, beautification, and community activities aligned with impacting the Houston Port region. INSIGHTS/THOUGHT LEADERSHIP – Hosted over 4,000 attendees at 13 events with an average attendance of 310 participants: the Gulf Coast Industry Forum, Economic Outlook, 2 Industrial Procurement Forums, the highly successful Women in Alliance luncheons, and the Annual Membership Banquet. In 2024, we look forward to convening our members to prioritize activities to market and grow a vibrant regional economy. ECONOMIC DEVELOPMENT WINS Economic Alliance supported 5 project wins. Three of those wins were completely new operations to the Houston Port region and Texas. Kao, a Japanese firm that will build a new tertiary amines production facility. John Cockerill, a Belgium firm that will construct a manufacturing facility to produce electrolyzer equipment. Ethox, a domestic operation from the Carolina’s will co-locate with Kao and construct a new surfactant chemical operation. Economic Alliance continues to assist our existing operations. Albemarle, a manufacturer and supplier of catalysts/ additives will expand its production capabilities by installing a new operating unit, additional reactors and equipment. Covestro, will invest in a new operations supply/ maintenance warehouse that will service all their operations out of one location.

MEMBERS IN MOTION PASADENA ECONOMIC DEVELOPMENT CORPORATION The City of Pasadena and the Pasadena Economic Development Corporation (PEDC) have set out to administer renovation and expansion improvements to the Pasadena Convention Center & Municipal Fairgrounds to include the addition of a new multi-purpose, 68,000 sq ft arena with 7,500 seating capacity to the existing venue to form a complex totaling 102,000 sq ft. The existing convention center will be remodeled to provide updated meeting rooms, restrooms, and other finishes. The existing venue will continue to operate during construction which is expected to be completed by Fall 2025. The $50M renovation and expansion to the convention center will be funded through Sales Tax & Revenue Bonds. PEDC will repay the Debt Service from the Sales Tax & Use Revenue currently collected. COASTAL ICE TEES IT UP FOR WORKFORCE AT EHCMA GOLF TOURNEY Coastal Ice and Water tees it up for workforce development at EHCMA’s golf tournament in October showing off partners and attracting a crowd of golfers. Located steps from the clubhouse, Coastal Ice’s tee-box tent featured a popular food vendor and industry partner, Schafer’s Coastal Grill & Industrial Caterer, as well as Go-Safe, a distributor of safety equipment and health supplies. Coastal Ice pulled double-duty, educating industry members looking for price-competitive suppliers with community-based values, such as Coastal Ice’s commitment to workforce development and sustainable hydration solutions. Scott McAlister, president, said, “It is important that we share industry initiatives, exceptional service and community commitment. A local, woman-owned business, we’re the best local choice for ice and water, and we give back to industry and their communities.”

MOBIL STEEL INTERNATIONAL, INC. - SAFETY LEADERS Mobil Steel International, Inc. earned its fifth consecutive Diamond Level STEP safety recognition, the top-level safety performance within Associated Builders and Contractors. Mobil Steel earned ABC safety recognition each of eight years participating. Mobil Steel employees worked throughout 2022 without incurring job-related injuries requiring medical care or time off work. STEP incorporates Occupational Safety and Health Administration (OSHA) standards and features safety best practices, i.e. toolbox talks, job hazard evaluations, safety achievement awards and safety luncheons. “Becoming a safety leader results from safety culture promoted at Mobil Steel,” said Leonard A. MEMBERS IN MOTION INVISTA INVISTA Houston participated in EHCMA’s Annual Golf tournament to support scholarships to help build tomorrow’s industry workforce. Additionally, INVISTA partnered with the Children’s Museum Houston to host a Family Open House at Rucker Elementary. Students and their families engaged in hands-on learning activities led by our employees and museum staff. As we approach the end of 2023, INVISTA was honored to participate in a ribbon cutting ceremony for Oak Meadows Park. This event celebrated significant improvements made to the neighboring park through INVISTA and other industry partnerships with the Houston Parks Board. These enhancements to the park will provide the community, including our neighbors and industry partners, with a safe and clean gathering space.

UES - 4TH STRATEGIC ACQUISITION UES, the nation’s fastest-growing engineering and consulting firm, makes 4th strategic acquisition in Texas. ECONOMIC DEVELOPMENT TASK FORCE

The Business Growth Task meets on the first Wednesday of each month at 9am in the Board Room at the Economic Alliance with a virtual option. Every Meeting we highlight a member where they share insight and how to connect with their business. Committee Members also get the opportunity to share business updates and news in the region.

The Economic Development Task Force activity was limited this last quarter with our summer break and all hands-on deck for GCIF, so we finished 2023 with some fun. Our task force met for fellowship and fun at Ed’s Bistro in La Porte for a late afternoon happy hour to close the year. They accommodated our committee for a few hours, with exceptional taste testing of their popular dishes and closed the restaurant exclusively for our committee.

The task force has been gearing up for the October Industrial Procurement Forum, one of 4 events that this committee hosts every year. For more information on the task force and to be signed up to receive meeting invites, contact Marisela Ramirez at marisela@allianceportregion.com.

GULF COAST INDUSTRY FORUM COMMITTEE The Gulf Coast Industry Forum Committee is made up of members working together to organize a forum that brings together industry leaders focused on petrochemicals, energy, and logistics. This committee has started to plan its 15th Annual Gulf Coast Industry Forum scheduled for Thursday, September 5th. Sponsorships & Registration set to open early February. It doesn’t mean our work is done, Kristi, Lindsey, and Chad Carson will meet in November to plan out 2024 with potential meetings hosted at OXYCHEM, WATCO’s multi modal operations on the north side of the channel, and something different but still interesting at AXIOM space exploration facility. WORKFORCE DEVELOPMENT TASK FORCE The Workforce Task Force was welcomed by Dr. Allatia Harris, Chairman and Vice Chancellor of San Jacinto College and Patti Bell, Workforce Development Manager at Economic Alliance Houston Port Region. Houston Pilots hosted us with a lunch meeting on October 19 for our Maritime focus. Our speakers are leaders in the Maritime Industry. We were fortunate to hear three different perspectives from maritime partners at Houston Pilots, Gulf Operations, and G&H Towing. Captain Clint Winegar, presiding officer for the Houston Pilots discussed how pilots keep our shipping channel safe by maneuvering vessels safely and efficiently to and from docks via the narrow and congested Houston Ship Channel. Kelly Cleaver, Crewing Manager at Gulf Operations Campbell Transportation Company, provided information on how vessels are moved and what it takes to get hired. Captain L.R “Robyn” Sarvis III, Director of Operations, G&H towing, explained how someone right out of high school could be hired and get on the job training and also about summer interns. They all worked together to show us the partnership in place to keep our goods moving and to keep people and the environment safe.

On November 16 San Jacinto College hosted an Economic Update/Outlook and provided snacks for the group. Parker Harvey, Principal Economist for the Gulf Coast Workforce Board/Workforce Solutions, was our guest speaker. He is responsible for planning and conducting labor market/economic studies and analyses, including collecting data and writing reports, in support of the Gulf Coast Workforce Board and its operating affiliate, Workforce Solutions. As he has for the past 5 years, Parker gave the audience a look at the past year and predictions for future employment direction. The attendees had great questions that helped guide the conversation.

This task force usually meets on the third Thursday every other month, from 3:00pm – 4:00pm, unless on site options require a different time. Our next meeting is in February.

DREAM IT. DO IT. The goal of the Dream It Do It Southeast Texas (DIDI) program is to highlight career opportunities in our region by working with our industry partners who volunteer. We focus on the petrochemical, logistics, transportation, maritime and construction industries. October was a busy month with three career fairs, two large group events, and six Manufacturing Days. We worked with Junior Achievement on two Exploring Industry Days that were held at LyondellBasell Center for Petrochemical Energy and Technology at San Jacinto College. Manufacturing Days are a nationwide initiative and leading those for us were San Jacinto College, Lee College, and Houston Community College where we made 417 contacts. Manufacturing Days aren’t possible without our industry partners and we give a big thank you to LyondellBasell, Ineos, ExxonMobil, Dow, and Air Products. All were gracious with their facilities and personnel. Across events in October, we connected with 19 school districts in the region. In November Galveston College hosted two Manufacturing Days with 57 contacts from Galveston ISD. Thank you to Ineos, Aromatics and Tolunay-Wong Engineers for participating. In addition, DIDI attended three career fairs with two school districts not previously visited. In 2023 we spoke with over 5,000 students, parents, teachers, administrators, and underemployed adults at 45 events. Along with the public ISD’s we visited


TASK FORCE, COMMITTEE & EVENTS we also spoke with numerous charter school and private school students and influencers.
