President’s Letter

As we head into 2025, I want to reflect on the significant role that economic development plays in shaping the Houston Port Region. It’s important to recognize that our home is more than just a hub for manufacturing, shipping and logistics; it is the heartbeat of our economy, stimulating growth and creating opportunities for businesses, families, and communities alike.

As home to the world’s largest petrochemical complex, we are a gateway for global trade, connecting us to markets worldwide. The development and expansion of our port facilities are directly linked to job creation, improved infrastructure, and new avenues for innovation. It is through these investments that we ensure not only the competitiveness of our region but also a better quality of life for all residents.

One of the most exciting aspects of economic development in the port region is its ability to generate employment opportunities. From dockworkers and truck drivers to logistics coordinators and engineers, the port supports thousands of jobs across a variety of industries. This, in turn, leads to a more prosperous community where people can build careers, provide for their families, and contribute to the overall well-being of the region.

I am proud of what we have accomplished together so far, but our work is far from over. We must continue to embrace the opportunities for growth and development that this region offers. By investing in infrastructure, and maintaining a forward-thinking approach to economic development, we can ensure that our region remains a dynamic and prosperous place for all who call it home.

Bartlett Cocke General Contractors Award Recognition

Bartlett Cocke General Contractors earned three awards at the Associated General Contractors of America Apex Awards held in October.

They won first place in the General Contractor- Plant/Industrial category for the Valero Diamond Green Diesel project. Bartlett Cocke partnered with RVK Architecture on the 50,000 square foot facility, located in Three Rivers, TX.

Bartlett Cocke earned top honors in the General Contractor- Higher Education category thanks to the Sam Houston State University Gibbs Ranch Equestrian Facility and Agricultural Labs. The 144,000 square foot building in Huntsville, TX was a collaboration with Patterson Architects.

The third award for Bartlett Cocke was the Texas A&M University Engineering Extension Service Brayton New Administrative Classroom Facility. The 58,000 square foot facility was thanks to a partnership with PBK.

La Porte Fire Department Recognition

Two dedicated members of the La Porte Fire Department, Chief Chris Pettis and Captain Nick Meekins, recently graduated from the Texas Fire Chiefs Association Fire Chiefs Academy. This achievement demonstrates their unwavering commitment to serving the community with skill, integrity, and leadership. The academy is a rigorous program, demanding time, effort, and a deep dedication to personal and professional growth.

By completing this training, Chief Pettis and Captain Meekins have sharpened their abilities, strengthening the department’s mission of keeping La Porte safe. Their success embodies the core values of service, professionalism, and compassion that define our team. We are incredibly proud of their hard work and excited to see the positive impact their leadership will have on our community.

HREDA Reveals 2025 Leadership Team

HREDA toured the maritime training simulators at San Jacinto College, learned about the economic impact of the maritime and petrochemical industries, and received an overview of Foreign Trade Zones (FTZs).

A special thank you to Karen Gregory, Chad Carson, and Chad Burke from the Economic Alliance Houston Port Region for hosting HREDA and showcasing one of our region’s crown jewels, which plays a significant role in contributing to the state’s GDP

Serrano appointed to the San Jacinto College Board of Trustees

Salvador Serrano Jr. has been appointed by the San Jacinto College Board of Trustees to fill Trustee Position 3. The San Jacinto College Board of Trustees voted unanimously on Monday, Dec. 9 to appoint Serrano to fill the unexpired portion of the current term for the position vacated by the late Marie Flickinger, who announced her retirement from the Board on Nov. 4.

Serrano, 35, is a lifelong resident of Pasadena, Texas, where he graduated from Sam Rayburn High School. He went on to earn an associate degree from San Jacinto College and a bachelor’s degree from University of Phoenix. He currently owns The Serrano Insurance Agencies, based in Pasadena.

BCH Announces new CEO

Brady, Chapman, Holland & Associates, one of the largest privately held insurance brokerages in the Southwestern United States, is pleased to announce Timothy J. Brady as its newly appointed CEO.

In his new role, which took effect Jan.1, Brady oversees operations and guides future growth while continuing to serve in a risk advisory capacity. He assumes the reins from his father, Jeffrey L. Brady, who will remain on as chairman while maintaining day-to-day client relationships.

The transition is part of a strategic continuity plan focused on leading BCH forward while looking out for clients’ best interests, Timothy Brady explained. Jeffrey Brady’s continued involvement will help to maintain continuity while ushering in change.

Economic Activity in the Houston Port Region

The Houston Port region’s make up is so unique that there is not a blueprint of how to strategize to improve our economic development activities/assets, transportation infrastructure, workforce development entities and investment protections. For this reason, Economic Alliance has established itself as the convening entity in identifying, prioritizing, and promoting issues of Houston Port region significance.

Economic Alliance’s efforts in economic development and advocacy continue to eliminate unnecessary procedures so that representatives, government agencies, associations, residents, and our members/businesses can work together seamlessly. Our strategic approach directly impacts the growth and maintenance of the most sought-after region in the world for petrochemical, manufacturing, maritime and logistics operations.

The economic engine that is the Houston Port region is not only unique to this region but also the state and national economies. We are within one of, if not the largest, growth engines of economic opportunity of anywhere in the world! The ship channel is our priority based on the economic impact and the unique needs that come along with sustaining investment activity.

Port Houston Improvements and Investment keep the Houston Port Region Competitive

Port Houston is a vital economic engine, and recent investments and upgrades have provided immense benefits to our region’s economic activity. Enabling safer navigation along the nation’s busiest waterway and more efficient vessel movements.

Three new ship-to-shore (STS) cranes that arrived at Bayport in late August were successfully commissioned in November and are now operational, increasing to eighteen the total number of STS cranes at Bayport. Five rubber-tired gantry (RTG) cranes that have arrived at Barbour’s Cut in November, bringing the total number of RTG cranes to 147.

Houston Ship Channel expansion work, known as Project 11: Segment 1B dredging was recently completed and final reviews of the work were underway by Port Houston and the USACE. Once final acceptance has occurred (expected by January 2025), the Houston Pilots will be able to safely navigate two-way traffic in the entire newly widened Galveston Bay channel to the Bayport Ship Channel.

Dredging on Segment 1C continues and is expected to be completed in the second quarter of 2025.

Port Houston was awarded six federal and state grants in 2024 totaling more than $57 million, supporting initiatives that benefit port infrastructure, cybersecurity, the environment, and surrounding communities. Notably, the U.S. Department of Transportation’s Maritime Administration (MARAD) grant of $25 million will enhance grain export infrastructure, improve air quality, and serve as a first step toward improving nearby stormwater drainage systems.

Economic Development

This year has again seen record-breaking volume and is a direct benefit of the strategic investments to stay ahead of industry needs. The investments and upgrades lay the groundwork for continued growth next year and beyond.

Port Houston is on track to close 2024 as one of its most successful years to date, handling 3,799,573 twenty-foot equivalent units (TEUs) through November—a 9% increase over the same period last year. November volumes alone reached 369,361 TEUs, a notable 24% increase year-over-year.

Barbour’s Cut and Bayport were up 9% for the year in total twenty-foot-equivalent units (TEU) with strong growth in both import and export loads, and container volume was on pace to surpass four million TEU for the year.

Since 2008, the Economic Alliance has supported 84 successful projects that have helped create 4,694 new jobs and over $19.2 billion of capital investment to the Houston Port Region.

How have we been doing this? Interacting with members, working closely with ED allies and fielding requests from brokers, site selectors and the Governor’s Office.

Our 84 economic development wins are proof that we provide a professional relationship to navigate the multiple facets of the expansion process in the Houston Port region, including the facilitation to our economic development support/solutions network. These services may include:

• Conducting real estate searches of existing and greenfield locations for expansion/relocation

• Participation and coordination of site-selection trips/briefings and orientations of the Houston Port region/ Harris County

• Facilitate access to data (via partners) on key business factors that highlight the Houston Port region as a destination for investment and job creation

• Provide guidance in evaluating and applying for State and Local incentive and workforce programs

• Advocacy for projects on issues pertaining to permitting and regulation with State and Local entities

• Mobilization of our key board members, allies, partners to ensure project success

In 2024, Economic Alliance supported 2 companies that comprise the most influential energy and trade corridors in the world to create livable wage jobs and secure asset investments.

These 2 “wins: consisted of - $424M in capital investment, 520 direct jobs over the next 5 years. The industry make-up of the wins was as no surprise being petrochemical and logistics/distribution operations.

Member Access to Economic Development Projects

In both ’23 and ’24 Economic Alliance has provided a platform for our members to engage with new capital investment and job creation projects in the Houston Port region. Through our Industrial Procurement Forums members have had the opportunity to hear firsthand from executives leading new investments in our region and how to potentially do business with their operations.

This effort over the last 2 years is building stronger relationships among new companies to the Houston Port region with our established service providers/members of Economic Alliance.

2025 should provide a robust pipeline of projects for the Houston Port region based on:

• Cargo volumes across Port Houston’s docks that are continuing to grow.

• Port Houston’s commitment and investment to accommodate further traffic.

• Over $50 billion in petrochemical investments over the last several years that has increased production capacity to continue our output in resins (mainly exports) to meet world demand.

• Steady activity of economic development leads from the Greater Houston Partnership and the Governor’s Office that indicate a serious interest in locating and/or expanding in the Houston Port region.

Summary

It’s the individuals of this region our members/companies, partners, municipalities, that convene and do the work to advance the Houston Port region globally.

There is not an organization in Houston, let alone the state of Texas, that makes as much of an impact collectively on initiatives pertaining to Economic Development, Transportation, Public Policy, Workforce Development and Quality of Life issues as EA.

2025 Legislative Kickoff Forum

The Economic Alliance hosted the 89th Texas Legislative Session Kickoff Forum with partner organization, the Texas Chemistry Council.

The event took place at the San Jacinto Monument & Museum and Board member Chad Muir welcomed the sold-out crowd to the Monument.

Cam Spencer, Director of Government Relations at Port Houston provided a brief on the state priorities that the Port will be pursuing in Austin, while Hector Rivero, President of the Texas Chemistry Council laid out their agenda for the 2025 session.

Economic Alliance Public Policy Chair Dennis Winkler moderated the Q&A with regional state representatives as they provided their insights and prediction of the upcoming session.

Dream It Do It

On November 22, Dream It Do It Southeast Texas visited with students and teachers at Channelview High School for their annual career fair.  Mikayla Mora (Turner Industries) and Christopher Hollman (Harris County Pct 2) accompanied Patti Bell (Dream It Do It) speaking on careers in our Houston Port Region and sharing how students can prepare for those careers.  It was also fun meeting a LyondellBasell intern who had previously been a student at a DIDI presentation and is now working in the industry! It is always a team effort to reach out to our future workforce and we appreciate our volunteers.

Thank You Stacy Putman

After serving as President of Dream It Do It Southeast Texas (DIDI) for two years, Stacy Putman is retiring.  She has helped increase the reach of DIDI in so many ways.  Stacy helped make huge progress in promoting Manufacturing Day with growing from one event to seven this past year.

We also had an inaugural staff development for third grade STEM teachers and began teacher externships during the summer with multiple companies.  DIDI was just one of her many contributions to her industry and community.  We will greatly miss Stacy and look forward to hearing about her future endeavors as she continues to give back.

Workforce Taskforce

The Workforce Task Force was welcomed by Dr. Allatia Harris, Chairman and Vice Chancellor of San Jacinto College to a Zoom on Thursday, October 17.

We had a great group for our annual economic review - “An annual economic update and expertise on jobs and the economy”. Our speaker was Dr. Mohammad Ahmadizadeh. He has a PhD in Economics and has experience working as an Economist and in data science. He currently works as Principal Data Analyst/Economist at Houston-Galveston Area Council (H-GAC) focusing on researching the Houston economy and labor market. The attendees received current information on where the economy shows where the workforce has been and where it is going.

This task force usually meets on the third Thursday every other month, from 3:00pm – 4:00pm, unless on site options require a different time. Our next meeting is in February 2025.

Dream It Do It

The goal of the Dream It Do It Southeast Texas (DIDI) program is to highlight career opportunities in our region by working with our industry partners who volunteer. We focus on the petrochemical, logistics, transportation, maritime and construction industries.

Dream It Do It finished 2024 with 43 events reaching over 5000 students and influencers. Presentations are made in classrooms, to large groups, at career fairs, at post secondary schools, community events, conferences, and staff development. We also had 7 Manufacturing Day events during 2024.

We had volunteers help with our classroom and career fair presentations from Ineos, San Jacinto College, Kuraray, Turner Industries, Shell Pipeline, ExxonMobil, and Economic Alliance.

Many companies volunteered to make multiple Manufacturing Days possible for 13 middle schools and their students. There were 27+ volunteers from Ineos, Air Products, DOW, ExxonMobil, TotalEngergies, Air Liquide, CP Chem, Advance Technologies Consultants, Gagemaker & Deterco, Wurth, Raised 3D, Makita/Grainger, HAAS, University of Houston, and Greater Houston Manufacturer’s Association.
