Sara: ACT Teachers uninformed, deliberately not paying attention

It’s a case of teachers being educated by the Education Secretary.

Vice President and Education Secretary Sara Duterte continued to slam the Alliance of Concerned Teachers (ACT Teachers) Representative France Castro after she asserted that the Department of Education (DepEd), which is run by the vice president, has been distracting people from talking about important educational issues.

“I have never claimed to be anything — but for the past eight months, the Department of Education has made strides in addressing the problems burdening our learners and education personnel. Allow me to educate ACT Teachers because the group is obvious-

ly uninformed if not deliberately paying no attention to the developments happening within the sector. With the help of our partners, the Department has successfully reopened schools and restarted onsite learning — a decision that was vehemently opposed and criticized

This developed after Duterte reacted to ACT’s request to DepEd of hiring 30,000 teachers yearly to fill school shortages as “unrealistic and impossible.”

The Korea International Cooperation Agency (KOICA) is lending its expertise to the farmers in Davao City to improve durian production and marketing them.

This will be possible through the project “Sustainable Agricultural Environment Establishment through Durian Producer Organization in Mindanao, Philippines” launched recently.

Cho Buyoung, country director of Center for Asian Mission for the Poor (CAMP) International Center for Asian Mission for the Poor,

said on Wednesday that they are choosing to assist the durian farmers from Calinan and Tugbok Districts in Davao City.

“This project will be funded by the Korean government. It has a program plan for the country mostly in agriculture. In the agriculture part, we are focusing on Mindanao because of the background of the conversation between the Korean government agency, which is the Korean International Cooperation Agency (KoiCA), and the Mindanao Development Authority (MinDA). When they discussed the develop-

ment plan in Mindanao, we chose Davao City as a priority and we planned all the programs together with the farmers,”

Buyoung said during Wednesdays at Habi at Kape media forum.

The program, which is targeted to start this year, aims to establish a sustainable agricultural environment through durian processor practices in Davao City specifically in Calinan and Tugbok Districts.

The project has three components: supporting the farmers to produce quality durian with the help of the University of Southern

Mindanao (USM), which will assist farmers on the technical part; the University of the Philippines-Mindanao on the social part; and Unorka Mindanao for organizing the farmers.

“We organize the farmers and the cooperatives to improve the volume and have the power to the sellers and the last is redeveloping the market where to sell the durian. We are looking at the agricultural part, environmental, and social to make a value chain for durian production. It is our main program,” Boyoung said.

She also said that this is a three-year program, which has a project cost of $1.3 million, but they are looking at expanding this after three years.

“Because every three years we will have the evaluation and check the outlooks. So we are seeing a 10-year program for this,” she said.

Meanwhile, for the durians produce from the said project, Boyoung said they will be marketing them to the Luzon area.

The rivalry between House Speaker Ramon V. Mitra and Defense Secretary Fidel V. Ramos in the 1992 presidential elections was one of the most contested. Experts had their own take on what happened but propagandists believe the fall of Mitra was due to the last-minute story—preplanned or simply a product of amateurish decision—exposing the use of the con-gressional press in printing sample ballots.

Earlier, a report of “a massive disinformation” had already filtered in the Lakas ng Dem-okratikong Pilipino (LDP) headquarters in Manila handled by Paul Aquino, brother of the late Benigno S. Aquino, Jr. The news was promptly relayed to all LBP leaders.

“We have received intelligence reports that a massive disinformation drive shall be undertaken by our rivals spreading the lie that Speaker Mitra has been disqualified. This will be accompanied by the distribution on May 9 and

May 10 of sample ballots with different combinations of names for president and vice president. You must inform all our members, allies and sympathizers of this and warn the public through the local media and all other means available. Thanks and regards.”

On that same day, a letter superimposed on the stationery paper of the Makati-based Hongkong Bank, was sent to American Interfashion Corporation with a mailing address at Barrio Banalo, Bacoor, Cavite, which goes:

“Attention: Mr. Vic Campa Jr.

“Dear Sir:

“At your request, we are writing to advise the following:

“1. American Interfashion

Corporation (AIFC) has an account with us, its Account No. being 000-056986020 with Mr Schlomo Rami Wersch, as authorized signatory thereof.

“2. On 24 April 1992, Mr Vicente Campa Jr together with Mr Schlomo Rami Wersch made a withdrawal from AIFC’s account in the amount of PHP4,452,800.— as per attached cash with-drawal form.

“Since the withdrawal was paid out in bash, upon Mr Campa’s request, the funds were placed in an empty carton of a rechargeable battery-operated lamp.

Campa was a former vice chairman of the defunct BankWise Inc. while the AIFC is an export processing zone locator. What their deeper roles were in the Mi-tra campaign remain ambiguous. What is fascinating is the revelation that the cash money mentioned was placed inside a box for a rechargeable battery-operated lamp. This revelation reminds of another method that employs shoe boxes in carrying money when flown in com-mercial flights.

In the end, Mitra ended as a tail-ender while Ramos of Lakas-NUCD won by narrowly defeating Sen. Miriam-Defensor-Santiago of the People’s Reform Party. His victory is consid-ered as “the lowest plurality in Philippine electoral history.”

In his paper “Understanding Federalism,” Raphael Montes Jr. of UP-NCPAG enumerates some important points in support of a federal system of government. Montes argues that markets can work well in a free environment. Businesses usually thrive when there is less government interference. The promotion of a free market means independence in terms of economic policy. Federalism paves the way for the unimpeded flow of market goods at the local level. This will reduce the influence and dominance of multi-national corporations headquartered in the capital and encourage entrepreneurship at the local level, thereby creating more jobs. Federalism is a state-centric approach that is anchored in two basic principles – “selfrule” and “shared rule.” By selfrule, the federal state empowers the regions by giving them some form of political autonomy. This includes the power to decide when it comes to

the use of natural resources for the improvement of the quality of life of the people. By shared rule, some of the usual functions of the national government that are related to health, education, and public works are split or devolved to the regions and the respective state governments.

Self-rule is rooted in the idea of subsidiary. Subsidiarity refers to the capability of local governments to take action on particular problems.

In a unitary system, the central government makes the final decisions on international trade, taxation, including the school curriculum. The centralized form of government that we have did not happen by chance. It was imposed by Spain during its colonial rule. Fiscal federalism will allow local governments to propose line items in their respective budgets which will deal directly with the recruitment of the needed personnel for health care, public works, and education.

Centralized planning sometimes stifles local growth because of the usual delays in the implementation of infrastructure projects and other programs. In fact, in solving the problem of climate change, local governments depend on the national government when it comes to solutions when local scientists and scholars can help in the design of public policy meant to mitigate the impact of natural disasters. Montes believes that “the tendency of the central government to control economic policy making needs to be limited and local units must be empowered” in terms of the implementation of their economic plans and policies “based on their basic needs and capacities.”

Meanwhile, local conflicts can be addressed with expected positive results given the solidarity of the various stakeholders at the local level. Federalism, as a matter of principle, makes possible the sharing of political power be-

tween the majority and the minority. Local conflicts are due to the manifest disregard of the rights of minorities. Federalism is one way of addressing the root of such conflicts since a federal system of government will empower the minority to determine their own vision of a just society.

The point is that federalism is an instrument for democratic participation. For instance, by means of the devolution of power, local political units will be able to exercise their decision-making without influence from powerful interests. This will make regional governments more responsible for their own future. This idea is grounded in the contextualization of government power.

The Bangsamoro is the pilot test if federalism can actually work in the Philippines. By giving them autonomy, Muslim Filipinos now have a say on social policy, including the design of regional laws pertaining to healthcare, ed-

ucation, and revenue generation. While the division of power between the federal government and the regions as constituent units are to be constitutionally determined, the duty pertaining to national defense, foreign affairs, currency, and international trade will remain at the federal level of government.

For Montes, the devolution of political power is “crucial to foster growth and sustainable development by means of a competitive market.” As an institutional mechanism, reforming the way Filipinos do politics is expected to improve the delivery of services to the people by means of streamlining the decision-making processes of governance.

This is important since Philippine society “must reflect its people’s aspirations and hopes to live under a political system in which they desire to truly enjoy their just entitlements as citizens of the state.”

Fitch: PH’s renewable energy policy reforms gaining ground

ThePhilippine government’s policy reforms and measures in strengthening the renewable energy (RE) sector are gaining ground amid the increased interest from the private sector to invest in RE in the country.

In Fitch Solutions Country Risk & Industry Research’s recent commentary on the country’s RE sector, increasing clarity and support for renewables spur investor confidence and attractiveness of the Philippines for foreign firms.

“We believe that the Philippines’ power sector growth will be heavily supported by expanding non-hydropower renewables sector, following increasing commitments by power companies toward renewables and reducing stakes in coal power,” Fitch Solutions said.

The report said that in 10 years, net installed RE capacity in the Philippines will grow from 29.5 gigawatts (GW) to 45.4 GW by 2032, with an annual average growth of 4.4 percent.

“We believe that close to 50

percent of this capacity growth will come from non-hydropower renewables sector, which will experience 7.9 GW in capacity expansion,” it added.

The Fitch Solutions report also shows that with the increasing investments in renewables sector, the share of coal-fired generation plants in net capacity additions over 10 years will decrease.

It forecasted that coal-fired power plants, which have the largest share of more than half of the energy mix in 2022, will be behind new RE installed-capacity within a decade.

Fitch Solutions also cited investment commitments from Philippine conglomerates in renewables.

ACEN, a unit of the Ayala Group, announced it will raise renewable power capacity from 4

GW to 20 GW by 2030.

Its recent divestment from the coal-fired South Luzon Thermal Energy Company has allowed the company to receive PHP7.2 billion funding from the Asian Development Bank for ACEN’s RE projects.

This month, AboitizPower also announced an allocation of PHP190 billion for its clean energy capacity over the coming years.

“The government has been increasingly supportive of renewables through its policies and also by opening the market to private and foreign companies,” Fitch Solutions said.

Last year, the Marcos administration has amended the Renewable Energy Act that now allows full foreign ownership in RE projects.

On Thursday, the Department of Energy awarded three offshore wind energy service contracts to Copenhagen Investment Partners (CIP), a Danish firm that will invest USD5 billion in offshore wind projects in the country.

Jollibee Foods Corp said on Friday it opened its 500th store in mainland China with its Yonghe King branch located in Shanghai’s Putuo Rong Chuang Xiang Yi area.

In a statement, the group said China is one of its “pillar markets.”

“Opening our 500th store comes with a renewed commitment to continually deliver the same superior-tasting food and, which adheres to the highest standards of food safety and cleanliness. We look forward to serving our great-tasting food through more branches and to more people in Mainland China in the coming years,” said Jollibee Group President Louie Liu.

Jollibee Group said its operates 242 Yonghe King, 58 Hong Zhuang Yuan and 18 Tim Ho Wan in mainland China as of February 2022.

Surigao Sur farmers’ groups get P81.9-M farm equipment

Thirty-seven accredited ricebased farmers’ cooperatives and associations in Surigao del Sur province have received PHP81.96 million worth of farm equipment from the Department of Agriculture in the Caraga Region (DA-13).

In a statement Friday, the DA13 said the farm machinery and equipment were released under the Rice Competitiveness Enhancement Fund (RCEF).

The agency’s Philippine Center for Postharvest Development and Mechanization (PhilMech)

handed over the various kinds of farming apparatus to the beneficiaries Thursday at the provincial sports complex in Tandag City.

“The release aims to make accessible to the rice farmers in Surigao del Sur the appropriate rice production and postharvest

machinery,” the DA-13 said.

Led by DA-13 Regional Executive Director Ricardo Onate Jr. and Surigao del Sur Governor Alexander Pimentel, the distributed farm equipment included six units of hand tractors, six floating tillers (boat type), three floating tillers

(turtle type), and 26 walk-behind transplanters.

In addition, two units of riding-type rice transplanters, two rice reapers, 14 combine harvesters, 13 recirculating dryers, a mobile rice mill, and a single-pass rice mill were also dispensed to the cooperatives.

Filipino-owned travel booking app Happy Hotels, which was officially launched on Friday, aims to compete with global players in the tourism industry by banking on its expertise in local festivities and catering to traveler needs depending on their budgets.

With the app, local and foreign travelers can book hotels, bed and breakfast establishments and dormitels in as fast as one minute, the company said.

When asked how it differs from other apps in the market, its founder and CEO Jason Lao said the platform understands the entire ecosystem including needs of both travelers and business owners. Lao has 25-years of experience in the service industry.

To attract more foreign and local tourists, the app has a “Calendar of Events” that details upcoming fiestas and festivities all over the country to help users plan their trips.

Happy Hotels app was conceptualized by Lao when he witnessed how local tourism players suffered during the pandemic. He said the app is also meant to help business owners expand their reach, and provide jobs for those in the tourism industry.

In an advisory, Petron said it would implement a P9.20 per kilogram rollback in its household LPG prices, effective 12:01 a.m. on April 1.

The adjustment is equivalent to a P101.2 reduction in the price of a typical 11-kilogram LPG tank.

At the same time, Petron’s Au-

toLPG prices will roll back by P5.14 per liter.

“These reflect the international contract price of LPG for the month of April,” Petron said.

As of February, household LPG prices in Metro Manila ranged from P934 to P1,118 per 11-kilogram cylinder.

“Demand has exceeded our expectations,” he said, adding that “we do expect the 5 percent (savings interest rate) will accelerate customer onboarding.”

VIRAL: Young girls share why they’re #PeriodDistancing

MANILA, Philippines - From social distancing comes #PeriodDistancing. As the world reopens and people are back to face-to-face interactions, some girls are feeling consumed by the pressure and anxiety of having to closely engage with their friends and family once again— and now, it’s because of their menstrual period and odors.

Avoiding cramped, enclosed spaces, and long commutes, young women have inadvertently started talking about a new distancing practice, called “#PeriodDistancing”, as a way of keeping their peers from being able to smell their period odor and avoid embarrassment.

What was once a taboo topic, these girls share on their TikTok videos how they forced themselves to skip important family gatherings, school and work engagements, miss out on those long, overdue catch-ups with friends, and avoid visiting their favorite hang-out places so people won’t notice the fishy or “malansang” odor of their period.

Zooming in on Period Odor

Why do girls experience period odor in the first place?

Menstrual blood, a combination of blood and uterine lining tissue, has a distinct smell. Period blood can have a unique metallic-like odor and it is primarily because of iron present in period blood. This is normally not a cause for concern and usually goes away after periods. Some may also notice and describe the smell as “fishy” or “rotten”, which usually indicates an infection such as bacterial vaginosis or other problems.

Period odors may indeed indicate a health issue especially if it lasts several days, so it is important to listen to our bodies and visit the doctor if needed. There are many other things contributing to the peculiar and sometimes unpleasant smell so identifying the cause of the odors

will help girls address the problem. Like for instance, sometimes unusual smells may also be related to hygiene, so it is recommended to practice good menstrual hygiene and change period pads every two to six hours or more frequently if a person’s period is heavy.

With F2F activities now in full swing, it can be especially tricky for girls to cope with period odor while outside when changing pads as needed is not always possible and when their current pad is not absorbent enough.

The report spotlights users’ summer trends through an analysis of TikTok content, spotting users’ high engagement emanating from

PSC’s Gaston up for the challenge

Before the month ended, the Philippine Sports Commission (PSC) headed by chairman Richard Bachmann formally welcomed Commissioner Matthew “Fritz” Gaston to the PSC family when the latter reported for duty Friday, March 31 at the PSC Main Administrative Building inside the Rizal Memorial Sports Complex in Manila.

“My family, they are happy for me because they’ve always rooted for me for sports, and they know I’m a sportsman. Even if I worked in a corporate, alam nila na love ko talaga yung sports,” said Commissioner Gaston after his meeting with Chairman Bachmann earlier today.

Gaston, a former commissioner of the Games and Amusements Board, pro basketball player and

collegiate coach, completed the PSC board after being appointed by President Marcos last March 24.

“This is more challenging and has a sense of purpose for me since I have been an athlete. We just have to take care of all the athletes, from the elite, all the way from the grassroots,” said Comm Gaston.

The new PSC Commissioner once suited up for the 1977 national youth basketball team. He also coached the national women’s basketball team to a bronze medal finish in the 2007 Southeast Asian Games in Nakhon Ratchasima City, Thailand.

“The elite has to be given support to the level of Asian and Olympic. In other words, they have to be given the training, equipment and exposure at an Olympic level.”

In a statement, Chairman Bachmann expressed: “I thank His Excellency President Ferdinand “Bongbong” Marcos Jr. for appointing Commissioner Gaston as part of the PSC Board. Commissioner Gaston’s extensive experience and leadership in the field will certainly be an asset towards our goal of providing the most we can for our Filipino athletes, from the grassroots level up to the elite.”

Just recalling the plan to make Bankerohan River as a sporting venue

saw a group of people carrying their wooden paddles. “Mga athletes guro ni,” I told myself.

Around 10 wooden boats (murag banca sa ato nga walay katig) were one by one arranged as it looked like they were finished training for the day. As I listened to their conversations, I picked up some information that they do their training early in the morning with their teammates. They did their stretching to cool down and a little bit later they went at the back of a restaurant where a water hose was available to rinse themselves.

I then recalled the plan of then City Councilor Sid Ungab and ABS-CBN Davao’s Tina Junsay of organizing a paddle boat race or a dragon boat race event at the Bankerohan River. But with the presence of residential houses beside the river, it was not pushed through as this will not really looked good on television.

To me, it was a good start of the conversation as Councilor Ungab (now Congressman) thought of an idea to improve the situation of the Bankerohan River. Ideally, the residential houses should be hundreds of meters away from the river to keep it clean and in the long run, it would be a great venue for boat racing competitions.

That idea has two goals. To make Bankerohan River clean again and to make it an ideal spot for boat race events. Not only that, it would also be a good sight for a Fluvial Parade. That was an awesome idea!

However, the ever big prob-

lem, an unending one, is where to relocate those residents, or how to massively move them away, hundreds meters from the river. It is going to be a big undertaking!

So far, only the Agro-Industrial Foundation College’s side is not occupied by residential houses. Nalunod na lang gani ang barko sa daplin, remember? And to clear up the whole stretch of the river have big monetary costs and undeniably, political impact. So, who will make that political decision? Nalimtan na lang una.

But that idea that was initially discussed by the Honorable Sid and ma’am Tina is worth pursuing. It make take years to do it, yet if we think of the next generation of Dabawenyos, converting that idea into action would greatly benefit them.

Gubot lang ni sa sugod, but I strongly believe, that if our political leaders would take that step, gradually, Bankerohan River will be restored to its former glory.

Just as I witnessed Mexican athletes training at the pristine waters of Cancun, I thought that maybe and someday, the Bankerohan River would become a regular venue for dragon boat racing, rowing and any other water sport.

Dili pa man siguro ulahi Congressman Sid Ungab noh? Natuman man gani ang pag taud sa Davao City-UP Mindanao Sports Complex after many, many years. *
