Director’s foreword

DEAR FRIENDS OF THE OSKAR VON MILLER FORUM, Innovativeness, entrepreneurship, design excellence and high performance are vital qualities of construction engineers. The services they provide, such as meeting safety and security needs, providing for water supply and wastewater treatment, energy conversion and power distribution, as well as creating the necessary infrastructure to ensure mobility, show that they make an essential contribution to a fulfilled life as we know it today. It is actually impossible to imagine a world without buildings, public utili ties and traffic routes. Portraying the important role of construction engineers in our society and informing a broad public about their contribution was a major mission that we embraced together with the M:AI – Museum für Architektur und Inge nieurkunst NRW by developing the exhibition Visionäre und Alltagshelden. Ingenieure – Bauen – Zukunft (Visionaries and Everyday Heroes. Engineers – Construction – Future) and publishing an accompanying book. In his lecture for the opening of the exhibition, the internationally renowned civil engineer Bill Addis discussed the trends in the civil engineering pro fessions. Apart from the exhibition, our lecture programme in the past academic year once again addressed key issues such as globalisation, climate change, resource conservation, urbanisation and digitisation as well as public space design and availability. In early December, for instance, Philipp Rode from the London School of Economics highlighted the challenges and opportunities of cities in the

context of decentralisation, multi-level governance, integrated planning and local democracy. As co-creator of the Ecological Footprint concept, Mathis Wackernagel pointed out the need for vast and rapid transformation of our cities in the light of global trends. Architect Dietmar Feichtinger provided insights into the design processes involved in his work. At the beginning of the summer semester, architect Matthias Kohler from Gramazio Kohler Research outlined ways to establish a comprehensive digital construction culture. Landscape architect James Corner, the first landscape architect ever to be awarded an honorary doctorate by the TUM in May 2018, presented new trends in urban landscaping, public space and environmental protec tion in his lecture. At the close of the academic year, philosopher Julian Nida-Rümelin dis cussed the ethical aspects of digitisation in the field of construction. Complementing curricular studies, all these topics are important elements that contribute to the training of future civil and environmental engi neers, architects and construction technicians in the spirit of promoting excellence. I am happy to be able to offer you a look at our work over the past year in our latest yearbook and hope you enjoy reading it.

Programme Advisory Council’s foreword

FROM THE PROGRAMME A DVISORY COUNCIL There is an intensive ongoing debate about the future of engineer training1. What skills should be taught? Has the introduction of Bachelor’s and Master’s degrees tarnished German engineer training? Is it therefore nec essary to define the contents of degree programmes “in detail,” as is presently being discussed by the Association for Programme Accredita tion in the Construction Fields, or is it enough to classify the engineering disciplines according to the artefacts they deal with, such as buildings and infrastructure systems or machinery, to provide guidelines for the fur ther development of the curriculum in line with modern scientific findings?2 For instance, the latest developments in integrated mobility systems dem onstrate that we must rethink our current structures: The once useful differentiation between urban planning (Department of Architecture), road and traffic management (Department of Civil Engineering) and automo tive engineering (Department of Mechanical Engineering) must be recon sidered in order to find optimal solutions to meet the basic need for mobility by exploring unimagined possibilities. It is not enough for the en gineering departments to develop solutions from a delimited technical perspective, thereby failing to focus their attention on innovations and soci etal transformations that drive change or indeed result from change. Integrated approaches are needed. Our department-based university structure – with some TUM departments looking back on a tradition of 150 years this year – must not pose any obstacle in this regard. For this reason, we must not only help our future designers look beyond the confines of their own disciplines, but in fact encourage them to understand the other disciplines and to interact with them in their own work wherever necessary.

This is not easy, particularly given the fact that we do not yet know the challenges our up-and-coming architects, engineers and construction technicians will be faced with in exercising their profession in the coming decades. Our approach at the TUM is to integrate the humanities, social sciences and political sciences in order to encourage an integral view that enables the necessary interaction of disciplines. The Oskar von Miller Forum provides an excellent platform for future top performers to explore and discuss the interrelations between our ac tions with regard to societal, political, and ethical issues. It offers prepa ration par excellence for future challenges by fostering designers who think and act on a holistic intellectual basis, and preparation par excellence for us to continue developing the building and construction sector in innovative and successful ways.

Programme mandate The programme of the Oskar von Miller Forum is dedicated to the education of engineers in the field of construction at the Technical University of Munich. With an interdisciplinary and international orientation, it supports scholarship hold ers in their pursuit of excellence in both their own field of spe cialisation and in related disciplines. The programme is directly related to the university education of building professionals. Linking to the traditional concept of the ‘master builder’ who possessed combined skills in all branches of building, the programme establishes connections and links between construction engineering, environmental engineering and surveying, between architecture and the artisan trades as well as social sciences, humanities, economics and natural sciences.

Programme elements INSPIRATION – INTERDISCIPLINARY AND I NTERCULTURAL The programme of the Oskar von Miller Forum consists of three main components. The first component is guest scientists who, as scientists in residence, share their know-how and experience and are available as mentors for the scholarship holders. They contribute to and enrich the programme as well as day-to-day life at the Oskar von Miller Forum both from a professional and an intercultural point of view. The second component is the public programme of events that provides inspiration for the students’ professional development. Internationally renowned experts hold sophisticated lectures on topics in construction engineering and related fields. The third component is the intercultural and interdisciplinary exchange between the scholarship students, which is nurtured by living and work ing together. For example, in tandem presentations, they share insights into their studies or their research projects. A number of additional inhouse activities are organised by the residents on their own initiative. They furthermore enhance their social skills by taking part in personal development seminars.

INHOUSE EVENTS Workshops Excellent scientists are invited as mentors for the scholarship holders in the framework of the Scientists-in-Residence programme. They share their expertise with the residents in workshops and other events. In addi tion, the scientists take an active part in the inhouse programme and day-to-day life at the Oskar von Miller Forum.

Workshop talks and alumni evenings The workshop talks are a source of inspiration for residents to plan their future careers. For instance, entrepreneurs explain how to start up a com pany and provide insight into their everyday work. During the Alumni Networking Event, scholarship students receive helpful advice from former residents for starting their career and begin building important networks for their professional life.

Tandem presentations All scholarship students present essential aspects of their work or pro jects in the form of tandem presentations. In this way, residents engage in an interdisciplinary exchange of knowledge and experience. In addition, by organising the work on their own, they define their own priorities and develop their personal strengths beyond their particular field of spe cialisation.

Structural Engineering – Yesterday and Today BILL ADDIS UNIVERSITY OF CAMBRIDGE

Civil engineer Bill Addis has been studying the history of construction engineering and building materials for nearly 40 years, with a parti cular focus on the historical dimension in the professional practice of civil engineering. In addition, he is chairman of the editorial committee of Engineering History and Heritage, the magazine published by the Institution of Civil Engineers in London. For several years he has been a member of the scientific advisory committees for the Spanish, French and British construction history congresses as well as for the international congresses in Cambridge, Cottbus, Paris, Chicago and Brussels. In collaboration with the Institution of Civil Engineers, he is presently developing a database providing information about engineers working in heritage conservation. In the sum mer semester of 2018, he was a visiting professor at the TUM ’s Chair of Structural Design.

Y E A R B O O K 2017/18

STRUCTURAL ENGINEERING – Y ESTERDAY AND TODAY › Bill Addis

In the late eighteenth century, a major factor that prepared the ground for modern structural design was the introduction of cast and wrought iron, which replaced conventional building materials such as stone, timber and brick. This meant that engineers had to develop new ways of using these materials for unprecedented types of structures such as railway bridges and stations. For the first time, load-bearing structures had to be optimised in terms of minimising both cost and weight. The structural design pro cess differs fundamentally from the architectural design process. Firstly, it involves developing structures that meet both architectural and func tional needs. Secondly, it must be ensured that these forms function as efficient load-bearing structures and reliably transfer all loads imposed on them, such as self-weight, wind and seismic loads, down to sturdy foundations. In his lecture, Bill Addis also described the beginnings of engineer train ing in various European countries and the emergence of the professions of civil and structural engineers.

Cities and their governance structures are at the centre of the current urban development debate. Philipp Rode presented new insights from various cities, comparative per spectives on different forms of urban administration and global agendas. All these measures are aimed at further strengthening urban governance structures. Regardless of whether managing the relationships between urban planning and transport policy or between local economic develop ment and climate change, the concept of urban governance implies deal ing with highly complex constellations requiring both stable institutions and enabling change.

ONE-PLANET CITIES ›  Mathis Wackernagel

The world’s urban population is expected to double by 2050. Seven to eight billion people will then be living in cities. If we comply with the Paris Climate Agreement, the use of fossil fuel should cease well before 2050. Mathis Wackernagel stressed that if cities want to be resilient and successful, they need to find ways to provide for healthy and thriving lives within the resource budget of planet Earth. These cities are one-planet cities. Since infrastructures have decades- or century-long lifespans, foresight is crucial for adapting cities to future challenges. Vice versa, postponing

forward-thinking action and continuing to promote resource-inefficient infrastructure will cause lasting liabilities. In his lecture, Mathis Wackernagel answered many fundamental questions about this subject matter: How can we achieve the vast and rapid trans formation of our cities necessary in the face of global trends? How can we harness foresight and innovation and turn the possible into reality? How much effort will it take? Is the outcome worth the effort?

ETHICS AND DIGITISATION ›  Julian Nida-Rümelin

By engaging Julian Nida-Rümelin, the Oskar von Miller Forum presented one of the most renowned German philosophers to discuss topics around ethics and digitisation. Following a philosophical excursion, he explored the opportunities that will emerge for society through artificial intelligence. Examples included autonomous driving and care robots. According to Nida-Rümelin, digitisation in Germany has so far made a modest contri bution to productivity development. In his view, this is due to the fact that the project of a networked Industry 4.0 is still at its very beginnings. Julian Nida-Rümelin underlined that central humanistic educational ideals are becoming more important than ever as the digitisation of technology, economics and culture progresses. Mere knowledge of facts is a declining asset, given that any machine will outpace humans in this regard. The ability to critically assess facts and to keep a clear overview in a world of overabundant data is vital. The conclusion of the evening was that the implementation of technologi cal possibilities must consistently be based on human values.

The construction industry makes a vital contribution to our economic pros perity as well as safety and security in our society. At the same time, the construction industry is a risk factor. These were the topics of a dis cussion with the scholarship holders of the Oskar von Miller Forum asking: How (un)safe is building? Where do the major risks arise and how can they be better managed? And why can building sometimes be too safe? Daniel Straub and Norbert Gebbeken as well as the Oskar von Miller Forum‘s scholarship holders Klara-Maria Santer, Klemen Domjan and Antal Csuka spoke about risk management in the construction industry and then discussed the topic with the audience. The discussion session took place as part of the exhibition Visionaries and Everyday Heroes. Engineers – Construction – Future.

While being responsible for the safety of the structures they have designed, engineers have also been taking on ever more cultural and social re sponsibility. This is indeed vital in the light of the increasing complexity of tasks and immense technological developments. Annette Bögle pointed out that if engineers are aware of their cultural and social responsibility on top of their profound engineering skills, this may bring about new processes and methods that offer efficient solutions to contemporary social demands. Following her lecture, scholarship holders Johannes Diller and Benjamin Slosharek presented several major proj ects that involved long and complex construction processes. In her lecture, architect Annette Hillebrandt gave an overview of the Urban Mining design strategy as a factor contributing to the “material transition.” Building according to the Urban Mining concept means following a strategy of cycle-orientated planning geared towards the “circular economy.” It involves enabling long-term multiple uses while at the same time employ ing building methods that facilitate the precise disassembly of structures into their component materials, hence creating efficient recyclability. “It will be important to implement the goal of resource-efficient construc tion in the training of future architects and to supply as much information as possible to students and professionals alike. There is a huge knowledge deficit when it comes to resource-efficient building materials and con struction methods, and this must be systematically reduced.” (Annette Hillebrandt at the IRBAU 2017).

Workshop talk Discussion with expert practitioners The eight-storey timber structure H8 in Bad Aibling was designed by SCHANKULA Architekten in cooperation with Stefan Winter from the Technical University of Munich, the Rosenheim University of Applied Sci ences and local companies. The building is one of the tallest timber structures in Germany. Architect Arthur Schankula and structural engineer Philipp Bartnitzek, employed by bauart Konstruktions GmbH & Co.KG during the design and construction phase, presented the project, discussing developments in timber construction in general and the resulting opportunities for residential construction. The scholarship holders asked questions about the structural design of the prefabricated timber walls, fire protection, sound insulation and cost balance, and discussed with the two experts. The entire event was organised and hosted by the construction techni cians living at the Forum.

Seminars LEADERSHIP SEMINARS FOR PERSONAL D EVELOPMENT TRAINING Leadership seminars on different topics are specifically designed by an experienced business coach to meet the needs of the scholarship hold ers and implemented in two-day seminars. The particular focus is on pre paring them for their role as future leaders in business, teaching or re search. The first seminar, “Working with others in a team, managing different in terests and cultures,” took place in November 2017. The focus was on making conscious use of one’s own skills on a team as well as effective working methods. Additional topics included values in dealing with other people and cultures. In the “Presentation skills” seminar held in January 2018, the scholarship holders practiced giving classical project- or subject-related presenta tions in front of an audience. This included both successful presentation techniques and discussion skills for dealing with customers, as well as chairing an entire project. In May 2018, the seminar “Leading myself in the working world” prepared participants for job interviews. They learned how to successfully handle typical situations at work, such as performance reviews with superiors.

Welcome excursion SOCIALISING AND TEAMBUILDING HIKING IN THE BAVARIAN MOUNTAINS To integrate new residents, students, guest scientists and the team of the Oskar von Miller Forum go on a joint excursion at the beginning of the winter semester. In October 2017, the first destination was former Olympic skiing champion Markus Wasmeier’s farm museum, set in picturesque Alpine scenery near Lake Schliersee. A guided tour of the open-air museum offered the participants insight into farming life in the 18th and 19th centuries. In the afternoon, the group hiked to the Obere Firstalm near Spitzingsee. After dinner and a brief introduction to the programme of the Oskar von Miller Forum by Director Werner Lang, the day concluded with pleas ant socialising. The next day, a three-hour hike led to the Rotwandhaus at an altitude of 1737 metres where a fortifying Bavarian meal was served. After the descent to the valley, the group returned to Munich.

Life at the Forum C ULTURAL EXCHANGE, PARTIES A ND G ET-TOGETHERS Summer party This year’s party theme, Alice in Wonderland, was evident both in the charming decoration and in the annual summer party magazine’s title – “Oskar in Wonderland.” In fact, this is how guests felt as they listened to the scholarship holder’s presentations and musical performances. Future civil and environmental engineers, architects and construction technicians presented excerpts from their work or reflected on the profession of engineers in the construction industry. Everyone was ex cited that a large number of alumni had come to the Oskar von Miller Forum and used the opportunity for meeting and networking.

Universal Design Exhibition MCBW Munich The MCBW showcases multifaceted, inno vative design activities, offering inspiration for an interdisciplinary design discourse and attracting creative people and enter prises from all around the world to Munich.

The UNIVERSAL DESIGN competition presented product entries from a total of ten nations that were assessed by a jury of international experts and a user jury (100 people of different ages and genders). The smart care patch from the Bavarian company MOIO, designed by the Munich-based design agency N + P, won the Gold Award of the 2 018 UNIVERSAL DESIGN competition, which was awarded only once. In addition, the participants of the 12th plenary session of the Sozialforum Bayern, at the invitation of the Bavarian State Ministry of Labour and Social Affairs, Family and Integration, learned about the increasing impor tance of universal design in social economy enterprises. The first presentation of the Japanese Universal Design Award outside of Japan was a special highlight, which was followed by a series of lectures with speakers from Japan, Austria, Spain and France.

Gemeinnützige Urlaubskasse des Bayerischen Baugewerbes e. V. For over 60 years, the procedure applied in the construction industry to fund leave pay has ensured that claims to leave and remuneration can be saved for manual workers so that they can take continuous leave. The Urlaubskasse (leave pay funds) maintains an employee account for each manual worker in the construction industry in Bavaria and reimburses leave pay paid by employers.
