n the medieval times, tradesman used to pass their skills to their next generations and each trade and art was transformed in the same way, thus in the Asiatic society the caste system was also based on the type of work every person was ought to perform, thus the education of each person was also dependent upon the aptitude of the trade and scope of research and further improvement in it. Nowadays , the scenario is an alloy of all the complex jobs and trades , It jobs , mobile jobs and ITes jobs which were not evolved in twenty years earlier, are now on boom , and which require one to be a hardcore tech geek to understand and be familiar with the advanced technology. There is education, there are engineers and in India, especially, there are educationeers, these are those group of people who work as engineers of education , they strive hard to make education in india as a business , applying engineering to find out ways to transform and professionalize education as a business. There are as much engineering colleges in India as there are villages. Every city whether big or small has these engineering producing factories installed and producing thousands on engineers as the product without getting a buyer for their product . There is Brand race in engineering factories like that of clothes, but the only difference is, in clothes, international brands are preferred by the customer, while in engineering , government colleges are preferred by the companies or recruiters. UGC, University grants Commission, the godfather of universities and thus professional courses in India, mentor these educationeers, create guidelines for them and make them to be strictly followed by each and every university whether, technical or contemporary. It has been a long time since UGC is exercising its control over all the formulations and setting up of guidelines for these universities to promulgate the very motive of high quality education. But is the premier organization really effective in implementing the real motives and very cause of education fraternity for which it was formulated? The answer is negative and the reason is these educationeers. The motive of coining this word educationeers is to sarcastically blame the incapability and marooned state of UGC in nonimplementation of rules and guidelines which it has set. The exponentially increasing number of colleges without adequate teaching staffs and infrastructure is a matter of serious concern and a big question mark on the face of education contractors of the country. We are not the best in education still we have brilliant engineers, doctors and law professionals, how exquisite it would be if we can further increase our education standard so that we can stand in front of the world and claim being the pioneers of quality education as chronologically old as that of nalanda university, Rajgir. Our magazine is a mirror of the society and tries to bring out the public what they generally don’t see or is deliberately hidden from them by these educationeers, our motive is to bring the real face of education and to allow each student to have the real face of education, without fail or being conceived in a wrong confidence for the avarice of illegal degrees.

pledging to the women at the minimal gathering to hold for the speech of Rahul and that they should listen to Rahul once but it turned out to be a mimicry for congress and a new point to speak out publicly for the opposition.. But with no effect Congress has seen a considerable loss of confidence from its vote bank and even from the bureaucracy and business lobby as well, some because of the incorrigibly corrupt governmental sectors, everyday popping up new scams, that too which are costing in millions and even more than the yearly budgets of some of the poor countries in Africa. Congress failure in organizing CWG game was an international shame, and then the scam that came out of it was the last bolt in the coffin. However nothing can be concluded before the elections , and counting upon the number of flyovers constructed in Delhi and the ever expanding Delhi metro has been some of the achievements of this government , but let us see if this would be enough to produce the same effect that congress has managed for three consecutive terms in the capital. any association with politics , but that leveraged Kejriwal on the scene who was determined enough to bring about a change , he is a fundamentalist , social activist and a former IRS officer , thus he is heard , and the obsession of people , fed up of inflation coincides with the sympathy this man has gained for sacrificing his easy life to become a reformer and statesman to bring about his own “swaraj” based on the notion to allow the local panchayats to have effective control and safeguard over the formulation and implementation of various government funds and policies for the people at large which were earlier absorbed and dissipated amongst the system people before they were actually reaching the main target public. Recent case of Nachiketa, a man who claims to be former BJP member, publicly threw black ink on other political parties, Arvind Kejriwal; he said he was very much influenced by Anna hazaare and that Kejriwal is a traitor and has political interests rather than Anna’s view point. However it was solely his decision and BJP spokesperson Meenakshi Lekhi has denied in her talks to the reporter, about any links presently of Nachiketa with the BJP party. Anna has also questioned AAP that the auditing of AAP’s funds and to clarify upon the expense and usage of total amount collected from the India against Corruption (IAC) movement which was fronted by Anna. Thus the bottom line is that it is all open and the rostrum of Delhi will be held by the peoples mandate at large, Kejriwal is strong but new, Sheila dixit is ruling but defamed, harsh vardhan is a people’s man, but may become a victim of BJP internal politics and some late immature decisions. A tri party situation is most likely however the people may clearly support a single party with clear mandate to serve. Let’s see what happens at large, who was having a clear vision and who was just a surface whale. But the party that wins will surely have an upper hand in these elections and the upcoming main battle. AAP, BJP and congress have all felt a sense of confidence in their voters but nobody can be sure in which turn the camel will take, however it is clear that from no party to becoming a prominent party participating in Delhi elections, AAP has really shown that they can bring about a change, not merely backed up by the youth, but the common man who feels like an escapist to this government failure and is ready to get rid of it at all costs.

Amendments in AiCtE Act
To restore the powers of the All India Council for Technical Education (AICTE), the government is planning an amendment to the AICTE Act. "We are bringing an Act to restore the relevance of AICTE. Currently, we are working on it and hope to get it approved soon. We had planned an Ordinance, but we do not think we will go ahead with that," Minister for Human Resource Development Pallam Raju told Business Standard. In April, the Supreme Court allowed private colleges to conduct master’s in business administration (MBA) and master's in computer applications (MCA) programmes without AICTE's permission. Following the order, AICTE was only expected to play an advisory role and prescribe uniform standards of education for affiliated members of a university. AICTE had filed a review petition against the order, saying the authority had played the role of a regulator for many years and it couldn't suddenly become wrong. "We do not want damage to students. There could be tremendous amount of exploitation and unstructured growth. We do not want that to happen," AICTE Chairman Shankar S Mantha had said.

An increase in gold imports placed further pressure on the current-account balance. Newly rich consumers in rural areas increasingly put their savings in gold, a familiar store of value, while wealthy urban consumers, worried about inflation, also turned to buying gold. Ironically, had they bought Apple shares, rather than a commodity (no matter how fungible, liquid, and investible it is), their purchases would have been treated as a foreign investment rather than as adding to the external deficit.”

n an order that strictly questioned the status of private universities in the state of Himachal Pradesh by the division bench of Chief Justice AM khanwilkar And Justice Kuldip Singh had asked the university Grants Commission (UGC) to provide their justification on the status and performance of these universities by December, 2, 2013. The CM of Himachal Pradesh, Mr. Virbhadra Singh, also reacted on a strict note to the court’s enquiry and also welcomed their step, he also said that during the time of BJP government these private universities were granted land to start their campuses,50 bighas are enough as per the guidelines to open a university then why were the private universities allowed to have upto 600 bighas of sprawling land that could otherwise had been utilized into something more vital in an already “land scarce� state of HP. Also there was a mention that out of the 15 universities that were allowed in those times only 6 were inspected by UGC while all of them were running. The Himachal Pradesh C.M. laid stress on the need of a Regulatory body that will monitor the required fulfillment of criterion by these universities and ensure a quality of education is being maintained by all and sundry and that too
at the good pace and effectively. Shimla high court was in an angry tone to the negligence shown by the UGC and its affiliations in terms of the status and working of the private universities in Himachal Pradesh, this has made the UGC to be on back foot for yet another time before being questioned many a times about its incapability to control the status and strictly monitor the working and admission procedures of these private Universities throughout the country. Earlier Mr. Pallam Raju, minister HRD, had wrapped up the DEC (Distance education Council) and made UGC the organization whole sole responsible for coordination with IGNOU to allow distance education in the country. The court was worried about the lowering levels of quality education and had asked
these universities and UGC to provide replies on the question put up to them about the in capabilities and wrong procedures that they have followed while granting admission to the students. This court notice by Shimla high court raises serious and critical questions on the very education system of INDIA and also that whether UGC is capable enough to handle this vast ocean of education fraternity? Thus this can be concluded that the top brass of Indian education system and its regulation is under dark clouds and the coming days are not at all easy for them to defend about their actions taken and step followed for the proper promulgation of laying satisfactory education standard throughout the country. Why Literacy Level Going Down in India? Definition of Literacy in India: he National Literacy Mission defines Literacy as acquiring the skills of Reading, Writing and Arithmetic (Referred to as the 3 R‘s) and applying them to one’s day to day life. Literacy Rate in India stood at 74.04 % as per the 2011 census. It is much below the world average literacy rate of 84%. India still has the largest number of illiterates in the world. Despite Government programs India’s literacy rate has only increased sluggishly. It is estimated that with the current rate of growth it would only be around 2060 that we can hope to be fully literate. The decadal growth in the period 2001 to 2011 has only been 9.2% which is slower than the growth seen in the previous decades. Low literacy rates in India can be attributed to the following factors : 1. Absence of adequate school infrastructure like improper facilities and inefficient teaching staff: Many schools have been running without proper buildings with students often studying in the open braving scorching heat, severe cold and rains. Primary Teachers although paid reasonably better now are often missing for days and months on end especially from rural areas. 2. Improper Hygiene and Sanitation : A study of government primary schools in north India has found that as many as 59 % schools had no drinking water facility and 89 % had no toilets. Expecting the students to learn at these schools is outright inhuman. Lack of proper toilet facilities is a huge dampener for girl students. 3. Lack of Qualified Teachers : In 6, 00,000 villages and urban slums education is dispensed by barely qualified “Para Teachers “. The student teacher ratio is a staggeringly low 1: 42. This raises basic questions as to whether the literacy levels are actually improving or the improvement is merely in statistics on paper. 4. Low GDP allocation for Education : GDP allocation to education has never been more than 4.2% right from independence although the Kothari Commission had recommended an allocation of 6%. This fund allocation is inadequate for a country with a population

size like India which has the highest number of illiterates in the world. 5. Very High Dropout Rate : National Family Health Survey has concluded that only 37.7% of the children enrolled go on to complete primary education. On 21st February 2005, the prime minister of India said that he was pained to note that “only 47 out of 100 children enrolled in class I reach class VIII, putting the dropout rate at 52.78 %.” It is estimated that as many as 60 million children aged 6 to 14 years are not in school. This is a very high dropout rate. 6. Poor literacy amongst Female Populace : Inequality based on gender difference has resulted in female literacy being lower at 65.46% than that of their male counterparts at 82.14 %. Due to strong stereotyping of male and female roles, sons are thought to be more useful and are hence educated. Females are pulled out of schools to help on agricultural farms and in homes. These roles require no formal education. The large portion of illiterate females is another reason for illiteracy in India. Surveys have shown that fewer than 2% girls engaged on farms attended school. In states and societies which are deeply patriarchal this bias against females is higher. 7. Poor percolation of literacy amongst socially disadvantaged groups like Tribal People and Muslims : The literacy rate amongst the tribal people is perhaps the lowest in the country. A study in the state of Odisha has shown that the literacy rate amongst the tribal people is only 37 % compared to the general literacy rate of 63% in the state .The dropout rate at the level of Class V is as high as 50 %. Only around 2 to 4% of tribal students pursue higher and technical education. Most tribal children quit school in Class II or III. Activists allege than more than 90% of funds allocated for tribal education go down the drain. The Sachar Committee has revealed that the Muslim community has lagged behind with an average literacy rate of 67.6% compared to the national average of 74%. The literacy growth amongst OBC Muslims is negative, standing at -2%. This point to a glaring lack of progress in literacy amongst certain social groups which otherwise have a substantial population.

Poverty : As per a survey conducted by the Government of India in 2005 more than 22% percent of the people in India live in extreme poverty. When more than 22 people out of every hundred have serious survival issues like lack of food, water and habitation then literacy gets a much lower priority or rather no priority at all. First of all the basic needs of these people have to be addressed for them to pay any attention to literacy. 9. Misuse of funds , corruption and improper implementation of programs : Former Prime Minister Mr. Rajiv Gandhi quite famously said that “out of every rupee meant for the poor only about fifteen paisa actually reaches them “. The situation today is no better (some would say it is much worse). Recent death of schoolchildren after consuming the mid-day meal in Bihar shows massive and rampant corruption in the implementation of various literacy programs. This is a serious deterrent in increasing the literacy rates. CONCLUSION: Though a steady increase is seen in the literacy figures in India, still our performance in this sector can be considered poor. While some states like Kerala and Mizoram have shown impressive achievements in this area with more than 90% literacy, many other states like Uttar Pradesh, Bihar and Rajasthan have less than 55% literate population. Literacy rates amongst women, Muslim and tribal people are abysmally low. Despite several government programs like Sarva Shiksha Abhiyaan , Mid-Day Meal Scheme etc., nationwide ASER Survey has shown that actual learning levels are going down and are very poor in many states. There is an overall drop in the quality of education. Retention of students after initial enrollment is very poor. Most of the enrolled students drop out after Class V level. Very few of them go on for higher education. Lack of infrastructure and proper teaching staff are serious impediments. It is a classic case of “One Step Forward and Two Steps Backwards.” Lack of transparency and rampant corruption are not helping matters either. All the above mentioned reasons show that although literacy levels are increasing on paper but in actual terms “Literacy Levels Are Going Down in India “. 31

I believe everything should be done on merit, so that deserving candidate can also get similar opportunities. He applauded the play by the students and said it mirrored the real picture of the society. He was not in favour of large scale privatization of education since it cannot cater to the masses. He insisted that Govt. should put in immense efforts to make Govt. institutions, hospitals etc stand tall in comparison to private institutions so that anyone can get benefitted from them.

Education with a Purpose: CIB Education The times have changed and so have the needs. The inevitability of knowledge, which was until now, cocooned in the nut shell of education has come to the fore. The essence of skill-based education to acknowledge the contributions of the industries is portrayed by few institutions in the nation at present. Addressing the limitations that had pulled back the system from firing into its potential success, institutions have come up with noble modules to cope up with the scenario. One such organization, Council for Minority Development (CMD) is an institution established with the aim of reaching out to the minority sections of the society irrespective of caste, religion, race and creed. Issues of accessibility of education, difficulty for girls in commuting to educational institutions, lack of desired modernization in the system and meek response to the developmental initiatives have all been instrumental in holding the nation back. Out of the many hitches in the system, what has failed us repeatedly is the lack of institutions imparting skillbased and vocation education. India as a nation has been one of service driven economy for long enough and continues to be so. The manufacturing sector of the country grows at a handsome rate but not as steady as the service sector. Both these sectors in addition to the primary sector require skilled work force to smoothen their functioning leading to better and consistent rates of growth. It is the very basic principle for the inception of CMD, which is dedicatedly working to promote skill-based education to acknowledge the contribution of the industries. As per the goals of the Government of India, the requirement of having 1500 Universities by 2020 in the nation seems overly ambitious with context to the present scenario due to bottlenecks in present educational infrastructure. In a bid to realize this thought the Government of India through the Department of Higher Education, Ministry of Human Resource Development has formulated the policy to execute the National Vocational Education Qualification Framework
(NVEQF) to establish institutions of excellence. One of the objectives of this project is to achieve the Gross Enrollment Ratio target of 25.2% by the end of 12th Five-year Plan and 32% by the end of 13th Five-year plan. The Collaborative Industry Based Education programmes are an effort from CMD to contribute in this quest for achieving the national goal within the stipulated period as envisaged by the MHRD. It is amongst the very first few organizations in India to implement the concept of National NVEQF through the Collaborative Industry Based (CIB) Education Programmes. The crux of CIB Education is to promote educational programmes by emphasizing both conventional educations along with practical trainings (internship). Both classroom and internship trainings are part of the entire curriculum with a focus on the industry element which is presently neglected in the conventional mode of education. For development of any sector the outcome of education has to be qualitative to improve the economy of the nation. At this juncture, it is worth a mention that the term education is very much misconstrued in our nation. The emphasis of a degree or diploma has been given a different tone to our system whereas what matters is KNOWLEDGE. This superfluous emphasis has left the education system of the nation into a grey spot parting away with the efficient part of the same system. Till now the conventional education system has been learning of information through set pattern of pedagogy with partial or total ignorance practical know how and its implementation. Through this recognized module of Part-time regular education of the CIB education programmes, those voids will be plugged. A student once a pass out of any conventional institution will be as good as a novice in any trade as the system has only spoon-fed the theory, which will be less productive at the professional environment. makes them interesting. The dynamism can be sensed only when a person at work utilizes the acquired set of knowledge to provide desired output to the organization as expected and further enhancing the skills. The CIB Education programmes cover all five key elements as under NVEQF. (a) Providing Vocational Education (VE) leading to international equivalency (b) Multiple entry and exit between Vocational Education, general education in the functional system and job markets. (c) Progression within Vocational Education. (d) Transfer between Vocational Education and general education. (e) Partnership with industry/employers. The CIB Education module is a descriptive framework that recognizes qualifications according to a series of knowledge levels along with skills. These levels are defined in terms of the competencies which the learners must possess regardless of whether they were acquired through formal, non-formal or informal education and training. The qualifications are made up of occupational standards for specific areas of learning units. It is a nationally integrated education and competency based skill framework that will provide for multiple pathways both within vocational education and between general and vocational education to link one level of learning to another higher level and enable learners to progress to further higher levels from any starting point in the education and/or skill system. This facilitates the incumbents to define and progress in their career path with the formal acknowledgement of skills. The organization has incubated these noble initiatives and is doing a commendable job of realizing the objectives of NVEQF by making the programmes of the Collaborative Industry Based Education available to the students and youth of the country. At present, the country is enjoying the best possible demographic advantage with three-fourth 37

The alleged bane of overpopulation of the country can be channelized in the right direction through training and educating the major chunk of the available work force. This will turn the tide in our nation's favour sweeping it far ahead leaving behind other nations of the world. The CIB Education Programmes stresses on the vocationalisation of the higher education through its different provisions for this is the only way forward taking into the educational infrastructure available in the country, which is very much akin to NVEQF. With reference to the demographic advantages on the country's
front if adequate steps are not taken to provide suitable employable education or as mentioned in NVEQF, providing Career Oriented courses to the students this demographic advantage will turn adversely to our side leading to widespread social, educational and economical backwardness. As a matter of fact, one out of three graduates is unemployed in this country in the current scenario. We have to work on a war footing to turn the tables at the earliest. With this approach of neovocationalisation of the higher education, CMD is treading exactly on the path of the national goal. Given the abundant human resource available in the nation,
this approach is leading to the ideal upliftment of the same. The human resource of the nation needs to be channelized towards capacity building programmes and skill development curriculums to prevent their decay and wastage. It is the future of the education sector of the nation for which we are putting our concentrated efforts. The efforts of the Council for Minority Development will not lose steam till the objectives are accomplished.
