ndian history has it that the first time a group of social-workers (or so they call themselves as) formed a political party, and within a year of its establishment, the party formed a government by contesting elections. However, it is unfair to not give due credit to the historic achievements of the Aam Aadmi Party, formed by now-so-popular politician Arvind Kejriwal, who seemed too firm on his ideologies to be distracted until the results of the recently concluded Delhi assembly elections came out. The success of Arvind Kejriwal and his party is a result of constant efforts. Picking up some eye-cathing points such as Jan-Lokpal and RTI, along with countless number of other issues, at important times, and then placing the issues before the public in a good manner, aided Kejriwal in winning the trust of people. Consequently, he has been crowned as the chief minister of Delhi. Still, the task of Kejriwal or his Aam Aadmi Party has not finished. Instead, being Delhi’s CM has tightened the ropes on him. The numerous promises that he made, prior to the elections, about providing an all out face-lift to the lives of common people, are yet to be fulfilled. These promises like cutting the cost of electricity and providing 700 litres of free water every day seem to be far from being realistic, and indicate that AAP had the least thought of forming the government. Now, as Kejriwal has become Delhi’s CM (whatever had been the turn of events), he has been placed in a situation that he may get his name written in golden letters on the pages of Indian history, or the public will have to bear the consequences. It will be interesting to see the moves of Kejriwal, who has already stunned the public on many times with his smart moves. The public, here, has plenty to loose, while Kejriwal and his AAP has plenty to gain, depending on the actions taken to fulfill the pre-election promises of the party formed by people who call themselves as social-workers. Public expects a lot from Kejriwal and AAP. It can be noted from the history that public has been made to pay for trusting new people and handing them the reins to drive the country. This is not expected of AAP or Kejriwal, even if their politics is being tagged as opportunistic politics and a politics of comfort. Politics is also a matter of dedication and sacrifices, something that Arvind Kejriwal may need to learn, sooner or later.

In a recent development in Delhi, the AAP Government seems determined to decentralise the power through the formation of the Swaraj Bill. In January, 2014 the Delhi government has finalised the draft of Swaraj Bill, a legislation aimed to the decentralisation of power which was promised by the Aam Aadmi Party in its election manifesto. The highly exclusive feature of Swaraj Bill is the formation of Mohalla Sabhas. These Mohalla Sabhas will be entrusted with many unique powers and the prominent among them is the 'power to recall councillors'. These Mohalla Sabhas will also be able to recommend police action against miscreant in the particular

ncome tax is the tax levied by the government on the aggregate income of an individual or company at the end of a fiscal year at the rate determined by the government. There are different income tax slab that are divided between different income sections like upper class and middle class. The revenue collected by the government through the income tax is the biggest source of funding for a country. It is through the funding of income tax revenue that the government carries out its various public welfare activities and other duties. The Indian government impose tax on all the taxable income for HUF’s (Hindu Undivided Families), individual personals, associations, corporate, firms, companies etc. The tax levied by the government is different for every category. This is stated under the Indian Income Tax Act, 1961. In India, middle class or the working class is the main contributor of the income tax revenue to the government. The main brunt of the income tax is always carried out by the middle class or the working class. They are bent by the large slab of the income tax that is weighed down by numerous day to day taxes that are paid by them apart from the fixed taxes on the taxable income. Ten to sixty percent of the income is put to the national treasury in the form of one tax or the other. A middle class salaried person pays thirty to fifty percent of his or her salary in taxes annually on an average. In the beginning of every fiscal year, working class is hopeful that the budget will bring something new and hopeful for them. They expect the government to reduce the tax slab. of years, the middle class is more hopeful as it is facing a very high rate of inflation as well. Higher taxes and high inflation are the sore woes of an average working middle class Indian. Inflation has taken on a new dimension in the past year. Common house hold commodities have soared so high that it has become increasingly difficult for the average Indian to meets the basic living requirements. Everything from electricity to onions is expensive. Government is adding taxes every day. Indian democracy
is very disappointed in the ruling government and is expectantly waiting for the elections. The middle class especially is hopeful that the new government will bring about changes that will grant them relief from the huge tax slab and eventually the extra ordinary inflation that never ceases to strike terror in the heart of a honest working class. It is becoming increasingly difficult to eat a proper meal with increased rates of edibles as well. The government is taking undue advantage of the citizens in the name of modernization and development. In the
last budgetary speech, it was revealed by the finance minister that only about forty three thousand people in India have declared income of over one crore annually that is taxable. India is a economy that has the tax payers base f around four crore individuals and only 400, 00 individuals pays income tax on income exceeding twenty lakh. This constitutes only sixty three percent of total tax payers base that consists of around four crore. it is seen that brunt of paying tax is settled on the middle class salaried persons as they cannot evade tax, as it is cut directly from their salaries or in the form of TDS. While the people who pay minimum of tax are encouraged to file tax returns. Thus, it is seen that it is the middleclass only that is in dire need of freedom from this ever tangling net of tax that is becoming a hindrance in their financial development as well as saving initiatives. They are left with nothing to save. After settling the taxes and fighting inflation, a middle class salaried person is left with empty pockets. It is the responsibility of the government to give relief to the major class that is the main contributor to the tax revenue. The tax slab for the middle class should be reduced so that an average person can think ahead of taxes and plan the future saving for the children’s education, housing finance or other personal plans. The only hope of middle class is now on the governmental change that may occur in the upcoming elections. One of the main contenders for the post of India’s Prime Minister, BJP’s Mr. Modi, recently spoke about the financial

Although inflation is another matter that government has to tackle in other ways, the question is that should government reduce the tax slab for the middle class or not. The answer is very simple. Yes. As it is the middle class India that is the largest tax paying base, it deserves a tax break. The rich or upper class does not have to contend with taxes levied on salaries, as their main income is not from salaries but from other sources of savings, dividends and bonds. Reducing the tax slab will provide the much sought after relief and middle class persons can think about personal savings. It will also increase their spending power as they will have increased disposable

Schools to Refund Extra Fees- Delhi Govt.

The Delhi high court directed city government to implement recommendations of a panel on the unaided non-public schools' fee structure that has asked nearly 250 establishments to come back the "excess amount" to the parents with 9% interest. A division bench of Justice bachelor's degree Ahmed and Justice Siddharth Mridul told the Delhi government that the committee has submitted four reports

UGC: Not a proper Supreme Court Issued a notice to UGC

upreme Court has asked University grants commission (UGC) to inspect about the 44 deemed universities which are derecognized. To the surprise, UGC itself has prepared a report regarding this issue but has not gone through the reports prepared by Prof Tandon. The time duration given by the SC to UGC is just two months to acknowledge all the matters regarding this and give a valid documentary for the respective. This inspection is just for the sake of legal aspects of the respective deemed universities as confirmed by the justice K.S. Radhakrishanan and Vikramjit Sen. If the legal boundation are crossed to a greater extent by any of the institution, then it may result a bad result for the default institution as they may lose the status of deemed university status by the central government. Punjab and Haryana court had issued apprehension to UGC and Haryana government regarding the retirement age of the teachers in government colleges (58 years) and private colleges (60 years). Similar notice was issued by SC to UGC and Bihar state government with respect to the petition filed by the faculty of Dr. B R Ambedkar Bihar University to escalate the age of superannuation from 62 to 65 years. It has become the obligation of Supreme Court and High Court to indulge them in the matter of UGC to sort out the issues which are generated by UGC itself.

During these years, so many RTI’s are filed by students and parents to discern about the admission procedure related to the courses (VALID OR NOT), but UGC hardly answered and transferred it to DEB (Distance Education Bureau). Even if we will visit the website of UGC to find out the facts about the Universities, hardly we will find outright information about any university. Only the Name of the Website of the university is present over there. If any student or their parents appetite any information you have to explore on your own. If the expert statutory authority cannot update its own website what else can we expect. In spite of the fact UGC is always found saying that each information is provided on our official website.

UGC issued a notice on June 2013 that no private university can sprint off campus study center and examination center. Is this the proper way of UGC to issue a notification and not to take action in order to constrain the activities of Universities? Will the universities stop awarding the power to the information study centers? If the off campus or study centers will be banned than what will happen to the future of thousands of students and where the level of literacy go, because educational study centers have played a vital role in enhancing India literacy level. They help in overcoming the financial resistance of the students. Many private Universities are running their off campus study centers. UGC is having information about it but currently they will not look into the matter but will wait for the circumstances to become worse. These kinds of university degrees (CIB, IBL) allotted to students are not accepted to be valid and when the student’s complaints regarding the same, they themselves get the expostulation for not verifying about the university before taking admission. But no one notify them from where they can take the factual information. FOR EXAMPLE: It is same that a fake doctor without degree is sitting in a big clinic and giving prescriptions to the patients, when the patients are not benefitted and complain, they are only blamed for not verifying about the doctor. Is this the power of the patient to ask for the MBBS degree of the doctor or the liabilities of the Government? A student name Rajan Prasad (changed name) was waiting outside UGC to probe about a university which is situated in Rajasthan. He gave the information that The University is “Established by Rajasthan State Government Legislature by the Act No. 29 of 2013” (as per the website) and has not got the affiliation to be a university but it has started its functioning as a university. When he inquired, they replied that they will get the affiliation for the university after 6 months. Rajan Prasad has informed University Grants Commission (UGC) about that university through an RTI. In the petition it was mentioned that Mrs. Shimla lacked in the minimum educational qualification to apply for Ph. D. She hadn’t even scored 55% marks in MA (English). When she was in look out for Ph. D at the same time she was working on full time basis at YMCA University of science & Technology in Faridabad. If you are frenzied to meet the UGC chairman in order to deliberate relevant facts and educational issues than do not worry because you can meet him very handily as the process is very transparent. Audit of universities is a thing which we can imagine only in our dreams.

According to me, change in government do not have any effect on education system because aim of education should be the same for every government. Foreign Universities are going to enter in India. Where our education system doeslies at international level? It is not about Domestic or international education but it is about the importance which we should give to the education. Being literate and being educated are two different things. It is about the parameters on the basis of which you are judged. These parameters could the skills which helps you to adjust under all circumstances in a society, empathy towards others which motivates you to move ahead. Everybody lives for themselves but Education should teach the people to live for others as well. Let me clear one thing, whatever one learns in school and colleges forget within a year or two. There are very few people who are employed in their area of specialization. In real world practicality is required rather than learned knowledge, reason being we forget majority of the learned knowledge, but a part always remains in us that is the real knowledge. Is any change required in our education system? No comments on this because research should be done on this topic, certain parameters have to be fixed as what is the main goal of being educated? Not vocational, but optional courses which should be linked with daily requirements, these optional courses should be targeted towards making the citizens of the country responsible, self-dependent and humble. If we talk about facilities, Rural India lacks in that instead of having so much talent. How can we make the facilities reach rural India? It has to start from somewhere, even at all the places. For that we need to put efforts. While selecting a candidate it does not matter whether he is from a city or a village, what matters is their exposure, value system, interest, capability, eligibility, aptitude, and also your destiny. I want to know about the vocational training facility program started for the police and youth by police department? This training programme named UYVA has been started for the youth of the country to prevent them from going into wrong hands. After completion of training they get the chance to work also if they are interested. If children of any policeman want to take the training, they are also welcome. Before starting the program we realized that the youth of India has got the ability to work and they need money, we planned to channelize their energy in doing something
constructive, in order to protect them from falling into the gulf of crime. We provide them with classes, training and employment. What are the safety parameters decided for the women constables? Each organization has anti sexual harassment committee. If she feels harassed, she can file a complaint than the committee looks after the matter. During training these constables are encouraged to take armed combocourses.it is not exactly judo karate but simpler to that. They are provided with self-defence training and are explained about what sort of action should be taken under what circumstances. Their confidence level is high. Why there is a gap between common men and police department? There are many reasons behind this. There is a gap between the expectations of the mass and the expectations that police can fulfil according to the law. The difference between bail able and nonbail able offences should be made clear. Police department should also try to change its image by changing their attitude. I am sharing my Meerut PHQ visit experience with you, everything there was synchronized, everybody was well mannered, but in the local than scenario was just reverse. When we (media) did not received proper response over there than how can we expect that common person will get proper treatment? That’s what I have been telling you. The police personals are not manufactured in some other factory, they are also the part of this society only. In a year training only we can impart a few skills to them but changing somebody’s inheritance in one year is next to impossible. If he has put on the dress, it does not mean he has become different. We can just teach them but the thing that needs concentration is the upbringing part that we need to focus.

Uttar Pradesh has always been a state when laws are taken in the hands of police officials. They wear their police uniform as a weapon to dominate over the citizens and even the officials working under them. Every other day, a bad face of the UP police is being shown in the newspapers and televisions. Recently only on 14th January 2014, news came from Firozabad where late night a women was beaten ruthlessly by three cops for protesting against the dead body lying at the highway. For sure, the cops were suspended afterwards but this bad face of the police force was being shown to the people. Ghaziabad subinspector Vikas Yadav was arrested by a team of Delhi Police for allegedly sending pornographic clips to a woman journalist. Taking action against the sub-inspector, Ghaziabad police today suspended him with immediate effect. Woman journalist had filed a complaint against Vikas Yadav for sending obscene video clips on her mobile phone."Accused sub-inspector, who was posted at Brijvihar police post, was arrested by a team of Delhi Police. The police officials at higher level do not give respect and importance to the persons working under them. Sometimes, they insult and make them do such thing which humiliates the person from inner core for the life they are living. A case was filed by a constable in September 2012, when a constable in Uttar Pradesh complained against ASP (Additional Superintendent of Police) that the latter forced the former low division constable to tie his shoes laces. This is clearly the misuse of the powers given to the person for the security of common people but not to dominate the lower division constables. One more case in Ghaziabad, Six Uttar Pradesh police constables were suspended with immediate effect for their alleged involvement in extortion. Senior superintendent of police Dharmender Singh took the decision to suspend the policemen, including a traffic constable, after several complaints reached his office, a senior police officer said here. The SSP's office got complaints that these policemen were indulging in extortion. A departmental inquiry was conducted and they were found guilty. While 516 police officers were suspended, subsequent action was followed against only 223 policemen. Senior officers completely forgot 287 policemen (56 per cent) after suspending them. Out of these 223 officers in which subsequent action was taken, 36 were found not guilty and thus only 187 policemen (around one-third of those suspended) were finally punished in any manner," In her plea, she had said that in a number of orders the Supreme Court and Allahabad High Court have clearly stated that suspension of officials should not be a routing exercise but a step taken in extraordinary circumstances after studying complete facts. In her letter to the DGP, she said two-thirds of the suspended
police officials were not found guilty and were reinstated which raises question marks over the decision making process of the senior officers. Accountability of Indian police: There is a lack of commanding bodies to keep a check over the police officials. According to the Central Government of India, the Supreme Court has ordered that: l There is an authority for the lodging of complaints against the police officials up to the rank of Deputy Superintendent of India. l The authority has also the rights to investigate against any police officials in any case. l In India, we have 18 states police complaints authorities. l A serious action will be taken against the officials found guilty and the court will give a decision for the big crimes committed by any. l Internal investigation can also be done by the superior officials to every movement of the officials working under them. l Internal mechanisms are more effective’s one than the external mechanism since the internal officials are known with the structure and culture of the police department. l The complainants can directly sue any official who has assaulted them in any way. l There is accountability for the police officials through the civic bodies, government agencies or court or legislatives. l Courts can give the decisions for the 18

Choosing a particular strategy to reform our police department is a bit peculiar ones because not any one reform or law can mend it all way. Each law has its own positive and negative points. The cases upheld in the supreme court of various officials are still pending form various past years and the faulty officials are still enjoying their independence and the suffering body is once again the common man. The management of any independent body is not efficient enough to catch the crime of the officials. The range of matters is an incomplete approach for any government or civic body. The independent bodies are either unresourced or understaffed. The dissatisfaction of the public with the lodging of complaints of corrupt officials is another issue to be resolved. If we take in to account, there are various issues that are to be solved and resolved by the Government. A proper management is needed to strengthen the relation between police officials and citizenry. We must make such laws and amendments that make our country’s security the best one and renowned one in the world. he Constitution (Eighty-sixth Amendment) Act, 2002 inserted Article 21-A in the Constitution of India to provide free and compulsory education of all children in the age group of six to fourteen years as a fundamental right in such a manner as the state may, by law, determine. The Right of Children to Free and Compulsory Education (RTE) Act, 2009 means that every child has a right to full time elementary education of satisfactory and equitable quality in a formal school which satisfies certain essential norms and standards.
The RTE Act provides for the: (i) Right of children to free and compulsory education until achievement of basic education in neighborhood school. (ii) It clarifies that ‘compulsory education’ means that obligation of the suitable government to produce free basic education and guarantee 36

required admission, group action and completion of basic education to each kid within the six to 14 years. ‘Free’ implies that no kid shall be at risk of pay any reasonably fee or charges or expenses which can stop him or her from following and finishing basic education. (iii) It makes provisions for a nonadmitted kid to be admitted to associate degree age acceptable category. (iv) It specifies the duties and responsibilities of acceptable Governments, agency and parents in providing free and required education, and sharing of monetary and alternative responsibilities between the Central and State Governments. (v) It lays down the norms and standards relating inter alia to Pupil Teacher Ratios (PTRs), buildings and infrastructure, school-working days, teacher-working hours.
(vi) It provides for balanced employment of teachers by making certain that the required pupil teacher ratio is maintained for every faculty, instead of even as a median for the State or District or Block, so making certain that there's no urban-rural imbalance in teacher postings. India has one third of the world’s illiterate population – a worrisome trend (2011 fig. 74.04% of people above the age of 7 are literate). Male literacy level has reached 82.12%, whereas female literacy level is 64.46%, the difference being that of 16%. The total literacy growth of 12.6% (from 1991 – 2001) has declined to 9.21%. The unawareness of RTE Act, 2009 can be blamed for increase in the child labour level. It would cost $760 billion over a 20-year period to end child labour (over 60 million children are found doing labour). The estimated benefits in terms of better education and health is about six times that - over $4 trillion in economies where child labours are found. Some children are forced to work up to 18 hours in a day, often never leaving the boundaries of the factory or loom shed depriving them of their rights to Education! RTE Act for 2014-15, a survey presented that it was a droop show in Karnataka in the past two years. The main cause of the setback is that many private

schools are not even aware of the rules. RTE requires all Private/Government aided schools to reserve 25% of seats to children (to be reimbursed by the state as part of the public-private partnership plan). Kids are admitted in to the private schools based on caste based reservations. It also prohibits all unrecognized schools from practice and makes provisions for no donation or capitation fees and no interview of the child or parent/s for admission. The act also provides that no child shall be detained back, barred or required to pass a board examination until the completion of elementary education. There is also a provision for different training of school drop-outs to bring them up to par with students of the same age. Bishop’s, St. Mary’s and SV Union schools had filed a petition against the 25% Seats for children from financially and socially challenged sections of society. They filed this petition on behalf of the Supreme Court judgement on 2012 according to which RTE should not be applicable on the unaided minority schools. But even if these schools do not get any support from the government in financial terms it does not mean they are not aided because they get concession in property tax, lease, and other charges. This way they also come under the aided minority schools and indirectly under the RTE act. Proper drinking water facilities are not there, few schools are lacking in outdoor facilities. UNICEF states that for every 30 students there should be a competent and trained teacher, but our education system lacks in that too. As per 2011 census Kerala was praised for having the highest literacy rate 93.9% but the situation was reverse in Bihar with just 63.8% literacy rate. According to 2013 survey Tripura has left Kerala behind by attaining 94.65% literacy rate. Instead of these factors 287 million Indians cannot read or write, and that counts to be 39% of the world’s illiterate adults. We need to find out the shortcoming in the RTE act and should try to improve them in order to make our education system best in the world. India is blessed with the average number of youngsters during this time so we should try to utilize this advantage by making them eligible and compatible.
