n today’s scenario where India stands on the verge of being a super power; a potential nation with immense manpower and enormous thrust to steer the world as a power house, it is necessary that we clearly demarcate the challenges that we are facing in the boundless growth of the nation as a whole .There are serious challenges to the economic sustenance and economic viability of the country. The biggest challenge we face today is the hindrance in the path of free and equal education to all; a problem that has been deeply threaded inside the social fabric of the country. We have been ruled for years by different rulers and kingdoms, each having their own ethnicity and their own system of education, thus making present day India a vibgyor of various pattern of education. The biggest flaw in the education system is the system itself which is maimed by the various dependencies on innumerable factors like the government infrastructure, quality of education, medium of education, last mile connectivity of schools and colleges; especially in the rural and remote areas where it is still a hard bread to earn and lastly the mis-management on part of the government authorities to ensure quality and benign system of education today in the country. There needs to be a proper coordination between the government authorities, (those who decide the framework, affiliations , accreditations and other recognitions for securing the ability to provide educational degrees and diplomas.) universities and colleges running throughout the country , media ;which is responsible for bringing out the wrong and lacunas in the education sector , and ultimately the families throughout the country who want to ensure that their child gets the best of education. These are the four significant pillars on which the whole education system or the future of India is dependent on. We cannot have a properly running education system unless and until all these four pillars strive in with sheer determination and out of the box approach to bring out the best they can do in the limited available resources for the improvement and optimization of the education prototype of India. “Intelligence plus character-that is the goal of true education.” ― Martin Luther King Jr. So the aim is to have a collective responsibility of the government, universities, families and media in order to ensure that the illiterate gets the education in it full form and with the best tools and facilities that can be provided. Government has to ensure that they provide latest equipment’s and audio-visual aids that are available and can be utilized to maximum capabilities in the schools and colleges at large. Also it is a herculean responsibility on the part of government to ensure that all the universities and colleges which are recognized by it, are working according to the guidelines laid by the university and are strictly complying to the framework and fidelity vested upon them to provide degrees and various formats of education throughout the country. Unfortunately, it is not the case and the universities can be seen violating these norms laid by the government authorities namely, UGC and AICTE and IGNOU, for distance education. Thus the ultimate fruit of education lies in the future of an educated country. Developed nations like the European nations and the Americas have attained about 100 % literacy and are utmost reluctant to allow any margin of error in their education system and still keep an hard eye to the latest developments and researches in the field of education. After all, learning is a treasure that will follow its owner everywhere.

DEC: A Sudden Wrap UP by HRD!! T
he Distance Education Council (DEC) of the Indira Gandhi National Open University (IGNOU) is now a thing of the past. The Human Resource Development Ministry in an unusually rapid decision, bestowed upon UGC all responsibilities of the Open and Distance Learning (ODL) education. No rhyme or reason can justify this sudden revolutionary change that will directly affect those who were pursuing, or were planning to pursue any course in distant learning mode. “The manner in which the laws framed by the Parliament have been substituted by a bureaucratic process, to evade and avoid meaning discussions, calls for a debate on the procedure followed by the government to undo the laws,’’ M.M. Ansari, member of the UGC and a former Director of DEC-IGNOU, has said. The HRD Ministry dissolved the DEC on the recommendations of the Madhav Menon Committee to “Suggest Measures to Regulate the Standards of Education Being Imparted through Distance Mode.” UGC has been 04

declared as the whole soul responsible authority for undertaking the proceedings of all the presently running distance learning courses until a separate body with the adequate framework and the strictly maneuvered guidelines is formed which will undertake and replace DEC. No new center shall be opened with immediate effect, a decision which is considered by critics as utterly irresponsible and immature on the part of MHRD.In a notification issued by the UGC, All universities have been asked to ensure that no further affiliations or approvals are granted to any new center for ODL programs/courses until such regulations are resumed or a single point of contact is resurrected. A point worth noticing here is that the power to regulate ODL system had been entrusted to the IGNOU by Parliament, and that, MHRD was advised that the proper functioning of the colleges that were operating under the aegis of ODL were ill-managed and proper guidelines were not followed on the grass root level.

Future of DEC Approved Institutes : Biggest Orphanage of Education MHRD stated that this was a step ought to be taken , but what about the future of those students that were under the care and guidance of such courses , there may be some colleges which were selling degrees , which were contaminating the formats and guidelines set up by IGNOU, but does that mean to eradicate the whole system. When some leaves of tree decay, a particular branch is cut to save the others from decaying, but it will be a blunder if the whole tree is uprooted as such to prevent the oblivion. Where will they go who, who will consider their degrees as valid before offering them employment. They are now like orphan child who lost his parents suddenly, with no one to care and look after and to show the correct path to lead. Students do not have any single point of contact or any

Pallam Raju Resigned from Ministry NEW DELHI: Brushing aside the Prime Minister's advice, HRD Minister Pallam Raju on Friday decided to resign from the Cabinet opposing the decision to split Andhra Pradesh. "Yesterday, I met the Prime Minister and offered to resign. He told me not to take a hasty decision. I have thought over it last night. I have decided that I should resign from the Union Council of Ministers," he told reporters. He said he has sought an appointment with Prime Minister Manmohan Singh. Raju, who hails from Seemandhra region, has been strongly opposed to the division of Andhra Pradesh and has been critical of the way the government was going about on the issue. Meanwhile, there were reports that two ministers of state, D Purandeshwari and Killi Kriparani, have also offered to resign but there was no confirmation. On Thursday night, tourism minister Chiranjeevi and textiles minister KS Rao had also offered their resignation.

y 2022, over 700 million Indians of working age will be seeking to earn a livelihood. Of these, only 200 million would be graduates. The rest will be left with a question mark over their education qualifications and skills. The Advantage for India is that as compared to western economies where there is a burden of an ageing population, India has a unique 20–25 years window of opportunity called the “demographic dividend.” This “demographic dividend” means that as compared to other large developing and developed countries, India has a higher proportion of working age population vis-à-vis its entire population.” The result is low dependency ratio, which can provide a comparative cost advantage and competitiveness to the economy India has the world’s youngest work force with a median age way below that of China and OECD countries. Half the population of India was younger than 25 in 2010. Three Months Time for student’s
State Governor Follow Supreme Court Order
T
here have been several high profile cases earlier, but none of them like the much-hyped affair of Meghalaya-based CMJ University, which was exposed by RS Mooshahary, the governor of state, with many anomalies and inconsistencies in its operations and mal-administration in award of degrees. After the state high court had orderedthe state government to dissolve the university, a fresh petition was filed in Supreme Court by Chandra Mohan Jha, the self-appointed chancellor of the university, challenging the high court decision. The decision, however, was upheld by the Supreme Court directing the government to follow orders of the state governor to dissolve CMJ University within 3 months’ time. The direction of governor, issued on June 12, regarding the dissolution of the university as per section 48 of the CMJ University Act, 2009 had been referred by the apex court. Section 48 of the CMJ University Act says if any kind of mismanagement & mal-administration is identified in operations, then state government would issue directions for rectification to the university. If the directions are not followed, the state government can take steps to wind up the university. Mooshahary had stated that from the established facts, it is proven that there are inconsistencies, mismanagement, maladministration, indiscipline and failure in the accomplishment of the norms of the university and objectives of it, apart from the criminal liability. University. Dissolution of CMJ University had been sought by the governor in the interest of maintaining proper standards of higher education in Meghalaya state. In the face of this Supreme Court decision, the top regulatory authority UGC has constituted a 9 member committee to inspect the CMJ University. Meanwhile, the recommendation made by the state governor for the closure of the university, has been accepted by the State Board for Higher Education. About the future of students and validity of degrees awarded by Chandra Mohan Jha University, it seems as if the government is keeping a blind eye. Students, who have invested years of time and have suffered all the tensions and pressures of exams, are hoping for things to turn their way, as it will help them shape their future. There is no fault on the part of those students, who took an admission into the courses of a university which was valid once, according to the standards and norms of University Grant Commission (UGC). The authenticity of certificate, degrees or papers must be checked, and after verification they must stand valid. The state government must understand that invalidation of degrees will have an impact on many thousand students. According to our sources, the UGC committee will be meeting shortly to decide on the future of students, validity of degrees and about the standards to be followed. Students are too worried about the future course of action, while there is no clarification yet.

s an immediate stimulus to the news that appeared in the august issue of iConnect, Periyar University, agreed to dispatch the awaited degrees of students in its various courses in arts, science and commerce. The decision came when iConnect surfaced the matter and followed it with various different higher officials and dignitaries of the university, and when the news was published in the magazine. The situation was even worse for last two years as the students were facing serious problems with the enormous delay in declaration of result for its various programs, directly affecting the careers and further studies of the students. iConnect followed the university, and also brought about he views and problems of the students to the limelight , making university bound to take a decision based on available facts , and take some stringent actions against those who were responsible for the delay in results and degrees and ensure that the situation is normalized at the earliest. University has committed to look out for the cause and culprit identification in this case and will also determine steps to avoid any such situation in future. ksOu: Technical Degrees via Distance? K
arnataka State Open University (KSOU) has always remained in the limelight, because some of its various study centers running programs like B.Tech and M.Tech in correspondence. It is clearly mentioned by the UGC and former DEC (Distance education Council) form which it had affiliations that no technical course can run anywhere in India under distance mode. B.Tech being a technical course is run by KSOU study centers. As per the KSOU coordinators they are doing nothing wrong by providing technical degree courses under the distance mode and that they don’t require any AICTE approval for the same. Also some coordinators had opened its so called study centers throughout the country and is conducting exams, enrolling students and collecting fees through these centers, this is a clear violation of the UGC norms of Distance education laid under the MHRD, govt. of INDIA. No technical course can run under distance mode, it is that simple as that, so what is the difference with this university, why they consider this correct, and who has allowed them to grant such invalid degrees. Well the university coordinator says they don’t require AICTE accreditation to run any course and that they are approved by DEC. Point worth noticing is that DEC as a council is dissolved. Null and void, with immediate effect by the MHRD on the recommendations of the Madhav Menon Committee to “Suggest Measures to Regulate the Standards of Education Being Imparted through Distance Mode.” UGC has been declared as the whole soul responsible authority for undertaking the proceedings of all the presently running distance learning courses until a separate body with the adequate framework and the strictly maneuvered guidelines is formed which will undertake and replace DEC. Now, KSOU is left with only UGC grant as a university. DEC when it was a functional unit had also detected this flaw and illegal activities conducted by KSOU and had issued a “Show cause” notice to university for the same. But DEC also had some functional flaws in its working as in they never chased the university for the clarification of the same. sTuDENTs THE REAL VICTIM Candidates determined to pursue professional and technical courses find the lucrative offers and the tailor made courses of these universities as apt and very easy to pursue, so they enroll in these courses without prior investigation or reading the reviews, opinions and conversations available on internet about the same. We recommend students not to fall prey to such those universities and their totally invalid courses; one should always consult with the best available education counselors or should 18

read the review about any university or college before taking admission in it. If it was possible to obtain a B.Tech degree by just merely filling up some forms and appearing for the exams online or even from center, then every university would have started this program, why only one. The reason is clear and the motives are dicey, this is a scam run by the university study centers just to increase the strength and earn some money by selling degrees. They try to cater the needs of the student by providing them exactly what they want. One cannot do B.Tech in Distance mode from any university whatsoever in INDIA, as clear as that. Government is needed to examine these matters and should coordinate with media campaigns like ours to have a hand in hand situation for cleansing these universities and other institutes running throughout the country education without considering the enormous loss , an irreversible loss of time , money and so many critical years they are creating . A loss for which these students will never be able to explain reasons to their employers, their fate is in the hands of these players who try to run their business from the shops which were supposedly “temple of education. People should understand this thing, we consider it as a mistake of parents, who invariably indulge their child in this type of “easy education”, why is it that the student is not able to crack the exams of engineering that are valid or why he want to pursue engineering , and in case the students is not sharp enough why take him deliberately to engineering , let him to what he is good in , it is not like that everybody can become an engineer or a doctor , why is this unnecessary burden of education is laden on the young shoulders. And once they feel that they have such lucrative courses which are offering them a B.Tech degree merely by sitting at home they always pursue such courses and are attracted by them. GOVERNMENT ACTIONs Now it’s the whole soul responsibility of the people in power to understand and maintain the discretion in distance education and regular degrees. maintaining the prestige of regular courses is also an responsibility laden on the MHRD and the education ministry and if they are not able to maintain this stature then a strict action should be taken by the government on such institutes and universities that are destroying with the future of lakhs of students by merely playing with words and allowing students to take on tailor made course, their motive is earning money and not at all providing quality education ,and it’s a work of the government to identify and mark such institutes and cancel their affiliations and all the accreditations that have been awarded to them earlier.

Subsequently, CLAT-2009, CLAT-2010, CLAT-2011 and CLAT2012 have been conducted by NALSAR-Hyderabad, NLIUBhopal, WBNJUJS-Kolkata and NLU-Jodhpur, respectively. The CLAT-2013 is being conducted by Hidayatullah National Law University (HNLU), Raipur. This format is very much followed for last couple of decades in the country and is also considered as the most successful judicial education system meeting standards as laid in accordance with the European and American law schools. Law is related to the constitution and the basic judicial structure of the country thus it cannot be a global course, but within the boundary of the countries a lawyer is the first person to contact for any legal queries. odhpur University, a university that assumes to follow UGC guidelines is opening its various whereabouts by the name of “national Co-coordinators” in different cities. By national coordinators they mean they these study centers will provide information about the various courses of the university and also enlighten the students with assistance about whatever “tailor made” degrees they want, but neither a regular class is run in these centers nor do they comply with any of the norms of the standing body aforesaid. These so called national coordinators are working offcampus (outside the official premises, Jodhpur) which is not an official guideline of UGC, BCI (Bar council of India), AICTE, DCI & PCI. So with whose guidelines are these study centers working, why are such reputed government institutes totally blind on this type of activities, why they do not care for the future of thousands of students who will eventually enroll via these study centers. As a consequence, no company or firm will hire or consider their degrees, as valid and thus no employment will be entertained, then the students will be at rage, matter will reach the ears of these govt. institutes, and in a haphazard situation these centers, degrees and eventually the university affiliation will all stand null and void with immediate effect, exactly same as it happened with the CMJ university, and thousands of students were orphaned immediately by the government. What a sarcastic way to act!!

some of the examples. Recently, an institutionin the national capital region of Delhi was found making claims of being JNU (Jodhpur National University) study center. This was something for the astonishment of all, as the JNU chancellor Kamal Mehtadenies from having any of the university operations based outside the Jodhpur city. A chartered accountant by profession, Mr. Mehta said in his statement, “JNU has been working in the city of Jodhpur to promote educational enrichment in the youth belonging to the sun-city, since its inception. We don’t have any study/ examination center outside the city.” He further remarked about the university’s plans to achieve global status by taking one step forward at a time.“For the time being, we have kept all our focuson empowering young brains from Jodhpur with excellent form of education, without wandering between places. We have the aim of distributing knowledge all across the globe, crossing all bounds, but for now, we have total focus on creating a niche place of our own within the sun-city only,” Mehta maintained. In his reply to the question whether there is any study/ examination/ admission center of the university in other state India, the chancellor said, “JNU does not have any center in other state or anywhere else in India, except Jodhpur. We don’t authorize an institution outside the sun-city for taking admission or to conduct classes. Ours is a limited range wherein we want perfection in our system. Unless, we have reached that goal, we don’t want to expand or enlarge our circle.” From chancellor’s statements it is clear that the university does not have any center in India or even in Rajasthan, apart from Jodhpur city. If any institution is making such claims of being the center of Jodhpur National University, it would be deemed as invalid. The university chancellor refused from having any association with a center in the national capital territory of Delhi.

he Rural Institute of Open Schooling was registered to (C-12, Ground Floor, Aruna Park, Near Vikas Marg Laxmi Nagar, Delhi-110092) provide professional services to the government and other agencies in the field of education, in general, and school education, in particular, for the development and growth of distance and open school system and develop appropriate curriculum for vocational and continuing education to prepare student population for the world of work. Now as per the letter that iConnect received from ministry of HRD, RIOS stands nowhere as a board in the recognized board list entitled to provide education certificates for 10th and 12th class. RIOS on its website has mentioned a link for MHRD, but that link takes you to the official HRD website but nowhere provides you a proof that it has an affiliation from the Ministry .But just merely sending us an letter does not relieve the HRD from their responsibility, if they are replying to a letter they must also look and investigate and fine out the ground level about this RIOS board and should have taken a step voluntarily to check the veracity of this institute. When iConnect tried to approach Commissioner of Police, Crime cell (DELHI) on this RIOS case he straight away initiated a step and vested this matter on the DCP DELHI, who immediately understood the severity of the matter and assigned a Sub-Inspector of Vigilance, named Mr. Younis, who was adamant for a written application against “RIOS” and “TAKE Distance education” otherwise they will investigate this issue on their own level. May be there are various reasons that made him not to take any step for next month , or even the 36

The matter is also in the knowledge of the Delhi police, but they have not taken it into consideration while they boast of being alert 24x7. If the people in public-service and protection do not have any accountability of what all is going on, who else can be held responsible for all the mishaps that happen every now and then? There is a lot of hue and cry about various other subjects but no one is there to think about the future and career of students. So as a jist of all the things said above RIOS is a board with no proven govt. association and affiliations is providing all the courses and authorizes itself as a board of education. Now what the people can do about it, how they would make out what is real and what is fake when everyone is pretending to be the real one, the biggest godfather one can have at that moment , and then they will really “make you an offer , which you can’t refuse”.

FIR against Global Open university’s Chancellor : Punjab Police Patiala | ICNT correspondence ne more education scam in Punjab that Global Open University was running and allegedly providing illegal and illegitimate courses in its campus and also throughout the country by providing tailor made courses and also providing short term MBA programs, chancellor main culprit Mr Priyaranjan Trivedi was arrested and taken into custody by the Punjab police on Friday by special cell of Patiala Police (Central investigation Agency), headed by Mr Hardayal Singh (SSP) , Punjab police acted on the reaction to FIR no.281/20/sep2013. He was also alleged to have been to Punjab to promulgate his so called education program and to capture the student lobby by providing some so called “easy courses. The Global Open University, Nagaland (A State University established by the Government of Nagaland) has been legislated by the Nagaland State Legislative Assembly under The Global Open University Act 2006 (Act 3 of 2006) which received the assent of the Governor of Nagaland on 30th August 2006 and was notified vide Notification number Law/Act-10/2006 on 18th September 2006. The provisions of The Global Open University Act 2006 were published in the Nagaland Official Gazette on 18th September 2006 for general information. The serious charges that were put up on the University as conveyed to iConnect by SSP were under the IPC act of 420, 406, 460 and 471. Students were given false commitments and were deceived on every step of their education. UGC the apex body responsible for providing its recognition and accreditation was again questioned after a series of such fraudulent universities are being surfaced out, UGC a responsible government body has full responsibility and is answerable for the future of students and degrees that were offered by such universities.

UGC need to maintain and foresee the future of students and maintain the ground level examination and prepare a report for each and every university that works across the nation. It is not as easy as it looks , when you grant any institute with a recognition of university , you are providing it a license to take under its aegis the future of thousands of students , who were give the important years of their budding career to impoverish their skills and study hard enough to attain good positions. What will happen to their careers, what if their degrees stand null and void after all these years of continuous struggle and hard work. UGC and other such govt. institutes when questioned and revealed facts and scams of such universities, immediately set up committees that will examine and make out the decaying condition of education system in these universities , and will straight away cancel their recognition and thus the degrees of all students. So the government has to open the way they used to work till now and proactively monitor the activities of such universities in order to promulgate the real meaning of education, such that the fruit of education is not wasted but may bear a seed.
