Education system at a glance JOHN BRENNAN Overall, Hong Kong’s education system has much to commend it. Students here consistently rack up some of the best exam results in the world and the city ranks near the top of international tables which objectively compare pupil ability.
According to figures published by the Education Bureau (EDB), in 2013/14 there were 43 English Schools Foundation (ESF) and other international schools offering primary education, and 29 offering secondary schooling.
Indeed, in the Programme for International Student Assessment (PISA) 2012 worldwide study by the Organisation for Economic Co-operation and Development (OECD), Hong Kong’s teenagers achieved the third-highest mean score in mathematics and the second highest in both reading and science. Run every three years, the survey evaluated education systems in 65 countries and economies, testing the skills and knowledge of 15-year-old students.
A number of these education institutions run dual streams each with its own medium of instruction. Thus, the Japanese International School offers both Japanese and English options and the German-Swiss International School teaches in German and English.
However, achieving such success also entails a degree of stress and anxiety for children and parents. From a young age, pupils in local primary schools are under pressure to do well in exams to ensure that they can secure a place at one of the best secondary schools. Many parents, in turn, are likely to suffer sleepless nights worrying how to get their children into an over-subscribed international school and then how to pay the ever-rising fees. The international schools in Hong Kong offer non-local curricula and primarily serve non-Chinese speaking students and foreign nationals.
The ESF is the largest provider of international education programmes in Hong Kong. It operates five secondary schools, nine primary schools and one school for pupils with special educational needs. At present, the fees charged are funded in part by the government. The ESF’s affiliated company, ESF Educational Services (ESL) runs two “through” schools, taking pupils from years one to 13, and four kindergartens, but none benefits from ongoing government support. In total, around 17,000 students representing more than 50 nationalities attend these ESF and ESL schools and kindergartens. In recent years, the schools have been shifting from a

less pressurised and more inclined to foster creativity than that found in local schools.
In order to improve the chances of children of expatriates getting a place at an international or ESF school, a minimum of 70 per cent of places are reserved for pupils who hold foreign passports or student visas.
However, there may be changes on the way. While the majority of local primary and secondary schools use Chinese as their medium of instruction, an increasing number are teaching in English.
Despite this, demand still seems to outpace supply by a significant margin. Confirming this, a government-commissioned study in 2011/12 predicted a shortfall of around 4,200 primary places in international schools by 2016/17.
Regarding secondary schools in particular, there are three main categories: government-run, which are free and open to all children; aided schools, which are fully subvented by the government, but run by voluntary bodies; and private schools, some of which receive financial assistance from the government. The government and aided schools teach an officially recommended curriculum.
Many business organisations, including trade associations and the British Chamber of Commerce, have noted that this shortfall is limiting parental choices when it comes to picking schools and making it harder for Hong Kong-based companies to recruit and retain higher-level professionals. While some lucky expats may still have employers willing to cover the costs of children’s education, others have to stump up international school fees often far in excess of HK$100,000 per child per year. Demand for places is increased by the number of local parents with the necessary means who want their children taught in English in an environment believed to be
The other category is Private Independent Schools (PIS). The majority offer a non-local curriculum and all must ensure that at least 70 per cent of pupils are permanent residents of Hong Kong. This means that the children of expat families who have been in Hong Kong for more than seven years potentially qualify. In the last school year, there were 9,935 PIS students.

In a rapidly changing world where students are expected to be global citizens and have an international mindset, selecting a suitable school and curriculum is often a major concern for parents and children alike. In Hong Kong, the international schools offer two main curriculum options: working towards A-levels or equivalent and the increasingly popular International Baccalaureate (IB) programme. In the local education system, students take the HKDSE (Hong Kong Diploma of Secondary Education). This entails four core subjects – Chinese, English, mathematics and liberal studies – and two or three elective subjects. Exam results are graded in five levels, with a score of five being the highest. The HKDSE has replaced A-levels as the basic requirement for Hong Kong students wanting to apply to local universities, though several direct-subsidy “local” schools with a good reputation also offer the IB or British-style General Certificate of Secondary Education (GCSE) A-levels. While the IB diploma, HKDSE and A-levels each provide a pathway to university, the respective programmes have their supporters and critics. For instance, one concern about the IB curriculum is that it favours breadth over depth. In other
respects, the Hong Kong education system is also accused of being too exam-focused and driven by rote learning. In recent years, though, there has been a gradual move towards a more holistic approach with greater attention paid to continuous assessment, both core principles of the established IB approach. Overall, the latest worldwide IB diploma results show that pupils in Hong Kong outperformed their fellow students around the world. The mean score locally this year was 35.63, well above last year’s worldwide mean score of 29.9. The results also revealed that 12 Hong Kong students achieved a perfect score of 45 in their exams. Currently, there are 52 IB schools in Hong Kong offering one or more of the three programmes. In total, 28 schools teach the Primary Years Programme (PYP), nine offer the Middle Years Programme (MYP) and 29 schools offer the diploma taken by pupils in their final two years. Each curriculum is designed to provide a broad and balanced education. For example, the PYP designed for three- to 12-year-olds focuses on the development of the whole child, both in the classroom and in the world outside.
CURRICULUM
There are 52 schools in Hong Kong offering one or more of the three IB programmes.
Typically, parents who say they like the IB system point to how it provides children with a rounded education and, in the later years, prepares them for the transition to university. Teachers comment on the learning flexibility the programme offers, allows pupils to study in ways that play to their strengths. The structure of the curriculum is also intended to create a dynamic learning environment and to encourage inquiring minds. The IB diploma has six subject groups: mathematics, arts, natural sciences – including design technology for students less interested in the traditional sciences, social sciences, and two languages. Students take three subject groups to a standard level and another three at a higher academic level. They are tested on six subjects, with a maximum score of seven points each, and three core requirements with a possible one point each amounting to a maximum total of 45 points. A score of at least 24 is needed to register a pass.
The curriculum is designed to be academically challenging and balanced, with final examinations preparing students to further their education at university. In Hong Kong, the IB diploma is now recognised by most publicly funded and self-financing tertiary-level institutions. It is also recognised internationally in more than 140 countries, making it relatively easy for children to move between accredited schools in different parts of the world and to assimilate more quickly. Diploma students also take a course in the theory of knowledge (TOK), write an extended essay and participate in “creativity, action and service”. This module gives the opportunity to explore different topics, get involved in community activities, and pursue individual interests.

Investing in your child’s education ANDREA ZAVADSZKY Getting a top-notch primary and secondary school education, which will allow students to get into a top university and establish a flourishing career, is a gift for life. The best schools in Hong Kong also give children the chance to know classmates who are likely to go far, thus creating a powerful support network which can last a lifetime. Many parents see attending an international school as particularly advantageous. They believe the experience helps children get acquainted with different cultures, learn to speak several languages fluently, and earn an internationally accepted qualification on leaving. However, the best schools in Hong Kong – in line with other international financial centres – are expensive. So, if possible, it pays to start planning early – even before the child can speak – by getting your name on the waiting lists for different schools, calculating the likely expenditure, and starting to save right away. A commitment to regular monthly savings helps and is the most reliable way of doing this without too much pressure. You can open a special account for the child, putting money into low-risk, long-term investment products or even a simple savings account to begin with.
Realise too that schools run on different systems, charge fees for different things, and may use a wide range of names for what amount to similar items. Therefore, general assumptions or comparing prices can be confusing and difficult. Even using school websites to get a feel for likely costs, one has to be very careful because items may appear on different pages or not be specified precisely. Costs can be incurred as soon as you apply. Depending on the school, the admission page may list different fees for application, assessment, second assessment and admission. However, there might be only be a short reference to other items closely related to the admission process, such as nomination rights or debentures, which are usually spelt out in more detail elsewhere. So it pays to do a little digging for a full picture. Most schools charge application and assessment fees. These can be around HK$1,000 or as much as HK$8,000 per application. Some schools give a discount for anyone applying a second or third time. Considering that many parents put in applications to five or more schools, these expenses can be considerable and should not to be overlooked. Certain schools offer the opportunity to move up the application list by paying a nomination fee which is usually between

HK$400,000 and HK$600,000. These sums are non-refundable and subject to change.
EXAMPLES OF SCHOOL EXPENSES Case 1
Another way of advancing one’s chances or getting an interview ahead of others is to pay for a debenture or capital certificate – though admission may still not be guaranteed. Debentures can be either refundable or non-refundable. But even parents who get their money back when a child leaves school may not receive the full original amount as it may be subject to deductions such as “handling charges”. In general, expatriates with small children should not count on receiving corporate debentures. The trend, confirmed by recruiters and financial planners, is that fewer and fewer expat packages now include this perk or any other allowances to offset education costs. Any parent not funding a debenture might still have to pay a smaller non-refundable sum. This can be described as a oneoff development fee or a building levy or capital levy and can range from HK$25,000 to several hundred thousand dollars. Other schools charge a capital levy in annual instalments from HK$25,000 and up. These fees can amount to a substantial sum even before any thought is given to actual tuition fees. Broadly speaking, these range between HK$70,000 and HK$200,000 per annum and are usually paid in 10 instalments. With the benefit of hindsight, most parents find that they greatly underestimated likely costs and didn’t save nearly enough. Even if they took due account of all the stated and known amounts, there were often other “surprises” along the way. These can include learning aids, uniforms, the obligatory upgrade of computers every three years, and school trips to overseas destinations in Asia and further afield. Financial planners often advise the best way of dealing with this is first to work out how much must be saved per month to achieve the “most desired” solution. If that looks impossible, then parents should estimate how much they can reasonably put away per month without any problems, and work backwards from there to find a more affordable option. Not all international schools are in the same price bracket and some less expensive options may teach to as high a standard and be more enjoyable for children.

Alternatively, Chinese-speaking Hongkongers may want their children to go to an international school to improve their English.
1. Start planning early Ideally, this means well over a year before you expect them to walk through the gates for their first day at a new school.
2. Identify what you want from a school The key thing may be the medium of instruction – the language used to teach – or the type of curriculum. Some parents who are in Hong Kong for the long term may want their children to learn in their mother tongue. Others may seize the opportunity for their kids to pick up Putonghua while here.
When it comes to the curriculum, you may opt for a school which follows the same basic syllabus as in your home country. Or, if work commitments mean the family is likely to be moving on to another part of the world, then continuity can be the most important factor. That is why some parents choose a school following an International Baccalaureate (IB) curriculum. With the efficient system of buses ferrying children around Hong Kong, you might think the school’s location is no major concern. But these buses run to a strict timetable, so children with a long commute can miss out on after-school and extracurricular activities. Also, children are likely to want to see schoolmates at weekends. If their friends aren’t living relatively close, play date logistics can become a bit of a pain. In addition, if you live in a built-up area, schools in the neighbourhood are unlikely to have much space for sports or other facilities. (Continued on page 12)

3. Spread your net wide Since there is a lot of competition for places at Hong Kong’s international schools, most parents apply to several simultaneously. It is always worth checking the details of admissions schedules. Usually, application deadlines are about one year before your child would start.
4. Do your research Once you know what is most important for you, start evaluating specific schools. Most parents hope their children will be high achievers academically, but it can be misleading to look at a school’s exam results in isolation. If a school only accepts the smartest kids, it is no real surprise if they are doing well. Also, if your child isn’t a high flyer, but is still given a place, consider whether that will help them to progress or lead to a sink-or-swim situation. When you visit schools, it is very important to give the facilities the once-over and to assess the behaviour and demeanour of the pupils. If they seem happy, confident and polite, that is obviously a good sign. Ask too about class sizes and whether the teachers have some back-up from educational assistants. It is also worth listening to the word “on the street” to find out what parents – and teachers – connected with the school have to say off the record. Finally, don’t ignore factors which work in your favour such as if schools give priority to children of certain nationalities or from particular family backgrounds.
