Editorial
The year 2016 was marred by tragic events, in particular in Brussels, Nice and Berlin, and by major upheavals. Whether terrorist attacks linked to radicalisation or major political shifts such as Brexit, to name a few, these events threaten the community’s cohesion and security, and the European project. In this context, it is more important than ever to reflect and work within networks, beyond national frontiers and political divides, in order to reaffirm the values that found the action of Efus and to circulate the knowledge and practices that are necessary for local action. In 2016, we continued our work on radicalisation leading to violent extremism by training local actors and helping some 15 local authorities implement pilot projects. Because we are well aware that violence is often rooted in exclusion, strengthening social cohesion has been a major area of work this year, in particular the fight against discrimination, social inclusion through sport – via the creation of a dedicated European Prize – and the security of seniors. Our work on methods and tools for a strategic approach to urban security led us to publish a new guidebook, which will hopefully contribute to spreading the local safety audit approach among European local and regional authorities. Indeed, we have used this tool to support cities that are implementing a global nightlife policy. As we are getting ready to celebrate Efus’ 30th anniversary, we would like to pay tribute to Michel Marcus, one of Efus’ founders and Executive Director for over 20 years, and to Guilherme Pinto, who was President since 2010, who both passed away recently. Both have played a major role in developing our network, advocating the role of local and regional authorities to European institutions, and promoting an integrated and global vision of urban security in Europe. We now look towards 2017 and beyond with Efus’ sixth “Security, Democracy & Cities” conference, which will be devoted to the coproduction of urban security policies. This event will be a landmark in the life of our network, in particular with the adoption of our new manifesto. Do not miss this opportunity to make your voice heard! Secutopics
Radicalisation Secutopic Following several training sessions conducted in eight European cities in the framework of the LIAISE project, Efus published Preventing and Fighting Radicalisation at the Local Level. The publication broaches the different areas of a local strategy for the prevention of violent radicalisation. It also provides practical insights and introductory videos to each of these areas. Building on the knowledge acquired as part of the first LIAISE project, LIAISE 2 helps the project partner local authorities to design and implement pilot initiatives adapted to their needs. Five thematic seminars are also included in the project. Two of them took place in 2016: in Bordeaux (France) and in Leuven (Belgium), respectively dedicated to communication and counter-narratives and to the evaluation of the impact of prevention initiatives. Furthermore, in order to pool expertise , Efus continued its cooperation with: > The Belgian Ministry of the Interior, for the Stresaviora 2 project which seeks to strengthen the resilience of young people to radicalisation narratives thanks to the “BOUNCE” methodological toolbox. > The Council of Europe’s Congress of Local and Regional Authorities for the followup of the Alliance of European cities against violent extremism. The second edition of the Summit of Mayors was organised on 9 November 2016 in Rotterdam. 130 participants adopted a declaration emphasising the key role played by local authorities in safeguarding human rights, democracy and the rule of law at the local level. They also stressed the importance of designing multi-agency strategies and actions plans which involve all of the local stakeholders contributing to the prevention of radicalisation, and of adequately funding and coordinating actions with the various levels of government. > The international Strong Cities Network, within which Efus represents Europe. > The RAN (Radicalisation Awareness Network) of the European Union, with Efus acting as a member of its Centre of Excellence. > The French Ministry of the Interior and Ministries of Urban Affairs, Youth, and Sports, with a contract of shared objectives.
Social Integration through Sport Secutopic Efus launched the first edition of the European Prize for Social Integration through Sport in 2015 in order to stimulate the creation of initiatives aiming to improve social integration by using sport to teach values such as respect and tolerance. Awarded in 2016, this prize was given to five practices, out of more than 200 applications received from 22 countries.

The laureates each received €8,000 to be spent on organising a local awareness-raising one-day event to showcase their practice. The five winning practices and around 20 others that were judged to be particularly interesting by the jury are presented in a collection of practices available in English and in French. Fight against discrimination Secutopic In order to raise awareness among local authorities on the fight against discriminatory violence and to provide responses to fight this phenomenon locally, Efus has launched the Just & Safer Cities for All project, co-funded by the European Commission. Some 140 practices have been collected in 2016 in the framework of the project, of which fifty will be selected for dissemination through Europe with the aim of inspiring the creation of new initiatives. Practices have been collected with the contribution of the project partners: the Belgian Forum for Prevention and Urban Security (FBPSU), French Forum for Urban Security (FFSU), Italian Forum for Urban Security (FISU), Spanish Forum for Prevention and Urban Security (FEPSU), German association Ufuq, Institute for Research on Conflicts (IKF, Vienna, Austria), Jagellonian University of Cracow (Poland), and Portuguese Association for Victim Support (APAV).
Methods and Tools Secutopic The AUDITS project concluded in 2016 with the publication of Methods and Tools for a Strategic Approach to Urban Security. The purpose of this guidebook is to encourage and help European local policy-makers and practitioners to build and review their security policies using reliable information and data collected on the ground. It is available both online and as a hard copy in English, French, German and Italian, and in Spanish (online version only). In addition, the strategic approach to urban security is presented in a video available on Efus Network and on Efus’ website.
Nightlife Secutopic In order to continue to support cities in their development of comprehensive nightlife strategies, Efus participates in two projects: > Com’2 Party, which resulted in the design and implementation of a digital communication strategy, in June 2016. Targeting party-goers, it had two components: the creation and management of a Facebook account where resources were pooled and which regularly published information (health, press clips, infographics...), and a campaign rolled out in October 2016, > Alcohol, Cities and Nightlife, which supported the cities of Angers, Besançon, Bordeaux, Brest, Lille, Lorient, Marseille and Nantes (FR) with the evaluation of their schemes for the prevention and reduction of risks linked to binge drinking.

Technology Secutopic Efus is a partner of the research project MEDI@4SEC (H2020) which seeks to understand how social media can be efficiently used to fight crime and the fear of crime while preserving individual freedoms. As project partner, Efus wants to draw attention to the needs and expectations of local authorities in this area to ensure they are properly addressed.
Seniors Secutopic Following the second meeting of the working group, a delegation from Brno (CZ) went to Brasov (RO) in February and gave detailed information to its Romanian counterparts on how the Brno’s Senior Academy functions and how the initiative could be replicated. The Brno’s Senior Academy aims to teach over-60s how to protect themselves against fraud and other crimes which target them as well as to encourage them to actively take part in community life. This project won the European Crime Prevention Award in December 2016, presented in Bratislava (Slovakia) during the Best Practice Conference of the European Crime Prevention Network (EUCPN).

Council of Europe As part of the Memorandum of Understanding signed with the Congress of Local and Regional Authorities of the Council of Europe, the second edition of the “Summit of Mayors of the Alliance of European cities against violent extremism”, was organised on 9 November 2016 in Rotterdam (see Radicalisation Secutopic).
European Commission In 2016, Efus participated in several meetings with the European Commission on the following topics: urban innovative actions, organised crime, citizen participation and security research. In addition, numerous thematic projects led by Efus are co-financed by the European Commission (DG Home, JUSTICE,Education, Audiovisual and Culture Executive Agency - EACEA) or by national governments, such as through the Interministerial Committee on Crime Prevention and Radicalisation (Comité Interministériel de Prévention de la Délinquance et de la Radicalisation - CIPD-R) in France.

International
United Nations - HABITAT Efus participated in the second international “Reviewing the State of Safety in World Cities” conference in Geneva (Switzerland), on 6-8 July. It attended the meeting between the experts of Habitat III on the theme, “Reviewing the State of Safety in World Cities: Safer Cities +20 - Towards a Transformative Approach in the Implementation of the New Urban Agenda”, organised by UN-Habitat and the Geneva Peacebuilding Platform to prepare the Habitat III summit in Quito (Peru), in October.
Global Parliament of Mayors Efus participated in the inaugural convening session of the Global Parliament of Mayors, on 9-11 September in The Hague (Netherlands). The mayors of 70 cities from all over the world attended. The session focused on two themes: migrants and refugees, and environment and climate change. Attendees also discussed how to structure the GPM so that it becomes a global voice for mayors and networks of cities.

General Assembly and Executive Committee The 2016 General Assembly meeting took place on 27-28 June in Setúbal (Portugal) during which the Executive Committee was renewed (see next page). "Security, Democracy & Cities" Conference 2017 The next international “Security, Democracy & Cities” conference will be held on 15, 16 and 17 November 2017 and will be hosted jointly by the city of Barcelona and the Government of Catalonia (Spain). Its main theme, which was approved by the General Assembly, is the coproduction of urban security policies. It will be addressed throughout the conference in various formats, including plenary sessions, workshops, field visits and zoom sessions. www.efusconference2017.eu
Human Resources Michel Marcus, co-founder and Executive director of the European Forum from its creation until June 2011, and co-founder and Executive Director of the French Forum from 1992 until early 2016, passed away in November 2016. A tribute was paid to him on 7 December in Paris, during which messages from all over the world were shared. After eight years as a Programme Manager, Sebastian Sperber left Efus. He was replaced by Moritz Konradi, in November. Juan Cristellys, who had a fixed-term contract, became a permanent Programme Manager. As part of closer integration between the structures of the European and the French Forums, Programme Managers Camille Jannel and Émilie Petit (FFSU) became partially included in Efus’ staff. Carla Napolano, a Programme Manager since 2004, was named as the Deputy Director of EU Programmes and Network Life. Yves Van de Vloet, formerly Deputy Chief of Staff of the Hainaut province (Belgium), joined Efus as an Associate Expert. ………………………………………………..........…………………………………………………………..
