eINDIA – A Chronicle of India’s Evolution on D igital Landscape With the Government of India steadily working to build a transparent system of administration and accessible governance using Information and Communications Technology (ICT), a big change is taking place. But where exactly is it occurring? Who all are bringing this change? There are many questions beyond simple answers. It is so because there is a wide communication gap among different stakeholders linked to the much desired change. In this light, it looked prudent to organise summits such as “13th eINDIA Digital Transformation Summit 2018” which aims to trigger intellectual debates, speeches, and open exchange of knowledge in terms of strategies, practices and visions. eINDIA, an initiative of Elets Technomedia, has originated as one such premier platform long ago to encourage discussions based on well-researched topics of interest in this transformative digital journey of the country. Understanding the big void, long existed among various stakeholders in the country due to lack of coordination and minimum communication, eINDIA evolved into a highly respected knowledge-sharing platform since 2005. Puducherry is in the process to evolve from E-Governance to Digital Governance and building digital capacities, achieve the digital dividend for each and every citizen through digital literacy accessibility for all, says Padma Jaiswal, Secretary, Directorate of Information Technology, Government of Puducherry, in conversation with Elets News Network (ENN). What digital innovations have been introduced in Puducherry recently? In line with the flagship Digital India programme of Government of India, the Government of Puducherry has introduced and implemented various digital schemes to provide better Government to Citizen (G2C) and Government to Business (G2B) services to the citizens.

Digital India aims to transform India into a digitally empowered society and knowledge economy. This umbrella programme weaves together a large number of ideas and thoughts into a single comprehensive vision of making technology as a key enabler for transformative change in the delivery of public services and participative governance in the country. This itself shows how significant IT and IT-enabled services have become and are now entrenched in our daily lives. We have Networks, National Knowledge network, Bharat Broadband, State Data Centre, State Wide Area Network, in terms of UIDAI database, tremendous coverage of the bank accounts, number of e-Governance projects, Common Services Centres. The major digital innovations introduced in Puducherry are eHRMS

related to personnel management, eOffice project, Soil Health Card Scheme, services related to land record, dematerialisation of land record and registration, property tax, college management, online admission, online old age, and disability pension, etc.

What does Digital translates to in the real world? What are the avenues that Digital innovations will open? Digital means withdrawing human intervention and codifying the processes to make system more objective. It means moving away from individual applications to follow a systems application approach, application of emerging technologies such as Internet Of Things, Artificial Intelligence, cloud computing and mobiles. It also means using the multilevel platforms and network structure. The platform of UIDAI Aadhaar based data, GSTN, Government eMarket place, Mee Seva, e-NAM of Agirculture and Farmer welfare are the platforms where Central Government, State Government, Local Government and many other service providers join and innovate with the services. The avenues range from e-governance, IT/ ITeS enabled services, Cybersecurity, Hardware, manufacturing, mobile services,

healthcare sector, online education and research-based activities and in providing a wide range of financial services, etc. These are the just tip of the iceberg thereby opening up the large arena of opportunity for youth such as entrepreneurship, opportunities in research and development, industry, academia, consultancy, etc. The digitisation of various departments is taken up under the e-District Project. Under the project, nearly 72 government services are available through online portal and through this initiative people are able to obtain certificates from their residence or Common Service Centres (CSC). The 72 citizen-centric services had been made electronically available through the State portal. The project covers 11 departments at present and other departments would be covered in due course of time. e-District is a Mission Mode Project (MMP) under the flagship Digital India programme.

Having been selected under the Smart Cities Mission, which Government departments are going under digitisation?

The Smart Cities Mission is being implemented by Puducherry Smart City Development Limited. IT plays an important role in the implementation of various projects under the Mission. Puducherry Smart City Development Limited (PSCDL) has signed a contractual agreement with Nippon Koei India Ltd last month for implementing the Smart City Project. PSCDL has selected the joint venture Nippon Koei-Prive Water House Coopers Pvt. Ltd as the Project Management Consultant for implementation of Smart City Project in Puducherry. It would be responsible for preparation of detailed design, project estimate and implementation of projects over three years. The Puducherry Government has constituted the City level Advisory

Committee Forum (CLAF) having MPs and MLAs as members of concerned segments falling within the Area Based Development, experts and representatives of nonGovernmental Organisations. The CLAF will advise the PSCDL and prioritise the projects for implementation of Smart City in Puducherry Municipality. The Union Government has approved Puducherry Smart City proposal in June last year. The total cost of all project under Puducherry Smart City proposal is Rs 1,828 crores. The Smart City proposal includes area-based development projects at Rs 1,663.69 crores and pan-city projects at Rs 94.19 crores. The infrastructure projects include laying of the dedicated underground corridor for

The project involves developing a city app for the municipality to extend various services and establishing an Integrated Command Control Centre. The Puducherry Government formed PSCDL in September last year under the Companies Act, 2013 to implement Smart City Project worth Rs.1526.28 crores in the Union Territory of Puducherry.

What initiatives have been started by the administration to promote cashless transactions in Puducherry? We have the plan to transform all the Government Department agencies in Puducherry to provide online services with secure online payment system through

debit, credit cards or Aaadhar-enabled payment system. Online payments are being taken for issuing licenses and certificates, electricity bills, water tax, property tax, online payment for transport department services through Vahan and Sarathi Portal, e-Stamp paper for registration and all transactions of CSCs through e-wallet.

How are you trying to boost tourism in Puducherry with the help of IT tools? The Tourism Department is the nodal Department for boosting tourism in Puducherry. Few of the measures include the launch of tourist kiosk at promenade beach and launch of prepaid cashless Rupay card. The tourism promotion initiatives included in the Smart City project are the rejuvenation of Grand Canal, setting up of urban entertainment village at the old port, construction of art and culture complex at the old distillery, upgrading Gouber market and extension of beach promenade. The projects on providing urban mobility include establishing a dedicated corridor feeder system, smart integrated bus terminal, and multi level parking at old jail complex, electronic cycle track and cycle sharing system besides making J N Street pedestrian friendly.

What are your plans for the future? We want to evolve from e-Governance to Digital Governance and building digital capacities, achieve the digital dividend for each and every citizen through digital literacy accessibility for all. Bridging the digital divide is an important issue, standardisation of the delivery across regions, constant upgradation of employee skill and process standardisation. The focus will be on-construction of the data protection framework to reconcile the concerns of privacy and yet make the data available for all kind of services to the Citizens.

What role do you foresee for BECIL in India’s digital transformation process? BECIL is into the broadcast engineering domain. We look after the television and the radio production. We also look at the transmission of TV, radio and satellite and cable television. Whatever we are doing has a lot of synergy with the telecom and the IT. We have entered telecommunication, last-mile connectivity, fibre connectivity and ICT-based e-governance projects. In due course, we also realised that in many locations Radio Frequency (RF) can be used to connect one place to another. I also find BECIL getting involved in the fibre technology whereby we can use the power of networking, power of radio frequency, the coding and the inscriptions technique. The storage is becoming smarter with the introduction of technology. We realised that every State government and the institution will require data storage. They will require a proper mechanism to maintain the records, dynamic websites, management information system, payment gateways. The e-governance is going to overtake everything. In all these areas, BECIL fits in. We can handle end-to-end solutions of all these areas.

How BECIL is expanding in terms of finding new avenues of work? Though BECIL is mainly into broadcast engineering domain, in past few years we have realised there is convergence in the field of technology, like broadcasting, communication, IT. Along with that we also realised whether it’s a government or

When it comes to turnkey solutions, we don’t look at studio alone. But it also requires providing over all solutions. What are the other areas of expansion? We have grown more into the domain of CCTV surveillance, access control. Let me

put it in this way- CCTV means we are talking about camera. Whether it is audio or video input, it becomes same process as we follow in TV or radio studio which is connected with a centralised control room. Along with these comes, video analytics, Artificial Intelligence (AI) as it is all about collecting and handling huge amount of data coming from cameras placed in multiple locations. It requires skills of analytics at the backend to monitor video footages. We have done several projects in last two years in the areas of CCTV, surveillance, access control, providing analytical software.

BECIL has also expanded its base in the smart city ecosystem. Shed some light on that. We are actively looking at the opportunities in Smart Cities space, especially when it comes to LED lighting. Be it building or street lighting of an entire area, these all are technology driven unlike past. LED lighting is based on ambient light mode of a day or night, which stops wastage of energy as it no more remains human intervention depended to operate. It brings in lot of efficiency and saving. It is again driven by technology related to command control centre. We have entered into Smart Lighting business too as it is based on technology and we have the competency in that field. We have also ventured into social media business. BECIL is engaged with various central and state government agencies to do the work of social media analytics.

What made BECIL get into HR domain? We have realised an opportunity in this sector and we believe that we have expertise in this too. That’s why BECIL is also focusing on human resource deployment segment in a big way. Be it conducting online examinations, using technology to streamline processes for various State government agencies for vacancies, we are aggressively engaging ourselves in this sector.

Pharmaceuticals is among the top exports from India to El Salvador, where local population has almost similar disease profile as Indians and has made a huge impact in making healthcare more affordable in his country, says Ariel Andrade Galindo, El Salvador’s Ambassador to India, in conversation with Vivek Ratnakar of Elets News Network (ENN).

he relationship between India and El Salvador is much deeper than what meets the eye, says Ariel Andrade Galindo, El Salvador’s Ambassador to India. “In fact, India played a crucial role in ensuring our freedom from colonial Spain. Indigo was the main agricultural produce of El Salvador during the colonial period but the rise of India as the world’s largest producer of indigo made production of indigo economically unfeasible as we could not produce enough indigo to pay taxes to the colonial masters that gave a push to our Independence movement.” The Ambassador, who arrived in India this summer to join the Embassy of El Salvador in New Delhi, remembers one more connect with India from his childhood days. He remembers an Indian elephant, named Manjula, which was the main attraction at the Parque Zoologico Nacional de San Salvador—the national zoo in San Salvador—where he would often go as a child. The elephant was purchased by El Salvador from India in 1955 and “it was probably the first elephant to have arrived in South America”. Reports suggest that upon the death of Manjula in January 2011, her body was kept for night for velacion, a benediction ceremony in El Salvador in which friends and relatives gather around the deceased and sing. She became the first animal to receive the honour of her own velacion. Now a statue stands in her memory next to the zoo. This story bears the testimony of the impact soft power can have in opening a vast number of possibilities in warming up bilateral ties with countries half way across the world--making distances inconsequential. Manjula is so entrenched in the memory of El Salvador as a “national icon” that Galindo recently met the director of the Alipore Zoo in Kolkata, West Bengal, to seek a baby elephant. El Salvador had requested for another Indian elephant after Manjula’s death but could not

persistently follow through. Galindo plans to pick up the conversation from where his predecessor had left off. The Ambassador’s eyes sparkle with hope and excitement when he talks about exploring new possibilities to take India-El Salvador relations to a new height. The three major areas where he looks forward to garner support from India are power, healthcare and education sectors. To put things in perspective, he says: “There is a huge cost difference between common drugs produced in India and those that are available in El Salvador. A common drug like aspirin may prohibitively cost around $10 in El Salvador while the same drug is available in India at a price as low as Rs 2 a tablet.” Pharmaceuticals is among the top exports from India to El Salvador, where local population has almost similar disease profile as Indians. “The medicines imported from India have brought down the healthcare costs considerably in El Salvador. But we are now looking to further reduce the cost to make medicines more affordable in our country.” Ambassador Galindo was among the representatives of the countries who recently ratified to join the International Solar Alliance (ISA), an alliance of 121 solar resource rich countries lying fully or partially between the Tropics of Cancer and Capricorn. ISA was jointly launched by Prime Minister Narendra Modi and the then President of France, François Hollande, on November 30, 2015 in Paris, on the side-lines of the 21st Conference of Parties (CoP 21) to the United Nations Framework Convention on Climate Change. The first assembly of ISA was organised in October this year at India Expo and Mart in Greater Noida. Besides scouting for Indian companies to invest in El Salvador’s power sector, especially solar, one area that has really

impressed Galindo is India’s progress in energy efficient electric appliances. “India-made LED bulbs have higher lumens while costing far less than American bulbs,” says the Ambassador, who has been visiting cities like Bengaluru and Kolkata to find the right partner to set up a manufacturing base in El Salvador. According to the Migration Policy Institute, there were 1.1 million El Salvadorians residing in the United States

availability of skilled manpower, provided there are enough opportunities available back home.” Back in 2008, India and El Salvador signed an MoU on setting up an IT training centre in San Salvador. Accordingly, the IT Centre was established through NIIT and has now been handed over to Salvadoran authorities in June 2011. In 2013, an Indian delegation from the Department of Electronics and IT visited El Salvador and took part in an IT workshop organised by Agency for Science & Technology of Ministry of Education of El Salvador. They identified three broad areas of cooperation including capacity building, training of trainers, and upgradation of Government of India-established IT centre at ITCA. Ambassador Galindo is keenly looking for IT companies from India who can set up base in his country and help El Salvador develop as a major IT hub in that part of the world. The man power can be drawn from the huge number of expatriates. According to him, there are a number of advantages for investing in El Salvador. “El Salvador has a number of free trade agreements (FTAs) with a number of countries in Americas. Developing a base in El Salvador can give Indian companies access to a huge market,” he says. The trade between India-El Salvador has grown many folds since 2010. However, the balance of trade is tilted in favour of India. Textiles is the main exporting commodity of this tiny Central American country with a population of around 6.4 million squeezed in a 21,041 sq km area, making it one of the densest populated countries in Americas. With efforts being made by Ambassador Galindo and his predecessors, no distance seems to be far enough to bring India and El Salvador close enough to transform their ties and become partners in growth and ensure prosperity for their people.

According to a new research by Microsoft and International Data Corporation (IDC), by 2021 digital transformation will add an estimated $154 billion to India’s GDP and increase the growth rate by 1 percent annually. While in 2017, about 4 percent of the country’s GDP was derived from digital products and services using digital

technologies such as mobility, cloud, Internet of Things (IoT) and artificial intelligence (AI), it is estimated that within the next four years, nearly 60 percent of India’s GDP will have a strong connection to the digital transformation trends. As per the United Nations E-Governance Index, India has climbed up 11 positions since 2014. The growth in e-governance transactions per day has also seen a significant increase from 9.64 million per day in 2014 to 86.8 million per day as on April 2018.

Building Infrastructure for Transparent Governance Under the BharatNet Phase-1 project, over one lakh Gram Panchayats (GP) across the country were connected with high speed optical fibre network as per the declared deadline of December 31, 2017. Described as the world’s largest rural broadband project created on the mantra of “Create, Collaborate and Conquer”, the BharatNet project was planned to generate massive employment opportunities, both direct and indirect, in the country through delivery of highspeed broadband services in over 2.5 lakh villages benefitting more than 200 million rural Indians. project by March, 2019 to usher in a rural digital revolution. By June 2018, there were 117,319 gram panchayats connected through high-speed internet. National Knowledge Network (NKN) is another step in the right direction to enable collaboration among researchers from different institutions. NKN has the capability of grid-based computing. Some of the applications for grid-based computing include climate change/global warming, science projects like Large Hadron Collider, etc. In order to utilise and harness the benefits of Cloud Computing, Government of India has embarked upon an ambitious initiative - “GI Cloud” which has been named as ‘MeghRaj’. The focus of this initiative is to accelerate delivery of e-services in the country while optimising ICT spending of the Government. This will ensure optimum utilisation of the infrastructure and speed up the development and deployment of e-governance applications. Initiatives like e-Sign (Electronic Signature Service) and Digilocker were launched in July 2015 to facilitate government officials, corporate excutives and common people to digitally sign an electronic document and securely store and share documents with service providers who can directly access them online.
