Editorial Ajmer – An Odyssey of Holy City to Smart City Ajmer, the Rajasthan city famous for its Sufi shrine — Ajmer Sharif Dargah, is set for a major overhaul. It is being evolved as a Smart City, as part of the Government of India’s roadmap for developing futuristic cities to highlight the country on a world map.

Nestled in Aravalli Mountains, Ajmer also holds significance for serving as the base to visit the ancient city of Pushkar, known for the famous temple of Lord Brahma. This has also popularised the city as a unique tourist spot. Also, Ajmer has been selected as one of the heritage cities for the Central Government scheme of HRIDAY (Heritage City Development and Augmentation Yojana). In this light, efforts are on to steadily introduce digitisation in the city’s administrative system. It is hoped to ensure a makeover as part of realising the Smart City dream. ounded in 7th Century by Raja Ajaipal Chauhan who named it ‘Ajaimeru’ or, the ‘Invincible Hill’, Ajmer is today a famous pilgrimage centre of Rajasthan. Situated almost in the heart of Rajasthan, the city of Ajmer, on its north, has a large artificial lake –Anasagar -adorned with a marble structure called Baradari. It’s an ancient city with modern developments on the outskirts. The Ajmer district, also being divisional headquarters, includes three other districts viz. Bhilwara, Nagaur and Tonk besides Ajmer itself.

Replacement of Conventional Streetlights A total of 32,000 conventional street lights have been replaced under the scheme of Central and State Government. The installation of LED lights has been done by Energy Efficiency Services Limited (EESL). The Operations and Management (O&M)

of the project is under EESL for seven years. Ajmer is involved in energy saving since 2008 after installation of CFL bulbs; now the city is saving more than 50 per cent of the energy after installation of LED lights. This project is being implemented with the help of State Government after signing a Memorandum of Understanding with EESL. Digital billboards are being used to create awareness amongst the citizens. The billboards showcase government flagship schemes, important laws and achievement of the city. Ajmer 311 and Smart City 311 Mobile

The local administration in Ajmer is today applying various smart solutions to ensure a change that facilitates life and the experience of being in this city, which draws a huge number of domestic and international tourists. Ajmer Municipal Corporation is undertaking several projects and initiatives as Smart office project such as: Installation of Solar Panels: Ajmer Municipal Corporation has taken an initiative of installing solar panel of 30 KW solar grids on the roof top of the corporation’s building. The total project cost is about Rs 24 lakh of which Ajmer Municipal Corporation would pay Rs 16.64 lakh in two installments. With this initiative, Ajmer Nagar Nigam or Municipal Coporation is contributing to make an optimum utilisation of solar energy free from carbon emissions. It is thus helping in saving the environment. As a result of installation of solar panels, 70-80 per cent of AMCs building energy is catered by the solar panels, the production of energy continues throughout the day and there is no requirement of the energy after sunset. Applications: This application has been launched for citizens, councillors and anyone else for filing their complaints by clicking and uploading the picture of the problems related to civic amenities faced by them. Online grievances can be addressed under the subheads; street lights, sanitation, road potholes, public works, and stray animals. Under this application, the citizens are able to upload complaints through their mobile phones along with the picture of the location which is directed to the section dealing with that area. If, however, it is not resolved within 24 hours, it will go to the Commissioner, who shall ensure its resolution. In case it is redressed within the stipulated time, an SMS-based message is resent to the complainant about the status of his complaint. Smart city 311 mobile application has

citizens are now able to pay online taxes (property tax, development tax etc). This is done through gateway linkages with ICICI and Axis banks. Tax can also be paid through swipe machine at cash counter at Ajmer Nagar Nigam.

Wi-Fi Zone and 4G Connectivity: Ajmer Municipal Corporation has provided 4 G Wi Fi connectivity to its employees to enable them fast and non interrupted internet connectivity. This facility has been developed by Reliance Telecom Services.

Smart Parking: To optimise energy usage and making the parking area available at main building more smarter, Ajmer Municipal Corporation has installed solar lighting and rain water harvesting system for enabling easy percolation.

Rain Water Harvesting Ajmer witnesses sufficient rains, yet there is no sufficient water, for a variety of reasons, including the fact that the non-monetised value of water is still under-appreciated. Consequently, rainwater is not conserved but allowed to drain away; and water is usually not available during the most needed circumstances, while groundwater is over-exploited. To utilise every drop of water, Ajmer Municipal Corporation has developed a rain water harvesting system in its Municipal Building. The estimated cost for rainwater harvesting system is about Rs. 92.59 Lakhs.

Sewage Treatment Plant: AMC is planning to install a sewage treatment plant inside its premises for removing the contaminants from the waste water and household sewage. It has proposed a STP to be built within the AMC campus with the purpose of recycling waste water and reusing for gardening and flushing etc. An installed capacity of 10 KLD has been proposed in AMC. “We are making efforts to connect every house – about 70–80,000 with proper sewerage systems,” said Gajendra Singh Ralawata, Deputy Commissioner (Development), Ajmer Municipal Corporation.

Online Payment Solutions: Ajmer Nagar Nigam has become the first Urban Local Body (ULB) in Rajasthan to start the online payment of taxes. Under this initiative, the

Smart Raj Project: To improve the service delivery mechanism, enhance transparency in governance and provide better information management for all the Urban Local Bodies in Rajasthan, this project has been adopted by various cities in Rajasthan. Under the project, state-level dedicated call centres are established at Jaipur for effective public redressal. This project will facilitate all major services like tax collections, building permissions, licenses, birth and death registrations, payments, auctions, vehicle tracking etc. GIS based property level mapping of all towns is also being done under this project.

Swachh Bharat Mission: Ajmer Municipal Corporation has launched door-to-door collection of waste with the help of sweepers in different wards. A total of 190 public/ community toilets with 1,900 seats have been completed. Besides, door-to-door collection of waste has been started since 2010.

“We have 60 wards in the city. In ever ward, two waste collections vehicles are deployed. In order to spread the awareness, we have recorded a special song on Swachh Bharat Mission which is played on all 120 waste collections vehicles. About 80 per cent people have stopped throwing their domestic waste on the roads,” said Dharmendra Gehlot, Mayor of Ajmer.

Pilgrimage Hub The Ministry of Tourism has launched National Mission on Pilgrimage Rejuvenation and Spiritual Augmentation Drive (PRASAD) to beautify and improve the amenities and infrastructure at pilgrimage centres. A Mission Directorate has been established to implement the PRASAD scheme in 12 cities namely Ajmer, Amritsar, Amravati, Dwarka, Gaya, Kedarnath, Kamakhya, kanchipuram, Mathura, Puri, Varanasi and Velankanni.

HRIDAY The National Heritage City Development and Augmentation Yojana (HRIDAY) has been launched by the Government of India with a focus on holistic development of heritage cities. The scheme aims to preserve and revitalise the heritage cities to reflect the city’s unique character by encouraging aesthetically appealing, accessible, informative and secure environment. Ajmer is one of the cities out of the 12 cities being developed under this mission. “I wish we use the fund in the best possible manner and keeping the requirement of the citizens in mind, we ensure all-round development. Installation of waste bins in commercial stretch, residential neighbourhood, in the stretch from Delhi gate to Soniji ki Nasiya. l Storm Water Drainage: Drains in residential areas to be covered and existing drains to be repaired whenever broken. l Community and Public Toilets: Restoration/ extension of existing toilet and rehabilitation of street urinals. l Street furniture: Installation of benches and planters in commercials stretches.

The Integrated Power Development Scheme (IPDS) The Government of Rajasthan has selected 35 project areas covering 185 towns with an approved project cost of Rs 1,303.22 crore and Rs 781.93 crore as a grant from the Government of India. Ajmer is one of the cities where 20 roads have been selected under this scheme for underground cabling of 20 stretches of roads.

Promoting tourism in Ajmer is high on the Rajasthan government’s agenda. Jaipur road precinct upgradation, auditorium at Soochna Kendra, public conveniences, pedestrian friendly walkways, to connecting Dargah area to railway station through sky walks, etc include the ongoing key projects, says Shrichand Kriplani, Minister for Local Self Government and Urban Development & Housing, Government of Rajasthan, in an interview with Harshal Desai and Kartik Sharma of Elets News Network (ENN).

Smart City Mission is the most talked about initiative of the Government of India. What are your views on this? Under the leadership of Hon’ble Chief minister Vasundhara Raje, the Government of Rajasthan has been making every possible effort to ensure effective implementation of Smart City projects. In all the four cities i.e., Ajmer, Udaipur, Jaipur and Kota, a huge number of projects worth crores have been already implemented. It should be noted that it takes time to implement projects. The Government is not leaving any stone unturned to make the cities of Rajasthan safer, cleaner, affordable and liveable. Be it e-governance project, LED-based street

light project, our effort is to make the urban areas Open Defecation Free (ODF), installation of CCTVs in cities, Air Quality Monitoring Systems, Rejuvenation of Rajasthan School of Arts, initiatives such as Smart Classrooms, Smart Toilets, Rehabilitation of Bawaris, Waste to Energy (there are hundreds of more such initiatives), and other crucial schemes, we are committed to implement them all with complete success ratio in all the four cities.

Please share your views on the planned development activities for the city of Ajmer? Ajmer is not only one of the four smart cities to be developed in Rajasthan, but it is also one of the 12 HRIDAY cities

announced by the Central Government. Ajmer Smart City Limited has been allotted funds from both Smart Cities Mission and HRIDAY. Further, there are some schemes which are funded under AMRUT mission as well. All the development activities have been segregated under various divisions by Ajmer Smart City Ltd and the SPV is working on to implement these activities in the best possible manner. Promoting tourism in Ajmer is high on our agenda. Jaipur road precinct upgradation, cultural Park, street painting and heritage, auditorium at Soochna Kendra, tourist information centre at public places, kiosks, public conveniences, pedestrian friendly walkways to connecting Dargah area to railway station through sky walks, etc are some of the key projects we are working on. Further, Anasagar promenades development which includes lake restoration and lake front development work is one of the major projects under the Smart Cities Mission. Besides, the fund has been allocated to implement projects like Green Ajmer, integrated infrastructure improvement which includes projects for streamlining water supply, sewage treatment, sanitation, power distribution, rain water harvesting and solar power generation.

Isn’t transportation another crucial element that needs to be improved? Indeed. It is. We are working on strengthening our infrastructure for better transportation within the Ajmer city. In Ajmer, there are provisions for Development of Bus Q Shelters and Bus Stop Sign Board. New Mini Buses for E-buses, IT System on Buses, Multilevel modern centralised bus stand, Multi-level Car Parking - 2 locations and Open Car Parking at three locations, etc are some of the major activities which will be materialised soon.

What are the plans to develop other cities, especially where the sewage and water supply management need to be focussed a lot? Every city, town and village is important. As per the guidance of Hon’ble Chief Minister, the Government of Rajasthan is focussing on an all-round development of the State. Apart from the Smart City Mission, we are closely monitoring the growth of our all 29 AMRUT cities. Under AMRUT, the Rajasthan Urban Drinking Water Sewerage and Infrastructure Corporation Limited (RUDSICO), has given an order for executing a sewerage project which will have treatment facilities. This project will witness construction of more than 350 km of sewerage network with total eight sewage treatment plants of a total

capacity of more than 24 million litres on everyday basis. These plants will use batch reactor (SBR) technology. Sewage treatment and water supply are the prime focus areas for Government of Rajasthan and we are going to spend huge amount to improve the infrastructure and services.

How the Ministry of Urban Development and Housing is gearing up to materialise the projects? We are committed to ensure all-round development of our cities – following a systematic and scientific approach. We are working to make our cities liveable. Through our various departments including Jaipur Metro Rail Corporation, Jaipur Development Authority, Rajasthan Housing Board & Town Planning, Urban Improvement Trusts (UITs) and other development authorities, we are contributing to the development of the State of Rajasthan.

Last year, the Central Government inaugurated projects worth Rs 15,000 crores. What is its significance for Rajasthan? Infrastructure is the most necessary component for the development, and we are fortunate that under the leadership of Honourable Prime Minster of India Shri Narendra Modi and Honourable Chief Minister of Rajasthan Smt Vasundhara Raje, Rajasthan is actually witnessing the growth. I believe these projects will play a vital role in boosting the sustainable economic growth in the State. These 12 national highways projects, as rightly mentioned by our Honourable Prime Minster and Honourable Chief Minster, will be gateways to progress. The Government of Rajasthan is working hard to fulfil its promises. We are glad to state that we have already made substantial growth ensuring development of our cities and communities.

What special initiatives have you undertaken for schools in the State? My constituency has 30 schools and every school has some smart classrooms. We are doing all the changes under 3T strategy i.e teamwork, transparency and technology. Without teachers’ participation, this strategy cannot work. Over 21,000 schools have been merged (primary, secondary), so that students don’t have to change their school after every two classes. Girls commuting five kilometers to reach

schools are being provided free bicycles. Girls, travelling more that that distance, are provided transport voucher of Rs 25 per day in advance. For students of Class I to V, an amount of Rs 10 is given as transport voucher and for students of class VIth to VIIIth it is worth Rs 15. Over 2.88 lakh primary girl students are availing this facility. We have also implemented teachersstaff pattern so that even distribution of the staff can be done even for schools in the hinterland. To fill the vacant posts in schools, we have admitted 87,000

teachers across the State. 21,000 more such teachers will be given jobs this year. We have also announced another 77,000 teaching jobs. I am pretty sure that after all these appointments, all the teacher vacancies will be fulfilled in the State and there will be no teachers’ shortage.

What ICT innovations have you introduced in the State’s education system? There are two portals for the staff and the students-Shala Darshan (for primary schools) and Shala Darpan (secondary schools). Details of all the 4.75 lakh Government teachers are on these portals, it also has information about the students studying in the Government schools. We are also authenticating the Aadhaar number of the students and teachers. We have created the third portal for the private schools which has information of the staff working in the Government schools. For students, we have created an e-gyan portal. Books from Class I till Class XII are there. We are creating a studio in Jaipur through which over 2,000 schools will benefit. We have increased teaching time by 1.25 hours and now Rajasthan Government schools are functional for 6.25 hours. We have also started an attendance system whereby after the class attendance, students pictures and attendance is sent to their parents on whatsapp. This will ensure accountability. We have gained parents’ trust, resulting in enrolment of 14 lakh more students to Government schools. Our board results have increased by 17 per cent in the last three years.

What is the idea behind the Vivekananda Model schools started across the State? We have started Vivekananda Model schools in association with the Government of India. They are English medium CBSE affiliated schools. So the

villagers, unable to pay hefty fees of private schools, can also send their children to these schools that are no less than any private schools. This year we are going to organise four parent- teacher meetings in every Government school. Of these four, one is mothers-teachers meet. Due to our efforts, over 38 lakh parents have attended these meetings. We have started Board examinations in Class V and VIII so that students and teachers remain serious about the education system throughout the school life.

How do you ensure quality of mid-day meals in Government schools? Twice a year, our officials go for education and mid-day meals inspection to far-flung schools of the State. We have also started providing milk to students thrice a week. Mid-day meals are also provided to poor students even on holidays.

How do you ensure quality of education in schools? We give a proper brief to the parents as to what a student should know in a particular class and they can check whether their wards know that much or not. Also, we have started the monitoring of the teachers as to what kind of result are they giving.

What is the new posting method of the teachers you have introduced in the State? Earlier postings of the teachers were decided politically. Now that system has been abolished and a Council has been introduced whereby differently-abled teachers are given preference. After that widows, divorced, ladies and then male teachers come in the line of getting their choice of postings. It is also mandated that every student

who has completed his/her B.Ed, has to take five weeks of training in Government school. The school will be allotted to them through an online system. Girls will be given preference in allotting schools on road so that they can reach their easily.

Please give us a brief about the Smart classes initiative of the Rajasthan Government? Every school has to have smart classes. It is now compulsory for every Government school in Rajasthan to have at least one computer lab. Till now, only 7,000 schools had computer labs. This year, we are going to establish 5,000 new ICT labs in Government schools. We are also ensuring that every such school has at least one smart class. As per my meeting with Ajmer administration, every school there will have at least one smart classroom to be made by Smart Council. We have also made one 42 hours special IT course designed especially to impart ICT training to teachers. More than 1.6 lakh teachers have been trained through this programme.

How Government of Rajasthan is emphasising on other aspects of education in schools? We have introduced yoga and meditation in our schools. Till Class 5th, we have changed the curriculum to more specific of Rajasthan and India rather than teaching them of the world politics. From Class 7th till Class 8th , 50 per cent curriculum will focus on Rajasthan and other 50 per cent on India. From Class 9th, we will teach about the world. We have also started Matra-Pitra Pooja (parents worship) on 14th February every year. We are also building Bharat Darshan Gallery in every school, so that students can understand why their country is great. We are the first State in the country to have constructed separate toilets for girls in every Government school. Every month, there is a Cleanliness Day in the schools and all the students participate in it.

What initiatives have been undertaken by your department for women and children? Economic and social status of women in Rajasthan is a great concern for the Government of Rajasthan. We have made sincere efforts to improve the status of women with the commencement of several initiatives. To improve the economic status, the State Government has started a number of training programmes for women so that they can also earn their livelihood respectfully. Whatever work the women of weaker section of the society are involved in, the government has made efforts to provide them commercial training so that they can make the most of their existing trades and businesses. Further, we have also Amrita Haat Bazaar so that the women who are involved in small home business can sell their products at good rates and earn decent profits. The products which are prepared or manufactured by the rural women in villages are also liked by people across the country. We have also made arrangements to train such women at Amrita Haat Bazaar and update them on other schemes pertaining to subsidized loan, medical facilities, etc which they can avail. Similarly, we have sincerely worked towards improving the life standards of our children in Rajasthan. We have spread awareness on maintaining good health of children by reaching out to mothers and explaining them the benefits of a healthy diet. We have made arrangements for proper training at Anganwadi Centres for the mothers. There are few activities which are being run by our department to eliminate the issue of malnutrition. We have developed our Anganwadi Centres as full-fledged primary schools. Besides, we have also launched Nandaghar Yojana. This scheme is aimed at utilising community cooperation in modernising Anganwadi

Centres. NGOs and Corporates have been invited to adopt these centres.

Have you taken any initiatives to increase enrolments in Anganwadi Centres?

Magistrates. Free education, free cycles and proper toilets for girls are some of the activities which have been crucial to make people aware about the importance of education for girls.

What is your vision for Ajmer? Yes. In order to attract the students, we have organised dedicated programme called – “Praveshoutsav” to invite parents to enrol their children at Anganwadi. We also did counselling of parents who are not so willing to get their children admitted in schools. The toy bank scheme which was launched by Hon’ble Chief Minister of Rajasthan has also helped the department to attract new admissions to Anganwadi Centres.

How are you promoting Beti Bachao, Beti Padhao Yojana? Our work under Beti Bachao, Beti Padhao Yojana has been appreciated by the Government of India. Jhunjhunu and Sikar districts have been awarded for the promotion of this Yojana. Hon’ble Chief Minister of Rajasthan, through Rajshree Schemes, has formed committees at district level under the supervision of District Collectors and

‘Holistic Development of Ajmer on the Cards’ We want to establish a spiritual hub in Pushkar by building several places for pilgrims to stay on affordable rates. Sustainable development of Ajmer is the sole motto of Ajmer Development Authority (ADA). In order to ensure planned and systematic growth and development of Ajmer, the Government of Rajasthan formed ADA in 2013. I assumed the charge as Chairman at ADA in 2016, and since then I ensured the institution play a crucial role in the all-round development of the city. Development of Roads was one of our prime agendas. We have already started work on Ajmer-Jaipur road and making it 6-lane road from 4-lane road. Work on Janana Hospital road has also been started making it 4–lane road. Besides we are also working on connecting Ajmer with Pushkar through a tunnel reducing the travelling time to about 10 minutes. We, at ADA, have been able to work with a vision. We are trying our best to march toward our goals and start the planned projects. Be it parks, funeral parlour, or other public places, we are working on their renovation and development.

What are the other works that have been started by ADA?

We had started a 13 MLD STP plant which was inaugurated by Hon’ble Chief Minister of Rajasthan. Further, in association with Rajasthan Electronics and Instrument Limited, we had started an 84 kilowatt solar power plant at ADA rooftop. In an innovative effort, we renovated ‘Nachan Bawri’ and mechanised storage of water flowing from nearby areas. Water ATMs have been installed at various places. Besides, Booda Pushkar Sarovar renovation, Khoda Ganesh Road construction, etc are some of the other projects we are working on.

Kindly brief us on the activities being organised to boost tourism in Ajmer and Pushkar? The first project was the construction and installation of the statue of Maharana Pratap. We already had a beautiful statue of Prithviraj Chauhan. Both these kings had been associated with this city in the past, and it was quite apt to develop these places to attract the tourist. We have also announced in our budget to construct another statue of Maharshi Dayanand Saraswati and also planning to build a museum along Jaipur-Ajmer road which will allow tourists to understand the life of great Maharshi. Ajmer is a great tourist attraction – we have Ajmer Sharif Dargah in the city and the only temple of

Lord Brahma in Pushkar – and places like this will certainly help us boost tourism. We also want to establish a spiritual hub in Pushkar by building several places for pilgrims to ensure an affordable stay. We want people to spend quality times in Pushkar and Ajmer. We are also in the process of exploring possibility to invite all the states from the country to Pushkar and build their guest houses. It will tremendously increase the footfall increasing the economy of Ajmer City. We are also planning to build an International Level Stadium in south part of the City. A detailed project report will be submitted by the consultant. This project will be developed on PPP mode. We will invite the bidders through online bidding process. We had already constructed two tennis courts at the cost of 40 lakhs. Besides, we are also planning to develop an Ajmer Swad -a place where people can relax and relish variety of dishes. We are also planning to build a convention centre in Maharana Pratap area.

What plans do have you to manage traffic problem near railway station? We face the issue of congestion at many places within the city – especially near the railway station. We have prepared a feasibility report on developing a parallel road along Pal Beesla. This parallel road will be significant to ease traffic near railways station. Railway has already made another entry point at Topdara area. The parallel road will connect to the additional entry point at railway station. I strongly feel that once this project is completed, it will be a boon to the citizen of the city.

What about better housing schemes? There were few schemes which –

How are you handling the issue of sewerage? Sewerage lines in Ajmer were already laid about 10 – 12 years back; however, the connections were pending. Now in association with Ajmer Smart City Limited, we are working on connecting every house with these lines. Earlier, the company who laid the pipelines was not assigned the task of connecting houses with sewerage. We are now again hiring an agency to monitor the situation and making it compulsory for people to connect their sewerage outlets with the main pipelines.

We are now planning to widen road at Fawara Circle by covering an open Nullah. Encroachment is one of most disturbing issue. We are making efforts to ensure the traffic is not impinged by people everywhere and anywhere. How Ajmer Municipal Corporation has contributed to the cause of Swachh Bharat? The first and foremost thing that we have done in Ajmer is door-to-door collection of waste. We have 60 wards in the city and in ever ward two waste collections vehicles are deployed. In order to spread the awareness, we have recorded a special song on Swachh Bharat Mission which is played on all 120 waste collections vehicles. About 80 per cent people have stopped throwing their domestic waste on the roads. Besides, we have made arrangement to clean all the roads within the limit of Ajmer Municipal Corporation. We have also ensured that the open spaces and gardens have been strictly prohibited from being used as dumping yards. We have also hired people to maintain our gardens. You have been one of the key officers working for the Government of Rajasthan, with rich experience of working with several departments, how do you perceive good governance? I have been in the services for 30 years now and, fortunately, I had the opportunities to work in several departments in various capacities including Transport, Tourism, Excise, Urban Development, and others. As far as the Urban Development Department is concerned, I have been working in this sector for almost 12 to 13 years. Rajasthan is indeed a big State. The Government of India has initiated a

number of flagship programmes including the Pradhan Mantri Awas Yojana, Swachh Bharat Mission, Smart Cities, Atal Mission for Rejuvenation and Transformation (AMRUT), National Urban Livelihood Mission, etc and we are trying our best to implement these schemes in the best possible manner. We are focussing on delivering the projects on time, ensuring maximum benefits to public in the State.

Which department has been the most challenging one for you in career so far? Challenges are everywhere. One should be determined to face the challenges

and streamline the systems. We should have that will to perform and keep the public faith intact. When I was in the Transport Department, we had introduced online ticketing system for buses. We were the second State to implement such a project. I also got a chance to work in the Excise Department and introduced online licensing process switching over to conductor system and licensing system.

How do you envision the concept of Smart City projects in the State? The concept of developing Smart Cities is not a short-term goal but long-term plan involving a detailed planning for ensuring the cities are cleaner, safer, and affordable. It also needs efforts to make cities suitable for different investments. We are glad that we are well on the track when it comes to implementation of the projects of making all the four cities of Rajasthan smarter. Soon, all the four cities will be better places to live with improved infrastructure, better housing, cleanliness, and waste management systems among other features. We are making efforts to make the best of Information Technology. The State of Rajasthan has been pioneer in LEDbased street light project. Master Plan for all ULBs is in place. Further, we are also working on e- governance projects. Besides, we are also in the process of declaring our urban areas Open Defecation Free (ODF) in next two-to-three months. Besides, the State Government is also working on making cities cleaner with proper sewage and garbage treatment mechanism. The Rajasthan Government is going to spend a huge amount about Rs 15,000 to 20,000 crores - in improving sewage treatment and water supply projects in about 100 cities in the next four-to-five years.

What are the challenges you face while implementing the projects?

We have several bodies involved in decision-making when it comes to the implementation of the projects. This has been one of the major challenges for us and it is everywhere, which many a times delays the work. But we try to ensure the synchronisation of these processes and make efforts to fasten the decisionmaking in the best possible manner.

and CCTVs in major cities. The Bike Sharing Project has been one of the most innovative projects by the Rajasthan Government. We have started this project in four smart cities and it is working fine. We believe this project will ensure easy, eco-friendly and economical transportation for the people.

How are you making the best of Information Technology?

What are your plans to improve the conditions in other cities of Rajasthan?

In collaboration with the IT department of the State, we are implementing Smart Raj Project – an e-governance project -- which allows us to have online services for every Urban Local Body through single window system. There are several modules which allow us to streamline various functions like collection of property taxes, management of assets, and collection of advertisement funds. There are various services which are online and can be subscribed by people. People can seek various permissions online and saving their time and energy.

How crucial is the public transport to make a city smarter? We are working on increasing the number of city buses enabled with GPS

We are making efforts to make every city of Rajasthan a Smart City. In the four cities, selected under the Smart Cities Mission, the rate of implementation of project will be faster, but we are not going to ignore other cities of the State. We are focused on making these cities cleaner and greener. We will ensure that all the best practices are in place in remaining cities of the State.

What message would you like to give to young officers? I encourage young officers to work hard and keep taking new initiatives. Believe in yourself, be committed to your work and make every possible effort to deliver what you are supposed to deliver.

Nowadays, if you are not well-versed with the use of IT, it becomes very difficult to do policing as well. Like any other department’s setup, we have also been focusing upon the use of IT, and this is amply visible with our department encouraging registration of online FIRs. We have a very ambitious project called CCTNS (Crime Criminal Tracking Network System) in place where all FIRs, charge sheets issues related to investigation are entered online. ICT is very convenient in bringing transparency in work to harness people’s trust and be able be able to get required documents within a stipulated time. Our staff has also shown efficiency as far as disposal of cases is concerned. With the use of social media platforms, especially through WhatsApp etc, we communicate with the different groups at different levels for the fast dissemination of information. IT has been a helpful tool to work-out crimes, contain law and order situation, and expedite the overall police machinery. With the use of Facebook, Twitter, we get people’s feedback about how they felt about our work? How can we deliver with more improvement in our functioning? Besides, patrol vehicles have been

equipped with GPS to keep a tab on their movements, log the activities, and to know how efficient we have been while responding to situation/crisis calls. This in turn makes our department efficient. Likewise, we are also thinking of starting an IT-based patrol system to check locations of officials and men deputed for patrol duties and ascertain their presence on beat locations.

What are the initiatives taken by your department to train employees to make most out of the IT interventions? With the use of IT being so rampant, through internet and other platforms by people, registration of cyber crime related cases has also gone up simultaneously. This is increasing by leaps and bounds. Keeping it in mind, to make our officials well-versed and well-equipped with technology while dealing cyber crime issues, we train them at the police headquarters and training academy as well as at national level by sending them to renowned institutes with expertise to deal in this area. They are taught about various issues related to cyber crime, for instance, how to track cyber crime related cases; how to deal with technical equipments; and usage of technology to decipher cases thus making cyber crime investigation faster and more reliable.

Command & Control Centre is a feather in the cap of Rajasthan police. This is an ambitious project started by the Government of Rajasthan. The Chief Minister of Rajasthan Hon’ble Vasundhara Raje has taken a lot of interest and also sanctioned funds to establish command and control centers at every divisional headquarter. The CCC is the state-of-art centre equipped with video walls, multiple screens with CCTVs connectivity installed across the city to keep tab over various activities. Control Centre is put to use round-the-clock, appointing especially trained staff to log, locate calls and dispatch information - further making our system efficient as far as reaching out to the complainant or visit to the spot and informing officers is concerned. At the same time, it helps in keeping a close watch on city’s activities; and if something found doing wrong, action is taken immediately. Lok Sabha by-election was recently held here, in which we made an extensive use of our command and control centre to keep an eye on all sensitive activities. We hope to tap its full potential in the days to come.

What type of challenges the department facises in the implementation of IT at all levels? Challenges are manifold: shortage of equipments, lack of trained staff, distance, connectivity etc are some issues to name a few. But, when we compare our previous ways of policing, we are continuously improving. IT initiatives being a top-priority for the Government, when it comes to extending support in delivering our services, we have actually come far and are in a much better position, today. I am sure, as the days move ahead, we will become more efficient and well equipped. Moreover, Ajmer is soon to become a Smart City; as it is already in that category, therefore, naturally police also needs to become smart. I am hopeful that this will not be neglected. Which are the other areas where IT can be effectively used further?

How effectively is your department involved in citizen engagement?

As our command and control centre is becoming more efficient with each passing days, what we need at the moment is the installation of the state-ofthe art CCTV cameras across the city and even at the outskirts to keep tab of any accidents, incidents, law and orders situations, crime. Officials in the control room are also able to immediately guess the gravity of the situation and communicate accordingly. Likewise, at every divisional headquarter, where we can work-out cases related to cyber crime, we have placed smart units and all necessary equipments to deal with it. Similarly for any city, traffic is one of the most important things. As far as traffic of Ajmer is concerned, we can have IT-enabled signaling system to be able to control the movement of vehicles and address violations, if any, committed by the commuters. At the same time, just by simply looking at the screens, we can communicate with the staff on the field to ensure smooth traffic flow. When commuters know that they are under surveillance, naturally they will tend to follow and abide by the traffic rules, and the same applies to the road encroachments which cause a lot of inconvenience to public. We can also start e-challan to save time. We are also thinking of using body cameras which will be worn by the policemen, so they are at least able to record first hand information about any incident. These cameras will give us an accurate picture as to what really happened? Who all and how many were involved? We are also thinking to introduce helmets with cameras which can have firsthand evidence of any untoward law and order situation when worn by policemen. We are all civilian police because we are there to work with the people and for the people. Rajasthan police has done a lot in this area. We believe in the concept of community policing. We even have layers of Community Liaison Groups (CLGs) at every police station as well as district level where we interact with people informing them about our agendas, visions and also in return take their feedbacks to know how they feel about our services, and what best could be done. Here too, technology plays an important role because we are all connected. People can communicate with us on various social media forums of the department. When communication with people is made in that manner, eventually the reach will also expand. Importantly, we are open to criticisms as its helps in improvement in the system. But sometimes, due to paucity of resources and shortage of staff, we are not able to deliver our services as per their expectations, but then we take their criticisms in a very positive stride because people are reaching to us; and when they appreciate our work, it further boosts our morale.

How does the department ensure law and order security during occasions like Urs fair? Firstly during such a large congregations like Urs and Pushkar Fair, a complete monitoring of the system is required. We had deployed a good number of officials and men. Besides installation of CCTV cameras for surveilance, technology is being used in every sphere to keep tab of the deployed personnel and also monitor the status of attendance, which is all done through the software called ‘Badobast’. This software also helps in identifying deployed officials and issue of passes.

You have introduced a lot of innovations as Collector and District Magistrate of Ajmer. How has been the experience so far and what plans do you have in near future? Ajmer is a unique city with a rich history and heritage. It has Khwaja Sahab Dargah and Teerth Raj Pushkar. Both are pilgrimage destinations, barely half-an-hour away from each other. Tourists arrive here from across the globe. Ajmer is endowed with a beautiful lake-Anasagar lake-in the heart of the city and hills on the fringe of the city, which makes the city more beautiful. All beautifications and developmental plans of Ajmer are around the Anasagar Lake because it is

a big lake with a perimeter of around 8.8 kms in the heart of the city. Earlier, it was treated as a bane in the city, it was stinking and waste water was being dumped into the lake. The local administration put up iron fencing to discourage people from throwing garbage in the lake. But still the lake was getting dirtier each day. We made a plan for the lake’s development on a full scale.

Please give us a brief of the development plan of the Anasagar lake. A Sewerage Treatment Plant (STP) was planned and sewers were also constructed but connections could not happen. We started this STP on the

banks of Anasagar Lake and launched a drive for sewer connections. This led to the improvement in the quality of the sewerage water. Today, seven million litre water is being processed in the treatment plant and the water is going in the lake after processing. We applied convergence techniques, various schemes, organised local funds for starting developmental works in Anasagar Lake. We started the project as a pilot on 4,500 metres stretch of Anna Chowpatty opposite Regional College. It was appreciated by everyone. People gave feedback that they had never imagined that this lake could become so beautiful. Inspired from that when Chief Minister Vasundhara Raje visited here on 15th August, 2016, she appreciated the 400 metre patch and suggested us to take this project further. We took some funds from Heritage City Development and Augmentation Yojana (HRIDAY), some from Smart City, some from Corporate Social Responsibility (CSR) of the companies and through all these funds, we have started the construction of promenade around Anasagar Lake. KPMG is helping us in this construction along with the United States Trade and Development Agency (USTDA) and parallel works are also going around. We have also taken up two big stretches for beautification of routes. One is from the Naya Bazaar area and the second one is under Station Road.

What beautification projects are being undertaken by the corporation? Under HRIDAY scheme, facade development and heritage conservation work are in full swing. Almost 70 per cent work has been done. A need was felt for the Central Park in the city. Though a big park like Subhash Udyan was present, people used to avoid it because it has problems of rats, and it was an unplanned old park. So

It has a 3 kilometre continuous walkway with pathway, jogging and cycle track is being developed along with children’s park, Yoga park, etc. This will become a very big attraction in the city. Along with Subhash Udyan, we have taken up 25 parks in various parts and residential areas of the city. Open Air Gymnasiums are being set up in seven of those parks and rest of them are being developed so that they not only improve the environment of the city but also help in generating awareness among the people who are health conscious and want to do morning walks and other physical activities.

Traffic is a becoming big menace in the city. What drives have you started to decongest main areas in Ajmer?

For a long time, there was a need to decongest the Kacheri Road and Station Road which connect south of the city with the north of the city. Institutions are located across the entire city. So, for example, you have to travel from the Government hospital to Government college, it used to take more than half-an- hour during peak time. Both these roads are congested and a demand has risen to construct an elevated road so that south and north part of the city can be well-connected. Very soon, the Rajasthan State Road Development and Construction Corporation Limited (RSRDC) will create this elevated road. It will be a four-lane road. The whole project is worth Rs 200 crore. It is beginning this month itself.

How are you engaging citizens in your projects? We have taken many initiatives which are participative in nature. We started the ‘Paint The Walls Campaign’. It was started in Soochna Kendra and became very popular. More than a km long wall has been painted by students and organisations of Ajmer.

How are you ensuring smart education to students here? We started smart classes with the help of an NGO in 200 schools of Ajmer. Earlier, mid-day meals were cooked locally. So we invited Akshaya Patra Foundation, which has been doing very good work in Jaipur and Bengalauru. With the help of them, in CSR, we have set up a very modernised kitchen. All the Government schools get food from this Akshaya Patra kitchen only. It has not only improved their food quality but also removed teachers from mid-day meal responsibility. The State Bank of India has provided equipment to 20 schools here and remaining schools, we are trying to cover through Smart Cities Mission.

What are your views about the entire concept of Smart Cities Mission? Smart Cities Mission is undoubtedly one of the most ambitious projects of the Government of India. It has given scope of positive competition among the cities. Not only the ABD (Areabased Development) area but the entire city is competing to have the maximum benefits from the objectives of the mission.

Will you apprise us of the works that have been done in Ajmer so far? The total cost of Smart City projects in Ajmer is about Rs 1,900 cores. About Rs 942 crores are from Smart Cities

Mission, and rest of the amount is to be generated from convergence and PPP (Public Private Partnership) projects. We have already planned projects worth Rs 500 crore and these are going to be started and implemented within one month. Among them, the major project is the elevated road – a much awaited and a long-standing demand of Ajmer. This project is worth about Rs 252 crore. Rajasthan State Road Development & Construction Corporation Limited (RSRDC) has been made executive agency for this project. This road will be developed on the steel structure technology used in the construction of metro lines in the country. Apart from this, about Rs 100 crore project is for water supply rejuvenation – another ambitious

Rajasthan is pioneer in implementing LED lighting projects, what are your views on this? Yes. It is true. In Ajmer also we have replaced all the lights with advanced LED lights which have helped us save amount to the tune of 40 per cent.

Street lighting and cleanliness are the two activities we have focussed a lot and our work has been appreciated by the citizens of the city. Besides, we pay much attention to several cultural activities that are organised for different communities. We have been ensuring release of good funds to local political representatives so that they can undertake different projects in their respective region.

What are the challenges you face? How are you addressing these issues?

“We have tried to maintain regular contact with citizens and keep seeking their advices at various occasions. We will appreciate if the citizens abide by the rules and help the corporation in executing the services.�

Like many other cities in Rajasthan, Ajmer is also an old city where roads and streets are quite narrow which cause problems to smooth transportation. Sewerage is another issue. We are making efforts to connect every house, about 70,000–80,000, with a proper sewerage system. As far as transportation and traffic issues are concerned, I hope, with planned elevated roads, it is being addressed jointly with Ajmer Smart City Limited (ASCL) and Ajmer Development Authorities (ADA). We have also constructed public toilets at various places, and also improved infrastructure at bus stops and railways stations.

Kindly elaborate on the cultural activities undertaken by you? Almost every festival is celebrated with enthusiasm, especially the Republic and Independence Days which are celebrated in Patel Stadium. Fagun Festival, which is celebrated around Holi, Nav Samvatsar, Janmashtami, Dussehra festivals are the foremost attractions. These days Urs Celebration is going on. People across the county are coming over here to offer their prayers at Ajmer Sharif Dargah.

What is your message for the citizens of the city? We have tried to maintain regular contact with citizens and keep seeking their advices at various occasions. We will appreciate if the citizens abide by the rules and help the corporation in executing the services. For example, if a citizen litter on the roads, the corporation employees can clean it once or probably twice, but constant littering is a problem. We want them to proactively ensure they connect their houses with sewerage networks. We want people to come forward and let us know what sorts of other issues they are facing.

Kala-Kumbh and Rang-Lehar programmes Since Ajmer is also among the HRIDAY cities, a Kala-Kumbh was organised in which several interesting programmes like – art camp, rangoli workshop, photography, artists’ meetup, heritage walk, etc were organised. The Kala-Kumbh and Rang-Lehar programmes were aimed at reframing the relationship between communities. Very often, it is small and simple ideas that have the power to bring about massive and positive changes in our world. Ajmer Municipal Corporation began this change by asking three small questions which eventually unravelled big answers. We thought why creative abilities of artists using their brushes and paints are only harnessed on a single canvas when they could take the same tools and transform buildings, blocks and entire neighbourhood. AMC also planned to involve people living in different areas to participate. This is how AMC leveraged the art to engage community members for their own social, cultural and economic development. The process to paint different sections of the city with vivid hues and patterns by people of Ajmer themselves went way beyond the usual neighbourhood beautification drive. While Rang –Lehar involved pairing artists and communities to transform the urban spaces of city walls, Kala Kumbh included a range of activities such as workshops, art camps and heritage walks. With enthusiastic participation of people, with each individual contributing his or her magical piece of individuality in the artistic fabric of the community, the result was no less then spun gold in terms of people’s local history, culture, social memories, ideas, ideologies, and stories. This is because AMC gave them a platform to contribute to the enhancement of their own neighbourhood. If we talk about the

Book Bank and Mobile Library Hon’ble Chief Minister of Rajasthan Vasundhara Raje has inaugurated a book bank in Ajmer which is aimed at providing books to students. The main motto of the book bank is to increase the interest among students to read books of their interests. Several NGOs and institutions donated books to the bank. The centre has been established in Gandhi Bhawan and so far about 6,000 books have been donated. The initiative has been appreciated by the people of Ajmer a lot. Besides, a mobile library has also been conceptualised. This serves the students in different areas – at 21 places to be precise - and help students to prepare for several competitive exams. All the books have been provided by the support of citizen of Ajmer. This library is also stationed at various schools and colleges. In order to keep a pace with technology, Kindle – a digital device to read books have also been arranged. These books and their titles are properly stored in computer software so that it becomes easy to find them when needed. The library is open for all and the membership fee is kept minimal. One can even sit inside the mobile library and enjoy reading.

Smart Power via Smart Technology in Rajasthan A total of 36 towns, over a populace of 15,000, have been selected to undertake smart metering exercises. How is AVVNL ensuring power distribution across Rajasthan? AVVNL is covering 11 districts of Rajasthan, from Jhunjhunu to Banswada. It covers Jhunjhunu, Sikar, Nagaur, Ajmer, Bhilwara, Rajsamand, Chhittorgarh, Pratapgarh, Udaipur, Banswada and Doongarpur. I joined as Managing Director in October, 2017. The main challenges before me were how to reduce the losses though ICT interventions, to reduce the electricity theft, and reduce the accidents.

“When I joined here, 23,000 agriculture connections were lying pending. We have paved the way for 16,000 such connections, that too in tribal areas.” 36

For that, we divided all the consumers into four main categories-A, B, C and D. A category consumers have houses having air conditioners. B category consumers means people having Big Houses, C means Common Houses and D means Down Houses. We counselled the consumers of C and D category so that they don’t involve in electricity thefts. We suggested them about the use of LED lights which lowered their electricity bills as well. We also destroyed their tools/weapons through which theft was taking place. We started the weekly feeder patrolling system. The distribution, the Low

Tension (LT) line and all the consumers were covered in this patrolling. Consumers felt that their feeder was being cared for and they hence started avoiding thefts. For A category consumers, an in-house evaluation was done to check where they were misusing electricity and the particular time of the power’s misuse. We did the same for the B category consumers. When A and B category consumers were punished, C and D category consumers also got alerted. Within six months of my joining, I have reduced the losses by five per cent.

How are you creating awareness to stop the power thefts and electricity conservation? There are 3,620 panchayats in my area where we completed the awareness campaigns on ‘The Electricity Related Accidents and Misuse’. We did meetings with the commoners and tried to engage them through dialogues. We made a list of 21 points on why accidents are happening. For example, grass and paddy used to touch the high voltage electricity lines

when being taken on tractors. This was a major cause of accidents. We educated farmers on this. We constructed boundary lines of transformers situated in the densely populated areas. It was done through Bhamashah scheme money. We named the project as ‘Protection Wall from Buhana to Banswada’ project. Through these initiatives, we were able to reduce the power-related accidents by 50 per cent. We were paying average compensation of Rs 2 lakh daily earlier which has greatly reduced due to these measures. We trained our staff in safety measures. Safety is our prime responsibility and concern now. Our Integrated Power Distribution System (IPDS) is for urban areas. We are building 33 KV sub stations. We are strengthening our systems, more transformers are being set up, etc. When I joined here, 23,000 agriculture connections were lying pending. We have paved the way for 16,000 such connections that too in tribal areas. A superintendent engineer has been posted in these areas so that tribals don’t feel any hassle in getting connections. This month, we are going to give 4,000 new connections. Our revenue realisation is over 100 per cent in major areas now.

What IT interventions have been done in Smart Metering? We have launched complaint centres in Rajasthan. Our toll-free number-1800180-6565-is also available for consumers. Our National Complaint Number-1912-is also functioning. We are handling these centres smartly. We have started a mobile application where consumers can see their entire data on the application. Grievances like demand for new connection, faults, etc, can be requested on this application. We have tied up with Paytm and Mobkwik to facilitate online payments. Customers can easily pay bills through this. Our Enterprise Resource Planning

Application is soon going to be live, where our entire management system will be online. We have selected 36 towns over a population of 15,000 where we will undertake smart metering exercises. Around 8,000 feeders will be installed in rural areas in next two months. In this way, we have tried to modernise and smart the Ajmer’s discom department. Our focus is currently on Nagaur district. If the losses from this district are taken care of, the total losses will be less than 15 per cent.

Water, electricity and roads are directly related to common man’s welfare, what initiatives have you undertaken on these issues? The common man is ready to pay electricity charges, provided he gets electricity 24X7. There is a set of consumers who want to get 24X7 electricity but they don’t want to pay. Third set of consumers wants 24X7 electricity. But they don’t have capacity to pay bills. We need to change the public mindset of being reluctant to pay charges. These consumers amount to 70 per cent of the total consumers. We have given Ajmer’s power franchise to Tata Power recently. People are used to the government structure. They might take time to get adujsted to the private players in this sector. Our Government employees have become digitally smart.

What citizen initiatives are advisable to save power? The Power can be saved through proper metering. People mindset also needs to change. In agriculture segment, electricity is getting misued which needs to stop. LED is a very big revolution which is saving energy. Every year Cumulative Aggregate Ratio is getting down due to the installation of LED lights.

On Screen Marking System: On Screen Marking System (OSM) has been successfully adopted in the Rajasthan State and Subordinate Services (Combined Competitive) Examination, 2013 and Rajasthan State and Subordinate Services (Combined Competitive) Examination, 2016. In this system, descriptive type scanned answer sheets are evaluated by the experts on the computer. This system improves the quality, accuracy,

efficiency, transparency of the evaluation system. By adopting this system, RPSC was able to declare the result of the said examination in the shortest time period with several benefits. changes the use of technology with 100 per cent transparency of online examination. After completion of online exam, candidates can view start-to-end automatic action replay of his/her exam being at home from RPSC portal using MEMORY application. The size of MEMORY application software is under 150 KB only which one needs to download. The application then verifies the credential of the applicant and allows to see the action reply which is not a video but seems like a video. The public recruitment is critical and sensitive task and MEMORY application has increased transparency in unique way for online examination. One Time Registration (OTR)/One Time Verification (OTV) system: RPSC has launched One Time Registration (OTR) for the candidate based on Aadhaar for uniqueness of the candidate. The RPSC is using the State Recruitment Portal with a concept of single sign-on. In this system, a candidate can register himself/herself one time with his profile and other required information. Aadhaar number of candidate will be made mandatory for OTR to avoid any kind of duplicity of candidate. RPSC is also planning to launch OTV of the documents integrating with e-vault facility of the Rajasthan Government. This system will save the time of candidates and the Commission. By integrating documents to e-vault, the OTV can also be achieved. The documents integrated with the e-vault facility of the Rajasthan Government, will give the department the facility to verify the documents of the candidates applying online for examination. RPSC is also planning to have rule based qualification criteria matching for candidates applying for examinations by post. Answer Booklet Download: RPSC has developed an application which allows

candidate to download the descriptive answer copies for selected papers online. For this purpose, the candidate needs to first verify his/her credential on online web portal and then pay relevant fee (Rs 50 per paper has been kept by RPSC) online and then he/she can be download the copy. At present these copies are available to only those candidates who already applied under Right To Information Act for getting the answer booklets of written paper.

This will not only save the time of movement of files, but also expedite the internal system for processing of task and speed-up the delivery mechanism especially where legal/RTI and other special cases where a quick action is required.

It does the work of creation, maintenance and update of maps and connected records of land survey. In Karnataka, every land transaction that leads to sub-division of a land parcel or land survey number cannot be registered in sub-registrar unless the hissa or sub-division sketch is created and given by the survey department. Hence, lakhs of requests for land survey and hissa sketch are received from citizens.

Give us an overview of the Land Survey, Settlement and Land Records Department, Government of Karnataka.

Further, in all encroachment removal drives and even recent natural drains and lake encroachment removal drives in Bengaluru city it came to light that the common man is cheated by unscrupulous builders and real estate persons who sell them plots created on lakes, forest lands, natural drains, government lands. But a common citizen has no way to know that the land being sold to him is illegal or does not belong to the seller.

The Survey, Settlement and Land Records (SSLR) department is part of Revenue Department of the Government of Karnataka and headed by Commissioner, SSLR. It has about 4,000 government surveyors and 2,000 licensed surveyors.

Recently ‘DISHAANK’ app has been launched by your department. This is quite an innovation when it comes to land survey. Please shed some light on this.

Governance’. The ICT achieves that. The government and its systems should be like invisible air -- all breathe and use air but are unaware of it. The government that is like air -- invisible and supportive -- is the best form of government.

Realising that when an ordinary citizen purchases a property, he or she has no way to know if the seller is duping him. Later, when he comes to know about it, it gets too late to act. Hence, the solution to the problem lies in empowering the common citizen themselves to verify the factual position of each spot and the land that is sought to be sold to him.

What are the main challenges when it comes to reaching out to the last mile with government services?

The result is DISHAANK, which is a mobile app freely available on Google PlayStore. By downloading it, the citizen by mere tapping of a screen can see the survey number details of any spot. Therefore, using DISHAANK the citizen can avoid getting cheated. Also protects his other friends due to awareness. At the heart of DISHAANK is geo-referenced maps of every survey number, which are then put up on satellite image or Google map. So, the physical property can be seen on revenue survey maps thereby exposing which property falls under which revenue survey number. So, if anyone tries to sell to anybody a property actually existing on a lake or forest or a government land, the citizens can get informed themselves. Until now this information could only be given by the Survey Dept. following an actual spot survey and making of a report thereof. Now, the said information is available in public domain through DISHAANK.

You are known for the algorithm you made for Bhoomi land records portal. How did it all happen and how it has helped citizens? Another algorithm that I wrote is called NameMatching Algorithm. It can compare two names in any language and tell whether they are same or not. This allows us to search the same person in different databases and use the information so created. It has been

also used to find duplicates in the same database. For example, about 2 lakh potential duplicate housing beneficiaries were flagged by the algorithm. Further, the algorithm does not allow the same person to obtain benefits multiple times. Also, it was used to disburse more than Rs 2,500 crores to over 40 lakh farmers in Karnataka as crop damage compensation after ensuring deduplication. DISHAANK is a similar action to prevent cheating of innocent citizens.

How do you perceive more and more usage of ICT and innovation for good governance? The ICT works because it empowers citizen and enables them to watch their own interest. It unshackles citizen from bureaucratic red tape and procedure. It also allows senior officers and government to monitor the field work. The main challenges include: (i) Archaic procedure which can be done away with. (ii) Citizen Self-Service Method wherein the citizen selects himself and handles his own fate, is the best way to reach out to the last mile. In Karnataka, we have created caste, income, and residence certificates for the entire population. We ask the citizen to simply print his caste, income or residence certificate from his own home or any cyber cafe rather than run from one office to another. (iii) The field level reporting by field staff is still manual paper-based. We are converting it into mobile app based so that both assignment of work to field functionary is through mobile and his report is also received through mobile. This will expedite delays and also ensure correct inputs. Apart from this, we will enable citizens to submit their own reports.

PMC’s e-governance project which involved automating all departments and making more services available online. Pune’s association with ESDS began in 2013, but in 2016, Pune was listed on Union Government’s Smart Cities list, it onboarded ESDS as its Cloud Services Provider. Due to PMC’s initiative, Pune Smart City is Maharashtra’s first Smart City to go live on Cloud. To organise Pune better, PMC took the initiative of e-governance. With ESDS, Pune has gone online with several initiatives and is outsourcing technology. ESDS eNlight cloud platform serves as that backend machinery on the basis of which PMC has been able to take long-term and sort­term IT initiatives in a short span of time. We are developing Dussehra Maidan. It is a Rs 70 crore project and we have started work on the Phase I.We are making it on the lines of Pragati Maidan in Delhi. Phase II will deal with biological park and club houses. For Phase III, we are going to sell the land and come up with residential and commercial properties.The project is going at a 33 per cent faster speed. Although the completion date of this project is June 2018, we are hopeful that by February next year, we will achieve our target. We want smart solutions for parking where solar energy will be generated on the roof of the parking. We want to develop an open theatre in the city. The cost of this project is Rs 10 crore. We want the private sector to come up with solutions for open nullahs in Kota city.

We are recreating Kota project on the lines of Action Udaipur. We started ‘Selfie with Plantation’ campaign to increase the green cover in the city. We have a smart city app where we encourage citizens to upload their selfies.The top planters were recently felicitated at the Digifest held in Kota. All the Kota citizens will get a digital health profile as well.We have set up counters at the Government hospitals where anybody can get their health records digitised.

Our smart gazebo can be installed in traffic areas, bus stands, city public places, It is a multi-purpose system which will help in beautification, wifi, surveillance etc.

We have built a parking in the world city area, which along with the e-rickshaws that we have earlier started, is now going to be used as a platform from where we can launch NoVehicle-Zones. We have managed lot of savings in the solar energy. A budget of Rs 82 crore has been alloted to it. We have started implementing solar rooftops on all the Government buildings. We have also floated tenders for the private players to set up solar rooftops and the electricity generated through them can be purchased by the Government.

We coordinated with rag pickers to pick up the garbage which is collected in bags and not littered on the streets and hence, we made our markets also zero waste.

We have provided 750 garbage vehicles to the Government of Rajasthan’s Swacch Bharat Mission which is being used for garbage collection. We have provided state-of-the-art equipments for the correct disposal of the garbage. For cleaning of the sewers, we have created suction and jetting machines so that people don’t have to go underground for their cleaning. Our Mini jetting machines can even reach small streets and lanes.

One of our project is called Digital document filing system which is used for digitisation of documents. More than 100 Government departments all over India are successfully using this software.The decision making become 100 times faster with this software.
