Guest Editorial Government of Rajasthan Delivering Dreams, Sharing Prosperity Guided with the philosophy, '#PeopleFirst' for the citizens of Rajasthan, I can say, with 100 per cent sincerity and conviction that the State of Rajasthan is witnessing a new sunrise on many fronts, courtesy numerous good governance moves initiated by Smt. Vasundhara Raje, the hon’ble Chief Minister of Rajasthan. The three pillars of modern governance – transparency, efficiency and ease of access for a better quality of life – are also the prime objectives of Rajasthan's eGovernance roadmap and in this direction, the State government, has certainly taken many path-breaking initiatives. I believe, when any government prepares a draft of good governance and development, the basic requirement which rises is the formation of policies which benefit the citizens as well as lay a strong foundation for a better future. Also, changes don’t happen overnight, it requires continuous efforts for a prolonged period. Believing in this notion Government of Rajasthan has been continuously working for development and progress of the state. We always strive for a better tomorrow and for that, we need to strengthen our today. The last few years have witnessed a period of excellent growth and development for the people of Rajasthan who have seriously embraced the government’s idea of giving a digital touch to each sphere of their lives. So far, technology enablement of all the Citizens –centric department has brought exemplary results and that is why, giving the endeavour a further push, the government has come up with various ambitious e- schemes and initiatives to make the lives of its 6.86 Crores citizens residents more comfortable. As I see, the government is vigorously working towards attaining the pre-defined objectives to make the dream of a prosperous Rajasthan a reality. Chief Minister Smt. Vasundhara Raje’s devoted good governance program “Suraaj” has certainly emerged as a vehicle for the holistic growth and development of the State. Undoubtedly, it can be said that in just four years, “Suraaj” has successfully achieved its intended outcomes and accomplished the vision of an improved and a more developed State. The success of policy interventions and governance is best measured by the happiness of residents. Such happiness draws its strength from the harmony of economic, social and environmental development goals. It is on this bedrock of happiness that the Rajasthan model of development rests. This model draws its lifeline from the triad of livelihoods, access to infrastructure and opportunities and effective service delivery. As part of the State’s ongoing thrust on digital transformation of the whole Service delivery ecosystem, the State is focusing on around 50 leading schemes. These are the schemes, very much relevant to the common man and thus are meant to transform the lives of the citizens under the Suraaj initiative. These noteworthy schemes, being given a digital makeover include: Bhamashah Yojana, Bhamashah Swasthya Bima Yojana, e-Mitra, Rajasthan Sampark, Mukhyamantri Jal Swawlamban Yojana(MJSA), e-PDS, Nyay Apke Dwar, Mukhyamantri Rajshree Yojana, and Skill Training, among others. All these schemes are very important for all the State's residents and in many ways, touch every sphere of our everyday life. For example, one of the flagship schemes of Rajasthan that also demonstrates the foresight of the Chief Minister is the State’s flagship scheme called Bhamashah Yojana, which is also one of the best examples of the collective objective of Direct Benefits Transfer (DBS), financial inclusion, and women empowerment. More importantly, the scheme focus on women empowerment by making women ‘head of the family’ and all cash benefits are transferred into the account of the head of the family which is in her name. I believe this is a unique scheme that is serving a great purpose and setting new milestones with regards to the larger cause of women empowerment. Another quite relevant scheme i,e. Bhamashah Swasthya Bima Yojana, emphasises on providing better health facilities to the citizens and lightens up the burden of medical expenses for millions of State’s residents.
Guest Editorial Further, with an aim to providing services at every citizen’s doorstep, the Government of Rajasthan has come up with a centralised delivery network in the form of a common service centre (CSC), which is named as e-Mitra. Backed by an effective IT interface and a wider reach across the 33 districts of the Rajasthan, e-Mitra is certainly delivering its objective as an excellent single integrated public interface by providing various services to the citizens of Rajasthan. Under Rajasthan Sampark, a centralized platform for grievance redressal has also been launched, whose primary objective has been to provide a single window to citizens for registering their grievances related to various departments of the State. Here, I should acknowledge that the feedback received under the project has turned out to be of immense help to State’s policymakers. Also, under a digital transformation of Public Distribution System-(PDS), the whole ration distribution system as prevalent across the state, has now been completely remodeled, removing loopholes of the previously run distribution system. Besides, the government has introduced biometric verification in the ration distribution which has brought a whole new degree of transparency to entire PDS process. Now thanks to a tech-enabled PDS ecosystem being promoted by the State administration, the ration is being distributed through PoS machines via biometric verification of thumb/fingerprints. This is certainly a giant leap forward, and no wonder, this initiative is now being hailed worldwide and also by various Indian states policymakers, who impressed with the campaign’s excellent results, now wish to join the e-bandwagon (as illustrated by us) and emulate a similar campaign in their respective home turfs. In sum, certainly, our efforts are bearing fruit. And I can say, for sure, in every corner of the State, lies a story of hope. Across the length and breadth of the state, countless dreams are coming true, bringing in prosperity and happiness for our people. But then, I would add, we should not rest, and we shall toil on. There shall be no sleeping for us till there is a sparkle of joy in every eye, a hint of a smile on every face. The eGovernance model of the State recognizes the fact that easing out the process, curtailing manual validation, reduction in human interface, removal of unnecessary discretion, capacity building and effective change management are as important as deployment of robust niche technologies. Therefore, we have emphasized on leveraging strengths of all stakeholders, namely Government officials / employees, industry, academia, youth (full of ideas and energy), and most importantly people themselves. Working towards the objective of “Minimum Government, Maximum Governance”, the State of Rajasthan has witnessed a paradigm shift in the governance management with IT being a key ingredient for the same, says Vasundhara Raje, Chief Minister of Rajasthan, in conversation with Kartik Sharma of Elets News Network (ENN).

Bhamashah Yojana has successfully achieved efficiency of benefit transmission via DBT and also promoted women empowerment in the state. Please tell us about the impact of Bhamashah Yojana on the person at the last mile. The power of financial inclusion was writing on the wall way back in the mid-2000s. If you look back at our track record between 2003 and 2008, you will find that our government was serious that every household should have a bank account. It was then that the Bhamashah Programme was conceived – a bank account in the name of the woman head of family and a small seed money to get her started.
It was then that the woman self-help group movement in Rajasthan became internationally renowned. Bhamashah V-2 leverages the power of Jandhan, Aadhaar and Mobile Connectivity and is today India’s largest DBT platform. We have become the first State to achieve direct transfer of benefits worth more than Rs 20,000 crores transferred directly to the bank accounts of more than 5.73 crore beneficiaries – a population greater than that of many countries. Bhamashah gives a family an identity and empowers women by strengthening her voice in financial decisions within the family. Bhamashah has been applauded and awarded far and wide.
Its impact is not just to be accounted in terms of money transferred but also in terms of leakages plugged and entitlements passed on with promptness and transparency.

Rajasthan has gone digital easing lives of common people. Please tell us more about this thought of developing a digital state and how did you make it possible.
My Government not just accepted the challenge to transform Rajasthan as a developed State, but went ahead and made the state the Digital Leader of our country. We have been successful to create an integrated e-governance infrastructure, till the last mile and growing ten-fold faster than any other State of our country. Digital milestones achieved by our State are numerous and the statistics say it all. Digitisation
Digital has been transforming the way we live for most of our adult life. When I was re-elected as Chief Minister in 2013, I dreamt of Rajasthan as a super power. Digital was the only way to engine economic and social growth. We took up as parallel exercises, the creation of digital infrastructure and
communication backbones and at the same time, development of solutions that are effective and future proof. From security and safety of citizens to solid waste management and civic services; from financial management to decision support systems, we have tried to make digital an unalienable skeleton of governance in our state. Prosperity in Rajasthan today is defined by India’s largest water conservation mission by a wonderfully vibrant start-up ecosystem, by transaction-based transfer of cash and non-cash benefits to crores of beneficiaries, by prompt disposal of public grievances. More than 51,000 Common Service Centres offer around 400 government and other services.

The task has just started. The future that we are looking at includes unimaginably higher degree of digital presence in governance and development. Today, an average Rajasthani, who by the way is a young person, has started to dream. His dreams are ours and I intend to bring them to life.

EXCLUSIVE INTERVIEW What have been your initiatives for job creation in various sectors in the State? The quality of Rajasthan’s human resource is second to none. Entrepreneurship and innovations is in the DNA of the people of this State. We have been working hard to break the perception that jobs have to come from the government alone. I am proud to share that not only have we fulfilled our pre-election promise of creating 15 lakh employment opportunities but also have bettered it. The path we have taken was to give our youth the skills, the tools that make them employable since in our country, degree alone does not confer capabilities…Self employment has seen immense growth in Rajasthan and the Mudra Scheme alone has more than 44 lakh beneficiaries. The Bhamashah Rojgar Srajan Yojana too is an attractive self employment avenue. Our start-up ecosystem is showing great vibrancy and it too is a job creator in its own right. Rajasthan Startup Policy and platforms like iStart,
Rajasthan Stack and Challenge for Change are providing a strong foundation to the youth. These programmes are boosting sectors like
IT, Education, Advertising, Service Industry etc. We have also introduced Bhamashah Techno Fund worth Rs 500 crores to encourage and support the
What is your message for the youth, women and common people of Rajasthan who are now entering into this digital era in the State? Rajasthan is waking up to a new era of digitisation. With the support, hard work and dedication of Team Rajasthan we have been able to match step with Hon’ble Prime Minister Shri Narendra Modi’s vision of Digital India Mission. We could not have made this happen without the support of my people. People of Rajasthan were very gracious to accept this digital transformation. They not

only realised the importance of IT but also implemented it to ease their daily lives. The State initiatives would not have created such impact without acceptance of my people. Team Rajasthan makes us proud. I express my deepest gratitude to all the people of Rajasthan. They have accepted me, my ideas, schemes and my Government with
open arms. Their vigour to break the barriers and enter the era of trying something new has given me the motivation to do something innovative for them. They have already given me two chances to serve my State and I am sure they will once again bestow me with the honour to serve my people. Mind it, the best is yet to be. Every time a young mind imparts digital knowledge, or a woman accesses a computer or a common man avails government schemes digitally, the foundation of Digital Rajasthan is strengthened. So, my message to my people is -- Rise in the new era of digitalisation and embrace technology.

We have also launched Challenge For Change through which youths are given an opportunity to directly partner with the Government of Rajasthan without following the traditional tendering process and win contracts worth INR 1 Crore. Please tell us about the Government’s initiative(s) to promote and support Startups. While Jaipur remains the preferred base for most startups in the State, what other initiatives have you adopted for the Tier II cities of Rajasthan? Start-ups are close to my heart and my intent is to not just support start-ups, but to empower them. Therefore, we’ve created an integrated Startup Platform iStart, first of its kind in India. I, along with my team have always strived towards transforming Rajasthan into a start-up hub. We have amalgamated innovation with digitalisation and technology to become the startup hub of our country. My agenda is to adhere the Startup India Mission initiated by Hon’ble Prime Minister Mr Narendra Modi and build a sustainable start-up ecosystem through which emerging entrepreneurs in the State can thrive, flourish and take over the world. While creating the State’s start-up policy, my focus was on crafting a growth-stimulating, growth-sustaining and investment-oriented start-up policy. Let me proudly highlight this, Rajasthan was among the first State to launch its Startup Policy in October 2015, merely two months after the launch of Startup India Mission. With the launch of iStart platform, my government is not only promoting entrepreneurship and innovation in the State but is also creating history by writing a new chapter in the State’s start-up policy. In just a few months, more than 700 start-ups have become a part of iStart platform and are enjoying the infinite benefits offered by the government. Just launching an integrated start-up platform was not enough for me. I

EXCLUSIVE INTERVIEW wanted to create a platform where when a startup knocks at our door, we can provide them with 360 degree support. To further boost the startup paradigm, we also introduced Qrate the only startup rating mechanism in the country, accepted by all leading VCs & investors; iStart Nest-- the only centralised incubator providing free incubation to startups; Bhamashah Techno Fund of Rs 500 crores and Bhamashah Technohub, the largest incubation centre in the county with a capacity to accommodate 700 entrepreneurs. By introducing the most cohesive and supportive ecosystem for start-ups and budding entrepreneurs which include iStart, iNest incubation centre, Bhamashah Techno Fund and Bhamashah Technohub, my Rajasthan has locked its position as the top contender in the DIPP state startup ecosystem ranking index. Prior to the launch of iStart platform, only a niche sector of society was
availing opportunities like this, mostly from the private sector. Today, start-ups from all across the State, be it from the capital city or a small village near Jaisalmer are also aligned with iStart platform and are growing in leaps and bounds through the support of my government. I wanted to instill this belief in the minds of our youth that dream and dream big and me along with my complete team will work day and night to make your dream a reality. My aim to transform my State into DigiSthan can only be achieved if every resident is digitally empowered. Though the journey of Startup Rajasthan commenced from cities like Jaipur and Kota, it has now penetrated till the last mile. We already have incubation centres in Jaipur, Kota and Udaipur and will soon be launching two more incubation centres in the State. Besides, the iStart Platform is wellknown to entrepreneurs from all across the State. Many startups belonging to smaller cities are now receiving mentorship from experts, meeting investors and VCs, getting funding and are receiving global exposure, all under the State’s

start-up policy. Growth is only possible when you have the backing of your people. \Every resident of Rajasthan is contributing towards our growth and the government is taking everyone along.
The e-Mitra model has been appreciated at several platforms. Please tell us the key reasons for the success of this project. When service delivery is now becoming a priority for the States across India, Rajasthan is already a groundbreaker, ensuring service delivery with over 51,000 nodes of e-Mitra thus extending the reach of Government till practically every doorstep of Rajasthan. The idea behind launching e-Mitra was to provide a wide range of citizenfriendly services of different departments (public and private sector) under one roof so that the citizens do not have to run around various departments. This has facilitated the Government’s reach to citizens and ensured efficiency, transparency, and reliability in the system. e-Mitra is one of the most groundbreaking schemes of my government. During my first tenure as the Chief Minister of Rajasthan, I wanted

my people to avail every government scheme and service that was launched for their benefit. We, at the epicenter of the State, cannot only launch schemes, we have to ensure that it is effectively delivered to the end user. e-Mitra was such a scheme that ensured all other citizen-centric schemes are accessed by my people, from cities to villages, all across the State. We created a platform that enables government, private and social sector organisations to integrate their social and commercial goals for the benefit of citizens in the remotest corners of the State through a combination of IT as well as non-IT services. Today, e-Mitra Centres are spread over all 33 Districts of the State covering all 300 Blocks and 10,000 Gram Panchayats. We provide over 400 services, under one kiosk. The agenda behind launching e-Mitra was achieved years back, but we have always tried to go further in all our projects. Initiatives such as Rajasthan Sampark have made officials more accountable and responsible which has also become a key monitoring tool for measuring the performance of government officials. Bhamashah Scheme, an end-to-end service delivery platform to transfer cash and noncash benefits to the targetted beneficiaries in a transparent manner, was relaunched in 2014 with broader objectives. Bhamashah – An Icon of Philanthropy and Benevolence Bhamashah Scheme draws its name from a remarkable character in the history of Rajasthan. Bhamashah was an aide of Maharana Pratap of Mewar. At one point, during constant wars against the invading Mughal army, Mewar King Maharana Pratap was left with no state resources to carry on the war. This meant an inevitable defeat – that too for no lack of will or valour. Bhamashah stepped in and did the incredible. He donated his entire
wealth to the State so that his warrior king could continue his campaign and the people could live with their head held high. Bhamashah went down in history as an icon of philanthropy and benevolence.

the State government in 2008, even before the Aadhaar programme was thought of, was launched, wherein, around 50 lakh women were enrolled and 29 lakh accounts were opened. At present, the primary objective of the scheme includes financial inclusion, women empowerment and effective service delivery. It is the first of its kind direct benefit transfer scheme in the country. The scheme is a family-based programme of financial inclusion, where each family is issued a ‘Bhamashah Card’. The card is linked to a bank account that is in the name of the lady of the house who is the head of the family. The card leverages bio-metric identification and core banking. The card is used for transferring of all cash benefits directly to the bank accounts of the beneficiary and also for transfer of non-cash benefits of various government schemes. Thus, the scheme aims at making every woman empowered, capable and independent. “Thanks to Bhamashah scheme, I got my bank account opened along with Bhamashah card. Now, we get a message on our mobile phone as soon as our pension is credit. My children inform me about it and I go and collect it. Indeed life has really become so easy with Bhamashah,” says Jamuna Devi, a beneficiary of this scheme.

In private domain, it provides services like utility bill payment, application and digitally signed certificate services, cable TV, insurance, ticket booking, gram haat, tele-medicine, tele-education, Internet access, commerce services, etc, and many more upcoming services are being added to its fold regularly. These centers/kiosks under e-Mitra act as the front-end service delivery points for the government, private and social sector services to the citizens of Rajasthan. The idea is to develop a platform that can enable government, private and social sector organisations to integrate their social and commercial goals for the benefit of citizens in the remotest corners of the State through a combination of IT as well as non-IT services. Content and services form the backbone of the eMitra Scheme. To this effect, selection, aggregation and customisation of content and services,

at a central level, are done to ensure the scheme’s success. The content and services involve back-end support in the form of a content management system, content delivery platform, service delivery infrastructure as well as usage analysis systems for a quick feedback and monitoring. The kiosk issues a receipt to all citizens for all G2C/B2C and utility bill collection services. One copy of computerised receipts is issued to the customer for all transactions while another copy is kept at e-Mitra Kiosk. DoIT&C/District Level Offices (Department of Information and Technology and Communication) are authorised to inspect these receipt books and the kiosks are directed to

Currently, out of a total of 51,000 kiosks, 21,000 are urban-based while 30,000 are rural-based kiosks. Further, 30 per cent transactions are from urban segment while the rest of transactions are from rural segment. The transactions from utilities currently stand at 30 per cent while 70 percent transactions are from application-based services and there is a revenue collection of Rs 700 crores from 60-70 lakh transactions. The scheme envisages that the kiosk owners would mainly be women, thus encouraging more and more women entrepreneurs having self-sustained kiosks (with a minimum income of Rs 10,000-12,000 in rural areas and Rs 20,000-25,000 in urban areas).

he basic aim of the Bhamashah Swasthya Bima Yojana (BSBY), or the Bhamashah Health Insurance Scheme is an improvement in the overall health indicators of the State, a reduction in out of pocket expenses for the State’s residents, providing financial security to the poor against ailments and bringing a revolution in healthcare in rural area by providing stimulus to private sector to open hospitals in rural areas.
The first phase of the scheme ended on 12 December, 2017 and the second phase started on, 13 December,2017
for the next two years. As per official figures, around one crore families identified under the National Food Security Act (2013) are eligible to get benefit under the scheme which comprises around 67 per cent of State’s total population. The Vasundhara Raje-led Government has launched Raj eVault and Raj eSign that are taking Rajasthan to the next level of digitalisation. Raj eVault is nothing but a Digital Document Manager. Thanks to eVault facility, all types of documents and certificates ranging from driving license to university mark sheets can be uploaded in it . Raj Bioscope – A Move for Public Involvement in Government Schemes With the idea of spreading awareness about various government schemes, the Government of Rajasthan envisaged a video-based programme - Raj Bioscope. It’s an e-initiative of Government and one of its kind which encourages public participation on the Government portal as well, writes Elets News Network (ENN).

One can also upload videos showcasing the beauty and heritage of Rajasthan and contribute to popularisation of the State tourism. Before Raj Bioscope, there was no such platform to explore the Government schemes and understand policies visually or in an engaging way. Multiple challenges were faced by the Government, which included lack of preparation for an integrated platform,

n an endeavour to enable good governance, sustainable development, citizens’ empowerment and maintain standardised GIS assets of the State, ‘Rajdharaa’ scheme has been created. According to DoIT&C, the primary objective of establishing Rajdharaa scheme is to develop a state-wide web-based geo-portal to acquire, process, store, distribute and improve the utilisation of geo-spatial data based on Open Geospatial Consortium (OGC) standards, and develop a Data Clearing House (DCH), which would be a gateway of spatial data being generated by various agencies of the Government of Rajasthan. It needs to be mentioned here that OGC is an international not-for-profit organisation committed to make quality standards for the global geo-spatial community. The Rajdharaa scheme is also mandated to include policies, framework, hardware, software, application, data, modelling and methods that deals with spatially referenced and geographically tagged/linked data/information as well as non-spatial data for creating multi-dimensional decision support system. It would provide a single window service to citizens to increase the efficiency and productivity of all departmental agencies such as Medical nd Health, Police, Utilities, Power, Commercial Taxes, Water Resources, Education, Forestry, Agriculture, Urban Development, etc. The Government of Rajasthan is also currently developing 3D-Models and virtual walkthroughs of various historical monuments, heritage infrastructure important buildings,

Raj-eGyan Portal The Government of Rajasthan has launched the educational portal Raj-eGyan to improve the learning levels in State’s schools. Requirement was discussed with Tribal Area Development (TAD) Department and specifications were finalised to meet the need of offline learning requirement for tribal area students. Initially, devices were installed at five (5) representative hostels & their feedback was taken from these hostels. The hardware and software were improved and fine-tuned as per the feedback received from these hostels. Training: Comprehensive trainings of Hostel Wardens were conducted at each district before delivery of the devices. The training spanned for a day and involved following aspects: Introduction and brief about the solution Presentation on functionalities Comprehensive hands on training and problem solving Technical guidance, tips and information Training created a buzz in the hostels about the application. Each hostel was given individual training on the solution at the time of installation. Many hostel wardens are not acquainted with the technology and hence Programmers (DOIT&C employees) across the state were assigned the hostels in their respective areas. Training sessions were conducted for the programmers through multiple video conferences. The process documents and step-bystep guides were provided to the programmers and hostels. User manuals were printed and distributed in digital as well as print formats. The helpline numbers and emails were distributed among the hostels and programmers for resolution of issues, if any.

Techno Fund of Rs 500 Crores for start-ups has been introduced to give an open sky to the potential start-ups of the State. The fund would be used for start-ups of the State for their growth and all-round development and to levitate the start-up community of Rajasthan to the pinnacle in the country. Out of the Rs 500 crore, Rs 100 crore is dedicated towards women entrepreneurs and Rs 50 crore for Green Startups. The launch of Bhamashah Techno Fund has motivated the start-up enthusiast of the State to initiate their own ventures with the support of government. Bhamashah Techno Fund has been disbursed to eight start-ups within 10 days of its launch and in May 2018, 15 more start-ups have been funded. Student Start-up Exposure Programme: Student Startup Exposure Programme was implemented to create a strong entrepreneurship pipeline among the youth of the State. Through the exposure programme, the Rajasthan government sends 100 selected students from the State to an all-expense paid residential learning programme in Silicon Valley. The programme is open to any student pursuing higher education in any college of the State. The top 100 selected students from the State are hosted by Menlo College in Menlo Park, Silicon Valley. Over the course of two weeks, they learn various aspects of building a tech product start-up from renowned experts in the global start-up ecosystem. The participants receive mentorship to build their prototype and pitch it to prospective investors in the Silicon Valley and gain feedback from them. During the tenure of the two-week programme, students also get a chance to acquire on-the-job training at some eminent organisations and interact with successful founders and other key professionals. Certainly, with the launch of all these initiatives, the Government of Rajasthan looks to be fast developing its digital infrastructure and promote entrepreneurship in the State.

There are many IT-backed projects that are being implemented by the Department of Medical Health and Family Welfare, Government of Rajasthan that have led to the last mile connectivity. A glance over the initiatives showcases the endeavour being made by the existing dispensation:
Asha-Soft ASHA (Accredited Social Health Activist), known as ASHA-Sahyogini in Rajasthan, is a community-level worker who is basically deployed at Anganwadis through Woman and Child Development Department. For this, the ASHAs (the worker associated with the initiative) also get a certain monthly honorarium from the Department. They also get monthly incentive from Medical, Health and Family Welfare Department for providing health services to citizens based on 26 different types of activities including maternal health, family welfare, child health, National Health Programmes and meetings, etc. At present, approximately, 48,080 ASHAs are working in Rajasthan who play a significant role in reducing the Measles, Mumps, and Rubella (MMR), Infant Mortility Rate (IMR) and providing better health services to the community. Their timely payment has been a major challenge and the monitoring of their services for which they get incentive was also a very tedious job. Now, to ensure timely and seamless online payment to ASHAs and to monitor the services provided by ASHA to the community the concept of ASHA-Soft has been introduced by the Mission Director. ASHA-Soft is a web application software. The software has been developed by NIC, Rajasthan state unit with the help of core group constituted by the Mission director. It is an integrated system, to
measure the performance of ASHAs and to ensure timely and transparent payment of incentives to ASHAs all across Rajasthan. Performance measurement of each ASHA on a case-to-case basis with the help of ASHA-Soft has resulted in significant improvement in core functional areas of Health and Family Welfare in the state. Rajasthan is the first state that has implemented this kind of system.
ASHA-SOFT Main Objectives l Timely online payment of incentives to ASHAs in their bank account. l Monitoring the services provided by ASHA to the community. l To enable a correlation between the incentives paid and the total payment. This helps the manager to monitor the physical and financial progress. In order to implement the system, master data of ASHAs was prepared for each Anganwadi and it was linked with health facilities. Tracking and Health Service Management System) and then integrated with ASHA-Soft. Case details are entered in PCTS and ASHA-Soft depending on nature of activities. Online Payment is made by Chief Medical Health Officers (CMHOs) from the district level for all ASHAs in the district. Digital signature based authentication is used for releasing the payment. As a result of the scheme’s effective implementation, the time taken to make the payment has drastically been reduced, from earlier two months to seven days. Certainly, ASHA-Soft is a unique e-initiative in public health sector which has helped in the improvement of health services in the State. After its implementation, availability of data of pregnant women has increased by 31 per cent whereas data availability of newborn babies has increased by 19 per cent. Follow up visits for HBNC (Home Based Neonatal Care) have also increased significantly resulting in better care of infants and timely referral of sick neonates. Further, a large number of monitoring, analytical and exception reports are being generated through the system.

The system now informs about the functionality of ASHAs ‘not providing services’ or ASHAs ‘who are doing very efficient work’. Analytical reports generated by the system have reflected the areas of activities which are getting ignored by ASHAs and needed more support. It is a unique e-initiative introduced and implemented by the State. The software has been highly appreciated by the Ministry of Health and Family Welfare, Government of India too. Representatives of several States have expressed their desire to emulate such a practice in their own States. Worth noting is that Karnataka is now implementing a similar scheme. Recently, a group of representatives from Japan also visited the State and applauded the initiative that has so far been awarded six awards by various organisations.

eVIN supports the Government of India’s Universal Immunisation programme by providing real-time information on vaccine stocks and flows, and storage temperatures across all cold chain points in Rajasthan. through video conference directly by Health Minister and top-level State officials to strengthen knowledge of nursing staff and to improve the quality of data in the Reproductive and Child Health (RCH) register. This initiative’s need was felt since, during the field
visits, it was observed that despite various trainings, the basic skills of the nursing staff were very poor in the areas of ANC service, identification of high-risk pregnancy, etc. Furthermore, their records were not maintained properly. Hence, to enhance and improve the knowledge of nursing staff, ANM Samvad was organised. ANM Samvad is a video conferencing in which various health staff participated from the district and block level in VC room at Atal Seva Kendra. As the State has a large health workforce it was difficult to interact with all at the same time. Hence, so far the ANM Samvad has been organised in four rounds to ensure that the entire block participated in it. This kind of innovation is the first of its kind in the entire country, when with the use of IT technology, an interaction of superiors with field staff was actualised, thereby leading to solutions for the medical sector in the State.

Some estimates conducted across the State of Rajasthan suggested that a very high number (>50 per cent) of equipments remain unused and lying in stores of public hospitals which if used efficiently, can significantly give a push to the health infrastructure of the State. The findings also revealed that 25 per cent - 50 per cent of equipments were not even in a working condition. Hence, to improve access to government facilities through improved Centralised Inventory Management System, and to know status of equipments/instruments at any given point of time, so that a rational use of unused assets i.e. equipments, instrument and other inventories could be promoted. e-Upkaran, a comprehensive software solution to improve the Inventory Management & Maintenance Services of Equipments in Public Health Institutions has been launched across Rajasthan.

e-VIN Electronic Vaccine Logistics System to improve vaccine coverage in Rajasthan The National Health Mission, Rajasthan has launched 'Electronic Vaccine Intelligence Network' called e-VIN across all districts in Rajasthan at all cold chain points with support from the UNDP. eVIN supports the Government of India’s Universal Immunisation programme by providing real-time information on vaccine stocks and flows, and storage temperatures across all cold chain points in Rajasthan. It aims to strengthen the evidence base for improved policy-making in vaccine delivery, procurement and planning for new antigens in India. Today, eVIN initiative provides an integrated solution to address widespread inequities in vaccine coverage by supporting the State Governments in overcoming constraints of infrastructure, monitoring and management information systems and human resources, often resulting in overstocking and stock-outs of vaccines in storage centres.

RFC Profit Up by 120 per cent NPAs down by 15 per cent approval target of Rs 350 crore for the fiscal year and granted Rs 386.68 crore loans. The loan recovery also exceeded its target of Rs 255 crores to reach Rs 259.47 crore during the fiscal. This enabled the corporation to record a profit of Rs 23 crore during the year against Rs 10.78 profit in the previous year.
The Rajasthan Financial Corporation (RFC) has recorded its highest ever profit in the last fiscal, registering over 120 per cent rise in its profits. The corporation has been able to reduce nonperforming assets (NPA) by 15 per cent, the financial institution announced it recently. With this, the leading termlending development financial institution, mandated to also provide finance to small and medium scale enterprises, looks to have set forth a successful management example for other organisations in the recent times that seem to be, otherwise, grappling with
mounting NPAs affecting their profit books. For addressing the issue of NPAs, “the corporation had established a NPA recovery cell in January this year along with provisioning a single installment settlement scheme for such bad loans, as a result, 230 of the defaulting borrowers agreed to the settlement”, according to a senior Rajasthan Financial Corporation officer. corporation also reflects improvement in the performance of small industries in the State. The corporation in the process has also recorded the maximum number of NPA settlements achieved by it in a year. As a result, over Rs 6
crore have been recovered while another recover of Rs 15.81 crore has been assured. The net NPA recovery during the year stood at Rs 28.54 crore, much above the recovery registered in previous years. Many of these defaulters had even relocated to other States of the country. To bring them for settlement has been a major achievement for the corporation, added the officer. The corporation, apart from going for aggressive marketing also followed the footsteps of

The profit had increased despite implementation of 7th Pay Commission and commencement of the promotion process after a gap of five years. The financial restructuring of the organisation had helped the corporation employees to have the pay commission implemented before many other State government companies, while the same further motivated employees to work more vigorously too, said another RFC officer. In the recent times, a major achievement by RFC has been in the direction of promoting self-employment among youth. During the last fiscal year, 113 youths were granted loans amounting to Rs 130.44 crore. Under the scheme, so far Rs 322 crore of loan has been approved for 328 applicants of which 110 units have already begun production thus providing employment opportunities for nearly 3,000 people, said Anoop Khinchi, Managing Director, RFC.
