Digital Haryana Ushering a New Era of E-Governance Haryana has rewritten the meaning of governance by integrating Information Technology to its core. The State, which is known for its vibrant culture, history and heritage is today also known for its digitisation efforts, ease of doing business and has emerged as a startup hub. The State Government is leaving no stone unturned to ensure that the services offered to the citizens are provided in an efficient manner. Haryana has chosen the e-route to improve service delivery. Starting from digitisation of the Government departments to initiatives that provides governance through the click of a button, the State is keeping pace with the time. Celebrating these efforts, eGov magazine’s first issue of 2019 focusses on the States and its IT policies. Being released at the National Summit on Digital Innovation and Cyber Security, the issue extensively covers Haryana’s efforts in making citizens life easier through technology. Known till sometime back as an agrarian State, Haryana is now leading the country in digital payments transactions on per capita basis. The State has become the most fertile ground for young minds brainstorming innovations. The highest number of start-ups have been registered here across the country, writes Priya Yadav of Elets News Network (ENN).

onsider this, Haryana records 11.43 digital payments transactions on per capita basis which is the third highest in the country and way ahead of other States. Chandigarh tops the charts with 36 digital payments transactions followed by Andhra Pradesh which boasts of 16 on per capita basis.
From being the food bowl of the country, Haryana is now the economic powerhouse of the nation. The State registered 15 percent averaged Gross State Domestic Product (GSDP) growth rate in the last decade and with 1.3 percent of country’s total area contributes nearly 4 percent to India’s Gross Domestic Product (GDP). It is among five states of the country which cumulatively hosts more than 90 percent foreign firms and tops the States in terms of Ease of Doing Business..

There is a spectrum of opportunities for young entrepreneurs in Haryana and Gurugram, which is now the face of the state and financial capital in its own right, has the highest concentration, 5 percent of total world’s BPO workforce. The Hartron Innovation Campus in Gurugram has emerged as a beacon of hope for all the budding entrepreneurs. The Government of Haryana has managed to create a conducive environment for Startups in the State, by taking key initiatives regarding incubation support. The creation of this incubation network is an analogue to a Hub and Spoke Model; the Startup Warehouse already operating in Gurugram, in collaboration with NASSCOM, has been nominated as the Hub incubator, while the UN Technology Innovation Lab (UNTIL), Mobile Application Development Centre (IAMAI), Center of Excellence (IoT Lab) and the Startup Incubator at Panchkula act as Spokes. The UN Technology Innovation Lab (UNTIL) at the Hartron Innovation Campus in Gurugram offers support to budding entrepreneurs. The facilities include a process to increase collaboration and pooling of research results. It is a means to develop better understanding of the local and regional innovation systems in their respective parts of the country and is a network to systematically compare research findings across cities and regions. 1. It encourages women entrepreneurship and fund raising for women technology startups 2. It facilitates international partnerships and helps bring in and apply best practices in Haryana 3. Targeting inclusion in the UN support for Global ID 2020 Programme. 4. Haryana has the distinction of being the first State in the country to be part of this programme.

In Haryana, the State government has rewritten the meaning of governance and made it good governance by making the administration a two-way traffic. It reaches out to the people and facilitates them to revert with their suggestions and views which are duly factored in while taking the final call on policies and programmes. So much so, draft policies are thrown in public domain to elicit views and suggestions. The difference this has made is more than mirrored by the change brought about in the way the administration thinks, feels and acts to address people’s needs, and answer their aspirations. I take pride in sharing with you all that this approach has made the people of Haryana feel the change. Innovative and out-of-the-box thinking continues to
transparent, time-bound and hassle-free manner through an effective service delivery mechanism, the State has implemented the Haryana Right to Service Act, 2014. It was enacted with the sole objective of providing an effective framework for time-bound delivery of services provided by various government departments in order to promote transparency and accountability. To strengthen wired and wireless infrastructure, the State has laid optical fibre reaching 5,620 villages under National Optic Fibre Network programme now known as Bharatnet. This network shall ensure provision of 100 mbps internet connectivity to all Gram Panchayats. Haryana has notified a Communications and Connectivity policy that seeks to ensure quality infrastructure for connectivity & telecommunication services and bridge the gaps in telecom connectivity (both wired and wireless) across Haryana. With a vision to convert the State into a digitally empowered society and knowledge economy and to improve the quality of service delivery, State is offering e-governance services which exhibit following three key tenets i.e. cashless, paperless and faceless. The endeavour is to provide to a beneficiary the option of electronic/digital payment modes, no physical paper at any level for rendering of service and

ensuring that beneficiary is not required to come in contact with government personnel, unless it’s a legal requirement. In the recent past, Haryana has taken various landmark initiatives for improving access to digital infrastructure, increased digital delivery of services and empowerment of the citizens. The State has undertaken many e-governance projects like CM Window, e-Bhoomi, e-Registration, e-Payment, e-Filling, e-Tendering, e-Refund, e-Disha, E-Tourism, e-Ticketing etc. CM Window Haryana is a public grievances redressal and monitoring system launched to show transparency in governance and ensure immediate redressal of people’s grievances. It has been designed to meet the twin objectives of minimum administration and maximum governance. Till date, about 2.4 lakh complaints have been successfully addressed. It has launched e-Bhoomi for sale of land directly to government. Similarly, e-Services for traders such as e-Registration, e-Payment, e-Filling, e-Tendering, e-Refund etc, are available at www.haryanatax.gov.in. Besides, Integrated Financial Management System (IFMS) has been implemented for online communication, release, allocation, revision, re-appropriation of budget by the Finance Department. The budget preparation now takes only two months as compared to eight months earlier which exemplifies responsive and responsible governance. The State Government has also approved setting up of 20 District Level eDisha Centres (DLeDC), one each at district headquarters. e-District Haryana (e-Disha) is an IT-driven electronic interface between the government and the citizens that facilitates the general public to receive effective and timely services. The Haryana Tourism Corporation, a pioneer in highway tourism which operates 42 tourist complexes, too has taken the e-route to boost tourism. A web portal as per the W3C guidelines integrated with Online Rooms Booking System and Online e-Ticketing for Surajkund International Crafts Mela has been developed to exploit the full potential of tourism in the State. As a part of the nationwide 100-day special campaign to promote digital and cashless transactions, ‘Digi DhanMelas’ were organised in the State. During 2016-17, 91.12 percent of government payments amounting to 5,4415.91 crore were done electronically by our State treasuries.

Haryana has achieved 100 percent Aadhaar saturation in the 0 to 5 Years Age category. Haryana tops the list with 71.6 percent Aadhaar coverage, while the national average is only 38.8 percent in this category. An end-to-end computerisation of Targeted Public Distribution System has been implemented across the State covering Online Ration Cards Management, Allocation, Supply Chain Management, Ration distribution through Point of Sale devices at FPS using Aadhaar based authentication using both Cash and Cashless (successfully carried out in Ambala on pilot basis) modes. This system caters to more than 1.3 crore beneficiaries. Due to digitisation of beneficiaries, Haryana has become Kerosene Free. Keeping pace with the national efforts, VAHAN and Sarthi, the e-governance applications under National Transport Project, been successfully implemented in all 94 RLA and RTA offices. The Online Drug Inventory and Supply Chain Management System (ODISCM) integrates various inter-related activities of the National Rural Health Mission (NRHM), Haryana for improving efficiency and effectiveness of Procurement system and Distribution System, which ensures streamlining the distribution of drugs to institutions and ensures availability of drugs at all times, strengthening the system of Quality Controls, over drugs procurement and distribution according to the new drug policy of Government of Haryana. COVER STORY environment. Digital literacy is also vital for the people to avail e-services. Conscious of this reality, State Government aims to make at least one member of each family digitally literate so that all families can access public e-services. The target is to cover 12 lakh households during the current year. We will achieve this goal by leveraging the Atal Seva Kendras, the State Skill University, the Saksham Yuva (unemployed Graduates & post Graduates) and by involving the Education Department. Already registered four lakh households under the Digital Literacy Programme, and about two lakh persons have been made digitally literate. To bring government services to the doorstep of citizens, we have set up 5,500 Atal Seva Kendras out of which 4,000 are located in villages. This has made the process of obtaining citizen services simple and convenient for both citizens and state departments. A village-level entrepreneur (VLE) is selected as Atal Seva Kendra operator-cum-manager and is authorised to act as a citizen delivery point. We intend to cover all Gram Panchayats (6205) by 2018. Currently, our

We are also shifting the ASK VLE to the village level mini-secretariats i.e. Gram Sachivalayas. About 100 ASKs are now operating from the Gram Sachivalayas in the villages. We believe in pro-active governance, where, instead of citizen coming to government to seek a service, we shall deliver services proactively at the citizen’s doorstep. For example, when a child is born he or she is tracked for the services required as he or she grows, such as birth certificate, vaccination required, health and nutrition, admission in schools and so on. To attract investors to Haryana, we have set up Single Roof Mechanism (Haryana Enterprise Promotion Portal i.e. https:// investharyana.in/#/). It was launched in February, 2017 and Haryana is the only State in India which went ahead of the Single Window concept and envisioned to have a Single Office for giving all industrial clearances/licenses. All industrial approvals are being given online in a time-bound manner thorough this portal and single office.

In a short span of time, Haryana has received more than 1,500 applications on this portal which underscores the confidence of the investor community in us. It is no wonder that Haryana has been promoted from rank 14th to rank 6 in the span of two years on the ease of doing business ratings. In fact, we are rated as the best state for EoDB in North India. An example of collaborative governance is the mobile application “HARPATH” which uses GIS technology to help us make our roads infrastructure safer and smoother. This app enables the citizens to convey to the government the road conditions on real time basis for immediate action to restore and repair road infrastructure or traffic bottlenecks. If citizen feedback is not acted upon within a certain timeframe, there is a built-in escalation matrix to ensure that responsibility is fixed and we deliver on time. “The Information Security Management Office (ISMO)’s web portal acts as a platform for information dissemination on latest trends on cyber-attacks, preventive measures, awareness materials, policies, guidelines, cyber security and hygiene factors.”
Hundreds and thousands of cyber attacks are happening on computer systems all across, with the aim to compromise data. The Haryana Government is one that is acutely aware of the threats and is taking steps for high-level preparedness to meet the challenges. And the man in the driving seat in Haryana Government knows his job well, says Priya Yadav of Elets News Network (ENN). Excerpts from conversation with Ankur Gupta, Principal Secretary Electronics and Information Technology, Government of Haryana. Can you explain the steps taken by E&IT Department to address cybersecurity threats? To address the challenge with information security/application security, a dedicated organisational structure known as the Information Security Management Office (ISMO) along with Chief Information Security Officer (CISO) role was created who is responsible for managing overall information security activities at State level. ISMO is helping State organisations in implementation of preventive, detective and reactive processes and is also facilitating monitoring, risk-assessment, risk management and other security governance/oversight activities.

As part of ISMO’s activities so far, a dedicated team of security specialists have been engaged which carries out Vulnerability Analysis (VA) and to a limited extent Penetration Testing (PT) for designated IT Assets. On yearly basis, approximately 55-60 applications were being audited. Earlier, ISMO was being contacted by the State Government organisations for their system information security related requirements. Many of the queries of the departments stakeholders can be resolved if they have knowledge and awareness cybersecurity concepts. Hence, there was a need to provide a platform to such stakeholders to enable suitable dissemination of cybersecurity related content and information.

With a view to address the above challenge, the Haryana ISMO portal was conceptualised. The ISMO’s web portal acts as a platform for information dissemination on latest trends on cyber-attacks, preventive measures, awareness materials, policies, guidelines, creating awareness among the masses about cybersecurity and hygiene factors. The portal acts as a first-level interface for cybersecurity related knowledge and initial level preventive steps one can take to mitigate cyber-attacks.
What are the future plans to create awareness of cybersecurity among masses? As part of the Haryana ISMO portal a full fledge e-learning module has been developed. The e-learning module provides course on cybersecurity to various stakeholder (students, working professionals, Government officers, IT professional (Government and private sector), etc.) such that they can adopt best practices with respect to cybersecurity, information security and data privacy etc, and apply these in there day to day life. In the near future, user will also be given a digitally signed completion certification from ISMO, Haryana after completion of the e-learning course and an assessment Quiz.
What is the current status of internet connectivity and Wi-fi hotspots in urban and rural areas in Haryana? Internet Connectivity: Haryana has to connect all 6,188 Gram Panchayats (GPs) under BharatNet by Bharat Broadband Network Limited (BBNL) through Bharat Sanchar Nigam Limited (BSNL. 6,003 Gram Panchayats (GP) along with 120 blocks have been connected by BBNL in phase-I. 65 GPs (under Rewari, Manger Faridabad, Morni and Pinjore blocks) are being connected in Phase 2.

Wifi HotSpots: In Haryana, Wi-Fi Hotspots are to be activated in 1,000 BharatNet enabled GPs in phased manner. CSC e-Governance Services India Limited, a Special Purpose Vehicle (SPV) under Ministry of Electronics and IT, Government of India, has been assigned the task to roll out Wi-Fi. Till date, 426 GPs have been made Wi-Fi enabled and work is in progress in 182 GPs in Ambala, Jind and Yamunanagar districts. CSC SPV in the process of providing Wi-Fi in 254 BharatNet enabled GPs of Karnal District.
What Haryana is doing for the technology capacity building for State Government Departments? Haryana has notified Contractual IT Cadre policy for State on 31st August, 2017. Policy enabled government hiring of 500+ technical resources for all State government departments/boards/ corporations. The National Institute of Smart Government has been engaged for transparent onboarding process and hiring of right talent from the open market.
Has Haryana set up or planning to set up Technology Parks to promote IT & ITeS sector? E&IT department has initiated steps for setting up of STPI (Software Technology Parks of India) at Panchkula. The Council of Ministers in its meeting held on 5 September, 2018 has approved the transfer of land to STPI, Noida free of cost /lease basis for 99 years at the rate of Rs 1.00 per year and subsequently, signing of Memorandum of Understanding with STPI for the purpose of setting up of STPI in the plot allocated by Haryana State Industrial and Infrastructure Development Corporation (SIIDC) at Panchkula.
What is the status of setting up BPOs in Haryana under India BPO Promotion Scheme (IBPS) of Government of India?
Hartron is setting up 100 seat Business Process Outsourcing (BPO)/ call centre notified by Ministry of Electronics and Information Technology (MeitY) through its nodal agency STPI. A 75 seat call centre has been operationalised from Hartron Bhawan, Panchkula. Challenges Cyber Security challenges are common to all States Governments and Haryana is not an exception. Everyday, athe Government is countering issues pertaining to ransomware, viruses, web defacements, Denial-of-service (DoS) and distributed denial-of-service (DDoS) attacks with protection system not robust enough to counter such attacks. Secondly, the organisational setup in the Government is not strong enough to handle such threats/attacks because the stakeholders in the Government are not that sensitised and keen on handling cyber threats/ information security matters. Besides this, no dedicated officer at State Departments / Boards/ Corporations level looks after and implement the information security initiatives/directions from Government of India and its agencies. Moreover, majority of the security infrastructure is either obsolete/outdated or with limited support/ even if some of the infrastructure is new, it is working in conjunction with old one, posing challenges to digital security. In the current scenario, the approach is to deal with cyber/information security threats in a reactive manner rather than proactive. Further, mostly all government websites are not regularly audited for information security and the vulnerabilities are generally identified subsequent to a cyber-attack which is a cause of concern and embarrassment.

The approach of Government of Haryana is aligned towards proactive response to cyber threats, and mentioned below are some of the key steps taken by the State

Government of Haryana which was launched by Union IT Minister Ravi Shankar Prasad and Chief Minister of Haryana on 15th September, 2017. Various other policies were implemented to streamline the processes and enforce information security measures including email policy, password policy and IT resource policy, ISMS Policy, Data backup, Log management, Application Sec. Audit, and IT Act Compliance guidelines. Strengthening of IT Infrastructure and deployment of required tools to enable protection against cyber threats In-house team under ISMO handles and support issues related to information security and also proactively conducts security audits of websites and applications of various departments, boards and corporations of the State Government. The team acts as a dedicated pool of resources to handle the activities related to information security. Regular coordination with concerned public entities like CDAC, NIELIT, NCIIPC, CERTIN and many private organisations is done on a regular basis
l A defined organisational structure is
established to handle cyber security matters including Information Security Steering Committee (ISSC), Security Committee, ISOs at SDC level, department/district/board/ corporation level order. Provisions are being made to ensure that the ISO is the senior most IT officer and is not frequently changed and proper guidelines are followed in case of a change/replacement due to unforeseen circumstances. ISMO encourages all ISOs to coordinate and work in tandem with Chief Information Security Officer (CISO) and ISMO for joint cyber security efforts. The role of ISOs is very crucial in driving implementation of cyber security initiatives at their respective departments, boards and corporations. ISOs are frequently updated by ISMO/CISO on latest trends and practises in the domain of cyber security and also the State/ National level interventions by the E&IT Department on an ongoing basis. l Capacity building programmes for Government stakeholders and students are conducted and plans are in place for conducting such programmes for Police and Law Enforcement Agencies. l Advisories to handle cyber security threats for students and public at

large have been prepared and shared at appropriate forums l IEC activities such as videos, films etc, are also being considered to spread mass awareness. Plans are in place to educate mobile users on cyber threats through mass publicity in cinemas, via outdoor hoardings etc. l An interactive portal for ISMO (http:// haryanaismo.gov.in/) with e-learning modules on information security topic has been developed. The portal provides courses on cyber security, with primary focus on students such that they can adopt best practices to deal with cyber threats. After completion of the course, candidates have to go through a quiz. There are courses under two categories for students from ‘5 to 8 Standard’ and ‘9 to 12 Standard. For students of class 1to 5 Standard, easy to understand pictorial content is being developed which shall be launched in phase II of the implementation. The overall objective of the portal/e-learning module is to build cybersecurity ecosystem in the State. Apart from the above, there are many more initiatives taken by the ISMO, Haryana to build safe and resilient cyber space in Haryana.

Presently, 3.83 Cr document (approx.) of various departments of Haryana are available in Digi locker (State and Central Government Services). l There are 16,141 Atal Sewa Kendra (CSC) almost all the Gram Panchayats
Progress achieved In light of the above, many achievements have been accomplished by the State Government, these include training and sensitisation of approximately 900 government officers /ISOs across various departments, boards and corporations on the concepts of information security. The process of declaring Critical Information Infrastructure (CII) has been initiated and Cyber Security Crisis Management Plan (CCMP) has also been developed. Moreover, ISMS and various other information security policies are notified and ISMO is in process of engaging partners under PPP mode to enhance the awareness levels of ISO and other government stakeholders not only by training but by providing suitable certification based programme. It will

in the State have been covered with at least one CSC for providing more than 281 citizen services. l Presently 204 out of 330 & 221 out of 236 schemes are launched on the SARAL platform providing a single window access to all citizen services.
Conclusion As CISO and Head SeMT are facilitating the rollout of critical IT initiatives, it takes exemplary leadership skills to manage everything and delivering results in a time bound manner. The precedence being set by the State of Haryana for implementation of cyber security and digital initiatives is really praiseworthy and can be leveraged by other States.

Is your Organisation ready for Cyber Crisis? The Government organisations world over have adopted digital technologies for efficient governance with an aim to improve quality of life of its citizens. As dependency on IT system has amplified manifold, so has the threat of cyber attacks. Take for instance, while the railway booking system has changed the way Indians travel, any small outage in the system can immobilise the whole Railways system and impact the lives of millions of Indians.

yber threat landscape has changed drastically in the past few years - from a few attackers chocking a Government website to nations engaging in cyber warfare and undertaking simultaneous attacks on Government systems. A cyber attack can compromise an individual system or multiple systems within a network and in a worst case scenario unleash wrath on

complete digital infrastructure of a State or the entire country. Ironically, cyber crisis response mechanism in Government organisations is mostly incident based, unplanned and unmanaged with minimal or no preventive mechanisms in place. Whereas, cyber crisis requires a long term and a strategic orientation. Most commonly accepted practice is to have a Cyber Crisis Management Plan in place which is usually referred to as CCMP.

Government mandates all Central Ministries and agencies and all States and UTs to draw their own CCMP to handle events of cyber attacks and cyber terrorism. It is required that State and sectoral level CCMPs should be in line with the national CCMP for effective coordination and synergies in crisis response. However, only a few Ministries, States and UTs have formulated respective CCMPs. The basic premise for having a CCMP in place is to create a strategic framework which provides direction to the organisation to not only prepare the organisation for handling crisis but more importantly guides actions to respond to the crisis and move towards recovery. However, CCMP is easily confused with Cyber Incident Response Plan. It is important to clearly define what events would be treated as cyber crisis and crisis should be clearly differentiated from cyber incidents. For common events like virus attacks, malware infection or Disk Operating System (DOS) attacks, the organisation needs to put in place its incident response plan. Crises are much more serious events which cripple organisation’s capability to undertake its operations and have the potential to impact its financial stability or hurt its reputation. In case of a government organisation, such cyber related crisis may result in significant or complete breakdown of supplies or services essential to the life of the citizens including but not limited to Finance, Defence, Transport, Energy, Communication or other critical sectors. These events can lead to State or even National crisis. A CCMP addresses how a crisis is to be managed before, while and after it occurs. For Government Organisations which do not have a CCMP in place and are contemplating one, it is suggested that their CCMP should cover a wide range of cyber crisis events even if the possibility of occurrence of some events is remote.
While formulating the CCMP, Government should also identify all critical and possible targets of cyber attack, and define institutional mechanism of decision-making and information sharing across different organisations. More importantly, roles and responsibility of each stakeholder must be clearly defined. CCMP can also contain ‘what-if’ scenarios to assist response team to provide quick response and contain the crisis. Templates for incident reporting and contact details of key stakeholders are also crucial information provided in a CCMP. The disaster recovery and business continuity concerns are also to be addressed in the plan. The CCMP should be put to test using war games and mock-drills to check for its relevance and prepare the key stakeholders for future events. Manging cyber crisis calls for Government organisations to become more ‘cyber resilient’ which means they need to be well prepared to anticipate threats and also withstand crises whenever they occur. Besides, any impact of the cyberattack should be contained quickly without allowing it to spread and impact on other systems. It also calls for the governments to have the ability to recover and restore its systems in the event of an attack. Finally, cyber resilience

also entails ability to evolve functioning and building capabilities to minimize adverse impacts. Building cyber reliance is a big challenge for government organisations which are still supported by archaic process. But having embarked upon a journey of digitally enabled governance, it is imperative that such resilience is created immediately. Inarguably, there can be no single plan which can address the everchanging cyber threat landscape which is getting more infested by new threats emerging every hour. We can only keep pace with it by having plans which are duly updated. It is suggested that Governments should undertake review of the CCMP periodically and update it every year if not on half yearly basis. CCMP is a comprehensive plan which outlines sequence of actions to deal with cyber crises. It is high time for every critical government organisation, be it is at central, state or local level to have a CCMP in place so as to ensure that the interruptions due to cyber crises are infrequent or transient but are manageable. More so, the risk of damage is minimised if not completely eliminated. What is the mandate of National High Speed Rail Corporation Limited? The National High Speed Rail Corporation Limited (NHSRCL) has been set up as a special purpose vehicle (SPV) with the partnership of Government of India through Ministry of Railways, Government of Gujarat, and the Government of Maharashtra. The prime objective of setting up this SPV is to immediately take up the
Mumbai-Ahmedabad high speed rail project. In future, we will do similar kind of activities in other places as well. The hallmark of this particular project is that we are setting up standards at the same time as high speed rail has never existed in India before. We have to develop all kinds of high speed rail standards in collaboration with our Japanese partners.

which has not been experienced in India. How are you leveraging technology and innovation considering the speed factor? We have to leverage new-age technologies. But when I say new-age technology, I’m not talking about a technology which has never been tried elsewhere before. But yes, for India, some of them are new. Various kinds of innovative techniques have to be adopted. We are proceeding in that direction only. The survey part is very crucial for any project. For instance, for the first time in India’s railway project, we have done Aerial Lidar survey and not just a ground survey. It was completed in three months only. We are also consulting and interacting with
leading technical institutions like IIT Mumbai and other institutions. IIT Mumbai is official partner of this project and they are helping us in various designs. IIT Gandhinagar is helping in underground utility survey. Whenever we are hearing about new technology or innovation which can be useful for this project, we are trying to connect with them on a priority. Remarkable thing was done for Delhi Metro and now what we are going to do will be of great significance too. On the other hand, we will be focusing seriously on trained human resources and for that, we are developing training institute much ahead of the project commissioning date. It will be ready by December 2020. It is coming up in Vadodara.
Do you think this project will be a watershed moment for India’s transport infrastructure development sector? First transport revolution took place in India when metro rail arrived. It was within the metro cities. But the high speed rail will be the game-changer for this country. We will witness

What is your vision for India’s high speed rail? It needs to be understood in two parts. First, the Government has already given us Mumbai-Ahmedabad corridor. It will ensure quick mobility. But for me, it goes beyond quick mobility. In Maharashtra, four stations (Mumbai, Thane, Virar & Boisar) will come up for this project. For the State, it will serve altogether as a new transport means. Activity centres will be shifted to places like Virar and Boisar, reducing travel time from main Mumbai city. All this will result in a large-scale socio-economic development of the entire area. Same transformation will happen in Gujarat particularly town like Anand, Bharuch, and Vapi. In next 10-20 years, we are going to witness a complete transformation of the areas through which high-speed rail will pass. Similar thing will be noticed when high-speed rail commences operation in other parts of the country.

year and the department has successfully implemented the online system for three seasons. During Kharif 2017, 4,99,294 online permits were issued and 4.08 lakh quintals seed distributed utilising this system. The system enabled serving the actual farmer by linking of the subsidy seed distribution system with Land Records Updation Programme (LRUP) database of Revenue Department, brought greater transparency, accountability and service was delivered to large number of farmers in less time. l Pesticides l Towards Labour and other
Online Input License Management System: The Department also performs the statutory functions under various Acts and Regulations (i.e., quality control) to ensure supply of quality inputs i.e. seeds, fertilizers and pesticides to farmers. As part of regulating the supply of this input, licenses are given to the manufacturers and dealers. The department has automated the process of application of license and now digitally signed licenses are issued to the dealers/manufacturers. The entire departmental process has been made online. Digital signing of licenses has also been enabled. As part of Ease of Doing Business, checklists have been defined, service level agreements are fixed, the procedure for obtaining of licenses has been published on the website, enabled the feature of knowing the status of application and SMS alerts are sent to the dealers/ manufacturers. Implementation of Rythu Bandhu: In order to relieve the farmers from debt burden and not allowing them to fall in the debt trap again and for providing investment support to Agriculture and Horticulture crops Government of Telangana is giving a grant of Rs 4,000 per acre per farmer each season for purchase of inputs like l Seeds l Fertilizers

During Kharif, 2018, cheques were distributed to farmers and the scheme implementation and monitoring was completely automated so as to facilitate traceability of each and every cheque printed. During Rabi, 2018 direct electronic transfer of cash component was implemented as per the directives of Election Commission. The Agriculture Extension Officers collected the latest bank details of all the farmers and uploaded in the Rythu Bandhu portal using the mobile app. It is decided by the Government to electronically transfer the amount under the scheme through “e Kuber” Government platform which involves no operational costs. Further, the response file indicated success or failure of transaction farmer wise. It was ensured that the farmer is informed of the deposit of amount in his account an automated SMS was also sent in local language to each and every farmer intimating the amount and bank account in which the amount is deposited by government under the scheme. In case of failure cases also an SMS is sent to the concerned farmers

indicating the reason for rejection. The farmer is intimated that the amount could not be deposited in his account by the Government and should immediately consult the Agriculture Department Officer at field level for rectifying the error. Once rectified, all such farmers’ details are being submitted again for transferring the amount. As on date, an amount of Rs 4,724 crores is transferred into 43.84 Lakh farmers account.
Rythu Bima (Farmers Group Life Insurance Scheme) The main objective of the Farmers Group Life Insurance Scheme (Rythu Bima), is to provide financial relief and social security to the family members/ dependents, in case of loss of farmer’s life due to any reason. Farmers in the age group of 18 to 59 years are eligible to enroll under the scheme. The entire premium is paid by the Government to the Life Insurance Corporation of India (Largest public sector PSU for Insurance in India). In the event of the death of the enrolled farmer due to any cause including natural death, the insured amount of Rs 5 lakhs is deposited into the designated nominee account within 10 days.

How is the Government encouraging farm mechanism / automation for the farmer’s community in the State? Please mention the initiatives?
How does the State Government machinery remain connected with the farmers community and does department has the facility like command and control in place to monitor activities? The Government has recruited 2,573 Agriculture Extension Officers (AEO) and one AEO for every 5,000 acres. On an average there is one AEO for every 2-3 villages. All the AEOs were provided with high configuration Samsung tabs and they were instructed to maintain the records of all the farmers in his jurisdiction. The Kisan Call Center number 1800180-15851 has been publicised to enable the farmer to call to the toll free number and get technical advises. The KCC has 12 farm tele advisors working from morning 6.00 AM to 10.00 PM. Approximately 26 lakh farmers have

A comprehensive farmer’s database consisting of 57.24 lakh farmers is in place. Various IT initiatives are developed with live dashboard facility to monitor the implementation of the schemes.
The main objective of supplying various farm machinery and establishment of various Custom Hiring Centres on subsidy is to reduce drudgery associated with various farm operations and to improve the efficiency of farmers. Farm power availability and the average food grain yield have a direct relationship. As on date, the Farm Power availability in Telangana is 2.00 kW/ha which is higher than the National average of 1.35 KW /ha. It is projected to achieve the Farm Power availability of 3.5 kW/ha by 2024 in the State. (Highest farm power in Punjab: 3.5 KW/Ha, second highest: Haryana: 2.25 KW/Ha) Farm Mechanisation is being implemented under the following three schemes--Normal State Plan Normal State Plan (NSP)/State Sector Scheme (SSS), farm mechanisation component of Rashtriya Krishi Vikas Yojana (FM-RKVY) and centrally sponsored schemeSub-Mission on Agricultural Mechanisation (SMAM). The following implements are supplied under the
above mentioned three schemes: l Various farm implements/ machinery i.e. Animal Drawn Implements, Tractor Drawn Implements, High Cost Machinery (Upto Rs 1 lakh & Rs 1 to 5 lakh), Post-Harvest Equipment, Plant Protection Equipment, Intercultivation Equipment, HDPE Tarpaulins and establishment of Custom Hiring Centres for Land Preparation(Big & Small) of various crops, Paddy Transplanting and Harvesting package , CHC-Dry land crops and CHC-Sugarcane(Big & Mini) under the scheme are being supplied keeping in view the demand from the farmers. l Custom Hiring Centres for land preparation of various crops, paddy harvesting package, Rotovators and Maize Harvesting package are being supplied under the FM-RKVY scheme. l Mini Tractors, Power Tillers, Tractor Drawn Implements, Plant Protection Equipment, Post-Harvest Equipment are being supplied under the SMAM scheme. within the reach of small and marginal farmers. Farm Mechanisation Scheme is the flagship scheme of Telangana. The Government is allocating increased budget every year. The total budget allocation including all the three schemes has increased from Rs.166.95 crores in 2014-15 to Rs 948.30 crores in 2018-19. The Government have introduced new projects under irrigation with objective of increasing the ayacut under paddy. Under paddy cultivation, transplanting operation is associated with more
manual labour and hence, in order to reduce the cost of labour, the Government intends to promote paddy transplanters by providing subsidy to the farmers in a big way in the State .

How is the government ensuring the farmers agricultural produce get reasonable price and market? The Telangana has linked trading in 47 functional markets with e-NAM (e-National Agriculture Market), thereby converting most of the functionality in a digital manner. The entry to exit is made computerised. The weighment is captured through integration of weighing machines to the system. Now payments are made as per the sale, bill generated through the system into accounts of farmers and stakeholders. The disbandment of issuing of manual Sale Bill (takpatti) in most of these 47 markets is another transparency achieved through digital transactions. As sale bill is system generated, there is no scope to add extra cuttings if any to the sale bill to the disadvantage of the farmers. On storage front. we have created additional capacity of 17.05 Lakh metric tonnes of additional warehouse space thereby, Government agencies are procuring the commodities at Maximum Selling Price (MSP) from farmers without waiting for storage space. Further, farmers are using the space to store their produce under pledge finance scheme. he relationship between India and El Salvador is much deeper than what meets the eye, says Ariel Andrade Galindo, El Salvador’s Ambassador to India. “In fact, India played a crucial role in ensuring our freedom from colonial Spain. Indigo was the main agricultural produce of El Salvador during the colonial period but the rise of India as the world’s largest producer of indigo made production of indigo economically unfeasible as we could not produce enough indigo to pay taxes to the colonial masters that gave a push to our Independence movement.” The Ambassador, who arrived in India this summer to join the Embassy of El Salvador in New Delhi, remembers one more connect with India from his childhood days. He remembers an Indian elephant, named Manjula, which was the main attraction at the Parque Zoologico Nacional de San Salvador—the national zoo in San Salvador—where he would often go as a child. The elephant was purchased by El Salvador in 1955. Reports suggest that upon the death of Manjula in January 2011, her body was kept for night for velacion, a benediction ceremony in El Salvador in which friends and relatives gather around the deceased and sing. She became the first animal to receive the honour of her own velacion. Now a statue stands in her memory next to the zoo. This story bears the testimony of the impact soft power can have in opening a vast number of possibilities in warming up bilateral ties with countries half way across the world--making distances inconsequential. To put things in perspective, he says: “There is a huge cost difference between common drugs produced in India and those that are available in El Salvador. Pharmaceuticals is among the top exports from India to El Salvador, where local population has almost similar disease profile as Indians. “The medicines imported from India have brought down the healthcare costs considerably in El Salvador. But we are now looking to further reduce the cost to make medicines more affordable in our country.” Ambassador Galindo, who recently joined the International Solar Alliance (ISA), an alliance of 121 solar resource rich countries lying fully or partially between the Tropics of Cancer and Capricorn. ISA was jointly launched by Prime Minister Narendra Modi and the then President of France, François Hollande, on November 30, 2015 in Paris, on the side-lines of the 21st Conference of Parties (CoP 21) to the United Nations Framework Convention on Climate Change. The first assembly of ISA was organised in October this year at India Expo and Mart in Greater Noida. Besides scouting for Indian companies to invest in El Salvador’s power sector, especially solar, one area that has really impressed Galindo is India’s progress in energy efficient electric appliances. “India-made LED bulbs have higher lumens while costing far less than other bulbs,” says the Ambassador, who has been visiting cities like Bengaluru and Kolkata to find the right partner to set up a manufacturing base in El Salvador.

According to the Migration Policy Institute, there were 1.1 million El Salvadorians residing in the United States in 2008. This means that about one of every five Salvadorans resides in the US. “Most El Salvadorians head to the US for education and jobs which gives a unique advantage to El Salvador in terms of availability of skilled manpower, provided there are enough opportunities available back home.” Back in 2008, India and El Salvador signed an MoU on setting up an IT training centre in San Salvador. Accordingly, the IT Centre was established through NIIT and has now been handed over to Salvadoran

authorities in June 2011. In 2013, an Indian delegation from the Department of Electronics and IT visited El Salvador and took part in an IT workshop organised by Agency for Science & Technology of Ministry of Education of El Salvador. They identified three broad areas of cooperation including capacity building, training of trainers, and upgradation of Government of India-established IT centre at ITCA. Ambassador Galindo is keenly looking for IT companies from India who can set up base in his country and help El Salvador develop as a major IT hub in that part of the world. The man power can be drawn from the huge number of expatriates. According to him, there are a number of advantages for investing in El Salvador. “El Salvador has a number of free trade agreements (FTAs) with a number of countries in Americas. Developing a base in El Salvador can give Indian companies access to a huge market,” he says. The trade between India-El Salvador has grown many folds since 2010. However, the balance of trade is tilted in favour of India. Textiles is the main exporting commodity of this tiny Central American country with a population of around 6.4 million squeezed in a 21,041 sq km area, making it one of the densest populated countries in Americas. With efforts being made by Ambassador Galindo and his predecessors, no distance seems to be far enough to bring India and El Salvador close enough to transform their ties and become partners in growth and ensure prosperity for their people.

What kind of smart transportation systems have been introduced by Johnson in India? Johnson Controls Intelligent Transportation System (ITS) is the merger of two highly successful systems SCATS (Sydney Coordinated Adaptive Traffic System) and Meridian Intelligent Transportation software platform. SCATS offers real-time signal control and responses at intersections to make traffic safer and more efficient. SCATS has been continually developed for over 40 years and sold to 27 countries, delivering real and measurable reductions in road travel times and delays. SCATS combined with Meridian delivers a fully integrated ITS and addresses the needs of most end-users for ITS enhancement functions. SCATS® urban traffic management software is used in 27 countries worldwide and continues to deliver consistent and measurable results. SCATS and TRAFF® are licensed to operate in more than 37,000 intersections worldwide, including Australia, Bangladesh, Brazil, Brunei, Chile, China, Ecuador, Fiji, Indonesia, India, Iran, Ireland, Jordan, Laos, Malaysia, Mexico, New Zealand, Pakistan, Philippines, Poland, Qatar, Saudi Arabia, Singapore, South Africa, Thailand, USA and Vietnam. Meridian is an advanced software system for monitoring and controlling complex systems and devices specialising in management of motorways and tunnels. Operators use Meridian through a rich graphical Interface (GUI) using Menu- and Mouse- driven Windows applications. This GUI, known as the Meridian Workbench, relays real-time status updates of devices through video, images and data-tables as appropriate. By using simple point-and-click, devices can be interrogated further or directly controlled.
We have also worked with various government agencies to install and configure LED street lights, smart sensors, intelligent electrical meters and wireless mesh gateway network, and backend street light management system Our technology helps to reduce fuel emissions, commuter travel times and offers an increased level of control over the traffic system for operators. Designed by traffic engineers, the system has a user-friendly interface, and is easy to install and manage.
