Ahead of an expected religious congregation of millions of people on the occasion of Maha Kumbh 2021 in Haridwar, the city administration has plans to ensure a comprehensive transformation. To achieve multi-dimensional objectives, a makeover of unprecedented scale has been planned through innovation and technology. The latest issue of eGov magazine is thus focused on this holy city to explore and unravel the vision, the mega-plan and the mammoth exercise of literally presenting Haridwar in a new Avatar to the sea of devotees and tourists set to visit this city in 2021 and even many years after the Maha Kumbh. The Haridwar Roorkee Development Authority, Municipal Corporation of Haridwar, and Elets Technomedia, in this wake, have jointly organised the Innovation Summit Haridwar to deliberate upon and discuss the best practices which can be or have already been applied in other Kumbh cities of Varanasi, Ujjain and Allahabad previously. To unearth the scheme of things and the scope for various sectors of the industry for the Maha Kumbh through a range of interviews, articles and features we have tried to understand and explain how technology and innovation is set to redraw the horizon of Haridwar in the modern way. What preparations are being made ahead of the Maha Kumbh 2021?

I feel fortunate to have been a part of the team which organised the Maha Kumbh in 2010. The preparations invited all round praise in the country. During the day of “Mukhya Snan” (the main day for the holy dip) in Ganges, more than 1.75 crore devotees participated. Now, we have already started working on the preparations for Maha Kumbh 2021. We have to complete preparations in next three years. The city administration is already chalking

out various plans for the same. The facilities will also serve the city in the longer run especially the ones created for the city’s beautification, security and surveillance. Hon’ble Chief Minister Trivendra Singh Rawat is already taking interest in every part of the preparation. All the Cabinet Ministers will start ‘Chalo Haridwar 2021’ a campaign soon. Our Government and officers are committed to deliver best services in Maha Kumbh.

the state-of-the-art technology everyday. How do you plan to utilise the digital innovations for Haridwar Maha Kumbh? Allahabad, Ujjain and Nashik are quite different from Haridwar. Allahabad’s Maha Kumbh area is spread over an area of around 25 km and the main city is mostly unaffected by the Kumbh preparations. In Nashik, “Bairagis” and “Sanyasis” are different from each other. Ujjain has created a robust Kumbh infrastructure this year. In terms of the vast number of devotees coming, Haridwar is next to Allahabad. We

What message you wish to convey to the industry for being a part of Haridwar Maha Kumbh?

Pilgrims coming here are attached to Haridwar emotionally. Generally, priests announce the period of every Maha Kumbh. We want to give the best possible services to devotees in the Maha Kumbh. It will boost the tourism in the State also. We are going to make preparations on a large scale. We want devotees to travel less by foot. We want to arrange their holy dip in least amount of time, we want to give them better accommodation. We want to monitor the security of the Kumbh through remote control, etc. These are the challenges and opportunities for us. We want this event to bring laurels and be a moment of proud for Uttarakhand.

Do you view Maha Kumbh 2021 as a big opportunity for Uttarakhand?

Our motto is to take the industries forward with us. We want them to participate in this mega event at a large scale.

What message do you have for people of deep faith who feel emotionally attached to this holy city of Mother Ganges? What is your vision for the transformation of Haridwar into a world class city?

There may be challenges for Maha Kumbh right now but these challenges will become opportunity for us in the long run. There are more than 3.5 crore tourists visiting Uttarakhand annually. We don’t even count the tourists who are coming to Haridwar. More than 8 crore people come to Haridwar every year. Maha Kumbh is a big opportunity for us and we will try to make the most of it.

Ring Road across Haridwar is being planned to tackle traffic snarls. Also, many tourist attractions have been planned too. The Government of Uttarakhand aspires to ensure it also emerges as a ‘Cashless Kumbh’, a big attraction for fintech companies or banks to leverage it. The administration wishes to partner with vendors, service providers and fintech companies that can ensure digital mode of payment in an effective manner. Haridwar is one of the cities selected under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT). The city

administration has introduced a lot of digital initiatives that not only help citizens in general but will also prepare it in the Maha Kumbh.

Technology to be the Game Changer As in the digital age, having data and analysis of data has turned paramount for the success of governance, the administration is set to leverage technology quite effectively in pursuit of changing the experience of being in Haridwar for years to come.

Just visualise millions of men and women as devotees or tourists from across India and the world, congregating in a city. From a huge number of footfalls to brand name and mammoth scale of visibility should be an attraction for any industry to be a part of Haridwar’s development process for Maha Kumbh. It would be an opportunity for replication for any project done by any company here.

Maha Kumbh -- The Big Picture The entire project has been divided into three parts -- Research and Planning, Painting and Art Installations.

A Smart Underground Bin Management System is already in place. There are more than 300 bins in Haridwar. There is a tracking of emptying bins when they are filled. This will lead to duel cost savings and efficient collection.

Phase 1- Research and Planning Phase 3- Art installations A creative team will be set up to develop a theme for the Har-KiPauri area. There are also plans to interact with the Haridwar residents to document their life lessons, and explore legends or folktales related to the city.

Phase 2 – Painting In it, wall murals, frescos will be painted by a team of artists, locals and members of different communities.

This last phase of the project will involve creating art installations and sculptures, considering the tales or lessons collected. Of the total Rs 303 crore set aside for developmental projects, Rs 17.50 crores are exclusively for developing the main centre of devotees’ visit -‘Har-Ki-Pauri’, and Rs 165 crores for developing the various Ghats or the river banks.

Parking A provision will be made near the ghat entrance for e-rickshaws, golf carts and emergency vehicles. Disabledfriendly spaces and ramps will also be created.

Infrastructural Measures In the light of millions of pilgrims’ arrival in Haridwar, provision of amenities like locker and changingrooms, public conveniences, water ATMs, benches, view-decks and pujaplatforms will also be created. There will be dedicated spaces for kiosks and stalls including administration helpdesk and police booths. Platforms will be built for priests to perfor rituals and for the pilgrims. The city administration will build submerged bathing platforms for safe bathing. For garbage disposal, dustbins will be installed at every nook and corner and the waste generated will be properly segregated as well. To save energy LED lighting with Solar PV plant will be installed. A public announcement system augmented by CCTV Monitoring

There is a Solid Waste Management helpline available in Haridwar which is being utilised for various purposes such as door-to-door garbage collection from wards, cleaning of streets, collection of dustbins from locations, complaint disposal mechanism, SMS-based registration and interaction system, planning for vehicle movement on the basis of complaint received, and GPS fitted vehicles to track movement.

Development of Museum at Kangri University Campus at Kangri Island The Corporation is planning to develop the Approach Road in Kangri village, road signage, development of parking in Kangri village and pathway to Jetty. A ferry service will be started across the river Ganga from Kangir village to the Kangri River Island.

Redevelopment of Kiosks at RohdiBelwala Ghat The Corporation is planning to construct 200 kiosks here. Green parks will also be developed here. A multi-storey toilet complex will also be constructed with facilities, including 200 toilet seats, 50 urinals, parking, cloak room and waiting lounge. A number of e-governance projects will also be implemented during the Maha Kumbh. As part of the comprehensive exercise being carried out Haridwar, a lot of developmental works and projects are already being implemented.

Nagar Nigam Mobile App

GPS based Vehicle Management System

Under the Nagar Nigarm or, the civic corporation’s ambit, a mobile app of Haridwar Nagar Nigam is already operational. Through this, property tax alerts can be obtained on the mobile number. The mobile app can also be used for birth registration.

All Solid Waste Management vehicles have been fitted with the GPS systems. Online monitoring of these vehicles are done through a control room.

There is a proper complaint management system on the app. It intimates about new complaints, daily complaint summary and revenue collection summary as well.

Under the second phase of the system, there will be linearisation of routes for monitoring, standardisation of routes with respect to time, etc.

One can send and avail information by sending structured SMS to mobile number. Information about the outstanding amount of the property tax can also be seen on this app. There are also provisions for commercial activities monitoring, citizen facilities, Control Room Grid and downloading of online forms, etc.

Land Survey Project with IIT Roorkee GPS based land survey of urban properties will be conducted which will establish a land bank for the Corporation. This will help in checking the encroachments. The survey will be linked to online Property Tax Management System. There is also a dispute redressal mechanism attached to it.

Naturally such a mega event comes with its own security challenges. We are boosting our existing security apparatus. CCTV grids, Watch Towers, Surveillance Systems, Command and Control Centers are all being reviewed, reassessed and upgraded. We want to establish a wold class integrated security network with the state-of-the-art command center.

What are the conventional challenges along with the new age threats that need to be addressed ? A mega event like Kumbh in itself is a biggest challenge. Managing such a huge crowd in a hassle free way, ensuring smooth flow of people and traffic, arranging the Shahi Snans and other Snans, where crores of people take a dip in the holy Ganga, takes meticulous planning.

How Haridwar is gearing up for Maha Kumbh 2021 in respect of security and safety?

Conventional challenges are crowd control, crowd channeling, crowd diversion, allotting specific time slots for the Snans and finishing it in time. Ensuring safe and fast exit of people so as to prevent stampede is our one of the main priority. Ensuring our readiness to tackle any kind of disasters like fire, flash floods, etc, is also important. With the new age and current security scenario, Haridwar is the most prominent target for unwarranted attacks. Hence we need an aggressive and intense surveillance systems involving both human and technological intelligent apparatus. How do you seek to prepare Haridwar for the Maha Kumbh 2021? Haridwar is one of the most sacred and holy cities in the spectrum of Hinduism. We are aspiring to change the user experience of the people coming to the ‘Gateway to Gods- Haridwar’. Maha Kumbh 2021 is an opportunity for us in that direction, as we will be getting adequate infrastructure funding. We want visitors returning from Haridwar to have good experience of the place. They should be provided necessary services with the help of technology and innovation. Landscape of the city should be changed drastically and we are working on that too. Many tourists embark upon ‘Chardhaam Yatra’, which generally passes through Haridwar city. Our plan is that they should feel drawn to spend a night in Haridwar and experience the culture and ethos of

the place. For all this, an infrastructure upgradation is the need of the hour. At the same time, lots of stories need to be told to tourists. We have commenced work on both the soft components and the infrastructure projects as well. Our vision is broad and the plan is to bring transformation in Haridwar.

What are the focus areas for the proposed transformation of Haridwar? Our focus areas include security, city surveillance and crowd management, traffic management, transport and mobility, solid waste management, infrastructure development, amusement attractions like sound and light show, science museums, and Uttarakhand culture museums. Would you leverage technological innovations to implement this plan?

We can follow the development path taken by Varanasi administration where some projects have been done through CSR funds and some by the corporate on their own. Companies should realise that any good work done in Haridwar for Maha Kumbh will get them huge publicity and will earn them lots of accolades which can be replicated at other places in future.

The Government of Uttarakhand also aspires to ensure it also emerges as a ‘Cashless Kumbh’. How

The Hon’ble Prime Minister of India and Hon’ble Chief Minister of Uttarakhand are ensuring development through landmark ‘Digital India’ programme. It is Hon’ble Chief Minister’s vision to promote digital transactions more and more during Kumbh. In order to do that, Cashless Kumbh will be a right step in that direction. We would like to partner with vendors, service providers and fintech companies who all can ensure digital mode of payments in an effective manner. Giving donations can be done digitally too. We also want to monitor amount of digital transactions taking place and its beneficiaries for future references. We want to capture data, use that data for knowledge and leverage that knowledge to improve our services.

What is your vision for Haridwar with regards to Maha Kumbh?

In terms of attracting investors and companies to invest in Haridwar for Maha Kumbh, what is your USP?

The entire world will be looking at Haridwar during Maha Kumbh 2021 and the team has to deliver. Even in past Kumbhs in Haridwar, lots of infrastructures were created and they have served as well throughout the years during various religious occasions. We feel that lot of projects can be now taken up for Haridwar’s transformation on a priority basis. We are planning to develop a Ring Road across Haridwar. It can ease out the whole traffic being experienced by citizens in Haridwar at present. Places of tourist attractions have been planned too. Maha Kumbh brings the opportunity for Haridwar to receive the adequate funds from the government, necessary to carry on massive developmental projects. For me, Maha Kumbh 2021 will be the watershed moment for Haridwar in terms of complete urban overhaul.

Brand name, visibility and number of footfalls -- this is quite a package to attract industry to be a part of Haridwar’s development process for Maha Kumbh. If we talk about footfalls, crores of devotees across India and tourists from world over will be here in Haridwar for the occasion. About 10-15 years ago, it was a luxury. And, in today’s world one just cannot live without a mobile phone. It is doing most of our works. In terms of governance too, technology is helping us in a big way to ensure delivery of services. In the digital age, having data and analysis of data has become paramount for the success of governance. We are going to deploy technology quite effectively for overhaul of Haridwar.

How do you perceive the significance of technology for good governance? Technology is a game-changer for governance. Haridwar comes under the Aspirational District programme. According to NITI Aayog, Haridwar is amongst the 115 most backward districts and technology can be leveraged in a big way to bring developmental transformation here. We have to focus more on technology. In this light, we have developed certain tools for enhancement of development activities. EAnganwadi Register has been developed which helps us to see online nutrition, vaccination status

funding does not happen in required areas. We have tried to change that through ‘Bhagidari’ portal. It has a ‘government’ as well as a ‘company’ module. We list out areas requiring funds in the government module and in company module, the companies can see and just adopt certain listed out works by clicking a button. We listed out that in the portal and a lot of schools were adopted by companies and furniture was thus provided to the schools.

HRDA accepts digital application for map approval and carries out every step digitally. Finally, people can track their application online and get digital print of sanctioned map. We are also going to accept compounding, group housing and layout digitally soon. Currently, we are also doing digitising work of HRDA Nazool records, Property records and sanctioned Layout records. This digitising work will help to protect HRDA records safe from natural disasters.

What are your plans in terms of using more new-age technologies to help HRDA function better? HRDA is going to implement Enterprise Resource Planning (ERP) software for ensuring complete solution for the organisation. We have prepared Zonal Development plan of Haridwar for area specific planning and for control and regularisation of development in Haridwar. We are working to improve physical infrastructure and socioeconomic infrastructure of the city. COER is fully conscious that current syllabi of various programmes are archaic in nature. Therefore, there is a strong need to supplement learning through innovative means to make passing out graduates industry-ready, says J C Jain, Chairman, College of Engineering, Roorkee (COER) in a tete-a-tete with Souvik Goswami of Elets News Network (ENN).

Give us an overview of the College of Engineering, Roorkee (COER). The College of Engineering Roorkee, one of the oldest colleges in this region, was established in 1998 by Seth Roshan Lal Trust. It has a glorious past of pursuing excellence in teaching and research in Engineering & Technology and Management as well as sports and other curricular activities. The college supports excellence and innovation in academic programmes, promotes excellence in research, scholarship and teaching. Haridwar is all set for transformation for next Maha Kumbh 2021. How do you think an institute like yours can contribute to the region’s growth in the education sector in this context? As you know, Kumbh Mela, which is celebrated every 12 years in any of the four cities of India and draws millions of people, is possibly the largest known congregation of humans on earth. Thus, during Maha Kumbh 2021, Haridwar region will become more crowded, more consuming, more polluting, and more

connected. The question is if it’s possible to satisfy pilgrims’ needs of this much scale. Also, what should be done now and in near future to ensure the basic needs for water, sanitation, nutrition, health, safety of pilgrims.

COER with its committed and competent faculty can also contribute to the largest extent should there be need in any eventuality. If a huge population is concentrated in limited areas, it could lead to manmade/natural disasters. COER can contribute in the following manner towards preparedness for the Kumbh Mela: l Setting up communications and surveillance stations. l Planning and executing route management to avoid congestion at bathing Ghats. l Control center to monitor movement of important persons/ teams etc. l Establishment of digital platforms as part of command and control Setup. l Warning stage helipad and rescue centers at COER campus. It can also act as advance storage area of equipment. l In case of disaster, COER can actually work as: r Camps (Relief and Rehabilitation) r Medical emergency units.

In terms of curriculum, how are you ensuring that passing out graduates are industry-ready?

To develop and maintain an institution (Engineering & Management College) requires both initial capital expenditure as well as recurring upgradation and maintenance and thus in the absence of supportive policies and support from government, it does become a difficult task. Endeavours should be made to provide required wherewithal to promote learning, and all-round development. So, maintaining a harmonious balance is a challenge for all the educational institutes. COER is also all set to take its flight in upcoming couple of years with a determined vision, mission and objectives. The days are not too far when the flag of COER will continuously stand firmly and sway/hoist with pride in the education sector of the nation and the world.

MeitY on Mission Mode to Make India Smarter The Ministry of Electronics and Information Technology (MeitY) has taken several strategic initiatives to make Indian cities smarter, says Sanjay Goel, Joint Secretary (e-Governance), MeitY, in an exclusive interview with Gautam Debroy of Elets News Network (ENN).

Tell us about some of your recent initiatives in e-governance sector. The MeitY, Government of India, has initiated several new initiatives in eGovernance sector. Some of the initiatives are as follows: Unified Mobile Application for New-Age Governance (UMANG): UMANG has been developed as a single mobile platform to deliver major Government services with core platform integrated with Aadhaar, DigiLocker, PayGov, Rapid Assessment System (RAS), etc. Prime Minister Narendra Modi had dedicated UMANG to the nation on 23 November, 2017. UMANG will empower 40 crore smartphone users to access government services. About 196 services from 38 departments and four States are already available on UMANG and the count is increasing day- by-day. It supports

around 12 Indian languages, in addition to English, and has been hosted on cloud. UMANG aims to bring power to finger tips of citizens. They can access pan-India Government services from the Central Government, State Governments, local bodies and their agencies and some important utility services from corporate. Government e-Market Place (GeM): In order to transform the procurement process of goods and services by various Government bodies, Government e-Marketplace (GeM), the online procurement platform, has been implemented. GeM provides tools for e-bidding and reverse e-auction as well as demand aggregation to facilitate efficient procurement. GeM is being used by 22,208 organisations of the Central Government and States/UTs. 102,683 sellers and services providers are registered on the portal.

National Centre of Geo-Informatics (NCoG): Geographical Information System (GIS)-based decision making is being promoted by National Centre of Geo-Informatics (NCoG), MeitY. The GIS platform established by NCOG is a GIS based decision support system (DSS) platform for sharing, collaborating, undertaking location based analytics which caters the requirements of government departments/ agencies. The system is designed to promote acceptability, adoptability and affordability across governance by integrating geographic science systems, information science systems. Some of the key features of NCoG include base map available up-to 1:5000 scale, ensures compatibility of multi-purpose geodatasets, allows user to plot assets/ features on their own, cost effective and based on open-Source software. GIS platform has provision to integrate with MIS data of Ministries/Departments, e.g. MNREGA, Panchayati Raj, Mines, etc. GIS Platform provides the citizen-centric services on web and mobile platform, navigation facility including location based information system. So far, 25 applications across various domains are operational. e-Sign: One of the initiatives taken under Digital India Programme is to provide non-repudiable authentication of applicant’s identity through a facility called eSign. This facility is an online digital signature service. eSign is an online electronic signature service which can be integrated with service delivery applications via an open API to facilitate an Aadhaar holder to digitally sign a document. Using authentication of the Aadhaar holder through Aadhaar e-KYC service, online electronic signature service is facilitated. Five agencies namely eMudhra, C-DAC (govt. ESP), nCode, NSDL and Capricorn are empanelled to offer e-Sign Services. Open Government Data platform: The portal is intended to be used by Government of India Ministries/

“In the smart city model one and the most important factor is to find a sociotechnical infrastructure containing the contextual factors that need to be present in an ecosystem to fully exploit the potential of ICT.” Departments, their organisations to publish datasets, documents, services, tools and applications collected by them for public use. As on 31 April, 2018, over 1,75,300 dataset resources under 4,260 catalogs contributed by 110 Ministry/ Departments (85 Central and 25 states). 1,385 visualisations created, 4017-Application Programming Interfaces (APIs) created. OGD India has 15.76 million times viewed and 5.77 million datasets have been downloaded. GI Cloud (MeghRaj): To utilise and harness the benefits of Cloud Computing, National Cloud has been set up as a state-of-the-art secured government cloud to provide services over the ICT Infrastructure to the government departments. Enabling All Schools with Virtual Classrooms: A new scheme has been initiated namely “Enabling All Schools with Virtual Class Rooms Phase-I”. The project aims to set-up smart virtual classroom facilities in Government owned/controlled schools in 7 pilot states, namely Himachal Pradesh, Gujarat, Rajasthan, Tripura, Tamil Nadu, Andhra Pradesh and Haryana, with the focus to

improve the quality of education to students in remote/rural part of the country. The project aims at creating technology enhanced classrooms that foster opportunities for teaching and learning by integrating learning technology, such as computers, electronics white boards, projectors, specialized software, interactive audiovideo systems etc.

Do you think people from across sections have accepted Make in India concept? India had witnessed significant manufacturing activity related to mobile handsets and its component ecosystem. 115 new mobile and mobile component manufacturing units have been set up in two-and-a half years with the efforts of the Government by providing ease of doing business in India after 2014 under Make in India programme.

How do you find the IT connectivity in rural India? Various steps have been taken by the Government for better expansion of digital facilities under Digital India in remote areas/villages of the country. Some of the key initiatives are as follows: • BharatNet: Provisioning of internet connectivity at rural areas is under the purview of Department of Telecommunications (DoT), under Ministry of Communications. DoT is implementing National Optical Fibre Network (NOFN) project, renamed as BharatNet. It has been envisaged to provide 100 Mbps broadband connectivity to all Gram Panchayats (approx. 2.50 lakhs) in the country by using an optimal mix of underground fibre, fibre over power lines, radio and satellite media. • National Information Infrastructure (NII): A pilot project on National Information Infrastructure (NII) for a period of one year of operation was initiated by MeitY in July, 2015 for one

district each in the States of Nagaland, Karnataka, Kerala, Gujarat, Uttarakhand and UT of Chandigarh and Puducherry to integrate various ICT infrastructure namely State Data Centres (SDCs), State Wide Area Network (SWAN), National Knowledge Network (NKN), National Informatics Centre Network (NICNET), State Service Delivery Gateway (SSDG) including National Optical Fibre Network (NOFN)/BharatNet created in these States. The objective is to provide connectivity to government offices up to Gram Panchayat (GP) level (1,059 GPs). • Common Services Centre (CSC): Common Services Centres are Internetenabled centres operated by local entrepreneur, called Village Level Entrepreneurs (VLEs) and provide e-services to rural citizens. CSCs deliver various Government-to-Citizen (G2C), Business-to-Citizen (B2C) services, Aadhaar services, financial inclusion services, educational services including Digital Literacy, Financial Literacy, Legal Literacy, Skill development services etc. to citizens. Till March, 2018, there are 2,92,605 Common Services Centres (CSCs) functioning across the country; among which, 1,83,203 CSCs are at Gram Panchayat (GP) level.

You have created MyGov, a platform to build a partnership between citizens and Government with the help of technology. How do you find the project? To boost participatory governance in India, the government launched MyGova citizen engagement platform. MyGov is a unique, first-of-its-kind participatory governance initiative involving the common citizens at large. MyGov brings the Government closer to the common man by the use of online platform, creating an interface for healthy exchange of ideas and views involving the common citizen and experts with the ultimate goal to contribute to the social and economic transformation of India. MyGov operates on three main pillars of engagement – Do, Discuss and

Disseminate. The activities hosted under each pillar allows to establish a source of transparent communication between the Government and the citizens. Presently, 56.92 lakh users are registered with MyGov, participating in various activities hosted on MyGov platform. MyGov activities are structured under 64 groups consisting of 745 tasks, 770 discussions, 244 Polls/Surveys and 176 talks.

How do you connect IT and Smart Cities? Smart City and IT are complimenting each other none of the initiatives envisaged under Smart City can run without IT intervention. IT is enabler for disseminating citizen centric services

envisaged under Smart City and make it quick, easier and accessible to everyone and to everywhere. Smartness in a city means different things to different people. It could be smart design, smart utilities, smart housing, smart mobility, smart technology, etc. In Smart City, the extensive use of ICT is a must and only this can ensure information exchange and quick communication. Most services will need to be ICT enabled, and this often helps reduce the need for travel. The ability to shop online or book tickets online or converse online is very powerful ways of reducing the need for travel, thereby reducing congestion, pollutants and energy use. An extensive use of ICT enabled services require a sound communications backbone. In this context, we can say that ICT is not the

“end” but only the “means” to an “end” – the end being improved service quality and information availability. This includes social media; mobility, Machine-toMachine (M2M), Internet of Things (IoT), Big Data, and Cloud Computing will become the backbone of next generation smart cities. The availability of universal ICT infrastructures stimulates the development of new services and applications by various types of users, and allows for the gathering of a more realistic assessment of users’ perspectives by conducting acceptability tests directly on the infrastructures already in place and functioning in the smart city. To this end, Living Lab

networks can help to make the testing of new applications and e-services easier and should be used as building blocks for the more efficient development of smart cities. In the smart city model, one and the most important factor is to find a sociotechnical infrastructure containing the contextual factors that need to be present in an ecosystem to fully exploit the potential of ICT. The key ingredients are networks, data, software, and laws that should be respectively accessible, interconnected and innovation-friendly. It is, in fact, important to underline that value does not only reside in the individual resources (e.g. data or software) but also in the links and connections that it is possible to establish between the different resources.

Pride in our culture, heritage and showcasing it with professionalism at par with international standards is the key to make tourism an engine of growth. This was the thought that echoed the most at National Tourism Conclave, held last October in Chandigarh. “There has been a phenomenal growth in cruise tourism across country. In 2016-17 the number of cruise ship arrivals increased by 24% and number of passengers increased by 52%. Mumbai has taken lot of initiatives to boost the cruise tourism. This includes guaranteed berth to cruise ships, ousting charges removed to attract more cruise vessels, allowing 40% discount in port charges, simplified standard operating procedure issued for uniform processes, e-landing card system ready for ease of travelling among Indian ports. Also e-Visa has been introduced enabling tourists to avail online and on-arrival Visa facilities. We have upgraded and modernised cruise terminals with more passenger amenities and convenience. The results have been heartening. Cruise ship arrivals increased to 164 ships in 2016-17 and passenger count went up to 2 lakhs. In Mumbai alone, 55 cruise ships docked and nearly 67,000 passengers arrived in cruise season. A brand new ship Genting Dream came to Mumbai port which was a novel occurrence. And the projections of passengers is only on the rise.”

“We are trying to integrate tourism into skill training. The skills are required all across, travel, culture, health, hospitality services, etc. There are lots of concern regarding tourists in health when they travel - what are the health facilities like, insurance etc. We are training just 500 people in tourism related courses but the figure should be 5000. We are going to start a course with Punjab Heritage and Tourism Promotion Board - training about 2,000 women who will be trained in crochet, phulkari, foodcraft, dari making and Punjabi jutti. We are trying to identify who are the training partners who are well versed in these. Some people are not able to sell themselves though they have the skill and we are trying to identify them. Punjab Skill Development Mission can go a long way in training people in the tourism sector.

“Punjab has always been a front runner on all fronts, be it defence, food security. Punjabis love challenges. The challenge in tourism is one that Punjabis love to love because they are great travellers themselves and entrepreneurs. We have ventured into farm tourism. Those who have gone into farm tourism are second to none. We have done some MoUs to leverage private partnership- we can be the catalysts which put things together and let the private sector take over. We have tie-ups with several portals. “NSDC is a PPP model, 49% share is of the government and 51% private stakeholders like CII, ASSOCHAM etc. There are 64 job schemes in tourism, we upgrade the existing skills of workers and bring them to higher level and certify them as per national standards. We are using lot of courses in Pradhan Mantri Kaushal Kendras which are going to be in every district. In Punjab, 17 such centres will come up. India International Skill Centers in tie-up with Ministry of External Affairs, we will give pre-departure training that makes our candidates strong to get jobs in other countries.
