The Smart Cities Mission of Prime Minister Narendra Modi-led Government appears to have triggered a positive competition among cities across India to rethink about their development model and carve it in a way which caters government policies and civic bodies’ facilities in the most convenient way. Gujarat, being the native State of Prime Minister Modi, doesn’t seem to take any chances to lag behind anyone. Of the four cities selected under the Smart Cities Mission, Rajkot holds a distinct place and it is ensuring it leads fellow cities by example even for the capital city of Gandhinagar. Looking at the way Rajkot is preparing itself as a Smart City, courtesy Rajkot Municipal Corporation (RMC), the Elets Technomedia has chosen to organise its Smart City Summit, Rajkot, in association with them. You took over as the Gujarat Chief Minister over a year ago, how has been the journey so far? In the year gone by, my Government has followed Hon’ble Prime Minister Narendra Modi’s call of “Sabka Saath Sabka Vikas” and has sincerely taken forward the growth story of Gujarat. I take pride in stating Gujarat under Shri Narendrabhai’s leadership helped India redefine Good Governance and Development Model. Our objective is to continuously work for public welfare. I am extremely grateful to the people of Gujarat for the faith they have shown in me and the support they have given me in the past year till now. Today, Gujarat Government is committed to uphold these high standards of governance and committed to serve the people better. In future, we hope for many more synergies that lead Gujarat to the top.
Largely viewed as a growth story, Gujarat has been a leader specific State, don’t you feel the pressure to perform? The State of Gujarat is emerging as a growth engine of India keeping the idea of “Sabka Saath, Sabka Vikas” (at the centre of its actions). Going back to the history of development in the State of Gujarat, the biggest ever event ‘Vibrant Gujarat Summit’ was started in 2003, under the visionary leadership of the then Chief Minister of Gujarat Shri Narendra Modi, it took Gujarat to the top-most level when it comes to global investments. Gujarat is the investment destination for numerous businesses because of thriving economy, business friendly policies, industrial infrastructure, and natural resources. The State has always been one of the fastest growing States in India, from the development of basic agriculture to industry revolution, from textiles to tourism, from dynamic culture to

Gujarat, in fact, has emerged as a pioneer in the field of e-governance initiatives. We have several initiatives operating on the ground, aligned with Mission Mode Projects (MMPs) under National E-Governance Plan as well as various State-sponsored initiatives. For instance, some of the major projects run by the State government include Crime and Criminal Tracking Networks and Systems (CCTNS), eCity, eCourt, eDhara/eJamin, Garvi /CSIS, e-District, eGram Vishwagram etc. Our focus is on innovative technology and innovative use of technology.

In today’s age of science, technology and innovation, effective use of ICT is imperative to meet the ever-growing expectations of citizens and businesses. E-Governance is continuously evolving to provide access, equity and empowerment to masses. Tell us about the major e-governance projects initiated in Gujarat in recent times.
Gujarat has always been among the most preferred destinations for doing business. The Government of Gujarat has introduced “The Gujarat Single Window Clearances Act 2017”. The act provides for a robust application review mechanism at district and State level, with the pendency being reviewed at the highest-level. A dedicated single window agency namely ‘Investor Facilitation Agency’ has been set up

We have devised common incentives form in order to simplify the application procedure for industries to avail incentives. We also initiated filing of ‘Consolidated Annual Returns’ under 11 labour laws. All half-yearly and yearly returns are required to be submitted under one consolidated annual return. In the last one year, three commercial courts also became functional having jurisdiction over 27 judicial districts in Gujarat.
the Government has also focused on creating a support ecosystem by encouraging development of MSME. This ecosystem enables forward/ backward linkage and cost competitiveness. It is this ecosystem that makes any investment sustainable and competitive, both in domestic and export markets. With over 20 lakh Micro, Small and Medium Enterprises in the State providing employment to over 1.5 crore people, the State continues to focus on providing all handholding measures.
Besides, we have brought several landmark reforms like Comprehensive General Development Control Regulations (GDCR) for entire State, AutoCAD based building plan approvals, provision for selfcertification/ third party certifications for labour and environment laws, which will go a long way in improving the business friendliness in the State.
As a Chief Minister of the most promising State, you have established four pillars of good governance - Transparent Government, Sensitive Government, Decisive Government and Progressive Government, what are the major decisions being taken in this regard?

The Government of Gujarat realises the potential of the industry and the growth opportunities it brings to the State. How are we planning to make the State best investment destination? While Gujarat has been successful in attracting big ticket investments in manufacturing and industrial sector,

The Gujarat Government has taken 475 principal decisions in the welfare of the people in the past 365 days, based on the four pillars of good governance – Transparent Government, Sensitive Government, Decisive Government and Progressive Government. Our government has carried forward Shri Narendra Modi’s tradition of giving priority to agriculture, industry and service sector as well as simplification
of laws and strengthening civic infrastructural facilities. Looking at the areas of health, education and employment, Gujarat Government has taken various sensitive decisions including opening of more than 150 Jan Aushadhi stores, established new independent (green filed) self-finance colleges, providing monthly assistance of Rs 500 for patients in tribal areas, increased the pension given to widows, implementation of 7th pay commission as well as new amendment to law against cow slaughter. But just erecting the pillars is not good enough. The Gujarat government has proved it is also committed to respect and follow the principles they depict. We have maintained transparent decisionmaking processes, even while tackling sensitive issues like strengthening laws related to prohibition, ULC regulation act, waiving toll-tax on State Highways, and implementation of PESA Act for tribal empowerment. Other programmes which reaffirm our decisive and progressive approach are implementation of the Shramik Annapurna Yojna, smart tablet distribution to students, creation of Digital classrooms, various schemes for farmers, SAUNI Yojna, Sujalam Sufalam Yojna, Shravan Tirth Yojna, Pradhan Mantri Awas Yojna, Rooftop Solar Scheme, Seema Darshan programme, Subsidy on onion and potato, securing Heritage city status for Ahmedabad city, completion of Sardar Sarovar Narmada Nigam project, initiating Seva Setu, Mukhyamantri Sadak Yojana and many more.
How is Gujarat leading in urban transformation towards Prime Minister Narendra Modi’s ambitious Smart Cities Mission? What are your future plans for the same? Gujarat has made substantial progress in creating future ready, smart and livable cities. Already six cities of

Gujarat are chosen to be developed as Smart Cities. These cities are Ahmedabad, Vadodara, Surat, Rajkot, Dahod and Gandhinagar. The State Government has chalked out a plan on better urban mobility, metered 24 X 7 water supply, green spaces, cycle tracks, development of futuristic commercial complexes, etc, as a part of the smart cities initiative.
What are the major policies through which State Government is promoting Startups and Micro, Small and Medium Entrepreneurs (MSMEs) of Gujarat? We have been encouraging entrepreneurs and innovators by providing support to startups through funding, mentoring and incubation under various policies and schemes. The State has introduced various schemes and policies including Gujarat Startup / Innovation Scheme under the Industrial Policy 2015, Gujarat Electronics & IT/ ITeS Startup Policy 2016, Student Startup & Innovation Policy 2017 etc. Additionally, the Government of Gujarat has also created the ‘GVFL Startup Fund’ of Rs 250 crore towards promoting startup ecosystem along with GVFL Ltd. We have also set up the International Centre for Entrepreneurship and Technology or ‘iCreate’ on PPP model as a Centre of Excellence for providing an ecosystem for next-gen entrepreneurs. iCreate offers support of 6 to 24 months to individuals seeking grooming, preparation and incubation support. Our efforts and initiatives have been recognised by Government of India and Gujarat was awarded the Prime Minister’s Award for Excellence in Public Administration in 2017 for successful implementation of startup India programme. We have provisions for special assistance for MSMEs under our Industrial Policy 2015, Gujarat Aerospace and Defense Policy and Textile Policy as well.
Any suggestions for the companies seeking to enter Gujarat market for expansion? The Government of Gujarat has always believed in employing a policy-driven approach towards development, and it is a matter of pride that today we have over 20 State government policies for supporting business needs across

sectors and domains. This policydriven approach has yielded results. Gujarat is a national leader in over 15 sectors of manufacturing industry such as chemicals and petrochemicals, textiles, automobile and auto components, engineering, pharmaceuticals and so on. The State also has a leadership position in areas such as ports and maritime, renewable energy, tourism and agriculture. Gujarat is one of India’s most industrialised and urbanised economies, and is a national leader across various sectors of socioeconomic development. Today, with roughly 6% of India’s geographical area and 5% of the country’s population, Gujarat accounts for almost 8% of India’s Gross Domestic Product, 18% of India’s Industrial Output and over 20% of exports. The State is home to major domestic as well as multinational corporations, and has managed to garner a Foreign Direct Investment (FDI) of $10.5 billion between 2011 and 2017. In fact, in year 2016-17, we have bagged third rank in attracting FDI among Indian States.

About the City Rajkot the former capital of the princely State of Saurashtra, and was once a base for the Western States British Government office. After India’s Independence, the city rapidly expanded into a prosperous, lively business centre, yet continued with its tag of ‘Rangeelo Rajkot’ (colourful Rajkot) as the city maintained its vibrancy while moving ahead on the road to development. Mahatma Gandhi lived here for many years. Rajkot was the capital of the Saurashtra State from 15 April, 1948 to 31 October, 1956 before merging in bilingual Bombay State on 1 November, 1956. Rajkot was merged into Gujarat State from bilingual Bombay state on 1 May, 1960. In the words of Rajkot Mayor Binaben Jayendrabhai Acharya, “The city provides the highest opportunities for economical growth and industrial development in the region. The city has unique custom of Kathiawadi Culture and provides maximum opportunity for art and handicraft development. The city has excellent

Rajkot in Smart Cities Mission For the implementation of Smart City projects, Rajkot Smart City Development Limited (RSCDL) was formed on 21 August, 2017. To be developed at a cost of Rs 2,326 crores, the Area Based Development (ABD) projects of the city have been alloted an amount of Rs 2,177 crores out of this budget while Pan City Smart Solutions has received a fund of Rs 446 Crores. Raiya Rajkot area has been selected under the ABD project which is actually a Greenfield area. The Masterplan of the City is being developed by INI Design Studios. In keeping with the evolving time, advanced safety measures to maintain security are planned in the Smart City such as: 1. Smart Surveillance with CCTV and PTZ cameras at a cost of Rs 10 Crore 2. Project Veerangana Express: Vehicles with women staff exclusively for women and children passenger at a cost of Rs 5 Crore
Rajkot Eye Way Project Rajkot is looking at the latest technology to improve infrastructure and services within the city so that mobility, public safety and security can be improved. In the first phase of the project, more than 500 cameras have been installed at 107 locations. In addition to that, at 7 locations ANPR/RLVD cameras have been installed to monitor traffic activities and system of e-challan has been started. In different parts of the city, 12 Wi-Fi services have begun and 10 locations have been installed with LED Display

locations have been identified to install 277 Fix Cameras, 109 PTZ Camera and in 10 other locations a total of 84 ANPR/RLVD will be installed.
To provide quality services to the citizens of Rajkot, RMC has come up with a unique endeavour - RITE eGovernance. Through this facility, citizens of Rajkot are given responsive, intelligent, transparent, and effective eGovernance services.
There is also a provision of installing 10 LED display boards. The total cost of phase 2 of the projects is kept at Rs 22 crore.
Technology For All
Aji Water Plant Project There are plans for the installation of 145 kilowattpeak Rooftop Solar PV at Aji water filter plant, Rajkot including 10 years comprehensive operation and maintenance. The installation of solar energy project at the Aji water filter plant will generate around 580 Units of electricity per day (211,000 units electricity per year), which has potential to reduce 165 tons of CO2
Boards. The expenditure incurred in the first phase is Rs 47 Crore.
The Rajkot Municipal Corporation has also made it compulsory to install rooftop solar plants at all private and commercial buildings so that atleast 10 per cent of the energy can be generated from that plant itself. All such buildings will use rain waterharvesting also.
Smart City Rajkot will be implementing newer technologies for the following: 1. Smart Water Supply: Smart consumer meters, Bulk flow meters, auto leakage detection, SCADA, PLC connected with ICCC real time monitoring at a cost of Rs 20 Crore. 2. Smart Electricity: Smart meters at a cost of Rs 24 Crore 3. 100 per cent Wi-Fi coverage including laying of 40 km multicore optical fiber cable network at a cost of Rs 8 Crore. To provide quality services to the citizens of Rajkot, RMC has come up with a unique endeavour RITE eGovernance. Through this facility, citizens of Rajkot are given responsive, intelligent, transparent and effective eGovernance services. This is first of its kind visible approach towards integrated e-governance services, wherein innovative initiatives are implemented and are sustained since inception.
In the second phase, the RSCDL wants to focus on network infrastructure, city-wide Wi-Fi, City Command Control Centre (CCC) and Data Centre, City Surveillance System and cameras, Automatic number plate recognition (ANPR), red light violation and e-challan, Internet of Things (IoT) environmental sensor, LED Display Boards, etc. In the second phase, a total of 109
equivalent Green House gas emission from reducing use of conventional energy. Around 20 per cent of existing electricity consumption of Aji Filter Plant can be fulfilled by solar energy. Solar Energy is also being realised in various LED street light projects, Solar Park, Solar Roof along cycle track to be built at a cost of Rs 30.40 Crore.

Which aspects will make Rajkot Smart City unique in becoming a model for other aspiring cities? During citizen engagements and various workshops conducted as part of the Rajkot Smart city project, it came to the fore that one of the major strengths of Rajkot is its large industrial base and a culture of entrepreneurship. In Rajkot Smart City proposal, we wanted to leverage this culture and further foster it. As of now, the entrepreneurship in this region is confined to small and medium scale
industries. We will be creating infrastructure not just to support small and medium scale industries but also to foster innovation in the field of information and communication technology. In the proposed greenfield development as part of the Area Based Development (ADB) plan, we have planned an incubation centre, a convention and an exhibition centre. The aim is to project Rajkot as an innovation hub and a lighthouse for the Saurashtra region. We expect a large number of jobs to be created via this boost. This is something other

aspiring cities can also look forward to.
What challenges Rajkot is facing at present and what solutions do you propose to overcome them ? One of the biggest challenges Rajkot faces today is availability and distribution of water. It also suffers from high Non Revenue Water (NRW) problem. On the availability front, we are now getting water from Narmada River. On the distribution front and to tackle the problem of NRW, we have proposed Supervisory Control and Data Acquisition (SCADA) system to monitor the distribution till the household level. To reduce the NRW leak, an identification system and a smart water metering solution will be implemented across the city. This will help us reduce the distribution losses and improve the water availability in the city.
How does Mission plan ensures improvement in basic facilities like transport, municipal waste, electricity, piped water sanitation and sewage for majority of urban population? We will be implementing various ICT solutions to improve basic facilities in the city. On the transport front, we wanted to completely change the image of public transport and increase the usage by 30-40 per cent in a year. We have come up with a comprehensive solution for this image makeover. Solutions such as passenger information system, digital bus stops, in-bus surveillance, ability to get real-time information about buses on mobile devices are some of the solutions which will help us achieve this goal. Similarly, for waste management, we will be closely monitoring all the tipper vans and their compliance using GPS-based ICT solution from Integrated Command and Control Centre (ICCC). On the electricity front, we have already converted old halogen-based lights to LED lights and same will be integrated to ICCC. The ICCC acts as a centre for city

Name a few innovative IT solutions Rajkot Smart City Mission proposed to improve the quality of life. Improving quality of life is one of the core focus areas of Rajkot Smart City Mission. During our Smart City proposal preparation we conducted a study of the present livability index of the city and found out that there are areas of improvement where ICT can help us. ICT solutions such as Integrated Command and Control Centre, Intelligent traffic and integrated transport management system, SCADA for water and sewer and smart waste bins are some of the innovative solutions we are implementing to improve quality of life here.

harvesting at all public places and all buildings, dual plumbing system in all the buildings for reuse of greywater, green building: enforcement of SEE4ALL energy conservation norms are some of the initiatives we will be undertaking in the proposed greenfield area. Similarly, to make city more citizen friendly, we want to focus on crime reduction, improve our own operations, hassle free experience while dealing with RMC and, provide space for recreation, etc. CCTV surveillance with 24X7 monitoring of the city will help us in crime reduction. Similarly, we have planned an enterprise resource planning solution which will help us give our citizens best possible experience while dealing with RMC. To give Rajkotians the much needed “lung space” we have proposed various projects such as rejuvenation of three lakes with amusement park, gram haat and a cultural centre in 22 acres of land, world class sports arena with indoor and outdoor stadium, a 100 acre racecourse, 30 acre area exclusively for parks and gardens etc.
How is the Smart City aspects being integrated in the present mechanism while dealing with natural challenges especially in the aftermath of floods? Natural calamities come with their own set of challenges for a city. However, being prepared for such scenario is something which can help us overcome these challenges. Moving forward, the Rajkot Integrated Command and Control centre acts as a city operation centre with defined standard operating procedure in case of any natural or man made calamity. In case of natural/ man made calamity, a crisis will be invoked in the ICCC which will help us engage various stakeholders in no time and everyone will be aware of their roles and responsibilities. How will Vadodara Smart City implementation serve as an example for other aspiring Smart Cities to follow? Vadodara Smart City initiatives stand unique for their ‘core strength’ and ‘core opportunity’. The core strength of Vadodara is its unique nature as a Heritage City and the core opportunity includes revival of rivers and lakes. Heritage structures of the city, built by popular and visionary ruler Maharaja Sayajirao Gaekwad III (1875-1939), are being renovated for the first time such historical structures include Char Darwaza, the Central Mandvi Tower, Sur Sagar Lake etc. Recently, we started
lighting up important heritage structures from 7PM to 10PM. People come out during nights just to see the illuminated city . For such revival, the Municipal Corporation has increased the number of Area Based Development (ABD) projects. Maharaja Sayajirao had built around 30-35 lakes, ponds and water bodies for efficient water management and flood management in the city. One by one, such environmental heritage of Vadodara is getting renovated —free from encroachments —which will again contribute in the water management and flood management of the city. Similarly, the Vishwamitri Riverfront Development project under the National River Conservation Plan (NRCP) is in the process of getting approval from the Central Government. This project aims to solve entire sewage problem of the city, and thus will bring an end to the pollution in the river.
How will Vadodara Smart City initiatives encourage tourism in the city and promote Vadodara as the cultural capital of Gujarat? All intervention undertaken by the Vadodara Municipal Corporation aims to prepare the city for a tourism revolution. Maximum efforts are being made to enhance the transportation through air, rail and road connectivity. In the coming days, foreign travellers in the city will multiply with the completion of international airport terminal. The infrastructure development for railway station is proceeding at full speed. So connectivity of Vadodara with rest of the world is looking forward for a great change. We have also thought of improving the internal connectivity within the city. Under an ambitious city bus project, we have decided to add 150 buses to the present fleet of 50-55 buses, which will be further extended to 200-250 buses. It will be the most cost-effective project focused on renewal energy —having installed IT-system, CCTV, Geographic Information System (GIS), LED screens, mobile charging facility, free Wi-Fi, etc. With minimal viability of funding, as compared to other cities, we are looking to give the best of services.
How is Public Private Partnership (PPP) model being approached in the Smart City initiatives for Vadodara? We’re looking for PPP projects to invest in physical infrastructure,

environment infrastructure, health and other social sectors including urban housing. For it to become a reality, a fund ‘to the tune of Rs 4,000 to Rs 5,000 crores is required. This kind of investment is possible through participation of corporate sectors, equity partners, technology providers, financers, etc. Our housing projects are gradually moving towards PPP model. In the coming days, Vadodara Municipal Corporation will be taking proactive initiatives in this direction. Vadodara would be the first city in the country to have public Wi-Fi through PPP model.
What cyber security measures are being undertaken to ensure the safety of Vadodara citizens? For Vadodara, our Wi-Fi project includes installing 450 intelligent poles to cover the entire city. For every 300-500 metre area, one Wi-Fi spot is available. The control command centre is one of the major project of Vadodara. With its construction nearing completion, a video wall—a special multi-monitor setup of multiple computers—and data centre will be installed to monitor city’s traffic, security, also handling all GIS surveys, water Supervisory Control and Data Acquisition (SCADA), and the Enterprise Resource Planning (ERP) of the city. Avalanche Global—a leading ethical hacker—has been awarded the work for cyber security, servers, network and PCs. They have ensured the Vulnerability Assessment and Penetration Testing (VAPT) analysis, proper firewalls, Fiber to the Home, etc, to check cyber security. The PricewaterhouseCoopers (PWC) is our consultant. Some of our team members are affiliated to our vendors. We are also on the process of hiring a project manager to handle the various projects. The IT Department would have a strong team handling all the IT-related solutions for Vadodara.

he Gujarat Government is developing smart, intelligent and eco-friendly transport system with proper strategic planning and execution.
Be it India’s first bullet train project connecting Ahmedabad and Mumbai, or the exemplary ‘Janmarg’ – Ahmedabad’s own Bus Rapid Transit System (BRTS) that commenced operation in 2009 and is getting replicated in other cities of Gujarat like Rajkot and Surat – these projects are designed to transform the travelling experience for a common man. Gujarat’s first ever Metro rail project,
called the Metro-Link Express for Gandhinagar and Ahmedabad (MEGA) project is also picking up speed, and is part of the strategic planning of the State Government to provide efficient, affordable and world-class road transportation to the public. It is given that the envisaged smart transportation and smart infrastructure would further increase the economic activity in the state.

Narendra Modi and Japanese Premier Shinzo Abe launched India’s first bullet train connecting Ahmedabad and Mumbai. Modi described the ambitious Rs 1.10-trillion project, which is expected to cut travel time between the two cities from seven hours to less than three, as a “big gift from Japan to India”. It’s an under-construction high-speed rail line connecting the cities of Gujarat and Maharashtra with India’s financial capital Mumbai. The 650-km long high-speed rail corridor is India’s first high-speed rail line. The top speed expected for the corridor is up to 350 km/hr. “The project is being implemented by the Railway Ministry along with the Governments of Maharashtra and Gujarat. The project has provided a major boost to mobility between Ahmedabad and Mumbai,” says Vipul Mitra, Principal Secretary, Transport, Department of Ports and Transport, Government of Gujarat.
“A GPS-based geotagging system has been installed in 108 ambulances across the State to identify “black spots”, to tap places where accidents occur frequently. Then, an audit is conducted on that place and based on it, rectification is done.” The construction on the corridor began on September 14, 2017, and the train is scheduled for its first run on August 15, 2022. The cost of the ambitious project has now been estimated at Rs 90,000 crores as compared to the earlier estimate of Rs 63,000 crores. It is estimated that by 2023, around 40,000 passengers are expected to avail this service everyday and, therefore it would be a financially viable service. “With the launch of AhmedabadMumbai bullet train project, the travelling time from Vadodara-Mumbai will come down to less than two hours.

Gandhinagar and Ahmedabad Metro Rail Metro-Link Express for Gandhinagar and Ahmedabad (MEGA) Company Ltd was incorporated by the Government of Gujarat on February 4, 2010, to implement the Metro Rail Project under the Companies Act, 1956. Till April 2017, over Rs 2,750 crores were already spent in building the Ahmedabad Metro for which the first Detailed Project Report (DPR) was prepared way back in 2005. In 2011, former IAS officer IP Gautam took over the project and around Rs 400 crores were spent on land redevelopment at Sabarmati. A fresh DPR was passed in November 2014. “MEGA aims to create a state-of-theart Metro rail network not only for Gujarat but also as an example for the whole country,” says IP Gautam, Managing Director, MEGA. The construction is in full swing. On priority basis, the work (6.335 km) is

being done at the rate of three spans (22-31 m each span) per day and it is scheduled to be made operational by the end of 2017—the remaining portion is expected to be operationalised by the end of 2019. In view of the environmental consideration, the MEGA project is being developed under the Clean Development Mechanism. “Delhi Metro Rail Corporation is assisting MEGA in ensuring maximum possible savings in carbon emissions. We are ensuring that the project will have minimum impact on the Green cover of Ahmedabad and Gandhinagar. In place of the every tree that is being affected by the construction of the project, 10 new trees are being planted. Even the heritage structures in the city are being given the due consideration,” adds Gautam.

The team at MEGA is also focussing on attracting people to the public transportation, which remains a challenge to the officials. Currently, the public transport ridership in the city is relatively low as compared to nearly same sizes cities like Hyderabad and Bengaluru. The patterns of the transport usage in the city is being studied and ascertained through demographic profiling of the people.

“We would work with the other public transport systems like BRTS and AMTS (Ahmedabad Municipal Transport System) and railways for integrating the last mile connectivity for the convenience of people in order to reduce the walkability,” says the Managing Director of MEGA.
The State Government is in a process to experiment the solar bus service in the State. By next year, these buses will be seen plying on the roads. The Government is also exploring to introduce buses running on other alternative fuels. Recently, transport ministers from 17 different States of the country met in Vadodara for a conference, which was chaired by Union Transport Minister Nitin Gadkari. Various projects were discussed to develop eco-friendly infrastructure.
The Metro Link has been designed with a pattern that will provide the interchange facilities with various modes of transport conveniently. The project is expected to greatly ease traffic congestion on the roads and

Gujarat Transport Gearing Up to Go Eco-Friendly

The Government of Gujarat is in the process to experiment Solar Bus service in the State, battery-run buses. Very soon, these buses will be seen plying on the roads of the State, says Vipul Mitra, Principal Secretary, Department of Transport, Government of Gujarat, in conversation with Sudheer Goutham of Elets News Network (ENN).

What measures have been undertaken by the Transport Department to bring relief to the lives of citizens? The Transport Department of Gujarat has implemented new measures, especially on “Road Safety” and making things easier at the RTO level. Road Safety: The Road Safety Tribunal, Government of Gujarat —a constitutional body (like National Green Tribunal in New Delhi) —has formed a Road Safety Authority with mandate to take steps and give directions to NHAI (National
Highway Authority of India), PWD (Public Works Department), and other local bodies to implement road safety measures. A GPS-based Geo-tagging system has been installed in 108 ambulances across the State to identify black spots, to tap places where accidents occur frequently. For instance, in a place where five accidents have taken place will show-up automatically in a database, which will be identified as a black spot. Then an audit is conducted on that place and based on it, rectification is done. The Department has made it compulsory

for every commercial vehicle to install speed governor, a device that regulates the speed they are travelling in. About 60,000 commercial vehicles have already installed the device. We’ve restricted these vehicles from plying beyond 70 km. It is estimated that 30 per cent of accidents on National Highways happen when cars hit trucks parked on roadside. We have made it compulsory for every truck to coat “reflective tapes” to enable their visibility at night or in low-light conditions. Road Safety Awareness: We have deployed 11 vans in four major cities of Gujarat covering schools to raise public awareness about road safety. About 6-lakh students have been sensitised in last one year. Through these new measures, about 16 per cent road accidents have reduced. In the coming years, next 10 to 15 per cent more reduction is expected. RTO Simplification: The Department has upgraded its software that decentralises a lot of RTO activities. For instance, number plate fixation can be done through vehicle dealers —so that a buyer doesn’t need to visit RTO to do the needful. Similarly, licensing has been decentralised to ITIs. One can visit nearby office of the ITI located in the Taluka —pass the training and other needful criteria —and obtain driving license. We have introduced a mobilebased app for users to simplify the RTO process. Meanwhile, all GSRTC buses have been integrated with GPS. A control room has been established to track punctuality of buses and monitor drivers’ activities on real-time basis. What are the new ecofriendly projects taken up by the Transport Department, Government of Gujarat? The Government is also exploring to introduce buses running on other alternative fuels. A conference of all Transport Ministers from 17 different states of the country was held in Vadodara. It was chaired by Union Transport Minister Nitin Gadkari. Various projects were discussed to introduce eco-friendly projects.
Are there any blueprints lined up to introduce new mode of connectivities across the State? For Urban mobility, metros are being built in Ahmedabad and Surat. An ambitious multi-modal transport hub is being constructed in Surat that is being monitored directly by the PMO (Prime Minister’s Office). Rail, road and city bus service, all will converge with this hub —similar to European countries. Also Volvo bus service connecting other cities within the State, along with other States, will receive a major boost. Ahmedabad-Mumbai Bullet Train Project: The project is being implemented by the Railway Ministry

along with the Governments of Maharashtra and Gujarat. Prime Minister Narendra Modi and Japan’s Prime Minister Shinzo Abe inaugurated the ambitious project, which is expected to take-off in the next five years. The project will provide a major boost in improving mobility and transportation between Ahmedabad and Mumbai. Metro Rail Project: The number of vehicles in Gujarat is more than two crores, of which 60 per cent are twowheelers. With the launch of metro project, we’re hoping that these twowheelers, or people who have graduated to cars recently, will shift to metros due to its fast movement. However, the challenge is a last-mile connectivity —to reach work, offices, residence after getting off the metro —for this, we’re in the process to tag taxi companies like Uber, Ola. So ultimately, the people will be travelling long distance commuting within the city (20 km to 30 km) through metro and local road commuting through city bus, Uber, Ola taxis, bikes and autos. CNG Greenfuel: Talks are on with various companies specialising on greenfuels. The challenge is, however, the cost. The Greenfuel-run buses are 10 times costlier. As a state-run corporation, we cannot afford it. Also there is a challenge on recharging the fuel. We look forward to Government of India’s plan to introduce Green Vehicles across the country by 2030.

What strategies are you following to improve the infrastructure of Surat? Our main focus is on IT-based infrastructure services for citizens. We are also trying to improve the SMC services like 24X7 water supply, smart roads, IT enabled transport system, etc.
What Smart City Plan have you formulated for Surat? As far as Smart City projects are concerned, 12 projects are completed and rest of them are nearing completion.
What challenges are you facing in implementing the Smart City projects? The challenges lie in finding better and effective local IT solutions. Lack of competition for projects like fibre-tohome, ERP, etc, is the main challenge. The private participation for these projects is not forthcoming, which is also one of the problem areas before us. We require holistic participation from all so that projects can be implemented on time.
How Surat Municipal Corporation is trying to ensure startups bloom in the city? To boost up the local entrepreneurship, we have come up with a policy which is an incubation set up providing help to startups in developing new innovations. Elaborate version of this policy, with an investment of Rs 20 crore will bring together all the mentors and incubators, startups and bankers together in a single ecosystem soon.
Surat Municipal Corporation has introduced virtual civic centres across the city, how is this beneficial for citizens? All the online services offered by SMC are provided at these virtual civic centres. This includes payment of taxes in
addition to all the other corporation services. It also provides access to citizens to facilities of the corporation like swimming pool, etc. We have come up with a surat money card which will enable citizens to do retail transactions as well as transport transcations through a single card.
What challenges are you facing for implementation of startups mission and how can these new ventures register themselves for this mission? We have already placed a system whereby a CEO has been appointed for this mission. We have also shortlisted the

Our city is clean. And, it needs continuous efforts and upgradation to keep the city clean which we have been doing from last several years. In this aspect of cleanliness, we would be building public toilets in various regions of the city. In addition, conversion of waste into compost, energy projects and vermicompost plants are also taken up. Further to this, we have come up with nearly 20 Organic Waste Convertor (OWC) plants where-in waste to be segregated and converted into compost. We have also placed smart dustbins with sensor based mechanisms. Door to door services to pick waste has been deployed in the city along with GPS monitoring system. All in all, automatic systems have been deployed with real time monitoring through central systems.
What is this Comprehensive Mobility Plans 2046 all about? Have you conducted some workshop regarding it? We have organised CMP Comprehensive Mobility Plans 2046. Development in taking place at a very fast rate in the city. Looking at this rate, we need to formulate a comprehensive plan for next 30 years. In this regard, we are working on creating the Comprehensive Mobility Plans. To take it forward, consultation process is going on and shortly we will start implementing the same. For next 30 years, we are planning to invest Rs 37,000 crore in terms of developing infrastructure, Metro services, etc in the city. We are working in a holistic way on all the components of mobility which have been incorporated in a structured way. Also, we are considering safety and shortest possible road in the light of major time consumption.

The master planning of the area provides an excellent opportunity for rejuvenation of the area and its pretty backdrop with Godavari riverfront. The target is heritage and cultural tourism and realising its economic potential. The riverfront provides opportunity for recreation, holding cultural events and leisure activities. Further, developing Skill Development Centre is another excellent plan. The Smart City proposal has allocated Rs 16 crores for development of the Centre for upgradation of local skills. The idea is to create a workforce aligned to the requirements of local economy. We are also working to make the old city area Open Defecation Free by providing of adequate number of individual house latrines, community and public toilets. The project is envisaged to be taken up on Public Private Partnership (PPP) which includes, construction, operations and maintenance of modern public toilets , and reconstruction , renovation, repair and operation and maintenance of existing public toilets on built-operate-transfer basis in lieu of limited rights for advertisement , and for erection of mobile communication towers, within Nashik Municipal Corporation limits.

Smartness has to come with robust water supply system, transportation and road network. Nobody comes to live in the city just for the sake of living. Basic thing about being smartness and living in the city is about what economic activity it is going to offer to the citizens. Smart city plan has to include economic activities for the people.

TECHNOLOGY PRESENTATION: Nashik Smart City Mission
Dignitaries participating in deliberations being held upon the Smart City components of Nashik Under Smart City fund, we have proposed project related project ‘Godas’, smart roads, improvement of roads, providing 24X7 water supply, skill development centres, renovation of auditoriums and gardens. Under project Godas, beautification through landscape, fountains, walkways, eateries, cycle track, and cleaning of Godavri river is being planned.
At the core of any Smart City planning, we believe that the outcome should be at the centre wherein the citizens’ services and how the smart city planner would like their city to progress should be at the centre. Then we define what are all the basic citizen services that need to be in city, be it mobility, and inter-connections between departments-all these things are perpetual and they are very much encyclical in nature.

Building Smart Cities by ensuring Effective IT & eGovernance, Digital Transformation, Smart Mobility & Infrastructure
The session focussed on digitisation of various Government services and its impact on the citizens Under ICT initiatives, we will be focussing on Smart Cities operation centres, citizen experience centre, smart lighting, intelligent traffic management centres, water management and parking management. Smart city operation centre is unified one-stop shop for people to come and connect. From management side, we can monitor, manage control and operation, analyse communication and act on activities and events, which are raised time to time.
We are focusing on area-based development. Basic features of area-based concentrative mechanism are Green City, free spaces and knowhow of digitisation. Smart poll initiatives in Bhopal are well-conceived, providing integrated services like Wi-Fi, surveillance as well as metrological services, light, connections and all.

For citizens-centric services we have taken many steps including building plans where approval is totally online, marriage certificates, birth certificate, community centre booking, parks, water bill payments, and property tax payment, etc. We have certain grievance redressal system which comprises of MCG mobile app, swachh app, web portal, call centres, MCG social media channels, CM window, which is maintained by CM office.
Most important aspect of a Smart City is its people, using facilities in advance way. One of the key things of Cloud and Data centre is wherever you store your data, from there only you can access and analyse it. Cloud and Data centre is brain of any city and it must be kept safe and secure.

Urban people require and spend more than twice in energy per capita than the energy consumption in rural India. And the quantum is likely to increase in near future. Till one year back, the average per capita consumption of energy in our country was about 1,050 units. In next two decades it will be tripled, around 3,000 units.

We have very poor infrastructures, so we need to improve infrastructures. These are real challenges which Smart Cities are facing. Solutions have to be found in the form of better governance, how we decide the policy and management of projects. Smart Cities Mission is very complex system and we need to understand this complexity. We need to understand how various components of this enterprise interact with each other and impact service delivery system.

Industry Presentation Transportation challenges of waste management can be divided into three parts; one is segregation and storage at source, primary collection and transportation and processing and disposal. We are providing solutions for all these three segments. For segregation and storage at sources, we are providing all size of bins. We are not only providing vehicles, equipments but also provide training on how to handle these things.

URBAN OVERHAUL: Greenfield Planning, Infrastructure Development and Swachh Bharat Mission
The session focussed on cleanliness drive in cities selected under the Smart Cities Mission We wanted all Smart Cities to be livable cities where the core infrastructure should be future-proof. Along with physical infrastructure, we should have sustainable development. We are planning 51 projects. Among water we have around 52 projects, 24X7 water supply is the biggest among them. I am metering the whole city and also focussing on solid waste sanitation and integrating ICT in traffic management.
We have come with digital card which is 100 per cent proprietary network in compliance with the Reserve Bank and Income Tax Department. We have huge merchant acquisitation team. Sodexo Paper voucher has now come under Digital India platform. Its electronic meter which allows you to only buy food and nonalcholic beverages. The card is fully secure and linked with mobile app.

We take complete project from scratch to implementation, commissioning and handover including CRM to the Municipal Corporations. We have this CCM control system, we do communication through GSM and GPRS. We can do on-off control through mobile, online power measurement through data and through the cloud-based server 24X7. We as smart energy solution provider, commit bare minimum 60 per cent and maximum 80 per cent energy saving.
