Jharkhand is indeed a beautiful state endowed with rich cultural heritage, ecological and mineral resources making the State nothing short of a magnet for prominent industrial houses, mining companies, and services firms, which are betting big on economic opportunities that the State has to offer. Yet, when it comes to urban development Jharkhand's performance had been lackadaisical despite the state making a headstart with the emergence of cities like Jamshedpur, Ranchi, and Bokaro in the first half of the 19th Century. As per the 2011 Census, Jharkhand with its 24 percent of the population living in urban areas was among the top 10 least urbanised states in India. In comparison, the percentage of urban population to the total population of India stands at 31.6. Capital Ranchi is the only city in the state with a million plus population. The urban development landscape experienced a new surge of energy following Jharkhand's separation from Bihar in 2000. Urbanisation picked pace on the back of increased migration and associated economic activities in urban areas of the state, proactive approach of the state government to deal with the pressures of rapidly transforming urban areas, followed by enabling policies to put institutional structures and municipal infrastructure to efficiently deliver basic civic services to the people. The Urban Development & Housing Department, Government of Jharkhand, has been at the forefront in enabling the urban transformation of the state. The Urban Development Summit, Jharkhand on August 2, 2019, will provide the state with a unique opportunity to articulate its specific initiatives taken so far to ensure inclusive and sustainable urban development. Hosted by Urban Development & Housing Department, Government of Jharkhand in collaboration with Elets Technomedia Pvt Ltd in Ranchi, the summit will induce a new vigor to help the state chart its future urban development trajectory. Post its separation from Bihar in the year 2000, the urbanisation process in the state is being driven by an inclusive and sustainable development policy to create the new Jharkhand of tomorrow, writes Reetika Bose of Elets News Network (ENN). 10

teeped in rich history and a rich, diverse tribal culture, Mother nature has blessed Jharkhand with a bounty of natural resources and green ecology. However, since Jharkhand’s creation on November 15, 2000 the story of urbanisation in the state is one of changing fortunes of infrastructure development, economic growth and narrowing down of glaring gaps in social and human development. The vision underpinning the urbanisation process in Jharkhand is the State government’s policy of delivering an accelerated, sustainable and inclusive development with the singular objective of empowering the people. As per the Jharkhand Vision and Action Plan, the State’s urban population “witnessed a growth of 32% between 2001 and 2011, aggregating to more than 7.9 million. By 2031, the urban population is expected to double to 13.85 million”. This rapid pace of urbanisation would require commensurate infrastructure development and the Government is committed to “develop sustainable cities on parameters of spatial, economic and social inclusion to provide an enhanced quality of life to its urban inhabitants”.

The edifice of urban infrastructure in Jharkhand is, therefore, being built upon a number of government interventions to provide access to quality basic services in urban areas to improve quality of life in cities and towns across the State, livelihood development through skilling of urban poor, universal access to education and health care, access to safe drinking water and sanitation, sustainable energy and enhanced transport connectivity, among others. disclosure law, making provisions for rainwater harvesting and reuse of recycled water, smart city projects, etc, to enhance the quality of life in urban areas. Presence of big industrial houses, supportive government policies, reputed educational institutions, and most importantly, presence of skilled manpower are among the prime movers of urban development in the State. Besides making concerted efforts by deploying considerable resources for citizen-centric urban development, Jharkhand receives support from several centrally-sponsored schemes, which aim to address the urban challenges, especially those related to urban transport management, drinking water supply, sewerage and drainage, solid waste management and provision of civic amenities.

Potable water supply schemes, sanitation and parks schemes are under progress in seven cities of Jharkhand under Atal Mission for Rejuvenation and Urban Transformation (AMRUT), while Jharkhand Affordable Urban Housing Policy has been made effective from April 2016. The State is part of the ambitious “Namami Gange” project and out of the two towns of Jharkhand selected under it, the sewage treatment plant at Sahebganj is on the verge of completion.

Urban Development & Housing DepartmentEnabling Jharkhand’s Urban Transformation In order to build modern cities with world-class facilities ranging from sustainable infrastructure, modern housing complexes, shopping malls, flyovers, and iconic buildings and institutions, the Urban Development & Housing Department of the State government has come up with several

projects and policies to ensure a comprehensive urban development in the state. Smart City Ranchi is an urbanisation project close to the heart of the department. Ranchi was selected as one of the 13 fast-track cities in 2016. The Urban Development and Housing Department incorporated the Ranchi Smart City Corporation Limited (RSCCL), a special purpose vehicle (SPV), the same year to execute Ranchi’s Smart City projects, which will include all world-class facilities to provide a high-quality life to the city’s residents. The department seeks to develop Ranchi as a knowledge hub for educational excellence along with an efficiently managed smart traffic and transportation system aided by information technology. The department extends its support to 45 urban local bodies in Jharkhand including six Municipal Corporations, 12 Nagar Parshad, 24 Nagar

capital of Jharkhand—where as per the 2011 Census around 7.72 percent of the population resides in some 95 slum pockets—to address issues like adequate and affordable housing, redevelopment of slums and informal settlements in order to ensure good quality of life to all the citizens.

Solving Jharkhand’s Urban Challenges Jharkhand has a rich mineral resource and industrial base, facilitating the State’s transformation into a major economic and commercial hub of the country. With a size comparable to Peru, which is the 40th largest country in the world, Jharkhand is witnessing a fast-paced urbanisation due to which it is facing several challenges that need to be tackled rather sooner than later. The challenges range from issue of land acquisition, which is slowing down the pace of industrial development, to the task of monitoring and supervising different agencies that provide services related to water supply, sewage disposal and sanitation, transportation, solid waste management, eradication of urban poverty and other municipal services. Realising the importance of water and sanitation projects, the Department of Urban Development and Housing seeks to achieve a complete coverage. At present, around 16 urban water supply schemes are under execution and similar efforts are being put towards sewer and drainage.

Scaling up the Infrastructure Infrastructure is the key to economic growth. It can create a deep impact on the state’s economy, contributing significantly to the development of a state. Focusing on that, Jharkhand Urban Infrastructure Development Company (JUIDCO), a statutory body, has been formed to look into the rapid infrastructural development of Jharkhand. execution, JUIDCO controls and administers all the infrastructural projects related to urban planning, urban water supply schemes, development of public amenities like parks and urban greenery, transportation, solid waste management, building, etc. In planning, execution and implementation of all the government projects like townships, roads, canals, bridges, reservoirs, sewage, drainage, sanitary, water, waste, gas is concerned, the main agenda of JUIDCO is to make the lives of residents easy and convenient. Any project of the Central government undertakings or municipal corporations is also undertaken by JUIDCO.

Sustainability – the Cornerstone of Urban development in Jharkhand Jharkhand is betting big on sustainable and inclusive development.

Constructing buildings that take care of not only functionality aspect but also ensure the general well-being of the environment and its occupants, the State government’s focus is on creating structures under one complex, with less movement and proper optimisation of resources reflecting the culture of Jharkhand. Besides schools, colleges and hospitals, there are Greenfield projects like software technology parks and projects from the tourism and welfare department that are being developed in the state.

Moving Towards Smart Transportation Just like its infrastructure, a city is incomplete without proper transportation, and to be more precise, smart transport. To make the lives of the citizens easy and hassle free, the Jharkhand government formed a company on 20th September, 2016,

With already prevailing pressure on the traffic conditions in the state, the Jharkhand government has provided a solution in the form of JUTCOL to make transport easy, convenient and comforting. With a range of operations, JUTCOL covers the entire transport sector, concerning both railways and roadways with some exciting commuting options like commuter rail, metro rail, light rail, monorail and automatic guided transit systems. Pradhan Mantri Awas Yojana (PMAY) - A Landmark Scheme to Ensure Housing for All Another programme that is gaining momentum across the country is Pradhan Mantri Awas Yojana, the urban flagship housing scheme of the Central government. Under this scheme, affordable housing will be provided to the urban poor with a target of building 20 million affordable houses by 31 March, 2022. Under Pradhan Mantri Awas Yojana, the Central government is providing several benefits to eligible beneficiaries in urban areas in the country. The government has earlier announced CLSS for MIG under which households having income less than Rs 18 lakh per annum would be provide interest subsidy on home loans taken in 2017 for a maximum tenure of 20 years.

Smart City Mission- The Turning Point for Jharkhand The flagship initiative of Government of India, the ‘Smart City Mission’ is changing the scenario of urban development in the country. Ranchi is the only city in Jharkhand that figures among the 100 smart cities listed in the Smart City Mission of Government of India. The city is greenfield and ranks 5th, all thanks to the quick progress made by it among other smart cities of the country. Unlike other smart cities, Ranchi too will have access to adequate water supply, assured electricity, proper sanitation, efficient urban mobility, affordable houses for the urban poor, and a safe and secured environment for women and children in particular and also underlining the health and education sector. Jharkhand has successfully managed to implement the smart city projects across Ranchi. However, several steps are also being taken for the socio-economic development that includes building new infrastructure to building new cities that will ensure a sustainable development and an overall progress of the state.

The Revolution that is Changing the State of Jharkhand In the era of urbanisation, it is a challenge to make the cities in states, where the maximum number of

population resides in rural areas, centres of growth and development. But going by the progressive initiatives taken by the Jharkhand government, the state is all set to become a vibrant, viable, habitable, inclusive and a sustainable destination in the near future. Thus, the state needs a sustainable urban economy that can use its rising population as an asset for long-term sustenance. Keeping that in mind, the state has proactively planned for meeting the requirements of transforming the urban areas by putting in place the institutional structures as well as municipal infrastructure to efficiently deliver basic civic services to all citizens, especially the urban poor, through effective governance. With all the government departments working in such an integrated way, the state of Jharkhand will soon become one of the smartest, cleanest and most developed states in the country.

Jharkhand Making Headway Towards Urban Transformation In order to achieve urban transformation, the state has proactively planned for meeting the requirements of rapidly transforming urban areas by putting in place the requisite institutional structures as well as municipal infrastructure to efficiently deliver basic civic services, says Ajoy Kumar Singh, Secretary, Urban Development and Housing Department Government of Jharkhand, in conversation with Gopi Krishna Arora of Elets News Network (ENN). What steps have been initiated to ensure urban transformation in the state of Jharkhand? Urbanisation in Jharkhand picked pace since it became a separate state (15 November, 2000) owing to migration and associated economic activities that increased in urban areas. Municipal elections were held in Jharkhand in 2008 after a long gap of 22 years.

The Government of Jharkhand has implemented a number of reforms at the state and the Urban Local Body (ULB) level with regards to devolution of powers to ULBs under 74th CAA, rent control, public disclosure law and revision of building bye-laws for streamlining approval process and making provisions for rainwater harvesting and reuse of recycled water and more. The Government of Jharkhand enacted the Jharkhand Municipal Act–2011 to ensure proper devolution of funds. Most of the ULBs now have elected local governments.

Further, the state has implemented reforms for stamp duty rationalisation. Following the provisions of 73rd Constitutional Amendment and the 74th Constitutional Amendment Act of 1992, the state government has constituted the State Finance Commission (SFC) for recommending devolution of resources to local governments. It has also established District Planning Committees (DPCs). Challenges notwithstanding, the state offers several opportunities for development owing to the presence of big industrial houses, supportive government policies, reputed educational institutions, and most importantly, presence of skilled manpower. under execution and similar efforts are being put towards sewer and drainage. Jharkhand is part of the ambitious “Namami Gange” project and out of the two towns of Jharkhand, the sewerage treatment plant at Sahebganj is on the verge of completion. Under Atal Mission for Rejuvenation and Urban Transformation (AMRUT); execution of water supply schemes, sanitation and parks schemes are under progress in seven cities of Jharkhand. The state has already made considerable headway in its commitment to provide affordable housing for the urban poor and Jharkhand Affordable Urban Housing Policy has been made effective from April 2016. The local bodies in Jharkhand continue to be heavily dependent on the grants and fiscal transfers from the higher tiers of the government. On an average, revenue generation from own sources amounted to just 10 percent of the total revenue of the local bodies in 2012-13 with a major fraction of revenue coming from inter-governmental transfers including assigned revenues, grants, loan and other fiscal transfers. This

has constrained the ability of the local bodies in the state to mobilise sufficient resources to meet the demand for investments in urban infrastructure as well as operation and maintenance of existing assets. The state government has recently taken steps to improve financial management in the local bodies through the introduction of accrual-based double entry system of accounting by notifying the Jharkhand Municipal Accounts Manual and by pumping investments for infrastructure building and institutional development for the local bodies.

The state has endeavoured to improve institutional capacity through creation of state-level institutions such as the Jharkhand Urban Infrastructure Development Company (JUIDCO), State Urban Development Authority (SUDA), Town and Country Planning Organisation (TCPO) and Jharkhand Urban Planning Management Institute (JUPMI). Further, to improve public transport a company named Jharkhand Urban Transport Corporation Limited (JUTCOL) has been formed. As Ranchi has also been identified as Smart City, a company Ranchi Smart City Corporation Limited has been formed. At the ULB level, the reforms relating to implementation of e-procurement system as well as other e-governance measures such as computerisation of birth and death certificates, property tax collection are under implementation in many ULBs. The migration to Double Entry Accounting System is a major reform initiative which has been implemented in all the ULBs. Other reforms relating to property tax and user charge billing and collection are underway. The reforms relating to pro-poor budget earmarking

The Government of India’s flagship ‘Smart City Mission’ is changing the game of Urban Development in the country. What is the progress of cities in your state? Also shed light on the progress of Swachh Bharat programme in Jharkhand. Ranchi, the state capital of Jharkhand, is the only city that figures among the 100 smart cities listed in the Smart City Mission of Government of India. The city is greenfield and ranks 5th with regards to progress among smart cities. As many as 36 projects to the tune of about Rs 3,000 crores are under the ambit of smart city mission in Ranchi out of which 27 projects to the tune of Rs 2,700 crores are in full-fledged implementation currently.

Initiatives taken up in Swachh Bharat Mission: Jharkhand was declared Open Defecation Free (ODF) on October 2, 2017. In addition to this, 29 ULBs have been declared ODF+ and 1 ULB has been declared ODF++. In the Swachh Survekshan results of 2019, Jharkhand managed to bag nine awards. The concept of futuristic sustainable cities can be achieved by the effective use of information and communication technologies (ICTs) tools, which have the ability to provide eco‐friendly and economically viable solutions for cities. Potential advancements could be made, among others, through efficient water management based on real‐ time information exchange, public transport systems organised through information from satellites, air quality, and electromagnetic field monitoring. In addition to the infrastructure, use of technology will help in strengthening the institutional capacity.

What are the challenges in implementing technology for building effective urban infrastructure? The Governments around the globe are partnering with technology firms

to make cities “smarter” by retrofitting various city objects with technological features. While this might make our cities safer and potentially more userfriendly, it has been seen that though technology is helping cities become smarter but it also might have implication on the environment. Technology can be used to gather real-time data and analyse the information to improve the quality of life, however, these systems may be costly and complicated to install and maintain. Also, sufficient capacity needs to be built for operation and maintenance of these technologies so that dependency on vendors may be minimised. Successful implementation of technology solutions needs effective horizontal and vertical coordination between institutions providing various municipal amenities as well as effective coordination between the central, state government and local government agencies on various issues related to financing and sharing of best practices and service delivery processes.

Another major challenge is that software infrastructure in cities usually contains components supplied by different vendors. Hence, the ability to handle complex combinations of technology solutions developed by multiple technology vendors becomes very significant. Last but not the least, educating and engaging the citizens to use and take advantage of the new technologies is a very resource intensive process to ensure sustainability of the usage.

What are your plans to ensure urban transformation in Jharkhand? Ensuring timely and effective provision of basic services (e.g. water suppy, sewerage, urban transport etc.) to all households and building amenities in cities which will improve the quality of life for one and all alike while prioritising equity in access for the poor and disadvantaged population.

Solid waste management plays an important role in development of any urban city. What measures have been taken on this front? Most important thing for any corporation is the management of solid waste or liquid waste. There are some issues with solid waste management in Ranchi Municipal Corporation. It requires a concessionaire agreement setting the rules of solid waste management that can segregate at the source and carry out the activities like collections and disposals related to it. There was a company named SL Infra, which used to look after the collections and disposal of the waste management. As disposals hold an important role in waste management, more emphasis was laid upon disposals by the Corporation. Though the company was keen in converting waste to energy, plan didn’t work out as DPR could not be repaired. Furthermore, the company wanted an assurance from the government to bear the cost of termination of the project.

As the Government didn’t get convinced with the proposal, the waste deposal plant couldn’t be materialised. As a result waste started mounting up. In addition, there were other issues with our carriage and transport including door to door collection etc.

What sort of issues the corporation faced while implementing various initiatives on waste disposal? There were issues with carriage and transport segment. Door-to-door activity on collecting the garbage should have been more. Only 60 percent efforts were done on this front. This created an issue in the corporation as the activity was not carried out properly.

Give us a holistic perspective of Ranchi Municipal Corporation in terms of its vision to improve various parameters of an ideal urban city. The corporation has now taken up responsibility of cleanliness on its own hands. All the activities are undertaken by the corporation itself. Our prime objective is to bring new changes in the corporation and for that we have invited three request for proposal (RFP)s. As per the plan, the garbage collections will be technology based with a proper interface. There will be e-smart bins at every transfer stations which will indicate that the bin has already been filled. We have already set up almost 70 e-bins. One of the major tasks will be to get all the MTS emptied and take it to the disposal site. All our primary collections completely depend upon the segregation between solid waste and liquid waste. We are looking forward to scientifically concentrate the waste within three-four acres of land and the remaining land will be used by companies to build their plant. Right from planning to thier execution, JUIDCO controls and administers all the infrastructural projects related to urban planning, urban water supply schemes, development of public amenities like parks and urban greenery, transportation, solid waste management, building etc. JUIDCO undertakes the planning, execution and implementation of all the government projects like townships, roads, canals, bridges, reservoirs, sewage, drainage, sanitation, water, waste, gas and basically all other development works that make the lives of residents easy and convenient. Any other project of the Central Government or the Jharkhand State Municipal Corporations in is also undertaken by the company.

How technology has been integrated to improve efficiency on various fronts in the corporation?

There are a lot of schemes of Government of India like Pradhan Mantri Awas Yojna (PMAY) where eminent measures have been taken. Under PMAY, we were supposed to complete 15,000 houses. We have completed 7,000 houses and officers are working to complete the remaining.

Soon, we will be working on mechanical sweeping of roads taking cue from Bhopal. We have requested for the machines to get the work done. In addition, we are working on a plan to implement IT-based monitoring system of all staff including sweepers. A GPS tracker system would be used to keep a tab on daily work.

Jharkhand Urban Infrastructure Development Company (JUIDCO) is working to ease traffic at major congestion point. It is also working on five major roads to convert it into smart road.

Tell us a little about JUIDCO.

There are several wings in our department in which we are planning to computerise all the work. In the engineering section, from measurements to the estimations and even the payments are software computer based. Engineers are being imparted prior training on this.

Infrastructure plays an important role in the economy, contributing a lot to the development of a state. Working under the Rural Development and Housing sector, JUIDCO is a company formed to look into the infrastructural creation of

We have also developed an asset management system to take care of our assets through which every minute detail of the asset will be monitored. Apart from this, we are planning to computerise all the other wings like advertisements, registrations etc. Wings like property taxes, water taxes, and enforcement wing are completely computer-based. Our main agenda behind computerising all the wings is to improve work efficiency on work front. We are also working on vendor markets and shelter homes. A modular toilet is an important element of Swacchta Survey. Though we already have 110 such toilets, the corporation is working on a plan to add another 150 soon. Water crisis is looming large in Ranchi. 25 percent of the population depend on surface water in Ranchi and rest on

ground water. We are already providing tanker service to 350 points. We are working on many other projects to ensure clean water to people of the city. A plan is afoot to cover 75 percent people under Amrit Yojna and projects worth 280 crore has already taken off. Another project worth 700 crore with support from the World Bank is in the pipeline. Another sanctioned project under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) is being worked out with support from L & T. The project will be completed at the end of this year. Rain water harvesting is another important area we are turning our focus upon. As per our holding rule, all those apartments measuring more than 3,000 square feet should have rainwater harvesting system. We have identified

950 such apartments where there is no such system. These units have been asked to get it implemented by September. We have written to all apartment owners to plant at least five such plants in their compounds. The RMC is aiming to develop Ranchi as a herbal city.

Awareness plays an important role in making any initiative a successful endeavour. What is your message to general public to keep the city neat and clean? I appeal to the people that they should have two dustbins at their homes-one for solid and another for liquid waste. They should not throw waste in a haphazard manner. They should patiently wait till the next day for the waste disposal van to collect all forms of wastes. We discourage people to use polythene to collect household items for daily use as it contributes to environment pollution.

What is the scenario of Smart City Mission in Ranchi? What are the initiatives and future plans under this mission? One of the main features of Ranchi Smart City project, is that we are developing green field projects in an area of 656 acres of land in HEC area. We are going to develop integrated road projects that will have provisions for utility ducts, for electrical cables, drainage systems, sewage systems, drinking water, gas pipeline, etc. Then, there are some important projects like the convention centre, the civic tower, which are being developed in the same area. So under the area-wise development plan, purpose is to develop basic infrastructure and some of the institutional buildings. Additionally, land has been marked for residential, commercial, mixed development as well as institutional purposes. These land parcels will be auctioned to private developers. For that purpose, a land allotment policy is being formulated. Once we get the approval from cabinet, we will start online e-auction of this land in an open and transparent manner. Whosoever will be taking this land, they will be developing the infrastructure as per the master plan approved by cabinet. So overall, there will be a planned development. These are the main highlights of the Ranchi Smart City project.

What are your priority phasewise projects? At present, under Ranchi Smart City project, we have already started public bicycle sharing system. The first phase has started already. Under this, 60 dock stations have been developed and 600 smart bicycles are running. We are planning to start the second phase by August or September, this year. This will include the airport area, HEC area, bypass road and more. This

will improve the connectivity. Apart from that, in all the area based development projects, contractors have been assigned the work and the execution has started. Under this, work for power station projects, drinking water projects, is already underway. And, some other projects, like pan city projects which come under the existing Ranchi Municipal Corporation Area, are also under execution.

What has been your experience of public bicycle initiative in Ranchi?

The Charted Bike is the agency which is executing the project in Ranchi. And this is a very good sign for Ranchi that despite no dedicated bicycle tracks in the city, the average footfall of bicycle per day is quite on the higher side as compared to other places where Charted Bike has implemented the scheme. This shows the acceptance of public bicycles by people of Ranchi. We have seen that in the Morabadi area, people- who used to come for morning and evening walks- have now started using bikes. Apart from that, we are coordinating with several private and government offices urging

them to discourage usage of scooters, bikes and other fuel based vehicles by their employees. Instead, we are motivating them to choose ecofriendly transport system. Several offices have passed office orders related to this. So overall, it is a very positive sign.

What areas will it cover in the next phase? The next phase will have 60 dock stations and 600 more cycles. This will cover HEC area, airport area and the full bypass road.

When we talk about urban transformation, the main problem relates to land acquisition and allocation. How the department is overcoming this challenge? Yes, definitely this is a totally new project for us. We have seen several examples of green field development projects in the country. of August. Depending upon the response, we will decide how to go about it. If some queries or advice comes related to cost of land and other things, some revisions can be done, if required.

Comparing with other smart cities in India, which other projects are you going to implement in near future in Ranchi? Along with IT implementation, more focus is on infrastructure development. What are your views on this? There is a pan city scheme of C4Command Control & Communication Centre, in the city. This project is already under execution. The detailed survey and other preliminary work have been done. We are targeting to get this C4 scheme completed by end of this year i.e. December 2019. Thereafter we will be scaling up many IT initiatives, like payment of taxes or traffic management or environmental monitoring.

We talk about urban transformation and smart cities. Ultimately, what we want are sustainable, resilient cities. What is your view on this? Yes, the green field project is totally based on this concept. The plan has been prepared keeping in mind that it caters to planned development. Most important thing, accessibility through roads is the first thing for any green field project. That has been planned. Besides this, focus is also on

development & integration of other utilities, from green and sustainability point of view.

There is a lot of talk about JUPMI. Can you talk in detail about JUPMI and what is the vision behind this project? JUPMI means Jharkhand Urban Planning and Management Institute. Basically we want to create an institutional hub for all sorts of urban infrastructure planning and capacity building. It will help in improving the urban planning architecture, designing, and other things. Initially the thought was that the government will be running the institution. But now we are trying and inviting several world class universities to be a part of this project. We have sent a request to top 100 ranked cities in US and top 100 institutes of India. We have received positive response from them. Not just Jharkhand, JUPMI is being developed in such a way that it can be a good management institute for the

Eastern region as well. The response has been very positive so far. We are hopeful that it would be a state-of-the art institute for the state.

Most of projects are being made under PPP model. There is always a negative side of PPP. Industry stakeholders always talk about its limitations and restrictions over this. What is your take on this? Recently we conducted a stakeholder meeting for the public-private partnership policy. The state government has drafted a policy and now it is under consideration of the cabinet for its approval. We are working on major projects like development of bus stands, ISBTs, and the city transport services. Planning has also been done on redevelopment of market projects in Jamshedpur. We had a very detailed stakeholder consultation regarding this. Vadodra, Ahmedabad and Karnataka bus stands are good examples where people have developed ISBTs on PPP model. Based on that, we are going to formulate our policy. The first priority is to create infrastructure rather than earning revenue for the state government. We are focused on developing important and citizen-centric infrastructure.

Since urban transformation is very much related to urban transportation, urban healthcare and other similar components, what is your view and how department is going to implement projects in such areas? Under the smart city mission, we are in the DPR development phase. In recent years, several attempts have been made to augment urban transport, but unfortunately it was not up to the required mark. At present, RMC is running some of the city buses. In coordination with RMC, we

have identified 5 important routes, catering to the outskirts of the city. Based on that, we are going to prepare the DPRs and very soon we will be initiating the tendering process.

According to you, what is the role of IT in e-governance? How is it helpful in the smooth functioning of the government? It is the main link between various infrastructures we are developing for citizens. Like recently all the smart

cities have been told to develop an impactful project in next 100 days, i.e., before 2nd October 2019. Acordingly, Ranchi Smart City is developing ‘KARTA app’. Basically, it is Karya Aur Upyog Takniki Aadhar. It is a service providing application just like UrbanClap and any other apps. Suppose, for example , a person in the urban area is in requirement of say, a plumber, electrician, tutor, or other services. Such a person can download KARTA application and get connected to the desired service provider. It will be based on technology. Any service provider who is in nearby locations, will be flagged about the person’s requirement and he can get deliver the desired services. It will provide people in the unorganized sector an opportunity to get access to a bigger market in an organized manner. This is just an example. Similarly, we are having different apps for different purposes. We are integrating all the features in the same mobile app. I think by 2020, these changes will be very impactful for Ranchi citizens.

In the end, is there any message you want to give to industry stakeholders to come and explore the Ranchi Smart City and overall Jharkhand? Ranchi Smart City project is like an ocean of opportunities for entrepreneurs and developers. So we invite all such entrepreneurs and developers to come and explore the infinite opportunities in Jharkhand. Government of Jharkhand beckons them. It will be a win-win situation for both.

ousing, clothing and food are the three basic necessities for human survival. With the evolution of eras the needs have modified, but not changed to the core. With the growing urbanisation, the challenge lies in creating affordable shelters for all. With an aim to provide housing for all, the Pradhan Mantri Awas Yojana – Housing for All (PMAY). Jharkhand, which is on its way towards urban development in presence of Smart Cities, is mandated to provide housing facilities to all, including those belonging to the Economically Weaker Section (EWS). Moreover, the Jharkhand Government has prioritised to provide affordable housing solutions for the people belonging to the lower socio-economic strata, residing in the urban areas, not only to provide the basic infrastructure and housing facilities, but also to eradicate growing unauthorised colonies or slum settlements. Government of Jharkhand has recognised that with growing urbanisation, the growth of slum settlements is inevitable unless appropriate measures are taken for provision of basic infrastructure and housing facilities. Accordingly, the Government of Jharkhand has taken up affordable housing particularly to the urban poor who live in informal settlements on top priority. The transformation in housing sector by providing houses to the urban poor makes a significant change in the self-respect of a poor people.

The engagement of developers will be based on the Design & Build mode where in the developers will be vested with the responsibility of designing and construction of project facilities following NBC Code or Jharkhand Building By–Laws 2016 as the case may be. The proposed construction shall have carpet area of 27 -30 Square metre for each dwelling unit.

Creating Affordable Housing for All Government of Jharkhand will contribute Rs 1 lakh per dwelling unit (DU) of EWS house along additionally to the Central Assistance scheme. According to the Central Assistance scheme, Rs 1.5 lakh per EWS would be offered. The beneficiary’s contribution will be Rs 4.5 lakh or the residual cost of dwelling unit, whichever is higher. The estimated cost of the Affordable Housing Programme (AHP) is Rs 4,000 crore. Government of India and Government of Jharkhand will assist the beneficiaries with Rs. One Lakh each. The beneficiary’s contribution will be Rs. 1.5 lakh.

The approval of the proposals will depend in the scrutiny in lines with the applicable guidelines and ULB’s recommendation. While the developers may build different categories of houses within a project, which consists of at least 250 houses, the state Government mandates them to build at least 35 percent of the houses for EWS category. The developers will have to allot the dwelling units as per the set eligibility criteria for the beneficiaries under this scheme. A central assistance of Rs 1.5

lakh per dwelling unit will be extended to the, on giving possession of the dwelling units to the beneficiaries.

In-Situ Slum Redevelopment In- Situ Slum Redevelopment (ISSR) is proposed to implement with a concept ‘Land as a Resource’ with private sector participation for providing houses to the eligible slum dwellers. The Jharkhand government is readying the supply for housing stock of approximately 53,000 households in the line with demand assessment. So far around 200 acres of land has been identified across 24 locations within the planning area as per the notified City Master Plan of the respective ULBs. As per the early broad cost projections, the estimated project cost would be Rs 4,000 Crore. According to the scheme, the private sector players will be offered 45 percent of the land on freehold in lieu of the development as per the pre-defined specification standards in line with central or state guidelines. The scheme also mandates the developer to ensure that the progress of work shall always be more on Slum Redevelopment share of land as compared to the Developer’s share of land.

Offering Financial Assistance for facilitating Affordable Housing to EWS The State government has institutionalised Jharkhand Affordable Housing Development Fund. Financing opportunities of approximately Rs 4,116 crore as housing loan under ISSR and AHP are facilitated. The state also provides facility to convert existing housing loan under Credit Link Subsidy Scheme. Last but not the least, the financial assistance mechanism of the state for the AHP facilitates hassle free housing loan to EWS beneficiaries.

substantive role for Public Private Partnership (PPPs) as a means for harnessing private sector investment and operational efficiencies in provisioning of public assets and services. Government of Jharkhand (GOJ) has mandated the Jharkhand Urban Infrastructure Development Company (JUIDCO) Limited to undertake development of Bus Terminal/ISBT projects and re-development of Market complexes across Jharkhand on Public Private Partnership (PPP) mode. Implementation through PPPs has had its set of challenges due to complicated financing structures, delays in land acquisition and long gestation period of infrastructure projects. Therefore, Government of Jharkhand is adopting a structured

approach while conceptualizing, structuring and implementing projects with private sector participation. A streamlined and well laid out approach would go a long way in addressing some of the challenges and result in successful projects that deliver more value to the public.

Need for PPP There are usually two fundamental drivers for PPPs. Firstly, PPPs enable the public sector to harness the expertise and efficiencies that the private sector can bring to the delivery of certain facilities and services traditionally procured and delivered by the public sector. A PPP is structured in such a way that the finances is managed by the private sector implementing the project and therefore, from the public sector’s

perspective, a PPP is an ‘off-balance sheet’ method of financing the delivery of new or refurbished public sector assets.

Various Implementation Structures under PPP PPP arrangements are characterized by the identification of risks and their allocation among the parties to the arrangement. On the basis of the risk allocation, the various PPP models are designed. Many variants of PPP models are implemented across different projects essentially differentiated on the basis of the risk allocation framework employed within these projects. Basic PPP models that are prevalent in project development are Build-Operate-Transfer (BOT), Build-Own-Operate-Transfer (BOOT), Design-Build-Finance-OperateTransfer (DBFOT) and Hybrid model.

Purpose of PPP The main purpose is to enable Commercial Development under Project Land use. Generally public land usage restricts exclusive commercial development activities. However, with the advent of PPP and to attract the private sector participation for the development of Urban Infrastructure, public facilities have been opened up for private sector investments through development of commercial activities. Various state governments have enabled commercial development of public facilities under the existing government land use through amendments in their laws. For example, Karnataka has made a notification for allowing up to 45 percent of the FAR in the traffic and transportation land use from the existing limit of five percent for commercial facilities. Similarly in Gujarat, Baroda Bus Station and Gita Mandir Bus Station have permissible commercial facilities up to 50 percent

of the total built up area in the transport land use area.

PPP framework for Bus Terminal/ISBT and Market Complexes across Jharkhand In order to promote Private Sector Participation/PPP for the development of Bus Terminal/ISBT and Redevelopment of Market Complexes in Jharkhand, the Government is intending the implementation framework under PPP mode as follows: l GoJ intends to develop the facilities on Design, build, finance, operate and transfer (DBFOT) mode. l Selected bidder will form a SPV to implementation the project as wholly owned subsidiary of it. The state government will enter into development agreement with the SPV. l Developer is entitled to have development rights in the minimum development obligation (MDO) land and Concession/lease rights on the commercial land. l Developer can sublease the commercial area to end users in co-terminus with the project period l Project construction would be monitored through Project Management Consultancy l The Developer shall within 30 days from the date of handover of the land, shall open and establish an escrow account with a nationalized

bank and all funds constituting the financing packages for meeting the construction cost of the commercial complex including money received towards advance and installments from prospective end user of the Developer’s allocation of space in the commercial complex during the construction period shall be credited to this account. The Developer shall maintain the escrow account in accordance with the provisions of Real Estate (Regulation & Development) Act, 2017 and Jharkhand Real Estate (Regulation & Development) Rules, 2017. l The developer shall be allowed for additional FAR subject to maximum three (3) for development of commercial facilities. l Parking facilities, Advertisement rights and collection of user fee will be permitted within MDO.

Opportunities for Potential Bidders investing in Jharkhand Bidders who wish to participate in the PPP projects should follow certain guidelines/parameters as laid down by the state. The bidder has to quote over and above the Minimum Reserve Price which is equal to 1.52 times of the circle rate of the commercial land under the project. Also, provision has been made for deduction of MDO cost before arriving at minimum reserve price at the time of finalisation of DPR by successful bidder. Thus, under the proposed policy, effort has been taken to link the financial bid with the project revenue rather than the Market price of land.

Aided by advancements in Information Technology, the city is making great strides in creating infrastructure and services to deliver quality life to its citizens. Rakesh Kumar Nandkeolyar, General Manager, Ranchi Smart City Corporation Limited, talks about the roadmap ahead of the Ranchi Smart City, in an exclusive interview with Gopi Krishna Arora of Elets News Network (ENN).

What is the vision of smart city Ranchi? Also, please tell us about the ongoing projects under the programme. The vision of Smart City Ranchi is to transform itself into a knowledge hub for educational excellence. Along with this, we want to create an efficiently-managed traffic and transportation system in the city, which is aided by Information Technology. There are two types of infrastructure developments taking place in Ranchi Smart City--Area Based Development (ABD) and Pan City Development.

We have 656.3 acres of land under ABD where we are developing the infrastructure. We have planned to auction the land after it is developed. As per the Master Plan, under ABD, we have allocated 20% of the land for institutional, 13% for residential, 11%

for commercial use, 8 % for public and semi-public use, 11% for mixed use components, and the rest 37% of land will be utilised for other usages, i.e., for infrastructure development, greenery, park development, River front development etc. Currently, the work is going on for integrated infrastructure development that includes components like land development, roads, water supply, sewerage, drainage, smart street lighting, power infrastructure and arboriculture. The cost of these projects is around Rs 470 crores and the deadline for completion is February 2021. Besides, we have started work on 220/33 Kv GIS-based sub-station to ensure 24*7 power supply in the city. This project will ensure uninterrupted power supply and is the first-of-itskind in Jharkhand. The GIS-based sub-stations are different from conventional service stations as these are gas insulated service stations. The land requirement in these stations is 1/4th of the conventional ones but their reliability is more. The project cost is Rs 226 crores and the time of completion is September 2020. Also, we are working on C4 (Command Control and Communication Centre). Its major components are ITMS, Smart Parking Management System, surveillance system, emergency call box, environmental sensors and WiFi in the city buses. This project costs around Rs 164.5 crores and will be completed by March 2020. This will be completed in two phases. We are planning to complete the first phase by December 2019. We also have a public bicycle sharing project on PPP mode. In the phase one of the project, 600 bicycles and 60 dock stations have been made

operational since March this year, and we are planning to complete the phase-two of the project by August this year. The project cost is Rs 21.81 crore, and the time span is of 6 years. C4 (Command Control and Communication Centre) & PBS is our pan city project. There are some other projects also. For example, we are making existing overhead transmission lines under ground as the smart city mission guidelines say that no power line should be over head. The cost for this project is Rs 17.7 crores and we expect to complete this by August 2019.

RSCCL has decided that if top 100 QS ranking universities come to Ranchi to set up universities, we will provide them plot (land) for a token amount of just Rs 1. But this will apply to the first applicant only. That apart, we have plots earmarked for two five-star and one three-star hotels, parks, urban haat, etc. A government-funded convention centre with 5,000 seating capacity is under progress. The work for Jharkhand Urban Planning and Management Institute (JUPMI), where urban planning and management courses will be studied, is underway. The institute will also train government employees in capacity building. An urban civic tower is also being constructed that will house government and private offices.

Tell us about your collaboration with World Bank and Asian Development Bank. Considering the substantial need for investments in urban infrastructure services and sector wide institutional strengthening, Urban Development & Housing Department (UD&HD), Government of Jharkhand, has collaborated with World Bank and Asian Development Bank (ADB). The collaboration seeks assistance for the proposed World Bank aided Jharkhand Municipal Development Project (JMDP) worth USD 210 million and proposed Asian Development Bank aided Jharkhand Urban Resilience and Liveability Improvement Project (JURLIP) worth USD 654 Million). As per a recent World Bank funded urban sector review for Jharkhand State, the total urban investment requirement of the state across all the ULBs for municipal services such as water supply, sewerage, drainage, municipal solid waste management and urban transport amounts to Rs 13,280 crore. Herein, a broad estimation of the possible receipts from various national urban missions as well as the entitlements of the ULBs under 14th Central Finance Commission vis-à-vis the urban investment requirements of the state exhibit a significant funding gap. This emphasises an urgent need for investments in the state to improve the basic municipal service delivery and provide a better quality of life in cities in Jharkhand. Moreover, there has been a major emphasis by the Central Government for states and cities under the new urban schemes: AMRUT, Smart Cities - to explore new and alternative mechanisms for sourcing funds to meet the urban investment requirements. How will Jharkhand benefit from working with World Bank and ADB projects? The World Bank and ADB Projects envisage to support the State in taking ahead its vision of strengthening decentralisation. This will be achieved by taking an ‘Institutional Development’ approach to service improvements in urban areas with the aim of creating systems that will deliver services in the future. Both World Bank and ADB have wide-ranging experience of working in more than 100 countries including quite a few in the South-East Asia region. The project can draw upon the experience of both these multilateral development banks in improving

solid waste management, urban transport, street lights and other municipal utilities such as green spaces, etc. in Urban Local Bodies (ULBs). In addition to Urban infrastructure Improvement, the experience of World Bank and ADB will help strengthen the institutional development component. These projects will aim at building resources, capacities and accountabilities of ULBs. They will also support strengthening the overarching urban policy, regulatory and governance architecture including building institutional capacity of key state urban institutions to deliver their mandate. This will allow incentivising of non-AMRUT ULBs to achieve AMRUT reforms and institutional strengthening standards.

What is the current status of World Bank and Asian Development Bank Projects? The project agreement for World Bank aided Jharkhand Municipal Development Project (JMDP) has been signed amongst World Bank, Jharkhand State and Department of Economic Affairs, Ministry of Finance, Government of India. The first phase of the projects worth USD 70 Million is already under execution and ranges from urban water supply projects to Urban Roads. Department of Economic Affairs, Ministry of Finance has accorded in-principle approval for the ADB loan towards Jharkhand Urban Resilience and Liveability Improvement Project (JURLIP) for a total expenditure of USD 654 Million. This project is planned as multi-loan project. The first phase of the project with an estimated cost of USD 250 Million is in advance stage of preparation and includes urban water supply, sewerage and drainage and urban road projects. The JURLIP will contribute to “improved urban living� in select towns ranging from capital and

What are the future plans in pipeline under this project? Both World Bank aided JMDP and ADB aided JURLIP will be designed with

the strategic agenda of achieving inclusive economic growth, which will provide economic opportunities for development of region including job creation. In addition, the design of the programme is targeted for environmentally sustainable growth to improve urban environment and disaster risk management, which will be addressed in environmental examination of all the projects. The project will have a consultation and participation strategy to engage and empower the poor and women with the assistance of civil society organisation, which will be a part of social due diligence strategy. The women will be the one who will benefit most from the implementation of the programme as they can use time saved for additional job opportunities. Also, implementation of the projects will target Agenda for Sustainable Development, which includes a set of 17 Sustainable Development Goals (SDGs) to end poverty, fight inequality and injustice, and tackle climate change by 2030. The specific SDGs that are being targeted include Goal 3 (Good health and Wellbeing), Goal 6 (Clean Water and Sanitation), Goal 9 (Industry, Innovation and Infrastructure), and Goal 11 (Sustainable Cities and Communities). Last but not the least, the project designs under World Bank and ADB projects will have new technologies to ensure sustainability of the assets created under the projects; e.g. energy efficient process and equipment for water and sewage treatment plants, appropriate selection of pipe material, new urban road construction design with appropriate street furniture in rural setting, etc. Also, new implementation techniques will be adopted such as micro-tunneling for laying large diameter pipe network for fast-tracking project implementation.

“We intend to ensure water harvesting in the urban areas which witnesses most of the water shortages. We are working on constructing water harvesting structures, promoting water harvesting, check dams so as to prevent the surface water from ultimately going to the sea. Retaining the field water and the river water is also one of our primary goals.” What is the vision of your department and how far have you come in fulfilling it? Jharkhand’s Water Resource Department looks after the state’s major water resources like the rivers and lakes. It also ensures water for irrigation purposes through building dams and canals and also providing reservoirs for supplying water to industries for their use. We have our drinking water and sanitation department which takes water from these reservoirs to be supplied for drinking purposes. and drinking. For this, the department constructs dams and canals. We are also planning to lay pipelines to procure water from rivers and store it in reservoirs in certain areas which don’t have sufficient rainfall.

The main challenge is that of land acquisition. The water has to pass from the land, as it is a linear structure. We cannot avoid such situations as whatever land comes in the way has to be acquired. There is an issue of forest land also. Getting forest clearance is also a very complicated process which involves lots of conditions to be fulfilled. So the big schemes of this department are not completed within time. Right now our mission is to take

proactive steps so that we speed up the execution of these schemes to avoid the increase in cost which turns out to be a huge burden. Monitoring of these schemes is also a matter of concern. We are coming up with an IT enabled system called the PPMS (Project Progress Monitoring System) which would have 23 modules right from monitoring the administrative to technical issues. It will also see that the officers go to the field, inspect and take the feedback, ensuring that the quality and speed of execution is as per the annual work plan. We have promoted around 400 officers and we have sent requisition for more officers, both in technical and non-technical categories.

What are the initiatives taken for sustainable development of the state? We are working on the issue of management of water resources and water harvesting, which is now under the Jal Shakti Abhiyaan, contemplated by the Honorable Prime Minister, Shri Narendra Modi. The state government is actively participating in Jal Shakti Abhiyaan. We intend to ensure water harvesting in the urban areas which witnesses most of the water shortages. We are working on constructing water harvesting structures, promoting water harvesting, check dams so as to prevent the surface water from ultimately going to the sea. Retaining the field water and the river water is also amongst of our main goals.

In crucial times such as floods, what are the measures taken in your state to tackle the situation? Jharkhand doesn’t experience much floods because we don’t have such big rivers in our state. It is only flash flood which may come and for that we ensure that sufficient care is taken for the

population residing near the banks of the river. We ensure that both the people and their properties are not harmed. We are not badly affected by floods so it is not a cause of concern in Jharkhand.

How does your department allocate water in terms of demand in the state? In terms of allocating water, there are certain formulae followed for various purposes like drinking water, issue of inter-state water distribution, and others. So keeping in mind the limitations imposed by the Central Water Commission, regarding the availability of water for a particular state, we sub-allocate it for different purposes. For industries we enter into MoU for supplying water as per desired quantities.

What are the challenges from water conservation perspective? The biggest challenge is the awareness of the people, especially the urban population. They have to be made more aware so that they don’t waste water. There is also an issue of tackling the grey water. We don’t have any mechanism through which the grey water can be treated. The industrial water also needs to be treated. There is also an issue of setting an affluent treatment of plants by the industries, besides problems related to rain water harvesting and water conservation. Then there is an issue of pollution of water, rivers, by industries, coal washeries, and by the people, who are living on the banks of the river. These are the causes of concern which needs to be addressed as they result in a huge crunch on the water resources of the nation.

Is Jharkhand about to face shortage of water or are there any signs of it? Signs have started showing in. The

There is an urgent need for recharging of the ground water harvesting and reducing the consumption and wastage. It needs to be tackled immediately. We need to have a better plan and re-examine the

agricultural practices because certain areas, which are water starved, are still focusing in the crops which are water intensive. New cropping patterns need to be developed which don’t require much rainfall by using sprinkler and drib technology. Micro irrigation process will be of big help to the farmers and prevent water shortage. If we resort to these techniques, perhaps we will be in a better position.

Tell us about your future projects. We are looking for methods, which would enhance the ground water reservoirs and water harvesting. We are also looking for ways to complete the schemes in time which have been lying negligently for the past 40-50 years and take up construction of checked dams. People’s participation and managing the assets is the approach which we need to adopt.

Any message for the people of Jharkhand on maximum utilization and save water. Regarding the water shortage, the people of Jharkhand should rise and wake up and get enlightened about the water crisis before it is too late. They should indulge in extensive water harvesting and its efficient use.

As many as 81 lakh houses sanctioned at a total investment of Rs. 4.83 lakh crore under PMAY - Urban is helping meet the objectives of providing a shelter to the urban poor. The Smart Cities with their core infrastructure facilities would draw population thereby increasing the opportunities for MSMEs to start new ventures/enterprises. Further, with increase in population the demand for affordable housing would also increase. We envisage that Smart Cities’ projects will be a huge opportunity for us to finance the credit needs of MSMEs and

After cyclone FANI devastated Odisha, which affected livelihood of millions, UCO Bank was the first one to activate Banking channel through offline payment utility. UCO Bank is ready to act as a Financial Platform Facilitator for various business requirements and can develop solutions at the earliest possible time for different business requirements. UCO Bank has reduced Net NonPerforming Assets (NPAs) to 9.72% in March 2019. How are you planning to reduce it further in the current fiscal? Banking industry has been in stress for over 3 years now due to burgeoning NPAs. In 2018-19, there has been an

improvement in asset quality of Scheduled Commercial Banks (SCBs) as Gross NPA ratio declined to 9.3 % as on March 2019 from 11.5 % in March 2018. UCO Bank’s Net NPA% decreased to 9.72 % in FY 2018-19 from 13.10 % in previous year. This was possible on account of aggressive recovery strategy of the bank in the previous year and also some quick resolutions through IBC route. Provision Coverage Ratio (PCR) of UCO Bank at 74.9 % is well above SCB’s average of 60.9 %; which is another positive factor for the Bank. In FY 2019-20, the bank has envisaged to further reduce Net NPA% to less than 6%. We have set an ambitious recovery target of Rs 2,000 crore per quarter and also reach out to each and every defaulter and educate them about benefit of settling their dues with the Bank. Government is putting a lot of focus on ‘PSB loans in 59 minutes’. What are your views pertaining to this model of loan disbursement? In recent times, multiple Fintech firms have emerged and are providing effective solutions to applicants seeking MSME loans through an effortless process. ‘PSB loans in 59 minutes’ portal launched by Shri Narendra Modi, Hon’ble Prime Minister of India, is effectively an online marketplace with presence of various financial institutions and prospective borrowers. Usage of technology has made application process transparent and hassle-free. This portal verifies and analysis data pertaining to GST, ITR, Credit information Companies, Bank statements etc and also carries out basic appraisal while providing in-principle sanction to applicant. This portal is now being expanded to include Personal, Home and Auto loans in days to come. Financial institutions have gained from this

The Regulator is eliminating the problem areas in PSBs through Prompt Corrective Action (PCA). What do you have to say about its effectiveness? Prompt Corrective Action (or PCA) is intended to take proactive corrective measures in a timely manner, so as to restore the financial health of the banks that are at risk by limiting deterioration in their health and preserving their capital levels. While Asset Quality and Profitability continue to be the key areas for monitoring, Common Equity Tier-1 ratio has also been included to signify that it has the highest loss absorption capacity. The government infused Rs 1.6 lakh crores of capital during FY 2018-19. This helped five banks to come out of the Reserve Bank of India’s PCA framework. This framework has led Banks to find alternative sources of capital, viz., Employee Stock Purchase Scheme to shore up their capital base.

The performance of banks under PCA is slowly but steadily being restored. Credit growth of Public Sector Banks (PSBs) registered nearly double digit growth of 9.6% in March 2019. Capital Adequacy of Scheduled Commercial Banks (SCBs) improved after the re-capitalisation of PSBs. With the bulk of legacy Non-Performing Assets (NPAs) already recognised in the books, the NPA cycle seems to have turned around. Provision Coverage Ratio (PCR) of all SCBs rose sharply to 60.9 per cent in March 2019 from 48.3 per cent in March 2018, increasing the resilience of the banking sector. Imposition of PCA has led Banks to de-risk their asset side of Balance Sheets by moving away from riskier sector loans to less riskier ones, along with changing their portfolio mix from corporate to retail, enhancing non-interest income, focusing on low cost funds to improve net interest margins. Besides this, they are also stressing on expenditure control, optimizing branches, concerted efforts on Recovery and revamping Credit Monitoring through data analytics to capture early warning signals.

The ‘Smart City Mission’ is also a flagship scheme launched by Government of India. In the era of urbanisation and changing culture of Indian cities, the Smart City Mission has been launched with the objective to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. Banking facilities are also one of those solutions which will be required by the citizens with all the financial services and assistance in the proposed smart cities. Union Bank is financing multiple projects, which are envisaged for transformation of cities. Besides, the Bank has recently launched a National Common Mobility Card, which is a kind of smart card and will be used as single card with multipurpose uses such as in transport, shopping, cash withdrawal etc. i.e. meeting all the requirements with one card.

Union Bank has launched various digital initiatives like Contactless Debit Cards, Mobile Banking, Tabulous Banking, Mobile Passbook, Immediate Payment Service, Green Pin, Internet Banking with latest safety features, U Control app for controlling of Credit Cards, Union Recovery App for monitoring NPA accounts with Geo Tagging options, etc.

On the occasion of entering into centenary year in 2018, we have launched various Digital Products like Integrated U Mobile app through which customers may apply for MUDRA Loans directly, Combo Card (Debit cum Credit Card) and Green Data Centre. The Bank has leveraged digital across the value chain right from origination to underwriting of credit and then proactive monitoring of stress. Most satisfying is the use of technology for ushering a performance centric culture, through digital dashboards, resource deployment and training through e-learning, thus creating a skilled and motivated workforce for organisation.

The PCA puts certain restrictions on kind of business banks can pursue. The idea is to restrict expansion in riskier areas and thus conserve capital. Meanwhile, Government has helped with requisite capital support as well as creating enabling institutional architecture to expedite resolution of stressed advances. Insolvency and bankruptcy code (IBC) has helped usher an era of responsible credit, with banks and borrowers both having a say in resolution of stress. More importantly, it has created right incentives for settling the differences thus maximising value. Several banks that were put under PCA of late have successfully come out of it, emerging stronger and responsible entities.

Operate Transfer (BOT) project wherein JWIL has built a 52 MLD Water Supply project having 30 reservoirs for supplying drinking water to the new capital of Chhattisgarh. In the rural sector JWIL Infra has executed Multi Village water supply projects for more than 250 villages across states that shall provide adequate quality drinking water to millions of lives in these rural areas where clean drinking water was a distant dream. JWIL is currently executing a single project to provide drinking water to more than 400 water starved villages of Madhya Pradesh. JWIL Infra is executing on Single Responsibility Basis the Irrigation network under Parwan Major Irrigation project in Rajasthan comprising CCA of 70,000 Ha area through Pressurized Distribution method in Districts Baran, Jhalawar & Kota, Rajasthan. On the Industry front, JWIL Infra has set up a CETP on PPP basis for the Industrial belt of Sitarganj in Uttarakhand, to mitigate the pollution caused by industries. A Sewage Treatment Plant by JWIL at Bhilwara treats municipal sewage to recycle the water to mining industry for secondary usage.

One of the most significant and socially relevant project being executed by JWIL Infra today, is providing 24 x 7 clean treated water to 2.5 lakh population of Adityapur in Jharkhand. The 60 MLD system will draw water from Suvarnarekha River and the 30 MLD system will draw water from the Kharkai River and Sitarampur Dam. This will ensure yearlong supply without dependency on natural factors such as rain and ground water. The socio-economic impact will generate job opportunities for local manpower and boost the local construction industry.
