The projects are classified into three categories based on the means of finance, which are Smart City Mission only (SCM), Public Private Partnership (PPP) and Convergence. The projects which have already been completed and implemented are based on IT/ICT, waste management, power generation, energy conservation among others.
IT & ICT Innovations by Lucknow Smart City WiFi Hotspots - Under the complete SCM projects, Lucknow Smart City Limited has installed WiFi hotspots across areas like Jhandewala Park Aminadab, Kargil Shaheed Park, Jhandi Park, Lal Bagh, Butler Park, Rampal Singh Park and Gandhi Setu to Ambedkar Setu, River Front. ICT for Bus Services - Within this project, GPS devices have been installed in all the buses of the city. The implementation of the ICT solution software has been made to improve the quality of transportation services. This further facilitates access to realtime arrival information to commuters.

The One Lucknow Unified Smart Mobility Card enables citizens to use a single card at all the mobility locations including City Bus, Metro and City Parking etc. Lucknow Metro Rail Corporation has introduced unified mobility card for metro services which is integrated to services of Uttar Pradesh State Road Transport Corporation (UPSRTC) and Lucknow City Transport Services Limited (LCTSL).
Lucknow Smart City Limited has installed City Bus App ‘CHALO’ in January this year. One Lucknow Unified Smart Mobility Card - The One Lucknow Unified Smart Mobility Card enables citizens to use a single card at all the mobility locations including City Bus, Metro and City Parking etc. Lucknow Metro Rail Corporation has introduced unified mobility card for metro services which is integrated to services of Uttar Pradesh State Road Transport Corporation (UPSRTC) and Lucknow City Transport Services Limited (LCTSL). Safety and Surveillance Measures - Within this project, PTZ and CCTV cameras are installed across the city under the flagship project ‘Drishti’. “One PTZ camera and five CCTV cameras have installed in ABD area. There are several projects in pipeline which are either in progress of tenders have been afloat. According to Sanyukta Bhatia, Mayor, Lucknow, while the Government is being instrumental in implementing policies and plans towards Smart City Mission and has launched campaigns like Swachh Bharat Abhiyan, it is for the citizens to maintain a clean and sustainable ecosystem. She emphasised that the awareness should be there within the people and the zeal to keep the city clean and beautiful should be within the very conscience of the people. “We aim towards an all inclusive development and without the cooperation of all citizens, we cannot achieve our goal,” Bhatia says.

Committed to improve government service delivery like registration of property and marriages, the Government of Uttar Pradesh has embarked upon many ambitious projects to upgrade not only the quality of services but also improving the image of the state by adopting modern technology, says Nand Gopal Gupta, Minister for Registration, Court Stamp Fees and Civil Aviation, Government of Uttar Pradesh, in an interview with Arpit Gupta of Elets News Network (ENN).

The purpose of PRERNA is to computerise the registration process in the state of Uttar Pradesh, in such a manner that the day-to-day activities of property registration can be streamlined.
What is your plan of action for implementation of ICT in the Stamps & Registration Department of Uttar Pradesh Government? The Stamps and Registration Department is one of the important departments of the Government of Uttar Pradesh, which generates the second largest amount of revenue to the state. Citizens are directly connected with its services; hence adoption of modern, online and advanced technologies would not only upgrade the quality of service but also improve the image of the state. We are currently working on a very ambitious project called PRERNA (Property Evaluation & Registration Application), which has been specially designed to reorient the Stamps and Registration Department towards 100
More than 40,000 lakh registries happen in a year in the state and nearly 2.5 crore people visit the registrar office in their area. The online system has been designed to eliminate the maladies affecting the conventional registration system by introducing electronic delivery of all registration services. This software will facilitate the citizens in a big way that they need to visit the registrar office for biometric verification only. Submission of documents and purchase of stamps can be done online.
Please explain how the marriage registration process has become easier with the introduction of e-Parinaypatra in the state? Marriage registration certificates are issued by the Stamps and Registration Department, Government of Uttar Pradesh to both husband and wife whose marriage has already been solemnised. It is a very simple, unique and first of its kind registration system in the country, where registrants get the marriage certificate online without going to the marriage registrar’s office after their details are authenticated through Aadhaar. In e-Parinaypatra, the registrant has to apply online through departmental website http://igrsup.gov.in. In this process the details of husband and wife (like name, age, fathers name, address, email, mobile no. and photograph) are captured using Aadhaar. Online payment of registration fee is done though net banking. After the successful payment, marriage registration certificate in Hindi and English is sent to the registrants email/login instantly.

Under the Central government’s ambitious scheme Ude Desh Ka Aam Nagrik (UDAN), the state government had decided to develop new airports in 12 major cities of the state under Regional Connectivity Scheme (RCS). Airports in Agra and Kanpur came up in the first phase. Under the second phase of RCS – UDAN, development of airport will take place in 10 cities — Allahabad, Aligarh, Azamgarh, Bareilly, Chitrakoot, Hindon, Jhansi, Moradabad, Sonbhadra and Shravasti. For air connectivity, two years ago, there were only three airports functional in the state. Today, along with these airports, we have functional airports in Prayagraj, Agra and Kanpur. The government is also developing the Jewar International Airport which is expected to have an annual passenger handling capacity of 60 lakh when it opens by March 2023.

These include reimbursement of state GST on tickets for the next three years, no parking charges or night halt charges of aircraft at government-run airports and other concessions. The government has decided to provide minimum land, if required, free of cost and free from all encumbrance for development of RCS airports. Government will also provide ambulance and medical facilities, bus connectivity with the nearby main city at RCS airports and publicity support for RCS routes. Security and fire services free of cost will be provided at RCS airports through appropriately trained personnel and standard equipment. The ‘City of Nawabs’ famous for its ‘Ganga-Jamuni Tehzeeb’, Lucknow is gradually being transformed with strategic focus on liveability, mobility, cleanliness and prosperity of its citizens, bearing in mind the unique heritage and culture that the city is known for across the world. Dr Indramani Tripathi, Municipal Commissioner, Lucknow Municipal Corporation & Chief Executive Officer, Lucknow Smart City Limited, encapsulates the progress of various smart city projects, initiatives and innovations that are redefining the city, in an exclusive interview with Arpit Gupta of Elets News Network (ENN).

Nearly three years after its inception, how is Lucknow Smart City Ltd placed in terms of completing various projects undertaken as part of the Smart City Initiatives? On the basis of means of finance adopted, Lucknow Smart City projects have been broadly categorised into three distinct categories—Smart City Mission (SCM) projects, projects taken up under PPP Mode and Convergence Projects. The combined value of these projects, 66 in total—22 under SCM, 9 under PPP Mode, and 35 under Convergence—is Rs 1,977 crores. Two SCM projects, establishment of Wi-Fi hotspots and establishment of
Open Gyms, have already been completed, while work is in progress in 17 other projects. Under PPP Mode, four projects— Solid Waste Management - GPA & ICT for user charge collection, Smart Community bins, Solar Roof Top PV, energy efficient street lighting, public bike sharing have been completed. Work is in progress on projects like PNG network, public community toilets and beautification of Quaiserbagh chauraha. Under Convergence projects, 9 have been completed.
What challenges are being faced by Lucknow Smart City in terms of completing various projects?

Some of the projects related to development of infrastructure and facilities at slums, road and junction improvement, pedestrian infrastructure and street furniture, and beautification of Globe Park to make it universally accessible for disabled have been delayed or disapproved due to various issues. But despite existing challenges, we have been able to complete projects worth Rs 283.61 crores including Smart City Surveillance System-Pan, ICT for city bus services, underground distribution cabling and relocation of transformers, solid waste management, restoration of Lal Baradari, energy efficient street lighting, among others.
Can you list some of the most impactful projects that have been completed so far? Under the flagship project “Drishti” Police Department has installed CCTV
video analytics with High Definition cameras across Lucknow. It will have features like Automatic Number Plate Recognition System, E-challan System, Video Analytics, etc. This project would ensure safety and security to citizens by providing 24/7 surveillance at important junctions in the city. The project will also allow post-incident investigation, while traffic information at the junctions will help reduce traffic congestions. Under the project Intelligent Communication Technology (ICT) for City Bus Services, GPS devices have been installed in all the city buses and a city bus app, “CHALO”, was launched on January 20, 2019. The project has been designed to enable the commuters and Lucknow City Transport Service Ltd (LTSCL) with real-time information of the buses. The webbased dashboard through a web link enables LTSCL to analyse real-time data and generate monthly report on
average time of travel per route, average speed per bus per route, etc. We have established WiFi Hotspot at six parks situated in ABD area, namely— Jhandewala Park in Aminabad, Kargil Shaheed Park, Jhandi Park in Lal Bagh, Butler Park, Rampal Singh Park, and Ghandhi Setu to Ambedkar Setu on River Front. Lucknow Smart City Ltd has also completed installation of open gym equipment at Jhandi Park and Dayanidhan Park.
What steps have been taken to address the waste management issues in Lucknow? The Integrated Solid Waste Management project, which envisages door-to-door collection of Municipal Solid Waste MSW), Secondary Waste collection from designated points, transportation of MSW from secondary collection points to process plant, O&M of process plant to produce compost & RDF, and setting up a 15-MW Wasteto-Energy Plant at Shivri using RDF as fuel, has been successfully implemented. Under the project, door-to-door MSW collection has started in all 8 zones of the city, and as many as 30 Mini Transfer Stations (PCTS) have been operationalised to eliminate 100 plus open dumps. have been acquired at the cost of Rs 3.25 crore. The advantages of the portable compactors include minimal foul smell as the garbage is compacted and kept in a closed container; the compactors are installed in covered area and are protected from rain; the leachate generated during compaction of the garbage is handled and does not allow breeding of mosquitoes and flies; the garbage is transferred to the dumping ground in a clean and hygienic manner; and leads to fewer cleanup problems as the trash is sealed in a container, among others.
Can you please elaborate on the innovations introduced in the areas of smart lighting, renewable power and energy efficiency? We have adopted Energy Efficient Street Lighting system to minimise energy usage of the city, which allows operating it as per the real-time field requirement and has features like automated controls that make adjustments based on conditions such as occupancy or daylight availability. Built at the cost of Rs 144 crores, it allows real-time tracking and management of street lights, automatic illumination adjustment based on human presence, and automatic status updates or failure alerts to remote server. A Power Purchase Agreement on RESCO Model was executed between

Veerangana Avanti Bai Women Hospital and M/s Clean Max Enviro Energy Solutions Pvt Ltd, (empaneled vendor of Solar Energy Corporation of India Ltd (SECI, Govt of India Enterprise), on 28th April, 2018. The project involved setting up of a 178-KW roof top solar power plant at Veerangana Avanti Bai Women Hospital and selling the power generated by it to the hospital at the predetermined tariff of Rs 3.91 per unit. The project has now been completed, allowing the hospital to use solar power that is cheaper than grid power it was using previously. MVVNL is also implementing the Smart Metering project under Saubhagya Scheme, under which emphasis is on providing electricity connection to households through EESL. Procurement of meters for the project has been completed, while work of allocation, distribution and installation is in progress. As many as 57,278 smart meters have been installed till date.
Lucknow is known for its historic structures and buildings of cultural importance. What steps are being taken to preserve the rich heritage of the city? We have proposed working on a number of heritage projects including Chattar Manzil, Roshan Ud Dolah Kothi, Kothi Gulestaan-e-eram, and Darshan Vilas Kothi. The work is being done in
collaboration with the State Culture Department. More than Rs 152 crores will be spent on restoring these heritage structures to their former glory. Besides, the façade lighting of Charbagh Railway Station, Lucknow University and Shaheed Smarak has been initiated to promote night tourism and visibility of the heritage monuments.
Can you throw some light on the progress made in the Gomti River Front Development Project? Maintenance and development of Gomati River Front at the cost of Rs 27.35 crores was awarded to Lucknow Development Authority. It is an ongoing project, which envisages beautification, gardening and development of 8-km stretch on both the banks of Gomati River covering approx 300 acre of area. At least 90% of the area has to be developed as garden. The project includes development of Rose Garden, Lotus Valley, Medicine Park, Navgrah Vatika and Nakshatra Vatika. The project will also have areas dedicated to a Yoga kendra, kids’ zone, play grounds and meditation points. Besides improving the water and air condition of the area, it will further boost tourism in Lucknow generating revenue for various stakeholders.

Second Edition of GBC to Bolster Investors’ Confidence in UP Second Ground Breaking Ceremony to be inaugurated by Hon’ble Home Minister Amit Shah on 28th July, 2019 is proposed to formally put on ground nearly 25% of the projects the leads of which were generated a year ago at the UP Investors Summit 2018.
I
n its endeavour to promote industrialisation and attract investments, Government of Uttar Pradesh organised the first-of-itskind UP Investors Summit in February 2018. The unprecedented success of the 2018 summit led to generation of investment intents worth more than Rs 4.28 lakh crores across sectors like Renewable Energy (16.8%), Infrastructure (15.4%), Power (14.7%), IT & Electronic Manufacturing (10.2%), Tourism (10.1%) etc.
In order to facilitate these investment intents, the State Government undertook strong initiatives and reforms. As a result, 81 projects worth more than Rs 60,000 crores were grounded within five months of holding the summit. Continuing to implement major sectorspecific policies and systemic and procedural business reforms, the State Government is now set to put on ground another 200+ projects worth more than Rs 60,000 crores. With this, the state government will ground nearly 25% of the leads generated a year ago at UP Investors Summit 2018.

Towards this, Second Ground Breaking Ceremony on 28th July, 2019 is proposed to formally launch all these projects for necessary activities leading to completion of the proposed projects in Lucknow, and is expected to have participation of 2,000 industrialists. It will be a full day event, wherein State Government will be inviting investments in key potential sectors like Agro & Food Processing, Electric Mobility, Defence & Aerospace Manufacturing, IT & Electronics Manufacturing, Tourism & Film, Renewable Energy, etc. The event will be inaugurated by Hon’ble Home Minister of India, Shri Amit Shah ji. The objective of the ceremony is to not only bolster the confidence of the investors in the State but also to send a strong positive signal to the business community about the proactive approach of the State Government. Thus justifying the motto: ‘UP – Powering New India.’ This culture of felicitating such projects is expected to further incentivise the private sector for fast-paced implementation of

During the event, it is proposed that Hon’ble Home Minister of India will digitally ground break these projects followed by digital effects and then screening of a movie on Ground Breaking. “We are in a transitional phase to transform Uttar Pradesh into an IT and Electronics enabled state� Despite starting the IT infrastructure late in Uttar Pradesh, we have been able to implement the digital transformation at a rapid pace, says Kumar Prashant, Secretary, IT & Electronics; Managing Director UPLC; Managing Director Uttar Pradesh Development Systems Corporation Ltd. and Project Director, eSuvidha in an exclusive interview with Arpit Gupta of Elets News Network (ENN).
The Government of Uttar Pradesh has recently launched the Chief Minister Helpline. How effective has it been so far in engaging with the citizens? Earlier, the citizens had to visit Tehsil offices or District Headquarters if they had to redress their grievances or register complaints. This caused much inconvenience to the citizens belonging to rural areas, who had to travel almost 70 to 80 kilometres from the district or Tehsil Headquarters. The purpose of launching the Helpline was to ease the process for the citizens by enabling complaint registration through a phone call. A toll free number, 1076 was created. A centralised call centre was established in Gomti Nagar, Lucknow. There is a capacity of receiving 80,000 calls and making 55,000 outbound calls in a day. The centre has been made functional and was inaugurated by the Chief Minister. Prior to that, it was running on beta version, in which we were receiving around 18,00020,000 calls each day, out of which 2,000-3,000 calls were grievance related. On the day of inauguration, we received more than one lakh calls. At present, we are receiving around 60,000 calls, of which around 20,000 calls are grievance related. One important aspect of this Helpline is that, it does not redress calls related to ongoing court cases. We have also integrated the calls with 100 (Police), 102 (Ambulance) and 1090 (Women Helpline) numbers as well.

So far we have received maximum grievance calls in the Food Department. The calls are generally related to the delivery of ration

or improper issuance of ration cards etc. This is followed by Revenue and Taxation Department along with Land Acquisition related issues followed by Home Department such as FIR or investigations. There are two major policies, UP IT & Startup policy and Electronics and Manufacturing policy. Please throw some light on these policies in terms of scope of investment in the state. At present, the IT Department has launched four policies. The Startup policy has been separated from that of the IT policy owing to the massive transformation in the Startup ecosystem. We have also launched a Data Centre policy. The objective of these policies is to promote and attract investors as much as possible. We are generating an ecosystem of start-ups and incubators. We encourage the youth to set up their businesses or to present their ideas. Under the Data Centre policy, we aim to secure the existing data by creating local cloud-based Data Centre. Generally the host Cloud-based Data Centres are companies like Amazon or Google. Owing to the third party hosting of Data, there is a threat looming over the data privacy. As far as investments are concerned, we have signed MoUs on investment of Rs 55,000 crore in the recently held groundbreaking ceremony. On ground, we have already received investment

of Rs 59,000 crore. In the upcoming groundbreaking ceremony, we are likely to receive investment worth Rs 15,000 crore. We have received investment offers of Rs 17,000 crore from companies which will participate in the groundbreaking ceremony and sign MoUs. Earlier, our Electronic & Manufacturing policy was limited to Noida and Greater Noida only. We have put efforts to eradicate the regional imbalances and making the policy more lucrative for investors based in Poorvanchal or Bundelkhand or Central UP (Lucknow) areas. At present, western Uttar Pradesh areas such as Noida and Greater Noida have already saturated. Hence, we are making offers which are more lucrative. We are offering incentives based on revenue as well as non-revenues. Within revenue, there are factors like capital subsidy, interest

subsidy, subsidy in land duty and rebate in State GST. The non-revenue incentives include subsidy in filing for patents, reimbursement of fee for skill development training of stuffs to name a few.
Are you also looking at creating employment opportunities for the Uttar Pradesh citizens along with the incoming investment opportunities? Yes, definitely. We have already created over two lakh job opportunities in the IT and Electronics department in either direct or indirect modes. Companies like TCS and HCL have invested in our state and have recruited the software professionals from Uttar Pradesh. Apart from that, these companies also work on creating software solutions, for which they take help of ancillary

departments of the state. They also train and develop the skill sets of the people, which further creates indirect employment opportunities.
IT is a central and nodal zone which works in tandem with various departments. How has been your experience of working in this department? How would you rate the e-service penetration within the citizens? Despite starting the IT infrastructure late in Uttar Pradesh, we have been able to implement the digital transformation at a rapid pace. As far as e-service penetration is concerned, we have installed common service centres in the rural areas. We provide over 250 online services across 34 departments. We have received positive response from the citizens. Some of the basic services include issuance of caste certificates, domicile certificate, birth and death certificate etc. Other services include eSuvidha centres, which includes single window Utility Bill payment options. The service is being expanded to Eastern, Central and Southern Uttar Pradesh. At present, we are receiving payment of Utility Bills of approximately Rs 300 crore per month. Within the scheme of PMGDIsha (Pradhan Mantri Gramin Digital Saksharta Abhiyan), we had a target of providing digital literacy to six crore citizens. Through this, we are not only offering the digital literacy, but also creating awareness about the

egovernance policies and schemes of the state to the citizens through the online or eSuvidha centres.
How has been the overall implementation of the Uttar Pradesh IT department and what are your plans in pipeline to further enhance egovernance in the state? We are in the process of creating an outline and vision for the state’s Digital progress. For that, we have hired a

Consultancy, PricewaterhouseCoopers. Among the other initiatives, we have launched State Wide Area Network (SWAN-2) across the state. We have assigned the task to Airtel, which has 885 Points of (POPs) at our Block Headquarters, Tehsil Headquarters and District Headquarters. The endeavour is to connect the main offices of Uttar Pradesh through a broadband connection of 10 MBPS through fibre optic cables. We are also in process of expanding our State Data Centres. We have got 40 acre land allocation from UPDPL to build a new State Data Centre. Apart from this, we have also deployed biometric attendance system at all government offices and educational institutes. We expect to mitigate the challenge of low attendance among government employees. Another initiative is Aadhaar linked services for our citizens. The percentage of Aadhaar enrolment has increased from 80 to 90 percent. Checking the authenticity of the Aadhaar cards is also on priority. Foundations of Software Technology Parks have been laid in cities like Meerut, Agra and Gorakhpur and are in process at Varanasi. Software Parks house software firms, incubators for start-ups etc. With these schemes, we will be able to transform Uttar Pradesh into an IT and Electronics enabled state. We are in a transition phase at present, but with the State government’s effort, we would soon be able to realise the vision.

ODOP— A Growth Booster for Small Businesses in Uttar Pradesh Launched with an objective to promote traditional cottage and handicraft industry and entrepreneurship, the One District One Product scheme is facilitating many small businesses in Uttar Pradesh to realise their dreams of going global.

rom working at other enterprises for petty wages to providing employment to 18 people, Kamal Kumar Kardam’s life took a 360 degree turn after he decided to visit DIEPC office in Agra and apply for a Rs 20-lakh loan under the Prime Minister’s Self-Employment Scheme through Union Bank. The officers of DIEPC office informed Kardam, a supplier of leather goods, that the leather products from Agra had been identified and marked under the One District One Product (ODOP) scheme. Uttar Pradesh became the first state in the country to implement the ODOP scheme, which was launched by the Central government to provide the much-needed impetus to micro, small and medium enterprises (MSME) and cottage industries. Kardam, like many other entrepreneurs, registered with the e-commerce website Amazon to market and sell his products and since then there is no looking back. The story of Kardam, and that of many others like him, is the story of hope, self-reliance and success

that needed a slight nudge to start unfolding the way it has. Uttar Pradesh is a treasure trove of unique products and crafts including leather goods, carpets, textiles, pearls, furniture, glassware, brassware, woodworks, iron and steel articles, and machinery equipment, among others. However despite being the second largest job creator in the state after agriculture, MSMEs and cottage industries would often be found grappling with the lack of funding, marketing know-how and platforms to showcase their offerings. It was against this backdrop that the Uttar Pradesh Government, led by Chief Minister Yogi Adityanath, launched the ODOP scheme. Besides boosting traditional cottage and handicraft industry and entrepreneurship, the ODOP scheme has the unique feature of creating job opportunities with low capital investment. the state has a unique identity in the form of its traditional craft, the scheme also has a great potential to help small entrepreneurs expand their businesses and turn exporters. Therefore, it is in this light that Uttar Pradesh ODOP E-Marketing Initiative assumes significance. Activities taken up under this initiative includes conducting training for nodal officers, conducting workshops for weavers/artisans and MSMEs and onboarding sellers on e-commerce platforms like Amazon for discoverability of sellers and products by small businesses. The initiative has opened up new avenues for growth of traditional industries like terracotta from Gorakhpur, carpets from Bhadohi and leather products from Kanpur and Agra. As part of this initiative, Uttar Pradesh government celebrated ‘Small Business Day’ last year on December 16 with dedicated visibility across media channels as well as online platforms to promote small businesses from the state. Bolstered by exhibitions, technical sessions, workshops under ODOP, small entrepreneurs from Uttar Pradesh can now dream big by making their products global.

ndia’s Smart Cities Mission was launched by the Prime Minister Shri Narendra Modi 4 years ago on June 25, 2015. The main objective of the Mission is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart Solutions’. The focus is on sustainable and inclusive development and to create replicable model which will act like a lighthouse to other aspiring cities. The process of selection of 100 smart cities was based on the principle of Cooperative and competitive federalism —all cities were given equal opportunity to enter through All India Challenge conducted in four rounds. Technology is one of the many instruments that smart
cities are adopting to solve urban challenges. Inclusiveness is built into the mission to ensure that each and every citizen benefits from the urban transformation that is taking place in the smart cities. Each Smart City has been encouraged to formulate its own concept, vision, mission and plan (proposal) which is appropriate to its local context, resources and level of ambition. For the first time, an independent institutional mechanism in the form of aSpecial Purpose Vehicle (SPV) has been created to ensure integrated implementation of urban projects. For the first time, convergence with various other Missions within theMinistry of Housing and Urban Affairs (MoHUA) as well as other Ministries and leveraging of resources through various sources like PPP, debts, land monetisation, etc, was built into the design of the Mission. Principles Guiding Smart Cities Smart cities in common parlance are understood to be cities that use appropriate technologies for improving quality of lives of their citizens. Our Smart Cities are woven around the following 6 principles: 1. Citizen at the core: Citizens and the communities are at the centre of development; 2. More from Less: Being conscious of resource constraints, they have to generate more impact/outcomes from use of less resources- energy, finance and others; 3. It may include identifying distribution-wise top five or bottom five districts in the State, or the analysis of sales patterns in various districts over a period of time.
How is Aadhaar transforming the PDS in Uttar Pradesh? Aadhar-enabled Public Distribution System (PDS) through Point of Sale (PoS) machines is a game changer for Uttar Pradesh. The process of using Aadhaar for distributing commodities has now been completed in the rural areas of Uttar Pradesh. Earlier, it was completed only in urban areas of the state. Through the portal – https://mis. uppds.com/ – we are able to monitor the PDS across the state at any time. For example, by simply logging on to the website, which is in public domain, I can access the information on how much food grains have been
This new system has ushered in transparency. So, distribution through ePoS which is linked to Aadhaar ensures that a genuine person has collected the food grains at Fair Price Shop (FPS). Currently, around 80 percent of the ration cards have been linked with Aadhaar. Therefore, we make efforts to ensure that the distribution through Aadhaar doesn’t
go below that percentage. A proxy cannot be ascertained as a genuine beneficiary, but as per the Supreme Court’s direction we have to allow distribution of commodities without biometrics as there have been issues of mismatch of fingerprints, especially in the case of manual labourers. So, we have found a solution by starting scanning of iris for authentication. Our data is also able to reflect that how much ration has been issued after iris authentication is done at FPSs. We also send block engineers to train PFS owners in iris authentication.

Other initiatives we are taking include the introduction of electronic weighing scale of 5-MT capacity at block go-downs. Some of these scales have already been installed in some warehouses. This has been done to address the complaints of FPS owners that they don’t get the delivery of their full quantity of commodities.
Other states have also adopted the Command and Control Centre method for monitoring PDS. But the number of such states is very small. For example, the Telangana Government has used this system effectively to monitor PDS in the State.
We are in the process of installing CCTV cameras at every marketing warehouse. This too is being planned to plug the pilferages in PDS. Another initiative in the pipeline is to provide a 50-kg capacity weighing scale at the FPSs and integrate it to the PoS.

General public is assured that every month they would receive commodities they are entitled to, although there are few challenges that remain. For example, we are trying to address the issue of people getting the food grains at FPSs at the right price.

So far as Aadhaar seeding is concerned, Uttar Pradesh has 13 crore 50 lakh beneficiaries and 3 crore 50 lakh ration cards, which is a huge number. Out of a total of 12 crore 71 lakh Aadhaar numbers fed into the system developed by NIC, 11 crore 9 lakhs, or almost 85 percent of the total, have been validated, which is a big achievement. The system is evolving as per the requirements. People can seed their Aadhaar numbers on their own from our Common Service Centres. In terms of purchasing paddy and wheat we have set a record of more than 100 percent. But this year, the purchasing of wheat has marginally come down as the market price of wheat is good and almost equivalent to MSP. Against the target of 55 lakh tonnes, we have achieved 35 lakh tonnes and we are still left with few days to June 25 to take it further. Our work is to ensure the purchasing from farmers is done as per the MSP.

Banda DM Heera Lal launches Campaign to Curb Water Crisis In a bid to fight the water crisis of Banda, Uttar Pradesh, District Magistrate Heera Lal has launched a campaign to conserve and revive water bodies including ponds and wells. The district perennially suffers from water scarcity, hampering the lives of the citizens.
T
he tagline of the campaign is ‘Kuwon-Talabo me paani layenge, Banda ko khushhaal banayenge’ (we will revive the wells and ponds and make Banda prosperous). The objective of the campaign is to improve the ground water level and save potable water.
The District Magistrate has appealed the farmers, “Farmers with more than
five acre land must build their own pond to irrigate their farms.” This step would help save and recycle water. DM Heera Lal mentions that under the Banda Khet-Talaw Yojna, in the fiscal year 2019-20, as many as 2500 ponds are slated to be built. As per the mandates stated by the administrative body, the ponds should be located in the recharge zone. There should be regular cleaning of the ponds and the inlet of the pond has to be constructed in such a way that soil or other particles do not get mixed with the water. The height of the pond should be at least one foot higher than the maximum water level. There should be at least three inlets in the ponds and the ponds should be cleaned every two to three years. For the restoration of wells, the primary step is to clean the well, even if it is not in use. DM Heera Lal mentions, “Wells and their surroundings should be cleaned in every two to three months. The base of the wells should be elevated.” The guidelines also state that there should be a shade on the well in order to avoid the water to get contaminated. Also, regular chores like cleaning, washing, feeding domestic animals should be done away from the wells. Talking about the significance of the campaign, A K Singh, Deputy Director Agriculture, Banda says, “In order to secure our present and future, we must rejuvenate and revive ponds and wells in a collective way. There has to be collective and continuous effort in order to achieve this.” Prior to launching the campaign, the DM had also inspected several wells of the city along with the Jal Sansthan and Nagar Palika authorities. Leveraging Rain Water Harvesting to curb water shortage According to Heera Lal, the average rainfall in the Bundelkhand district is 902 milimetre, which is higher than that of Punjab and Haryana, which is 636 milimetre and 563 milimetre respectively. The reason why the other two states could tackle the water crisis despite low rainfall is rainwater harvesting.

“Owing to lack of proper infrastructure, a large portion of rain water flows away untilised, which, if stored and treated, can solve the water crisis to some extent,” Heera Lal said. The DM has suggested Shaft Digging near well or hand pump to conserve the rain water. “Even trees help us store and conserve water. Hence, plant as many trees as possible in your vicinity,” he said. Sharing further details about the initiatives to conserve water in Banda, Heera Lal stated, “On one hand we are building check dams, small and big ponds to conserve water and on the other hand we are using irrigation techniques like drip and sprinkler irrigation to ensure that less water is used for irrigation.”. On receiving the award, Heera Lal has congratulated the people involved in this campaign and has appealed that now focus on the revival of wells and ponds in the next phase of this campaign and save them from the water crisis by saving them alive. He said that bigger works can also be done easily with public participation, so we are confident of this campaign. Accomplishments of the previous initiativese Talking about the accomplishments of the water conservation initiatives implemented earlier, Heera Lal said, “We have constructed shafts to enable the storage of 3,930 kilolitres of water, of which 1,10,001 kilolitres water can be stored at the ground level.” He added, “We also need to change our approach towards utilising water resources as we can earn money but it is very difficult to earn water. There is a need to prepare a water security plan and water budget to assess the availability and the rate with which to spend this important resource.”

We have divided Lucknow in four zones, namely, Jeevant Lucknow, Sugam Lucknow, Swachh Lucknow and Samridhh Lucknow. Our aim is to make Lucknow well known across the world for its metro network, Safe City Initiatives and Smart City Lucknow. Lucknow is progressing towards this aim. The building of Smart City Lucknow Command & Control System has been set up. We are on the verge of implementing the e-centric services such as Government to Citizens, by integrating these in the centralised Command & Control system.

Today, the Government has taken up Smart City Mission project across India to develop the urban areas of the country. In my opinion, we should start from the scratch, by developing the villages first. As the Gram Pradhan, I have taken certain initiatives for the development of my village. I have prepared a plan to develop the roadways, and installed LED lighting to save energy.
Starting from the 90s, there has been a massive migration from the rural areas to that of the urban areas. Bank of Baroda has strengthened the rural operations. In the rural branches, we are not only offering agriculture loans, craft loans etc but also worked towards employment generation. We are also promoting Housing loans in the rural areas as well. At Bank of Baroda, we are extensively practicing the Swachh Bharat campaign across branches.

The projects undertaken in the Smart City projects or the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) mission are developed towards a business model. Based on our recent surveys in Uttar Pradesh, we could see that there has been a lot of development in the Smart Cities as compared to two years back. While there is lot of challenges, there is no dearth of opportunities as well.
