The secret behind this accomplishment lies in the coordinated efforts of several government agencies, spearheaded by Ghaziabad Municipal Corporation (GMC) and Ghaziabad Development Authority (GDA). It has resulted in Ghaziabad being named the “Fastest Mover” big city in Swachh Survekshan 2018 by the Government of India.
Dealing with various key developments and policy-related decisions that define Indian governance style at large, this section throws light on the most important aspects.

Elevated Road METRO The Ghaziabad elevated road’s construction began in November 2014 & On March 30, Uttar Pradesh (UP) Chief Minister (CM) Yogi Adityanath inaugurated the 10-kilometre, six-lane stretch of the Hindon Elevated Road. Now, Ghaziabad will have better roads at important junctions and better-lit street. It will connect UP Gate on the Delhi-Ghaziabad with Raj Nagar Extension in the Uttar Pradesh city, drastically cutting travel time and enhancing commuting comfort. In order to keep the flow of traffic and movement of vehicles smooth on the Hindon elevated road, the Ghaziabad Development Authority (GDA) officials are planning to install 103 CCTV cameras after every 200 meters and speed radars which will help track speeding vehicles. Apart from this, solar panels will be installed to power the LED lights on the Hindon elevated road to save on the operational costs. Some Facts About the Newly-Opened Ghaziabad Elevated Road: l The Ghaziabad elevated road will connect commuters from the National Highway-24 (NH-24) directly to Raj Nagar Extension and towards Meerut, providing major
The growing demand for public transport in mega cities has serious effects on urban ecosystems, especially due to the increased atmospheric pollution and changes in land use patterns. An ecologically sustainable urban transport system could be obtained by an appropriate mix of alternative modes of transport resulting in the use of environmentally friendly fuels and land use patterns. At present, Ghaziabad has only two stations -- Kaushambi and Vaishali on the Blue Line of Delhi Metro. By September 2018, Delhi Metro will open two new corridors connecting Dilshad Garden to Ghaziabad. Work is in full progress to connect the extended pockets of Ghaziabad via Metro, from Dilshad Garden in Delhi to the New Bus Stand in Ghaziabad’s Madhopura. The proposed Metro connectivity will not just help Delhi-Ghaziabad commuters skip the congested roads of Uttar Pradesh but also enable faster travel. This will also boost the growth of new residential and commercial properties around the Metro stations, marking a new chapter in Ghaziabad’s growth story.

The cost of the Ghaziabad elevated road project has been estimated at Rs. 1,147 crore. The Ghaziabad elevated road will shorten over an hour-long journey from Ghaziabad to Delhi to barely 18-20 minutes. The Ghaziabad elevated road is built on 227 single pillars.

Ghaziabad’s elevated road connects UP Gate with Raj Nagar Extension
Ghaziabad, Uttar Pradesh. The park is located on the banks of the Hindon, has walking trails, cycle tracks, horse-riding facility and guided tours for visitors with open gypsy/jeep rides. The project, which is spread across 175 acres,and is offering the public an opportunity to try all rides .The park is open from 5am to 7.30pm on all seven days. A private contractor has been hired for maintenance. The pathway for hikers is narrower. Trees like neem, bamboo, amla, jamun, arjun have been planted along the routes, “This gives the whole place the look of a natural forest,In the last one year, nearly two lakh saplings of different varieties have been planted in the area in addition to the existing tree cover of the region. The entire project area has been divided into nine blocks - A to I - with different features and facilities in each part. The three-acre lake is a natural wetland whereas tube wells have been set up for the five acre lake to augment water supply to it. The lakes attract migratory birds in the winters.

A waste-to-energy plants at Galand is being setup in Ghaziabad. The site – at Galand will be equipped with a waste-to-energy plant . This will help generate power for the city. The site is far away from habitation and also away from the Hindon airbase’s flying zone. Also, the land is owned by the government.

There are many benefits Ghaziabad will gain by setting up Waste to Energy plant: l l Cost effective treatment process
and established proven technology. l No extensive preparation of waste material is required and the facility is adaptable to changes in the mix of waste material. l Energy from Waste (EfW) process recovers energy in the form of electrical power and heat. The 5MW of electricity that it produces is sufficient to light and heat 5000 homes.

thus preventing methane emissions, which can contribute to greenhouse gas emissions. Municipal waste is a non fossil fuel. Recovery of energy from this source by EfW means that less fossil fuels such as coal, gas and oil need to be burned - preserving this limited resource for future generations. EfW plants are designed as all weather facilities and operate on a 24 hour, 7 day per week basis. Discharging of waste is under cover and odours are minimised by extraction fans, which provide the primary air for the process. The EfW process produces by-products, which can be recovered and recycled. Metals are returned to scrap recycling and inert bottom ash is used as a secondary aggregate. Landfill usage and landfill expansions greatly reduced. Waste to energy facilities typically reduce waste volumes by 90%. Fewer and smaller landfills are needed to process ash and this protects a valuable natural resource – land.

What policies have been introduced for the overall urban development in Ghaziabad? Six months ago since I have taken responsibility as the Mayor of Ghaziabad, multiple rounds of deliberation have een held with various stakeholders to make the city clean. I take pride that during this period Ghaziabad has done significantly well and was awarded ‘Fastest Movers City’ award in Swachh Survekshan, 2018. As a matter of policy, we want to work on following agendas along
with sustaining the pace development: l To make Ghaziabad a clean and green city. l Bring opportunities to the city so that the best of infrastructure comparable to Delhi is built in Ghaziabad. l River Hindon is the legacy that we have inherited from our ancestors, but it is very painful to see the present situation of river. We want to not only rejuvenate the river but also to develop economic activities around the river. l Ghaziabad is suffering a lot due to lack of mass mobility quality transport system. We need to

What schemes have been implemented for citizens’ social welfare in Ghaziabad? Swachh Bharat Mission has given us an opportunity to focus consistently on various aspects that are part of essential services that are common. Our primary focus was to make city open defecation free and we have been certified by Quality Council of India as Open Defecation Free city. To achieve the status of ODF city we provided following infrastructure to the city. Construction of toilets is the foundation of Swachh Bharat Mission and we have kept with the pace of constructing toilets. Though the city is certified ODF, but we are still working towards building more sanitation related infrastructure. Ghaziabad is the only city in Uttar Pradesh where India’s first Pink Toilet (especially designed for women) was created. Similarly, we want to enhance the access of sanitation services for which all our toilets are tagged with Google Toilet Locator app.

As Ghaziabad is one of the NCR city, how you planning for urban development in the coming years? Our primary focus is beautification of open land parcels available across the length of the roads. There is a general phenomenon that roads are congested due to unauthorised parkings on the road as a number of unplanned markets mushroom around the residential areas. In this direction, we are constructing shopping malls in the commercial areas as well as working on the concept of multi-level smart parking.

Give us an overview on Ghaziabad’s overall urban development. Ghaziabad is one of the famous cities of Uttar Pradesh. There are many stakeholders in terms of Ghaziabad’s urban development is concerned. A major role here is played by Development Authority and the Municipal Corporation in cooperation with District Administration for taking the city ahead. As of now the focus, not only of the local authority but also of the State and Central government, is on four key agendas. One is on basic road network development. Second, 24-hour Power Supply. Third, curbing
pollution control and traffic congestion as far as NCR cities are concerned. Fourth is about ensuring adequate drainage, sewage and water supply facilities. Ghaziabad is quite well-placed in all these aspects.
Today, Ghaziabad is wellconnected to Delhi and other NCR towns as well. For power supply, we are already providing it 24 hours a day in the city. In the rural areas and other subdivisions it is supplied around 18 hours, and 20 hours in B category towns. Speaking of infrastructural development - one is Hindon Elevated Road, developed by Ghaziabad

Secondly, Eastern Peripheral Expressway, which was recently opened by the honourable Prime Minister, has ensured Ghaziabad is quite connected to Punjab, Haryana and other neighbouring States.
What initiatives GDA is planning for citizens’ Smart and Sustainable housing? The Ghaziabad Development Authority (GDA) has already a lot of housing projects undergoing. They can be classified in two categories: one category of projects are being billed by GDA for citizens on affordable policy basis. Earlier, there was an affordable housing policy and we constructed EWS, LIG houses under that. Now, we have Pradhan Mantri Awaas Yojana. A lot of housing projects are being planned under this programme. We have identified land for almost 5,000 units. They are in different stages. Second category is of the ones that the GDA provides. Under this, housing is provided to residents on a PPP model, where builders are given certain targets that are also for low-cost housing. So, these are also around 10,000 units. These are under construction at different places and in various stages of development. Apart from these two categories, there are two other modes of development -- the non-EWS and LIG and the other is the normal development wherein new projects come up in the city, the map sanctions, the development charges are levied so that the development of cities housing sector takes place in an organised manner.

This recent announcement has been a big motivator for all of us. Because almost for past one year, there has been the confluence of a lot of factors, which helped Ghaziabad reach this position. If you would have observed Ghaziabad, you would have noticed various places where just garbage was lying all around across the roads. So shifting of these open points to closed “Kudaa” or, the points where garbage is not collected on the main roads but there is a proper location for it. Also, earlier we didn’t have this door-to-door house garbage collection. This has been now launched and ensuring it serves across Ghaziabad. This has been a big boost for making the city clean. Also, now mechanised sweeping machines have been purchased. Now, not only day-time sweeping is carried out but also night-time sweeping is done across the market. So, this also offers a cleaner look to the city. Also, we focus on all the major entry, exit and major traffic points of the city. So, all of that we’ve tried to streamline in terms of road network, encroachments, the lighting part, the plantation part, etc. All this has given a better feel of the city. Besides, all these efforts - completion of the elevated road or focus of administration on EP, identifying the major traffic congestion point, lot of u-turns have been built with funds from Ghaziabad Development Authority. make it cleaner and appear a better livable place for citizens. But, of course, it is just the beginning. Because Ghaziabad was at a very bad position so it has seen the highest jump in its own category of cities. But now taking it higher is going to be a major challenge. Because above Ghaziabad there are many cities where not only administration is making efforts, people too have a real stake in turning the city clean and a better place.
What plans do you have in the pipeline for Ghaziabad for next year? Firstly, with people going all around from Ghaziabad, be it those working in Delhi, Noida, Gurugram, the connectivity has always been a concern. This one aspect we have largely addressed by elevated road. Secondly, in cleanliness we have reached a particular milestone. But we will have to involve more people, look for more stringent mechanism to implement it so that is another major challenge. Thirdly, though we have a 24-hour power supply in the city, a lot of power-tripping happens. We are working on that aspect. Though Ghaziabad is not the part of the Smart City system but we are pooling in the funds through Ghaziabad Development Authority, Nagar Nigam or District Administration.

What are the various initiatives taken up by Ghaziabad Municipal Corporation? Swachh Survekshan 2018 gave us an opportunity of doing self-assessment to know what we lack and what are our strengths to implement solutions accordingly, to bring in place smart solutions for the benefit of residents of Ghaziabad. It was the most polluted city in India. However we have been successful to a great extent to reduce the level of pollutions in the city. This achievement cannot be ignored and should be seen
as an opportunity to implement best environmental solutions. When I took over as the Municipal Commissioner of Ghaziabad, the daily average waste collection was approximately between 900 metric tonne (MT) to 1,050 MT. Now the waste collection has reached up to 2,000 MT per day and that shows that we have improved significantly in terms of collection of waste and we envisage the next step will be to manage the entire municipal solid waste. What recent projects have been introduced by corporation for Ghaziabad’s urban growth? We understand very well that planning today means planning for tomorrow and we are focussed towards making Ghaziabad top ten performing cities in terms of Swachhata ranking. For that we are planning many smart solution to make Ghaziabad a smart city. We have many urban challenges such as, safety and security, traffic congestion, ageing infrastructure, effect of climate change and disasters that needs to be addressed. We wish to address these challenges by following various initiative under PPP model.
Transforming city into an economic powerhouse, implementing best of waste management and environmental solutions are on my agenda table. Switching from conventional streetlamps to LEDs presented an interesting opportunity on which we have already started working upon.

The site – at Galand will be equipped with a waste-to-energy plant . This will help generate power for the city. The site is far away from habitation and also away from the Hindon airbase’s flying zone.
What are your plans for city’s urban development? It’s a high time that we maintained the pace with what we have been working over past one year. Because getting into pace of development may be easy but sustaining the pace of development may not be easy. So, let us all join hands be it our public representatives, safaikarmicleaning staff (the backbone of Ghaziabad Municipal Corporation), Health Department, civil works wing, water works wing or revenue wing of Ghaziabad Municipal Corporation. We all have worked together in past and intend to do so in the coming times too.

In ‘Swachh Survekshan 2018’ (SS) Rankings, Ghaziabad fared greatly and secured a 36th position among 4,243 cities that were surveyed against 351st spot in SS Ranking in 2017. The reason behind this good performance was solid waste management in the city largely. From zero door-to-door garbage collection in 2016 to covering 82 wards out of 100 wards in 2017, we have covered a huge area. For this purpose, 150 Tata Ace vehicles were procured by the Nagar Nigam. Also public participation played a key role in creating awareness and making development process participatory through encouragement and by sharing knowledge, skills and techniques with the people. Ghaziabad Corporation aims to complete the full chain of solid waste disposal that requires scientific collection, segregation and scientific disposal on priority basis. How the Information Technology is helping the Food Department of Uttar Pradesh to bring an effective, swift and transparent purchase system for State farmers? We are using Information Technology to deliver our services in a transparent manner. We have two wings -- one is marketing wing and the other is supply wing. Through marketing wing procurement operations are executed. It includes wheat procurement and paddy procurement. During procurements, we always receive complaints regarding the buying or selling through a middle\man.
In order to resolve these complaints, we have started an e-procurement module through which a farmer can register his land. The registration can be done through any Public Service Centre. Registration is must for every farmer, as it helps us to get their bank account and lands’ details. In addition to that, processing of payments is easier for the farmers already registered with us. We are using the module for payments and ensuring that the payment is done within 72 hours. We are trying to link the module with revenue and paddy procurements to keep actual data of land a farmer is having. Along with that the information like the quantity of wheat

bought and sold and also the names of buyer and seller are available on the public domain. Such transparency will help people to launch a complaint in case of any discrepancy in buying or selling of the wheat. The module along with serving the public will also help us in getting the exact amount of fund we are having at different centres, quantity of wheat at a centre,etc.
It is important develop a Public Distribution System (PDS) that supports the farmers and the department to avoid any discrepancies. Please give details about the initiatives in this regard. Other than marketing, we are using the module in the Public Distribution System (PDS) for Supply Chain management effectively. Through the module, anyone irrespective of being a Government officer or a common man can observe the movement of foodgrain sfrom depot of Food Corporation of India (FCI) to block warehouse and then to distribution among the public. Every release orders i.e. from FCI to Block warehouse and then to the public is available on the public domain. In all, it is about bringing transparency in the system. Every detail of ration quota holders including their ration card details is available with us. In coming months, timing for availing the food grains will also be available on the domain through our e-pos machines. Presently, the system is available only in the urban areas but soon we are going to implement it in the rural areas. E-pos machines uses Aadhaar Card of a person for the distribution of the ration and around 13,000 shops in urban areas are using these machines. Rest 67,000 shops are in rural areas where soon we are going to implement it. The tenders for the same are going to be finalised very soon and we are going to cover the rural area in next three months.
Other than distributing ration to the right person, how Aadhaar is helping the department in its attempt for providing various services timely? E-pos helps us to ensure that the ration is distributed to the correct person as it is done only after the verification of Aadhaar number. Since September 2017, Aaadhar authentication for distribution of ration is done for around 85 per cent of the population in urban areas. It gave administration the confidence of providing ration to authentic people, reduced the Government’s expenses and also restricted fake people from receiving any benefits. In addition to these initiatives, we are also trying to store Aadhaar details of every person seeking benefits of ration distribution by June 30. It is mandatory under the Act as well as by the directives of the Court. People registered under the module without Aadhaar either have to submit the enrollmennt slip or have to provide the declaration that soon he or she will be applying for it. Aadhaar will help us to get the details of persons having more than one Ration Card. We are also using social media at a large level to make people aware about these initiatives.
How the department is trying to bring transparency to the purchase of foodgrains from farmers? To restrict middleman in buying and selling of foodgrains, we have allowed buying only 300 quintals of it from one weighing machine. SMSes have been sent to over seven lakh farmers for schemes related to wheat purchase. Measurement department has been asked to inspect all the electronic weighing machines to avoid any kind of discrepancies in weight measurements. What are the various initiatives taken by the Government to curb the inconvenience caused to farmers at purchase centres? The centres have been instructed by the Government to maintain a token register for avoiding any inconvenience to farmers. After entering the details of farmers -name, address, and mobile number, farmers are given a token of probable date for the purchase of their foodgrains. Officials are also advised by the government to give a purchase date to farmers within 10 days for the purchase.
Recently, Uttar Pradesh recorded 100 per cent rise in wheat procurement at 3 million, what measures were taken to make it possible? The wheat procurement process was started on April 1 and would continue till June 15 even as 60 per cent of the target has already been achieved. Hon’ble Chief Minister of Uttar Pradesh Yogi Adityanath issued strict directives to the State Food Department to ensure that a sufficient number of procurement centres are set up for the smooth procurement process. The government established around 5,000 procurement centres in this regard. Moreover, in his recent visit to Lucknow, Union Food Minister Ram Vilas Paswan reviewed the progress of wheat procurement and held a meeting with the Food Corporation of India (FCI) officials. He also made every official believe that the temporary shortage of jute sacks for packaging wheat had been sorted out and it would not hamper prospective procurement. In March 2018, the Adityanath government had approved the wheat purchase policy and announced Minimum Support Price (MSP) of Rs 1,735 per quintal (100 kg), apart from an additional Rs 10 per quintal as transportation charges.

What is the current status of Swachh Bharat Mission ? With a target of cleaning India by 2019, when we will be celebrating the 150th birth anniversary of the Father of the Nation Mahatma Gandhi, Swachh Bharat Mission is currently one of the favourite projects of Prime Minister Narendra Modi. The Mission itself is divided into two parts. One is the rural part, which is looked after the Ministry of Drinking Water and Sanitation, and the other is urban part, which is taken care of by us. We want to create Open Defecation Free zones and Garbage Free Zones under the urban part. At the time of the commencement of the Mission, more than 66 lakh
households were lacking toilets and only 20 per cent of the total waste generated was processed. In 2014, 95 lakh tonne capacity treatment plants were present in the country. The compost plants at that time were having a capacity of 53 lakh tonne per annum. Now in the current scenario, we have built or are building more than 57 lakh toilets. We have completed 86 per cent of our target. If Bihar and Odisha complete their target of building nine lakh toilets this year, we are pretty sure that by 2nd October, 2018, we will be able to achieve the vision of Prime Minister Narendra Modi. In the slums of the urban areas, we have decided to build community toilets since there is a shortage of space and the rest

of the areas will be covered by the public toilets. Till now we have constructed 45 lakh public toilets. We are expecting to complete our targets by 2018, one year ahead of the scheduled 2019. The capacity of treatment plants have been increased to 1.75 crore tonne per annum . We have also started 40 lakh tonne capacity compost plants in the urban areas and plants, with a total capacity of 10 lakh tonne, are under construction. We have completed 88 megawatt plants of waste to energy and plants of 400 megawatt are under construction.
As a result, Ghaziabad, which was earlier on 351st rank suddenly jumped to 36th rank. It also bagged the fastest mover category award. It moved faster than any other developed NCR regions of Faridabad, Gurugram and Delhi.
How are North Eastern States doing in the Swachhta Mission? In other States, the Government of India gives a subsidy of Rs 4,000 to construct a toilet. But in North Eastern areas, the amount is Rs 10,800.
For proper treatment of garbage, we have divided the entire process in three parts. The focus is to collect maximum garbage from the households. Then the focus shifts on the segregation part and third part is that how much waste is processed.
So, we are emphasising especially on these areas. Sikkim is one State which is moving very fast in all the areas of Swachh Bharat Mission whether it is plastic management, waste management or door-to-door collection.
How are you ensuring citizen participation in the Mission?
With a new Government in the State of Uttar Pradesh, Ghaziabad is marching ahead in cleanliness drive.
We organised campaigns to make people aware about the sanitation drive. We also roped in film stars, opinion makers and sportspersons to create awareness. We also started a Swachhta drive in the schools so that students could be connected to the Mission directly. There were rallies taken out by women, RWAs were involved in it. We have been successful only due to the efforts of people.

What were the factors which helped Ghaziabad leapfrog to such a high ranking in the Swachh Sarvekshan?
We received more than one crore complaints through Swachhata app. More than 40 lakh people have provided feedback through this app. More than 60-70 lakh app downloads were recorded in a short period of time.
Starting From August, we are going to organise 1,000 such awareness programmes. We are soon going to launch a portal where a lot of engaging programmes will be undertaken.

The biggest challenge is to engage more and more people. There are still people who litter the streets. People have to take care of their areas’ sanitation themselves. They have to be educated on the cleanliness. They have to be trained to segregate waste. It is a very big problem for us. There is a problem of proper infrastructure. Sometimes, we don’t even have land to create proper treatment plants. We cannot take action. Our job is to facilitate the whole process. We have started the concept of Garbage Free City where we give stars. The stars are given on the basis of 13 parameters like road sanitation, segregation of waste, door-to-door collection, plastic waste system, etc.

What IT initiatives have been taken by the Department of Road, Transport and Highways?
What is your take on the Digital India initiative of the Government of India?
The use of IT in this Ministry was already pretty high. Now the Ministry has come up with an idea of Business Information Management System (BIMS) which allows the bidder to upload his technical bidding online. These bids are then examined and the bidder gets a certificate that all the documents have been uploaded online properly. The system automatically examines everything. This way, we have minimised the human interference in the process. The system has the ability to reject a bid if all the documents are not complete which saves time and make the system more transparent. By this month, all the tendering process will go online.
A conscious decision has been taken this year that all the files will now be converted into electronic files. In our Ministry, all the documentation is quite high as we are dealing with detailed project reports, financial reports, etc. To examine these reports entirely online is difficult. We are trying to find solution for this. All simpler files are already in digital form and we work on them through e-office. The Ministry of Shipping is entirely on e-office. There is hardly any physical file there. We hope to overcome problems in our Ministry also. We will be going entirely digital in the near future.

What initiatives have you taken to decrease the road accidents? Training of drivers, people, road designing, the engineering aspect of transportation, all things have to be taken into account for road safety. As immediate measures, steps like footover bridges, underpasses, changing design to cross a highway easily, are going on. Efforts like driver training schools are being funded by the Government of India to a large extent. States have already started these schools and once they become totally functional, we hope that the training of drivers can be taken care of. Once the drivers are aware of the security measures they should take, we think the situation will improve. The Right of A Pedestrian should also be taken care of. There is no concept of u turn in developed countries. But in our country, especially in villages, they take wrong side of the road. These things need to change. Providing service lanes is like creating infrastructure twice, so they require proper planning. The segregation of highways is very important. We have to put barriers on the sides, we have to educate people. We recently had a road safety week and was participated by a lot of NGOs and people from across the country.
What initiatives have you taken for the development of North Eastern part of the country? Apart from creating the connectivity within the Northeast like the Trans Arunachal highway, there are many other roads travelling across the Seven Sisters which are connecting places from south to north, which is very critical keeping in mind the international borders there. Quick supplies to people living there is also very important. Our roads are now reaching close to the border and their development has been divided in phases. is very steep in certain areas where bigger lorries cannot go. The new road will enable the transportation of all the vehicles.
What challenges do you face in implementing projects? We face challenges of the land, encroachments, removal of shops, facilities like water supply, electricity line, etc. The new Land Acquisition Act has made it extremely difficult to acquire land although under the National Highways Act we have our own authority to acquire land. From State to State, there is a different story. We find that in some states when we try to acquire the land, the State Revenue officials declare the land as commercial making it costly to acquire them. If the cost of land acquisition has been reasonable, we would utilise our resources in more projects.
How are you finding this new assignment of the Department of Road, Transport and Highways, having worked in some other important ministries earlier? You might call it a role reversal. From Ministry of Home Affairs, to the point of internal security from the point of neighbourhood, I use to demand roads, list out the areas where roads are necessary and must be built but that was from the security point of view. Now that I am here, I am facilitating the road building. From demand supply, I have come to the supply side.

What is your take on the Government of India’s flagship initiative ‘Make in India’? ‘Make in India’ is a visionary scheme aimed at boosting the manufacturing sector in India. For a long time now, India’s economy has either focused on primary sector jobs such as agriculture or we have proved our prowess in the service sector such as IT, Consulting and Finance. So it’s high time that we grabbed hold of our fair share of contribution from manufacturing sector so that India will go ahead to earn the tag of a global player in manufacturing. The Government has emphasised its
focus in improving ‘ease of doing business’ ranking, which will also contribute towards this aim. The Government, in its last four years, has greatly focused on improving infrastructure and easing regulations, which has been a welcome step for all the industries. Overall ‘Make in India’ is bound to deliver great outputs, outcomes and impacts. While creating the policy for electric mobility in India, we are putting a specific focus on automobiles manufacturing in India. We are aiming at generating employment and revenue and dream of making India the hub for electric vehicle manufacturing.

You have setup a national level committee for developing and implementing Intelligent Transportation Systems (ITS). Tell us something about that. ITS is a revolutionary concept that has been doing rounds recently. It looks at solving multiple aspects of mobility plaguing our current transportation systems. It aims at modernising the way people and goods move and the infrastructure built around them. Use of innovative measures and providing quick, efficient and data backed solutions for issues like payment systems, reducing congestion, vehicle safety and control, emergency responses, parking management, etc. ITS serves as an important component of urban planning and specifically, the Smart Cities Mission. We wish to establish a state-of-the-art mobility paradigm in the country.
Employability is an issue. How do you perceive job creation scenario in India? India is among the fastest growing economy in the world and Indians are proving their mettle in all the fields. Employment opportunities are being generated in all sectors and we at NITI Aayog are focusing on improving the employment elasticity of the country. India has the biggest workforce in the world of which majority are youths. This can contribute to the development of the country in a dynamic and resounding fashion. Recent studies have indicated how formalisation of jobs is also happening in the country. One of the key focus for Electric Vehicle Policy of India is also the employment generation aspect. We are looking at creating jobs not only through manufacturing, but also through entrepreneurship. We are promoting technological innovations and research and therefore, EV ecosystem is guaranteed to create millions of jobs in India directly and indirectly.

Electric mobility is an inevitable disruption that is waiting to happen in India. will ease the burden on the public exchequer. India has a low per capita car ownership of around 20 vehicles per 1,000 people which is an ideal situation for the faster adoption of electric vehicles. India also has the large setups for aggregators and state-owned public transportation systems where electric mobility can be adopted in a quick manner.
If we talk about Northeast, what special attention you are giving as far as transportation and connectivity is concerned? The Government has taken up multiple initiatives for increasing connectivity of the North East regions. Multiple infrastructure projects for developing roads and railways into the North East region are currently in place. Special schemes and concepts such as HIRA (Highways, Inland Waterways, Railways and Airways) by NITI Aayog and Department of North East Region (DoNER) and UDAN under MoCA are novel initiatives taken up by this government. Our policies are inclusive and take into consideration the importance of providing seamless connectivity to the North Eastern states. How has CEL embarked on a journey from a loss making Public Sector Undertaking to a profitable one? The journey to this success has been very tough as the company was incurring losses for the past many years. CEL is working in sectors like defence electronics, solar energy, railway signaling, security and surveillance, which are high growth, government oriented sectors with good scope for PSUs. In the past few years, we have, on the one hand, revamped the infrastructure, processes and organisational structure of the
company. On the other, we have reviewed and revised our marketing as well as R&D strategy to focus on development of innovative applications. In the area of solar energy, we have focused on our traditional strengths in rural/remote area electrification as well as on development of new applications such as Architectural Use of Solar (Building Integrated Power Plants) as well as a range of smart city applications including Solar Trees, Solar Shelters, Solar Rickshaws etc We have achieved major growth in

There is an extensive focus on solar energy. How CEL is taking India ahead in renewable energy sector? CEL is a pioneer in the area of the Solar Photovoltaics in the country. CEL has distinction of developing India’s first solar cell in 1977, India’s First solar module in 1978 and India’s First solar plant in 1992. We got into solar way before anyone thought about it. We started the journey in the area of Solar Photovoltaics in 1970s. Since then we have been executing various projects in the area of rural electrification, Solar Power Plants, Water Pumping Systems, Solar Mini Grid, Solar Power Packs, solar Tree, Centralised Battery Energy Storage Systems (BESS) etc. In earlier years, the company had focused on technology development. However with the maturing of technologies and market the focus of the company has shifted to development of applications to meet specific needs of our country and our markets. We have also executed Rural Electrification projects, under Corporate Social Responsibility (CSR) activities of various PSUs in far-flung areas of the country like Leh-Ladakh and North Eastern States. The company has executed various solar electrification projects at international borders for our Forces. The company is taking the lead in the niche areas where many players are not available. What future do you forsee for Leh-Ladakh in solar projects? Leh gets more than 320 clear sunny days in a year and has the highest insolation, which means the intensity of the solar radiation is highest. Also, the outside temperature in Ladakh is low which enables the solar panels to work better. CEL is working in Leh Ladakh for almost two decades now. We have undertaken various projects in the area Rural Electrification in Ladakh. CEL has also installed Solar Power Plant at Indian Astronomical Observatory, Hanle which had the distinction of being the highest altitude solar power plant in the world. Solar can very well fulfil the energy needs of Ladakh but could also potentially provide solar energy to other parts of the country too, given the favourable climatic conditions in Ladakh.
How do you perceive the demand of Solar in North East? Since the last a decade we have completed a lot of work in North East. There is a lot of demand for solar energy in the North East. As the population in North East is distributed,

smaller size solar power plants are more viable in North East. The distributed Solar Network will help in reducing the cost of transmission also.
What is the scope of renewable energy in a fast developing nation like India and what do you have for near future? India has an ambitious target of India 100 GW of solar power by 2022. India is right on its path and we believe that the country will able to exceed the target. We are amongst the top countries as far as solar installation is concerned and soon we will be in first or second spot. At CEL, we are working in multiple areas and have taken up MW size plants on RESCO as well as CAPEX models. We are presently executing a 120 MWp order for about 150 power plants in various locations in Maharashtra and are quite bullish about future growth in this area. We are also focusing on development of a range of innovative applications including Architectural use of solar PV (Building Integrated Photovoltaic (BIPV)), smart city applications etc.
Do you have a specific plan for Ghaziabad? CEL has more than 1.2 MWp of Solar Power Plants on its campus in Ghaziabad and our major portion of

There are many industries in Ghaziabad which can follow a similar path. We have set up demo plants for a range of applications on our campus and have a dedicated team looking towards propagating solar in the Industries, Institutional and Residential area in and around Ghaziabad.
What projects have you undertaken in the Railways? CEL has been working with IR for many decades to supply various
signaling equipment as well as solar power plants. In recent years, we have executed a range of projects for the Indian Railways. Guwahati Railway station has a become North-East’s First 100% Solar Railway Station, the solar power plant at Guwahati Railway station was installed by CEL with the financial support from CONCOR. We have also executed a project for Indian Railways in which solar power plants was installed at the roof top of various railway divisional headquarters. Recently, we have developed nd manufactured flexible crystalline solar modules for the first time in the country. With this, we were able to reduce the weight and size of the power plant on train roof resulting in huge reduction in drag caused. We have signed a Memorandum of Understanding with the Railways for development of systems for meeting specific requirements of IR. Under this process, we are converting one train into solar train, the project is funded by IRFC. In this project we will be installing different types/technologies of flexible solar panels on the train coach roof with extensive instrumentation to evaluate and design an optimised solution for IR’s requirements. Railway has a very ambitious solar plan and we are working hard to support the same.

n an endeavour to help urban mobility in Delhi, Mumbai, Bengaluru and Hyderabad, Uber has launched ‘Uber Movement’ solution. Launched by Minister of State for Housing and Urban Affairs Dr Hardeep Singh Puri recently in the national capital, the ‘Uber Movement’ offers aggregated Uber data to show travel conditions across different times, days or months. “By providing data of Uber rides to the public at large, Uber Movement is supporting a data-led approach to urban planning. I congratulate Uber for this and hope that this solution can be replicated for other Indian cities as well,” said Puri after launching the solution.
Uber also presented the Minister with a case study titled “Examining the impact of traffic as Delhi shops for Dhanteras”.
