Indian IT Sector Set to Fly Higher
T
he baton passed on. India’s Information Technology industry is now poised to grow under the new guidance. From the able hands of J Satyanarayana, charge of the Secretary in the Department of Electronics And Information Technology (DeitY), Government of India has passed on to the hands of maverick Ram Sewak Sharma. The new IT Secretary has held the position of Director General and Mission Director of the Unique Identification Authority of India (UIDAI) in the past. Previously, he has also played instrumental role in developing Aadhar concept and usage of ICT in delivering services. Not just that, he also helped bring about significant changes in the state of Jharkhand working in various capacities as the Chief Secretary, IT Secretary and as the Principal Secretary in the state of Jharkhand. India’s IT sector is also looking up to Sharma: the industry is of the opinion that he will deliver and contribute significantly to the growth of the IT industry, apart from playing a crucial role in transforming lives of people utilising the tool of technology. This issue of eGov looks back at the journey of Ram Sewak Sharma. The real job of the secretary will start once the new government takes the charge. Going by manifestos of the political parties, IT and eGovernance will hopefully be high on the new government’s agenda. Among other things, the Congress has said that it will ensure passage of the Electronic Delivery of Services Bill, 2011, which aims to deliver all public services such as passports, ration cards and driving licences electronically. On the other hand, the BJP manifesto promises reaching broadband to every village and engaging with people over social media channels, both for participation in governance and utilising its power for public grievances redressal. It also talks about digitization of study material for schools and making all educational institutions e-enabled. The 2014 election is already witnessing large IT intervention and impact of web is also evident. As the politicians across the country are wooing voters through social media and video conferencing, social media platforms like Google, Facebook and Twitter are looking for their slice of the Lok Sabha polls pie – a whopping `500 crore digital spend, according to media reports. It is interesting to know that BJP’s Prime Ministerial candidate Narendra Modi now has nearly 14 million Facebook fans. Barack Obama, the President of United States of America is the only other politician to have more Facebook fans than Modi. Now, one needs to wait until May 16 to see whether the fan following also translate into vote counts. The current issue of the eGov magazine is presented to you as the Annual Resource Guide – an issue that takes into account some of the major developments taking place in the e-Governance space. We have featured profiles of a range of organisations into ICT solutions development segment, and are playing a seminal role in the evolution of better systems of governance. The global research firm, Gartner has reported that Governments in India will spend $6.4 billion US Dollars (USD) on IT products and services in 2014, an increase of 4.3 percent over 2013. This forecast includes spending by government (government is composed of state and regional government and central government agencies) on internal IT (including personnel), hardware, software, external IT services and telecommunications. Gartner also affirms that the ICT service providers will benefit by e-Governance projects and citizen participation aided by expansion of affordable broadband connectivity and mobile solutions.

However, the existing IT hubs like Bangalore, Hyderabad and Pune have now become quite costlier even on the global parameters due to more and more serge IT companies in the respective places. In such a scenario, Bihar proves to be an optimum location for expansion and relocation of the offices of these IT companies. Bihar enjoys the advantage of being home to a large number of educated youth who have the kind of skills that the modern Information Technology industry requires.

The mission aims to set an ambitious, but realistic, target for growth of the IT sector The State has a good opportunity to attract IT investment by leveraging its huge young talent pool and the cost advantage. The Bihar government is focusing on creating an enabling IT Eco-System within the next two years, to take advantage of this immediate opportunity. And for that matter the government has chalked out a strategy named ‘IT Mission 2020’.
IT Mission 2020 The Government of Bihar has formed a Core Committee to find out what steps can be taken in Bihar for developing the IT industry. A Mentor Group has also been formed to advice on the policy initiatives that the Government of Bihar can undertake for promoting IT industry. While talking to eGov about this ambitious mission N K Sinha, Principal Secretary, Information Technology, Government of Bihar stressed on the need to monitor the pace at which the state is developing its IT sector. According to him, “A list of parameters has been suggested in the IT Mission 2020. We need to monitor the pace at which we are able to develop the IT industry in Bihar. The parameters will allow us to do that. Some of the important parameters that we can use are related to revenue targets. We can set annual revenue targets that have to be achieved by the domestic IT industry. We have to ensure that we create world class IT Park and buildings with large amount of space every year. Jobs can be the most important parameter. We have to ensure that the domestic IT industry is generating certain amount of jobs every year. It is

Jharkhand: Strategising the new IT Policy Jharkhand is one of the most mineral-rich states in India. However, the state has yet to exploit the nature’s gift optimally. Separated from the parent state Bihar on 15 November 2000, Jharkhand is still on the nascent stage of industrial development and IT sector is no different. The government is in the process of carving out a new IT policy for the state. However, a very radical departure from the pattern of industrialization will be difficult to visualise. Therefore, by and large, the pattern of IT industry being set up in other emerging states would also be happening here. But there are some areas where there would be some initial push, like the state has almost universal AADHAR coverage and industries who want to take benefit of this could come up.

Revising the IT Policy Government of Jharkhand is in the process of revising the IT policy in line with whatever has been done by other states. “Our IT policy was formulated in 2004 and now we are in 2014. State’s new Industrial Policy was announced in 2013. This policy includes the revise set of incentives for setting up industries. But we are also aware that lot has happened in the last 10 years in terms of technology. Therefore, we need to take another look at the IT policy of the state, which we are already doing. We will soon be coming out with the new IT policy may be in three to six months time,” says N N Sinha,

Haryana: eGovernance leading IT investment Despite economic slowdown, Haryana has topped the country by registering the highest investment implementation rate of more than 82%. As per an analysis by industry body ASSOCHAM, Punjab ranks third with implementation of 79% and Gujrat appears to be in the last rung with low rate of 46%. “Out of total investments worth over Rs. 4.6

Haryana’s focus on expanding e-Governance services is helping to attract more and more IT investment in the state. Haryana has been a leading implementer of first and second generation e-Governance applications, largely due to the efforts of the state NIC unit. Examples of this are the eDisha centres for citizen services, Land Records management, e-Treasury, Payroll Information System, etc. On the infrastructure side, the state is running its SWAN for many years now; although the State Data Centre is not only fully functional, but is nearly fully utilized.
Next Generation e-Governance While these are noteworthy, Y S Malik Additional Chief Secretary Electronics & Information Technology; Industries & Commerce; Mines & Geology, Government of Haryana believes that Haryana’s preparation for the next generation of integrated e-Governance applications will stand out. He says, “We are one of the few states with a fully functional Cloud services deployment that is being actively used by our flagship projects. To ensure unhindered capacity expansion, we have entered into a strategic partnership with BSNL to overflow our data centre needs into their premises. Also, we are finalising the construction of a new data centre designed to meet our longer term needs. Some of the MMPs are also now geared for the future.” In short, the government is looking forward to a new generation of integrated applications that are designed with the citizen in mind and are capable of delivering improved efficiencies within the Government.

Odisha: New ICT Policy and ESDM At the e-Odisha Summit, held in collaboration with Government of Odisha and Elets Technomedia Pvt. Ltd., state’s new ICT Policy was launched formally by Chief Minister Naveen Patnaik. The vision of ICT policy is twofold; one, to bring in investments in the ICT and ESDM sector and second, to take e-Governance to the citizens so that they can get services closer to their home. Government has targeted to increasing its IT related exports from about 2000 crores in 2012-13 to about 20000 crores by 2020. The government is also aiming to encourage at least five top companies IT/ITES and five ESDM companies to set up their development centres in the state so that they not only bring the investment but also create employment opportunities. The state is also aiming to support the local industries in the field of IT, so that their capacities can grow to a much larger extent. Apart from that, the government also has special programme for skill development, R&D and entrepreneurship.
Public - Private Partnership Odisha’s e-Governance projects are mostly executed through PPP models. The government been working with many private partners for creation of better e-Governance systems. “Now that the State Government is moving with fast track implementation of e-Governance projects, it is necessary that we develop good ways with collaborating with Private Partners. However, the SLAs have to be prepared carefully so that we can create the best possible initiatives at minimum costs,” said Madhusudan

being acknowledged globally. Today the nation accounts for 65 percent of the global market in IT off shoring and 46 percent of the ITES market. The growth of the sector has led to tremendous pay-offs in terms of wealth creation and generation of high quality employment. People in all parts of the country have contributed seminally to the success that the nation has achieved in the IT sector. The Government of Uttar Pradesh is now trying to attract major Information Technology related investments in the State. The state government recognizes that IT Industry can be a big job generator. So if all the software makers, the hardware makers, the BPOs, were to set up their establishments in Uttar Pradesh, it will lead to a big improvement in the employment situation. The UP government is very keen on making that happen and has already announced a package of incentives for the IT industry. The state government is also developing an IT City in Lucknow as the state has undertaken the major initiative of developing IT parks in Tier III cities. Many prominent

The new IT policy The state cabinet of Uttar Pradesh Government in a meeting chaired by the Chief Minister Akhilesh Yadav, on 17 October 2012, approved the IT Policy 2012. The IT policy 2012 will lead to the development of Lucknow and Agra as IT hubs. As per the policy, all the IT companies establishing their units in the state would be given 100 per cent exemption from stamp duty and at the same time be provided 5 per cent interest subsidy for the period of five years which will not exceed 100 Crore of Rupees. “Because of the large pool of well-educated and trained young profession that the state is home to, Uttar Pradesh has immense potential to emerge as one of the most economically developed states in the country. The availability of centres of excellence such as IIT, IIIT, and IIM makes Uttar Pradesh an ideal destination for setting up of IT industry. The new IT policy of Uttar Pradesh aims to reinforce the position of the state as an attractive destination for the Information Technology companies of the world. The IT Policy will lead to the creation of a more conducive business environment, so that IT industry can survive and flourish in the state,” confirms Jiwesh Nandan Principal Secretary, Information Technology & Electronics, Mining & Additional Sources of Energy, Government of Uttar Pradesh.

more to do with global economy. Since there is overall slow growth across major economy, it has impacted India as well. However, looking at IT industry, it is very positive today. It is true that industry is not able to recreate the magic of 25 percent growth that occurred between 2003 and 2008 but it can regain the momentum by focusing on strategic leadership and product innovation. Andhra Pradesh has been on the forefront of encouraging IT industry in the state. The state’s ICT Policy 2010-15 has been created to promote IT investment in the state. The state government is creating state-of-theart and affordable ICT infrastructure that provides an enabling “Walk to Work” environment for IT/ ITES units to thrive and grow. The state also heavily focusing on the Start-up companies, SME, SC/ST & Women Entrepreneurs and Tier-II & Tier-III cities.
Taking governance to the doorsteps Sanjay Jaju Secretary, Information Technology & Communications Department, Government of Andhra Pradesh has initiated and successfully implemented the Mee Seva project in the state. While talking to eGov he explained about the rolling out of this award winning scheme. “Before Mee Seva started, the focus in administration was more on following procedures and keeping records rather than catering to the needs of citizens. The vision of governance was being lost, and citizens were being treated as the subject rather than the object of development.” He said by adding, “However, under Mee Seva, things have completely changed. You don’t have to face these hassles now. You just have to go to a Mee Seva centre and request for the service which is being offered through Mee Seva and you will get it there and then without having to run around different offices.”

Now the Government of Jammu & Kashmir has geared up to put e-Governance initiatives in the state on a fast track mode. In April, 2013, the State Data Centre (SDC) was inaugurated in Jammu. While inaugurating the SDC, the Minister of State for Information Technology, Feroz Ahmed Khan, said, “We have setup a SDC for supporting e-Governance initiatives in J&K. The centre has been setup by the IT department under the National e-Governance plan (NeGP).” There is no doubt that the state of

the art data centre will give further fillip to the e-Governance initiatives that are being implemented in the state. It will serve as a secure base for hosting and managing e-Governance applications of different departments. Before this State Data Centre came up, the myriad departments in the state had to work through their own setup of servers, but the global safety norms could never be implemented in these. The new SDC is expected to serve as a solution to lot of challenges that were there in the path of e-Governance in the state.

Some government departments have already migrated their applications to the data centre; these applications have been used as a part of the testing process.” In Pathak’s words, in near future, the state will be migrating all the government applications belonging to various departments into the State Data Centre. As the CCTNS project is on verge of starting, we plan to host it directly in our State Data Centre. We believe that e-Governance is for the people, by the people and of the people. All across government, technology is being deployed to usher in revolutionary improvements in service delivery, savings in time and cost and increase in general efficiency.
Government of Maharashtra has realized long back about the potential of using Cloud Computing as a medium to provide shared, cost effective, faster, reliable, secure, and agile services to the Government Departments. The MahaGov Cloud was implemented in State Data Centre and is extensively used by departments for website and application hosting. The availability of Government Cloud and ease of provisioning infrastructure has encouraged departments to host their application in State Data Centre. Rajesh Aggarwal Secretary, Department of Information Technology, Government of Maharashtra says to eGov, “The cloud computing technology has already saved more than crore of rupees for us and has given us the ability to accelerate projects of national importance.”
New Technologies, New Leadership: The Road Ahead The infusion of new technologies such as the Cloud and Enterprise Mobility, new devices such as Tablets and innovative service offerings from the industry are also triggering IT Expenditure. J Satyanarayana, former Secretary, Department of Electronics and Information Technology (DeitY) in 2013, in an interview with eGov stressed upon how Government of India is trying to explore cloud computing. He said, “We have come up with a policy paper on cloud computing in government departments. We have already sanctioned rupees 99 crore for the implementation of the first phase of the policy paper on cloud computing. The government has now appointed Ram Sevak Sharma, the Jharkhand cadre IAS officer, as secretary of Department of Electronics and Information Technology. The new IT secretary held the position of Director General and Mission Director of the Unique Identification Authority of India (UIDAI) and played instrumental role in developing Aadhar card concept and usage of ICT in delivering services. While talking to eGov , Sharma informed that ICT is the only tool for bringing reforms in the governance. It is expected that the new IT secretary will act as per his image and take the legacy of former IT secretary to the higher levels.

The freedom of cyber space is just as crucial to the debate as its protection. The University Grants Commission (UGC) and the All India Council for Technical Education (AICTE) have asked Universities and Technical Institutions to introduce Cyber Security and Information Security as a subject at the Under-Graduate and Post-Graduate levels. This was stated by Minister of State for Human Resource Development, Dr Shashi Tharoor in Lok Sabha. Based on the recommendations of the Task Force on the National Security System constituted on the direction of the Cabinet Committee on Security, the UGC has requested the Vice Chancellors of all the Universities to ensure that Cyber Security/ Information
attacks, destroy systems, modify and steal data from your system without your knowledge. The first and foremost job as an information security expert is to detect and analyze the vulnerabilities and then plug the loopholes to protect the system, network and data. Cyber security experts need to know about coding of some basic languages and database handling skills.”
Career ahead Dr Amit Kumar, Managing Director, Cyberfort Technologies Security is introduced as a subject in the universities and technical institutions at the undergraduate and post-graduate levels. Despite a continuing economic slowdown that has been putting pressure on IT budgets around the world, cyber security spending globally would continue on an upward trajectory, reaching $86 billion in 2016, up from $60 billion in 2012.”

Canara Bank has taken various initiatives for Financial Inclusion (FI). We have adopted a two pronged approach: one is Branch Banking and the other is Branchless Banking. After sensing the psyche of the
rural people, we found out that the rural people pay more emphasis in physical branches, which we call brick and mortar branches, rather than the mobile branches. Focusing on financial inclusion, we have opened more than 500 branches in 510 un-banked villages. These physical branches are spread across 600-700 square feet area. These each branches have one manager and one rural officer. The rural officer is generally an agriculture graduate recruited from the campus. They are working with commitment.
What about the financial viability aspect of these rural branches? Initially we were quite apprehensive about the financial viability. But after conducting the analysis of the results, we arrived at the conclusion that these 510 branches were giving an average of about Rs. 10crore business each. That means these rural areas have a vast latent potential to be tapped. We have recognised that it has got huge potential. While establishing these branches an amazing awareness has been created about our banking system too. Initially people were hesitant to come forward. But when people realized that there money was safe, they were more forthcoming. The rural officers have done an amazing job of developing bonds and cementing relationship with the rural masses. Now there are enquiries and request from adjoining villages too requesting for starting up of banks in their vicinity. They even sometimes assure us to bring business.

Please throw some light on the
training programs that are aimed at branch managers for better communication with the rural mass. We give training to the young branch managers who may not have had exposure in agriculture or rural lending. They are given thorough 12 day training in the National Academy of Root City in subjects such as behavioral studies, credit appraisal, understanding of the local people and their credit needs. We have selected these people so that they help and understand their needs of the masses. These managers are trained to develop an attitude of helping the people, understanding and thereby meeting their requirements. We take them to visit some developed village branches and from watching their success story from close quarters they also get enthused and refurbished. That is the advantage of the training and capacity building of these people. We also select 10 unemployed persons from the village and send them to these training institutes. Later, these trained youth generally come back to the bank for loans and credit and receive our help to set up their enterprises like mobile repairing shop, etc. This has generated a lot of confidence in the rural people about the Canara Bank. In some cases, we take up developmental activities of a particular village. We have done this for a village near Bengaluru. There are about 40-45 families in this village. In this village we got actively involved in road construction activities, drinking water and sanitation as well as established school in the village. This type of confidence building measures and interventions has definitely changed the face of the village. It helped us later to set up branch in that village.
Earlier the banks were given targets and goals by the government which many a times

remained unfulfilled. But now we heard about the climbing success graph. Please elaborate on this. Let me explain it. If our branches opened in 2011-2012 had not given us profits, we would not have gone ahead with more such branches in the unbanked villages. We have opened 272 more such branches because we have seen the potential for expansion. Now, I can even convince the top management of our bank about this financial inclusion initiative. The business that has been brought by these banks is one factor that has made every other bank sit up jump into the fray. The branches in unbanked villages have been upgraded and improved only because we are eyeing more profits in the coming times.
What is your opinion on extending ATM services in the rural areas? We are next to only the Bank of Baroda which has completed its stipulated number of ATM branches. The Ministry of Finance, Government of India set guidelines that all the existing branches should have onsite ATMs by 31-032013. This year itself we have set up 2700 ATMs. But there are challenges. The major challenge is to increase literacy level to improve transactions. Now, in many centre 100 transactions are happening but to make that centre viable, at least 225 transactions are needed. ATMs are just the starting point. We have also identified a few agencies for the ATMs. But with education, awareness and increase in the number of debit cards and more footfalls because of NAREGA wages these branches can do brisk business. ATMs are of definite attraction for the people. But in rural areas there is always a little hesitancy in adopting new technologies and ways. Though once they see the benefits, they will surely throng in greater numbers. Maybe 2-3 years down the line some streamlining may be required at few centers, they may be asked to close down. But I feel that such a situation would not arise as government transactions itself would make these ATMs viable.
What kind of support you are getting from various state governments? All the state governments have been very supportive to us. The Bengal Government has offered us land for the first 5 years at a nominal rate of one

“We have sanctioned about `67 crores for financial year 2013-2014 for CSR activities. One of the major projects being taken up is the defluoridation plants in about 250 villages at the cost of `20 crores� rupess. We are also distributing pamphlets in Bengali to generate and increase awareness. Odisha Government is providing us Panchayat buildings for free of cost. Reaching to the untapped areas has been a conscious effort on the part of the bank and we have even included Jammu and Kashmir in our progress trajectory. For J&K we have a special project known as UDAAN. Under this plan, we have given employment to about 300 people who are now working across India. How are you providing financial knowledge to the rural people? We have financial literacy centre and a separate trust for financial literacy. This is what only Canara Bank is doing. It runs about 60 financial literacy centers named as Amulya and retired bank employees are associated as counselors with these centers. We have provided them with a vehicle called Canara Gramin Vikas Vahini vehicle who give information via pamphlets and
other information regarding banking and loans. Therefore the demand for credit has been raised. These financial counselors give knowledge about utilization of credit.
Please elaborate on the Corporate Social Responsibility (CSR) initiatives of the Canara Bank. We have sanctioned about `67 crores for financial year 2013-2014 for CSR activities. One of the major projects being taken up is the de-fluoridation plants in about 250 villages at the cost of `20 crores. Some other programs are of skill development and capacity building. We have 63 such training institutes. We have one trust for helping persons in the unorganized sector; this is called the Swawablamban program being spearheaded by our in-house NGO, Canara Bank Rural Centenary Development Trust where the officials are trustees and separate officers are there to manage the working. lease share with us the mandate of your department in Central Reserve Police Force (CRPF). Central Reserve Police Force (CRPF) deals with the Internal Security of the country. Jammu & Kashmir, North East and LWE (Left Wing Extremism) effected states- our force mainly works in these areas. We look after the law and order situation and also battle insurgency. I take care of the communication division of CRPF. All kind of communication equipments have been provided to our forces deployed across the country. On the other hand, our entire office networks are well connected with dedicated intranet system. We also use satellite phones for communication purposes, if there are some problems with the regular communication network. Unmanned Aerial Vehicle (UAV), has been developed by the Defence Research & Development Organisation (DRDO), which is used by the force when they are on field duty. With the help of the UAV, they try to gauge the situation and plan operations accordingly. In addition to this, we have been also provided with the big UAVs by the National Technical Research Organisation (NTRO). It helps us in getting the live satellite images of the ground situation spread across almost 1000 kms of area.
What kind of IT initiatives are being taken to make operations smoother? Also, tell us about the various new initiatives in the field of IT in your department. There is an office automation policy in our organisation. Most of data which is available, have been captured since 2001. Almost all our static offices

are connected through intranet. Whatever updates we receive from field, we synchronise them with our database regularly. The help of IT is also taken for Business Intelligence (BI). IT initiatives also help us in administration functioning a lot. We are going to upgrade our systems and are also planning on upgrading the software alongside. We are going to change the platform. Our network will be expanded up to the battalion level and we are going to connect all the battalions across the country.
What kind of challenges are you facing in your operations with regard to IT initiatives implementation? In my opinion, we faced some problems in the initial years, as people had to change their working style from manual to comput-
ers. That was a problem in earlier stages. But now things are changing for better. Computer literacy program in the country has helped change the scenario in the field of IT. We have also trained more than 10000 people and we have set up our own training institutions for imparting IT education. I must say that the introduction of IT in a force like CRPF has helped a lot in the decision making. The functioning of the Forces has been upgraded by use of IT. Nowadays we are using mobile phones to communicate with our people within the force. A jawan gets to know how much salary he is earning in a month or about his leave status and other such things. All these are all happening with the help of mobile phones only, through the sms mechanism. Let us all adopt technology for the betterment of operations and performance in the force.

nformation technology has grown significantly over the years, and so has the concern for information security for businesses, consumers and governments alike. With the ever-rising use of Internet, the issue of security is also getting complex by the day. Adoption of smart devices by employees also calls for greater security measures at companies. IT threats are becoming more sophisticated all over the world and organisations are demanding new, robust, affordable and upgraded security solutions in order to protect their confidential data. Security for the IT sector is no longer a choice; it is a core part of any solution implementation. Therefore, both government and private organisations are spending generously on it: of an average IT spend of 11-15 percent, 2-3 percent goes toward security. According to a joint study conducted the IDC and the National University ofSingapore

(NUS), enterprises would soon be spending $127 billion on security issues and $364 billion dealing with data breaches. There has been a considerable change in the way IT services are being used by enterprises. For instance, security solutions such as antivirus and firewalls cannot guarantee a network system against data theft or cyber crime. This has led to changes in the demand for security solutions. The rise in the usage of virtualisation and cloud computing has made network gateways redundant.
Security and Governance Security challenges for governments are much bigger and broader. With the government making its operations computerised and centralised, challenges of securing data has become further difficult. Since all applications used in e-governance are web based and open to public, they are prone to attacks. Data Centre Security solutions have to be deployed at every stage of the network. When it comes to the government sector, cyber security becomes a matter of national security. The current approach of the government is quite systematic and they are taking serious and measured steps towards ensuring their data protection strategy. The government is spending significant money on securing their infrastructure. Using integrated security solutions such as Unified Threat Management (UTM) or next generation firewalls, government establishments can strengthen security defences and also experience a visible improvement in bandwidth utilisation and network performance.

Today smart card technologies are used in various areas, like healthcare, banking, entertainment and transportation. Smart cards can serve as credit or ATM cards, fuel cards, mobile phone SIMs, authorisation cards for pay television, household utility prepayment cards, high-security identification and access-control cards, and public transport and public phone payment cards. The Government of India had set up an InterDepartmental Information Security Task Force (ISTF) with the National Security Council as the nodal agency to monitor the increasing incidences of cyber crime. Acting on the task force’s recommendations, the following initiatives have been taken: • Indian Computer Emergency Response Team (CERT-In) has been formed to respond to the cyber security incidents; • Public key infrastructure (PKI) has been put in place to support implementation of the Information Technology Act and promote use of digital signatures; and • Initiatives undertaken to support anti-cyber crime R&D activities through premier academic and public sector institutions in the country. The government has mandated implementation of security policy in accordance with the information security management standard ISO 27001. The IT infrastructure has become an integral part of the critical infrastructure like power grids, emergency communication systems, financial systems, defence systems and air traffic control networks. The operational stability and security of information infrastructure is vital for economic security of the country. lease give us an overview of the Telecom Sector Skill Council (TSSC).
TSSC is one of the sector skill councils formed to impart skills under the government’s current policy. It is a joint collaboration between National Skill Development Council (NSDC) and the employing industry. Employing industry means private sector companies and majority of the members in the Board of Directors of TSSC are from the private sector. The majority of the fund for TSSC has come from NSDC as grant and some portion comes from the industry. Both, government and private sector have been fully involved with TSSC.
What is the main objective of TSSC and how does it work? TSSC’s primary focus is to provide jobs. We recognize that maximum employment will occur in the private sector. We approach industry about their plans for coming 5-10 years and then we decide on job roles in consultation with the industry. Once they are done, we make syllabi to train people, again in consultation with the industry. We send the syllabi to NSDC for approval and after it is approved, it is published on the NSDC website as a national occupational standard.
Tell us about TSSC’s method of training. We don’t train by ourselves; we have training providers, while assessment agencies do the assessments. Our role is to train people in skills rather than in academics. There is no age limit - as far as we are concerned, middle aged or senior citizen people can also enroll. We realize that some people need re-skilling, like those already working. They can also be re-skilled using our facilities. We provide a tamper-proof certificate issued by NSDC and we are endeavoring to make this as bare minimum requirement for employment in industry. The government is also trying to bridge the gap between the academics and the industry.
Please shed some light on BSNL and MTNL’s involvement with TSSC and about private telecom companies’ involvement. BSNL and MTNL are not directly involved,
as they have their own captive audience and training centers. But talks are on and hopefully we will get them in. On the other hand, the Secretary of Telecom Department is our chief mentor. Among private operators, majority of them are part of our council. We have started looking at core telecom sector also. Telecom security and legalities of telecom are some skills, and we are in talks with various countries that run telecom security courses. But all these will be part of national occupational standard only if the industry has employability for them, and we will get involved only if there is employability.
Please elaborate on ‘STAR’ scheme and TSSC’s initiatives under this program. National Skill Certification and Reward Scheme branded as the STAR (Standard Training Assessment & Reward) Scheme has been formulated to encourage skill development for youth by providing monetary rewards for successful completion of approved training programs. It aims to increase productivity of the existing workforce, align training and certification to the needs of the country, provide monetary awards for skill certification to boost employability and reward candidates undergoing skill training by authorized institutions with monetary reward of `10,000. This scheme will benefit 10 lakh youth at an approximate cost of `1000 crore. NSDC has given TSSC 80,000 certification numbers to be awarded by August 2014. TSSC has taken up 11 job roles under STAR in four sub-sectors, service providers, handset, network and passive Infrastructure.
Is it urban or rural area-which is the focus area of your organisation? Some skills are required in the rural or mid level towns, while some are needed for urban areas and metro cities. Mobile phone repair is necessary for urban areas as well as the rural areas. We don’t want to plan. We want market forces to drive it. For this, we have a ‘Labor Market Information System (LMIS)’. It has mapped the industry’s requirement to what is available in a particular area. So people know there is demand for a particular of job role in that area and go for training for that particular job.
What is the fee structure of TSSC? Fees structure is left to the market forces. We don’t specify any fees structure. Different institutions can charge different fees for the same course. Also, there is competition, so we don’t charge much. For STAR, we have 11 job roles and they are charged `4000 per month per candidate. At higher levels, fees can be higher. In the STAR scheme, government’s policy is generally to empower entry level people, like call centre operators, front office-field service assistant and mobile phone repairmen. We have maximum number of people from these jobs.
A lot of courses are run online now. What are the TSSC initiatives in the field of online courses? I recently talked about it in a vision statement. We must take advantage of good trainers are available in metro cities. We will go online. Initially, 30 percent of our courses will be free. It will help us in two ways. Firstly, theory part will be disseminated free, so it will be helpful for nation building. Apart from Hindi and English, courses will be made available in regional languages also. Thereafter, we will conduct an online test. Anybody who clears this test can join our online course. Initially it will be in HD video, but later we will go for higher technology videos. Instructors in studios in the metros and local instructors will collectively teach the courses. This will help us as we will have best of the instructor from a metro and a local instructor. Thereafter we will try to assess them mostly through online system. We are also trying to tie up with a job portal to get them jobs. But the portal will be available for our certificate holders only. We are at the final stage of getting partners and will be launching soon.
What are the other focus areas apart from telecom sector for TSSC? Apart from telecom skills, we also impart training for Electronic System Design Manufacturing (ESDM). This mandate has been given to us by DeiTY. The government will bear 75 percent of the cost for this course for general candidates and 100 percent for reserved candidates. This scheme has been launched recently. NIELIT is our partner for this scheme. We also plan to teach people on skill development on DTH broadcasting mode.

awaharlal Nehru Port Trust is considered as a major player in the port sector. As a sector leader in this space, please throw light on the port sector in India? Port sector in general and major ports in particular are in a rapid growth phase. Overall 23 projects out of the targeted 30 projects for FY13-14 involving a total capacity addition of 116 million tonnes (MT) were awarded in all major ports up to mid-February. The largest project in the port sector in India, i.e. Jawaharlal Nehru Port Trust’s (JNPT) fourth container terminal, has been awarded to PSA. Through this project the container handling capacity of JN Port will be more than double the present capacity. The overall traffic at Indian ports, including major and non-major, grew by a modest 2.2 percent year-on-year in FY13. Shipments of crude oil and petroleum products, containerized goods and coal which together accounted for 71.8 percent of the traffic at major Indian ports grew by 5.1 percent in FY13. This was particularly driven by an increase in shipments of crude oil and petroleum products due to the growth of India’s refining output and increase in inbound coal shipments for electricity generation and industrial activities. Container traffic (in TEUs – twenty-foot equivalent units) at major Indian ports remained subdued in FY13 and grew by a mere 0.8%. The situation was hurt by weak external demand for
Indian goods as well as poor import demand due to slowdown in domestic economy. However, the tentative demand recovery in Europe and the US can drive up global container trade as well as outbound container shipment volumes from Indian ports in 2014. In addition, a sustained growth in international trade led by increasing demand from Europe and the US along with containerization of existing cargo could lead to an improvement in container volumes, as the pace of cargo containerization in India is only 22 percent as against the 85 percent index in the developed nations. Port is a critical infrastructure for our country and for the development of our economy. However, the importance of the ports is often not directly understood by the masses. The impacts on daily livelihood and inflation due to lack of required port capacity and inefficiency of equipment qualitative infrastructural facilities at the ports are often not clearly understood. The situation hence demands for a proactive approach from the stakeholders involved in the sector to create such awareness among the masses about the importance and need for efficient ports and port facilities for the development of our economy.
Recently, a drop was witnessed in the total cargo handled at JNPT, falling to 62.35 MT as against 64.49 MT in the previous year. What could be the possible reasons behind this fall in the cargo handled? The containerized cargo handled by major ports was

7.47 million TEUs, marginally lower by 3.10 percent than the 7.70 million TEUs handled in the last year. Of this total index, JN Port handled 4.16 million TEUs which is 55.74 percent of the container traffic handled by the major ports. This year also JNPT retained its first position in container handling among major ports. Cargo volumes fell in the last fiscal, mainly due to the labour troubles and cut in the output by one of our private terminals. Our own terminal registered a growth of 8.66 percent in volume, but our two private terminals reported lower volumes. While both these terminals were hit by a strike and go-slow action by employees, NSICT fearing revenue loss, reduced the volume after the tariff regulator cut its rate in 2012. This ultimately resulted in a fall in the cargo volumes handled during the period.
With the increasing private participation and development of ports in the neighboring state of Gujarat, do you see a shift in the cargo inflow from JNPT?
to accommodate up to 14m draught vessels (+6000 TEU vessels) by using the tidal window. The dredging component of the work was completed on 15 February 2014 and foundation work of the leading lights is in progress. Tata Consulting Engineers is the Engineer for this project. Furthermore, under the Phase-II dredging project is in the planning stage, wherein the focus is to deepen the channels from 14m – 15m. The feasibility report for the Phase-II capital dredging project has been already submitted. The estimated project cost is Rs2,774 crore. The proposal for granting permission to carry out detailed project report (DPR) with additional studies required for the completion of DPR has been already put forth before the Ministry of Shipping. We have also requested the Ministry to grant 75 percent cost of the project or budgetary support for this project.

The report of cargo shifting from JNPT to private port is untrue. We have been handling four million plus TEUs of cargo for the last four years. What has shifted is the growth in the cargo volume. After 2006, we did not add any capacity. Cargo growth of last five years, i.e. 15 percent growth in the first three years and eight percent in the last two years (about three million TEUs) has moved to the other ports. Our port has always functioned at 100 percent capacity levels. Essentially, the cargo that we could not handle moved to the neighbouring ports.
With the increasing maritime trade and economic activities, the need for deep-draft ports has been constantly on a rise. Can you detail us about the development of dredging activities being executed at JNPT? JNPT shares about 22 km long main harbor channel with the Mumbai Port. The Mumbai harbor channel is presently maintained to a depth of 10.7 – 11m below Chart Datum. JNPT has a navigational channel of 7.2 km in length, which is maintained to a depth of 11m below Chart Datum. Presently, large size vessels having a draught up to 12.5m navigate through Mumbai harbor main channel and JNPT channel, making use of the tidal window. the region supports such volumes of trade and requires such vessels. In India, JNPT need to be a transshipment hub for such big ships to be able to call at our Port.
The Planning Commission now wants rates at ports owned by the states to be regulated. Share with us your views on this policy. Can this be considered as a favorable measure? New ports that receive viability-gap grants from the Indian government for construction to boost their financial viability will need to have a pre-determined tariff as a pre-requisite for availing the grant, as per the India’s apex planning body. The Commission says that that the plan is to have tariff caps, which is essential to prevent projects from being used for speculative gains. Such rate ceilings do not exist now at any of the ports owned by the States. The Union Shipping Ministry, through its Maritime Agenda, has taken several steps to achieve a market-linked rate regime for the major ports to put them on par with the non-major counterparts. It is at this juncture that the Planning Commission has prescribed regulating rates. The Ministry had earlier tried to regulate ports owned by the States by drafting port regulatory authority legislation in 2001, but the plant was abandoned after the States and other stakeholders, including the Planning Commission objected the move. However, this time, the chances of the plan sailing through are bright as it is linked with the viability-gap funding. All new ports to be constructed with such funding will have to follow a model concession agree-

The objective, according to the Commission is to secure value for public money and provide efficient and cost-effective services to the users. Financially-stressed States are
unlikely to say no because it would eliminate the possibility of getting this fund from the Indian government to build new ports. Even if no VGF is involved, the States may still be forced to follow the model document as the lenders may insist on adopting such standard frameworks approved by the Commission and would be comfortable on lending in the basis to protect their interests. Moreover, the Commission also states that a tariff cap is necessary as the States are giving monopoly rights for the projects; this move guarantees and compensates the port operators from construction of competing ports within a 50km radius for 15 years. Hence, irrespective of VGF received or not, the model document, instead of acting as a guiding principle for the State authorities, will ensure continued government control on rates, operations, cargo, customer composition, productivity and performance standards. .

The Delhi Integrated Multi-Modal Transit System Ltd. (DIMTS) came into being as an effort of collaboration between the Delhi Government and Infrastructure Development Finance Company Foundation (not-for-profit organization). Essentially, the engagement of the Infrastructure Development Finance Company (IDFC) and DIMTS was to provide an enabling environment to enhance managerial competence. Management company tools were included so that DIMTS was not hamstrung and had the agility and flexibility that a private sector has. At the same time it remained accountable to the Public Sector. DIMTS has evolved since the last seven years. The work of the organisation includes Intelligence Transport System (ITS), advisory services (doing feasibility studies for projects), help structure PPP projects for concession agreements, financial modeling, contracting etc. We have an engineering division which is engaged in detailed engineering drawings, design, feasibility studies, soil investigation and project management.
What has been the contribution of DIMTS towards the transportation sector? The railways division of DIMTS provides engi-

neering services for railways sites such as track alignment etc. A very important component of DIMTS is also our transportation and traffic studies where we have lots of simulation about various cities. We have come up with Comprehensive Mobility Plan, looking at the cities as a whole. For example, if an individual has to wait at a traffic junction, what will happen can be simulated for people to see. Once in past, the then united Municipal Corporation of Delhi (MCD) wanted to construct an underpass at Dayal Chowk. We did a simulation and showed to the government that the underpass would actually worsen the traffic situation in a couple of more places. After seeing the simulation, they shelved the project. Otherwise the government would have spent an amount of 70-80 crores. In that case intervention of the DIMTS actually helped Delhi Government. DIMTS act as program managers for the transport department also the orange coloured busses running in the state, which are about 1200 in number, are functioning under the Cluster Bus Scheme. The entire scheduling, fare collection, service level management, on-time performances are taken care of by us. We monitor and manage them. It is done through an intensive IT system and carries more than 1000 passengers per bus every day. Effectively we are actually carrying about 1.2 million or 12 lakh people daily. That too, cost wise we are far more efficient than DTC buses. We also do Intelligent Signaling. This is being done in the cities of Ahmadabad, Surat and also for the BRT corridor in New Delhi.
Brief us on the online initiatives started by DIMTS. Also tell us about the benefits it has brought in for the people of the state. DIMTS has started several online initiatives in order to make travelling easier for the people. The bus info application is for those multitudes of people who commute by buses every day. Our GPS enabled transit mode will prove useful for all bus users, even the relatively recent users. Now once you enter the destination on any of the junctions, it will tell you about all the details- like the expected arrival time of the buses, available routes and the fare. DIMTS has also introduced user friendly application- Tell Tail. The panic press button is another such application. There are many such applications available in the market. But our
application’s uniqueness lies in the fact that one does not have to have a GPS enabled phone. If a Delhi public transport commuter just informs about the vehicle number, in which he or she is traveling, to a person, that person can keep a track of that bus’s whereabouts. It lessens the anxiety and this information is very useful for the relatives and friends to locate the traveler.
You have served the government sector in various capacities. How has your experience of working with the government sector helped in leading DIMTS? 99 percent of the people working in DIMTS come from the private sector. This segment of the workforce does not understand government processes. My previous work experiences with the public sector have helped me to develop a deep understanding of the work procedure followed by the government sector. Also, I am well known in the circle of important government people, which helps me to communicate with them better. There is a trust factor which comes in as a result of working with each other for several years. A person from the private sector may have found it a little difficult especially in the initial stages. DIMTS has been created in such a way so that it can have benefits of both the private and public sector. We have the talent pool of the private sector and the accountability of a government organisation. That accountability comes from the Board of Directors which includes Chief Secretary as its Chairman and Member Finance as the Principal Secretary. I think that this kind of model works well. Old school audits or vigilance approach cannot
work in these models. Thereby, DIMTS model works best.
What kind of work has DIMTS done in the other states of India and abroad? We have moved ahead as an organization and established our reach in a number of Indian cities and even abroad. We won the bid for designing the BRT Corridor in Addis Ababa, Ethiopia after quashing bids from UK and Germany. We are providing Intelligent Signaling in Surat, Rohtak and in few towns of Madhya Pradesh. A lot of advisory services are being provided in Himachal Pradesh monorail project by us. We now basically urge to spread our wings as well as share our leanings with others. DIMTS has become a model of study for many foreign countries. Recently we received delegations from Sri Lanka and Egypt. Some of the delegations were sponsored by the World Bank.
What is your vision regarding the transportation sector and what is the roadmap for its development? Our vision is that the public transport should be used for bulk of the trips. Studies have shown that 25 percent of the pollutants come from private vehicles. Our dream of sustainable inclusive development can be achieved only through public transport. Every living city has public spaces for equal participation by the elite and working classes. You have large parks, city centers and other public areas for social interaction to happen. So there has to be a shift in the mindset of people so that they get ready to use public transport as a part of their daily lives.

W
hat lead to the city of Chennai have its own metro rail system?
Chennai metropolis has been growing rapidly and the traffic volumes on the roads have also been increasing enormously. Hence the need for a new rail based rapid transport system has been felt and towards this objective the Government of Tamil Nadu has decided to implement the Chennai Metro Rail Project. This project aims at providing the people of Chennai with a fast, reliable, convenient, efficient, modern and economical mode of public transport, which is properly integrated with other forms of public and private transport including buses, sub-urban trains and Mass Rapid Transit System (MRTS).
Please give us some details about the Chennai Metro Rail Limited (CMRL). The Government of Tamil Nadu created a Special Purpose Vehicle (SPV) for implementing the Chennai Metro Rail Project. This SPV named as “Chennai Metro Rail Limited” was incorporated on 03.12.2007 under the Companies Act. It has now been converted into a Joint Venture of Government of India and Government of Tamil Nadu with equal equity holding.
What are the steps being taken by you to ensure a safe and secure metro rail system in Chennai? Passenger safety and security has been given the top most priority in Chennai Metro Rail project. Keeping in mind the safety concerns, we have systems in place which ensures that platform gates will open only when a train enters a platform. On the other hand, train can move only when the gets are closed. This reduces the chances of accidents. All these steps also help us in energy consumption, along with ensuring safety. It is noticed that the air-conditioning required for tunnel cooling near platform or track area is far more than what is required for the remaining part, due to the heat generation for using brakes. But, if we are able to cut down the unnecessary brake movement near the platform area, it will help in efficient use of energy.

The land disputes or infrastructural issues are associated with most of the big infrastructure projects in our country. How have CMRL dealt with these kinds of issues? We have in our possession all the lands necessary for the project, except one. But there are some small litigation problems in some places. Luckily for us these minute problems have not hampered our work. This is a public project and moreover court takes well concern of the legalities. Though there were few challenges initially. Due to the sluggishness in the market some companies engaged with us could not able to complete the work on time. It forced us to terminate their contract as all these were affecting progress of our project.
Please brief us about the energy efficient air-conditioning system installed in the Chennai Metro Rail. We have installed air conditioning system which is more energy efficient. For example I can say that in any air conditioning system there are two cycles- primary and secondary. There is the need of energy or cooling transiting from one cycle to another. But here we are focusing on single cycle only. This will save nearly 30 percent of energy as compare to earlier air- conditioning system. It will result in more energy efficient air-conditioning system in metro rail.
Various other metro projects in cities like Delhi and Kolkata are utilizing their stations to showcase art and culture. What about CMRL’s plan on this? Our stations are developed on varied concepts. So each and every station will be depicting various forms of art and cultures. For example I can

We often see glitches in the car parking places for metro projects in other cities. Share with us the plans of CMRL to tackle this problem. Also throw some light on CMRL’s bicycle parking and renting initiative. We are trying to do things differently in Chennai. There are separate sub lines inside our stations for pick up and drop points or parking places. This will result in fewer chances of blocking up main roads near the metro station areas. There will also be escalator system in place which will be connected to the parking areas. In our stations area we are providing separate space for cycle parking. We have tied up with Chennai Corporation and they have provided free cycles.

departments. How do you find working for Chennai Metro Rail project? I thank the government for giving me the opportunity to work for this project. I am happy to be part of CMRL as I have handled similar kinds of projects for Japan International Cooperation Agency (JICA) and World Bank. I had also worked earlier in the major infrastructure projects, like Hogenakkal water supply project, which was a Rs 2000 crore project.
What are the core values being followed by Chennai Metro Rail Limited? We are always trying to give safe, clean reliable and courteous service to our customers. Apart from this, we want to uphold Integrity and our focus is also on sustainability for reducing green house emissions. rief us on the the major IT initiatives in Bangalore Metropolitan Transport Corporation (BMTC).
Bangalore Metropolitan Transport employs a total of 35,400 people, out of which 32,000 are drivers and conductors. As a common practice, these drivers used to pay bribes to officials for getting their leaves sanctioned. Such corruption prevailed at the core of the system. It is difficult for the staff to shell out a sum of `100 as bribe in order to get leaves. We at BMTC felt the need to have an automatic system to curb down this menace. We have brought this under our control by adopting IT. Also we faced problems in figuring out the numbers of employees who could be sanctioned leave during a given period of time. It has been observed that a total number of 7-10 percent of employees go on leave together. The system has been empowered with the authority to sanction leaves, leaving no gap to obtain bribes. Also the automated system records information of leave credits related to particular employee account. An SMS and printed receipt will be generated for acknowledgement showcasing the leave permission and credits. There will be limit in the system of eight percent of total leaves per day and two percent flexibility is there in case of emergency, the call for which is taken by the depot manager and the request is generated under kiosk. The staff can see leaves credit by Radio Frequency Identification Devices (RFID) card and the provident fund number is their ID. This whole RFID based kiosk has been developed by Bosch.

The recruitment eligibility for BMTC staff is matriculation to the minimum. And to get acquainted with the system, it is being made into a bilingual one. There is almost no typing required as most functions are based on drop down menu. Even if someone can get stuck in any of the website function, fellow employees can come to his rescue. We are also working on linking the Provident Funds and Medical Claims to the system.

In BMTC, help of information technology is taken to manage the entire leave sanctioning system. Is there any mobile function being introduced such as android apps? The idea of mobile function was always thought of and we will introduce android apps in near future so that if any of staff cannot come to depot, they can use the system or take leave via mobile. As of now a staff has to take depot manager’s permission to take leave from outside.
How much does it cost to put in place this infrastructure? What is the deadline for implementation of this system?
‘We are going to launch smart cards in BMTC. We will try to do away with the paper tickets as much as possible. The special part is that smart card can be used for both BMTC and Bangalore Metro. It means that the two will be linked’
On the 40 depots, each kiosk machine cost `4 lakh. It includes hardware, software and maintenance cost for three years. Thus, the total cost would sum up to `160 lakh in total for the entire system. It is not that much if we consider the system’s benefits. This has increased the efficiency of BMTC. It also gives us the entire picture projection of the leaves and duty generation is done by work flow planning. It took 6 months to come up with the system altogether.
and it can be communicated effectively. Finally I must mention that all these are connected to a strong backend. We have started a pilot project in depot number 2 for ITS. For public information system, we will put displays on major bus stops so people can have knowledge about bus schedules. Then all such data will soon be made available on mobile applications for further convenience. Thus, the real time movement of buses can be tracked. It will also give location of bus stop by a location finder tool in the app. Soon we will link MYBTMC.com to this real time system. There will be apps for three different platforms - windows, android, IOS.
How is the IT system managed in BMTC?
How is the cost structure being handled?
Earlier when I joined the corporation there was no dedicated person managing the IT wing. Recently, we have created a position of the Director- IT. A team has been created headed by Director-IT to manage all the IT operations of the organisation. Kumar Pushkar is the new Director IT managing the IT wing. The planning and operations work is now bifurcated.
If we consider the leave management system, there is no onetime payment to the vendor. The liability of maintenance will be on vendor as there will be 3 yrs monthly payment mode. Similarly for ITS system, it is purely based on EMI structure for the period of 5 years. A service level agreement would be done for ETMs and GPS. There will be penalty clauses and all the responsibility of the functioning will be of vendors. The payment is linked to performance. ETM’s will be used to stop reissuing of tickets and this will also improve in increase of revenue to 5-7 percent.
Please explain the Intelligent Transport System in detail. An Intelligent Transport System (ITS) has 3 major components– Global Positioning System (GPS), Electronic Ticketing Machine (ETM) and Public information system. About 7000 buses will be tracked by this GPS system. This is going to be the biggest ITS project in the urban transportation sector in India. With the help of all these systems data will be sent to the datacenter. This will result not only real time tracking but will also provide information about real time revenue generation too. Then we have two way communications with the driver also. If the driver want to pass on certain message to the control centre he can do it easily
These days we hear a lot of cases about violation of law against women and also about other mischief. Has BMTC taken any step to counter these problems? We have done humongous work on it. Nearly 1000 CCTV cameras will be installed in buses and bus stops. 500 cameras are already been put on and running perfectly. Our main purpose is to stop any kind of crime, be it small or big. This will be deterrent for mischief. For
example I can say that people now even think twice to sit on ladies seat and we can see everything, in case there is any problem in the bus. BMTC is the first one in the country to have above 500 cameras. Acceptability in the Bangalore city is very high so there is least chance of vandalism. Soon WIFI connectivity will be made available in some air-conditioned buses on airport route. Basically we want that the entire environment of traveling in a bus changes. There is also a saying that if it is not successful in Bangalore it cannot get success anywhere.
Please brief us on the special e-Bus services. First 12 meter electric bus is on trial run from past 3 months and people liked it. There are 3 important benefits – zero emission, diesel savings and maintenance saving. Every person in Bangalore on an average stuck in traffic 286 hours per year. So the saving of oil for these hours will be a crucial benefit. Moreover, electricity rate is much stable and well regulated thus it will save operation cost over diesel running buses. Another part is the ambience of these electric buses, which has outclassed other buses. Meanwhile, the battery technology has also improved immensely in recent past. It means that by charging for just 8 hours buses can run for continuous 280 kilometers. The e-bus got a lot of media coverage too and lot of brand promotion is already happening with it.
Tell us about the initiatives which connect services of Bangalore Metro Rail and BMTC. One of the major initiatives we are going to take is to launch smartcards in BMTC. We will try to do away with the paper tickets as much as possible. The special part is that smart card can be used for both BMTC and Bangalore Metro. It means both will be co-linked. Generally 1000 cards are used but here, BMTC will be using 4000 cards. The linking of bus and metro transport will be quite a healthy relationship and will be very useful for users. The bus can directly reach to metro stations under the phase 2 construction of metro and this will not be just feeder buses but full distance running buses. In the major bus stands we are putting skyway between bus station and metro station to build up the connectivity. Some of the infrastructural cost can be shared between metro and BMTC.

A new innings for Ram Sewak Sharma. Only the ground has changed. From the coveted post of Jharkhand’s Chief Secretary to the vital responsibility of handling important Communications & Technology Ministry in the Union Government. From the land of minerals to the capital of the country, Ram Sewak Sharma’s endeavor has been to change people’s lives through technology. And now he is back in Delhi. Looking at his career, one can easily guess that R S Sharma will leave no stone unturned in spreading the message of e-Governance throughout the length and breadth of the country. The 1978 batch IAS officer has been appointed as the Secretary, Department of Electronics and Information Technology (DeitY), Government of India. Sharma succeeded former IT Secretary J Satyanarayana, who recently retired on 30th April, 2014. As the Secretary of DeitY, Sharma will be performing an instrumental role in taking benefits of IT to the citizens of the country. He has done same in the state of Jharkhand in the capacity of Chief Secretary. As the Chief Secretary of Jharkhand, he played the pivotal role in reaching out services to the last mile with the help of IT and e-Governance. He is the man behind the Aadhar, the single most important initiative by the government to facilitate citizen centric service delivery. Once speaking about Aadhar based services in Jharkhand to eGov, R S Sharma said, ‘the Aadhar coverage in the state is nearly 92 percent which is more or less universal, and wherever there are beneficiaries, we do not deny service on the basis of non-availability of Aadhar. However, what we do is that when we place the service on the basis of Aadhar, we

advice them, in person, to get enrolled so that they get Aadhar. Aadhar is not compulsion in the sense that it is not only meant to clean up the government system but also for providing more facilities and better access to the people, that is the whole purpose. So, we have introduced Aadhar into various domains and we have been able to clean up.’ Talking on his key initiatives as the then Chief Secretary, he also said, ‘‘the state government of Jharkhand recognises the power and potential of new technologies. We understand how new technologies can lead to improvement in the quality of people’s lives. We believe that the developments in the field of Information and Communication Technology (ICT) can be effectively leveraged to deliver a variety of information and services to the citizens effectively and efficiently. Introduction of Aadhar based Public Distribution System (PDS) or attendance system for the government employees are some of the key initiatives which have been taken during Sharma’s tenure as the Chief Secretary in a year. R S Sharma has done remarkable job during 2003-2006, as the then Secretary, Department of Information Technology in Jharkhand. Under his able leadership, Jharkhand was the first state in the country to commence StateWide Area Network (SWAN). Way back in June, 2006, R S Sharma in an interview with eGov told that, ‘in the context of SWAN, we are the first state in the entire country, which has already appointed an operator and consultant. SWAN commenced operations in February this year. But laurels showered in for R S Sharma, when he delivered brilliantly as the Director General and Mission Director of the Unique Identification Authority of India (UIDAI) between August 2009 and March 2013. This results in denial of a number of services to them. They cannot open a bank-account, they cannot get reservation in a train and they cannot get any mobile connection as some identity documents are necessary to avail these services. In other words, non-possession of any id document denies them the access to many services. Aadhaar fills this gap as it is mandated to provide unique identity to all the residents of the country,’ opined R S Sharma in the interview with eGov. An alumnus of Indian Institute of Technology (IIT), Kanpur and University of California, Sharma has won various awards in the field of e-Governance and was also nominated for Prime Minister’s Awards for Excellence in Public Administration. R S Sharma was born on 1st October, 1955 in a small village in Agra District of Uttar Pradesh. After his early education in Firozabad, he graduated from University of Allahabad in 1974. From the post of Chief Secretary of a state to the post of Secretary, DeitY…Journey continues for Ram Sewak Sharma. As Sharma put it use before embarking upon his new journey, A ‘ new journey.
