Celebrating the Spirit of Indian Entrepreneurship! Collaboration between public as well as private players is the need of the day. This is more so in implementing e-Governance programmes and projects, to realise the Government of India’s resolution to move in the direction of equity and transparency in governance. Bridging the digital divide so that the ‘un-connected India’ has access to high-speed broadband connectivity and getting villages into the tele-loop are the top priorities of the Government. With the multi-million allocation for e-Governance drive in the country, the Government has shown its commitment to strengthen the domestic demand of IT, which stood at $12.5 billion last year. Indian IT firms have established a high standard in software development globally. They are known world-over for their knowledge leadership in technology innovations, concept development, and process leadership. In the year 2005, the big three Indian IT services firms—Infosys, Tata Consultancy Services (TCS), and Wipro—surpassed $2 billion in revenue and accounted for an annual growth rate of more than 30 percent. However, government organisations in India have not tapped fully the IT software potential of the ICT industry. But the scenario is changing for good. The Government of India is promoting publicprivate partnerships (PPPs) in the key infrastructure sectors of transport, power, urban infrastructure, tourism, and railways. Private sector is partnering in a major way with the government in its endeavour to e-Enable the country. Private sector is providing its expertise in a range of e-Governance solutions and requirements such as citizen-centric applications, business process re-engineered solutions, and enterprise computing. They in-turn are getting positive response from the different government departments with which they are working. Most of the government officers are enthusiastic to implement e-Governance in different areas of their operations. In view of the growing partnership between the government and the corporate sector, this edition of egov magazine provides a platform to bring together the Indian ICT companies for use by the government. This Directory is a resource-guide of ICT companies and system integrators. We hope that the concerned government agencies and organisations would find it useful for building partnerships for implementing e-Governance programmes and projects. It is a first-ever-attempt to list the Indian ICT companies, as per their solutions offered, for the government agencies to easily access the information.We have attempted to include as many such companies as possible, yet some of them may have been left out. We will address this problem in our next issue of the ICT Directory, which will be our annual endeavour. Look forward to your candid feedback.

MESSAGE I am happy to note egov magazine, Asia’s first monthly magazine on e-Governance, is coming out with first-of-its-kind directory of ICT companies and system integrators for the Government community. The directory will help in providing IT related information to government departments, public sector units, and autonomous bodies of the government and act as a ready-reckoner for the government officials, as well. Worldwide, government agencies are conducting e-Governance initiatives through innovative partnerships with private players. Public Private Partnership (PPP) aims at leveraging private sector as a supplement to public funding apart from bringing in private sector efficiencies and innovation. Under PPP, the role of public sector gets redefined as one of facilitator and enabler, while the private partner plays the role of financier, builder as well as operator of the service or facility. PPPs combine the skills, expertise and experience of both the public and private sectors. The Indian government is proactively engaged in leveraging the benefits of technology. The pace of ICT adoption is also increasing to drive greater benefits to the common man. Considering these requirements, IT vendors are extending their overall support for rolling out eGov solutions. In view of the growing role of the private sector in implementing government projects, I am sure the egov IT Directory will act as a resource guide for the concerned government agencies. GISDA is built on open standards using proven industrial strength open source software giving value for money. GISDA is architected to scale from a small 15 sq. km area implementation to mega cities of tomorrow. Its software applications are scalable in terms of databases and application services. GISDA can be run from a centrally located server farm of a few hundred servers with the help of database and application server clustering to provide meaningful agglomerated national level data. GISDA applications are PKI and Payment Gateway enabled, wherever required.

UPDESCO AND CENTRE FOR E-GOVERNANCE Uttar Pradesh Development Systems Corporation Ltd. was set up on March 15, 1977, under section 21 of the Companies Act 1956. Its objectives are to organise, install, manage and operate data handling and computation services of any description either independently or in collaboration with others. The organisation is providing IT related consultancy to various state government departments. For project management of State e-Governance Plan under National e-Governance Plan (NeGP) and to house the State e-Mission Team, Center for e-Governance (CeG) an organisation under IT and Electronics Department, has been established as a Society under Society Registration Act, 1860. CeG shall act as an autonomous and independent body constituted by the Department of Information Technology and Electronics, Government of Uttar Pradesh to help and support Government and act as Secretariat and full time internal advisory body in undertaking e-Governance projects. The State of Uttar Pradesh (UP) has adopted and is rolling out eGovernance in the State as one of the top-most priority. The plan consists of the various Mission Mode Projects (MMPs) along with various other support components for rapid introduction of e-Governance. The NeGP envisions a three pillar model for delivery of ‘web-enabled Anytime, Anywhere Access’ to information and services in rural India. The three core infrastructure projects envisaged for this, are: • • •

Connectivity: State Wide Area Networks (SWANs)/NICNET State Data Centers (SDCs) Common Service Centers (CSCs)

National e-Governance Plan (NeGP) has been formulated with the vision of providing government services in an integrated manner at the doorstep of citizens, at an affordable cost. The NeGP envisions the model for delivery of ‘Web-enabled Anytime, Anywhere Access’ to information and services in rural India. State Wide Area Network (SWAN) in the State is being setup to provide 2 Mbps connectivity up to the block level. Total 885 PoPs are to be established upto the block level, out of which 825 i.e., 93 percent are operational. This shall be a close user group network with the government. To make citizen services (G2C) available to the citizens at their door steps, 17,909 Common Service Centres (CSCs) are being established on PPP model in the State. A total of four Service Centre Agencies (SCAs, namely SREI Infrastructure Finance Ltd., Comat Technology Pvt. Ltd., 3-i Infotech Ltd. and CMS Computers Ltd.) were selected to establish these centres in seven zones. Due to non-performance of the two of the SCAs i.e., Comat Technology Pvt. Ltd. and 3-i Infotech Ltd, contract has been terminated. The CSCs are to be known as ‘Jan Seva Kendra’ in the State.

being set up to consolidate services, applications and infrastructure to provide efficient delivery of Government-to-Government (G2G), Government-to-Citizen (G2C) and Government-to-Business (G2B) services. The SWAN shall provide the communication and CSC the platform for delivery of the services. e-District project is implemented in six districts viz., Gorakhpur, Noida, Ghaziabad, Sultanpur, Sitapur and Raibareilly on pilot basis. It will provide 10 services/32 sub-services to citizens electronically. The Project aims to target certain high volume services currently not covered by any MMP under the NeGP and undertake backend computerisation to e-Enable the delivery of these services through Common Service Centers. The implementation strategy of e-District would suitably take into account the infrastructure currently being created under NeGP such as the SWANs, SDCs, CSCs and State Gateways. Approximately 0.45 million digitally certified certificates have been issued. Once implemented on a pilot basis and upon its success, it shall be rolled out in other districts of the state.

SOME KEY e-GOVERNANCE INITIATIVES The Agriculture Department has developed AGRISNET Software which facilitates reporting at the panchayat (the lowest administrative unit at village) level. The system will be linked with the main server of the department so that anyone can see the physical and financial status of the various schemes of the department. Ration cards, kerosene distribution, food grain distribution related information etc. are online now. The Rural Development Department has developed its portal http://rd.up.nic.in. A website has also been developed for National Health Insurance Scheme. SMART cards are being made for below-poverty line families. ‘Rural Soft’ software, on which progress of various scheme, are to be loaded at the field level offices so that the state level report can be compiled at the headquarter level. Bhulekh (Land Record Computerisation) is one of the most important e-Governance application having digitised land records and automated the delivery of Record of Rights (RoRs) to the farmers. It has been implemented in 312 tehsils impacting more than 25 millions landowners spread across 0.1 million villages and 100 million plot holdings.

Computerisation of Commerce Tax Department UPLC has successfully accomplished the computerisation of 93 points of Commerce Tax Department located in different parts of the State, on war footing, to get them functional from the targeted date for introduction of VAT in UP w.e.f. 1st January 2008. Training and Education UPLC has set up Computer Labs at Divisional /Districts /Tehsil/ Block HQs for imparting Quality I.T. education to the Youth. The Computer labs are being run on PPP model by ‘INOTECH’ which with H.P. education, Jay Pee Group of education, SREI SAHAJ for e-Shiksha and Indian Institute of Planning and Management (IIPM) is creating Digital Knowledge Workers up to the remote villages level to bridge the digital divide. INOTECH is doing hands-on and on-job training to the rural youths, diploma management, certification, technical/vocational courses, soft skill development courses and informal trainings (Agricultural, Awareness, Health and Entrepreneurship Trainings). UPLC is also recognised as a Vocational Training Provider by the Ministry of Labor and Employment, Government of India. Other Projects Amongst other major projects, the Corporation has undertaken the turn-key computerisation of UP Excise Department, UP State Warehousing Corporation, Anti-terrorist Squad and Forensic Wings of UP Police, which are being executed at present.
