FROM THE MAYOR: BLUE SPRINGS

Substantial, sustained progress in our city Since becoming mayor, I’ve always said that Blue Springs is “A city on the move and on the right track.” Let me tell you, that couldn’t ring more true that it does today. There are so many exciting things happening in our beautiful city right now. Earlier this year, a worldwide vehicle interior manufacturer Faurecia announced that its newest manufacturing facility will be located right here in Blue Springs. The new, 250,000 square foot facility – which will manufacture and assemble door panels, center consoles and instrument panels for vehicles – will bring more than 300 new jobs to the area by the end of 2020. In total, Faurecia is making an investment of $60 million in the Blue Springs community. Construction began on the site adjacent to 20th Street, just north of Interstate 70, this spring, and the company says this devel-

opment will be on the fast track. Additionally, we’ve seen lots of new businesses open this year including East Forty Brewing in our downtown district (1201 W. Main St.), Orscheln CARSON ROSS Farm & Home (1100 BLUE SPRINGS MAYOR S. Missouri 7), the Saint Luke’s Multispecialty Clinic last year (600 N.E. Adams Dairy Parkway) and the renovation of Colonial Gardens (27610 E. Wyatt Road) to become a destination business for agritourism. Continuing the growth trend, Blue Springs has seen significant amount of new housing development, especially in the southern portion of the city.

Blue Springs issued 233 single-family construction permits in 2018 through May, making our city one of the fastest growing metro-area cities for housing development. And with all this business and residential growth, the city is making big improvements to accommodate our residents. In April, Blue Springs broke ground on the City Hall renovation project. This project is near and dear to my heart, as it will provide access to all our residents by bringing City Hall into compliance with the American Disabilities Act in addition to making it more functional to better serve our citizens. The new and improved City Hall will be ready and open for business by spring 2019. Just over a year after the passage of the dedicated parks sales tax, this summer

two of our playgrounds got major upgrades. A railroad-themed playground at Rotary Park opened in May, and a nature-themed playground opened in Ward Park in mid-July. Additionally, we have resurfaced the tennis courts in Blue Springs Park and in Pink Hill Park as well as made improvements to the Woods Chapel Park Trail, the Baumgardner Park Trail and the Duncan Road Trail (east of Adams Dairy Parkway). And there are a lot more parks upgrades coming over the next four years. These are just the tip of the iceberg when it comes to exciting things happening in our city this year, and we look forward to what will come. Thank you too all of businesses, residents and dedicated community partners that help make Blue Springs a great place to live, work and grow.

FROM THE MAYOR: GRAIN VALLEY

Grain Valley enjoying growth and progress My name is Michael Todd and I’m the Mayor of the city of Grain Valley. I am proud to be in my fifth term as mayor of one of the fastest-growing communities in Missouri. Our population has more than doubled since the 2000 census. Our community has grown in leaps and bounds in recent years to accommodate the needs of the fam- MIKE TODD ilies who live here GRAIN VALLEY MAYOR and the families who, every month, are moving here. We have had the addition of a movie theater, restaurants and, last January, Cosentino’s Price Chopper. On top of all that growth the city has acquired the land at the Sni-A-Bar farm property. We look forward to moving ahead with the city’s plans for this property in the next few years, including the Mid-Continent Public Library, the Police Department and all municipal offices relocating there – including a state-of-the-art indoor-and-outdoor aquatics center. There have been other changes within the community as well, including the recent addition of OATS Transit for senior citizens and residents ages 18-65 who have disabilities. The service is available on Mondays, Wednesdays and Fridays from 10 a.m. to 2 pm and costs only $1 per one-way trip. Call 816-380-7433 to schedule a ride or for more information. Grain Valley has continued to be listed as one of the top 10 safest cities in Missouri by the National Council for Home Safety and Security, which I greatly attribute to the great women and men of the Grain Valley Police Department. They serve this community, not only as they protect its citizens, but also in community outreach projects, such as Shop with a Cop, raising funds and support of Special Olympics Missouri,

and National Night Out. The Police Department has seen many changes this year, including the recent retirement of Chief David Starbuck. He served in law enforcement in some capacity for 42 years, the last three here in Grain Valley. We were lucky to have him, and he’s greatly missed. Interim Chief James Beale will do a fine job, as he already has great knowledge of the community, having served here for nearly 10 years. K-9 Officer Jaxx also retired and will live his golden years in the care of his handler of the last eight years, Sgt. Scott Hedger. K-9 Officer Axel is currently training with Sgt. Hedger. His name was selected by more than 500 participants in a Facebook poll. We’re getting geared up for the Grain Valley Fair coming up Sept. 7-8. We’re excited to have Dana & Parks airing live from the Fair on Sept. 7. The Grain Valley Fair Parade and inaugural Grain Valley Fair 5k both take place on Sept. 8. Grain Valley High School was again recognized as one of the most challenging high schools in the United States. The high school is experiencing some updating to accommodate growth. The 2018 graduating class was their first of many with more than 300 students. The Grain Valley Partnership (a collaboration of the Chamber of Commerce and the Economic Development Corporation) has seen changes this year as well with the hiring of a new director, Tim Russell. They also launched their new, user-friendly website (www.growgrainvalley.org), which is a great source for residents to find trusted companies in which to do business with. Come on out to visit soon and see for yourself some of the changes and improvements that are happening in Grain Valley.

The Davis Memorial Center provides services to Oak Grove’s senior citizens which include daily activities, luncheons, and the Meals on Wheels program which provides services for senior citizens who live within the city limits. Oak Grove’s convenient location to Interstate 70, coupled with the commitment and dedication from the administration and city staff to improvements projects along Broadway Street and the new diverging diamond at the I-70 interchange, will provide the city with an improved transportation system for both citizens and visitors alike. Fall Fun Festival highlights area events

Fall Fun Festival is held in mid-September in downtown Blue Springs. This year it’s Sept. 14, 15 and 16. Hours: Noon to 10 p.m. Friday; 10 a.m. to 10 p.m. Saturday; 10 a.m. to 6 p.m. Sunday. The shows are family-friendly and suitable for everyone. The festival also includes more than 200 food, craft and service vendors, and treats include turkey legs, funnel cakes, curly fries, shaved ice, kettle corn, d fresh squeezed lemonade and much more. The beer garden hours a 4 p.m. to midnight Friday; 2 p.m. to midnight Saturday; and 10 a.m. to 4 p.m. Sunday (must be 21 years of ages to enter.) Each year they hold a parade, which begins at 10 a.m. Saturday. Individuals, businesses, clubs and organizations, as well as the marching bands from Blue Springs and Blue Springs South high schools participate in the parade. Carnival hours: Noon to 11 p.m. Friday; 10 a.m. to 11 p.m. Saturday; and 10 a.m. to

6 p.m. Sunday. Free shuttles will take you to and from the festival from east side of Side Pockets, 1237 S. M-7, and west side Office Depot, 450 N.W. M-7. The shuttles run continuously from from 5 to 10 p.m. Friday; 8 a.m. to 10:30 p.m. Saturday; no shuttle service on Sunday. Also, the First United Methodist Church at 301 S.W. Pioneers, outlaws, statesmen – see it all BLUE SPRINGS • The Dillingham-Lewis Museum, at 15th and Main streets in Blue Springs, houses the Blue Springs Historical Society. It’s a seven-room home built in 1906, and it’s open for tours from 1 p.m. to 4 p.m. Sundays from March through December. The annual Taste of Blue Springs fundraiser is scheduled for Aug. 18. • The Chicago & Alton Hotel, built in 1878, is the oldest building in the city, according to the Blue Springs Historical Society, which also says the building need renovation and is currently unavailable for tours. • The old Chicago & Alton depot in Blue Springs has been moved to Central Park, has been under renovation for couple years and is scheduled to be unveiled to the public later in 2018. It’s also under the auspices of the Blue Springs Historical Society. • Burrus Old Mill Park, 112 N.W. Woods Chapel Road, is at the site where the city was originally founded.

Groups research, preserve local history The Blue Springs Historical Society, 101 S.W. 15th St., Blue Springs. The Dillingham-Lewis House Museum is open every Sunday from 1 to 4 p.m. from March to December. The Historical Society was formed in 1976 and works to preserve and promote the history of the city. The society is devoted to improving the Dillingham-Lewis House Museum; the Chicago and Alton Hotel building; and the Chicago and Alton Train Depot. The municipal law enforcement agency’s coverage area is 22.27 square miles, according to Public Information Officer Jennifer Dachenhausen. Dachenhausen also serves as the department’s crime analyst, which falls under the Staff Services Bureau, one of the three divisions that composed the Blue Springs Police Department that consists of the investigations and records unit. Police response is led by the Operations Bureau and youth intervention services are led by the Community and Youth Outreach Bureau.

The agency’s top executives are Chief Bob Muenz. He has occupied the position since September 2017. The law enforcement agency is supported by a half cent public safety sales tax. A civilian board oversees the use of the funds generated by the tax and issues monthly, publicly available reports. • Grain Valley Police Department 711 S. The area contains 12 lakes from 1 to 42 acres, 11 of which can be used for fishing, including several areas for the disabled. Honker Pond is for kids fishing only. Most lakes contain largemouth bass, channel catfish, crappie, bluegill, green sunfish, redear sunfish and bullheads. Some lakes have been stocked with striped bass, and Coot and Plover Lakes are stocked with trout for winter fishing from November to March. Also, 1st MidAmerica Credit Union in Independence is holding an electronics collection event from 9 a.m. to noon Oct. 20 at 19301 E. Valley View Parkway. Most items are taken for free, but there are fees for some items. Fees: $30 for CRT TVs 26 inches and smaller, $50 for CRT TVs 27 inches and larger, $50 for console/DLP/rear-projection TVs, $20 for LED/LCD/plasma TVs, $5 for CRT monitors, $10 for devices with freon. Many local choices for college students

• MCC-Blue River Metropolitan Community College’s eastern Independence campus serves approximately 3,300 to 3,500 students at 20301 E. Missouri 78 as one of the five campuses of the MCC system in the metro area. Blue River offers a general education program while offering 12 two-year degree programs leading to a transfer to a fouryear college or ending with an associate degree. Associate degree programs include business, teaching, biology, chemistry, accounting, computer science, cyber security, computer systems and engineering administration and computer use support. One of Blue River’s top programs is the Public Safety Institute, which trains police officers, firefighters and EMT/paramedic personnel. Blue River also offers a music and theater program. The school offers adult education classes, certificate programs and professional de-

velopment classes. The Trailblazer Collegiate Academy is an early college program that allows Independence School District high school students to earn an associate’s degree while also earning their high school diplomas. Student services are available to help with tutoring, peer advising, computer aid and academic advising at the Academic Resource Center. Student life includes several clubs and organizations. The MCC athletic programs, which compete in the National Junior College Athletic Association’s Division I, are being consolidated into one program for the 2018-19 school year instead of the four different campus teams to allow student-athletes to attend classes at any of the five campuses. Teams will now be known as the Wolves. Blue River will be the base for the men’s and women’s soccer teams, which play their home games at the nearby Bingham

Middle School campus. Blue River and MCC are under new leadership. In addition to the hiring of a new overall MCC leader, with Kimberly Beatty being named the new chancellor on July 1, 2017, Blue River recently named a new president after former president Michael Banks was promoted to MCC vice chancellor for college and community relations in October. Jackie Gill, who has been serving as president of the MCC-Business & Technology Campus in Kansas City for the last two years, also took over as MCCBlue River president on Jan. 1 in addition to her duties with B&T. Council and boards of aldermen lead cities BLUE SPRINGS CITY COUNCIL The council consists of two representatives from each of the city’s three districts and the mayor. City Council members are elected to three-year terms, with three seats – one in each district – up in an April election. The mayor, also a voting member of the council, is elected to a four-year term. The council generally meets at 6:30 p.m. on the first and third Mondays of each month in the council chambers at the Howard Brown Public Safety Building. • Mayor Carson Ross – The former alderman and Missouri House representative was first elected mayor in 2008 and was re-elected in 2012 and 2016. His term expires in 2020. • District 1 Dale Carter – First elected in 2010, he was re-elected in 2013 and again in 2016 and also serves as mayor pro tem. His term expires in 2019. Jerry Kaylor – A former member of the

Public Safety Citizens Advisory Board, he was elected in 2017. His term expires in 2020. • District 2 Kent Edmondson – First elected in 2008, he was won re-election three times, most recently unopposed in 2017. His term expires in 2020. The county operates with executive, legislative and judicial branches. The executive runs the county day to day, although the prosecutor and sheriff also are elected and run their offices independently of the executive. Legislators, the executive, the sheriff and the prosecutor all serve four years. The county is responsible for many roads, mostly in unincorporated parts of Eastern Jackson County, and it has an extensive system of parks. It also operates a jail in downtown Kansas City.
