Investment and progress in Blue Springs Welcome to the wonderful community of Blue Springs, Missouri. We are truly glad you are here. This year has been an interesting one for our fair city and our entire country, but I want to assure you that in Blue Springs, we are still a city “On the Move and On the Right Track!” Our businesses are bouncing back and doing everything they can to keep our residents safe. In late 2019, Blue Springs was once again included on Money magazine’s “Top 100 Best Places to Live in the United States.” Additionally, the Chamber of Commerce.org named Blue Springs No. 15 in the top places to live in Missouri out of more than 2,500 cities and towns, taking into account data for employment,

housing, education, health and quality of life. And for those of us who call Blue Springs home, it’s not hard to see why as Blue Springs is home to many wonderful residents, attractions, CARSON ROSS parks, businesses BLUE SPRINGS MAYOR and award-winning schools. New development is happening throughout our city, and in the last year, we’ve seen $44.7 million in new investment. Novel Place, a new $14.2 million dollar senior living facility by the White

Oak Marketplace, is almost complete. And construction at the Calmar Senior Living development is underway next to the Adams Pointe Golf Course. KC Bobcat has reinvested $2.4 million in our community with a beautiful new location, and other businesses like Dental Depot and Discover Vision Centers have also built new facilities. Our Parks and Recreation Department continues many beautiful improvements and renovations. In the summer of 2020 we will see the completion of a new stateof-art playground design at Young Park. Blue Springs will be the only second city in the United States with this playground design. Additionally, renovations to the shelter houses, ball fields and courts at

the park are also nearing completion. This project was made possible by the dedicated parks sales tax approved by voters in 2017 and is just one of many great park renovations completed with these funds. As you can see, there is so much going on in Blue Springs, and this is just a small sample of the great things happening throughout our city. I’ve said before, it takes dedicated community partners, hard work and exceptional people working together to create a vibrant community on the move and on the right track, and I am proud to play a small part in our success.

Our award-winning K-12 public school system plays an integral part in our community life and culture, valuing the growth and education of our children as a

top priority. Our town continues to enjoy sustainable growth, including new subdivision additions, senior living and small businesses. FROM THE MAYOR: GRAIN VALLEY

Small town values, big time growth Hello from Grain Valley, one of the fastest-growing cities in Missouri. We pride ourselves in small-town values, despite the rapid growth that we have experienced. We have seen this Chuck Johnston especially in these GRAIN VALLEY MAYOR challenging times as folks have done so much to lift the spirits of neighbors and graduating seniors, helping others, supporting local business and providing donations for families in need. The growth that we have experienced since the late 1990s (the total population has nearly tripled) has challenged the school district to make accommodations for students and teachers. They have done that through bond initiatives, typically with overwhelming support by our community at the polls. Even with this growth, they have managed to maintain an average 17:1 student/ teacher ratio with recognition coming from regional and national levels. I applaud the work they have done in communicating with parents and students throughout the COVID-19 pandemic. Earlier this spring, our Parks & Recreation Department completed the first

phase of the Blue Branch Trail, which was open in 2021. great timing as many people enjoyed it I appreciate the work of our city staff as throughout the stay-at-home order and they work diligently for this community continue to do so now. It is an asphalt and look forward to what’s to come. I’m walking trail in a wooded setting, off of Buckner Tarsney and SW Rock Creek Lane. Expansion to this trail is planned later this year, which will include a pedestrian bridge over Blue Branch Creek, additional trails to the south connecting the Sni-A-Bar Farm neighborhoods, and trail connectivity to the high school and Sni-A-Bar Elementary campus. Thanks to our amazing police department, with the help of the Volunteers in Police Service (VIPS), Grain Valley is once again ranked in the top 20 safest cities for the state. Our police officers go above and beyond to engage citizens, from stopping to let kids check out their cruisers, to serving lunch at our monthly senior citizen luncheons. Our growth is evident by several new businesses being added in 2020, including QuikTrip, Domino’s Pizza and Taco Bell, with a Burger King and other establishments on the horizon and coming soon. Our residential permit acquisition has greatly increased this year, which includes 115 residential units since the beginning of the year. The Lofts at Old Towne, which will include 154 apartments and a mixed-use amenity center with an indoor pool, are expected to

proud to be Grain Valley’s new mayor, and I am excited to serve the citizens, alongside the Board of Aldermen.

Festival organizers forced to alter plans The Fall Fun Festival, planned for Sept. 25-27 in downtown Blue Springs, has been moved to a virtual format. For more information, visit www. bluespringsfallfestival.com or call 816228-6322. The Grain Valley Fair is planned from 4 p.m. to midnight on Sept. 11 and from 11 a.m. to midnight on Sept. 12 in Armstrong Park, 711 Main St. in Grain Valley. However, due to the COVID-19 pandemic, the schedule for this event may be modified to comply with regulations concerning large gatherings and the need to provide safety for the public. The fair normally includes craft booths, food booths, a carnival, live music, magic acts, and a beer garden, as well as a parade at 10 a.m. on Saturday. The parade begins at Grain Valley High School, heading east on Eagles Parkway, north on Main St./Route AA, west on Walnut St. and south on East Kirby

The Independence Uncorked Wine Fest is scheduled for 1 p.m. to 6 p.m. Sept. 12 on the grounds of the Bingham-Waggoner Estate, 313 W. Pacific Ave. in Independence. It’s billed as one of the largest wine festivals in the state, with 25 Missouri wineries and a guest spirits distiller. It also has food booths, beer, art, music, and wine classes. The Rotary Club of Eastern Independence hosts the event as a fundraiser for a variety of local causes. Due to the COVID-19 pandemic, it has been postponed and is tentatively scheduled for Sept. 18-19. This festival honors the heritage of Sugar Creek, which was built on a wave of Slavic immigrants in the early 1900s. Downtown Days Festival is an annual tradition that takes place during the first full weekend in June in downtown Lee’s Summit. Due to the COVID-19 pandemic, it was canceled for 2020. It is scheduled for June 4-6, 2021. Historically, the festival spans six city blocks, and highlights include live entertainment, vendors and a carnival. Because of the pandemic, the outdoor pool will not be opened during 2020. The Blue Springs South Aquatic Center is at 1300 S.E. Adams Dairy Parkway, 816874-3890. This center has two pools. Due to the pandemic, these pool facilities are available to the local swim teams and to the public for a limited number of classes. In order to participate in a class (water aerobics, arthritis classes, etc.) you must be registered. A fall season for 2020 is anticipated, and details of registration for that season will be announced on the website. BASKETBALL • Blue Springs Athletic Association Basketball, leagueathletics.com/Default,asp?org+BSAABASKETBALL.COM

A non-profit youth basketball organization for grades K-8, with participation and competitive divisions. The league is hoping to maintain its regular schedule, with games beginning in December 2020 and continuing through March 2021. If that schedule is possible, practices will begin in November, with registration taking place in September and October. As a result of the pandemic, this facility plans to remain closed until the beginning of Phase 3 of the Jackson County COVID plan. • Lunar Bowl, 2001 N.W. Missouri 7, Blue Springs, 816-220-7722, www.lunarbowl.com. This facility has 32 lanes and runs regular bowling leagues in its 38,000-squarefoot building. The facility also includes a game room, arcade, party room and pro shop as well as food service and the Blue Moon Lounge Bar. Cosmic Bowling is available on Friday and Saturday nights. Open bowling is available when leagues are not in session. Lunar Bowl is open for private events and has experience hosting wedding rehearsal dinners, wedding receptions, bachelor and bachelorette parties as well as family and class reunions. As a result of the pandemic, this facility has changed its hours and is now open from 11 a.m. to 10 p.m. daily. Only 16 lanes are open at a time to ensure social distancing. A limited menu of items is available, as is alcohol. FOOTBALL • Blue Springs Athletic Association, www.bsaafootball.com. This is a competitive league with flag football for grades K-7 and tackle football for grades two through seven through an affiliation with USA Football. Walk a trail and enjoy wildlife Eastern Jackson County abounds in places for outdoor activities. Check with the areas and facilities before you go. Many activities have been postponed or canceled because of the COVID-19 pandemic. • Little Blue Trace Trail Map website: http://makeyourdayhere. com/Facilities/Facility/Details/Little-BlueTrace-Trail-31 This 17-mile rock surface hiking, biking and running trail, maintained by Jackson County Parks + Rec, runs along the Little Blue River from just north of Blue Mills Road in northeastern Independence to a spot just south of where Lee’s Summit Road crosses the Little Blue River. The trail has several access points and parking areas, including Blue Mills Road, the Ripley Junction shelter (near U.S. 24), the Bundschu Road shelter, the Missouri 78 shelter (just west of the Missouri 7 intersection), Necessary Road at R.D. Mize Road, Little Blue Parkway in the Hartman Heritage Center and at Lee’s Summit Road. There are four shelters, 30 picnic tables and a softball field along the trail system. • Burr Oak Woods Conservation Area and Nature Center, 1401 N.W. Park Road, Blue Springs, 816-228-3766, https://nature. mdc.mo.gov/discover-nature/places/burroak-woods-ca The trails are open 6 a.m. to 8 p.m. (hours are subject to change during managed hunts). The nature center is open 8 a.m. to 5 p.m. Tuesday through Saturday and closed Sunday, Monday and all state holidays. The nature center is currently closed due to the pandemic. The 1,071-acre Missouri Department of Conservation area features several miles of hiking trails (including a disabled access trail), a 168-seat auditorium, a live-animal display, bird-viewing area, a 3,000-gallon aquarium containing native fish and reptiles, and a pair of picnic areas. The area and Nature Center host classes and special events for all ages year round (call or see website for times, dates and registration details). The area also features a wide variety of wildlife, fields, ponds, glades, creeks and limestone outcroppings. • Fleming Park, East of Interstate 470 on Woods Chapel Road, 816-503-4800.

Lake Jacomo Marina: 816-795-8888 Blue Springs Lake Marina: 816-7951112 Website: http://makeyourdayhere.com/ Facilities/Facility/Details/Fleming-Park-9 The largest park in Jackson County encompasses 7,809 acres and features a pair of large lakes, Lake Jacomo, covering 970 acres, and Blue Springs Lake, covering 720 acres. It features two full-service marinas, campgrounds, fishing docks (including docks for individuals with disabilities), a fishing pond, trails and several picnic shelters. Water sports such as jet skiing, water skiing, boating and tubing are available at Blue Springs Lake. Blue Springs Lake Marina is at 1700 N.E. Bowlin Road. Dock fishing available after Labor Day. The beach, open Memorial Day weekend through Labor Day weekend (weather permitting), is at 1500 N.E. Bowlin Road. The Lake Jacomo Marina is at 7401 W. Park Road. Lake Jacomo has a limited-horsepower regulation, which keeps the lake calm for sailboats and paddleboats. Dock fishing closes at 8 p.m. Boat rentals are available on both lakes April 15 through Oct. 15, and boat slips are available for rent. • James A. Reed Memorial Wildlife Area, 12405 S.E. Ranson Road (Route RA), Lee’s Summit, 816-622-0900, http://nature. mdc.mo.gov/discover-nature/places/reedjames-mem-wa Hours: 6 a.m. to 7 p.m. daily. Missouri Department of Conservation Regional Office hours are 8 a.m. to 5 p.m. year-round except weekends and state holidays. The 3,084-acre wildlife area is on land donated in 1952 by Nell Reed in honor of her husband, Sen. James A. Reed. The area contains 12 lakes from 1 to 42 acres, 11 of which can be used for fishing, including several areas for the disabled. Honker Pond is for kids fishing only. Most lakes contain largemouth bass, channel catfish, crappie, bluegill, green sunfish, redear sunfish and bullheads. Some lakes have been stocked with striped bass, and Coot and Plover Lakes are stocked with trout for winter fishing from November to March. The area also includes two fishing docks, several small ponds, numerous fishing

jetties, a boat rental facility, an archery range, 15 miles of multipurpose trails for hiking and horseback, one pavilion and picnic area. Deer hunting permitted only during managed hunts. Hunting for doves, rabbits and squirrels is allowed according to state regulations. Trapping is allowed with a special-use permit. It is also a popular bird-watching area. Camping is not allowed except for youth groups with special permits. • Lake City Range and Training Center, 28505 E. Truman Road, 816-249-3194, mdc.mo.gov/regions/kansas-city/lake-cityshooting-range Hours: Noon to 6 p.m. Wednesday through Sunday, early May through mid-September, and noon to 4:30 p.m. mid-September through the end of April. It is closed on Monday, Tuesday and all state and federal holidays. Located on the north side of Landahl Park near the Missouri 7-Route FF

intersection, the Missouri Department of Conservation 60-acre facility has a 20-position rifle range (two disabled accessible), a 10-position pistol range (two disabled accessible), three trap fields and two skeet fields and a 12-position archery range from 10 to 60 yards (crossbows allowed), all available for $4 per person per hour (with the first hour paid in advance, remainder at checkout). A training/meeting room that seats 75 also is available to rent at $20 per hour per permit. The Conservation Department also offers several classes in firearms, archery and hunter education. Practices are held at locations in the Blue Springs School District. All players must have a physical to participate. Cheerleading is also offered. Drumm Farm Golf Club was built on approximately 280 acres at the Andrew

Drumm Farm. The semi-private 7,121 yard, par-72 championship course is designed around creeks and rolling fairways. The course features zoysia fairways, bentgrass greens and five sets of tees for golfers of all skill levels. There is also a 1,674-yard, par 30 nine-hole executive course, a practice range and practice greens. Annual golf memberships, leagues and private instruction are also available. The club also features a fitness center. Summer fees with carts for the championship course are $40 from open to 2:59 p.m. and $32 from 3 p.m. to close, Monday through Thursday; $50 from open to 2:59 p.m. and $44 from 3 p.m. to close, Friday through Sunday. Nine-hole rates with carts for the championship course are $27.50 Monday through Friday only. Walking rates are cheaper. Fees for the nine-hole executive course are $24 with a cart and $12 walking. As a result of the COVID-19 pandemic, several changes to the schedule and procedures have been made: The driving range and golf course are closing at 7 p.m. All golf carts are washed after each use, and only one person is allowed to use each cart unless there is a family group. Eastern Jackson County is rich in historic sites BLUE SPRINGS • The Dillingham-Lewis Museum, at 15th and Main streets, houses the Blue Springs Historical Society. Due to the COVID-19 pandemic, this museum is closed. It is a seven-room home built in 1906, and it is normally open for tours, from March through December. Hours are: Thursdays and Saturdays from 9 a.m. to 1 p.m. and on Sundays from 1 to 4 p.m. and closed on most holidays. Tours are free for members, $3 for adults, $2 for seniors and military, $1 for children ages 6 to 12, and free for children 5 years of age and younger. It is under the auspices of the Blue Springs Historical Society.

Groups desiring someone for a speaking engagement off site can request a Puppetry Arts Institute professional to give an oral history of the Hazelle Factory and/or a demonstration of one or more of the many types of marionettes, hand puppets, and/ or shadow puppets in the group’s collection. Throughout the generations, the Slavic heritage in Sugar Creek was passed down through folk dance classes, Polka dances and other community events. For nearly a decade, the group performed across the nation and continues to share its musical history with an annual perfor-

Local parks offer a wide range of amenities BLUE SPRINGS The Blue Springs Parks and Recreation Department runs and maintains 20 developed city parks and six undeveloped parks for 586 total acres. All Blue Springs parks are open 6 a.m. to midnight. Cable Dahmer Arena, 19100 E. Valley View Parkway, Independence, is the home of three professional sports franchises: • The Kansas City Mavericks of the ECHL. • The Kansas City Comets of the Major Arena Soccer League. • The Kansas City Force, which is part of the women’s 7-on-7 Extreme Football League. The Mavericks and the Comets were a part of the unveiling of the arena, which was opened in 2009. The Mavericks have been a part of the ECHL the past six seasons. They are affiliated with the National Hockey League’s Calgary Flames and their American Hockey League affiliate, the Stockton Heat, and go into the 2020 season with a new head coach, Tad O’Had. The Comets won the last Major Indoor Soccer League championship and have been a part of the Major Arena Soccer League the past four years. The Mavericks leadership team includes President and General Manager Brent Thiessen, who has been with the team since day one, and owner Lamar Hunt Jr., who bought the team in 2015. The Comets ownership looks to be stronger this year with Brian Budzinski representing the new ownership group. Budzinski has a longtime soccer presence in the metro area. The Kansas City Force – the newest member of the all-women Extreme Foot-

ball League – will play two games in 2020, one home and one away, according to the revised schedule posted on the league’s website. Express bus service from Blue Springs to KC The Kansas City Area Transportation Authority fares, paid in cash, have a base rate of $1.50, though it’s higher for some express buses. Youths, seniors and those with disabilities can get a half-priced fare in some cases. Riders can ask for a transfer that’s good for two hours. There is also a $3 day pass that is good for service in Independence, Kansas City, Johnson County and Wyandotte County. Go to rideKC.org for details on special rates and on bus schedules. Riding the Kansas City streetcar, which

This market provides fruits, vegetables, meats and flowers. As of early July 2020, pursuant to Jackson County COVID rules, 50 people

are allowed in the market at a time and can proceed in a walk-through visit. The Drumm Farm Market is open 8 a.m. to noon Saturdays. It’s at 3210 S. Lee’s Summit Road, Independence, 816-3733434. The children and youth at Drumm Farm care for small livestock and harvest a

four-acre garden. The Independence farmers market is open 8 a.m. to 1 p.m. Saturdays at the the Independence Uptown Market. All the crafts and foods were grown or created within a 100-mile radius. You can purchase plants, honey, jams, eggs, soaps, birdhouses

Many higher education opportunities METROPOLITAN COMMUNITY COLLEGE BLUE RIVER Metropolitan Community College’s eastern Independence campus serves approximately 3,500 students at 20301 E. Missouri 78 as one of the five campuses of the MCC system. Blue River offers a general education program while offering 12 two-year degree programs leading to a transfer to a fouryear college or ending with an associate degree. Associate degree programs include business, teaching, biology, chemistry, accounting, computer science, cybersecurity, computer systems and engineering administration, computer user support, criminal justice and fire science technology. Blue River opened its cybersecurity lab in 2019 and was named a National Center of Academic Excellence in cyber defense by the U.S. Department of Homeland Security and the National Security Agency for its curriculum and institutional practices. Another of Blue River’s top programs is the Public Safety Institute, which trains police officers, firefighters and EMT/paramedic personnel. Blue River also offers a music and theater program. The school offers adult education classes, certificate programs and professional development classes. The Trailblazer Collegiate Academy is an early college program that allows Independence School District high school students to earn an associate’s degree while also earning their high school diplomas. Student services are available to help with tutoring, peer advising, computer aid and academic advising at the Academic Resource Center. Student life includes several clubs and organizations. The MCC Wolves compete in the National Junior College Athletic Association’s Division I. Councils and boards of aldermen lead cities BLUE SPRINGS CITY COUNCIL The City Council consists of two representatives from each of the city’s three districts and the mayor. Council members are elected to three-year terms, with three seats – one in each district – up in an April election (delayed to June this year due to the pandemic). The mayor, also a voting member of the council, is elected to a fouryear term. The council generally meets at 6 p.m. on the first and third Mondays of each month in the council chambers at the Howard Brown Public Safety Building. • Mayor Carson Ross was first elected mayor in 2008 and was just elected to a fourth term in June. His term expires in 2024. • District 1 Galen Ericson – The local veterinarian and a past member of the Planning and Zoning Commission, Ericson was elected this in 2019. His term expires in 2022. Jerry Kaylor – A former member of the Public Safety Citizens Advisory Board, he was elected in 2017 and was unopposed for re-election this year. Twelve elected officials serve Jackson County Jackson County, with an estimated July 2019 population of 703,011, is home to four of the largest cities in the state. Kansas City is Missouri’s largest city with 495,327 residents (many in Platte and Clay counties), followed by No. 5 Independence at 116,676, No. 6 Lee’s Summit at 99,357 (some in Cass County) and No. 11 Blue Springs at 55,829. Overall, about half of the county’s residents live in Kansas City and about half live in Eastern Jackson County. The county operates with executive, legislative and judicial branches. The executive runs the county day to day, although the prosecutor and sheriff also are elected and run their offices independently of the executive. Legislators, the executive, the sheriff and the prosecutor all serve four years. The county is responsible for many roads, mostly in unincorporated parts of Eastern Jackson County, and it has an extensive system of parks. It also operates a jail in downtown Kansas City. It owns Arrowhead and Kauffman stadiums. The county’s website is at www.jacksongov.org. Jackson County Executive Frank White Jr., a Democrat, was re-elected in 2018.
