Presidents Re epor t by The Board Hola ARCR Members, Definitely my last message as President of ARCR. Both because of my two year term expiring and, secondly, the Association is taking on a new name. I imagine Ryan Piercy will explain a bit more about that. Well, we certainly had a great October Annual meeting at Restaurant Beso near Sabana Park south. Sorry that we missed so many of you. Most Board members were there as well as one guest, and he wasn’t even a member!! What’s happened to member interest as I can remember other Annual meetings with many more members present? Several items of interest were discussed as well as the election of four of the eight Board members. A combination Charity website had been underway for some time providing a common site to access many charitable organizations. However, after much effort, interest on the part of many organizations seemed to wane and so the project was dropped. However, much of the effort, especially in designing the web pages, will be saved and used for the new ARCR Foundation. Its purpose is to act somewhat similar to the way the United Way operates in the U.S. and also meet all the legal requirements of Costa Rica. If you have any interest in charitable donations/efforts, let us know, we’ll be happy to provide more details and benefits. Don’t know if it’s ARCR or Costa Rica but my two year term has seemed like two months. I’m very happy to have served with so many decent and honest people here in this organization. The new folks on the Board are Mel Goldberg, President, Terry Wise, Vice President, Ray Hagist, Vocal 1, and I, Vocal 2. Can’t get enough of this place!! Remember the old song, “April showers may come your way but they bring the flowers that bloom in May?” There must be something similar in Spanish for Costa Rica, just change the months. Last September was really wet but until this week we’ve been lucky as October (generally the wettest month) hasn’t been so bad. Watch, now that I’ve said that, it will pour - kind of like washing your car. But all the rain sure makes things green and soon the Southern hills will be covered with orange flowers again. Last issue, I wrote about renewing our cedulas. Much simpler now through BCR but the requirement for a Costa Rican police report no longer exists. Wow! Seems the Immigration office is able to handle it themselves via computer much as you and I did!!

Soon time for the annual automobile licensing process - Marchamo. Due by the end of December and starts November. In order to obtain/pay, your car inspection (Riteve) must be current. La Nacion quoted recently that there are some 80,000 cars without the proper Marchamo which means at least that many autos on the roads illegally. Drive carefully!! You can access on the internet, the INS website, for your Marchamo fee - just need your car license plate number. Surprise-surprise. I hope you have not received any driving tickets since the new law because the fines are outrageous. And any fine must be paid to obtain the Marchamo. Good luck. If you do receive a ticket, make sure you appeal it within 10 days as the courts have put a hold on those. All others, pay now!! Another point regarding the Marchamo. The fee includes a small liability insurance policy - very small. My opinion/advice is to purchase an additional liability policy to supplement, quite reasonable and good insurance if you have an accident where others are injured. The legal system can, in some cases, get around the corporate “veil.” I had a friend whose passport was pulled for two years as he had no extra insurance. So, do both, your auto in a corporation and additional liability insurance. The INS agency folks in our offices can help you out with this. While mainly vegetarian, the spiders can occasionally supplement their meals with ant larvae or flies. In Costa Rica the spiders were found to be about 60% vegetarian, while their Mexican relatives were about 91%. The results of the study were also confirmed through analysis of the spiders’ makeup.

Everyone knows that spiders are nasty little poisonous carnivores, ready to attack in an instant, and out for your flesh, right! Well… maybe not all. Costa Rica, along with Mexico, really outdoes itself with a spider discovered to be, you guessed it, vegetarian! Well, mostly.

These odd feeding habits seem to be good for the spiders, but they are far from easy. Dealing with the ants is a tough situation, and the spiders seem to have adopted stealth and retreat strategies for this end. They build their shelters at the tips of the oldest leaves, where the ants seem to patrol less frequently, and then use hit and run methods while feeding. They even use strands of web to drop to safety if patrols come to near.

Just in 2009, following several years of research, several articles have been published about this rare individual. How rare? How about the only known vegetarian amongst over 37,000 species of spiders! Bagheera kiplingi is a species of jumping spider, which shares the other attributes in its group, including large eyes, and extraordinary jumping abilities. It is a tiny creature, about the size of your pinky nail.

Another problem is apparently the fact the buds are very high in fiber, and due to the fact that spiders don’t chew, it is thought that their bodies should even be able to handle this diet. Still it appears they do, and who knows if we will ever discover why they are able to process this food source. A benefit of the food source is that it is readily available year round, wherever ant-infested acacias are to be found. Because of this these spiders’ are very successful at survival in today’s world, where other species seem to be more threatened with each passing day. This discovery is quite exciting for Meehan who said, “Most of the big spider textbooks almost outright claimed there are no herbivorous spiders, it’s on par with the flying pig in terms of novelty.” So if flying pigs and vegetarian spiders fall into your categories of interest, then you may need to know that the Northwest of Costa Rica is the zone to watch for them in on your next spider hunt, for once with no worries about the hunter becoming the hunted.

The spiders name was actually given in the 1800’s by naturalists, based on the panther in Kipling’s The Jungle Book. (Bagheera) All they had to go on was a tattered and dead specimen, so no thought was given to its diet. As a jumping spider they probably gave more thought to its agility, much as a panther would display. It was between 2001 and 2008 that study researcher Christopher Meehan (Villanova University, Pennsylvania) along with colleagues, studied the species carefully. They were found always to inhabit acacia shrubs, also inhabited by guard ants. The ants have a special symbiotic relationship with the trees. The vicious little species protect the plant in exchange for shelter. Bagheera kiplingi however uses its hunting abilities, common to its creed, to ‘hunt’ the nutrient rich buds that grow on the plants when inhabited by the ants. They jump skillfully from thorn to thorn, avoiding the deadly ants, while foraging for their meals.

Immigration n Update by Ryan Piercy

Fines on the Way Since the passing of the new immigration law, foreigners have been watching and waiting for the new fines to take effect, and according to Migracion, the $100 fine per month overstayed is about to be put into effect. There has been much discussion about this fine since first announced under the new law and when it will begin. It is now expected to be put into effect anytime now, and mid December may be the target date. What are they waiting for? The reglamentos (bylaws) need to be published for the new law, which are now expected to be finalized in the next month. Of course they were originally to be published in May this year, then July, September, well, you get the picture.

Our Intention was to provide you with the details of how to request this online, which could then be picked up at any number of local police offices, cutting down greatly on your waiting time. But the government has nicely cut it down entirely by removing the need altogether. Don’t jump for joy yet if you think you’re going to get away with something though. The reason that Migracion will no longer require you to bring it is because they now have direct access to the files themselves via computer. This means that they will be checking everyone’s local police history directly before issuing the first cedula or future renewals. Though we do not yet know how deep the police check is, you should be aware that we have had members unable to renew at times, even if there was pending court cases of certain types that Migracion had been made aware of. Perhaps even Traffic Violations unpaid may now, or eventually, end up on their list of reasons to hold your renewal until dealt with. So please be aware of these new issues, and try to stay on the good side of the law...

The new fine is set to be $100 for every month overstayed by a tourist. Those who opt not to pay will not be allowed to return for 3 times the amount of time they illegally overstayed in the country. There has also been continuing discussion about the $100 fee to obtain an extension of the visa. Again we would like to clarify that this option is only available to those with visas of less than 90 days. In any event, it is also an application to extend for 30 days, and is not a “given” extension as some were led to believe. In fact these extensions have always been processed, and can be denied just as easily as granted. The only difference is now there is $100 fee to request the extension. So please be on alert, as Migracion at the airport is already now beginning to review tourist passports on departure to verify if the visa was overstayed or not. This is being done at the security check, after the exit stamp is paid and travelers have checked in to the airline. Also remember that they are no longer simply granting 90 day visas to all entering, but in fact may grant visas of up to 90 days, or less. Make certain to check what they write on your visa stamp when you enter each time.

My Addictions! Addiction is a funny thing; you can have one and not even know it. I have met very few Gringos who don’t have at least one – they terribly miss at least one or more inexpensive food item that was easily and readily available back in Gringolandia. They didn’t know they were addicted to that food – until they couldn’t get it anymore. That’s what has happened to me. Since moving to Costa Rica I have discovered that I am addicted to sweet pickles. Vlasic sweet midgets or gherkins, preferably. Mt. Olive brand will do in a pinch, but I would rather have Vlasic. Back home I always had a bottle in the refrigerator.

(My Spanish dictionary says “barracho” is “pickled” but mistakenly using that word got me some really strange looks, until I learned that the word had a very different, more common usage.) Once I bought something that was labeled in Spanish as being sweet pickles. As soon as I got home I eagerly opened them – and found something no sane person, not even a trapped Chilean miner, would eat. It took getting a toxic environmental waste permit just to throw them a way! This delicacy (well, to me that word seems appropriate) seems not to be unavailable in the bordering Latin American countries either. I have looked in Concepcion, David, Boquette, and Satiago, Panama. I have gone hungrily from store to store in Rivas and Granada, Nicaragua, asking for them. Strangely, in all three countries I can find abundant supplies of whole dills, dill slices, dill spears and ovals. Plenty of kosher dills in various varieties, bread and butter slices, and sweet relish are also readily available. There’s even one large store in David, Panama, that has an eight-foot section, five rows high, dedicated to stuffed green olives! But sweet pickles, of any size, remain elusive.

I will keep looking, but there will always be a bottle of sweet relish in my refrigerator, just in case. I was bemoaning the depths to which I had sunk (eating relish) one afternoon and was overheard by a kind hearted Gringa friend. On her next trip home she came back with a quart bottle of her mother’s homemade sweet chunks. OMG! It was like I was nine years old again sitting in my Grandmother’s kitchen! I hoarded them and guarded them like they were gold. I’ll be forever indebted to her. One good thing; I know that if I ever acquire one of those precious jars of gustatory delights again, I don’t have to worry about their contents disappearing – my Tico wife and kids Continued on page 16...

(Something I can’t say about another North American treat I have introduced them to, Jif Extra Crunchy Peanut Butter. Every time I feel rich enough to spring for an expensive, imported jar of that nectar of the gods, it seemingly evaporates before I can even get a second PBJ sandwich out of it.) Now that the holidays are coming up, I find some additional, seasonal cravings raising their ugly, but delicious, heads. For instance I’m longing for some pumpkin pie. REAL pumpkin, not sweet potato. I don’t want one of those thin, frozen imitations either; give me a slice where the filling is an inch and one half deep and it’s all topped with fresh whipped cream.

There is now a group accessible to you, a group that wants to help you with challenges and celebrate the successes you have on your professional path. In fact, FED policies have proven to be such colossal failures for the vast majority of Americans, it raises serious questions whether: The FED was and still is, staffed by incompetents, FED officials possess so much hubris, to actually believe they could control the economy and markets at will; or, The FED and government financial elites acted in consort to create the greatest Ponzi scheme in U.S. history.

Treasuries, a practice called Quantitative Easing (QE). One pundit likened this FED action to another gigantic Ponzi scheme. Unfortunately, these massive monetary and fiscal stimulus programs have yet to produce meaningful results. How else could one explain that even after two years, underemployment in the U.S. is reported to have climbed to a ‘sickening’ 22% of the private workforce? In addition, as mentioned earlier, governments at all levels have yet to address their own colossal budgetary deficits, which should ultimately result in the loss of many public sector jobs. Many of us believe the U.S. government and the FED have proven yet again to be very poor economic and financial managers. In fact, we believe an objective analysis could easily conclude that the policies and programs have actually been counter-productive. However, instead of learning from the past, it is now clear that Ben Bernanke is “rehashing the old Greenspan playbook” of trying to reflate the U.S. economy as the FED contemplates more massive QE. I started this article with Einstein’s famous remark about insanity for a reason. This was to get all the people who had allowed today’s Keynesian elites to get away with the monetarist nonsense for too long, to start considering for themselves whether the repeatedly failing FED policies should be allowed to continue. The point is that you might give a major policy some time in order to observe the results. But, when that policy produces the exact opposite results from what was expected for two years running, it is our opinion that persisting with it should be considered a simple case of insanity.

The U.S. has good legal processes and the capital markets to sort things out and many of the failed businesses could have continued to be operated in bankruptcy. Instead, successive governments reverted to the massive bailout schemes. We believe this was to appease certain favoured constituents, and in a naïve hope of something good happening. More likely, it will turn out to be another way to “pretend & extend” the day of reckoning. We believe this is bound to make the way forward much tougher and is expected to last longer than if the government had not intervened. As one song line goes: “Another day older and deeper in debt”. FUTURE INFLATION OR DEFLATION? Respected professionals keep reminding us that the U.S. FED cannot simply print money and “drop it from helicopters”. And, even if the FED were to monetize every dime of currently outstanding in dollar-denominated debt, it would create no net inflation. The simple fact is that the FED does not lend money directly to companies or individuals. That is the function of the banks. Moreover, right now and for quite some time in the future, the banks have no choice but to be very cautious about how much and to whom they lend money. Some professionals believe that the U.S. economy is now facing what is called a “liquidity trap”. This is when 0% interest rates and increasing the money supply does not induce more economic activity.

Jean-Claude Trichet, President of the European Central Bank, made a very prescient assessment of the situation that he outlined in a recent Financial Times article aptly titled: “Stimulate no more – It is now time for all to tighten” It is realized that the banking crisis and ‘unwinding’ of the massive over leveraging would have taken years to work out through bankruptcy proceedings if the government had not intervened except to simply protect the retail deposits and have allowed the ‘zombie’ banks to fail. Many unprofitable and over leveraged companies should also have been allowed to fail. Many would have closed down, but quite a few would have come out of bankruptcy much stronger. Of course, the economies of the U.S. and other nations would have contracted and stayed in recession for quite a while. However, we contend the stronger companies and banks, with less overall capacity to contend with, would have become more profitable. The end result could have been that the economy would have resumed sounder and more sustainable growth. However, instead of solving any of the underlying problems, hasty actions were taken to prop up selected ‘zombie’ banks

WHAT ABOUT COMMODITY INFLATION? It is true that the Americans and Chinese (with its currency ‘peg’) are experiencing an upward trend in commodity prices, including in food, fuel, and oil-based products. However, the reason the Commodity Price Index has been trending upward for the last 2 years is because the prices are denominated in U.S. dollars. The real problem is that the US dollar has been declining steadily in value over this period, relative to the Swiss Franc, some northern European currencies, as well as to the Canadian and Australian dollars. In fact, while the U.S. dollar index plummeted from June to the end of September this year, even as headlines persisted about the shaky Euro, while almost everything else gained proportionately.

However, keeping interest rates ultra low is certainly not intended to help the majority of Americans already in or approaching retirement, to re-build any wealth through low risk investing.

Thus, while Americans are seeing food and fuel prices increasing steadily, the people in nations with stronger currencies, such as Canada, have not. Instead, they are now enjoying greater purchasing power.

Government policies are also doing very little to help young Americans find their first jobs. With youth unemployment rocketing up in recent years (reported to be 40% now in Spain); policymakers had better ‘wake up’ or start “manning the barricades for the backlash”. For as our mothers’ used to say: “the devil makes work for idle hands”.

CIRCULAR FIRING SQUAD A number of Central bankers are again talking up the use of QE instead of admitting they were wrong the first time around because it was not effective, and give up on a bad idea. Speculation that the U.S. FED will unleash QE-2 has already spearheaded a new round of ‘currency wars’ around the globe. Central banks in a number of developing countries and Japan have all stepped up their interventions to try to prevent a precipitous decline in the value of the U.S. dollar relative to their own currencies. Furthermore, officials in many other countries from Singapore to Colombia have also issued warnings over their strengthening currencies. And, in late September, the Brazilian Finance Minister issued an alert, by saying: “We’re in the midst of an international currency war, which threatens us because it takes way our competitiveness”. One pundit described this currency issue as a “Race to Debase”. Another likened the global “currency war” to participating in a “Circular Firing Squad”. THE MESS MADE BY EASY CREDIT POLICIES Unfortunately, after so many years of public sector debt debauchery, it has become quite apparent, once unfunded liabilities are included, that most Western world governments are already technically insolvent. The debt to GDP ratio of the U.S., as well as that of most other G-7 countries, is reported to be nearly 500% of GDP. We believe it is past time for governments to stop ‘pretending and extending’. This is only making matters worse. Moreover, by persisting with the same policies, it allowed and encouraged the middle classes in the U.S., the UK, and elsewhere, to borrow against rising asset prices, so that they could keep consuming despite the stagnation of their incomes. Cynics believe this deliberate government policy was really ‘crony capitalism’ that allowed the wellconnected rich to acquire virtually all the gains. Moreover, it has already become clear that the policies not only led the middle classes into deep debt but, by continuing attempts to keep asset prices artificially high, they are also “robbing” our children of the ability to buy a house.

Very serious problems are also reported to be arising in developing countries, particularly in China. But, it is far beyond the scope of this article to review the major challenges that the Chinese government should expect to face in future years, in order to keep placating the vast majority of its people. At this time of continuing economic and financial distress, everyone is going to have to start realizing that there are very tough times ahead. One professional made a seemingly appropriate comment that could apply now to the widespread dilemma we are facing. “Winter is coming. Buy a coat.” Optimists believe that “necessity is the mother of invention”, and that Americans will eventually overcome the many serious problems. It is nice to feel there is a “Yes, we can” attitude. However, what made America such an exceptional country was its openness that provided opportunities and encouraged creativity, innovation, and self-reliance. Many are now questioning whether Americans are capable of overcoming the ingrained ‘entitlement complex’ & unwind the massive over-regulation in order to be able to return their country to the successful principles upon which it had once thrived. To help achieve this goal, we must hope new leaders will emerge and lead the country to find satisfactory, long-term, solutions to undo oppressive regulations, stop acting as the world’s ‘policeman’, and ‘clean up’ the messes created by the credit/debt debauchery aided and abetted by the ‘bankster robber barons’. Otherwise, some believe that all the ingredients are now available to create a descent into global chaos. Please note that the opinions expressed in this article are solely those of the writer.
