It was changed to the new venue of the Conference, which is León, Guanajuato.
Cristina Martin (UNDP and the UN Volunteers Program) offered her support to coordinate efforts and work withallthe WYC 2010 To send information of the WYC Volunteers Program. to the countries.
She has been working with Dagmar Schumacher (Associated Director of the Volunteers Program).
Khaled Khiari, Tunisia’s Minister of Youth and Physical Education, affirmed that, in the context of the International Year of Youth, it is important to link the WYC 2010 to the UN Youth Conference to be held in

Nicola Shepard, the UN Focal Point on Youth sent this e mail: As you are aware, as the UN Focal Point on Youth for the UN, the UN Programme on Youth chairs the coordination mechanism within the UN for Youth, The UN Inter Agency Network on Youth Development. I do this work side-by-side with my 2010 Co-Chair UNESCO which is represented by Golda El-Khoury. In order to support the organizers of the World Youth Conference, at the 2nd WYC Int'l Committee meeting I offered to coordinate all of the inputs from the UN system to the 1st draft of the declaration and this offers was graciously accepted. Unfortunately, this is not reflected in the minutes and the agreements and I would greatly appreciate it if this could be added. This

General Overview of WYC
Negotiations at UN NY • The Mexican representation at UN NY will summon its counterparts to announce the Draft Declaration before the Conference. • June: The Declaration Draft will be sent to the NY missions from each country. • First week of July: First dialogue meeting between NY missions to clarify any doubts about the Declaratory. • Second and third week of July: Feedback from the NY missions with the headquarters of each country. • Fourth week of July and first week of August: Second dialogue meeting with the NY missions for comments and suggestions.

General Overview of WYC
Consultations • Before suggesting the design of an International Plan for Youth Development Cooperation, the opinion of the Governments of Portugal and Tunisia will be required. The former due to its experience in the Lisbon Declaration; the latter to know its position about leading the design and validation of the Plan at the Conference of 2011. • The UN World Programme of Action for Youth will also be consulted about the possibility and convenience of designing a Plan.

International Plan Justification • The World Programme of Action for Youth needs to strength a mechanism that establishes specific commitments, goals and deadlines, indicators and management instruments. • The initiative to promote the design of an International Plan has been referred as the Bahía Paper and in the observations to the Strasbourg meeting. Government Forum Objectives The World Youth Conference (WYC 2010) will be a meeting point for representatives of governments and civil society organizations 1. 2.

To share knowledge and experiences in youth and development assessments, policies, strategies and programs. To promote dialogue between civil society organizations and governments on comprehensive and cross-cutting youth and development policies, with the aim of addressing the needs and priorities of world youth. To reach consensus around a declaration of governments that identifies, in a comprehensive fashion, priority actions on youth issues and development policies.

Government Forum Call for participation • Is open to all UN member countries, and it will be in charge of the International Committee. • The Minister of Public Education sent official letters to the minister incharge on youth all over the world in october 2009. • In may 2010, a note verbale was sent by diplomatic channels, by the Ministry of Foreign Affairs (SRE) of Mexico, with important information attached. • In the third week of June, the Minister of Public Education will send a second letter to all the Ministers in charge on youth.

Government Forum Composition of official delegations • Recommendation of Official Delegations (Official Delegations should consist of a maximum of seven members. Each Official Delegation will have three seats in the plenary sessions of the Government Forum). • Head of delegation: The minister responsible for youth or the highest-level officer responsible for youth policy. • An expert in youth and development issues. • A representative of a non-government organization or a youth network or council. (This is independent from the selection process of the two NGO that will participate at the Social Forum) . • Four official representatives. • The participation cost of each Official Delegation must be covered by their corresponding countries. Government Forum Accreditation The formal accreditation procedure for Official Delegations at the 2010 WYC, will be via note verbale through the permanent missions of Mexico in New York, Geneva, Embassies in Mexico and/or Mexican embassies. Government Forum National Connection State Preconferences • 22 preconferences have been carried out in Mexico. • More than three thousand young people from all over the country (approximately 150 young men and women from each state) have participated. • We counted with the participation of more than 200 NGOs. • A document of conclusions emerged from this events and a representative was chosen for the WYC 2010.

Government Forum • The Mexican Institute of Youth presented the WYC 2010 during the meeting of the Youth Ministers of the African Union in Zimbabwe, Africa on April 12th to the 16th 2010. • The African Union confirmed its commitment and participation in the WYC 2010. • The Governments from Libya and Mozambique, confirmed their participation at the WYC 2010, the latter will integrate its delegation by 15 young people. • It was agreed to include the WYC 2010 in the Final Declaration, paragraph 6. Legislators Forum DETAILS ON THE INVITATION Two legislators from each participating country will be invited, specialists with experience and/or interested in the subject of youth. The age is indistinct. The participants’ registration will remain open until July 15, 2010. The participants must cover their air transportation and lodging for the event. A Keynote Lecture which will offer an overview of the global youth situation.
Working groups to analyze and reflect on the relevant issues regarding youth at the international level.
A “Good Practice Forum” in the legislative, budget and Transversality areas.
Closing Session where the Forum’s conclusions will be presented.
Prior to the Legislator’s Forum, delegates will be able to access a basic document in order to enrich analysis and reflection, through the Forum’s website.

Selection process • At the closing of the call, June 4th, 1171 candidates were registered for the volunteers program. There were 903 mexican candidates and 268 from the world. • The interviews for the domestic volunteers will begin on June 15th and will be in person. • We have reinforced the collaboration strategy with the most important universities of Mexico City and León. • We are working very close with Institute of Youth of the State of Guanajuato to recruit volunteers from León. We estimate that, on June 10th, we will have recruited around 1000 candidates.

More than 5,000 members on Facebook More than 1,000 followers on Twitter Flickr has reached its maximum storage capacity; as a solution we have integrated Kontainer to continue showing the pictures of the Conference. Kontainer is a social network for pictures with more storage capacity. We have used it to uploaded pictures from the Pre-conferences in Mexico and from the different continents.

Social Forum Widget Desktop A widget that can be downloaded to the user’s desktop. It is useful to be informed in real time of the information posted on the different social networks; it can be downloaded and installed online. Visas and Entries COORDINATION OF THE FEDERAL INSTANCES INVOLVED Recently the Mexican Government has announced substantial updates to the Law of Population, in order to simplify the migratory procedures for tourists and other temporary migrants. In addition, to contribute to the conference success, the Mexican Government, through its principal organs involved in this matter Secretar铆a de Relaciones Exteriores (SRE), Instituto Nacional de Migraci贸n (INM) y Centro de Investigaci贸n y Seguridad Nacional (CISEN)- has implemented extraordinary procedures in order to make the application of the participants easier.

SRE and INAMI both agreed to accept applications and deliver visas through certified promoters, which offers the participants the advantage of not being requested to be physically present in the respective consulates.

According to the significant youth of the delegates participating in this event, these organs have agreed to make an exception in the matter of economic solvency.

The INAMI and CISEN can offer nowadays faster answers to visas applications due to the systems links and upgrades that have been made.

Please, take note that Mexican Authorities would not deliver visas in any Mexican Airport . Applicants must apply before travelling.

Visas and Entries PROCESS PROGRESS By now, we have made significant advances in the design and implementation of the needed mechanisms to complete visas’ general procedures. The most important aspects are: • Design of the Registration System in coordination with INAMI, in order to allow the compatibility in the data exchange. • Detailed and updated information published on the Conference’s web page (www.youth2010.org) in Spanish and English (in a few days the translation to French will be loaded to the web site). • The delegates will obtain online their official invitation letters and they will have to present it at the respective Mexican consulates or at IOM representatives.

Visas and Entries CITIZENS THAT REQUIRE MEXICAN VISA, BUT LIVE IN COUNTRIES WITH NO MEXICAN CONSULAR REPRESENTATION As in every international event open to the participation of the general public, one of the most important challenges in visa matters is to solve the problem of citizens who live in a country in which Mexican consular representation in non existent. In order to support individuals in these particular cases, the WYC2010 has reached an agreement with the International Organization for Migration (IOM), in which this instance will operate as a mediator, based on its wide coverage of representatives around the world. Visas and Entries • The applicant will send to the International Organization for Migration’s (IOM) office his/her personal documents attached to the migratory forms, properly filled and $36 USD (corresponding to the visa emission payment); • The local International Organization for Migration’s office, will send the applicant’s documents to his head office in Geneva. • International Organization for Migration’s head office will send the respective documents and visa applications to the Mexican office created for this matters in Geneva. The Mexican office will issue the visa and send it back to IOM’s headquarters. • IOM’s headquarters will receive the visa and send it to the corresponding local office which will deliver it to the applicant.

Cultural Program CULTURAL PROGRAM
The WYC 2010 Secretariat, with the support of the National Council for Culture and Arts (Conaculta, by its initials in Spanish), along with Culture Officers of Guanajuato will present a strong cultural program in order to offer a variety of activities inside the Global Interactive Forum (GIF) and through the city during the WYC 2010. The program will offer excellent cultural activities on an international level to the general public in areas such as music, theatre, dance, visual arts, film and conferences. An international gastronomy tour will be provided by local restaurants in order to promote their art to social groups from around the world.

Multiplatform project that will summon young people to send ideas on their lives from the historical reflection caused by the Anniversaries of Independence and the Mexican Revolution in 2010. To explore what the series of concepts that were key for the processes of Revolution of Independence means for the young people of today. On this site there will be tools to create videos, stories, photographs and illustrations based on key concepts celebrated in the Bicentenary. In addition, it will serve as an invitation to the historical reflection and the questioning of its official presentation.

Logistics Transportation: Shuttle bus services will be provided to and from: -International Airport (Benito Juárez in Mexico City and Bajío in Guanajuato) -Poliforum León and the suggested venue Hotels (Fiesta Americana, Crown Plaza and Suites México Plaza)
Timetables will be available at the Airport’s WYC 2010 Information Desk, the suggested hotels and the meeting venues. Transportation will be provided for Cultural program. Transportation for delegates will be made available at places of accommodation for round-trip transfers to dinner venues .

Logistics Airport Facilitation The WYC 2010 Secretariat will facilitate Ministers and their spouses, and UN Senior Officials through Immigration and Customs procedures on their arrival and departure from Mexico’s International Airport.
Interpretation Services Full Simultaneous Interpretation System (SIS) will be available for the Main Conference Room (Keynote Conference), Inauguration and Discussion Panels in English, French and Spanish.

Logistics Press Room An International Press Room will be set up at the Poliforum Le贸n. The Press Room facilities will be the venue for the main media conferences. There will be a common work area, computers, telephone lines and Internet facilities. Business Centre A Business Centre will be operating during the WYC 2010 at the Poliforum Le贸n. The Centre will provide telecommunication facilities such as computers, printers, faxes, telephones and other related services.
