This panel discussion focuses on the unmet need that is often overlooked in Indian Country: access to healthcare to those in our Tribes who are outside of a tribal jurisdictional area for health care. One of the purposes of IGRA is to establish independent federal regulatory authority for gaming on Indian lands and establish federal standards for gaming on Indian lands. A preliminary issue is consequently whether Internet gaming would be considered gaming on Indian lands for purposes of either the application of IGRA or regulation by the NIGC. The UIGEA prohibits unlawful Internet gambling but does not include where the bet or wager does not violate any provision of IGRA. In a highly publicized memorandum opinion, the Department of Justice’s Office of Legal Counsel recently abandoned its long-held view that the Wire Act prohibited all forms of Internet gambling. This panel will explore the effects of this opinion on intrastate and interstate Internet gambling and whether Internet gaming constitutes gaming on Indian lands. Tribal Executive Leader Track The Indian gaming industry has grown rapidly since its inception. Much of this growth has centered on casino expansion, new facilities, acquiring additional and new equipment, and new technology. Many casinos have not had the time or have been content with making a substantial profit without objectively analyzing their operations taking into account factors such as location, demographics, and size. The Cost of Doing Business Report is a valuable business management aid that analyzes many of these unique circumstances. This is the only report of its size that contains such detailed financial metrics exclusively serving Tribal casinos. Some internal uses of the report include: 1. Benchmarking solutions 2. Leadership Development Track This symposium explores the cultural, organizational, business and lifestyle underpinnings of support for women in tribal gaming, including the ways that the tribal gaming industry both welcomes women and appeals to women. Panelists will discuss the ways that the casino gaming industry in general — and tribal gaming in particular — benefits from women’s leadership in gaming operations, management and regulation while also contributing a sophisticated understanding of female consumption of gambling products in general. The methods and techniques addressed will provide an overview that can be used in tribal casino internal audit departments and in performing the various internal audits. This session also will provide methodologies and techniques for preparing effective and efficient internal audit work papers. Lastly, this session will discuss how an internal audit can add value to the tribal organization by providing an overview of the broader risk affecting tribal operations. Additionally, the session will analyze the potential benefits gained by performing internal audits of the areas outside of gaming for tribal operations, such as the hotel, food and beverage and the retail operations. Tax Issues for Tribes and Their Members Finance Track Across the country, many Tribes provide benefits such as elder-care payments, scholarships, housing assistance, mortgage loans and health care benefits to their tribal members.
