WNU goes LerCA

First university to introduce Learner-centered Approach in Negros

Criminology Lab Acquires Forensic Aid Machine

A state of the art device for Criminology students was purchased by West Negros University for the College of Criminal Justice Education (CCJE) in June to bring more accuracy in forensic data analysis.

The Forensic Digital Comparator (FDC) developed by Cebu-based company Hazard, who specializes in providing forensic equipment throughout the country was acquired by WNU for the Criminology program. Mr. Nicholas S. Caballero, Criminology Program coordinator explained that the FGC is primarily used on finger print and forensic ballistic analysis. It is then compared to data replicated by investigators at laboratories, example an empty bullet shell found at the crime

scene of a murder is suspected to have come from a .45 caliber Smith & Wesson hand gun. Investigators would then test fire an actual .45 caliber gun and place the bullet shell along with the one found at the crime scene inside the FGC. The machine will create a three dimensional comparison of both objects and place them together to see if they match. Caballero said that the tests are all manually done previously, but with the FDC, an improved data analysis will be performed by the criminology students who still had to look under a microscope to do the comparisons. /Quinn V. Goodbye colleges, Hello schools!

In the wake of having the University’s administration and its academic system remodeled, West Negros University has changed the concept of separate colleges-per-academic program in favor of the more integrated, UPstyled ‘schools’. Deans, which previously presided over their respective colleges, were now replaced by an academic director.

The main office for the SPS is at the 5th floor, save for the School of Maritime Studies which is at the 4th floor and the School of Criminal Justice Education which is located at the 3rd floor.

Academic programs under the School of Professional Studies (SPS) -courses that have board examinations:

Hospitality Management B.S Psychology, B.S Math and AB English Business Administration & Management Information Technology & Computer Science

Education Accountancy Maritime Studies Criminal Justice Education Nursing Engineering

Academic programs under the School of Arts and Sciences (SAS):

Office of the SAS is at the 3rd floor, while BSHM and BSIT/CS still report at their respective buildings. /Quinn V. Pulohanan

Enrolment now all-under-oneroof

The enrolment process of West Negros University is now all-under-one-roof. Starting the First Semester of Academic Year 2013-2014, students enjoy the hassle-free enrolment process at the HM bldg. It starts at the admission table in the ground floor of HM building where they would get their enrolment slips for step one. They would proceed to the 2nd floor of HM bldg. where the next steps for enrolment processes were held until the ID section. In this way, students were able to enroll easily. Whether you are an incoming freshman student, transferee, continuing student, returning student, cross-enrolee, shiftee or a foreign student, you can inscribe by yourself with this new method of enrolment. Students and staff even faculty were also present in every station to serve every Wesnecan. Unlike these past years, students have to roam around the campus to look for the stations of their checklist in the procedures for enrolment./ Ma. Cristina V. Garcia

Arab Development Institute Eyes Link with WNU

A Saudi Arabia-based educational institution is eyeing a partnership with West Negros University following a conference held August 15, 2013 between the representatives of both parties at WNU-President’s Boardroom.

Adelia Yuliana and Maria Kaye Verzosa O’Brien, of Arab Development Institute had the initial talks with WNU- Research, Extension and Accreditation Bureau (REAB) coordinator, Shiela Ledesma about online English courses. They stressed the importance of understanding working visas and general information on travels which demanded a good command of the English language. “People are scammed by hiring

agencies, which vanish after getting the applicant’s processing fees all the time. And this is because they don’t understand,” O’Brien, a graduate of Medical Technology in a Bacolod City school expressed and added that they are in the country to also give guidelines on how to be able to get employees to work abroad. Yuliana, an Indonesian national and a graduate of Bachelor of Arts in English, on other hand said that with the partnership, WNU can help in sending student volunteers to work overseas such as in Indonesia. She is currently connected with Springfield International School. Arab Development Institute has branches in Al-Khobar, Dammam, and Jeddah in the Kingdon of Saudi Arabia./Quinn V. Pulohanan

EXORDIUM

CONSPIRED BLESSINGS It all started with a dream; a strong passion and will to educate. Many years had passed, change goes hand-in-hand with foresight and preparation, risks and rewards. But our humble institution fell short in those. West Negros College started with a booming student population around ten thousand. It was marked by successive building and replacing of facilities to support learning and teachers pursued doctorate degrees. It aimed to reach its peak that in February 2008, it acquired its university status. The noble goal had come with great efforts, perseverance and participation among the students, faculty and staff to be the “crew members of the plane” and not just ‘passengers’. However, beyond the cheers of accomplishments, we cannot disregard shortcomings. It makes oneself build, learn and pursue goals even when there are times we say it’s impossible. But the difference is, we believe. Regardless of the unwelcomed episodes, still, with the Lord’s enduring guidance and countless blessings to the institution, WNU continues to maintain quality Christian education to develop students holistically. That kind of community nurtured the students who bring the name of our university in both national and regional field of outstanding students; Lucellie P. Santibañez who embarked as the only female awardee recently as one of the Ten Outstanding Students of the Philippines 2013, the NOPSSCEA champions and placers, WNU Mustangs for their 14 consecutive years of triumph in basketball, Severino “Nonoy” Baclao, PBA player, the recently lauded by PNOY, Police Officer 3 (PO3) Felipe Moncatar, school superintendents(district supervisors), board passers, successful alumni who witnessed the journey of beloved WNU’s growth and the Wesnecan students who are living testimonies to all of these. And behind those students who shines are their teachers, mentors and instructors who truly believed and supported their endeavors. All these times, God has prevailed and showed His grace to WNU. He made it stand for more than 65 years and counting. And now, with the new management, a challenge to continue the legacy and make WNU’s name ring through the walls of academic arena.

The woman who dared to dream and established a legacy...

In February 1991, Dr. Suzette Lilian Arbolario Agustin accepted the office as the 12th president of West Negros College. The Wesnecans started to breathe with optimism and sense of responsibility with the woman who spurred to take on the challenges that lie ahead. Steered by the Wesnecan spirit and God’s enduring grace, she gave encouragements to people to grow bigger than life. This hopeful era of her leadership was in pursuit of excellence, placing the institution to offer high quality education with other colleges and universities in the province and propel West Negros College to a University. West Negros College (now West Negros University) was founded by the three Baptist women, Mrs. Luciana V. Aritao, Mrs. Rosario G. Remitio and Mrs. Teresa A. Padilla. Their dreams were transformed upon an academic debut through WNC with Atty. Serafin V. Aguilar as the college president after the devastation of war was felt and seen. These visionaries built a sense of hope and mission to mandate and opened an institution of learning. WNC after 40 years with 11 presidents, Dr. Agustin continued the legacy to lead and serve. She came to West Negros College with a vision and a slogan to banner her entry. Her vision – a university status for West Negros and her slogan – WNC: A New Beginning. Her primary years were not all that promising because her management saw the most vigilant studentry meeting the yearly protest rallies relating to tuition fee increases. That time, West Negros College had been in the negative spotlight. But she, as the president, is single-tracked in her vision. Undauntedly, she pursued her goals. Her administration has embarked on building structures – the hospital, the Eco garden and the upgrading of facilities in the campus. From its humble edifice, WNU has now amenities and state of the art facilities that can support students’ learning activities. Accreditation statuses were hurdled as PACUCOA upgraded some programs and course offerings. The dream is becoming a reality. It started as a simple effort to educate and had withstood the test of times. Year after year, decade after decade, West Negros University had encountered trials and challenges in its manifold forms and complexities. Yet, through the Lord’s enduring grace, we are still here, furthering this noble goal. Dr. Suzette Agustin urged every Wesnecan not to rest their laurels

in order to accomplish the goal of becoming a university, to get ready to start the journey, get set to what had decided to achieve and grow in knowledge of discipline for excellence. Sixty years have passed; West Negros University has evolved into a symbol of excellence in Negros. At the forefront of providing holistic development for youth, the educational institution has championed the areas of academic, cultural, physical, moral and spiritual facets. The unwavering quest seized and achieved. When she led the completion of compliance for universityhood as required by the Commission on Higher Education (CHED) hence… finally… The correspondence conveyed the institution’s readiness for a final visit by CHED to inspect and evaluate WNC’s level of compliance relative to CHED Memo Order #48, Series of 1996. On February 5, 2008, CHED Commissioners Nona Ricafort, Luningning Umar and Saturnino Ocampo visited WNC and conducted the detailed and rigorous process of verification. On February 11, 2008, the Commission on Higher Education has found West Negros College to be in full compliance of CHED requirements. After a thorough deliberation, it has been granted West Negros College the UNIVERSITY STATUS. On July 1, 2008, the newly proclaimed University had inaugurated its first president, Dr. Suzette Lilian A. Agustin, of WEST NEGROS UNIVERSITY during the presidential investiture at LNAM Sports Center. At that moment, the humble institution claimed “To God be the Glory”. This portion West Negros University’s history has made every Wesnecans’ dream into a reality. The momentous day recollected the “Pillars of Wesnecan Dream” a tribute to 11 presidents who dreamt alike. After the investiture, Agustin never ceases to improve every Wesnecans’ skills by providing quality education through creating wholesome atmosphere in the campus. WNU with its international linkages ensures an education that is comparable with the world’s best. Indeed, many of its graduates were considered exchange students and have occupied positions in the different

Dr. Suzette Lilian A. Agustin companies abroad. Dr. Agustin underscored that these linkages should come in many forms with ultimate goal of achieving cultural exchange and academic synergy. These linkages were with Maejo University at Chiang Mai, Thailand; Khaotalu Pittayakom School and Eurphon Christian Montessori School in Thailand’s La Mae district in Chumporn, Hawaiibased Haggai Institute of Leadership, German Development Services, Bayer Young Environmental Envoy Program (BYEE) and Pangasinan State University wherein it opened doors for learning opportunities in various programs. Under her management, the faculty members were upgraded to avail graduate and post graduate degrees.

transforming lives by giving quality education to the youth, especially to those of limited means. As a civic leader, she inspires and motivates people to believe in themselves, and be the best that they can be.

She had also received awards like distinguished Alumni Award for Social and Humanitarian Work by Negros Occidental High School Alumni Association, Inc. on April 26, 1997 and WNU alumnus in the field of Entrepreneurship. On March 8, 2007, she was cited Soroptimist International of Bacolod City’s Women Helping Women Award. A case study mentioned her by TRADESCOPE MAGAZINE “for teaching laborers new skills” and providing livelihood to 1,500 low income participants in September 1992. In addition, she also received commendations like Best Product Line “Basket in Fabric”, Furnishing and Apparel Manufacturers Exchange (FAME) on April 1991; Bulawan Award (Gold) from Association of Negros Producers (ANP) for most outstanding design on August 1991; a Katha nominee on Center for international Trade Exposition and Missions Manila FAME and on October 1989, “Use of indigenous Coco Twig” as backdrop for crochetedPhilippine scenes.

Dr. Agustin’s faith in leading her people came to achieve in greater heights by means of upgrading them. After many years, she ended her term on September 26, 2013 and followed after a significant event in WNU history, the turn-over ceremony on October 1, 2013.

Dr. Agustin as a woman of character has devoted her explicit abilities in various fields. As an academician, she diligently works in

On February 11, 2011, West Negros University through a thanksgiving service held at LNAM gymnasium celebrated Dr. Agustin’s 20th year of faithful leadership. The event’s theme was “Celebrating 20 years of God’s faithfulness.” A rendition of musical numbers including a Call to Worship and Hymns of celebration, among others and followed by a prayer of dedication were performed.

She was given honor by the WNU Glee Club, singing two of her favorite songs. She turned over her office to the second president, Atty. Monico V. Jacob, STI Holdings, to continue her legacy for WNU - in transforming more lives in the future and bringing the ‘Christian in orientation’ of the institution. May the legacy continue... /Elmer John E. Basa

In the year 2007, Mrs. Haydee Einosas Castillo, a Wesnecan, was featured in ABS-CBN’s TV series, Malaala Mo Kaya? wherein actress Ms. Dawn Zulueta played her role with the episode title “POCKETBOOK”.

*Dedicated to Ms. Charo Santos* @maalaalamokaya@abs-cbn.com www.Facebook.com/MMK Official Tweeter@MMK Official

On Borrowed Time As I turn the pages of my life, I find half-written stories, half-untold, I read half-scribbled poems, songs half-composed I see half-covered lies, truth unexposed. What occupied most of my life, I wonder why? What made me turn the other way, oh, why? I realized that nothing has ever been completed, Though I tried, Because I let go of my dreams and then just cried. What made me afraid, I asked myself, On borrowed time, I wasted much, Will there ever be a second chance? To compensate, not to regret for such? I remember the days of my uncelebrated youth, The days I did not run, nor jump, nor dance. The rivers I did not cross, The oceans I did not swim, To turn against the tide, To swim upstream. To cross uncharted seas, To reach the skies, For lost-sighted horizons, For hopes that quickly died For untraveled paths, For rainbows sadly missed, For drops of rain uncaught, For uncaptured silver mist. For suns and moons and stars untouched, For heart unburned and love unmatched, For aches suppressed, for joys unwinded, For unfulfilled promises and desires unintended. For unrevealed secrets and mysteries unravelled For unforgiven lies and unperfumed Judas kisses, For uncried tears, and unatoned black sins, For happiness unclaimed and silenced pains. For letters unsigned and books unread, For mountains unclimbed and hills unreached, To fly across the universe To fathoms oceans depths, These I have to do, To see what lies ahead. For broken wings that cannot fly, For eyes that failed to see, For steps unsure, for voice unheard, For being afraid just to be ME! Oh, Lord I pray, please give me time to make up, I need to do the things I left undone. I need to say the things I left unsaid. I must do all of these to know how well I’ve lived.

“OUR RELATIONSHIP” with GOD DALE RICHMOND L. CHU

In every day of our lives, we meet people and interact with them creating special bonds of what we call “relationship”. A common word for us that we hear every minute that passes through the day of our lives. In spite of that, did you ever think of your relationship with God? Are you honoring Him in your relationship? We always focus on ourselves and tend to forget that God sees everything we do. Relationship means connecting or binding parts that shows a bond wherin there are two or more people involved. Let us then apply this to ourselves, did I connect with God today? Or it’s just a routine that no matter what we do, we come up empty inside at the end of the day. People as we are, we intend to make wrong decisions and do stupid things. Like skipping classes, lying to our parents, vandalizing the comfort rooms and wasting our time THE WESNECO TORCH

making relationships to bad peers. Still have you ever thought that your Father in heaven is waiting for you? Waiting for you to call unto Him? All these questions that are in your mind will be answered by Him. Let me show you. Waking up in the morning is the first part of your day. You can try to kneel to pray and say your thanksgiving to Him. Think about your Creator because He has always been guiding and providing you ever since you were born. There is nothing wrong in starting your day with a prayer. So think about it and don’t hesitate to do it. Prayer is the only way we can communicate to God. Through this we can connect our thoughts and feelings.

“Dear Lord, I wish that you’ll bless us and you will guide my love ones wherever they go. Lord thank you for everything, may you bless my grandfather who are there in heaven. Sorry for our sins. I love you Lord, Thank you very, very much. Amen.” “Thank you Lord for giving me another chance to live. May request ko tani my mom will be cancer free na. And I hope ang friendship sang mga girlfriends ko kabai pa magstrong kag mag dugay.” “Lord thank you for the blessings you have been showered upon us. May you bless my family, friends, classmates,, teachers. Guide them in their work. Give them a good health. May you avoid them in a risk of danger. Leave Jesus in our hearts. Amen.”

“Dear God, I am a sinner and need forgiveness. I believe that Jesus Christ shed his precious blood and died for my sin. I am willing to turn from sin. I now invite Christ to come into my heart and life as my personal savior.” “I believe that there is no distance in prayer”

So ask in His love Cast all your cares to Him And He will give you rest This message speaks that God is omnipotent. For He has always loved us by sending blessings. He is always there watching above because He is omniscient. So there is one thing you can do, “Build your relationship with Him.” Honor Him in every relationship because it binds you together. Keep it strong and firm because... Our calling is to walk worthy towards Him. His gifts are perfect and complete His wisdom is supreme He is in control of everything

God never sleeps He never tires of hearing our prayers When we are weak He makes us stronger

RESPONSE

Good Day!

I wrote this letter because I’m really disappointed sang mga natabo last Freshmen Day kag before pa ang day sang event. I address these problems to the USC and the organizers of the event.

The Editor-in-Chief Wesneco Torch West Negros University Burgos Street, Bacolod City

Diba “LERCA” kamo ngaa daw indi student friendly haw?

I hope naintiendihan ninyo ang inyo obligasyon kag responsibilidad.

We have already brought the feedback to the attention of all our frontliners and we are seeking everyone’s patience and understanding meanwhile that the renovation of our counters are still under planning and budgeting.

Eventhough first year ko pero wala man naglain pagtan-aw ko sa USC and the organizer. Thank you. ******** 1st YEAR VIGILANT STUDENT*********

To 1st YEAR VIGILANT STUDENT, your concern has already been forwarded to the USC Office but there is no response after further updates by TWT.

Thank you so much for bringing the feedback to our attention based on your letter dated July 30, 2013. We are very sorry however that the over-the-counter inquiries and conversations were interpreted by some students who are customers as unfriendly.

Currently, from our standpoint (inside the counter), we can hardly hear the requests and/or inquiries by students/parents/customers mainly due to the full crystal partition of the counter. Thus, our frontliners are exerting additional conversational volume that unfortunately is misinterpreted as unfriendly. Instead, we are encouraging those concerned to facilitate inquiries with our Financial Aid Office where we have counters that can conveniently assist you. Lastly, we do agree to the feedback and everyone’s point that we exist mainly due to our customers- the Wesnecans. That is practically the main reason that our unit is converted o Customer Accounts Servicing Unit. Once again, thank you for informing us where we can batter our service to all Wesnecans. Very truly yours,

book review The Fault in our Stars John Green By: Vicky Joy E. Demonteverde

Sometimes you read a book and you could not help but fall in love with it. This book narrates on the perspective of 16 year-old Hazel Grace Lancaster, who suffers from terminal lung cancer. While attending a support group, she met Augustus Waters, a charming and kind but witty boy with a unique perception in life. It follows the pair’s journey as they live life to the fullest, encountering trials and joys that make them very real. It is this reason why this book could move you in such way that you would smile and shed a tear at the same time. Although it tells about people with cancer, not a typical cancer book but a story of friendship, love and life.

HUSH, HUSH Becca Fitzpatrick

Normal was the best word to describe the life of Nora Grey, an average high school girl in Coldwater, Maine. Things were perfectly normal until she meets the mysterious senior transferee. His ‘James Dean-ish” rebel aura gave Nora the slightest hint that something about him was off. After being paired up with Patch Cipriano in their Biology class, Nora realized that she should have known better than believing that she was normal – because her world wasn’t. And that fact was justified by discovering this annoyingly confident lad was actually a fallen angel destined to kill her as a sacrifice for him to have a mortal body. Nora finds herself stepping into the world of Fallen Angels and the Biblical race of Nephilims; and having to choose between the life that she loved and the love of her life.

Molded to be one: his journey to Stardom

Sports West Negros University congratulates Philippine Azkals for retaining the 2013 Philippine Football Peace Cup crown on October 15, 2013 at Panaad football field, Bacolod City.

“The ball is a sphere.” We commonly hear this phrase from spectators in a gymnasium or in an open field to emphasize unpredictable twists that a ball game brings. We cannot automatically conclude whoever will win the game at our first glance rather we should focus on the game until it ends before a series of rumors and conclusions can be heard. We get bored if we cannot capture the exciting ball rolling on the edge of the net, the parabolic travel of the ball before it reaches the goal and the smashing of the ball over the net. If you think that this is the only thing that could excite you, you are wrong. There is something in our university that can make us feel excited, it is not an event to happen but a person who can make us proud. A wesnecan that brought honor and prestige to our University in the field of Sports. His dedication to become one of the top ranked players in the Philippine Basketball Association today could inspire you to dream big. Severino “Nonoy” Baclao Jr. who embarked his name on the list of successful basketball players in the region was once part of the wesnecan community. Before he was given the opportunity to join the Blue Eagles, Nonoy attended his high school and the first few years of college at West Negros University, where he led the WNU Mustangs to 2005 National University Games (Unigames) - crowned in Bacolod City and the 2006 Basketball Association of the Philippines (BAP) National Students Championship (Inter-Collegiate) title. His reputation as a major defensive contributor, especially in blocking and rebounding, was noticed by Manila-based college scouts, and in 2006 he was recruited by Ateneo de Manila University, which was led by Japeth Aguilar and Chris Tiu among others. After serving the mandatory one-year residency rule imposed by the University Athletic Association of the Philippines, Baclao made it to the Blue Eagles roster in the 2007 UAAP season, where he contributed to the team’s defense, although they failed to make it to the Finals. In 2008, he was designated as the team’s co-captain, which he held until his last year of eligibility. These challenges were not easy for him, as it is said “the ball is definitely a sphere. It does not have any ending, it does not have top or bottom.” He experienced to seat on the bleachers until the game was finished but still his dedication to reach his goal pushed him pursue his dream. Today, Nonoy is playing as a forward in Air21 of the Philippine Basketball Association. His named made a noise in the social media after his first appearance in the year 2010./Jodi B. Ambid Jr.
