ABOUT THE ROLE EXECUTIVE DIRECTOR - HUMAN SERVICES The Executive Director of the El Paso County Department of Human Services (DHS) directs, organizes, and administers the programs and services of the DHS, including Children, Youth and Family Services, Economic and Administrative Services, Adult and Family Services, Contract Management, Administrative Support, and the DHS Public Information Office. Collaborates with the State Department of Human Services and Health Care Policy and Financing in the provision of programs and services within El Paso County. Works closely with County Commissioners and Executive Directors across County departments and offices.

Bachelor’s degree in social work, behavioral science, public administration, business administration, or related field. Master’s degree preferred. Minimum five (5) years of demonstrated managerial and administrative leadership experience; ten (10) years of experience preferred. Minimum five (5) years of human services, government, nonprofit, or related experience. Extensive knowledge of and practical experience in administration, including the principles of organization, management, personnel, and large-scale budget operations. Knowledge of principles and practices of social casework, social welfare administration, and social research as well as community economic, social, and health resources. Knowledge of Federal, State, and Local laws, regulations, and policies concerning human services programs and personnel administration. Proven fiscal management and understanding of complex financial strategies and allocations, including oversight of multiple budgets and funding streams. Ability to communicate effectively, both in writing and verbally, including the ability to deliver effective public presentations. Ability to delegate authority and responsibility, as well as maintain an effective organization. Ability to organize, direct, and coordinate the activities of others. Skilled in cultural change management principles. Ability to establish and maintain effective working relationships with Elected Officials, independent County Boards, Executive Directors, employees, and the general public. Maintain regular and punctual attendance. An equivalent combination of related education and experience may be substituted for the education and experience requirements above. Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

COMPENSATION Salary: $167,800 - $175,000 annually Vacation: 120 Hours per year, accumulated bi-weekly Personal Time: 24 hours, renews each year Holidays: 11 paid holidays each year Sick Leave: 96 hours per year, accumulated bi-weekly Retirement: El Paso County offers a competitive government retirement plan.
