ABOUT THE ROLE EXECUTIVE DIRECTOR HUMAN RESOURCES & RISK MANAGEMENT The Executive Director of the El Paso County Department of Human Resources and Risk Management oversees, develops, and executes the Human Resources, Compensation, Risk Management, and Workers’ Compensation programs in support of El Paso County’s organizational goals. Provides leadership, administration, and planning of various functional areas of the Human Resources and Risk Management Department, including classification, compensation, employee relations, policy and procedure matters, recruitment and selection, staff development, risk management, workers’ compensation, safety, and training; ensures excellent service is provided to all El Paso County offices and departments.

Bachelor’s degree in human resources, business administration, public administration, or related field; master’s degree preferred. Minimum five (5) years of demonstrated managerial and administrative leadership experience; ten (10) years of experience preferred. Minimum five (5) years of progressively responsible professional experience in human resources, of which at least three (3) years must be with a Federal, State, or Local government agency; risk management experience preferred. Must be knowledgeable of organizational goals, relevant Federal and State laws, and ability to recognize and evaluate industry trends. Ability to interpret and apply Federal, State, and Local laws, regulations, and policies. Skilled in cultural change management principles. Skill in recognizing, investigating, and analyzing a variety of financial, operational, and administrative problems, developing alternatives and appropriate solutions. Ability to analyze problems, identify solutions, project consequences of proposed actions and implement recommendations in support of goals. Ability to communicate effectively, both verbally and in writing. Ability to establish and maintain effective working relationships with Elected Officials, Executive Directors, County staff, vendors, and the general public. Ability to manage difficult situations in a professional and diplomatic manner. Ability to maintain confidentiality. Ability to direct, organize, and coordinate the activities of others. Must be honest, truthful, trustworthy and display a high standard of ethical conduct; understands the impact of actions on the organization, self, and others. Maintain regular and punctual attendance. An equivalent combination of related education and experience may be substituted for the education and experience requirements above. Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
