Mention taxes to an entrepreneur and the likely response will be a rolling of the eyes at the complexities involving small business taxes. Many complain about the intricacies of the IRS’s rules. Robert Kennelly, L-A SCORE counselor and chapter chairman, says, “The IRS may be the agency everyone loves to hate, but they only manage the tax laws and policies that Congress passes. And rather than being a bane to small business, the agency has taken several initiatives to be a benefit to owners and the self-employed by providing much-needed guidance to tax procedures and requirements.” One of the chief improvements is a special Web site, www.irs.gov/smallbiz. “This is a great place to give yourself a tax smarts tune-up,” Kennelly noted, “and what could be more authoritative than information coming from the chief tax honchos themselves?” A section called “Starting, Operating or Closing a Business,” for example, covers a tremendous amount of tax territory and includes much of the site’s most useful information. This is where you will find IRS rules on hiring your own kids or other family members, record-keeping, employer ID numbers and selecting a business structure. There is also help answering a key taxrelated question: Is what you are doing a true business or merely a hobby? If the IRS

decides your “business” is really just a hobby, your expenses may not be deductible. Look for their nine-point checklist to see how you stack up. Also visit the “Industries/Professions” section for specific information about tax regulations that may apply to your type of business. The advice and information under “Operating a Business” is helpful for just about any type of small business. If you have employees, you’ll find resources on hiring, employment taxes and wage reporting requirements. And the allimportant “Business Expenses” section defines the types of costs you can and cannot deduct from your taxes. For the self-employed and independent contractors, there is a full section that covers filing requirements, when a tax identification number is necessary, a listing of special publications and forms, responsibilities associated with operating and closing a business and other valuable information. They found that two thirds (66 percent) of employers suffered declining revenues over the previous year, with another 28 percent reporting that the revenues had more or less held steady. entrenched labor costs, and corporations’ newfound cautious approach toward permanent hiring. The number of Americans working parttime for economic reasons — that is, because full-time work is unavailable — has doubled since the recession began in 2007, to 9.2 million. In a January 2010 article in BusinessWeek, Peter Cappelli, director of the Center for Human Resources at the University of Pennsylvania’s Wharton School, said the recession has prompted more companies to create “just-in-time labor forces that can be turned on and off like a spigot.” “Employers are trying to get rid of all fixed costs,” said Cappelli. “First they did it with employment benefits. Now they’re doing it with the jobs themselves. Everything is variable.” Indeed, the number of people who describe themselves as self-employed but working less than 35 hours a week because they cannot find full-time work has more than doubled since the recession began, reaching 1.2 million in December 2009, according to the Bureau of Labor Statistics. Additionally, experts believe that companies that embraced the Great Recession as an opportunity to make drastic organizational changes in the name of greater efficiency and flexibility won’t be inclined to reverse those changes once the economy begins to grow again. In an April 2010 New York Times article, Susan Houseman, senior economist at the W.E. Upjohn Institute for Employment Research, said, “To the degree there’s more uncertainty coming out of this recession than in past recessions, we would expect companies to be more cautious about taking on more permanent employees…so they’d be looking for more of these nonstandard employees to hire.”

Contingent vs. Permanent – the changing profile of the U.S. workforce Just as corporate hiring strategies are shifting dramatically, so is the U.S. workforce. Almost 30 percent of U.S. workers already fall into contingent categories, which the U.S. General Accounting Office defines as temps, parttimers, contractors, virtual and on-call employees. In 2005, the last time the Bureau of Labor Statistics tracked these kinds of workers, independent contractors accounted for 7.4 percent of total employment. Today, more than 70 percent of employers retain the services of at least one kind of contingent employee. Researchers conclude the contingent workforce is expected to grow at three to four times the rate of the traditional workforce, and will make up approximately 25 percent of the global workforce by 2012. And while the employment landscape may look bleak to many for the foreseeable future, experts predict that won’t be the case for as long as some may think. The United States has lost an estimated 7.4 million jobs since the onset of the economic crisis — but the economy is on track to create some 15.3 million new jobs by 2018, according to projections by the Bureau of Labor Statistics. Additionally, more than 50 million total jobs will become available as older workers retire — in 2014, some 78 million Baby Boomers will be between the ages of 50 and 68. Total U.S. employment is projected to grow by 10.1 percent over the next eight years, according to the BLS forecast — a notable improvement over the 7.4 percent growth rate for the previous decade (1998-2008), and roughly in line with population growth of 10.7 percent. force, organizations that look to nontraditional ways of filling these critical roles will have a distinct advantage over those that don’t. It also means that the perception of contingency workers as largely “semi-skilled” will dramatically change, as the move toward a flexible workforce — one increasingly focused on temporary, project-based assignments — will extend all the way up to the C-suite. The use of professional shortterm contingent workers has been the fastestgrowing sector in the contingent and temporary staffing industry over the past few years. The commercial sector, which once accounted for the bulk of temporary and contingent jobs in the U.S., has been overtaken by the professional sector, which now accounts for more than half of the overall temporary job count. Indeed, the “interim executive” is a way for a company to take advantage of the expertise required for a senior-level role without having to make a long-term commitment. For example, “contingent” executives can be tapped to turn around a failing company, or one that has just emerged from bankruptcy. In this scenario, the interim executive is brought in to clean house and get things in order before they move on to the next role. Even small to mid-size firms can benefit from “temporary” talent for other reasons. For example, a fast-growing company that needs to create more infrastructure and personnel processes to support its expansion may consider hiring an interim human resources director, who can work a day or two a week for a year or more. The situation is an obvious win-win: the organization gets the strategic guidance it needs, but doesn’t have to absorb

Which industries will benefit most from a contingent workforce? Industry sectors that are especially wellpositioned for growth will also, predictably, give rise to increasingly sophisticated contingent workforces. Healthcare employment for example, has been a relative bright spot in the economy over the past 12 months, rising by 231,000, according to the Bureau of Labor Statistics. Presently, according to Adecco North America, emergency medical service (EMS) providers are expanding the scope of their services to capture a wider range of their current customers’ business, and offering fullservice staff augmentation where they have historically provided very specialized services. This shift in strategy will increase their market share without having to add new customers. In order to capture this new market share, the EMS industry workforce needs to be very diverse and flexible in terms of both skill level and availability. In addition to EMS providers, medical device manufacturers are growing so quickly they need more flexibility and a broader span

in their recruitment efforts. In tandem, the constant technological changes in this field require a more comprehensive skill set than in prior times. Supply and demand in terms of specialized talent will drive up the price of contingent staffing in this industry. Manufacturing is another area of the economy that is expanding, having added 183,000 jobs since December 2009, according to the Bureau of Labor Statistics. However, the recovery in this sector is slow and uncertain, and employers are increasingly turning to contingency staffing models for flexibility. Adecco is seeing many of the workers in the industry who were the victims of layoffs returning as contingent workers. In fact, one particular Adecco client is experiencing greater workforce stability through a contingent staffing plan – going from a turnover average of 8% to one of 2.4%. Examples like this are causing companies to adapt their business plans to include contingent workers now and in the future. The shift is on. Despite all of the residual uncertainty plaguing the U.S. economy, it’s clear that the nature of work itself is in the midst of a seismic shift, and the workforce of the future will look very different from the workforce of the past. Summer Contract RESERVE PATROL DEPUTY The Cumberland County Sheriff’s Office is currently accepting applicants for anticipated Summer Patrol Reserve Deputy Contract positions including Chebegue Island, Long Island, and the Town of Harrison. The population in these communities increases over the summer time. The full-time summer contract (40 hours/week) runs from June 15th to September 7th. Care Management Supervisor SeniorsPlus has an immediate opening for a Care Management Supervisor in the EIM division offices, with a preference of working in the Bangor office. This position manages the overall performance of the Care Coordination staff members who work in the Auburn and Bangor offices, and remotely throughout the State. The supervisor will oversee care plan outcomes to assure consumers’ service needs are in accordance with assessment and regulation parameters. The position will require occasional travel to Care Coordinator home offices and to the Lewiston/Bangor office locations for meetings/trainings. Qualifications include a Bachelor’s degree, LSW or RN required, MSW, CCM, CCP preferred. Experience with completing Assessments and Action Plans and a minimum of five years experience with the LTC system. Must be able to manage multiple changing priorities.
