From the Director’s Desk… Hello Encinitas,

We hope you are having a great summer and you and your family have had the opportunity to return to normal activity. As fall approaches, we are excited to return to regular programming and events. Many of your favorite instructors are back for in person programs, camps, and classes. The City is also accepting proposals for new programs through the Parks, Recreation and Cultural Arts Department. Interested instructors and organizations can contact the department directly for more details. This issue of the guide features classes and programs, Movie in the Park, senior social dances, Art Night, and other community partnership events. The City has also launched an e-bike page with information about e-bike safety and has partnered with the San Diego County Bicycle Coalition to offer City Cycling classes. We wish the best to the students returning to school and look forward to seeing you in our programs, in our parks, facilities and at an event or two this fall.

PROGRAM FEES: Non-residents add $10 to registration fee. A $2.50 processing fee will be added to each Youth & Teen, Adult and Sports program. Senior Citizen non-residents add $3. A $1 processing fee will be added to each Senior program.

NEW CITY OF ENCINITAS E-BIKE WEBPAGE AND ROAD RULES POCKET BROCHURE Electric bicycles (e-bikes) are more popular than ever and allow people of many ages and abilities to get out and enjoy the fun and enjoyment of cycling with assistance from an electric motor. There are many different styles of e-bikes, from cargo e-bikes to beach cruisers to mountain bikes, making them useful and fun in many ways. E-bikes also provide a great alternative to getting in a car to travel around town. If you ride, or are considering riding an e-bike in and around Encinitas, please take the time to learn what's allowed, what the applicable laws are and follow guidelines and recommendations for riding safely. FREE "City Cycling" Classes Now in Encinitas!

The City of Encinitas, in partnership with the San Diego County Bicycle Coalition offers free classes this fall which will teach road rules, where to ride, general bike safety, emergency maneuvers, legal rights and responsibilities and will include a guided road ride to put your new skills into action! Classes are open to bike riders of all ages. E-bikes welcome! Class content applies to both regular and e-bikes. The 3-hour class is broken up into 3 parts: lecture, skills drills, road riding. Class repeats monthly this summer and fall. All classes are held at the Encinitas Community Center, 1140 Oakcrest Park Drive, Encinitas Date

MOBILITY ELEMENT UPDATE IS UNDERWAY! Join us throughout the process to develop goals and policies to a cityside mobility plan. The Mobility Element is a section of the City’s General Plan that identifies a multimodal transportation network to serve the community’s needs. El Camino Real Specific Plan Beginning Soon! The City of Encinitas is beginning the process to develop the El Camino Real Specific Plan, a plan that will reimagine possible future development with the El Camino Real corridor in Encinitas. MAP Encinitas Beginning Soon! Share your input as the City develops the Modal Alternatives Plan (MAP), the implementation strategy for the City's Active Transportation Plan. MAP Encinitas will develop a prioritized list of the community's bike and pedestrian projects based on a variety of safety, connectivity and use demand factors, making the prioritized projects ready for capital grant funding. Encinitas Redistricting Every ten years, districts must be redrawn so that each district is substantially equal in population. This process, called redistricting, is important in ensuring that each city councilmember represents about the same number of constituents. In Encinitas, the City Council is responsible for drawing council districts. Redistricting is done using U.S. census data. The City Council will seek input selecting the next district map for our City Council. You have an opportunity to share with the City Council how you think district boundaries should be drawn to best represent your community. YOUTH SPORTS BASKETBALL

1st – 2nd Coed Division

Youth Basketball League Encinitas Youth Basketball leagues are designed for players of all abilities. The season will consist of 8 games plus an end of the season tournament for teams that qualify. We utilize a skills assessment and draft system in an effort to form balanced teams. Sorry, no teammate or specific coach requests are taken. Players will receive a uniform (shorts and jersey), participant medal and guaranteed playing time. Teams have regularly scheduled practices. Space is limited and leagues do fill up fast. Volunteer coaches are an integral part of the league's success. Youth Basketball Skill Builder Clinic (ages 8 – 12) Build your physical and mental skills with this awesome program that focuses on basketball essentials, giving every player the tools they need to succeed. This clinic is filled with fun drills and games to improve your game. Incorporated into the lessons is the Fitlight Trainer, to train your brain and your game! Students are divided into groups by skill and age to maximize their workout. Spots are very limited. Includes: Basketball and Dri-fit Performance Shirt. SKATEBOARDING SD Skatelife Beginner Skateboarding Clinic (ages 5 – 10) SD Skatelife expert instructor Andrew Barbosa is offering a beginner skateboarding class designed to teach the fundamentals of skateboarding in a safe and comfortable environment. This class will focus on fundamental balance exercises, skateboarding safety, skatepark etiquette, ramp skills and beginner trick progressions! No experience needed. REFUND/CANCELLATION POLICY:

Activities are subject to change. A full refund will be given if the City cancels the activity. Refunds requested five (5) calendar days before the first program meeting date by emailing encinitasparksandrec@encinitasca.gov may be granted minus a $10 cancellation fee. No refunds will be issued for inclement weather. Prorated refunds may be given for a medical reason, based on the number of unattended days. Medical verification is required with a doctor signature and must be submitted no later than five (5) calendar days after the medical incident. Refund requests made less than five (5) calendar days before the start of the class must be submitted by email to encinitasparksandrec@ encinitasca.gov. Refund requests made less than five (5) calendar days are date-stamped and reviewed by the Recreation Services Manager. Submission of request does not guarantee approval.

Ballet Folklorico de San Dieguito The City’s year-round dance education program for children and youth, ages 6-17, teaches the traditional dances of Mexico and offers performance opportunities within the community. The annual family-friendly celebration attracts several thousand visitors from Encinitas and San Diego County and will include continuous performances by many of San Diego’s finest ballet folkloricos and mariachi bands, artmaking workshops; tissue flowers, and sugar skulls, and ladies dress as “Catrinas” for selfie photos. The public is invited to honor the memory of a loved one or a friend by contributing a photograph or non-valuable remembrance to the ofrenda. Outdoors will be a low-rider car show by Callejeros de Encinitas with individual ofrendas in each vehicle, plus artist demonstrations, give-aways by community groups and sponsors, and food trucks serving delicious Mexican food. Dia de los Muertos provides people with the opportunity to rejoice in the living memories of their loved ones. It is an important way to celebrate the Latino culture and serves as an educational resource, teaching people around the world about their traditions. Enjoy an evening of visual art, live music, and refreshments as Encinitas civic and local art galleries swing open their doors at Art Night Encinitas. The event celebrates the City’s diverse visual art scene at participating locations and is free to the public. Upcoming Art Nights will take place on Saturdays, from 6 - 9 p.m., on September 11, October 16, and December 11. Art Night Encinitas was conceived by the Commission for the Arts as a way to highlight the civic art galleries and our thriving visual art scene. In 2021, 29 exhibitions by local artists will be presented in the City's three civic art galleries along with a myriad of local artists at participating art galleries. The bimonthly art open houses also benefits artists through the sale of their art and provides the public an opportunity to interact with artists and learn about the creative process. Catch a ride on one of the shuttle buses which will transport the public to and from all locations.
