From the Director’s Desk… Hello Encinitas,

Department staff are hoping that you are having a wonderful holiday season. Here are some of the great things that are happening in the Parks, Recreation and Cultural Arts Department. Turf renovations have been completed at the Maggie Houlihan Memorial Dog Park. Adjustments were made to the irrigation along with efforts to enhance turf development. The renovations have resulted in a more aesthetic and enjoyable experience for dogs and owners alike. New shade structures were installed over the bocce courts at Oakcrest Park and will enhance play for participants. Cyclovia is scheduled to take place on January 9, 2022. The City is partnering with area businesses, organizations, and vendors for this one-day event where individuals and families can walk, scoot, or skate the 101. The annual Senior Citizen New Year’s Eve Dance is back this year on the afternoon of December 31st. This edition of the guide features the new Busy Mom’s Boot Camp, Forever Fit Seniors, and tiny tots dance programs through Dance to Evolve. The Recreation Division is recruiting additional instructors and recreation staff. Anyone interested in these exciting opportunities is encouraged to contact the department directly. Art Nights are back at the Library, Community and Senior Center, City Hall and a myriad of art galleries throughout Encinitas. Staff and I wish you and yours a happy holiday season and safe and prosperous New Year!

WINTER 2022 Youth Scholarships:

The City of Encinitas offers financial assistance for youth programs to Encinitas Residents who meet income requirements. Please contact the Parks and Recreation Department office at 760-633-2740 for more information.

PROGRAM FEES: Non-residents add $10 to registration fee. A $2.50 processing fee will be added to each Youth & Teen, Adult and Sports program. Senior Citizen non-residents add $3. A $1 processing fee will be added to each Senior program.

During the biannual closure period in October, the Maggie Houlihan Memorial Dog Park received a number of improvements and modifications to improve the turf at the park. Newly hired Parks Supervisor, Brian Sandland managed the renovation with irrigation upgrades and modifications to improve sprinkler coverage and followed through with installing over 10,000 square feet of new Bermuda sod along with annual rye seed. On November 1st City Staff welcomed our patient furry friends and their owners back to enjoy this gem of Encinitas Community Park.

Please no glass containers, polystyrene food containers or smoking allowed at City parks, beaches and trails. All parks are available on a first-come, first-serve basis. Special Event and Facility Use Permits are available for select locations. Enjoy an evening of visual art, live music, and refreshments as the City of Encinitas and local art galleries swing open their doors for Art Night Encinitas. The event celebrates the City’s diverse visual art scene at participating locations and is free to the public. The bimonthly art open houses also benefit artists through the sale of their art and provide the public an opportunity to interact with artists and learn about the creative process. Catch a ride on one of the shuttle buses that will transport the public between all three civic art spaces as well as additional stops to access participating spaces and the Institute of Contemporary Art. Please park at Encinitas City Hall, the Encinitas Community Center, and the Encinitas Library to easily access the shuttle. Upcoming Art Nights will take place on Saturdays, from 6 - 9pm, on January 29 and March 12. FREE "Bicycle Skills and Safety" Classes Now in Encinitas! The City of Encinitas, in partnership with the San Diego County Bicycle Coalition offers free classes this winter which will teach road rules, where to ride, general bike safety, emergency maneuvers, legal rights and responsibilities and will include a guided road ride to put your new skills into action! Classes are open to bike riders of all ages. E-bikes welcome! Class content applies to both regular and e-bikes. The 3-hour class is broken up into 3 parts: lecture, skills drills, road riding. Class repeats monthly this winter and spring. All classes are held at the Encinitas Community Center, 1140 Oakcrest Park Drive, Encinitas.

CITY NEWS San Elijo JPA Opens Water Campus Project The new Water Campus Improvement Project for San Elijo Joint Powers Authority opened on October 19, 2021. Encinitas Mayor Catherine Blakespear, who is a SEJPA Board Member, and Encinitas City Council Member Kellie Shay Hinze, who serves as the SEJPA Board Vice Chair, participated in the ribbon cutting. Deputy Mayor Tony Kranz and Council Members Joe Mosca and Joy Lyndes were also in attendance. The new facility includes administrative offices, a 90,000-gallon capture and storage tank for stormwater runoff that will send stormwater back into the wastewater recycling system, classrooms and research spaces, public parking spots to serve the San Elijo Lagoon and Nature Center, a small public park, and a bike path running from Manchester Avenue to Birmingham Drive. The plant, which serves Encinitas, Solana Beach, Del Mar, and parts of Rancho Santa Fe, has the ability to treat 5.25 million gallons of water every day and produce more than 500 million gallons of recycled water every year. Following every federal decennial census, local governments are required to commence a formal redistricting process as prescribed by the California Elections Code. This process, called redistricting, is important in ensuring that each city councilmember represents about the same number of constituents. In Encinitas, the City Council is responsible for drawing council districts. The City Council has held two public workshops and will hold a total of four public hearings throughout the process to seek input on communities of interest and how district boundaries should be drawn to best represent your community.

Construction is moving along well on Phase 1 of Leucadia Streetscape on North Coast Highway 101 between Marcheta Street and Basil Street! The old medians along the 101 have been replaced with raised concrete medians. The new medians contain irrigation and dozens of new trees. Smaller plants will be added early next year when the new irrigation system is energized. You’ll see new pavement on the northbound lanes and some new pavement on the southbound lanes adjacent to the median. Additional paving and striping with bike lanes will be added between Encinitas Boulevard and Marcheta Street once the storm drain work is completed toward the end of November. On the west side of the 101, crews removed old curb, gutter and pavement between Marcheta Street and El Portal. The contractor has installed underground utilities and graded the area. Once new curb and gutter is in place on the west side, more new pavement will be placed on the southbound lanes. Toward the end of the month and into December, work will begin to replace the rest of the remaining sidewalk. After work is complete between Marcheta Street and El Portal, construction will begin between El Portal and Basil Street to remove and replace curb, gutter and sidewalk, plant new trees and add new street furniture. The final stage of work will be the El Portal roundabout and tying into the El Portal undercrossing to provide a connection to Vulcan Avenue. The Leucadia Streetscape and El Portal Undercrossing projects will be completed in late Spring 2022. The Leucadia Streetscape team continues to engage local businesses to provide information about upcoming work and help address their concerns. Youth Basketball Skill Builder Clinic

Golf Clinic - Youth (ages 6 – 12)

Build your physical and mental skills with this awesome program that focuses on basketball essentials, giving every player the tools they need to succeed. This clinic is filled with fun drills and games to improve your game. Incorporated into the lessons is the Fitlight Trainer, to train your brain and your game! Students are divided into groups by skill and age to maximize their workout. Spots are very limited. Includes: Basketball and Dri-fit Performance Shirt. Masks must be worn by participants during drills and physical activity per the California Department of Health’s Guidelines for Youth Sports.

Encinitas Parks and Recreation Cafe (Lunch Program) The Encinitas Parks & Recreation Café offers daily nutritious lunches in a welcoming environment. Reservations or cancellations are required and may be made up until 9am the business day before you would like a meal by calling 760-943-2258. The suggested meal contribution is $4 per meal for Seniors 60+. Cost is $6.50 fee per meal for those under age 60 or guests. Please make checks payable to the City of Encinitas. Check-in for lunch from 10:30-11:30am. Lunch is served at 11:40am. The Encinitas Parks & Recreation Café is supported by the Older Americans Act grant funds, awarded through the County of San Diego Aging and Independence Services and supported by the City of Encinitas and general meal contributions. No eligible person shall be denied a meal because of failure or inability to contribute. *Please note, a client in-take form is required for all participants age 60+ and must be updated annually.

SPECIAL INTEREST Advanced Care Planning Advanced care planning is key. Making thoughtful choices now, putting them into a written advance directive and discussing those choices with others are the three main actions we all need to take. This course is designed to inform and educate seniors and adult children about palliative care, hospice care, advanced directives, physician orders for life-sustaining treatment (POLST), and specific concerns including dementia. REFUND/CANCELLATION POLICY:

Activities are subject to change. A full refund will be given if the City cancels the activity. Refunds requested five (5) calendar days before the first program meeting date by emailing encinitasparksandrec@encinitasca.gov may be granted minus a $10 cancellation fee. No refunds will be issued for inclement weather. Prorated refunds may be given for a medical reason, based on the number of unattended days. Medical verification is required with a doctor signature and must be submitted no later than five (5) calendar days after the medical incident. Refund requests made less than five (5) calendar days before the start of the class must be submitted by email to encinitasparksandrec@ encinitasca.gov. Refund requests made less than five (5) calendar days are date-stamped and reviewed by the Recreation Services Manager. Submission of request does not guarantee approval.

All activities subject to time/date change. $2.50 nonrefundable registration processing fee is included in each course ($1 fee for Senior Center programs).

In its 10th year, the free concert series Wednesdays@Noon is presented by the City of Encinitas to enrich the arts scene in Encinitas for residents, visitors, and cultural tourists from throughout the region. It has become the highest attended daytime series in the county with attendance of 160+ each week. Noted for his “rhetorical grandeur, romantic warmth, and surefire technique” by the Dallas Morning News, pianist Christopher Goodpasture has a growing reputation as a recitalist, chamber musician, and orchestral soloist. He is the winner of Astral Artists 2019 National Auditions and holds degrees from USC, Yale School of Music, and The Juilliard School. He will perform works by Beethoven, Prokofiev, and Albéniz.

The trio plays with great energy and charisma, performs extensively throughout Southern California, and was featured at the Harmos Festival in Portugal.
