STRATEGIC PRIORITIES IN MAY 2015, ENFORM’S BOARD OF DIRECTORS SHARPENED the organization’s strategic focus to two priorities: safety culture and process safety. Enform’s two other priorities from 2014 (performance metrics and communications and advocacy) are now ingrained in its everyday activities.
Safety Culture The creation of a safety culture builds on the values of industry and individuals to protect the lives and livelihood of people, as well as the places where they work and live. Enform is working with industry to embed safety into all aspects of operations and activities. In 2015, Enform and its industry partners: • Created the Executive Task Force on Safety Culture to advance and strengthen safety culture across the country’s oil and gas sector •
Created a Safety Culture Technical Committee that will provide a forum for a multi-sector discussion on safety culture and support the development of tools and resources
• Conducted a Safety Culture Tools Pilot. Process Safety Process safety is an overarching approach to designing, engineering, building, maintaining and protecting complex facilities and systems to prevent and control serious incidents that could widely affect the lives and well-being
of people, as well as property, production and the environment. The formation of Enform’s Process Safety Steering Committee in 2015 brought together expertise from all areas of the oil and gas sector to more widely discuss, develop and apply process safety practices and systems. The committee’s work includes providing practical resources and tools to companies introducing or improving their process safety practices and systems. In 2015, the committee: • Developed an online resource information page (posted on enform.ca) •

TRAINING IN 2015, ENFORM ISSUED MORE THAN 204,000 CERTIFICATES to workers. Certification was significantly lower than the record numbers reached in 2014, the result of widespread cutbacks in all areas of operations in the oil and gas industry. For example, the Canadian Association of Oilwell Drilling Contractors reported the operating days for drilling rigs dropped to 60,000 in 2015, down from 130,000 operating days in 2014.
Core Courses To meet the ever-changing needs of the oil and gas industry and its companies, Enform offered more than 80 health, safety and technical training courses. Courses were delivered in a variety of ways, including in-classroom, online and hands-on, live and simulated settings. All courses are designed to give students the
information they need through a format that supports learning and understanding of the course content. Laptop Simulation Training Enform invested in 30 laptops for our Nisku and Calgary training sites with “virtual instructor” technology designed specifically for experienced wellsite supervisors. SAFETY CONSULTATIONS AND MANAGEMENT
ENFORM’S PERFORMANCE METRICS PROGRAM USES PROVINCIAL Workers Compensation Board (WCB) data and data available from other sources to provide industry sectors and companies insight and benchmarks for their health and safety performance, as well as identify emerging trends and issues. The program also helps inform decisions on training and resources.
In 2015, the Performance Metrics program was also used: •
To identify the industry’s top-three leading causes of injury (struck by an object, overexertion, and slips, trips and falls). These subsequently became themes for the 2016 Safety Stand Down.

Resources In 2015, a record 23 new or redeveloped safety resources were released to industry, including: • Sanctioning Industry Recommended Practices (IRPs) for: critical sour drilling, snubbing operation, well testing and fluid handling, and wellsite design spacing. Led by the Drilling and Completions Committee (DACC), subject matter experts and stakeholders create IRPs, which are technical operational standards that give industry the ability to rapidly respond to emerging technologies and operational challenges. • Completion of Enform guidelines and resources on topics, such as fatigue risk management, journey management, crossing borders, safe beam pump operation and silica resources.

SAFETY TOOLS, PRACTICES AND SOLUTIONS Each year, Enform partners with industry associations, companies, governments and other stakeholders to improve safety in Canada’s oil and gas industry. Industry experts pool their knowledge to establish and advance safety tools, practices and solutions. In 2015, the resources ranged from an information toolbox for leaders, to guidelines for safe journeys.
Safety Stand Down Enform’s toolbox of information gives senior oil and gas leaders a practical and effective way to talk about and demonstrate their commitment to safety in the field with frontline supervisors and workers. The theme in 2015 was Safety is a Journey Not a Destination, and 129 companies registered to participate.

Safety Alerts Safety alerts are one of Enform’s ongoing communications to industry. They help industry and companies gain more awareness and understanding of health and safety issues and risks. The alerts identify hazards and provide recommendations to reduce them, based on incident investigations. In 2015, Enform issued 12 safety alerts to more than 3,500 subscribers.
SPECIAL PROJECTS AND EVENTS Petroleum Safety Conference Recognizing the needs of stakeholders and their members, Enform offered a number of incentives to promote participation in the 64th annual Petroleum Safety Conference (PSC), including reduced registration and exhibitor fees. More than 1,100 delegates from Canada and the United States attended the May 5 to 7 event in Banff, which featured 22 international speakers and 176 trade exhibits. An online follow-up survey of delegates and exhibitors found more than 90 per cent were satisfied with the conference program. The topics of highest interest were safety culture, hazard identification/risk management and industry case studies. Executive Summit on Safety More than 125 senior oil and gas executives attended the fifth annual Executive Summit on Safety on April 29, 2015, in Calgary. This event gave them tangible information on advancing safety culture and embedding it into their operations. The featured speaker was Peter Watson, chair and CEO of the National Energy Board, who described how his organization addresses safety, engagement and leadership.
During the summit, Enform and the upstream oil and gas industry’s six stakeholder associations agreed to form the Executive Task Force on Safety Culture. Executive Task Force on Safety Culture At their first meeting in September 2015, the 13 members of the Task Force agreed its mandate would be to foster a collaborative and unified approach to advance and strengthen safety culture across the industry. The Task Force will also communicate with and help align industry, regulators and other stakeholders. The Task Force’s members include presidents, chief executive officers and vice-presidents from key industry associations and businesses across industry sub-sectors. They are supported by the Safety Culture Technical Committee, which was formed in the Fall of 2015 to work with industry to increase awareness of safety culture and to develop tools and resources to build and sustain a positive safety culture. The Task Force will also liaise with regulators.

Executive Leadership Guide Through Enform’s New Project Proposal Process, a new Executive Safety Leadership Guide was developed. It was designed specifically to help industry members promote top-down safety culture in their organizations. The guide offers practical advice, measures and tools to build safety leadership skills and a strong, effective and sustainable safety program for the workplace. It will be distributed in 2016. Frontline Magazine As part of Enform’s efforts to broaden communication with workers and companies, Enform developed a consumer-focused magazine, Frontline – Safety in Action. This consumer-style publication appeals to frontline workers and supports Enform’s core business: creating safer workplaces and a culture of health and safety in the upstream energy sector. In 2015, Enform published three issues of the magazine; circulation of each issue was 8,000 copies and readership was an estimated 30,000. Instructor Agreements The quality of Enform’s safety and training programs is directly linked to the quality of those delivering them. Recognizing this, in 2015 Enform formalized and improved its processes for licensing and delivering its programs.

This included: • Revising contractual agreements with 200+ Authorized Training Providers • Requiring all licensed courses be delivered through Authorized Training Providers • Requiring all Enform Certified Instructors to either deliver courses through an Authorized Training Provider or become an Authorized Training Provider • Detailing the roles and responsibilities of Certified Instructors and Authorized Training Providers • Creating an exclusive portal on Enform’s website (enform.ca) to house new instructor agreements, handbooks, resources and updates. With these changes, Enform can better manage safety training and programs and support industry needs. The ultimate goal is to improve workers’ knowledge and classroom experience. Website Relaunch An increasingly important online tool, Enform’s website, enform.ca, was redeveloped to better meet the needs of our customers and industry partners. The site’s relaunch focused on improving three key areas:
• Access to information • Course search and online registration • Search and access to eStore products and resources. The revamped site went live in May 2015 and by year’s end had close to one million page views. Social Media In 2014, Enform began using social media. Enform started with weekly blog posts and, more recently, moved the conversation onto Twitter, Facebook and LinkedIn. Enform has taken a planned and measured approach to social media, focusing on quality information and two-way exchanges that share safety information and industry successes.
The merger is expected to improve workplace safety across the industry and improve the efficiency of operations. Final approval of the merger is currently targeted for the end of 2016. Until then, both organizations are working on joint projects and conducting business as usual. Perception Survey In Summer 2015, Enform conducted a survey to understand perceptions of the organization among key stakeholder groups. Nearly 14,000 stakeholders were invited to participate in the survey; some 1,900 responded, exceeding our expectation. The survey found:

PETROLMI – LABOUR MARKET ANALYSIS AND INSIGHTS IN 2015, ENFORM ESTABLISHED A NEW NAME AND IDENTITY for its Petroleum Human Resources Division, PetroLMI, following an internal review and national stakeholder consultation in 2014.
PetroLMI continues to focus its efforts on providing accurate and relevant labour market data and insights, as well as occupation profiles, other resources and tools for workforce and career planning. Given the instability of oil and gas prices since the Fall of 2014, the demand for labour in the industry has dropped from near-record highs. Forecasting labour needs and workforce planning requirements has become increasingly difficult. In 2015, PetroLMI released a number of publications and began work on a unique online career planning tool to be released in 2016. Three of the reports include: Falling Oil Prices and Decreased Spending– Employment Impacts This May 2015 report forecasts the loss of up to 185,000 direct and indirect oil and gas jobs in 2015

and beyond, the result of an anticipated $30-billion reduction in annual spending by industry during the year. Rotating, Not Relocating: Alberta’s Oil and Gas Rotational Workforce This report, released in June 2015, describes the nature and experience of Alberta’s oil and gas rotational workforce. It attempts to demystify an established industry practice for which little information exists. Shifting Priorities and a Shifting Workforce Released in September 2015, this report examines key shifts in the skills, knowledge and occupations required by the oil and gas industry in the face of new technologies, cost management strategies and the need to diversify into new and expanded markets.

Despite the impact that low oil prices are having on the industry’s workforces Enform is well-positioned to continue to deliver effective, relevant, health and safety training as well as further advance safety knowledge across industry operations. One of the biggest orders of business in 2016 will be to complete the merger between Enform and OSSA by year’s end. Enform has been working closely with OSSA to achieve this since signing an agreement in principle to merge in 2015. This planned merger will create a stronger national safety organization for the oil and gas industry and its workers. It will help to improve safety performance, as well as minimize duplication of training and confusion among employers and workers on safety standards and training across the industry and, reduce industry costs.

Our work to build a culture of safety will also continue through ongoing activities, programs and services and in partnership with the people and organizations involved in our industry.
