Government releases land to build over 100,000 homes

Wienerberger reopens mothballed Ewhurst brick works

The Government has announced that it has hit its target for releasing public sector land to build housing, with enough released to build over 103,000 new homes.

Wienerberger’s Ewhurst brick factory in Surrey has been reopened by Brandon Lewis, Minister of State for Housing and Planning, at an event that showcased the housing industry’s revival.

The amount of land sold by the government surpasses the original commitment set by the Prime Minister, and is expected to rise again by the end of March this year.

Officially reopened on 2 March, the factory is

Now, the government is calling on councils and developers to help turn it into housing as soon as possible, and is urging local authorities up and down the country to follow this example and sell their redundant sites and buildings. Communities Secretary Eric Pickles said: “Housebuilding is at the heart of the government’s long-term economic plan. That’s why, rather than leaving surplus public sector land idle, we are putting it to good use by releasing it to build new homes across the country.

have got Britain building again, leading to the delivery of 700,000 new homes since the end of 2009. “I now want to see councils following Whitehall’s example and explore what they can do to release land and deliver new homes and savings for local taxpayers. Housing Minister Brandon Lewis said: “Housing starts are at their highest annual total since 2007, but it’s clear we need to maintain this momentum and build the homes communities want and need. “That’s why for the last 4 years we’ve pulled out all the stops to release formerly-used surplus public sector land for house building – meaning we have now exceeded our own target.”

Property industry urged to take a lead on green infrastructure

The UK Green Building Council (UK-GBC) has urged the property industry to play a leading role in promoting green infrastructure in the UK’s towns and cities. The call comes as a UK-GBC Task Group publishes a new report, ’Demystifying Green Infrastructure’, green infrastructure into the built business opportunities – including a potential increase in the value of land and property – in addition to Aimed primarily at property developers and clients, the report failing to incorporate adequate green infrastructure into building projects – such as delays in planning, increased costs and reputational damage. The report, sponsored by Aggregate Industries, Canary Wharf Group and Skanska, sets out a number of tools that can be used to measure the value of green infrastructure – whether economic, social or environmental. It also includes 18 case studies highlighting good practice on green infrastructure conservation or enhancement. These include Canary Wharf’s new Crossrail station which features green infrastructure such as reed beds and water terraces (to provide improved water quality and biodiversity) and a new roof park amenity and wildlife resource).

£25m drive to help alleviate the housing shortage and will contribute to an increase in Wienerberger’s brick production by 200 million units annually – the equivalent of approximately 25,000 new homes. The event at the factory, which was mothballed in 2008 during the downturn in housebuilding, follows the opening of the company’s brick factory in Hartlebury last summer. Harald Schwarzmayr, managing director of Wienerberger UK, commented: “The reopening of the Ewhurst brick factory is not only great news for the UK’s economy but represents a new lease of life for the construction industry. December 2014 saw the fastest paced growth within the sector in six and a half years and marked eight consecutive months of development; moreover, forecasts predict an incremental rise in construction between 2015 and 2018. By investing in materials and the housing sector will be able to reach its annual target of 250,000 new properties.” Housing Minister Brandon Lewis said: ”It’s been a key part of our long-term economic plan to get the country building again and it’s working with housebuilding at its highest annual total since 2007, and nearly 192,000 people helped to buy or reserve a new home thanks to Government-backed schemes.

Terex has issued a new warning about Asian counterfeit cranes Just over a year after warning that copycat crawler cranes were being made in China and having bogus Terex badges put on them, Terex now has evidence that the practice has spread to South Korea. As in China, the 500-tonne class Terex CC 2500-1 lattice boom crawler crane seems to be the crane model of choice for the pirate manufacturers. The units are assembled, branded and sold as used Terex cranes at prices well under market value and are either painted white using the Terex brand or red, using the legacy Demag brand (acquired by Terex in 2002).

Trimble Buys Specialist Software Company Linear Project provides scheduling software for, as the name might imply, linear infrastructure projects such as highways, railways, pipelines, tunnels and transmission lines. Linear construction projects present unique challenges, because the work is not performed in a single location, said Trimble. Linear’s Tilos software merges both the location and the schedule into one combined time and distance graphical view that changes as conditions change. Design details, construction challenges and the project schedule are incorporated into one view. Trimble has been collaborating with Linear Project since 2014 to create 3D constructible model interoperability between its software and the Tilos software. Tilos expands Trimble’s portfolio of heavy civil construction solutions for corridors by adding time and cost into existing on linear construction projects can integrate Tilos planning and scheduling for time, location and resources capabilities with operating and material cost information from Trimble. “Linear project’s Tilos software is used for linear scheduling of large infrastructure projects for rail, road, tunnel and pipeline projects” said Hubert Geier, owner of Linear Project. “We now have the opportunity to leverage Trimble’s geospatial technologies to record jobsite progress automatically. The addition of Tilos to Trimble’s Heavy Civil Construction portfolio gives us the ability to collectively work on a more robust solution for linear infrastructure planning, execution and production control.”

Third of parents say apprenticeship ‘best choice’ Commission finds

A cross-party Commission on Apprenticeships has vocational subject at school to increase the number taking apprenticeships. The cross-party commission, co-chaired by Conservative MP for Harlow Robert Halfon and Labour peer Lord Glasman, found that schools continue to promote academic routes, such as university, more enthusiastically than technical and vocational learning. The Commission on Apprenticeships was launched last summer to make recommendations on how to increase the number of high quality apprenticeships Research for the commission by cross-party think tank Demos found that 75 per cent of parents think apprenticeships are a good option for young people. According to the poll of 1,000 parents of 15 and 16-year-olds, 32 per cent thought an apprenticeship was the “best choice” for their own child, meanwhile 52 per cent thought university was a better route. In 2013/14 there were 8,030 apprenticeship completions in the construction, planning and built environment sector, down from 9,060 the previous year. In January, the CITB’s lastest Construction Skills Network report revealed that the industry will need to recruit an average of 44,690 people each year between now and 2019 to meet forecast demand.

Thieves steal arsenic-coated tunnel blocks

Around 1,000 timber blocks have been stolen from a historic tunnel in Dover. Police have now issued a health warning after it emerged that the blocks may be treated with an arsenic-based preservative. The materials were taken last week from the Dover Western Heights Tunnels which are owned by English Heritage. Police in Dover are appealing for witnesses or any information that may help their investigation into the Dover Community Safety Inspector Guy Thompson from Kent Police, said: `This is a heritage crime where these blocks are more than one hundred years old. It would have taken several trips to remove so many blocks so we’re appealing to anyone who may have seen suspicious behaviour in the area of Military Road over a period of time. Our main concern at the moment is to alert those could be a health hazard, especially if burned as fuel. Dealers, home renovators, collectors and the suspects themselves need to be aware of the potential danger.” Two suspects were seen on 27 February at 11am and one of them was a woman. She is described as in her 20s, about 5ft 2ins tall, medium build with black hair and a blue top. She was carrying a large rucksack.

CITB, makes 15 recommendations to policymakers to increase the number of apprenticeships (full list below). Among the recommendations are that all 14 to 16-year-olds should have the opportunity to take a vocational subject alongside their academic studies at school, and that there should be a high quality advice in schools. It also recommends that employer bodies should of their industry by building partnerships with schools. To increase employer demand for apprentices, it recommends that the government should trial a “mutual guarantee” at the start of apprenticeships. In this arrangement, the employer would commit to would commit to completing the apprenticeship or To guarantee high quality training for apprentices, it also recommends that the government should support an apprenticeship charter to serve as a quality awarded to employers who demonstrate commitment to apprentices and their progression.

Case Study: World-leading centre of design excellence features AluK twin wall façade system University of Wales Trinity Saint David in Swansea has invested £8 million into the refurbishment, restoration and extension of the Grade II listed former Central Library building to create the new Institute for Sustainable Design. Devised by Powell Dobson Architects, the development incorporates a stunning twin wall façade featuring AluK curtain walling systems, complementing and adding a new dimension to the original design. The modern, double skin façade extension provides additional 657m2, and incorporates a new reception entrance off Alexandra Road, workshops, teaching spaces as well as design studios. The original circular reading room has been restored and made available as a public venue. Yvonne Gibbs, architect, Powell Dobson comments: “Due to the context of the Listed Building, it was imperative that the new extension was as transparent as possible to express the original scale and features of the historic fabric behind. The University was also looking for a truly sustainable solution, to both reduce energy consumption and create an inspiring place to learn.” As the main extension to the Grade II listed building, the twin wall façade runs the full 38 metres of the Alexandra Road elevation. Designed by D2e, a multi-disciplinary engineering and management consultancy, the façade comprises AluK SL60 curtain walling system forming the internal wall, and structurally bonded glazed toughened laminated glass skin forming the outer wall, with an interstitial space between them. “This arrangement provides the transparency that the Listed Building deserves, whilst introducing a number of opportunities for passive climatic control,” says Yvonne Gibbs. “The facade is south facing and therefore through solar gain the space between the two skins heats up naturally. This in turn acts as a thermal buffer, which keeps the building warm in winter months whilst promoting air movement and cross ventilation during warmer periods. It also facilitates the introduction of fresh air into the space, which is attenuated through a series of louvers at the base of the facade to temper noise pollution from the busy road outside.”

Case Study Butler House Bristol City Council

Butler House is a 1960’s built, high-rise housing scheme that’s been adapted as sheltered housing for older people by Bristol City Council. It’s a place with a good atmosphere, where the tenants keep an eye out for one another and where there are even plans to develop a wildlife garden with disabled access. Like many social housing schemes however, and especially those not purpose-built, running costs are a constant source of concern to the social landlords. The more efficiently they can run the building, the more they can do for their tenants - and the better life will be.

Fern-Howard’s patented EdgeLED™ technology places low consumption LEDs around the edges of a precision moulded light guide containing thousands of micro lenses. Just as importantly for the residents, there was a desire to get away from any luminaires that looked remotely institutional. This is their home, and the shared areas needed to be as welcoming and friendly as they possibly could be.

The use of LED based technology brought instant energy saving benefits, but it was the elegance of the fittings - and the well-modulated light that EdgeLED™ technology allows them to produce - that really made the difference.

Not surprisingly for a building originally constructed in 1962, a replacement for the 60 existing 38W 2D fittings in corridors and staircases was being sought, one that would not only significantly reduce energy consumption, but which would also reduce the burden of ongoing maintenance bills.

Reduced maintenance costs The corridor function, required, to comply with Part L of the Building Regulations, played an important part in reducing energy costs and, as the shared areas are now illuminated to a low level at all times, they are far more welcoming and far less threatening places. But that function would drastically shorten the life of 2D fittings due to the constantly changing current, something that does not trouble LED fittings at all. So the result was not only a brighter environment, but as the EdgeLED™ P5 offers a lifespan of 50,000 hours (L85), there will be no need for lamp changes for the next seven years and zero maintenance costs– an estimated saving of some £3,000 every year.

Cost Savings per annum

Lower energy use, lower energy bills The use of EdgeLED™ technology instantly meant energy savings for the council of 20,000 KWh per annum resulting in annual cost savings of £2,300, CO2 savings of over 27 tonnes in seven years and an overall Payback cost of ownership down by £39,000 in of installation seven years.

EASY REFERENCE FOR CLIENT QUALITY OF CARE AND COMPLIANCE IN THE BATHROOM Nursing and care home management and owners know that one of the most timeconsuming activities is taking residents to, and helping them, toilet. And people handlingincluding helping them on and off the toilet- is the most common cause of injury to staff. Good use of toileting aids can address both issues at the same time. A new white paperConsiderations & Impact of Toileting Aids in a Care Environment, published by Clos-o-Matprovides unbiased guidance on equipment selection, taking into account all relevant legislation, guidance and ‘good practice’. The guide is available for free download from Clos-o-Mat’s website www.clos-o-mat.com, and can be used independently, or alongside a similar white paper covering design advice for an accessible bathroom/washroom.

“There is much talk about delivery of dignity and independence to residents,” says Claire Haymes, nursing/care home specialist for Closo-Mat. “Choosing toilet aids can make a huge difference to not only fulfilling that, but reducing staff exposure to risk of injury through client handling. But an effective solution needs to be properly thought through: our white papers aim to give useful, informative advice that enables a compliant solution to be achieved. “Clos-o-Mat is the UK’s biggest manufacturer and supplier of toilet aids for disabled and elderly people, so know the issues to be addressed, for operator, staff and user.” Clos-o-Mat, founded over 50 years ago, is the country’s only supplier in the sector able to deliver, in-house, design advice, equipment supply, installation, commissioning and ongoing service & maintenance on its range of bathroom/toilet aids. Its Palma Vita automatic shower (wash and dry) toilet and Aerolet toilet lift are the top-selling units of their kind. Full details of Clos-o-Mat’s care package is available on the company’s website, supported by technical information and case studies.

In 2012 the FTMRC launched the 2nd edition of the UK Guide to Good Practice in Fully Supported Metal Roofing and Cladding. Building on the ground breaking foundations laid by the first edition in 2007, the new, much extended Guide to Good Practice provides a comprehensive reference document for the design, specification and installation of traditional metal roofing and cladding. Containing more than 100 drawings, photos and tables supporting extensive instruction and reference notes within its 96 pages, the Guide provides information on the detailing issues most commonly faced by those involved in the sector, including jointing, fixing, underlays, eaves, abutments, verge, ridges & hips, weatherings and drainage, roof penetrations and much more. The Guide has been compiled for the FTMRC by a working group of the leading installation contractors together with input from all of the prominent

metal manufacturers from mainland Europe. It provides easy comparisons of the different roofing metals and highlights the similarities in – and differences between – working with aluminium, copper, galvanised and stainless steel and zinc. It is designed to supplement – not replace – the guidelines and specifications each manufacturer issues for their own product, but for the first time collect and collate this separately produced information into a single publication. The UK Guide to Good Practice aides all those involved in the sector. It provides an essential training companion for those learning the craft of hard metal roofing and cladding, a guide to detailing for architect and designers as they draw up their specifications and an easy on-site reference for installers needing to check information on sizing, fixing and detailing. The long overdue need for such a reference document was initially highlighted by the FTMRC and recognised by Construction Skills who responded by providing a sizeable funding grant that enabled the publication to be produced more quickly and in a better quality format that would otherwise have been possible.

Copies of the UK Guide to Good Practice can be obtained direct from the FTMRC office and www.guidetometalroofing.com. Profits generated from the sale of the Guide are ploughed straight back in to the further development of training and qualifications in traditional hard metals roofing and cladding. The FTMRC Guide to Good Practice provides a convenient and authoritative technical reference that will assist everyone in maintaining quality standards in traditional metal roofing design and installation.

Berlaymont and the UN Plaza A European project, using Contra Vision® licensed laminated glass louvres has been described as ‘the most innovative and transformative use of laminated glass in an architectural project’ and is now setting the bar for architectural developments, such as the new UN Plaza apartment building, in New York City, designed by Foster & Partners. When Contra Vision® licensed laminated glass louvres were incorporated into the refurbishment of the headquarters of the European Commission the results, in terms of reduction in solar glare, noise ingression and energy consumption were striking; the primary energy consumption of the building was reduced to 218 kWh/m², 50% lower than a similar building. The creation of an active façade reduced solar heat gain and cooling loads and also reduced glare while optimising the use of natural daylight, and reducing noise and winter all year round. housed the headquarters of the European Commission, the executive of the European Union since its construction and has become a symbol of the Commission. The Commission itself is spread over some 60 odd buildings, but the Berlaymont is the institution’s headquarters, being the seat of the President of the European Commission and its College of Commissioners.

38

By the early 1990s, some renovation was required. heat gain which made working conditions for and resulted in excessive energy costs during the winter. Therefore, the key issues raised were how to ameliorate levels of solar heat gain and glare while not detracting from the overall design of the iconic building and continuing to meet the strictest environmental standards, reusing light, power and heat throughout the building. Architects Pierre Lallemand, Steven Beckers and Wilfried Van Campenhout carried out the 1991–2004 renovation in which the façade was replaced with a curtain wall with mobile one-way vision glass screens or louvres that adapt to weather conditions and reduce glare while still allowing light in and a clear view out. Laminated Glass™ construction comprising a pattern of white on black dots to provide the one-way vision, in the form of motorised glass louvres. Internal daylight factors act as a sound barrier, reducing noise from outside.

March 2015

These louvres, approximately 20,000 square metres of glass, are controlled by a computer and weather station on the roof of the building to form an active façade which responds to the changes in light intensity and temperature and in turn determines the movement of the louvres according to the degree and orientation of the sunlight. This maximises the amount of light being the amount of heat loss in times of darkness and reducing the amount of solar heat gain by The active façade not only reduces solar heat gain and therefore cooling loads, but also reduces glare whilst optimising the use of natural daylight. The louvres reduce the ingress of noise and in winter they close thereby reducing heating bills, these have now been in place for 20 years and continue to meet the original requirements. Continual innovation of laminated glass products has brought Contra Vision to the attention of architects Foster & Partners who are currently completing the UN Plaza luxury residential tower in New York City. New D400 ductile iron double sealed and locking recessed cover is designed for UK construction markets Drainage product and access cover leader, Clark-Drain, has launched CD D630J-DSL, a ductile iron recessed cover capable of exceeding BS EN 124 D400 loading requirements. Clark-Drain believes that the introduction of the CD D630J-DSL into UK construction will provide a better, more durable solution to ‘over-loading’ issues in heavily damaged covers, often made from heavy duty steel, can cause public ‘environmental’ concerns or become detrimental to safe working, e.g. in yards or depots. Dave Westacott, National Sales Manager at Clark-Drain comments, “Traditionally, all-steel recessed option in areas experiencing heavy enough - particularly in areas where heavy loads are infrequent, they can be tolerated.

However, when large vehicles are being endured on a regular be gained by using D400 ductile recessed covers, including greater durability which can lead to improvements in ‘whole life costs’ and a better public experience.’ He continues, ‘The CD D630J-DSL has been engineered to cope with frequent heavy duty, slow moving wheel loads of the type found, for example in busy public areas such as bus depots, car parks, petrol stations, municipal maintenance Though we have supplied this product internationally for similar applications we now want to introduce it to the UK construction market as a more appropriate areas’. The CD D630J-DSL has been designed to concentrate the load transfer in optimum areas of the
