Cable calls for ‘help to build, not help to buy’

Davey unveils £100m Green Deal boost

The business secretary has said increasing borrowing to invest in housebuilding and infrastructure is a “no brainer” and has hit out at the government’s Help to Buy mortgage guarantee, calling instead for a ‘help to build’ scheme.

Ed Davey is set to announce a £100m boost to the Green Deal in a bid to drive take up of

“When interest rates are so low, borrowing for investment ...the next generation would certainly not thank us for a legacy of underinvestment, over-stretched infrastructure In an earlier debate on housing policy at the conference, Cable also hit out at the government’s Help to Buy mortgage guarantee scheme, which he said was not helping people buy homes as it was driving up prices. Cable said there was a “fundamental crisis” in the housing market that could only be addressed by increasing the level of housebuilding. “What we really need is Help to Build. It’s small builders who desperately need credit and support for training.” policy, which gives council house tenants the opportunity to purchase their homes. He said the overall state of the housing market was people” on middle incomes.

The energy secretary is expected to announce the boost at the Liberal Democrat conference in Glasgow today, with the cash to be used to reopen the cash-back incentive £120m tranche of funding was used up. Davey is expected to announce the fresh round up funding for the Green Deal Home Improvement Fund, which was designed to stimulate take-up of the Green Deal, which has struggled to gain momentum since it was launched at the beginning of 2013. Davey said: “We’re managing to show that you can go green and you can have low energy bills. The announcement that I’m making today of £100m to help people cut energy emissions and have warmer homes, and indeed cut carbon emissions I think will be really welcome. “People want to have permanently lower energy bills and the fact that through our Green Deal and the Green Deal investment fund, that will help people make their homes warmer and greener and cheaper.”

Developer warns over viability of Ebbsfleet garden city Developer of government-backed garden city says it is “struggling” to make 15,000-home scheme viable One of the developers of the government-backed garden city development in Ebbsfeet has said it is “struggling” to make the 15,000-home scheme viable. told a fringe event at the Conservative Party conference in Birmingham this

government has backed plans to build a 15,000-home garden city. Chancellor George Osborne used the March budget to launch plans to build Securities, LaFarge Tarmac and Redrow, which has long been stalled. The government is putting through legislation to set up an urban development corporation in the area, with Osborne saying up to £200m of public funding could be made available to pump prime the scheme.

Government ups renewables budget to £300m Subsidy for renewable power projects increased under energy market reforms Solar panels The government has upped the amount of money it has allocated to subsidise the construction of renewable power projects to £300m. The revised budget is an increase of £95m on the previous level. The funding is part of the government’s electricity market reforms and will be the government guaranteeing the price they can sell their electricity. The government has already struck a similar deal with EDF to support the construction of its £16bn Hinkley Point nuclear plant. That deal is expected to get regulatory clearance from the European Union later this month. This will not be funded from the renewable energy pot. The money for renewable energy projects will be split into two pots. The government will earmark £65m to support established technologies and the remaining £235m will be used to support newer technologies. energy sector” by building “a new generation of clean, secure power supplies that reduce our reliance on volatile foreign markets”. He said average annual investment in renewables had doubled since 2010 with “a record breaking £8bn worth in 2013”. “By making projects compete for support, we’re making sure that consumers get the best possible deal as well as a secure and clean power sector,” he added.

Redrow chairman says lack of bricks is holding up work Steve Morgan reveals housebuilder has had to put developments on hold due to a lack of bricks. Housebuilder Redrow is having to put developments on hold due to a lack of bricks, chairman Steve Morgan has revealed. In an interview with Building, Morgan said while the availability of materials and labour had improved in recent months and was now “manageable” overall, Redrow had been forced to stop construction on homes because of a lack of materials. The availability of bricks and blocks has been a problem for the housing sector since the introduction of Help to Buy prompted an upsurge in production in May last year, with a number of listed housebuilders saying the shortages were driving up prices by 4-5% nationwide and much more in London. Morgan said: “I could take you to quite a number of our sites where certain plots are completely on stop because there’s no bricks, and that’s not good, because if you get a house two-thirds of the way up and then stop, then you’re stopping everything.” He declined to say how many schemes had been put on hold because of the problem, but added it was so extensive that it was some areas because of the amount projects. so as a result of things like this trade. in half-built homes that there isn’t

7 trends in wall treatments Paints, papers, decals, and more can bring excitement to your rooms. Here are the freshest looks available. THERE’S A SAYING in the design world that every wall is a blank canvas. But if your walls have been looking just a little too, well, blank lately, take heart, because design showrooms are newly awash in rich colors, unexpected textures, and bold patterns that the average homeowner can appropriate. “I think people are trying to be a little more creative with their space and have a little more fun with it,” says Erin Davis, showroom manager at EcoModern Design in the Boston Design Center. “Playing with the wall surface creates a more dynamic space.” When there’s something unexpected on the walls or even — the latest vogue — on the ceiling, Davis adds, the room achieves a more layered look that draws the eye around. Here, a few of the freshest ideas. 1. TRY A FASHIONABLE COLOR For decades now, beiges have been the neutral of choice — they go with anything and, as a backdrop, allow furnishings to shine. And though these shades will still be around, they are no longer the blah light tans that some designers term “contractor’s beige” for their generic ubiquity in new construction. The trend is toward more natural shades like “bone sand” and sepia, according to New Jersey-based Pantone, whose color-matching system is used throughout the design industry. But even more, beiges are being nudged out of the spotlight by shades of gray and the colors that complement them, from gray-blues to navies to “warmer, tropical, watery blues with a touch of green,” according to the Color Marketing Group in Alexandria, Virginia, which analyzes and predicts fashions in color. “This is not your grandmother’s baby blue,” silvery gray or even a deep gray.” 2. CREATE AN ACCENT WALL No matter what color family you choose, accent walls are making a strong comeback. “It’s a modern return to what people were doing in the ’70s,” Wheeler points out. “It was taboo for a while, a bad idea. Now it’s a good idea.”

Accent walls work best when the wall is the room’s natural focal point — there’s accent color works with rather than 7. GET BACK TO NATURE

HS2 college HQ goes to Birmingham College for training next generation of engineers for HS2 to have homes in Birmingham and Doncaster The government is set up a national college to train up people with skills to build high-speed rail, located across two sites in Birmingham and Doncaster.

Business secretary Vince Cable said the opening of the college demonstrated the UK was advancing as a global leader in rail manufacturing in line with the government’s industrial strategy.

The government says it will provide specialist vocational training to the next generation of engineers working on the High Speed 2 (HS2) project and beyond.

“This is the next step in building the highly skilled specialist workforce needed to develop the biggest infrastructure project this country has ever seen, and to enable our rail industry to compete in future global markets,” he said.

The headquarters will be in Birmingham’s city centre science park, with a further site in Doncaster, and the college will be chaired by current Crossrail chair Terry Morgan.

David Cameron said the opening of the National College would “ensure that we have a pool of locally-trained workers with the right skills to draw upon for future projects.”

The government has already announced that the construction headquarters for the £43bn HS2 rail line will be in Birmingham.

Nick Baveystock director general of the Institution of Civil Engineers, welcomed the announcement, saying the college was “exactly the sort of forward thinking on our skills and capabilities that we need to see, running alongside work on the future infrastructure project pipeline.”

The government said up to 2,000 apprenticeship opportunities would be created by the construction of HS2, which would employ 25,000 people in total.

Sharpest Expansion of Construction Output for Eight months Strong output growth was maintained across the UK construction sector in September, supported by sharp rises in housing, commercial and civil engineering activity. However, new order growth and job creation both eased to their lowest for four months. Supply chain pressures resulted in a further steep increase in input costs, as well as further delays in the receipt of construction materials. Construction Purchasing Managers’ Index posted 64.2 in September, up fractionally from 64.0 in August. The latest reading signalled a sharp expansion of overall construction output that was the steepest since January (and the second-fastest seen over the past seven years). The rise in the headline index was driven by an acceleration in both commercial and civil engineering activity growth during September. Commercial construction increased at the strongest pace since January, while civil engineering output rose at the most marked pace for six months. Meanwhile, housing activity remained the fastest growing area of construction output in September, but the rate of expansion eased to its weakest since May. Survey respondents widely linked sustained construction output growth to the improving economic backdrop and an associated improvement in clients’ willingness to

Robust construction output growth in September was supported by a further strong expansion of incoming new work. That said, the latest increase in new business was the least marked since May. September data pointed to a further moderation in job creation across the construction sector from July’s survey-record high. Sub-contractor usage increased for the fourth month running and the squeeze on sub-contractor availability remained substantial, despite moderating from August’s availability, construction companies pointed to ongoing supply chain bottlenecks in the wake of strong demand for construction materials in September.
