Osborne lines up Autumn Statement housing surprise Chancellor expected to announce big reform of stamp duty alongside measures to boost North George Osborne is expected to announce a major reform of stamp duty on house purchase in today’s autumn statement. One option being considered by ministers, according to the Financial Times, is to make the tax on house sales more progressive, easing the bill for people at the bottom of the ladder but with much heavier charges on those buying expensive homes. A crackdown on mega-basement developments in wealthy Kensington and Chelsea has won the backing of Whitehall’s Planning Inspectorate. An inspector has backed a policy drawn up by the west London borough’s planners to curb the size of the basements, which have become popular with wealthy homeowners wanting to maximise their living space in tightly constrained neighbourhoods close to the city centre.

Alexander said that a government review of housing delivery, which is being led by Local Government Association housing spokesman Keith House, would look at how the public sector could play a more active role in the commissioning of new homes.

Three quarters of construction SMEs plan pay rises

Government to lay out £2.3bn flood defence plans

Almost three quarters of small and medium sized construction businesses plan to give their employees a pay rise in the next 12 months, according to a new survey. Gigures revealed by the Close Brother Business Barometer found that of 700 SME owners and managers canvassed the overwhelming majority had penned in pay rises in the new year, and a third of businesses that indicated a pay rise would do so on a company-wide basis. Andy Sagar, national sales director for the construction division at Close Brothers Asset Finance states: “It’s encouraging that so many construction businesses appear increased pay packet. “While on the surface this is good news for construction workers across the country, we should be aware that the Bank of England is watching pay closely, as an indicator of when the right time will be to increase interest rates. “They’ve also warned that unless wage increases are accompanied by a rise in pressure mounts,” he added. The Business Barometer also revealed that 78 per cent of construction business owners surveyed are optimistic about their prospects for the year ahead, with 44%

SketchUp 2014 Incorporates BIM Capabilities Trimble Buildings Group have recently released SketchUp 2014, the latest version of its 3D modelling platform for architects, engineers, design and construction professionals. With “more than 30 million unique activations in the past year”, SketchUp is claimed to be the most widely used 3D modeling software in the world today. The latest incarnation of the simple tool features a new 3D Warehouse and some interesting integrations into the world of Building Information Modelling (BIM). Oxford's £500m Westgate mall wins final approved Planners pave way for construction of Crown Estate and Land Securities joint venture. A joint venture between the Crown Estate and Land Securities has won planning permission from Oxford council for its planned £500m Westgate retail development. The scheme won outline planning permission in March, and has now obtained full approval from Oxford council after a meeting of the city’s west area planning committee.

The hotel also has four washer extractors also supplied by Armstrong including three Huebsch LWZ17, the most recent of which was installed in 2012, and a Unimac UC30M9 installed this year. Furniture specifically manufactured, fit for the Queens’ College Cambridge students HElEn HEATH, Queens’ College’s Head of Housekeeping, wanted a local furniture manufacturer to come up with a solution of making bespoke contract furniture that timbers of the 1911 built Queens’ College Dokett building, as well as a more modern looking style Queens’ College Cripps Court built during the 1970s. Strata Panels based a short distance along the A14 just north of Huntingdon responded to the challenge having made student furniture for over 15 years. “Strata’s Mark Garrood listened to the brief and produced sample pieces of furniture that met our exact criteria and at competitive prices.” - Helen

Both designs were made using European Oak veneered MDF, the furniture for the Queens’ College Dokett building had oak crafted edges that were machined to give the detail a period look and were stained dark brown to match the exposed timbers and wall panelling which gives the building its character. Handles were sourced from India that complemented the furniture’s appearance and completed the antique look. The furniture for Queens’ College Cripps Court had 26mm thick oak veneered carcasses and was Strata produced wardrobes, desks, desk pedestals, chests of drawers, bookcases, under bed storage drawers and bedside cabinets for 43 rooms in the Queens’ College Dokett building and 64 rooms in Queens’ College Cripps Court.

City councillors approved the plans, which were drawn up to replace a £15 million John McAslan-designed scheme which was scrapped despite winning a design competition earlier this year. Glasgow City Counci’s handling of the process is currently under investigation by public sector spending watchdog Audit Scotland, although a separate probe launched by the police into the conduct of council leader Gordon Matheson has since been dropped. The latest, more austere, plans were prepared in-house at the council and are intended to improve the look of the square before the Commonwealth Games which are to be hosted in the city in 2014. “A major refurbishment of the square is not possible at the moment due to the short timescale before the 2014 Commonwealth Games begin,” according to planning documents. The approved plans involve recoating the square with a grey epoxy resin, cleaning statues and re-instating two grass beds.

Second council backs Heatherwick's garden bridge Opponents accuse Westminster council of ‘hypocrisy’ Westminster council has given the green light to Heatherwick Studios’ garden bridge across the Thames in London. The decision follows Lambeth’s consent last month, clearing the way for the structure since mayor Boris Johnson’s approval is all-but guaranteed. The Garden Bridge Trust also announced that three contractors have been shortlisted for the next stage of procurement - but approval from the Mayor of London. “Stormy CaStLe repLaCeD an exiSting houSe on an elevated site near the remains of a Celtic hill fort. Fundamental to its design was the client’s desire for a low energy, low maintenance new home with a high ‘Code for Sustainable Homes’ level. When considering the most suitable building material Loyn & Co Architects concluded that concrete was the most appropriate choice due to its longevity, low maintenance and aesthetic qualities as well as because it is widely used in local agricultural buildings. The initial high carbon input of using concrete is recovered over the building’s lifetime due to its durability and thermal mass qualities. The carbon input was also greatly reduced by the use of Regen, which CO2 emissions. In total Hanson supplied over 700m3 concrete, containing 50 per cent Regen as well as locally sourced aggregates. Regen is a ground granulated blastfurnace slag, a by-product of iron-making. Its manufacture requires considerably less energy and produces around one tenth of the CO2 emissions associated with Portland cement. It also requires no mineral extraction and prevents thousands of Replacing one tonne of Portland cement with one tonne of Regen in concrete reduces the embodied CO2 by around 850kg. At Stormy Castle, using Hanson concrete with Regen saved 98 tonnes of 51.7 years of electricity usage in the average home. The addition of Regen also helps improve the durability of the chemical make-up to ordinary cement providing an inherent ability to reduce the permeability of the concrete through secondary hydration. The house, which was built by Dawnus Construction, has surpassed all its sustainability targets. In addition to achieving Code Level 5, it 100 score. It uses concrete’s inherent thermal mass to create a highly insulated building fabric and combines this with a number of technological solutions to achieve its credentials.
