New Chief Executive Announced For Land Registry A new Chief Executive has been appointed to the Land Registry. Graham Farrant will take up leadership of the organisation that forms the bedrock of the England and Wales property market in June 2015. He will use his skills gained through 15 years at Chief Executive level in both private and public organisations to lead the Land Registry through the next stages of its transformation.

FMB welcomes small site zero carbon exemption The Government’s decision to carbon mitigation requirements has been welcomed by the Federation of Master Builders (FMB). The exemption from the Zero Carbon standard for developers building 10 units or fewer will help small scale housebuilders build more homes, according to the FMB. Brian Berry, FMB chief executive, said: “SME housebuilders are committed to building to the highest standards, not least because they typically compete based on the quality of the homes they build. Yet, for smaller builders building out small scale sites, the move to the zero carbon standard presents particular challenges. The limitations of small sites tend to reduce options for on-site low carbon technologies, and the more complex, bespoke designs typical of smaller developments make hitting building

Morgan Sindall has started building work on the transformative mixeduse Marischal Square development in Aberdeen city centre creating 300 construction jobs. Appointed by developer and urban regeneration specialist Muse Developments to construct the £107m development, Morgan Sindall has moved on to site to deliver the two-year construction programme. Funded by Aviva Investors, the new mixed-use quarter for the star hotel, cafés, restaurants and civic space, along with public realm improvements around a site once dominated by the former Aberdeen City Council headquarters building St. Nicholas House. Harry Thorburn, managing director of Morgan Sindall in Scotland, said: “This is a key project for us and one which we are proud to be delivering in this unique city.”
Laing O’Rourke tops record March league 2015 were 47% up on the same period of 2014, according to Builders’ Conference data. The Builders’ Conference said that during March 2015, construction contract awards topped £6bn, representing a mammoth 63% rise on March 2014 and a new record high for the organisation’s data gathering service. There were 14 contractors that signed more than £100m of new orders last month. Leading the way was a monthly total of £713m. Balfour Beatty closed 13 new contracts worth a total of £574m.

Builders’ Conference CEO Neil Edwards said: “Received wisdom is that in the run up to a general election, the UK construction industry goes into a voluntary stasis, battens down the hatches, sits on its hands and waits for Westminster to sound the all-clear signal. This time around, however, it appears that the industry didn’t get the ‘sit on your hands’ memo.” He added: “Whether this euphoria will extend beyond 7th May and the subsequent political fallout remains to be seen. Tenders for the post-election period currently appear stable, although Labour’s stated aim to push the HS2 project into the sidings could impact industry

4,200 Homes To Be Built In Leicestershire A £9.4 million deal has been announced to develop over 4,000 new homes in Leicestershire. The New Lubbesthorpe development near Leicester will provide 4,200 homes as well as shops, schools and a health centre. The deal will get builders on site, and provide hundreds jobs for local residents within weeks. Housing Minister Brandon Lewis said: “The 2008 housing crash under the last administration led to the loss of a quarter of a million construction jobs, leaving sites abandoned and homes no longer being built. “That’s why we put housebuilding at the heart of our long-term economic plan, and the £9.4 million deal will mean work can get going at New Lubbesthorpe, delivering a new community where local people want to live.”
CITB Invests In Construction Training In Wales The Construction Industry Training Board (CITB) is to invest £5m towards construction training in Wales. Under the arrangements, the scheme will ensure that industry has access to quality training to meet demand locally. The priority is to ensure that the right construction training is available at the right time and in the right place across Wales, to meet the priorities set by employers. CITB will also work with a partner provider. The new arrangements are expected to be operational by September 2017, with CITB providing set-up funding of up to £3m to support the development of construction training facilities. An additional investment of up to £2m will then be made for training delivery.

New construction safety regulations have come into force this week. The Construction (Design and Management) Regulations 2015 place greater responsibility on clients for the conduct and decisions of the people they employ to oversee health and safety. All contractors, consultants and clients now face greater liability and risk of legal action if their health & safety management procedures fall short. The Construction (Design and Management) Regulations 2015 replace the previous 2007 version and are intended to reduce bureaucracy while ensuring safer working practices and environments across the construction industry. The updated regulations came into force on 6th April 2015. Construction clients are now required by law to meet a number of requirements in ensuring health and safety on construction projects. They must:
assemble a competent professional team and ensure that the roles of team members are clear are allocated at appropriate stages of the project to adequately and appropriately deal with health and safety issues mechanisms in place for project team communication and that they work provide suitable welfare facilities for the duration of the construction work. When a client delegates these responsibilities to a professional team or contractor, it must ensure that such parties have the skill, training, expertise and capacity to carry these out. If the wrong party is appointed, responsibility may fall on the client. Also the client is required to appoint a ‘principal designer’. The principal designer will plan, manage and monitor the pre-construction phase

and co-ordinate matters relating to health and safety. CDM co-ordinator. Principal designer is a new role with additional responsibilities to that of CDM co-ordinator, and holders must come from the ranks of designers. This means that existing CDM co-ordinators will not necessarily make sure that they manage the transfer from an existing CDM co-ordinator to a new principal designer correctly. Construction lawyer Charles Brien at HBJ Gateley said: “While the new legislation is designed to simplify health and safety requirements, the onus is now on clients to understand the subtle shift in liability and to change their policies and practices accordingly. “Ignorance will be no defence, and if clients are found to have fallen short of the expected standard, they may be blocked from continuing a project until they can demonstrate they have changed the way they work. “Additionally, clients will be required to appoint identify their current construction contracts that will continue beyond 6th October. If a project’s due to run over this date, there will be a need to appoint a principal designer and manage the transfer from the CDM co-ordinator to ensure that they are satisfying both the earlier and future requirements.”

VICAIMA ADD TO 1930’s CHARM AT MEYERHOLD OPERA PARIS HOTEL Interior doors specialist, Vicaima, was selected to renovate the 1930’s inspired ambiance of the sophisticated Meyerhold Opera Paris Hotel, one of the most recent hotel properties located in the heart of the French capital. As a result of the new system, the holiday site is delivering savings of over £3,000 per year in heating costs, with each of the lodges now supplied with 40 kilowatts of eco-friendly power in place of the individual 28 kilowatt LPG boilers.
The site owner, chartered environmentalist Andrew Cowley, was looking to replace the individual LPG (Liquid Petroleum Gas) heating systems within each cottage and in the main house with technology that would not only be less expensive to run, but also eco-friendly. So he opted to change to a central wood-burning Biomass Boiler, with heat exchangers in each cottage and in the main house, with the help of Flexenergy. The Flexalen 600 pre-insulated pipe system installed was the ideal technology for this situation

Andrew is very pleased with the performance of his biomass heating scheme – and particularly with the minimal heat loss being achieved as a result of the Flexalen pipe network. He said: “I chose Flexenergy of their design service and I am delighted with the results. In addition to the cost savings, we are now able to control centrally the temperature in each cottage and there is the added safety aspect of just running one wood-burning boiler instead of individual LPG boilers within the cottages.”

Improvement of Heat Loss Measurement Competition BRE seeks solutions for improving the measurement of heat losses from solid wall homes BRE is launching a competition to identify tools and technologies that can rapidly and accurately measure the heat losses from solid wall homes in the UK. Case Study: World-leading centre of design excellence features AluK twin wall façade system University of Wales Trinity Saint David in Swansea has invested £8 million into the refurbishment, restoration and extension of the Grade II listed former Central Library building to create the new Institute for Sustainable Design. Devised by Powell Dobson Architects, the development incorporates a stunning twin wall façade featuring AluK curtain walling systems, complementing and adding a new dimension to the original design. The modern, double skin façade extension provides additional 657m2, and incorporates a new reception entrance off Alexandra Road, workshops, teaching spaces as well as design studios. The original circular reading room has been restored and made available as a public venue. Yvonne Gibbs, architect, Powell Dobson comments: “Due to the context of the Listed Building, it was imperative that the new extension was as transparent as possible to express the original scale and features of the historic fabric behind. The University was also looking for a truly sustainable solution, to both reduce energy consumption and create an inspiring place to learn.” As the main extension to the Grade II listed building, the twin wall façade runs the full 38 metres of the Alexandra Road elevation. Designed by D2e, a multi-disciplinary engineering and management consultancy, the façade comprises AluK SL60 curtain walling system forming the internal wall, and structurally bonded glazed toughened laminated glass skin forming the outer wall, with an interstitial space between them. “This arrangement provides the transparency that the Listed Building deserves, whilst introducing a number of opportunities for passive climatic control,” says Yvonne Gibbs. “The facade is south facing and therefore through solar gain the space between the two skins heats up naturally. This in turn acts as a thermal buffer, which keeps the building warm in winter months whilst promoting air movement and cross ventilation during warmer periods. It also facilitates the introduction of fresh air into the space, which is attenuated through a series of louvers at the base of the facade to temper noise pollution from the busy road outside.”

The transformation of a coastal artillery fort, into a hospital and now high end luxury residences‌
coastal artillery fort
metamorphosis New life has been brought to the former Bartlet Hospital, with Gipping Homes transforming it into 34 luxurious residences, while maintaining the beautiful features of this Grade II* Historic Site. The location, overlooking the eastern end of the Felixstowe promenade, has had an interesting history. Still standing on site are the remains of the vast walls of Martello Tower, which made up a small coastal artillery fort. The towers were built between 1810 and 1812 to protect England against Napoleonic invasion and were later incorporated into the hospital building. Bartlet Hospital closed in 2008 and had fallen into a state of disrepair, until Gipping Homes took up the challenge of giving it a new purpose.
With the hospital being listed as a building of special architectural interest, serious consideration had to be given to ways of raising thermal performance and comfort levels to modern standards. Draughty, single glazed windows were a particular concern, so Selectaglaze was approached for advice. Selectaglaze developed designs that are sympathetic to the various window styles whilst reducing heat loss, eradicating the discomfort from draughts and reducing energy bills. Peter goes on to say

Homes Through the Decades New NHBC Foundation report charts the making of the modern home
A fascinating new guide which charts the history of the modern home from Victorian times to the digital age is being launched by the NHBC Foundation today. Housing has played a pivotal role in our society and has been at the very top of the political over the last century.
Homes through the decades: the making of modern housing examines the political and social drivers, and technological changes that have shaped the modern home and the way we live. From the gadgets we use to the way our homes are built, the guide contains evocative images and periods in our housing history. Homes through the decades poses questions about what our homes might look like in the future – will demographic changes, such as decreasing family sizes and an ageing population lead to new designs of homes? How much further will sustainability targets be pushed in housing design, and will higher levels of automation become the norm? The report notes how people living in modern homes today have greater protection than their predecessors through the introduction of Building Regulations, comprehensive building standards and warranties.

However, as in the past, British ingenuity will once again be central to our success in overcoming technical challenges and delivering homes that are right for the coming decade.” To accompany the report, the NHBC Foundation has also produced a “Top 10 moments in housing history” infographic, charting a number dates that shaped Britain’s homes.

Tadelakt Plaster
The Revival of an Ancient Art
Tadelakt is a polished as sinks and baths which would plaster originating from burnish with a trowel alone. The the Mediterranean region of Morocco and means ‘to is unique to Tadelakt. rub’ or ‘knead’ in Arabic. The application of Tadelakt had a practical purpose in a hot, arid climate and records indicate that nomads used it to seal reservoirs for retaining drinking water. Over time its use was extended to plastering hammams, riads and palaces, and today is used as an alternative to tiling in wet rooms, showers and bathrooms or as a stunning feature wall. The application of Tadelakt, using a wide range of trowels, hand tools and spatulas, allows the plasterer to follow the lines of the substrate closely, hence it can be applied to curved surfaces such
Once the plaster has been applied, the surface is brushed with olive soap and the burnished with a small, hard stone. Stoning the surface compresses the Tadelakt and this, along with the reaction with the lime and olive soap, makes it water repellent whilst achieving a surface shine at the same time. Although skill and patience is required, with the right guidance and practice it is not outside the realms of DIY. Tadelakt has a beautiful, smooth appearance and is exceptionally tactile. Its versatility means that there are very few limitations in terms of the surfaces and shapes
it can be applied to. Mike Wye & Associates Ltd supply a traditional form of Tadelakt from German suppliers, Kreidezeit, who investigated original forms of the plaster in Morocco and discovered that it was made from an eminently hydraulic limestone found 1.5 metres below ground in the Marrakech Plateau. This lime was added to sand, marble dust and pigments which has been recreated today to make Kreidezeit Tadelakt. MERSEYSIDE PROJECT AN OVER-ARCHING SUCCESS Merseyside Galvanizing partners with Wigan-based Versa UK

erseyside Galvanizing has partnered with Wigan-based Versa UK, a street furniture specialist, to help create an 8.5 tonne bespoke structure on behalf of Planit Architects, which forms a multi-functional-use canopy installed at the Archbishop Beck Catholic Sports College in Fazakerley.

The plant galvanized steel used for the ‘Encore’ canopy, which is 3.7 metres tall and 10.2 metres by 12.1 metres wide, and forms part of an upgrade project overseen by Wilmott Dixon Ltd. The contemporary monopitch structure was commissioned alfresco dining area which can also be used as a covered amphitheatre for performing arts, and was designed to complement the modernisation of the main building and its overall surroundings.
Ray Bishop, Project Manager at Versa UK, said: “We chose to have the steel canopy galvanised so we could achieve the highest level of longevity for the structure. We have a great relationship with the team at Merseyside and Richard worked closely with us to provide technical support to ensure the structure went through the process without any problems. All concerned were product and the canopy is currently being enjoyed by the students of Archbishop Beck Sports College.”
