LeveL crossings stiLL an accident bLackspot, says raib annuaL report The 2017 annual report from the Rail Accident Investigation Branch highlights year-to-year consistency in the number of serious and near-miss accidents it investigates on the UK’s railway network, and the continuing problem of accidents on level crossings, the single largest cause of incidents in 2013-2017.

The RAIB independently investigates accidents to improve rail safety; while cases are prosecuted by the Office of Rail and Road (ORR).

results in the death of at least one person, in serious injuries to at least five people, or in extensive damage to rolling stock, the infrastructure or the environment.

In 2017, it completed 19 full investigations reports, of which four were “serious”. In total, 260 accidents and incidents were notified to the RAIB.

The most significant was the tram that was derailed and overturned at Sandilands junction in Croydon on 9 November 2016, resulting in the death of five passengers and serious injury to 19 others.

A “serious accident” is any train collision or derailment of trains that

New mental health surveys identify productivity drain and generation gap Only 15% of employers in the manufacturing sector risk assess the risks to mental health in the workplace, according to one of the key findings in a new survey by manufacturers organisation EEF and Westfield Health published to mark this week’s Mental Health Awareness Week.

The week was also marked by a flurry of reports, surveys and initiatives, urging employers to go further in supporting employees’ mental health, in the name of productivity and keeping absence and occupational health costs under control.

These included a larger survey of over 4600 individuals by the Mental Health Foundation charity and the Mental Health First Aid (MHFA) training organisation.

It found that 74% of respondents acknowledged being “overwhelmed” by stress in the past 12 months, and as many as one in three had had suicidal thoughts.

The survey also looked at the generation divide between baby boomers (aged 53 to 71) and millennials, aged 18 to 38. The evidence suggested that 27% of the younger group had been less productive at work because of stress, compared to only 17% of baby boomers.

Tesco fined £1.6m after lorry crushed pedestrian against loading bay “Life changing” injuries for a tradesman who was crushed by a reversing Tesco lorry in the car park of a west London store in August 2014 have led to a £1.6m fine for the retail giant.

The driver of a Tesco vehicle was reversing into a loading bay at the Tesco Metro store on Greenford Road, west London, when he hit a tradesman who was walking across the car park. The car park was open to the public at all times.

The driver was reversing into the bay unassisted, in a breach of Tesco’s internal safety procedures, when the pedestrian was caught between the loading bay and the vehicle.

He suffered a number of serious and life changing injuries, and was immobilised in hospital for many months.

APPLE ‘REPEATEDLY CALLS EMERGENCY SERVICES’ AFTER MULTIPLE EMPLOYEES INJURED WALKING INTO GLASS PANES AT NEW HQ Place thousands of people distracted by iPhones in a building that is mostly transparent, and perhaps the results are inevitable.

Apple’s new 175-acre headquarters, centred on a glass ring which hosts 12,000 staff, has become an architectural fascination since the first designs were unveiled seven years ago.

But after the Apple Park campus opened earlier this year, the technology giant has discovered one downside to its obsession with stylish aesthetics.

Apple employees reportedly keep walking into the glass panels which form the walls of the spaceship-like building. According to Marketwatch, at least two suffered cuts to their heads and required treatment by emergency services.

It is not clear how many incidents there have been, but at least seven people were reportedly injured on the first day after staff moved in.

The building, in Cupertino, California, is surrounded by 50ft curved glass panels - the largest in the world. Inside, work spaces known as “pods” also have glass walls and doors designed to foster a culture of openness.

Apple employees told Bloomberg staff began sticking post-it notes on the glass to highlight the hazard, but claimed the warnings were removed because they detracted form the building’s design. However, another worker said other markings were already in place to identify the glass.

California health and safety law requires employers to protect their workforce “against the hazard of walking through glass” by installing barriers or conspicuous markings, leading to speculation Apple could be fined for violating workplace

But no incidents have been registered with the US Occupational Safety and Health Administration.

Apple Park was designed by famed architect Norman Foster, based on a vision by late company co-founder Steve Jobs.

It has transformed the area around it from an asphalt sprawl into a 100,000 square-foot park, including two miles of walking and running paths, and an orchard, meadow and pond inside the hole in the middle of the doughnut-shaped building.

Builders fined for work at height safety failings Scottish construction company Fleming Buildings has been prosecuted after a worker fell through a roof and suffered life-changing injuries at a construction site in Glasgow Fleming Buildings Limited of Auchinloch Road, Lenzie, has been fined £9,335 after pleading guilty to breaching Regulation 6(3) of the Work at Height Regulations 2005, and Section 33(1)(c) of the Health and Safety at Work etc. Act 1974.

Glasgow Sheriff Court heard how, on 22 October 2015, a selfemployed joiner was working on a construction site at Claremont Terrace in Glasgow when he fell 3.6 metres onto a pile of timber cut-offs, fracturing his ribs and spine.

An investigation by the Health & Safety Executive (HSE) discovered that although Fleming Buildings had a risk assessment in place, there were inadequate measures in place to prevent falls through a void in the roof of the building.

Speaking after the hearing, HSE

inspector Graham Mitchell said: “Falls from height remain one of the most common causes of work related fatalities in this country and the risks associated with working at height are well known. This incident might have been prevented if suitable and sufficient measures had been in place such as a crash desk or safety net.

“Companies should be aware that HSE will not hesitate to take appropriate enforcement action against those that fall below the standards required.”

This shocking mental health statistic is a vivid reminder of the difficulties faced by many working in the construction industry every day. Troubling data from the Office of National Statistics found that between 2011 and 2015, of the 13,232 in-work suicides recorded, those within the skilled construction and building trades made up 13.2% – despite construction accounting for little over 7% of the UK workforce.

Why construction?

The construction industry lifestyle is undoubtedly both challenging and stressful. Long and demanding working hours, working away from home on site for weeks at a time and the lingering unease in the industry, particularly following Carillion’s recent collapse, are just some of the factors contributing to poor mental health. In a workforce that is predominantly male, specific risks associated with male mental health also need to be considered.

The “tough guy” image widespread in the construction industry is very much to blame. Asking for help and opening up about emotions are just not things that come naturally to many of those working in the industry. The combination of these factors results in many suffering in silence.

Know the signs Whilst poor mental health can manifest itself differently from individual to individual, the Construction Financial Management Association has set out some useful signs to look out for that can indicate poorly managed or untreated mental health conditions:

increased lateness, absenteeism and presenteeism (showing up to work physically, but not being able to function);

What can employers do?

The statistics as they stand are clearly unacceptable – mental health needs to be made an urgent priority by all employers in the construction industry. Emily Pearson, Head of Workplace Wellbeing at Be. The Centre for Wellbeing (a mental health charity based in Newcastle upon Tyne specialising in corporate mental health and workplace wellbeing) has provided the following steps that all employers can take to actively improve the health and wellbeing of their workforce.

Culture check – Undertake a culture check to establish the culture of the workforce and where there may be particular pain points for staff due to job design and work-related stress; Culture change – A change in the culture surrounding mental health needs to start at the top. Leadership teams can show commitment to creating a culture change towards mentally healthier workplaces and workforces by signing the Time to Change Pledge or by investing in a Workplace Wellbeing Strategy to create culture change in a safe and

6. Reduce stigma – Employers need to reduce stigma, raise awareness, change attitudes and provide knowledge to empower employees to look after their mental health and wellbeing; and 7.

Embed and repeat – It is essential that employers continue to provide these interventions, services and training in order to embed culture change – not just tick the mental health box.

Commercial Factors Employers need to prioritise mental health in the workplace for commercial reasons too.

Unrecognised and unsupported mental health issues can have a massive impact on a company’s revenue. According to the National Building Specification, mental health issues account for people taking almost 70 million days off sick per year – the most of any health condition – costing the UK economy between £70bn and £100bn a year.

Eddie Hughes MP said: “I’m pleased the Housing Minister has responded positively to my campaign and the work done by all those involved in raising awareness of this silent killer.

“I look forward to the outcome of the review and will continue to campaign for improved safety to protect others from the threat of carbon monoxide poisoning.”

ALTRO SAFETY FLOORS INTEGRATED PACKAGE BRINGS FEEL-GOOD FACTOR An integrated package of Altro Safety Floors, walls and ceilings has been installed in a brand new flagship Spinal Injury Centre in Dorset, run by disability charity Livability, creating a homely, design-led unit with a high level of aesthetic appeal.

Livability Holton Lee has recently undergone a total refurbishment, carried out by main contractor Stepnell Ltd, transforming the existing care home into a wellbeing discovery centre and purpose-built Spinal Injury Centre.

This provides respite and rehabilitation services to people with spinal cord injury, offering both short-term residential and drop-in care.

A spokesperson for the Livability Estates Team says: “The Spinal Injury Centre is a flagship facility for Livability, and part of the formal pathway of care for people who need spinal injury support. The unit is designed for people who have left hospital but need some additional support and rehabilitation before going home, so our vision was to create a warm, homely and non-clinical space where they would feel relaxed and comfortable.”

Western Design Architects create WOW factor He continues, “Choosing the Altro products was very much a collaborative team effort between Livability, Altro, Elite Interiors and Western Design Architects. Overall, I feel we achieved the perfect balance of design, comfort and practicality, and created a beautiful place for people to improve and receive the support they need — which is always a challenge in care environments.”

The Spinal Injury Centre facility was completed a year ago and was opened for a pilot phase by HRH The Princess Royal.

The unit’s service manager and Fellow of the Royal College of Nurses, Fiona Stephenson, is delighted that the centre is now ready and thrilled with how it looks and feels.

The centre is due to open following the pilot phase with the service partners.

Fiona says: “First impressions last a long time, and the unit has a very powerful ‘wow factor’ that stays with you.

It looks stunning; fresh, clean, welcoming, cheerful, stylish and comfortable; all the things the people who come here need. The Altro products play a large part in creating this wonderful environment.

“The wayfinding using the two types of flooring works so well; it creates a flow in the whole facility and also keeps the colour scheme consistent. It’s subtle, yet very effective. AWARD REcognition FoR UniQUE ASBEStoS REMoVAL PRoJEct Rhodar named winner of the Outstanding Projects (under £3million category) at the 2018 UK Rail Industry Awards (UKRIA)

The winning project was a collaboration between Rhodar, its client Spencer Group and Great Western Railways (GWR), which had a requirement for the safe removal of asbestos containing materials from one of its vast 192m HST (High Speed Train) maintenance facilities based in Penzance. Rhodar developed a specialist solution that allowed the safe removal of the asbestos, without impacting on the critical train maintenance schedule.

Rhodar, one of the UK’s leading asbestos removal companies, has been recognised for its innovative, unique asbestos removal project for Great Western Railways (GWR) in Penzance at the 2018 UK Rail Industry Awards (UKRIA).

Rhodar won the award for ‘Outstanding Projects (under £3million)’ at the awards ceremony held at Battersea Evolution, London, in March. The event, now in its fifth year, brought together leaders and decision-makers from across the rail industry.

Utilising a unique, multi-level scaffold enclosure system, which was erected inside the maintenance facility and operated on a bespoke set of purpose-built tracks, Rhodar worked systematically through the depot (from one end to the other in 11 planned sections) by locking the scaffold system down in each section, sealing the specialist asbestos enclosure walls and floor, and attaching the moveable airlock and bag-locks.

Rhodar faced a number of challenges during the project, including adverse weather conditions on the south west coast and an increase in planned train movements through the HST maintenance depot. Both had to be overcome in order to ensure the strict overall programme and timescales were met, enabling follow-on facility refurbishment works to be carried out on schedule.

SPIE WINS REFURbISHMENT CoNTRACT With tameside Glossop inteGrated Care nhs Foundation trust The £534,000 contract covers the refurbishment of the Pathology Laboratory at the Tameside General Hospital SPIE UK has been awarded a contract with Tameside Glossop Integrated Care NHS Foundation Trust, at Tameside General Hospital. The work involves the strip out and refurbishment of the Pathology laboratory in New Fountain House and incorporates all new flooring, ceilings, decoration, joinery, fixed furniture, sanitary fittings and mechanical and electrical installations. The contract is worth £534,000, and will take place over a 10-week period that began mid-March.

Given that the upgrade is being conducted on the main hospital site, SPIE must ensure that the highest levels of health & safety are met, all whilst carrying out the work in a live environment.

Therefore, a bespoke solution was required to meet the needs of the client.

The refurbished laboratory will provide office accommodation, open plan angle working areas, cellular offices, reception, boardrooms and meeting rooms, in addition to other complimentary accommodation and ancillary works.

SPIE have worked successfully in the healthcare sector for over 20 years and this contract win is a reflection of the firm’s high-quality work and experience with the NHS. Furthermore, this consolidates SPIE’s long standing relationship with The Trust, as in 2012 the company completed a project to refurbish and extend the hospital’s A&E department. A contract with a value c. £2m.

Holly Ward at Hinchingbrooke Hospital refurbished with UZIN A UZIN flooring system was used to install approximately 1300 square metres of new vinyl at Holly Ward within Hinchingbrooke Hospital, which is run by Cambridgeshire Community Services NHS Trust. The hospital is committed to providing the highest standards of health care, so required an environmentally friendly solution for the refurbishment. Having used a UZIN system to install the new floor at the sexual assault referral centre earlier in the year Superior Finish (Contracts) Ltd again chose a UZIN system for the renovation. The UZIN products provided the quality and environmental credentials required by Cambridgeshire Community Services NHS Trust.

A suitable range of EC1 and solvent-free products were therefore used for the installation.

EC1 products help reduce emissions and diminish health risks when installing floors. The old linoleum floor was first removed using a WOLFF Turbo-Stripper. The flooring contractor, Superior Finish Contracts was appointed to remove the old wood block flooring and install the new luxury vinyl tiles after a burst pipe flooded the reception. As the College provides education and training to over 10,000 students and businesses a year, it was extremely important that the new floor could withstand the heavy footfall. With many LVT manufacturers requiring at least a 25 N compressive strength smoothing compound it was also important that the correct products were used. Low strength

smoothing compounds are susceptible to indentations that will mirror in the floor covering, especially if there is heavy traffic and trolley transportation UZIN NC 150 smoothing compound has a high compressive strength of 25 N and produces a fantastic finish so was ideal for use in the College’s reception. The old wood block flooring was first removed by the College. Superior Finish Contracts then heavily scarified the subfloor before applying 2 coats of UZIN PE 414 DPM, followed by a coat of fine sand. UZIN Deep Fill was then used to infill these areas, followed by UZIN PE 360 primer and a finishing coat of UZIN NC

150. The LVT flooring was then installed with UZIN KE 2000 S, a low emission pressure sensitive adhesive. Carpet tile were also installed in the entrance using UZIN U 2100 tackifier. The floor was exceptional finished

TOTAL TESTING AND SHARPER TEETH NEEDED WHAT VIVALDA WANTS FROM THE FINAL HACKITT REPORT Due out later this month (May 2018), the final part of the Hackitt Report into the Grenfell Tower disaster is expected to change fundamentally the construction industry’s attitude towards the design and fire safety of high rise buildings. However, the UK’s largest distributor of architectural cladding, the Vivalda Group, claims that the report will fall short unless complete systems testing is at the heart of the recommendations.

The façades specialist wants to see BS8414 cited as a central pillar of fire safety standards moving forward.

Ben Jayes said: “If used appropriately, BS8414 will qualify all the components’ performance together as a system, including sheathing, carrier board, carrier sub frame system, insulation, fire barriers, breather membrane, facade material, accessories and finally facade fixings.

“Once a cladding system is tested, we’d like to see a minimum and maximum tolerance set under BS8414, which would be specific for this mix of sub-products that have been used on the working system. Once established, other tests would be required to be carried out for differing cavity requirements. Tests would also have to be redone if differing components were used to those in the approved test, meaning that it only approves those individual items when used together.”

While Vivalda is calling for system-based testing on all cladding, it is also hoping that Hackitt heralds a return of the independent district surveyor. Replacing the myriad certified testing organisations, which inevitably operate to varying quality standards, perhaps influenced by the commercial relationship between themselves and their client. Instead, genuinely independent inspectors would act under the auspices of the government, as the ultimate arbiters of a building’s quality and safety.

Jayes explains: “The privatisation of building control has simply not worked. Mixing the pursuit of profits with independent judgement was never a good idea and the government needs to step in here to fix the problem.”

Widely expected to ban the use of combustible materials on all high-rise developments, the Hackitt Report should go one step further and ensure that complete cladding systems – including panels, insulation, and fixings – are tested as a single entity, according to Vivalda’s managing director Ben Jayes.

He said: “It’s absolutely vital that Dame Judith Hackitt’s report includes clear measures to ensure that in future cladding and facades are tested as complete systems, ideally in-situ. We understand that this will add cost to construction projects, but the industry has been adopting a ‘head in the sand’ attitude for too long when it comes to fire safety. So-called ‘value engineering’ has a lot to answer for, as this has pushed architects and contractors to drive out cost at every opportunity. And this has no doubt contributed to the construction of unsafe buildings.”

Finally, Vivalda is calling for the industry to take ownership of the Hackitt report, implementing and supporting recommendations in both spirit and action. Jayes said: “This is such a critical moment for the industry, we can’t afford to just read Dame Judith’s recommendations and put them back on the shelf to gather dust. We all need to engage with the report, take responsibility and ensure that as an industry we are answerable to both our clients and ultimately residents when it comes to fire safety.”

Bolton-based Seddon, the UK’s largest privately-owned contractor, has secured a 12-month contract with Greater Manchester Fire and Rescue Service (GMFRS).

The company’s property services offering will refurbish eight fire stations in the Greater Manchester area, including Bolton North, Moss Side, Stockport, Ramsbottom and Leigh.

The works will cover general maintenance and fire-proofing timber and walls, helping the stations to achieve class 0 of the BS 476 fire safety building regulations, which specifies that buildings must demonstrate a high

level of fire and heat resistance.

Celebrating its 120th year in business, Seddon, a £200 million turnover family business, was selected following a competitive tender involving seven other companies.

Its property services offering provides a range of services, including planned and cyclical maintenance, disability and disabled adaptations, kitchen and bathroom replacements, window and door upgrades and replacements, refurbishments, and external and internal decoration.

It has already successfully completed works at Bolton North sta-

tion and has now begun projects at Leigh and Oldham stations.

Protecting the workPlace with SmArT TEcHnoLogY The sheer scale of modern facilities, density of occupation and growing user demands present particular challenges for fire safety and protection. The speed of detection is crucial as it enables users to intervene at the earliest possible opportunity and prevent further escalation.

Intelligent smoke, flame, heat and carbon monoxide detectors will detect minute smoke particles and will provide an instant fire alert. Importantly, they will also determine false fire phenomena due to issues such as toasters, poor housekeeping, airborne particles, welding, humidity and temperature change, and will not alarm in these instances. The impact of false alarms on the workplace is immense, as lost working hours and the upheaval of evacuating premises adds up to significant financial loss.

Modern smart devices can even be adapted to reflect environmental changes in room usage.

In the event of a fire or major alert, rapid and orderly evacuation is of the highest priority. Emergency evacuation highlights the need for greater control during a major incident and voice alarm systems play an integral role in managing these critical situations. Studies reveal that many people do not know how to react to conventional alarms such as bells or sirens. Many assume that it is a test or false alarm; others remain confused and unsure of what to do. Comprehensive messages

about the nature of the incident, and the appropriate action to take, using clear language will minimise the potential for panic or confusion.

Zoned voice alarm involves the delivery of high-performance messaging across multi-level, multi-occupancy buildings, offering controlled evacuation where selected floors are evacuated, while others are simultaneously alerted.

Evidence has shown that multiple alerts are more effective; the combination of audio and media such as SMS has a greater success rate. Automatic coloured lighting systems can then be employed to direct personnel to the most appropriate emergency exit routes to further ensure personnel safety during the evacuation. It is vital to only evacuate those at risk and this combination of verbal instructions, messaging alerts and wayfinding will maximise safety procedures.

Fire Door Safety Week 2017 saw off stiff competition from the automotive, aerospace and construction sectors to be awarded Campaign of the Year (Fire, Security, Health and Safety) at The Safety and Health Excellence Awards for its success in highlighting the importance of fire door safety maintenance and five simple inspection checks that anyone can do to initiate positive change and improve a building’s fire safety.

2017’s Fire Door Safety Week (FDSW) attracted its highest number of supporters ever, including 273 organisations from the social housing and private rented housing sectors, the construction supply chain, fire and building consultancies and local fire and rescue services. The campaign is industry led, in partnership with the Government’s Fire Kills campaign.

Among the high-profile supporters were London Fire Commissioner Dany Cotton, and Bill Grant, MP for Ayr, Carrick and Cumnock who had 31 years’ service in the fire brigade.

“With fire safety high on the agenda, following the tragic events of the Grenfell Tower fire, the 2017 Fire Door Safety Week campaign set out to significantly

increase awareness of the benefits of fire doors, a passive fire protection method, and how to ensure their ongoing maintenance.

“Attracting the highest number of supporters to date, the campaign did just that – but our work is not done. Fire doors remain a significant area of neglect, often the first thing to be downgraded on a specification and mismanaged throughout their service life, propped open, damaged and badly maintained. Fire Door Safety Week 2018 is set for 24th to the 30th September, and will continue to raise awareness of the critical role fire doors play and how everyone can play their part to ensure they remain effective and able to fulfil their lifesaving ability in the unfortunate event of a fire.”

Publicity of the 2017 campaign resulted in more than 350 pieces of media coverage, including in the Daily Telegraph and the Mirror newspapers, and 16 broadcast items including on Radio 5 Live, LBC and talkRADIO. The campaign, now in its 7th year, saw events running across the UK and online, and at its heart was the simple 5 Step Fire Door Check providing users with a simple guide to assessing the health of their fire doors.

The rules of the new Regulation apply to the whole supply chain, not just manufacturers and clearly define that an importer or distributor who markets PPE products in Europe under their own name, brand or trademark, becomes liable for the full manufacturer’s obligations.
