PRESIDENT’S MESSAGE It has been interesting to watch the actions of our political leaders in managing difficult situations across the globe. The American Presidential Race is filled with drama, yet it always reminds me of the future leader of the world’s most influential company trying to win a beauty pageant. The drama has already started unfolding with the Republican nomination campaign. In parts of Europe, leaders are trying to deal with a debt crisis that has got away from them, while the dictator leaders of the Arab world have faced a period of public revolution. In Australia we have struggled to find real leaders in our political arena, which has recently included a period of time where the “approval rating” or popularity of our political leaders has been in the low 40% bracket. I have found myself considering what it is that inspires people about the really good leaders and asking where are the leaders of our society. I certainly don’t believe they are in politics. In this Year of the Regional Engineering Team I have been left feeling disappointed that South Australia is the only state which doesn’t have any regional groups. We have some amazing regional hubs of engineering and have previously had some strong groups in places like Whyalla, Mt Gambier and Roxby Downs. So, why is South Australia without a regional group? In this I think it is the same question; where are the leaders of our society? Leaders come in all walks of life and quite often they are not the people you would expect. A leader is someone who motivates, inspires and guides people to achieve things they couldn’t achieve on their own. Leaders are the people that others want to follow. As you can probably guess from my name I have an Irish heritage and one of the stories I was told in my childhood was about why there are no snakes in Ireland. The story goes that St Patrick, the patron saint of Ireland, lead all the snakes into the Irish Sea. As a kid I thought this sounded great, but as an adult I think it might be a bit farfetched. However, the point is that in this story St Patrick was a leader of snakes, he got the snakes to follow him even though following him meant they ended up in the Irish Sea. To me a leader is someone who demonstrates leadership in their actions, their words, their behaviours and their view of the world. You rarely hear a leader talk about something from a completely negative point of view, they find the positive in all situations. You rarely hear a true leader use the phrase, “Do as I say, not as I do.” . This kind of statement seldom motivates or inspires greatness. A phrase that does epitomise a leader is “Let your actions be your words” and this attitude is far more likely to lead to respect from people around you. I believe that our political system has taken away the ability for politicians to be true leaders of society. They are too focussed on the next election and not on making the right decision for the country and the people. Leaders make the hard decisions because they know they are right even when they are not popular and they back themselves to go forward with it. In a political environment this often leads to failure at the next election because an unpopular decision has been made. So if our leaders aren’t in the political system where are they? I believe that Australia has some great leaders of business and industry, great sporting leaders and great community leaders. They are out there pushing to achieve the results they are focussed on and not letting temporary unpopularity stop them.

This leads to the point of this message, where are the leaders of South Australia’s regional engineering? Over the past decade we have seen all the once strong regional groups wind up because the leadership could not be transitioned from one person to the next. This is a sad state of affairs and is likely to have a negative impact for the future of the profession if the situation continues. Engineers Australia’s groups aim to provide professional development opportunities for people whether they are in metropolitan areas or regional areas. ngineers Australia’s and professional groups, as well as Ascolleges engineers, development is at the heart of our future. PROVIDING CONFIDENCE IN ENGINEERS Now, more so than ever, engineers, technologists and associates are called on to help find solutions to the problems we face from sustainability imperatives and climate change impacts. Society needs confidence that, as a profession, our engineering team has the knowledge and practical experience to deliver long lasting, secure, and safely built environments, products, and services that enhance natural, social and economic capital. Being chartered through Engineers Australia and using the postnominal CPEng is how you can show society and your employers that you not only have the competency to deliver sound, safe and sustainable outcomes from your work, but also adhere to high ethical standards. Becoming chartered is a complex exercise requiring you to reflect, and think carefully about your experiences and the application of your knowledge to problem solving. In the assessment process you need to show how your work and particularly the decisions you have made demonstrate the attainment of particular competencies. In the past this has required you to complete extensive career episode reports. To simplify this task, Engineers Australia is developing a new online system that will offer a more streamlined way to document the achievement of required competencies. This new system is the outcome of the eChartered project, a program of work I strongly support and commend Engineers Australia for offering. NEW SYSTEM WILL STREAMLINE THE PROCESS OF BECOMING CHARTERED By 1 July Engineers Australia (EA) will complete eChartered, a project that will deliver a new online assessment process for becoming chartered and registered. The new system seeks to deliver an improved user experience. It will also be the launch pad for the 2012 Australian Engineering Competency Standards Stage 2 for Professional Engineer, Engineering Technologist and Engineering Associate, currently under review. Why eChartered? Ongoing member feedback, for instance from Young Engineers Australia, coupled with market research has concluded that the current Stage 2 assessment process is too arduous and time consuming. EA’s new system seeks to save time without compromising on the rigour of the current Stage 2 assessment process. Some of the more significant changes that will be introduced with the new system are: •

a requirement for those wanting to become chartered to be members of Engineers Australia before they start

online enrolment and submission of material for assessment, including the verification of evidence of competence

support for Professional Development Program (PDP) Partners to preapprove invoice items and run online program performance reports

more consistent assessment through moderation at the point of assessment by allocating more than one Stage 2 assessor to each application

guidelines by areas of practice to assist applicants in writing their work experience against the 2012 Stage 2 Competency Standards

For PDP Partners transition arrangements will be made for those participants transferring to the new system from existing ePDP software and from the 2004 - 2012 standards. Further information will be provided at PDP coordinator information sessions to be held in March. Individual PDP participants will be contacted separately. So how might eChartered affect you? There are a number of important dates and activities to be aware of: By 1 July the new system will be live. •

The new system will be featured at the 2012 Leadership Conference in Adelaide held on 30 May - 2 June.

In March information sessions will be held specifically for PDP Partners to discuss the upgrade of their programs. Other sessions may be run for other applicants and stakeholders.

After 1 July only in certain circumstances will applications to become chartered and registered be accepted using the 2004 Stage 2 competency standards.

Only Graduate members of Engineers Australia or above will be accepted onto the new system to complete their application to become chartered. Non-members and Student members will need to upgrade.

Those seeking registration on one of the national registers will use this system for their competency-based assessment.

Enrolment information will be available on the web before the official launch to make sure you’re up to date for when the system goes live.

There will be various resources provided to help members, valued partners and potential applicants learn more about the project and the new system launch. Look out for updates on the EA website, in this magazine, in divisional and other newsletters and in your mailboxes. VALE - ROBERT KILMINSTER MIEAUST CPENG (RETIRED) 06/12/1914 - 30/01/2012 Robert began his long career in professional engineering with the City of Perth in their electricity and gas department followed by a period in local government at Geraldton WA. Tasmania then beckoned with Robert joining Hydro Tasmania working on the design of several schemes. While he would have liked to be involved with the Snowy Mountains scheme, Robert and his family moved yet again - this time to South Australia - joining ETSA in 1956. Employed firstly in the substation design office, he then moved to power station design with the Playford B station at Port Augusta and the Torrens Island station being fondly remembered highlights in his career. Robert was drawing office manager when he retired in 1977, with numerous stories of his engineering career and selected colleagues who helped to build South Australia over the past 50 years. Robert spent his formative years growing up on a farm in the wheat belt of Western Australia and believed farm life then underscored many of the same problems facing family and country communities that still challenge engineers today. Outside of engineering Robert’s special interests included athletics and sports in which he excelled. He only stopped playing croquet in 2007 at over 90 years of age. He had long enjoyed that sport with his wife Doris whom he was married to over 70 years, the game having taken them from the Warradale and Grange clubs to attend interstate and national competitions around Australia. Robert reached a significant milestone with Engineers Australia, having completed 70 years of membership. Engineers Australia, then The Institution of Engineers Australia, was just 20 years old when Robert joined in 1939. Robert was aged 25 having just graduated with a BE in electrical engineering from the University of Western Australia in the year before. He was elected MIEAust in 1943. EMINENT SPEAKER - PAUL BLANCHFIELD MIEAUST CPENG Engineers Australia South Australia Division hosted the South Australian leg of Paul Blanchfield’s Eminent Speaker tour on Wednesday 8th February 2012. Mr Blanchfield received the Electrical College’s 2011 National Professional Engineer of the Year Award and commenced speaking around the country late 2011. The South Australia presentation was the final one in his tour. The event was attended by 35 people from a variety of levels in their career to hear Mr Blanchfield’s presentation on learning, applying and facilitating the transfer of electrical engineering knowledge in the power industry. The presentation was well received and very informative. Mr Blanchfield spoke to the audience about strategies to include engineers from all cultures and points in their career. This included effective examples of how to ensure that engineers are given sufficient space and responsibility to pursue their own innovative solutions, with mentoring and reviews to ensure QA processes and successful outcomes. EngQuest is a fun and interactive program of Engineers Australia, designed to help students achieve key learning outcomes in science, technology and mathematics. Lower primary, primary and middle years students work in teams, at their own pace, applying their problem solving skills to unravel exciting engineering projects. There are a range of projects for lower primary, primary and middle years students to choose from including building catapults, model houses, bridges made from straws, giant newspaper domes, model dams, water wheels, pop-up research books and much, much more. Every project has specific outcomes for the students to achieve. Resources and background information are provided to teachers to help them deliver EngQuest in the classroom with ease.

COMPETENCY STANDARDS UNDER REVIEW Engineers Australia is currently reviewing its Stage 2 Competency Standards for Professional Engineer, Engineering Technologist and Engineering Associate. The revision seeks to further align the standards with international benchmarks, including those of the International Engineering Alliance. The new standards seek to balance this rigour with a more user-friendly approach across multiple areas of practice. Competency standards for the engineering profession have experienced significant development overseas since the original drafting of the Australian Engineering Competency Standards in the early 1990s. The New Zealand government proclaimed the Chartered Professional Engineers Act in 2002, using competency standards as the basis for registration. The International Engineering Alliance (originating from the Washington Accord) has developed professional competency exemplar statements which are similar to the New Zealand competencies. The Engineering Councils of South Africa and the UK also use similar statements of competence. The 2012 revision has adopted much of this international work. The 2012 revision clarifies the competencies. There are 16 proposed elements of competence directed towards self, community, workplace and outputs. Collectively, the competencies express the knowledge and skill base, engineering application abilities, and professional skills, values and attitudes that must be demonstrated to practise independently or unsupervised. Applicants will be able to identify and provide the required evidence of their competency more flexibly while maintaining the standards of being chartered. A public consultation phase as part of the review was held from November 2011 to January 2012. This included the receipt of comments via the Engineers Australia website and at industry forums held in Canberra, Melbourne, Sydney, Perth, Brisbane and Adelaide.

During the consultation phase over 80 comments were received and over 200 attended the industry forums. Comments were generally positive. For example, Bruce Freer, senior engineer and Professional Development Program coordinator at CitiWest Water, said: “From our initial reading, the content of this document was most encouraging. It appears that the concerns we hold have been identified and the flexibility alluded to in the text should make addressing the indicators of competency more achievable. We congratulate EA on this initiative and look forward to updates on the 2012 proposal.” The revised draft, now on the EA website at http://www.engineersaustralia.org.au/stage2revision, reflects the comments made and discussions held. Engineers Australia has initiated a pilot program, open to select EA Members, to refine the proposed 2012 standards. The change-over of applications from the 2004-2012 standards, in particular the management of PDP participant assessments, has also been considered. EA will publish a process that will show how the new system will recognise prior assessment. In these circumstances EA will accept applications using the 2004-2012 standards after 1 July 2012. Information will be distributed to PDP Partners and participants and published on the EA website. Leo has worked as a professional engineer for 12 years and felt that to become Chartered was an essential milestone he always wanted to achieve. "To have the national recognition from my industry and fellow professional engineers as a current, ethical and competent engineer, means a great deal to me and my company Hansen Yuncken. This is recognition that differentiates me from other engineers who are not actively involved in the engineering profession." The Hansen Yuncken State Director Peter Salveson went on to say that, "Leo is an essential member of the broader Hansen Yuncken team and has set an excellent example to our younger engineers, as we intend to assist and encourage more of our engineers through our participation with Engineers Australia’s Professional Development Program (PDP) across the country. As Chartered status becomes ever more important, especially with national registration being a real situation in the not too distant future, our company will provide all the required support to our engineering group of professionals."

eCHARTERED WILL ENHANCE PROFESSIONAL DEVELOPMENT EXPERIENCE Becoming chartered is the ultimate goal of all participants on Engineers Australia’s Professional Development Program (PDP). The new eChartered online process will add greatly to the experience of the participants as well as the PDP Partner coordinators as they support their participants. The new system of becoming chartered will enable the administration and reporting aspects of the PDP to be streamlined and enhanced, leading to greater efficiency and clarity. Some of our current processes are rather clunky and inefficient, affecting our ability to provide great service to our partners. From a PDP perspective, eChartered will impact on most of the current processes. The writing of competency reports, verification and submission will now occur online rather than the current half online, half paper based system. The enrolment and management of participants will also now occur online, giving coordinators a clear view on who their participants are and where they are up to on their journey of becoming chartered. Payment will move from an annual fee approach to a fee-for-service approach. We will still provide support to the participants and coordinators via the face-to-face workshops and material on our website pages, as well as EA’s PDP, industry and assessor teams. However, the new system will give us the opportunity to improve our support by enhancing the

material and by offering all of the participants and coordinators membership of a chartered community of practice. We have already provided information on eChartered and how it impacts the PDP processes via a letter sent to all PDP Partners last November and in our latest PDP Newsletter. The coordinator information sessions to happen next month are key to the transition and we encourage all coordinators to attend if possible. Please check your Division event pages for details. Why did you decide to become an engineer? It was a process of elimination. I went to the university careers fair and was deciding between science and engineering and the Civil and Environmental Engineering School was the friendliest school I spoke to all day. What do you like the most about the engineering profession? The variety of projects that you get to work on every day. If you could have worked on any engineering project, throughout history, what would you choose? I would love to have been involved with the engineering for the Eiffel Tower. Even though I’m not that keen on structural engineering I would love to have lived in Paris during that time. What do you see as one of the biggest issues facing the engineering profession? Connecting with the community on a project level but also connecting and providing input to Government to assist in the long term planning of our state. What is the greatest piece of technology released in the last decade? The digital recorder. Being able to fast forward through adverts makes TV enjoyable.

Why are you an Engineers Australia member? To meet like-minded people as well as helping me keep up to date with engineering trends and technology. If you could take a year off to study anything, what would it be? I’d study the art of chocolate making. It would be an excuse to eat as much chocolate as I could for a year. What do you feel is the engineering professions strongest asset? The people. There are some amazing and smart people involved in the profession. What are your hobbies? Reading, relaxing and being a site supervisor while my husband works on renovations to our 1920’s house. What is your motto? “If it was easy, everyone would do it.” Some things are meant to be hard and challenging. Push through it and know that you’ve done something that many people would have given up on weeks ago. What would be your ideal working holiday? No holiday should involve working. If I had to work while on holiday I’d try and get a job as a driver on the Tour de France – not for the cycling but just for the amazing scenery. Who would you most like to meet? I’d like to meet my great-grand parents. They must have lived in a different world and through tough times and I think it would make me challenge my priorities.

2012 CAMPUS COORDINATORS The South Australia Campus Coordinator Program is an initiative to establish a permanent, supported and guided network of Young Engineers Australia members, with a view to contributing to the professional and personal development of engineering students. Young engineers are the future of the profession and the program aims to engage students with Engineers Australia at university level, broaden their professional and personal horizons, and help them become better, more rounded engineers. Now in its fourth year since its reinvigoration in 2009 the South Australia Division has great pleasure in introducing the Campus Coordinators for 2012. Tamara White StudIEAust Campus Coordinator - University of Adelaide Tamara is undertaking a double degree in Chemical Engineering and Earth Sciences. She has been an active member of various committees within and outside of the University of Adelaide community throughout her time at the university. She has completed her Earth Sciences degree and is now continuing with Chemical Engineering. Sam Lowe StudIEAust Campus Coordinator - University of Adelaide This is Sam's second year on the Young Engineers Australia - South Australia (YEA-SA) Committee, and his first as Campus Coordinator. Sam is currently studying a double degree of a Bachelor of Mechanical Engineering and a Bachelor of Science majoring in physics at the University of Adelaide.
