The AARP Foundation Tax-Aide Program will offer free tax service for taxpayers of all ages, especially adults 50 and older, for the 2018 tax season. AARP Tax-Aide volunteers can prepare most personal income tax returns, including those with basic self-employment income. They are not trained to do business returns such as corporate, partnership, limited partnership, farm income, or rental income. These types of returns are beyond the scope of the Tax-Aide program. There is no fee, and AARP membership is not required. Taxpayers should bring their photo ID and proof of the Social Security or ITIN numbers for anyone on the tax return, including children or other claimed dependents. Also, they should bring last year’s tax return if it is available. Beginning Tuesday, Jan. 15, individuals can call a participating location to make an appointment. Christmas Tree Recycling Set York County Solid Waste Authority (YCSWA) is conducting a free Christmas tree recycling program for all York County residents. The program will run through Thursday, Jan. 31. Residents may bring their trees to the parking lot located directly across the street from the Resource Recovery Center, 2700 Blackbridge Road, York. In addition to YCSWA’s collection site, two businesses will accept Christmas trees. YCLC Plans Buck A Book Initiative YSO To Present “National Heroes”

Community volunteers help to prepare materials for the 2019 Buck a Book Reading Program in York County schools. Funds raised will benefit the York County Literacy Council’s programs, and schools can earn books for their libraries. York County Literacy Council (YCLC) is preparing for the 2019 Buck a Book Reading Program in York County schools. Approximately 20 community volunteers helped to stuff 30,000 student envelopes into teacher envelopes in

preparation for delivery to the schools after the holiday break. The preparation took placed during three sessions. Community members, members of Sertoma Club of York, and members of the York Women’s Association participated. See YCLC Program pg 2

The York Symphony Orchestra (YSO) will present “National Heroes” on Saturday, Jan. 19, at 7:30 p.m. at the Appell Center for the Performing Arts, 50 N. George St., York. The Classical Series Concert will include a special guest performance from award-winning pianist Natasha Paremski. The “National Heroes” concert will begin with a performance of “Make Gentle the Life of This World,” composed by Raymond Horton, which honors the late Dr. Martin Luther King Jr. The audience will hear the famous speech delivered by Robert F. Kennedy in the wake of King’s assassination. The Jan. 19 concert will also celebrate two composers who were national heroes in their homelands - Dmitri Shostakovich in Russia and Jean Sibelius in Finland. September House delivers meals to homebound seniors on Monday, Wednesday, and Friday mornings and is in need of volunteers to help with these deliveries. Routes are within a few miles of the center, and the time commitment is one to two hours.

Embroiderers’ Guild Chapter To Meet The Thimble and Thread Chapter of the Embroiderers’ Guild of America meets on the second Tuesday of each month from 7 to 9 p.m. at Faith United Church of Christ, 509 Pacific Ave., York. The group’s January meeting will be held on Tuesday, Jan. 8. The group is for individuals with a passion for needlework, including needlepoint, crewel, and cross stitch. Participants

YCLC Program from pg 1 The Buck a Book Reading Program provides prizes for students who read books and raise funds for the YCLC’s programs. In addition, schools are offered the opportunity to have educational assemblies and can earn books for their libraries. All promotional materials are provided to schools as well as incentives for faculty. The YCLC is an educational organization that provides free classes for basic reading, High School Equivalency Diploma and English as a Second Language adult students of York County.

YCLC trains volunteer tutors to provide one-to-one literacy instruction for adult students. According to the YCLC, there are approximately 40,000 adults in York County who are functionally illiterate. Programs will be held on Wednesdays and will begin on Jan. 9 from 8:30 a.m. to 2:30 p.m. Activities will include chair and walking exercise, crafts, games, speakers, musical

entertainment, socialization, and more. A lunch will be provided at a minimal cost and should be paid for and ordered in advance. Transportation is also available through rabbittransit. Renjilian Joins Honor Society Jessica Renjilian of York recently joined the Honor Society of Phi Kappa Phi, a collegiate honor society for all academic disciplines. Renjilian was initiated at Clemson University in Baton Rouge, La. Membership is by invitation only and requires nomination and approval by a chapter.

Only the top 10 percent of seniors and 7.5 percent of juniors are eligible for membership. Graduate students in the top 10 percent of the number of candidates for graduate degrees may also qualify, as do faculty, professional staff and alumni who have achieved scholarly distinction.

DAC Chapter Holds Meeting, Honors Member The Barrens Chapter of the National Society of the Daughters of the American Colonists (DAC) recently met at the Windsor Lions Club for its November meeting. Attendees recited the Pledge of Allegiance, the American Creed, the Object of the National Society, and the Pledge of Allegiance to the National Society of the DAC. An announcement was made noting that $125 was donated to the Veterans Court of York County, $50 was given to the Patriot Program at the South Eastern Intermediate School, and $60 went to the College of the Ozarks in Branson, Mo. Additionally, the group donated several books to the MasonDixon Library. The group selected books with Colonial themes that would be of interest to young adults, including a trilogy by Sally Cabot Gunning focusing on Colonial Cape Cod and the 75th edition of “Johnny Tremain.”

Fiddler Plans Concert

KCA To Host Inspirational Speaker

Fiddler Eileen Ivers, an innovator and pioneer in the Celtic and World music genres, will present a concert on Friday, Jan. 18, 2019, at 7:30 p.m. at the Unitarian Universalist Congregation of York, 925 S. George St., York. The Susquehanna Folk Music Society (SFMS) will sponsor the event. The daughter of Irish immigrants, Ivers grew up in the culturally diverse neighborhood of the Bronx, N.Y. She has been rooted in Irish traditional music since she was 8 and has won nine All-Ireland championships on fiddle, a 10th on tenor banjo, and more than 30 championship medals. After graduating magna cum laude in mathematics from Iona College and while pursuing postgraduate work in mathematics, Ivers fully immersed herself in the different genres of music that she experienced growing up in New York. She sought parallels in certain traditional music styles, which contributed to what has become the signature immigrant soul sound featured in many of her recordings since the late 1980s. Ivers is a Grammy Award winner and an Emmy nominee and has made guest appear-

Born and raised in York, Foxworthy graduated from William Penn Senior High and embarked on a distinguished career in the United States Navy. As an aircrewman, Foxworthy flew in combat missions in support of three wars (Kosovo, Afghanistan, and Iraq), logged more than 3,700 flight hours, and received four Air Medals. She has been noted as the first African-American female aircrewman, the first AfricanAmerican aircrewman in the enlisted ranks, and the first female in-flight technician during her squadron tours. After completing the Substance Abuse and Rehabilitation Program School, she changed her focus in the military from warfare to welfare and became a certified alcohol and drug counselor. She earned numerous awards, including Outstanding Military Person of the Year, 2007 Naval Air Station Whidbey Island Sea Sailor of the Year, two Navy and Marine Corps Commendation Medals, and five Navy and Marine Corps Achievement Medals. Municipalities, institutions of higher education, counties, and community-based organizations implementing violence-prevention initiatives can apply to the Pennsylvania Commission on Crime and Delinquency (PCCD) for competitive grant funding. Applicants for 2019 Community Violence Prevention Grants may submit proposals for one-time events or for one- or two-year projects and may request up to $350,000. All applications must be submitted by Thursday, Feb. 7. Awards will be approved and announced at the public meeting of the School Safety and Security Committee in April. A Holiday Open House was held on Dec. 1 at the Victorian home of Nadine and Brad Askey in York. The purpose of the event was to raise funds to help Sunshine Foundation to support the dream of Eliza, a Wrightsville 15-year-old with Down syndrome who wishes to visit the theme parks in Florida. The event, which featured a fully decorated holiday home, face painting for children, baked goods, crafters, and a prize drawing, raised nearly all the funds needed for Eliza to go on the trip. Grantees can apply for two levels - up to $500 for programs that serve the UYRC service area and up to $1,000 for the programs that serve the UYRC service area and impact one of Rotary’s six areas of focus. Grants approved by the Rotary Club of Uptown York are to support programs that service York and the York County community. The club is particularly interested in

Spotted Lanternfly Quarantine Information Posted The Pennsylvania Department of Agriculture is encouraging businesses to obtain the required spotted lanternfly permit to ensure they are complying with the spotted lanternfly quarantine orders. As the next phase of the spotted lanternfly life cycle gears up, now is an ideal time for businesses to learn how they can jumpstart this spring’s fight. There is no cost to businesses to obtain a permit. Under the law, businesses in Pennsylvania need to take the online permit training and exam and receive a permit for their vehicles. The Pennsylvania Department of Agriculture continues its work to contain and minimize the spread of the spotted lanternfly while also keeping commerce flowing in Pennsylvania. In November 2017, 13 Pennsylvania counties - Berks, Bucks, Carbon, Chester, Delaware, Lancaster, Lebanon,

Lehigh, Monroe, Montgomery, Northampton, Philadelphia, and Schuylkill - were placed under quarantine to help stop the spread of the spotted lanternfly. States with spotted lanternfly populations are also required to follow the permit requirements for Pennsylvania. This will help prevent the movement of the pest from other states into Pennsylvania. The spotted lanternfly permit training teaches business owners, managers, and designated employees how to comply with the quarantine - an important legal designation to help stop the spread of spotted lanternfly - to ensure each of their employees are complying with the law. The quarantine order directs businesses, residents, and county authorities to follow guidelines to prevent the movement of the certain articles that contain any living stages of the spotted lanternfly, including egg masses, nymphs, and adults such as

logs, stumps, or any tree parts; nursery stock; crated materials; and trucks or vehicles not stored indoors. By investing time and personnel to inspect vehicles to safeguard against transporting insects, people can help to ensure this pest does not reach farther beyond those counties that are already quarantined. As part of the spotted lanternfly quarantine agreement beginning on Wednesday, May 1, The Department’s Bureau of Plant Industry will begin to perform inspections and verification checks to confirm that businesses are properly permitted. Failure to take the permit exam and educate employees could result in possible penalties and fines. Uptown York Rotary Club (UYRC) strives to attract a diverse group of professionals who share a passion for giving back to their community and making a difference in the world. The club’s service focus areas are downtown revitalization, environmental sustainability, and community and youth development. One way the group serves its focus areas is to provide funding for initiatives that make a difference in the community. UYRC is launching a Community Giving grant program to identify and support needs in its service area.

Using a sharp knife, cut each tortilla into four or five strips, each measuring about 3/4 inches wide. Pour vegetable oil to a depth of 3/4 inch into a heavy frying pan. Heat until a small piece of tortilla, added to the oil, floats on the top and bubbles at the edges. Add a few tortilla strips to the hot oil and fry for a few minutes, until crisp and golden brown all over, turning them occasionally. Remove with a slotted spoon and drain on a

double layer of paper towels. Cook the remaining tortilla strips in the same way. Heat the 1 tablespoon of vegetable oil in a large, heavy pan. Add the chopped onion and garlic and cook over medium heat for two to three minutes, stirring constantly with a wooden spatula, until the onion is soft and translucent. Do not let the garlic turn brown, or it will give the soup a bitter taste. Chop the tomatoes using a large, sharp knife and add them to the onion mixture in the pan. Pour in the chicken stock and stir well. Bring to a boil, then lower the heat and let simmer for about 10 minutes, until the liquid has reduced slightly. Chop the cilantro. Add to the soup, reserving a little to use as a garnish. Season to taste. Place a few of the crisp tortilla pieces in the bottom of four warmed soup bowls. Ladle the soup on top. Sprinkle each portion with the reserved chopped cilantro and serve.

Sandwich-Soup Combo The combination of hot soup and a sandwich is often seen as an ideal comfort food, and the variations are as endless as a person’s imagination. Thanks to two recipes from “What’s Cooking Italian” (Thunder Bay Press) by Penny Stephens, home chefs can put an Italian spin on the soup-sandwich pairing with Mozzarella Sandwiches and Creamy Tomato Soup. Mozzarella Sandwiches (Serves 4) 8 slices day-old bread, crusts removed 3 1/2 ounces mozzarella cheese, thickly sliced 8 canned anchovy fillets, drained and chopped 16 fresh basil leaves 1/2 cup pitted black olives, chopped 4 eggs, beaten 2/3 cup milk Oil for deep frying Salt and pepper Instructions: 1 - Cut each slice of bread into two triangles. Top eight of the bread triangles with the mozzarella slices and chopped anchovies. Place the basil leaves and olives on top and season with salt and pepper to taste. Lay the other eight triangles of bread over the top and press down around the edges to seal. 2 - Mix the eggs and milk and pour into an ovenproof dish. Add the sandwiches and leave to soak for 5 minutes. Heat the oil in a large pan until a cube of bread browns in 30 seconds - the oil will then be hot enough for deep frying. Before cooking the sandwiches, squeeze the

edges together again. 3 - Carefully place the sandwiches in the oil and deep-fry for 2 minutes or until golden, turning once. Remove the sandwiches with a slotted spoon and drain on absorbent paper towels. Serve immediately while still hot. Creamy Tomato Soup (Serves 4) 3 tablespoons butter 1 lb. 9 ounces ripe tomatoes, preferably plum, roughly chopped 3 3/4 cups hot vegetable stock 2/3 cup milk or light cream 14 cup ground almonds 1 teaspoon sugar 2 tablespoons shredded basil leaves Salt and pepper Instructions: 1 - Melt the butter in a large saucepan. Add the tomatoes and cook for 5 minutes, until the skins start to wrinkle. Season to taste with salt and pepper. Add the stock to the pan, bring to a boil, cover, and simmer for 10 minutes. Meanwhile, under a preheated broiler, lightly toast the ground almonds until they are golden brown. This will only take 1 to 2 minutes, so watch them closely. 2 - Remove the soup from the heat and place in a food processor. Blend the mixture to form a smooth consistency. Alternatively, mash the soup with a potato masher. Press the soup through a strainer to remove any tomato skin or seeds. 3 - Place the soup in the pan and return to the heat. Stir in the milk or cream, ground almonds, and sugar. Warm the soup through and add the shredded basil just before serving. Transfer the soup to warm bowls and serve hot.

Organization Honors Snyders Pat and Alan Snyder were honored guests at the Devers Area Neighborhood Association’s yearend meeting on Dec. 10 at Yorktown Center. The organization celebrated the Snyders’ return to the neighborhood. The meeting included cake and a party. Several members shared why they are so attached to their neighborhood and why think it is a special place to live. Pat lived in York for 55 years after moving from Philadelphia. W hen she was 21, her parents moved to State College, but Pat stayed, living in East York for a while before renting a house on Tioga Street. While in York, Pat identified with the goals and aspirations of York residents and attended school board meetings and city council meetings. She became a judge of elections. In 2016, the Snyders left their home on Richwell Lane and moved to State College to take

Patricia H. Vance of Mechanicsburg was recently presented with the 2018 Humanitarian Award from United Way of the Capital Region’s Tocqueville Society for her outstanding commitment to improving lives through volunteerism. The award was presented during a special reception, sponsored in part by UPMC Pinnacle and United Way’s Bridges Society. Vance began her professional life as a pediatric nurse at Harrisburg Hospital, now UPMC Pinnacle. In 1978, she became recorder of deeds and the first female elected official in Cumberland County, according to United Way. In 1990, Vance was elected to the Pennsylvania House of Representatives, where she served for 14 years. Vance authored 18 laws, including an HMO bill of rights prohibiting discrimination against domestic abuse victims by insurance companies and expanding Pennsylvania’s prescription drug program for 100,000 low-income senior citizens. In 2005, Vance was elected to the Pennsylvania Senate, where she served the residents of the 31st District until 2016. While in office, she chaired the Public Health and Welfare Committee and was a member of the Appropriations, Communications and Technology, Consumer Protection and Professional Licensure, Finance and Policy, and Capitol Preservation committees. As a senator, Vance would often visit Penn State Health Milton S. Hershey Medical Center to speak with clinicians, administrators, researchers, and families to expand her knowledge on issues of importance to the health and well-being of the people she served. During her time in the Senate, Vance authored 25 laws. The laws included expansion of Pennsylvania’s prescription drug monitoring database to prevent abuse; defining procedures for filing complaints of abuse, neglect, and exploitation of adults with cognitive or physical disabilities; streamlining foreign adoption procedures; requiring nurses to obtain 30 hours of continuing education every two years; and blending the state’s prescription drug program to low-income seniors with Medicare Part D. In honor of her sustained service,

In 2006, she was one of 30 women honored statewide by the Pennsylvania Coalition Against Domestic Violence for her dedication and advocacy. That same year, she received the Community Leader of the Year Award from the Cumberland Valley Eagle Foundation. Since retiring from the Pennsylvania State Senate in 2016, Vance has continued to actively participate with several community organizations. She serves as a board member for the Donald B. and Dorothy L. Stabler Foundation, WITF, Hospice of Central PA, Joseph T. Simpson Public Library, and Health Advisory Board, and she is a member of St. James Presbyterian Church. The Humanitarian Award is presented annually to a local leader or leaders who meet the following criteria: committed to voluntary systems of human services, creative in approach to serving the capital region, outstanding in providing leadership and working with others, sustaining service over a period of years, inspirational in encouraging others to serve, acting in a way that has had a major impact on changing and saving lives, producing results that are clearly visible and tangible, and understanding resources are essential to making positive changes happen and are philanthropic in time and resources. The Tocqueville Society includes donors contributing $10,000 or more annually to United Way of the Capital Region. Organization To Offer Internships The Central Pennsylvania Congressional Internship Association, formerly the Fourth Congressional District Internship Association, has announced it is accepting applications from local college students with an interest in growing their leadership skills through public service during a 10-week paid summer internship program with a member of Congress. Taking place from May through August, the Summer Internship Program awards several area college students a chance to experience the realities of public service through full-time internships with Congressman Scott Perry, who serves the 10th Congressional District, encompassing Dauphin County and parts of York and Cumberland counties. Undergraduate college students who are residents of the 10th Congressional District of Pennsylvania and have completed their freshman year of undergraduate studies by the beginning of the internship are eligible to apply. Each intern will spend five

weeks in Washington, D.C., assisting with legislative projects and also spend five weeks assisting with constituent casework in one of Perry’s district offices in the Harrisburg area. Thanks to financial donations from members of the Central Pennsylvania Congressional Internship Association and other donors, the interns receive a weekly stipend, and intern housing is provided at no charge while the interns work in Washington, D.C. Housing is not provided while the interns work in the district offices. Notable program alumni include Pennsylvania state Rep. Kate Klunk and Chris Gray, senior adviser to the Office of the Administrator for the U.S. Small Business Administration. Interns are selected based on academic performance, extracurricular activities, and their demonstrated commitment to the ideals of public service. Memorial Ice Wall Planned The Downtown Carlisle Association (DCA) recently unveiled a new veterans and community memorial wall exhibit to be showcased at the next UPMC Pinnacle Ice Art Fest. Scheduled for display on Friday, Feb. 8, through Sunday, Feb. 10, the wall, made completely out of crystal-clear ice, will grow in length and height as more veterans associations, family members, and community members invest in the monument with names of loved ones, community supporters, and local groups. The wall will be in front of a 6-foot patriotic ice sculpture of an American eagle, with colored shooting stars and flag-like ice carvings. The idea for the Memorial Ice Wall came from discussions on how to get larger sculptures created while engaging more community participation. A crowd-funded

sculpture like this is unique in that the more people who contribute to the wall, the larger it will be. The DCA is quick to note also that names on the wall do not need to be those of deceased individuals, but anyone or any group the community is proud to honor, including family members, sports teams, public officials, churches, and others. The Memorial Ice Wall will be on display at Veteran’s Courtyard, next to the Old Courthouse at the corner of Hanover and High streets, Carlisle.
