Mount Joy Area Historical Society Launches Membership Drive The Mount Joy Area Historical Society (MJAHS) began conducting a membership drive on Oct. 1 that will continue through Saturday, Dec. 1. Currently, the society has 135 individual members, and the membership committee has set a goal of 500 members. According to MJAHS member Don Zerphey, the mission of the MJAHS is “to seek, preserve, and make available the history of the Mount Joy area.” Many documents, including cemetery records, obituaries, local news articles, artifacts, maps, genealogy books, and other resources are available for the public to view and research. The society also has a large collection of historical photographs and postcards for the community to look through and enjoy. In 2019, the society plans to begin to convert these paper documents to digital format for easier access and to preserve for future generations. MJAHS representatives note that
this conversion will take considerable time and money. This fall, the society also plans to open its new addition, the Cemetery Road Schoolhouse, which is a completely renovated 1842 one-room schoolhouse. Renovating the building has been a five-year project with generous support from the Lancaster County Career and Technology Center; the Clarence Schock Foundation; Engle Printing & Publishing Co., Inc.; and many other financial and in-kind contributions from individuals and local businesses. The schoolhouse will become the society’s regular meeting room for monthly programs and eventually will be available for other community needs. Once the schoolhouse is occupied and in use for meetings, the former church that serves as the society’s current museum at 120 Fairview St., Mount Joy, will be redesigned to See Membership Drive pg 3

In August, Aidan Masters and Wyatt Lamb, both of Elizabethtown, earned the opportunity to represent the Ohio Valley Region with the USA Baseball National Team Identification Series (NTIS) program. Aidan was part of the 15U group, and Wyatt was a member of the 14U team. Both Aidan and Wyatt attend Mount Calvary Christian School in Elizabethtown. Aidan, the son of Erikk and
Heather Masters, will be a sophomore on the school’s baseball team this year, and Wyatt, the son of Nathan and Julie Lamb, will be a freshman. They both traveled to the USA Baseball Training Complex in Cary, N.C., to play in the NTIS Champions Cup Tournament and represent the Ohio Valley Region, which consists of four states: Ohio, Pennsylvania, Kentucky, and Michigan. The NTIS program consists of local and regional tryouts and games that ultimately lead to the selection of 16 regional teams across the United States, each of which can have up to 18 players on the roster. All of these regional teams compete in the NTIS Champions Cup Tournament in Cary, N.C., in August each year. The purpose of the NTIS program is to identify players who can be placed in the USA Baseball National Team Development Program. The USA

The Manheim Community Farm Show - lovingly known to many as the best week of the year - is quickly approaching, and area farmers, businesses, organizations, and residents are gearing up and working together to make the 65th annual event a success. The 2018 Farm Show is set for Monday, Oct. 8, through Friday, Oct. 12, and the parade will step off at 7 p.m. on Wednesday, Oct. 10. Parking and admission are free. A tractor and wagon driven by Manheim Young Farmers member Galen Kopp will be at the very end of the Farm Show parade lineup on Oct. 10 to collect nonperishable food items for the Manheim Central Food Pantry. The annual food drive has been sponsored by the Manheim Young Farmers since 2005. Individuals of all ages may donate canned goods during the parade or drop them off at the shopping cart that will be designated for donations at the Manheim Children’s Farm Show exhibit area during Farm Show week. Items needed for the food pantry include peanut butter, kidney beans, baked beans, soup, canned fruits and vegetables, canned chicken,
straw berry jelly, crackers, applesauce, cereal, toilet paper, and paper towels. As is tradition, students in the Manheim Central High School (MCHS) FFA will walk in the parade with members of the Manheim Young Farmers to help collect donations from people along the parade route. “We appreciate being a part of it because it’s a way to give back to the community, and there’s a lot of need,” remarked MCHS FFA president Josiah Heisey. As part of ag-in-the-classroom education, paper bags are sent home the week before the parade with third-graders in the Manheim Central School District, along with a note explaining the details of the food drive and encouraging residents to donate. Bags will also be distributed to families at Manheim Christian Day School. The Manheim Central Food Pantry, located at 334 W. Gramby St., currently serves approximately 114 households, according to Central Pennsylvania Food Bank statistics. Registered clients receive food and personal care items once a month, based on family size. To be eligible for the food pantry’s services, individuals must reside in the Manheim Central School District. Potential

Area residents are also invited to support the Farm Show at its 16th annual benefit auction at 6 p.m. on Thursday, Oct. 11. The Susquehanna Valley Chamber of Commerce (SVCC) will present the 30th annual Bridge Bust on Saturday, Oct. 6, from 8 a.m. to 4 p.m. Nearly 300 vendors will offer antiques, art, crafts, food, and one-of-a-kind items for purchase at the popular community event. Area residents are invited to stroll and browse the selection of wares that will fill the Veterans Memorial Bridge between Columbia and Wrightsville. The 1.25-mile bridge will be closed to vehicular traffic during the event. Separate nominal admission prices have been set for adults and for children ages 2 to 11. Children under age 2 will be admitted for free. Pets will not be permitted on the bridge during the event. An anchor in the community as far as long-running local arts events go, Bridge Bust fulfills a dual purpose of promoting local makers as well as raising funds for the SVCC. Proceeds from Bridge Bust help to operate the SVCC and Visitors Center, located at 445 Linden St., Columbia. The Visitors Center is open from 9 a.m. to 3 p.m. on Mondays through Fridays and from 10 a.m. to 2 p.m. on Saturdays. In addition to vendors, several nonprofit organizations, including
Antiques, art, crafts, and food from a variety of local vendors will be available to purchase at the 30th annual Bridge Bust, which is set to take place on Oct. 6 on the Veterans Memorial Bridge between Columbia and Wrightsville. local Boy Scout troops and churches, will have booths at the event. Some of those organizations will offer children’s games and activities. Food vendors will offer a plethora of items for people to purchase, such as cotton candy, caramel apples, popcorn and kettle corn, deep-fried onions, bacon on a stick, pork barbecue, ribbon fries, fried pickles, breakfast sandwiches, cheesesteaks, ice cream, soft pretzels, egg rolls, baked goods, Italian ice, crab
cakes, cheese curds, hamburgers, hot dogs, milkshakes, lemonade, coffee, apple dumplings, and edible cookie dough. Parking and shuttle service will be available for free on both sides of the bridge, which spans the Susquehanna River and connects Columbia and Wrightsville via Route 462. Visitors can hop on a shuttle at Glatfelter Field, located at Route 462 and 12th Street in Columbia, or at Eastern York High School, 720 Cool Creek
Road, Wrightsville. Shuttles will be available to transport patrons who wish to only walk the bridge in one direction as well. Donations are welcome and will benefit SVCC and its efforts to preserve and strengthen businesses in the Susquehanna Valley and to promote tourism to the area. Mike Mastriania, commandant for the Marine Corps League of Lancaster County Detachment 294, noted that the organization offers assistance to homeless veterans of Lancaster County who have served in any branch of the military. For example, the group recently helped a Gulf War veteran and his family to secure an apartment and purchase furniture. The Marine Corps League also works with organizations such as Transitional Living Center (TLC) Lancaster and United Veterans Beacon House. Marine Corps League members provide a meal and bingo event once a month for veterans at the Lebanon Veterans Affairs (VA) Medical Center, along with collecting clothes, books, and suitcases for individuals at both the Coatesville and Lebanon VA medical centers. Participants will follow a route down Ironville Pike and through Columbia Borough streets to the finish line at Locust and Bank streets. Organizers describe the point-to-point course as a very fast, downhill route. Distance mile markers will be provided at every half-mile, and a water and aid station will be set up at the halfway point. Post-race festivities, as well as the Kids’ Chesty’s Challenge Fun Race, will take place at the Columbia Crossing River Trails Center, 41 Walnut St., Columbia, located near the 5K finish line. A disc jockey will play music, and free snacks and beverages will be available to participants. A shuttle bus service will be available at Columbia Crossing to transport runners back to CHS for their vehicles after the race. Organizers will also offer a free baggage claim service so participants may check a bag or clothing item before the race that they would like to have waiting for them at the finish line. Children ages 3 to 12 may take part in the quarter-mile Chesty’s Challenge Fun Race, named after the Marine Corps’ bulldog mascot. Race-day registration will open at 7:30 a.m. at Columbia Crossing, and the run will take off at 9 a.m. Those who register online by Oct. 15 will receive a T-shirt, medal, and goodie bag. Saint Luke’s Episcopal Church Mount Joy invites you to an October festival of movies that explore the way that famous Christians have lived out their faith in extraordinary ways.
Haldeman Mansion Preservation Society (HMPS) board members. Apple cider making demonstrations will take place throughout the day, and visitors may sample fresh hot cider. Plenty of food and beverages will be available to purchase. Menu options will include grilled bratwurst and hot dogs, homemade baked beans, chicken corn soup, chips, apple squash soup, applesauce, and plenty of applebased desserts such as dumplings, crisp, cakes, and pies. Fresh apples will also be available to purchase. Children’s activities will include games such as bobbing for apples, pumpkin decorating, and a story time reading of “Johnny Appleseed.” Ryan “The Bug Man” Bridge will exhibit insect displays. Live insects will also be part of his presentation, and attendees will be able to pet or hold the insects. New for this year, attendees may purchase tickets to be entered in a drawing to win an enormous basket filled with apple-themed items. Apple butter, soap, cake mix, and cinnamon waffle mix from Masonic Village will be among the items in the basket, along with numerous candles, accessories, snacks, and more. Proceeds from the event will benefit the heating fund for the Haldeman Mansion, noted HMPS board member Elaine Jackson. The Apple Festival is one of several events organized by the HMPS in order to help preserve the legacy of professor Samuel Steman Haldeman, who was born at the mansion in 1812. A Lifeguard Recertification Course will be offered on Sundays, Oct. 14 and 21, from 8 a.m. to 1 p.m. at Patton Pool at Masonic Village, 1 Masonic Drive, Elizabethtown. Individuals age 15 and up with a current lifeguarding/first aid/CPR/AED certification may take this class, which will recertify them for two years. Students must bring a rescue mask. One-hour guided trail riding through 275 acres of woods and farmland will take place at Ironstone Ranch, 1 Hollinger Lane, Elizabethtown, at 5 p.m. on Wednesdays, Oct. 17 and Nov. 7. All riders must be age 6 and up. There is a strict weight limit of 250 pounds. Horses are trained to work with riders who have little or no experience, and there will be no trotting or galloping on the trails. Aquacise, for people age 14 and up, will be instructed by Bonnie Leibold from 10:30 to 11:45 a.m. on Tuesdays and Thursdays, Oct. 23 to
Dec. 11, at Patton Pool. The shallow-water, heart-healthy exercise class will allow participants to move at their own pace in keeping with their fitness level. Discover Dance will be instructed by Katie Carter and Shaye DiPasquale on Tuesdays from Oct. 23 to Nov. 27 in the lobby of the GEARS Community Center, 70 S. Poplar St., Elizabethtown. The class is designed to encourage younger children to express themselves through creative movement and ballet. The group will visit the memorial for the crew and passengers of Flight 93 in Shanksville and then travel to Pittsburgh to enjoy four-star dining, the historic Duquesne Incline, and a 60-minute sight-seeing cruise on the three rivers. A Divine Design - Fallingwater trip has been set for Tuesday, Oct. 16, with a 5:45 a.m. departure from the MoviE-town parking lot. Attendees will view the design works of Frank Lloyd Wright, including Fallingwater and Kentuck Knob, and will stop at the temporary site of the new memorial “Crescent of Embrace,” which is designed to be a

Marching Band from pg 1 The Donegal Music Association (DMA) will host the Green Nation Band Celebration at the Donegal Athletic Complex, 1025 Koser Road, Mount Joy, on Saturday, Oct. 6. The gates will open at 5 p.m., and the show will begin at 6 p.m. The show will feature 10 high school marching bands from seven counties in central Pennsylvania, including Donegal High School (DHS). In addition to DHS, the participating schools in the tournament will include West Perry, Trinity, Williams Valley, Shamokin, Mifflin County, Central Dauphin, Susquehanna Township, Youngsville, and Biglerville high schools. Tickets will be available to purchase at the gate, with separate prices for adults and for students and senior citizens.
The Green Nation Band Celebration is a qualifying event for seeding in the Tournament of Bands Atlantic Coast Championships held in Hershey and Harrisburg in late October and early November. The National Association of Watch and Clock Collectors Inc. (NAWCC) has named Lancaster County resident Clayton Tongate its Volunteer of the Year for his contribution of time to the Fortunat Mueller-Maerki Library and Research Center and the NAWCC National Watch and Clock Museum building and grounds. Tongate has volunteered many hours in the library and museum grounds over the past year as a volunteer member of the library staff, conducting research for reference questions, lending a hand in circulation, and spearheading the effort to clear the basement shelves to prepare for the installation of the new archival rolling shelves, according to library and archives supervisor Sara Butler-Tongate. Volunteers are the lifeblood of the NAWCC National Watch and Clock Museum and the Fortunat Mueller-Maerki Library and Research Center. Dozens of volunteers donate thousands of hours, contributing significantly to the achievement of the NAWCC’s

Schreiber Pediatric held its 30th annual Rubber Duckie Race and Festival on Sept. 9. The event raised more than $115,000, which will go directly to support Schreiber’s array of therapy and educational services. This year’s Duckie Day at Lancaster County Central Park was curtailed because of heavy rain. Schreiber still managed a successful Duckie campaign because of higher-than-expected Duckie ticket sales and generous sponsorship support. Day-of sales fell short of the average total of $10,000 because of the weather, but supporters have helped erase that shortfall by making contributions after the event. The largest post-race gift came from Orrstown Bank, which had originally sponsored the event and sold tickets in its Lancaster County branches. Orrstown Bank contributed an additional $15,000. Donations can still be made via check or at www.schreiberpediatric.org/ donate. This year’s event sold about

Winters Heritage House Museum will host Dr. Oya DursunÖzkanca for a conversation-style lecture on Turkish foreign policy on Thursday, Oct. 11, at 7 p.m. The event is open to the public and will commence in the museum’s Henry Coble Community Room, located in the Victorian brick house at 33 E. Dursun-Özkanca is associate professor of political science and director of the international studies minor at Elizabethtown College. Her research interests include Turkish foreign policy, southeast Europe, Transatlantic
security, the European Union, and peace operations. She is the author of a number of scholarly articles in leading peer-reviewed journals. Over the 2015-16 academic year, she was on sabbatical leave through a research grant received from the Institute of Turkish Studies at Georgetown University to work on a book manuscript on Turkish foreign policy. (NAWCC) National Watch and Clock Museum, 514 Poplar St., Columbia, has expanded its Blue Star Museums summer program to offer free, year-round admission for active-duty military personnel and their families, including the National Guard and Reserves. Each summer since 2010, the Blue Star Families organization has promoted free museum admission events with museums across America under the Blue Star Museums program, supported by the NEA and the Department of Defense. Funding for the Blue Star Museums program expansion is provided by a grant from the Pryor & Arlene Neuber Charitable Trust through the PNC Charitable Trusts Grant Review Committee. MCCL Appoints Directors The Mennonite Children’s Choir of Lancaster (MCCL) has appointed Jonathan Shoff as interim director of Prelude Music and Kit Baker as director of Choristers I and II. Prelude Music and Choristers are nonauditioned programs with opportunities for children in kindergarten through grade eight. In the MCCL community, Shoff serves as director for Men’s Ensemble and accompanist for Chamber Choir and in the past has served as interim director for Choristers. He earned his bachelor’s degree in music education from Millersville University with a concentration in piano and a minor in voice, as well as a Master of Music from West Chester University. Shoff teaches elementary school music in the School District of Lancaster. He teaches private instrumental and voice lessons
and serves as artistic director for the Music for Everyone Lancaster Community Chorus. Baker served as interim director of Choristers last year. She holds a bachelor’s degree in music education from Messiah College and completed a master’s degree in music education from Kent State University. Baker teaches general music and chorus for elementary grades in the LampeterStrasburg School District. She is a former singer with the Susquehanna Chorale. Her husband, Dan, is an MCCL alumnus. MCCL serves more than 170 singers in its two nonauditioned classes and three auditioned performing choirs. Museum Plans Homeschool Day The National Watch and Clock Museum, 514 Poplar St., Columbia, will hold a Homeschool Day on Tuesday, Oct. 16, from 10 a.m. to 3 p.m. During the event, homeschoolers may take a behindthe-scenes tour, learn how water can be used to tell time,

It takes at least 150 people to cover the shifts in the kitchen at the Masonic Center, 213 W. Chestnut St., Lancaster. The lodge members painstakingly build these pies to raise funds for the Children’s Dyslexia Center of Lancaster, which has offices in the Masonic Center. Pie sale proceeds account for about 40 percent of the center’s operating budget, said director Heather Hinkel. The center serves students in first through 12th grades from Lancaster, Lebanon, York, and Chester counties, remediating dyslexia using the Orton-Gillingham method. All instruction is provided individually at no charge to clients, but it costs the center approximately $5,000 to tutor one client for a year. Donegal Booters Crush Solanco, Fall to LMH by Vaughn Brown
Looking to gain ground in Section Three the Donegal boys’ soccer team got off to a great start last week with a dominating 7-0 win over Solanco on Tuesday but were left spinning their wheels in a 1-0 loss to Lancaster Mennonite on Thursday. Donegal (3-3, 5-8) trailed the second place Blazers (5-1, 9-3) heading into this week as a result. A four-goal effort by Zac Runkle, three of which came in the first half, fueled the host Indians on their way to victory over the Golden Mules in the first game of the week. Donegal tallied four scores in the opening frame and tacked on three more to close out the second while outshooting Solanco 15-7 and displaying steady defensive play led by a shutout
in goal by Donovan Henriques. Runkle opened up the scoring in the fourth minute and extended the lead to 2-0 about five minutes later. Working a strong offensive attack, the Indians created plenty of scoring opportunities before Philip Herzog blasted a shot past Golden Mule keeper Jake Smolik in the 14th minute and then Runkle connected on his third in the 22nd minute providing the Indians with a four-goal lead at the break. A second half score from Runkle in the in the 57th minute which increased the lead to five was followed by Kieran Kramer’s goal in the 75th and Kyler Enck’s a few minutes later to end the scoring on the day. Sitting just above Donegal in the rankings, Lancaster Mennonite came
calling on Thursday and had all they could handle in a defensive battle that was ultimately decided midway through the first half. Tyler Wagner’s solo score in the 26th minute proved to be the game winner as both team’s defenses clamped down the remainder of the match. As the boys were looking to catch the Blazers, so too were the girls on Thursday as Donegal (2-2-1, 3-6-2) traveled to Lancaster Mennonite (3-1, 5-7) tied for second place in Section Three at the time. The matchup with the Blazers stood as the lone contest on the week for the girls as rain wreaked havoc on the fall season yet again with a postponement of the lady Indian’s game versus Solanco. While Donegal was only able to manufacture two shots on goal, the lady Indians’ Lauren Stwalley turned away five of Lancaster Mennonite’s

seven attempts on the day. Calla Ashley, with an assist from Lauren Will, fired the winning shot into the back of the net in the 13th minute to secure the victory. FIELD HOCKEY Two games on the slate, two more shutouts. Mackenzie Allessie and the rest of Donegal’s offense once again proved too much to handle as the high-octane lady Indians recorded a 15-0 win over Elizabethtown before downing Manheim Central 8-0 to remain unbeaten and continue their reign as queens of Section Two. When Lily Saunders’ first goal found the backboard with 20:49 to go in the first half against Elizabethtown, Donegal already held a four-goal advantage, thanks to Allessie who tallied eight on the day. However, it was the offensive work of Saunders that posted Donegal to a 7-0 lead when she scored her third consecutive
goal over the span of two minutes on a penalty stroke that found the lower left corner of the cage. Her fourth made it 9-0 with 11:31 left in the half off an assist by Allessie, following the senior scoring leader’s tally three minutes prior. Two more Allessie scores and one by Kiera Baughman, who also came through with three assists, gave Donegal a commanding 12-0 lead at the break. Sarah Leidich and Reagan Clark connected to make it 13-0 seven minutes into the second on Leidich’s lone goal of the game and Emma Miller was the beneficiary of a Baughman assist with 5:02 remaining to end the game. Keeper Aliza Johns turned away the only shot of the game from the Bears. Tallying another six goals in the game against Manheim Central, Allessie scored twice in the first half while Baughman added a goal off an assist by Saunders for a 3-0 Donegal lead a halftime. In the second it was all Allessie as she scored four straight with two assists from Baughman, until Saunders sent a solo shot home with 3:05 left in the game. Johns ended the day strong as well with eight stops in the cage.
CROSS COUNTRY With Manheim Central and Donegal as the only two undefeated teams in girls’ cross country in Section Two it will be a matter of who blinks first. Last week Donegal’s eyes were wide open as the lady Indians ran away from a depleted field with a 15-52 score over Annville-Cleona and a 15-55 victory over Northern Lebanon. To their credit, AC only had six runners while Northern Lebanon had two. Placing seven in the top ten, Donegal was led by Rachel Fernald who finished first overall with a time of 22:02 followed by Hadley Shoaf (2nd, 23:01), Myra Naqvi (3rd, 23:24), Ella DeBruin (4th, 23:36), Amanda Fry (5th, 24:15), McKenzie DuBuskey (6th, 24:25) and Meg Zell (7th, 24:42). Keri Anderson (11th, 26:08), Sarah Hinkel (13th, 26:19), Megan Myers (14th, 27:46) and Jordyn Smith (15th, 27:52). For the boys’ it was two more wins as well as they improved to 4-3 and a fifth place standing with a 22-34 win over Annville-Cleona and a nail biting 27-28 victory over Northern Lebanon. But they needed a missed PAT and a timely interception at the end of the game to pull it off. Counter balancing the Brave’s offense with 246 yards on the ground, Donegal was led by Zion Gibbs who carried 30 times for 139 yards and a touchdown, including a 68-yard burst in the first quarter that put the Indians up 7-0. He also came down with an 18-yard pitch and catch from quarterback Dylan Martin in the fourth to give the lead back to Donegal 21-14 with 10:48 remaining in the game. Jansen Schempp’s 28-yard touchdown run at the end of the first quarter tied the game at 7-7 with neither team finding the end zone again until the second half. On the opening possession of the third quarter Donegal put together an eight play, 73-yard drive and regained the lead on a 2-yard score by Jordan Minnick (17-71, TD) to make it 14-7. Octorara responded in dramatic fashion, however, when Ryan Kernan returned the ensuing kickoff 96 yards

Performances Of “Treasure Island� Set The musical adventure “Treasure Island� opened at the Fulton Theatre, 12 N. Prince St., Lancaster, on Sept. 20. Previews were planned for Sept. 18 amd 19. The show, based on the book by Robert Louis Stevenson, was written and directed by Marc Robin and Curt Dale Clark, with music by Robin, who is celebrating 10 years as the Fulton’s artistic director. The Fulton’s performances will feature a cast of 36 and a 17-piece orchestra. The show also features orchestrations by David Siegel, lighting design by Paul Black and Colin Riebel, scenic design by Thomas M. Ryan, costume design by Ryan J. The Railroad Museum of Pennsylvania, 300 Gap Road, Strasburg, will offer a railroading merit badge workshop for individual Scouts ages 12 to 18 on Saturday, Oct. 13. Scouts will have the opportunity to earn the merit badge in railroading, working with historic artifacts and model trains. The daylong workshop will feature various railroad-themed activities including tours, demonstrations
and a G-scale model railroad simulation. All requirements will be fulfilled in a single day. Participants who complete the workshop will receive a unique Railroading Merit Badge patch. Teague announced his plan to retire from the presidency on Aug. 1, 2019, upon completion of his 20th year as lead servant of LBC. He is the third longestserving seated president of the 97 independent colleges and universities in the commonwealth of Pennsylvania. During Teague’s presidency, Lancaster Bible College tripled in size, now offering three doctoral programs; seven master’s, including a seminary program; and 25 undergraduate majors. The college has grown from its
main Manheim Township location to five locations in four states and an initiative in Uganda, and it has expanded the main campus with 17 major building projects including a learning commons named in Teague’s honor. It examines the Levitical feasts and the effect our Creator intended them to have on ancient Israel, and the effect He wanted them to have on us, and all the world. CCAP Awards Posted The County Commissioners Association of Pennsylvania (CCAP) recently bestowed Criminal Justice System for the 21st Century Best Practices Awards. The 2018 Best Practices Award in the large county jail category was presented to Lancaster County Prison for their PrisonStat Program, an active leadership strategy to achieve transparency, accountability, and efficiency at the prison, drive real measurable results, and help turnaround within the organization. First initiated in 2016, PrisonStat is modeled on the Performance Stat idea which is an active leadership model that uses an ongoing series of regular meetings during which the chief executive and/or leadership team uses current data to analyze aspects of an organization’s performance. This continuing analysis of predetermined metrics produces results by pushing the organization toward performance targets. It also provides leaders with the ability to articulate to the organization and public what improved results need to be demonstrated. Each department head is assigned a metric pertaining to their job description,
and are responsible for oversight of a specific area. They are held accountable during the public meeting scheduled every two months and their performance is transparent for the public to see whether positive or negative. An Honorable Mention in the large jail category was awarded to Berks County Prison for their Mental Health First Aid (MHFA) Certification. With their rising mental health population, they recognized a need to improve staff training and education about signs and symptoms of mental illness, for all staff, especially custody supervisors and correctional officers. Staff was trained through Mental Health First Aid USA, an eighthour course that teaches a five-step action plan encompassing the skills, resources and knowledge to help an individual in crisis connect with appropriate professional, peer and self-help care. This approach is demonstrating results throughout the prison and better outcomes for both inmates and staff. The 2018 recipient of the Juvenile Alternatives Program Award is Lancaster County for their P.U.L.S.E. Evening Treatment

Lancaster County’s Juvenile Court, the Office of Juvenile Probation, and the Children and Youth Agency were experiencing a reduced accessibility to specialized programs, as well as the closure of some residential facilities. This resulted in their need to seek out opportunities to keep low to moderate risk juveniles within close proximity to home and community resources which could parallel the successful outcomes of long-term placements. The Youth Intervention Center initially developed the P.U.L.S.E. Weekend Program with the objective of providing short-term, evidence-based treatment with the goal of diverting juveniles away from the need for long-term placements. The participant’s goals, program length, and groups will be determined based on recommendations from the juvenile probation officer or children and youth caseworker, consultation with the parents/guardians, and results of various assessments.
