Those looking for a way to serve the community are invited to consider one of the most vital volunteer opportunities available - volunteering at a local fire company. Currently, Ludwigs Corner Fire Company (LCFC) Station 73 is seeking to fill volunteer openings, with opportunities available for active firefighters, drivers and other personnel needed at a scene of an emergency. Also needed are those willing to help with fundraising and administrative duties. “We can never have enough volunteers,” said Ross Trego, assistant chief. Youths are invited to take part in the fire company’s junior firefighter program. “You can start here at 14. Cavod To Present “The Gifts Of The Magi” Lucky Dawg Animal Rescue Continues Its Mission By Ann Mead Ash

Cordell Huyard, who is directing Cavod Theatre’s “The Gifts of the Magi” this holiday season, is amazed that the organization has not produced the musical before this. “It’s perfect for our stage,” said Huyard. “It fits like a glove.” Music director Amy Rau was the first to suggest the show to Huyard. “I fell in love with it,” said Huyard of the show, which will play at the theater, 685 W. Main St., New Holland, at 7 p.m. on Fridays, Dec. 6 and 13; at 2 and 7 p.m. on Saturdays, Dec. 7 and 14; and at 4 p.m. on Sundays, Dec. 8 and 15. The show will be choreographed by Stephanie Morales. Now in its second year of operation, Lucky Dawg Animal Rescue Inc. is continuing its mission to rescue homeless, abused or unwanted dogs and cats and find them permanent, loving homes. The nonprofit, no-kill, all-volunteer organization was founded on Jan. 1, 2018. “Last year, 100 dogs were adopted and 70-plus cats,” reported Mary Bauer, founder. “This year, we have surpassed those numbers already. We are at 150 for dogs and we are still tallying the cats, but we passed that (number) as well.” The rescue has also developed a relationship with the Coatesville Veterans Affairs (VA) Medical Center. Dakota, until the pair could be reunited. A foster family housed Dakota for several months while Tillman attended a program at the VA. Tillman and Dakota are now doing well and residing at the Whitehall Apartments in Spring City, a facility that provides permanent supportive housing for at-risk veterans in Chester County. Lucky Dawg will collect items such snacks and gift cards for veterans at its upcoming holiday craft show on Saturday, Nov. 23, from 10 a.m. to 3 p.m. at Freedom Village Brandywine, 15 Freedom Blvd., Coatesville. “We are always trying to help (veterans) when we can,” Bauer said. “Without having fosters in place, it’s really hard. At this point, we

are helping them with physical needs.” Since Lucky Dawg does not have an adoption facility, it relies on fosters to care for cats and dogs while they are waiting to be permanently adopted. “We definitely need fosters,” said Bauer. “We have a lot of requests locally because of owner surrenders (due to) different situations. We need fosters locally.” In addition, Lucky Dawg has cats and dogs ready for adoption. One dog in need of a home is 3-year-old Cinnamon, a female pit bull terrier mix. “She was found as a stray in Chester and taken in by The Spay Club, who contacted us,” Bauer explained. “She basically knew nothing; she is a blank slate. She is going through an obedience

program right now and is wonderful. She knows many commands. She likes other dogs and would make a great dog for anybody.” The organization is still seeking a permanent home for a special needs dog named Albert. Because his back legs are paralyzed, he uses a doggie wheelchair, also known as a wheelie cart. Albert, who is possibly a Labrador/hound mix, is currently being fostered by Bauer, with help from volunteers. Additionally, some cats rescued by the organization but not in foster care can be adopted from Pet Valu stores, including the ones at 144 Eagleview Blvd. in Lionville and 408 Commons Drive in Parkesburg. In addition to fostering, other

volunteer opportunities with Lucky Dawg include providing transportation from partner shelters to foster homes, known as “the freedom ride”; providing transportation to and from veterinarian appointments; assisting at meet-and-greet events; and volunteering as a kitten/cat cuddler at the PetValu locations. DMVA Seeks Help Finding Photo Of Service Member The Department of Military and Veterans Affairs (DMVA) is asking all Pennsylvanians to search their yearbooks, old newspaper clippings, or personal albums to find a photo of Air

GOTR 5K from pg 1 Girls on the Run (GOTR) of Berks County will hold its celebratory 5K event on Sunday, Nov. 24, at the Penn State Berks Campus, 1801 Broadcasting Road, Reading. The event will begin at 8 a.m., and early arrival is suggested. Girls on the Run is a physical activity-based, positive youth development program that uses fun running games and discussions to teach life skills to girls in third through eighth grades. During the 10-week program, girls participate in lessons that are intended to foster confidence, build peer connections and encourage community service while they prepare for an end-ofseason celebratory 5K event. Participation in the 5K event will be open to the public, and all proceeds from the event will benefit Girls on the Run of Berks County. Last season’s event brought together more than 1,300 participants including program participants, their family and friends and community members. There is a registration fee. Packets may be picked up on Friday, Nov. 22, from 11 a.m. to 6 p.m. at the GoggleWorks Center for the Arts, 201 Washington St., Reading. Holiday Craft Show Slated A holiday craft show, featuring handmade items from more than 40 local artisans, will take place at Freedom Village Brandywine, 15 Freedom Blvd., Coatesville, on Saturday, Nov. 23, from 10 a.m. to 3 p.m. All proceeds will benefit Lucky Dawg Animal Rescue, which provides a safe haven for local animals in need through foster homes. In lieu of an admission fee, craft show visitors are asked to bring donations of snacks, soup mixes, cocoa mixes, full-size candy bars and gum, which will be given to residents at the Coatesville Veterans Affairs (VA) Medical Center. Also needed are $5 Wawa gift cards. The effort is part of a collaboration between the rescue and the VA. “Our rescue has helped several veterans and their dogs while they were going through programs at the VA or seeking housing,” said Janet Stone, event organizer. The items collected during the craft show will be used for a holiday party for veterans at the VA. Those who wish to donate to the

veterans but cannot attend the craft show are asked to contact Peggy Watson at the Coatesville VA at 610-384-7711, ext. 4228, and mention Lucky Dawg Animal Rescue. Offered for sale during the upcoming craft show will be handknit and crocheted items, horseshoe metal art, tote bags, custom-painted signs, Christmas décor, Christmas trees and stitched blankets. There will also be dog and cat items, including homemade treats. Stone explained that all items at the craft show have been made by the rescue’s supporters and volunteers. “The stuff is all completely handmade by people who have adopted dogs or fostered dogs and people who have skills,” she said. “ We make (nearly) 100% of everything we sell. (The craft show) is an extra-special event because of that (aspect).” Stone noted that the auditorium at Freedom Village will be filled with craft goods for shoppers to choose from. “People tell me (in advance) what they are making, and I organize it and we have tables with similar items,” she

(Youths ages 16 to 18) cannot go into a burning building, but they can do exterior (jobs) like (helping) with ladders and hydrant operations.” Those interested in obtaining the Fire I certification must complete 180 hours of class at the Chester County Public Safety Training Campus in Coatesville. “It’s classroom and hands-on training,” explained Trego, who is also an instructor at the center. He noted that the fire company finances the cost of the training and the gear for prospective firefighters. LCFC has approximately 15 volunteer firefighters who are currently available for service. “We do 200 to 300 fire calls a year. If we have a house fire, other companies will come to assist,” Trego noted. “Right now, in all the fire trucks we have 27 seats if we fill every one.” He said because of the time commitment, getting volunteers has been a challenge. However, he finds the experience rewarding. “I (volunteer) to help keep the community safe,” Trego said. Volunteers take part in weekly training nights on Mondays from 7 to 9 p.m. “ We review basic firefighting techniques pulling hose lines, victim removal and vehicle rescue training,” Trego said. Local residents may recognize the fire company’s trucks for their distinctive yellow color rather than the traditional red and white. “Yellow is more visible,” noted Dick Hahn, deputy chief/fire police captain. “These trucks are visible whether it’s day or night and when it’s foggy.” According to www.ludwigs cornerfire.com/history, the LCFC was the idea of John Harris, the first chief. Harris and the other original members, who were part of local Boy Scout Troop 89, decided to pursue the creation of a fire company when the Scout troop dissolved. They were able to obtain what was left of the Boy Scout troop’s treasury to help start what is now Station 73. The station, with a motto of “Neighbors Serving Neighbors,” was chartered in September of 1972. After several years of having the fire trucks and equipment located in local barns, the fire company received a donation from Clyde and Mary Griffith of three and a half acres of commercial property, where the firehouse now stands at 1325 Pottstown Pike, Glenmoore. Griffith Hall, which is attached to the firehouse, was named in honor of the family that made the new firehouse possible. “Clyde was a very generous person,” said Hahn, pointing out a portrait of the Griffiths and a photograph of Clyde during a fox hunt that are located in the hall’s entryway. The holiday craft show will be held in the fourth-floor auditorium at Freedom Village. Visitors should follow the event parking signs, enter the main entrance at Freedom Village and ask in the lobby for directions to the auditorium. Huyard noted that this version features the music of Stephen Sondheim and mixes other stories by O. Henry into the script as subplots. “Fans of O. Henry will recognize (the tales),” said Huyard. Some of the cast members are Cavod Theatre veterans, such as Caleb Heckman as Jim, the husband. Others, including Pilisa Mackey, a Lancaster Bible College theater program graduate who plays Della, the wife, are new to Cavod. Other characters include Steve Rau as Willy, a newspaper man and narrator of the show, and Moses Mariscal as Soapy, a man who is homeless by choice and who is trying unsuccessfully to get arrested so he will not be on the streets during Christmas. A cast of characters are played by Kalor Long as the City Him and Hannah Rau as the City Her. Huyard lauded the talents of the pair, who will take turns appearing as a police officer, a French waiter, a posh store owner, and an angry woman from the Bronx. Challenges of staging the play include each cast member playing a character that is larger than life and the complexity of the musical score. “The music is incredibly difficult, and each cast member is carrying a lot,” said Huyard, who added that the “smart, talented” cast members are on track. “They bring a wealth of experience and skills to the show,” said Huyard, adding, “The play highlights the strength of each person in the production team.” While some shows are strictly date-night fodder and others lend themselves to family fare, Huyard insists that at about 90 minutes in length, “The Gifts of the Magi” offers both. “It has beautiful moments of romance, (but) the grandchildren will love this and be laughing,” said Huyard. “The show moves quickly. There’s never a dead moment.” The production also refuses to waver from the truth behind the holiday. “The show starts off with this beautiful song about the true meaning of Christmas,” said Huyard, referencing the three kings who brought costly gifts to Jesus. “They sing a beautiful medley of ‘Gloria,’” he added. “(The song) gets audience members in the mindset of thinking about the most sacrificial love in human history … God coming down and taking human form and being born in a manger to take away the sins of the world.” Huyard went on to note that the story of the young married couple mirrors the sacrificial love of Christ. “(In the end), they see that the love they have for each other is more important than the gifts, (just as) the magi brought these amazing gifts but they recognized that the most glorious thing in the manger was the love of God,” said Huyard. 25 breweries in Chester County; 10 active farmers markets the county, six of which are open during the off-season; and dozens of food trucks licensed to operate in the county. County Planning Commission Urban Planner Kevin Myers discussed short-term rentals, which are more commonly known as Airbnb or VRBO rentals. These are residential properties or portions of residential properties that are available for rent on a limited duration basis; there are more than 250 of this type of rental in Chester County. Myers said these rentals are popular options in communities with higher lodging demand, thriving business or entertainment districts, seasonal destinations, significant tourism attractions, close proximity to universities and large special events such as fairs, concerts and festivals. Myers noted that municipalities should consider some factors before allowing this type of lodging, including potential neighborhood opposition, the effects on housing availability and affordability and effects on commercial lodging such as hotels and bed-and-breakfasts. Myers also provided suggestions for municipalities, such as examining policies and determining methods of regulation such as zoning ordinances or standalone ordinances. Chester County Health Department environmental health specialist Carrie Lane spoke about the importance of business owners and municipal officials reaching out to the County Health Department for assistance when opening new restaurants, breweries and businesses. Phoenixville Borough planning and land development director and zoning officer David Boelker spoke about how consumers have shifted their spending habits toward more online shopping versus brick-and-mortar stores. He said that, as a result, when people go out in their spare time, they often seek experiences. He highlighted the experiences people can have in Chester County’s boroughs as a result of vibrant downtowns that offer a variety of restaurants, breweries, tasting rooms, farmers markets and food trucks. Urban Centers Forums have been conducted since the development of VISTA 2025, the County’s economic development strategy. The forums are the result of a partnership involving the Chester County Commissioners, the County Department of Community Development, the County Planning Commission and the Chester County Economic Development Council. County Planning Commission executive director Brian O’Leary noted that his office is implementing projects in Landscapes3 that are intended to help the boroughs and city of Coatesville, such as an Urban Centers Design Guide. He said the Vision Partnership Program (VPP) is available for all municipalities in Chester County, including urban centers, to help improve their planning programs while achieving consistency with Landscapes3. County Department of Community Development director Pat Bokovitz also noted that urban centers are encouraged to begin coordinating with his staff and Myers on Chester County Community Revitalization Program (CRP) grant opportunities for infrastructure improvements. He said the next application process will begin in the spring. Bokovitz added that the program is connected to Landscapes3 because it directs appropriate growth to the county’s urban centers.

At the forum, Kent Steeves of the new Braeloch Brewing in Kennett Square spoke about some of the hurdles people might face when opening a brewery or tasting room. He credited Kennett Square Borough officials with being forward thinking when it comes to welcoming new businesses. Lisa O’Neill, owner of Growing Roots, spoke about the benefits of farmers markets in Chester County. Her organization currently runs three markets in Chester County and one in Berks County. She said the markets help bring visitors to the borough, and these visitors then patronize the local businesses. Sheriff’s Office Welcomes New Deputy County’s Police Academy. At the academy, he became friends with two women who shared his passion for police work. The two happened to work at the Chester County Sheriff’s Office as security officers, an experience that had inspired them to attend the academy. During the Police Academy graduation ceremony, Smith saw Welsh hand diplomas to now-Deputy Sheriff Marjorie Gonzalez and Deputy Sheriff Deborah Holmes. Smith’s swearing-in ceremony, held in Courtroom 3 of the Chester County Justice Center, included an invocation from retired Captain Joseph Carbo and opening and closing songs by former Lt. Eileen Law Stewart. Chief Deputy Jason Suydam and Welsh both made introductory remarks. Smith has said he is eager to explore the many opportunities the Sheriff’s Office offers, particularly its community outreach programs.

The Chester County Sheriff’s Office welcomed a new deputy sheriff recently. Chester County Sheriff Carolyn Bunny Welsh administered the oath to Deputy Sheriff Darren L. Smith on Sept. 30. Smith was accompanied by his mother and sister, who had traveled two hours from northern New Jersey to attend. A native of Bergen County in New Jersey, Smith said the occasion marked the successful completion of a quest that began about three years ago. Smith graduated from Paramus High School in New Jersey and went on to earn a degree in communications from Ramapo College of New Jersey. He said he held a diverse array of jobs, but the one that brought him the most fulfillment was serving as a police reserve officer in his hometown. Smith moved to Chester County in 2016. By then, he was committed to pursuing a full-time career in law enforcement and enrolled in Delaware

Organizers noted that it has been several years since the fundraiser was held. “Last time we had over 200 (people) attend the event, and the hall holds 300. Obviously, our goal is to fill up (the hall),” said Mattes. All proceeds from the event will benefit the fire company’s effort to purchase portable rescue tools like the Jaws of Life. “These are tools that help cut people out of cars if they are trapped,” explained Ross Trego, LCFC assistant fire chief, noting that the equipment costs approximately $30,000. “(The new tools) are battery powered, so they are lighter and more accessible. Solar Power from pg 1 More than 200 people spent a day learning about energy efficiency and renewable energy options during the Chester County Clean Energy Open House Tour on Oct. 19. Organized by the Sierra Club and endorsed by the Chester County commissioners and other local and state elected officials, the tour showcased the solar, geothermal and electric technologies some county residents are using to reduce monthly energy bills, reduce harmful carbon emissions and enjoy tax credits and cash incentives as they improve their property values. Several municipal facilities were on the tour, including Uwchlan Township. Uwchlan Township used state incentives to install electric vehicle charging stations at its township office. While providing a service to the community, the charging stations generate revenue that will be used to fund other energy and

environmental protection activities in the township. Two schools were featured: Hillside Elementary School in Berwyn and the Delaware Valley Friends School (DVFS) in Paoli, both of which utilize solar power. Hosts of both newer and older homes on the tour explained how they were taking steps to reduce their emissions. Hosts explained that some of their reasons for going solar or installing electric or geothermal heat pumps were tied to wanting to be part of a community-wide effort to protect clean air for everyone. Efficient house design was also a main feature of the tour. Several homes were designed with “Passive House” design principles. Engineer Mark Connolly gave tours along with staff members at Camphill Village Kimberton Hills, a farming, gardening and handcrafting community that includes adults with developmental disabilities. The community’s solar system powers several of its buildings, including a Community Health Center, a bakery and a café, and it charges the community’s electric vehicle. Another open house venue that generated the most curiosity was in northern Chester County at the home of Elizabeth Failor. She wowed visitors with her battery-charged robotic mower, which cuts her 2-acre property with no noise or pollution. The tour covered much of the county with 37 open houses in the greater Tredyffrin, Phoenixville, West Chester, Downingtown, Coatesville and Kennett areas. The local tour was organized under the auspices of the National Solar Tour and Solar United Neighbors. The tour concluded at Downingtown’s Victory Brewing Company with a brewery tour. Chester County’s HTP funding, along with other income support from corporate partners, churches and individual donors, allows Good Works Inc. to make repairs at no cost to homeowners, and volunteers do most of the work. “Kids Welcome Here” Program Announced Optometry Cares - The AOA Foundation awards Healthy Eyes Healthy Children (HEHC) grants up to $5,000 per grant to projects across the nation that increase the quality of children’s eye care through health programs and collaborations within as well as outside the optometric community. The Pennsylvania Optometric Association’s (POA) new Children’s Vision Care Alliance (CVCA) has been awarded $4,800 to expand its Kids Welcome Here program, which is a public outreach campaign targeting school nurses and parents to help provide children with proper eye and vision care. Studies have shown that up to 60% of children identified as problem learners actually have a vision deficiency. Vision screenings alone fail to identify up to 30% of the students with correctable vision problems. With help from this grant, and through partnership with

Pennsylvania schools, the CVCA will educate nurses on the proper techniques for vision screening, educate teachers and parents on the signs and symptoms of visual deficiencies, and conduct a public relations campaign to educate the public generally about the identification of visual deficiencies in children and the need for comprehensive pediatric eye exams. The goal is to spend the first part of 2020 preparing educational outreach programs. School districts will be offered free training to assist in meeting current screening protocols and to provide information necessary for teachers and parents to identify signs of visual difficulties being experienced by the children in their lives. As with the Kids Welcome Here program, the CVCA will work with the Pennsylvania Health Department to assure that any school nurse under its

jurisdiction receives proper education credit to meet their licensure requirements. The program will raise the level of understanding about the ways to identify children with visual deficiencies and encourage the scheduling of annual eye exams for children across the commonwealth. By giving educators the tools to properly identify children with correctable vision problems, children improperly classified as learning disabled can be removed from disability programs. Additionally, the grant will help fund colorful, child-friendly posters and brochures for use in health classes and school nurse offices to promote comprehensive eye examinations. Chester County Sheriff Carolyn Bunny Welsh recently continued her string of firsts at the 44th annual Thomas J. McGinley Awards Banquet and Conference in Greensburg. Welsh, recognized as Chester County’s first female sheriff and the first woman to serve on the executive board of the National Sheriffs’ Association (NSA), became the first sheriff in the state to receive the Thomas J. McGinley Memorial Meritorious Award. It recognizes outstanding and dedicated service to the Deputy Sheriffs’ Association of Pennsylvania (DSAP), which holds the conference each year. James Lee, executive director of the DSAP, said he was pleased to see Welsh receive well-deserved recognition. Lee said the award was first presented in 1997, a year after the death of McGinley, who had founded DSAP and had become its first president. Since then, the recipients have all been deputies. Lee said he told Helen McGinley, the founder’s widow, that Welsh would be this year’s recipient and she suggested her late husband would be pleased. In its early years, the DSAP had no connections to the Pennsylvania Sheriffs’ Association (PSA), despite sharing common goals, Lee said. Welsh, a former PSA president, helped change that, he said, adding that the two organizations now enjoy a collegial relationship that has benefited both sheriffs and deputies throughout the state. During her nearly 20-year tenure as sheriff, Welsh has broken numerous gender barriers. Shortly after being elected in 1999, she was recognized as the

first woman to be elected president of a graduating class at the National Sheriffs Institute at the Department of Corrections in Longmont, Colo. In July 2009, Welsh was sworn in as the first female president of the PSA. U.S. 202, one of Chester County’s major transportation arteries, has seen a lot of changes in recent years that have benefited people who live, work and visit the county, thanks to the work done by the Pennsylvania Department of Transportation (PennDOT). Chester County commissioners recently highlighted the progress that has been made to date in light of the recent completion of the U.S. 202 Bridge Replacement over Amtrak. PennDOT rehabilitated and replaced the deck of two deteriorated bridges carrying U.S. 202 over Amtrak rail lines at the southern end of the U.S. 30 Interchange and replaced deteriorated pavement on ramps to and from the U.S. 30/Exton Bypass in East and West Whiteland townships. This work is the final stage of the U.S. 202-300 project. In Section 300, PennDOT widened 6.5 miles of U.S. 202 from four lanes to six lanes from just south of the Route 252 (Swedesford Road) Interchange to the U.S. 30 (Exton Bypass) Interchange in Tredyffrin and East Whiteland townships, Chester County, to improve travel, reduce congestion, and enhance safety. Mainline construction began in April 2011 and finished in August 2016. PennDOT added a third travel lane in each direction on U.S. 202 by widening into the former grass median and replacing six overhead bridges. PennDOT’s work on the U.S. 202 at Route 926 intersection is currently in preliminary design and includes improvements that will help reduce congestion and increase safety at the intersection

of U.S. 202 and Route 926 through lane reconfigurations, striping, upgrades to the traffic signal, signal timing, and bicycle and pedestrian improvements. Roadway improvements for this intersection include installation of a southbound right-turn deceleration lane on U.S. 202 and an additional eastbound left-turn lane on Route 926, creating a double left-turn configuration along the eastbound approach onto northbound U.S. 202. Pedestrian and bicycle intersection improvements include physical upgrades such as crosswalks, ADA ramps, and pedestrian landings, as well signal equipment upgrades for pedestrian push buttons, countdown signal heads, and lighting. Construction is anticipated to begin in 2021. In addition, the Chester County Planning Commission is working with the Delaware Valley Regional Planning Commission (DVRPC) and PennDOT on a three-year U.S. 202 Operations Analysis. The objective of this study is to make recommendations for operational improvements on U.S. 202 within the study areas from Skiles Boulevard north to the Route 100 exit. Currently, the DVRPC Office of Corridor Planning is modeling existing conditions and future scenarios for the study area. Operational improvements will be defined for this corridor upon evaluation of the different scenarios. PennDOT is also working on traffic signal improvements in Chester and Delaware counties. The construction began on Sept.

The project will allow for improved traffic flow with upgraded adaptive traffic signals. Designated intersections will also receive closed circuit television cameras to provide incident management, which will connect to the PennDOT Regional Traffic Management Center (RTMC) in King of Prussia. Two intersections on U.S. 1 will have Bluetooth readers installed with capabilities to transmit traffic data to new dynamic messaging signs.
