Rioting and Looting Coming Soon to Your Town? If you missed the rioting, looting, arson and general mayhem in Ferguson, Missouri last year following the shooting of a person accused of a strong-arm robbery I don’t know where you were. Briefly a large male is alleged to have committed a strong arm robbery. (There is a videotape of the incident that has been widely circulated since) after which he was approached by a police officer in a patrol car.

er striking him several times fatally wounding him. One shot hit the party in the head and this was the fatal shot. So a robber was shot after attacking a police officer and trying to get his gun. Why should this spark outrage, looting, rioting and later arson? The accused robber was AfricanAmerican. The police officer was Caucasian.

Right after the incident some “witnesses” claimed the accused robber had raised his hands and said “don’t shoot” and was executed by the police officer. Some reports (rumors) claimed the accused robber was shot in the back. Erroneous reports also said the officer had stopped the accused robber and another male for simThe officer eventually got out of ply walking down the middle of the the vehicle and fired at the offend- street insinuating the officer was According to the officer and supported by physical evidence this male reached into the patrol car and punched the officer. The subject was shot in the head and questions were raised Months later a decision was as to why. Any person who has ever wrestled and any mixed martial arts follower or participant will tell you that a person who wants to take someone down or “destabilize “ another will lower their head and upper body to attempt to use that weight and lowered center of gravity to take that person down. I am presenting my opinions on this incident with a viewpoint from a retired law enforcement officer’s perspective. Unfortunately for some reason the video of the subject committing the strong arm robbery was not released for several days and emotions and tempers flared in the days after the incident with looting and rioting occurring. The reasoning for these unlawful actions were attributed to the shooting death of this subject. Law enforcement agencies were criticized for their officers wearing heavy protective gear and using “military type” vehicles at these riots and “protests”. Again from my perspective when I was involved in that type of operation I wanted as much protection as possible. I don’t think there are any rules in a riot and the rioters were throwing rocks, bottles, allegedly bags of urine and feces and Molotov Cocktails. If the flaming ingredients of the “Molotov” get on someone they get burned.

reached by a Grand Jury was announced. There would be no local criminal charges against the officer involved. This set off another wave of rioting, looting arson and other violence.

it up to the reader to pull up statements about this incident by the Governor of Missouri and let them draw their own conclusions about the non-deployment of the National Guard.

The really shocking thing was that police officers stood by while much of this happened especially the incidents of arson. I started in law enforcement in the 1980’s and then and until recently if you had told me police officers would stand by while watching arson occur I would have quickly dismissed you. Sadly it occurred in Ferguson. There were nearby National Guard troops but I really don’t know if the Guard

In the end who really suffered from this incident? The family of the subject killed of course. However, several small business owners lost their entire business due to fire or suffered huge losses due to property damage and theft of their inventory. Several chain store businesses were damaged or destroyed as well. Will they rebuild in that area? Only time will tell.

“chilling effect” this incident will have on law enforcement personnel, in particular the street patrol officer. Officers seeing the intense pressure placed on the officer in this case (death threats, outside agitators such as Al Sharpton making an appearance evoking people’s emotions not trying to urge patience and understanding as well as a Federal Civil Rights investigation) all may contribute to officers being reluctant to do their job. Will officers reason, “why risk my job, career and retirement over an incident?” This effect is not talked about much outside of law enforcement circles and is usually avoided or quickly dismissed by police administrators. What if an incident occurs in the Chattanooga area where a citizen is killed by police officers or in police custody and a particular group takes issue with the incident? What if the group becomes unruly and then progresses to violence, arson and looting or worse? Will political leaders urge their chiefs or sheriffs to use undue restraint or even ignore taking action as apparently happened in Ferguson? Remember most Police Chiefs are appointed by politicians and sheriffs are elected. It may not concern you until you are in the middle of the riot or your business or the business of a friend or acquaintance is being looted or burned. Don’t think it can’t happen here? I hope not but I bet that’s what most people in Ferguson, Missouri used to think.

DOES MY SMALL BUSINESS NEED A BUSINESS SAVINGS ACCOUNT? So you've got yourself a business credit card, maybe a couple of them. And a DBA or articles of incorporation. And you've even got a business checking account. So it seems like you're covered. Do you really need a business savings account? In almost all cases, the answer is yes. These accounts do more than just the obvious in terms of helping you set aside my knees that your company will need in the future. They also offer a range of other benefits, including: RRaaiinn yy ddaayy iinn ssuurraanncc ee..

In some cases, the amount of cash on hand that your business can claim can improve your credit rating. Additionally, a commercial savings account with healthy balances demonstrate solid business practices and an overall picture of good health. These can be attractive assets to highlight when you're applying for a loan or for some other type of credit-based consideration for your business. TTaaxx pprreepp aarreeddnneessss.. Even the most well-prepared business owner will sometimes find that he or she comes up short when it is time to pay taxes. Some extra cash socked away for a tax rainy day can cushion the blow that comes from these unpleasant surprises.

And in some cases, more rewards. Some banks may offer incentives that very much make it worth your while to have multiple accounts with that bank. Additionally, having this type of account demonstrates a commitment to sound business practices that likely won't go unnoticed by your bank. Whenever you need your bank to look favorably upon your business, like when you're applying for a loan, it certainly helps to have a relationship already in place.

A dedicated business account in other words, an account that is kept separate from your personal account - makes for a more pristine bookkeeping. There is just something about bare existence of a savings line that makes you feel compelled to establish a healthy balance and watch it grow from month to month. That's probably because most of us don't like to receive monthly statements that show a lackluster balance and no growth. The desire to grow your own savings account balance can make you think twice, many times for the better, about expenditures and expenses associated with your business.

Particularly in cases where a business owner may want to groom an employee to take on more responsibilities one day, or even take over the business, solid and well-advised business practices like having a business savings account can go a long way towards setting a positive example for those employees.

An “Open Letter” I mentioned the ongoing negotiations between Secretary of State John Kerry; representatives of the four other permanent members of the United Nations Security Council (plus Germany) and Iran last week. I really hadn’t planned on going back to that topic until the March 24 deadline to reach an agreement got a bit closer. But an unprecedented “open letter” from a group of 47 Republican senators to “the leaders of the Islamic Republic of Iran” left me so dumbfounded that I had to write about it…

between a treaty, which twothirds of the Senate must approve, and a congressionalexecutive agreement, which requires a majority in both chambers. The Senators point out that “President Obama will leave office in January 2017, while most of us will remain in office well beyond then.” (This is an unintentional argument for term limits, but I digress.) The letter-signers warn that “we will consider any agreement regarding your nuclear weapons program that is not approved by the Congress as nothing more than an executive agreement between President Obama and Ayatollah Khameni,” adding that the next president (whom they presume will be Republican, obviously) could revoke it “with the stroke of a pen.” Cotton’s letter is a

clear effort to undermine the ongoing negotiations and continue the GOP’s campaign of total disrespect to President Obama. Unfortunately for the 47 new pen pals of the “leaders of the Islamic Republic in Iran,” it might also have violated U.S. law…

…The Logan Act is pretty succinct: “Any citizen of the United States, wherever he may be, who, without authority of the United States, directly or indirectly commences or carries on any correspondence or intercourse with any foreign govern…The letter campaign, organment or any officer or agent ized by Senator Tom Cotton of thereof, with intent to influArkansas explains “features of ence the measures or conduct our Constitution which you of any foreign government or should consider seriously as of any officer or agent thereof, negotiations progress.” The letin relation to any disputes or ter details the difference controversies with the United States, or to defeat the measures of the United States, shall be fined under this title or imprisoned not more than three years, or both.” While an online petition is circulating to info@enigmaonline.com P.O. …First let’s look at the logical shortcomings of protesting an agreement that hasn’t even been reached yet. The March 24 deadline is being pushed by Senate Democrats who say they will vote to impose additional economic sanctions on Iran if a nuclear agreement isn’t

MARCH 12 2015

reached by that date. Many expect the deadline to be extended and Iran says it will walk away from negotiations if further sanctions are imposed. Obama and Kerry insist that they are working toward imposing additional restrictions on an Iranian nuclear program that really hasn’t slowed down since sanctions were imposed. Israel and the GOP’s armchair hawks want an armed conflict with Iran… you know, because we’ve been so darned successful with our other military forays into the region… …Bob Corker and Lamar Alexander were among only seven Republican senators who refused to sign the controversial correspondence. Corker is proposing legislation that provide for 60 days of congressional review for any deal that comes out of the negotiations. Alexander supports Corker’s efforts and joined the former Chattanooga mayor in refusing to sign the “open letter.” So now we wait and see if Corker’s legislation can pass… and if an agreement between Iran and the “P5+1” nations can be reached. Maybe the proposed agreement will warrant strong opposition. But preemptively opposing it before it is drafted and sending a “Schoolhouse Rock” primer on American government to the Iranian leadership was juvenile, counterproductive and quite possibly illegal…

Dear Rocco, A while ago, I broke up with this guy I was seeing. It wasn’t because there was a lack of “attraction”… We just had different views on what a relationship should look like. I wanted him to talk to me (he was going through a lot) and he would rather keep to himself. It didn’t work out because we began talking less and less, and I felt like I was using a lot of my energy on him, where he wasn’t really doing anything. This kind of makes him sound like a douche, but he wasn’t. Nonetheless, I still cared for him, and I still do now. This may sound like a stupid question… How do I get over my exboyfriend? SB ENIGMA

Jimenez said he bowed his face over his steak fajita, which was served on a skillet, and he soon heard a loud sizzling noise followed by a grease pop that led to a burning sensation on the left side of his face, including his eye. Jimenez, who alleged the waitress did not warn him the food was hot, said he knocked the plate over in a panic, causing the food to spill on his lap and incite further burns. None of the burns left any scarring, but Jimenez filed a lawsuit in state Superior Court, accusing the restaurant of negli-

The Superior Court ruled against Jimenez, saying the danger caused by the sizzling fajita skillet was “open and obvious” when Jimenez chose to put his face near it. arranged to meet a woman he was dating in a McDonald’s parking lot. Moments later, a Portsmouth police officer arrived. “She got in. About two minutes into it, a blue car pulled in behind me to block me in, and I looked in the rear view mirror, and I said, ‘Who is that?’ And she said, ‘Oh, that’s my husband,’” says Fell. Unfortunately, Mr. Fell did not have a wingman to kiss on the mouth at the time. He says he thought his date was separated from her husband, and surely didn’t know the husband was an officer. But what happened led to charges and a complaint against police Sergeant Robert Huntington. Fell says the sergeant tried to yank him out of his truck and arrest him for no reason. “By that time, he reached through the window with both hands and grabs my shirt, and tries to pull me out this window. When he had grip of me, he took his left hand and hit me in my crotch, reaches for what I thought was a gun and I’m scared for my life and I take off,” says Fell. Hours later, Dylan filed an assault report with Chesapeake police and then went to Portsmouth police to file an internal affairs complaint. Sergeant Huntington is now facing assault charges, but is still working for the department. DIX HILL, N.Y. Suffolk County Highway Patrol Officer Jonathan Abrams said he spotted a car speeding in the high-occupancy vehicle lane on the Long Island Expressway in Dix Hill about 6:30 a.m. Friday. Abrams pulled over James Campbell, 56, and quickly “realized that the front seat passenger wasn’t human,” the officer told WABCTV. “I was trying not to laugh at the guy because I thought it was quite silly,” Abrams told WNBCTV. Abrams said Campbell told him he was using the dummy so he could take the HOV lane and be on time for his new job. Campbell said he has been using the dummy to travel in HOV lanes “for months.” He said being cited for speeding and an occupancy violation has not changed his habits — Campbell said he used the dummy to drive in the HOV lane on his way home Friday. alcohol addiction. “The people there have worked with dancing bears who had similar problems,” Anna Kogan, head of the Big Hearts Foundation, told the BBC. “It can be done.” The Big Hearts Foundation, based in Britain, is working with charities, including France’s Brigitte Bardot Foundation, to secure transport for the animals. Kogan said the charities are seeking help with the logistics of the bears’ move. “It’s a very expensive process to move them abroad,” Kogan said. Sergei Zenkov of the Russian Nature Ministry said the agency would support moving the Sochi bears to the Romanian sanctuary, but the animal rights charities would be responsible for taking care of the necessary paperwork. The Big Hearts Foundation said the bears “drowned in beer” at the restaurant for 20 years, as patrons would frequently pass drinks to the animals. The owner of the restaurant said “beer is good for the bears because of the Sochi climate.” “There are drunken people who come to the restaurant, park their cars in front of the bears and throw things to the animals so that they get drunk and behave funnily. They are held in cages — and have been blinded by the car lights,” Kogan told The Independent.

They also saw a young boy in a car seat in the back. Now, the story gets a little fuzzy about how the couple managed to stroll out of a Wal-Mart carrying a stolen 60-inch TV between them, but the witness did detail how the flat screen would not fit in the back seat and Mr. McLaughlin’s attempt to wedge the door shut by wrapping a towel around it. An attempt that failed, because the witness said that as soon as they took off and sped around a corner, the door popped open and the boy “flew out of the car and hit his head off the concrete.” That didn’t even slow down the driver, Lisa Degerolamo, who sped away. The witness and his wife rushed to comfort the 5-year-old, and while they were sitting in the street Degerolamo swung back around to pick up the boy, who she probably assumed had stopped bouncing by that time. It didn’t take long for police to find the couple and arrest them at their home.
