looting, curfews and an insane level of media coverage. The small Missouri town, home to a little over 21,000 residents, has been transformed into a scene reminiscent of Gaza or the Ukraine. We've all seen the images of tear gas smoke hanging over groups of protestors while police in riot gear face off against the crowds and snipers paint red dots on civilians. Ferguson will never be the same...

nessed the shooting) claim Wilson shot Brown while he had his hands in the air. Autopsy results (there have been three postmortem examinations thus far) show Brown was struck by six bullets, two of which struck him in the head... ...The investigation into the Ferguson shooting could take “months,” according to law enforcement officials. Attorney General Eric Holder was scheduled to arrive there on Wednesday and Federal Bureau of Investigation special agents have already been involved in canvassing and interviewing potential witnesses. With such diametrically opposed versions of what happened, it's entirely possible that Wilson won't even be charged. Black residents of Ferguson, along with the individuals and organization who have flocked to the town in the wake of the shooting, seem likely to protest even further if they don't feel that justice has been served. It's sad to admit it, but things could get worse in Ferguson before they get any better...

...The two competing narratives in the shooting incident make it difficult to determine whether Wilson was genuinely fearful for his life when he fired his weapon or if he shot Brown while he was maintaining a safe distance. The Ferguson police version of events states that Brown attacked Wilson while the officer was in his cruiser, striking him in the face and attempting to take the officer's firearm. This narrative claims Brown fled from the cruiser and Wilson pursued him. After a verbal argument, the police report says Brown moved aggressively toward Wilson. Other “witnesses” (I use the quotation marks because no one is sure who actually wit- ...There can be no doubt that

the militarization of local police forces played a key role in the post-shooting chaos. Firing tear gas canisters and rubber bullets into crowds of people should not be standard police procedure when officers are faced with peaceful protestors. (Granted, there were later reports of some rioters throwing molotov cocktails and rocks at officers. Those reports came after the well-documented police attacks on protestors, however.) But Ferguson police established the “us vs. them” mentality early on, arresting protesters and media members alike. Missouri governor Jay Nixon called in his own state troopers and, later, the National Guard, to replace the armored personnel carriers and snipers deployed by the Ferguson P.D. Ferguson, like many small U.S. towns, had been given high-tech Army surplus weaponry as part of a Federal program... ...I'd rather see federal funds being used to equip police officers with body cameras. (And it looks like Ferguson and St.

Louis County law enforcement officials are at least talking about getting vest-mounted video cameras.) Police departments are eager to use surveillance on the public, but often reluctant to have their own actions under constant scrutiny. I've lost track of all of the incidents of cruiser-based cameras suddenly failing when a cop is involved in a suspicious incident. If Wilson had been wearing a vest-mounted camera on the night of August 9th, we'd know a lot more about what really happened in the middle of that street in Ferguson, Missouri. Perhaps Michael Brown would have been more reluctant to attack a cop if he knew he was being filmed. Or perhaps Darren Wilson wouldn't have shot a young black man who had his hands in the air... if he knew his actions were being filmed. We just don't know which version of this tragic story is true. Ferguson, Missouri, is paying the price for that uncertainty...

MONEY MANAGEMENT

STUDENT LOANS AND BANKRUPTCY - YES YOU CAN! Part of the American Dream is going to college and building a successful career. For most of us, that means taking out at least some student loans. We figure with all the money we'll be making in our career, the loans will be no problem and completely worth the investment. In many cases, this is true. Education is one of the best investments a person can make. But sometimes following your educational and career dreams leads to a job you enjoy, but doesn't necessarily make a lot of money. Or perhaps your chosen career is not as viable as you had hoped. Student debt can become crippling to the other aspects of the American Dream such as home ownership, vacations, and retirement.

Most courts take a detailed look at your financial status and tend to be strict about discharging student loans. Sometimes the entire debt cannot be forgiven, but a court will grant a partial discharge, which reduces payments. The complexities of negotiating this type of settlement make it very important to hire an experienced attorney you can trust to represent you well. Your bankruptcy attorney is there to help evaluate if you qualify for student loan forgiveness and will ensure you have the best possible outcome.

State officials were remarkably slow to intervene - it took Gov. Jay Nixon days before holding a news conference - and when they did, it was with a series of ineffective and quickly reversed decisions. There was no curfew, then there was, then there wasn't. The curfew would not be enforced with tear gas, until it was. The Highway Patrol was charge of maintaining order, but then the National Guard was called. As of this writing, there is still no independent state-level investigation or special prosecutor to take control of the investigation into Brown's shooting. The governor has reportedly said he lacks the legal authority to appoint them. Federal authorities stepped into this political and moral vacuum and, in this instance, it was not an overreach. The parallel investigation by the Justice Department, and calls for calm from Eric Holder and President Obama, have been among the few genuinely soothing steps any authority figure has taken. There have certainly been almost none from the local officials, who have done little other than ensure the situation continues to escalate. The heavy-handed tactics in Missouri have not brought law and order. They have not stopped the nightly demonstrations nor removed the cover they provide to miscreants who take advantage of them. They certainly have not started the process of rebuilding community trust or securing justice for Brown and his family. The tactics achieved nothing, in fact, other than to parade the heavy weaponry in the hands of local police and to convince most of the country that the police are unfit to handle that equipment responsibly. The incendiary nature of the juncture between police department overreach and racial tension is not unique to the suburbs of St. Louis, though events in Ferguson have reached a higher pitch than in many parts of the country. New York City's controversial stop-andfrisk program strained community relations between NYPD officers and the communities they were

ENIGMA

AUGUST 21 2014

8

charged to protect for years. Judicial restraint and a mayor who campaigned on a platform of restricting the practice, however, have dialed back stop-and-frisk significantly. In Brooklyn, stopand-frisk incidents are down 99 percent compared to the same period last year. Shootings are up in the same neighborhoods, though homicides are down. Even assuming the increase in shootings can be tied to the decline in stop-and-frisk, which is hardly a given, those of us who objected to stop-and-frisk never claimed that the program achieved absolutely nothing. The objection was that the costs in community alienation and the risk of a misunderstanding escalating to tragedy - were not worth the benefits. The statistics from the first half of this year seem to bear that out. An officer shooting an unarmed citizen should always be handled with the utmost seriousness, especially when it fits into a pattern disproportionately affecting minorities nationwide. The situation in Ferguson cries out for strong statelevel leadership that is strikingly absent. The governor should be on the scene, personally assuring residents that he will take responsibility for the safety of their young people. Then he should back up those assurances with actions, including an independent statelevel investigation and constraints on the local police, who are behaving like an occupying army, and are armed like one. In the absence of that leadership, the community has to take its welfare into its own hands. There is a real risk that Ferguson will suffer in much the same way as Detroit and Newark after the riots of 1967, or south central Los Angeles after the unrest of 1992. Those places have never really recovered, even today, from anger and alienation that ultimately turned inward and consumed them. If the police can't protect Ferguson, Ferguson will have to protect itself.

Dear Rocco, I was reading an article the other day about former Oakland Raiders quarterback JaMarcus Russell who was recently arrested for having codeine cough syrup without a prescription. SEATTLE (UPI) - A suspected cell phone thief in Washington may want to re-evaluate things the next time she feels inclined to call 911 for emergency assistance. The female suspect reportedly called 911 to get in touch with the Seattle Police Department because the man she allegedly stole a cell phone from wouldn’t leave her alone. When officers responded to the

call at a gas station, they found the 20-year-old suspect standing with a 21-year-old man who had multiple cuts and bruises. The suspect told SPD officers that the man was napping on a Metro bus when he awoke and accused the woman and her boyfriend of taking his phone. The man corroborated that he had been on the bus, but told police he started chasing the suspect and her boyfriend after they grabbed his phone and took off. When he asked them to return the phone,

GERMANY - From the “It seemed like a good idea at the time” file comes this story of a kid with a seriously skewed sense of priorities. A German teen tried to drain an entire pond with water hoses after dropping his iPhone during a fishing trip. The unidentified teen was with other members of an angling club and was not allowed by fellow fishermen to dive into the pond, so he returned hours later with an idea to drain the pond: use a pump and two water hoses to direct the water into a nearby toilet. It didn’t work. The toilet wasn’t connected to the sewage system, so his efforts ended up flooding a parking lot. “I knew the phone was probably dead but wanted to get the data

card back with the numbers, pictures and videos of my friends,” he said. The teen now has to pay for damage to the toilet and the cleanup. CORSICANA, Texas (UPI) - A Texas teen was able to hide out in a Walmart in Corsicana for more than half-a-week without anyone forcing him to roll-back or roll-out. The 14-year-old was able to spend four days in the Walmart without being detected after building himself two hiding spaces. He put one in the baby aisle and the other hideout was behind stacks of paper towels and toilet paper. “You never expect that you’re at Walmart and someone has been living there for four days. That’s crazy,” Walmart customer Myrna Aguilar told CBS 11 News. The boy was able survive off of food he stole from the store and guzzle juice via a hole he cracked in the back wall of the drink aisle. He even had a makeshift bed and a fish from the pet department. In order to avoid being noticed when he was in plain sight, the boy would change his clothes periodically. He also wore diapers to avoid using the restroom at the store. Trash eventually led to the boy being discovered, but he was released into the custody

The show was promoted by Tom Perryman, a local DJ, who will continue to book Elvis in the northeast Texas area well into the following year. 1199 5566 Comics Bill Buchanan and Dickie Goodman have the number three song in America with a novelty tune called “Flying Saucer”. The premise of the record was two radio news reporters who ask questions which are then humorously answered with snippets from mid-’50s hits. Buchanan and Goodman were sued by 17 different record companies for copyright infringement, but all were dismissed by a ruling that said the parodies did not infringe on the sales of the original hits. The Five Satins make their debut on the Billboard R&B chart with a song they recorded in a New Haven, Connecticut church basement, “In The Still of the Night”. Originally issued as a “B” side on the tiny Standard label, the song was re-released by Ember Records after some strong local sales. The 45 would rise to #3 on the R&B chart and #24 on the Pop chart, selling over a million copies. 1199660 0 The Beatles perform for the first time using that name. A new machine allows the integration of voice to guitars, tapes and even radio, making it possible to sing and play along with records. 11996644 The Beatles fly across the Atlantic to begin their first full concert tour of the US, with the debut show slated for the following day at The Cow Palace in San Francisco. Opening acts included The Righteous Brothers, The Exciters, Jackie DeShannon and Bill Black’s Combo. After releasing a half dozen singles that either stalled in the upper reaches of Billboard’s Hot 100 or failed to chart at all, The Supremes scored their first hit record when “Where Did Our Love Go” went to number one in the US for the first of two weeks. The song is based on a real town in Texas with the same name, however, the mention of “samurai” is inaccurate, as they were in fact Japanese, not Chinese. The Rolling Stones release “Angie”, a Mick Jagger composition that is rumored to be written about David Bowie’s wife, Angela Barnett. 11997744 Nottingham England’s Paper Lace had Billboard’s top tune with a song about a gangster shootout called “The Night Chicago Died”. After the song became a hit, the band’s manager contacted Chicago’s mayor Richard Daley, hoping for a civic reception. What they got instead was ‘a rather rude letter’, ending in ...are you nuts?’ Adding to the band’s woes, they were forbidden to perform the song ‘live’ in America at the height of its popularity because of contract issues. 11997755 This week’s number one song on Billboard’s Pop singles chart, “Fallin’ In Love”, was credited to Hamilton, Joe Frank and Reynolds, although drummer Tommy Reynolds had actually left the group three years earlier. He was replaced by Alan Dennison, who would eventually have his name included in the band’s moniker. It was more like widespread pandemonium than a “panic at the disco” Sunday night at Chastain Park Amphitheatre. A loud, vocal and active and unique crowd was on hand to witness Panic! At The Disco. The crowd was loud and raucous as they were getting impatient for their heroes to take the stage. The Gipsy Kings A Moving Performance As summer draws to an end it wouldn’t have been complete without the showing of international musical flair of the Gipsy Kings. The Kings made their presence felt at Chastain Park Amphitheatre as they literally moved the masses. This movement was of course back and forth as the crowd rose to their feet as the first chord was struck. The enthused crowd danced all the way through. If they didn’t know how to dance, well, they improvised – all in the name of good clean fun. The brothers Reyes brought their family

ROMO LOOKS FINE BUT DEFENSE DEFINES THE OUTCOME AGAIN

Tony Romo was sharp in his 2014 preseason debut. Despite the offense running smooth, defense, or lack thereof remains to be a headache for the Dallas Cowboys. haven’t risen above the fray in the NFC East. Romo has been a solid starter and he has shouldered too much of the blame for the Cowboys’ shortcomings. The great ones of Dallas lore – Roger Staubach and Troy Aikman all have All-Pro offensive lines, Hall of Fame running backs and receivers and defensive standouts that were better known than many Hollywood celebrities – for their play not their antics. Since Romo has been running the offense he’s

had a number of good receivers including one of the best in the game today in Dez Bryant and one of the best tight ends in Jason Witten. Unfortunately for Romo, the running back position has been pretty much by committee without any standout. Granted, the game has changed in the past five years as running is no longer a priority for teams, being able to throw the ball is. But the truly glaring weakness for the Cowboys has been an inconsistent defense and lack of ability to address the situation in the draft.

the first round of the playoffs in 2012. Last year was the first in which you had two number one seeds make it to the Super Bowl. But right now, unless things change, Cowboy fans will remain scratching their heads and Tony Romo will undeservedly receive the brunt of the blame.

That being said, Romo was 4-of-5 in his season debut for 80 yards including a 31-yard scoring strike to Bryant to even the score at 7-7. Romo’s quarterback rating was a near perfect 158.3. ‘’He looked good,’’ said Bryant. ‘’He wanted to And to win a Super Bowl a perfect show the world he is ‘9’ and he’s a storm has to occur. Dan Bailey’s 53-yard field goal got Dallas within four at 14-10 but the Ravens would go on a 20-0 run to put the game away for good. Two Justin Tucker field goals and a Flacco 19-yard scoring strike to Torrey Smith made the score27-10 at the half. The Cowboys made it interesting in the fourth quarter trailing 34-17 as they scored twice as undrafted free agent quarterback Dustin Vaughan led them to two touchdowns to draw to within four at 3430. Vaughan’s five-yard scoring strike to Jamar Newsome got them close with 4:35 to play. For some reason they opted to go for two, but Vaughan’s pass to Newsome fell incomplete. Tucker added his third field goal with 21 seconds remaining to seal the victory for the Ravens 37-30.

The Cowboys’ offense was very proficient in the losing effort as they out-gained Baltimore 397 to 331 as three of four Dallas Cowboy quarterbacks threw a touchdown pass. Ironically it was Romo’s fumble that was returned for a touchdown on the opening drive that was the difference in the score. The only QB without a score was Brandon Weeden, who was also the only one to be sacked or throw an interception. Dallas’ run defense was exploited by the Ravens as they rolled up 151 yards on the ground. Rookie fourth round pick Lorenzo Taliaferro led the charge running for 59 yards and one touchdown. The Cowboys go back on the road this Saturday as they head to South Beach to take on the Miami Dolphins before they return home the following week to finish out the preseason against the Broncos.
