LOCAL We think local companies are pretty cool. Sure, big national or multinational companies are neat too, but when you call those guys, who picks up the phone? Do you know them? Have you met them before? Do you know their extended family members or their kids’ names? Maybe. But when you call a local company, you might be calling your neighbor. OT! Really, really HOT! I’m not sure about you, but this is the word that comes to mind when I think about how this summer is going! Summer really is one of my favorite times of the year. Why? I am glad you asked! It’s because fall is right around the corner! Okay, that’s enough hating on summer… because this one really has been great. From vacations to the lake, to playing outside with the kids, it has been a fun time. I want to take a second and ask you to ask yourself a huge question. That question is, “What’s next?” The season is about to change and for many, this means a new feeling about life - a fresh start so to speak. So, what is next for you? Are you a parent? Is there something you need to change about your parenting to be the best moth-

er or father you can be? How about a husband or wife? Are you treating your spouse the way you committed to years ago? An employee? A boss? A son? A daughter? Whatever it is, why not take advantage of the season change and become closer to the person you want to be. As a Christian, that inspiration for me is Jesus. In the bible, there is scripture that simply says “...treat others how you want to be treated.” It may sound elementary, but I can assure you, I hear that phrase a lot more than I see it. However, that’s what’s great about new beginnings. We hope you enjoy and embrace this new season of change and this new issue of Brown County Living Magazine.

s a young boy growing up in the small, unincorporated town of May, Texas, Braxton Kilgo lived on a giant, rectangular family farm. His great-grandparents live on one corner of the farm, his grandparents live on another corner, his aunt, uncle and cousins live on another, while his dad and stepmom live on another corner. They all “do a little bit of everything and share the work of the farm,” explains Braxton. His mom’s family are in the nearby small community of Lake Brownwood. Braxton’s path would appear that he, too, would occupy a spot on the family farm. With his dad he built wood fences, hauled hay, drove tractors and moved

cattle. He also helped in his dad’s carpentry business, building houses, cabins, cabinets and other projects. His stepdad had a construction company and a towing company, so he helped build hotels, poured concrete slabs and did all kinds of dirt work and renovation. But Braxton had his sights on something bigger than his close-knit community. “I remember being really little and telling my mom, ‘I want to change the world,’” Braxton recalls. His high school football talent landed him a scholarship to West Texas State University. But a high school knee injury that wouldn’t go away dashed his football dreams. He dropped out of school, went home and worked with his dad for a while. Then he

re-enrolled at West Texas State and even though he was a stellar student, he felt a business degree wasn’t for him, so he dropped out a second time. While in college, Braxton launched a fitness apparel company. The idea was fueled from his love of working out, coupled with a fun junior high experience when he and his buddies designed their own t-shirts. When he dropped out the second time, he decided to pursue his business full-time. It took him a year to decide on the name because he knew it would drive the business. “I also decided to put an important message behind it because that is important to me—in everything I do I want to have a purpose.” Vision Company Apparel was born. On the webpage (visioncompanyapparel.com), Braxton writes Vision’s purpose, “Our goal is to motivate and inspire you to chase YOUR VISION! Never give up!” His Facebook page further elaborates on Vision’s mission: “to generate positivity, belief, and self-confidence within all of our fans. We want to inspire you to truly live a happy life.” The muscular, 22-years-young entrepreneur exudes confidence, yet tempered with southern humility. He frequently says, “Yes, ma’am” and dots his conversation with “blessed” and “grateful.” “I really believe in myself, not in a sense of cockiness or overconfidence or anything like that, but I read books and listen to a lot of podcasts and different things. In anything that you do you have to believe

that you are before you are.” As he talks, the listener can’t help but be drawn into his Tony Robbins-like life coach passion and be inspired. “My friends always mess with me. They always say they don’t like when I talk with certain people because it makes them want to quit their jobs. I don’t mean to do that. I get passionate and I question people and make them tell me their passions.” The company has been up and running for two years, growing five times in size since the beginning, reaching every state in the U.S. Braxton reflected on his humble beginnings, which began in his one-bedroom apartment. “I remember at one point I had Austin (his good friend) and my girlfriend (at the time), helping me. Austin was holding up a lamp sideways, a blanket was stapled up to the wall (as a background) and I have on these sweatpants, standing on the coffee table, pressed against the wall. My girlfriend was laying on the ground, holding the phone to get one picture released. We edited it and it looked really professional.” Braxton laughs. Braxton handles all the pictures,

design, packaging and mail; his good friend, Austin, helps when needed. Products offered are t-shirts, caps and hoodies. Prices range from $22-$45. One shirt proclaims, “Just a Kid with a Vision.” Another shirt says “Believe” with the Vision Company logo underneath. The tagline found in the neck inside each shirt states, “More Than Fabric.” “We were able to take this common t-shirt you’ve worn a hundred times with a hundred different companies and give it something deeper,” Braxton explains. “We’re’ just sharing positivity and telling people we believe in them and giving them a physical product to remind themselves.” Feedback from enthusiastic Vision fans has been rewarding. “We have one person specifically--she’s a young mom and has a son who’s two or three. She reaches out to us pretty often and tells us how motivated she is for getting her life on track and getting in the gym and how she just loves the positivity that we bring and that it just amps her up,” Braxton shares. “We have people who are just chasing their vision to work on their physique that reach out to us. We have

people in their Instagram stories that are crying and people who are losing tons of weight, chasing their own vision. One guy quit his job and started his own construction/dirt company.” Even his own family is inspired. His cousin started his own fencing and land improvement company. “He’s told me stories of how I’ve motivated him--and the brand obviously has something to do with that vision. He sends me pictures of him wearing his Vision shirt, working.” Family frequently wear Vision apparel. “I’m super blessed because my family all supports me,” adds Braxton. His enthusiasm has outgrown his original business. He hired a guy in Florida for sales coaching and online marketing for Vision. His partnership with another guy soured and, inspired by the young entrepreneur’s zeal, he invited Braxton to co-own a new business with him; it’s called, “Today Only.” “We get to coach people how to make money online by helping people create their passion and monetize it.” Today Only is also his vehicle to fund his Vision Company Apparel business full-time.

Ever percolating with ideas, Braxton is in the process of not only rebranding Vision to make it better, he has come up with yet another business idea. He explains: “It’s going to be another fashion-type company but it’s going to be a little bit different. The products are where you’re going to be inclined to give them away. Charity and giving back is something that I know will absolutely be there. The whole thing is going to be like a wave of positivity.” (He wears a tattooed picture of a wave on his right forearm to remind him of his new vision. “Vision 2017” is tattooed on his right wrist). “This business is really going to be the one that really takes off. This is going to be the one that changes the world,” Braxton confidently explains. “I think I created a product this time that it doesn’t matter how old you are or where you’re from or what you do, it makes sense to wear it and to have it.” He isn’t at liberty to reveal more as the details are still coming together. With no shortage of creative ideas rattling in his head, this small town boy-turned-entrepreneur is out to change the world.

estled in a pallet of green, the old rock barn and quaint farmhouse call visitors to the quiet serenity of yesteryear. Located in the center of Texas, just moments from the hum of two Brown County cities, the Stagecoach Station secures its place in history with a new purpose. “We are not a wedding venue, a concert venue, a family reunion venue, a class reunion venue, or a corporate retreat venue,” owner Pam Ribble explained. “We hope to be all of those and more, only limited by the imagination.” Now a retired teacher, Pam grew up in Brown County and graduated from May High School and then taught for 30 years in many departments, including English and physical education, and also coached basketball, track, and cross-country.

Co-owner Nancy Gathright, a graduate of Azle High School, is the owner of the First Aide Agency, an elderly and disabled care service, operating in areas from DFW through Brown County and surrounding areas since 1996. “I had retired and was doing some office work for the First Aide Agency,” Pam said. “Nancy and I were interested in beginning an additional venture. My father suggested we look at a property that had been for sale for several years because it had this grand rock barn on it. We did and immediately the wheels began turning. At the time, we didn't realize that underneath all the fallen trees, briars, and high Johnsongrass, a truly beautiful piece of property existed. When we learned some of the history of this place we knew it was what we wanted.”

Texas weather played a part in the history of Pam and Nancy's new venture. According to one of Lorene Bishop's articles on Brownwood history, when the Pecan Bayou flooded the stage couldn't enter into Brownwood. The property where the Stagecoach Station now stands is where mail delivery and passengers would arrive or depart on the stage. Not many vehicles spark the imagination like the stagecoach. When early-day Texas travelers needed to get from one place to another, they would walk, ride a horse, or drive a buggy, and then there came the stagecoach. A line grew from Fort Worth to Brownwood and all points west. The history revealed primarily in articles by Harriett Graves and Lorene Bishop shows the Chidester Stage Line ran from Fort Worth to Cisco and beyond in the 1800s. The line from Cisco to Brownwood connected to Comanche and Coleman. According to old newspaper articles, the Brownwood to Cisco stage seemed plagued with dangers. Outlaws preyed on the stages several times from 1884 to 1887. One article stated, “Brownwood businessman John Rankin telegraphed his wife on her arrival from a trip visiting family, to wait for him in Cisco because of stagecoach robberies between Cisco and Brownwood.” Pam added more history. “We know that Judge John Stewart Cleveland owned the place. His dream was to have a thoroughbred horse

farm, but before he could completely bring that to fruition, he died. E.W. Fitzgerald had the land from 1890 to 1898. Known as the 'hotel man,’ Fitzgerald owned hotels in Brownwood around the courthouse. It's likely that prior to that time, guests from the stagecoach stayed here with the Cleveland family and perhaps another family that lived here before them. This was a typical scenario at locations where the stagecoach would stop.” The unique history of stagecoach glory days lingers in this venue. What this place may have been, what it is now, and what it can become, merges together at Pam's and Nancy's Stagecoach Station. “We have heard over and over from people that just being here for a while makes them feel relaxed and tranquil,” Pam explained. “So, whether people come for a concert, a wedding, or a festival, they appreciate the peaceful atmosphere.” With several large events completed, the Station has already received excellent reviews. “A Stagecoach Christmas” featured a hayride through lighted trees and meandered through "Santa Town" props, ending with pictures with Santa. Great food, live music and a western reenactment group performing “Who Stole the Reindeer” completed the event. Plans for next Christmas includes fun only Santa himself can conceive. “The first Stagecoach Market Days in 2018,”

Pam said, “despite the first day being one of the coldest ever in April, we had a really good turnout. With about 85 vendors, food, and live music—the event went well enough that we will do it again. October 27-28 and then continue to make it a twice-a-year event. We're currently working with the Texas Western Music Association on doing a cowboy gathering, and we are interested in other groups who may want to work with us or rent the venue for other facets of entertainment in this area. Daily, we are booking for weddings, receptions, and other meetings or gatherings. Finding the old hotel has been an extra bonus for Pam and Nancy. “At first sight, we thought it was just a brush and debris hole,” Nancy said. “Upon further inspection, we realized that the rock surrounding the debris was not placed there by God.” "While talking to Doug Tervooren, the nephew of Trewis Pelts, who last lived on the property, we learned that it was a hotel that serviced the rock barn when it was used as a stagecoach stop. We attempted to remove the debris ourselves, but soon figured out we would have to call in the guys with the big guns. That's when we contacted Wyman Kelcy and Gene Rodgers to the rescue. Wyman got his digging equipment in that hole and Gene hauled away thirteen truckloads of debris. Then we saw it—the rock basement, in very good shape, except some of the ground level rock had fallen." 'Rock man' Greg Kirk restored rocks and put rock

steps in the area that must have originally been wooden steps. A fire pit in the old basement and some seating make this a welcome place for the ghost riders from past trails and visitors seeking the peace and serenity of a star-studded sky. The old ranch hands bunk/farmhouse may be the next thing to receive restoration work. Presently, its front porch houses some of the live music. It's a great place for weddings and parties. Plenty of open areas offer space for family games such as corn hole, washers, horseshoes, and badminton. Twenty acres are available to be used for company picnics or events. As well, grills are available for cookouts. “This place just oozes history. You feel like you've walked back in time just walking through the gates,” Pam added. “We hope to soon update the interior by repairing structural issues to make it a functional piece of history.” Located in the center of Texas in Brown County, Stagecoach Station is easy access from the Early/ Brownwood communities and two main highways intersecting nearby, Hwy 183 and 377/67. Less than one mile from six hotels, three motels, and two RV parks, there are also thirteen restaurants as well as numerous fast food restaurants within one mile. Heartland Mall is within view. eneath the sad eyes, the protruding bones, the wounds infested with maggots, beat a tender heart, a sweet soul searching for love. Such was the case of “Happy”—a pitiful, pit bull found abandoned on a country road. In some places, this little girl would have been immediately “put down”—but not at Corrine T. Smith Animal Center (CTSAC) where the staff witnessed her will to live, and her trusting nature. growing back. She patiently waited for her new home where Lady Grey, AKA Happy, is now loved as a valuable member of the family. Many other animals, the abandoned and abused, the unloved and unwanted, find their way to CTSAC. Some are picked up as strays by animal control officers. Some are brought in by citizens who find them running loose. Some are owner surrendered due to uncontrollable life situations. CTSAC works diligently with rescue organizations and adopters to reduce the numbers of euthanasia. Many of the rescue organizations require that the animals be in a foster home outside of the shelter for

14 days before transporting to them. This is difficult at best to find someone to take some of them for that period of time. There is a desperate need for dedicated fosters. The more foster homes available, the more animals can be saved. The mission of the CTSAC is dedicated to promoting the welfare, compassionate care and protection of animals, taking all domestic animals brought in, finding suitable homes for adoptable animals, providing information, raising public awareness of animal issues and promoting responsible pet ownership. The CTSAC, created in Brown County in 1974, was originally called the Brown County Humane Society. The name of the shelter changed in 2006 to honor Corinne T. Smith, one of the original organizers of the Humane Society in Brown County and the director for almost thirty years. She dedicated her life to the animals and the shelter. Another reason for the name change was that the original name fostered many misconceptions about the shelter, mainly that it was a county office supported by Brown County, which is not true. Anoth-

er common misconception associated with being called a “humane society” was that they were somehow affiliated with the Humane Society of the United States (HSUS). The only funding CTSAC received from HSUS was a one-time grant in 2006. In 2009, with funding from the city and volunteers, a 3,600 square foot building was erected to house more kennels and pet facilities. The adoption numbers continue to grow with expanded operations. The vision, beyond placing animals in permanent, caring homes, is to eliminate cruelty to animals through education and advocacy; to reduce pet overpopulation through education and spay/neuter programs; and to provide education and resources that promote responsible pet ownership. Currently, there are no low-cost spay/ neuter clinics in Brown County. It would be an effective means of reducing animal overpopulation of unwanted pets leading to euthanasia. However, it would require financial sponsors and volunteer vets. Last year, 2017, almost 900 animals were adopted through CTSAC. Jo Lewis said, “My husband and I adopted a terrier mix from Corinne T. Smith nine years ago. She was

The City of Brownwood permits a maximum of four dogs and cats per home. If you rent, you should check with your landlord or lease to make sure pets are allowed. Families with small children must get approval from the Administrative Manager before adopting small pets, and are usually not allowed to adopt small puppies and kittens. Adoptions as gifts to family or friends, who do not reside in the same household, are not allowed due to the high return rate. Approval for adoptions is at the sole discretion of the staff. The $90 cost to adopt a cat pays for the spay/neuter surgery, microchip, rabies vaccine, first set of boosters, de-flea and de-worm. For a cat that has been fixed, the adoption fee is $45. The cost for a dog is $150. This includes an $85 spay/neuter fee, $10 rabies vaccine, $15 heartworm test, $20 for the first set of boosters, microchip, a de-flea, and a de-worming. The fee is $65 if the dog is already neutered. The CTSAC program Pets for Seniors offers adoption assistance for people age 60 or older. Adult dogs and cats

They are the loves of my life.” “I adopted a cat to be my grandmother’s companion. I couldn’t have asked for a better cat. Cleo is so thankful, loving and well behaved. The staff obviously pre-spoils the animals adopted out,” said Jennifer Parrish. Another happy adopter, Seneca Cheyenne Hildebrand-Gray, said, “My baby is super happy. I'm so glad we found her.” To adopt a pet, you must be an adult and have a legal form of ID (such as a driver's license) and fill out an adoption form in person. For certain animals (e.g. bully breeds and some other large dogs), you must consent to a premises inspection, to ensure the pet will be going to an appropriate place.

at least four years of age qualify to be adopted through this program. Studies have shown that owning a pet can lower blood pressure, relieve depression and anxiety, and improve overall health and outlook on life. The shelter offers dog adoptions for $50 and cat adoptions for $25 for seniors adopting a qualifying pet. This program is made possible by a grant from the J. R. Beadel Foundation. The Guardian Angels program, composed of volunteers, pet owners and pet lovers, sponsors a pet to make it more likely to be adopted. You can become a guardian angel by donating any amount towards the animal of your choice (or an animal that you are signing over to the shelter) to reduce the adoption price for that animal. Some people can only donate $5; others donate the majority of the adoption fee. The chances of adoption are very much increased for an animal that has a guardian angel, but there are no guarantees. If the animal you sponsor is not adopted, your donation will be applied to help another similar pet. The Corinne T. Luke and Marki Kinkade are from the small town of Blanket. However, when it comes to golf, their legacy is about as big as it gets.

he brother and sister recently graduated from Blanket High School, where they led their respective boys and girls programs to state prominence all four years they competed on the varsity squads. This past season Marki won a second consecutive girls Class A state championship, while her team also repeated as champions, winning the title by 100 strokes. She also has previous finishes of sixth at state in 2016 and second in 2015 as a freshman when she was the lone female competitor in the school. Her team finished fourth in 2016, its first season. Luke was the state runner-up among the boys this past sportsâ&#x20AC;&#x2122; season, as was the entire Blanket team. He won a state championship in 2016 and was fourth in both 2015 and 2017. His entire team qualified for state all four years, as well. "Nothing is given to them. They are not country club kids," said Blanket coach Monty Jones. "Their success comes from the hours they put in."

It helps, of course, when your family owns a golf course, as is the case with Luke and Marki. Their parents bought The Creek course four years ago and reopened it. Luke and Marki play it daily, but they also work there daily. "You get up, mow the greens, fix sprinklers, the work is never done on a golf course," Luke said. "I pick up range balls and I mow the stuff that doesn't have to look so pretty," Marki said with a laugh. The course, though a par-3, offers significant challenges that have helped improve their game. It features two ponds and a river that runs through it for water hazards, and though there are no sand traps, there are narrow fairways. "You learn where you need to hit the ball for your next shot. Placement and a lot of strategy are required," Marki said. "You learn how to score on that kind of course, being that tough," Luke said. The two also still play at Par Country Club in nearby Comanche, close to where they grew up before moving to Blanket in the fifth grade. Luke said they would have played for Dublin High School. With all due respect to Dublin, Coach Jones and the folks in Blanket are glad they made the move. "I told Luke, 'You and Marki have taught me more than I've ever taught you,'" Jones said. "You sit there and watch these kids perform and see how they act in public, and you realize you are blessed to have them in your program - and not just for their golf skills. They are two great individuals." Luke and Marki have been playing golf since they were around age three and competitively since around eight or nine. Their father is a nine-time club champion at Par.

In golf as in life, itâ&#x20AC;&#x2122;s the follow through that makes the difference. "Used to be I could never beat him, but now we can beat him sometimes," Luke said. "It makes you realize how far you've come since being 9 years old." Both Luke and Marki have competed and won numerous tournaments on the West Texas Junior Champions Tour. They both want to compete in college. She's already committed to play for the University of Texas - Tyler, and Luke is still weighing his options, though he's considering joining her in the Rose City and playing for Tyler Junior College. Luke is interested in a nursing career. "I want to go into the medical field, and I like interacting with people. Nurses do a lot more of that," he said. Marki wants to teach and coach. "I've always wanted to teach since I was really young. I want to work at a smaller school like this one, so I can coach more than one sport," she said. "I see Luke as somebody who might be head of nursing somewhere," Jones said. "And Marki, she'll be great as a teacher and coach. You've got to have a strong desire to educate kids today, and with her patience, she'll make a real difference. "Marki sits back and observes. She absorbs everything."

Jones said that quality played a key role in Marki winning her first state championship. "She pulled a drive at state and put herself in an impossible situation for a second shot. She wanted to try something, but she rationalized, went back to the tee box, hit a better shot, got a bogey instead of a double or even a triple, and won state," he said. Both finished near the top of their senior class, with Marki the salutatorian and Luke in the top 10. "They're both very bright kids who will change society," Jones said. Both are also multi-sport athletes. Luke was also a standout in football, basketball and track, while Marki stood out in cross country, basketball, track and tennis. "If I could play football and golf in college, I'd play both," Luke said. Luke's other sports accolades include: *District newcomer of the year in football as a freshman, followed by three more all-district honors. He quarterbacked the team to a district championship as a freshman. *He was all-district four times in basketball, helping the team reach the third round of the playoffs as a junior.

*In track, he ran on five regional-qualifying relays, including a 4x200 squad that reached state as a junior. Marki's successes in other sports include: *A four-time all-district selection in basketball, including offensive MVP as a junior, leading the team to the second round of the playoffs as a junior and senior. Two-time all-region selection. *A two-time regional qualifier on the 4x100 in track. *A two-time regional tennis qualifier. "They are well-rounded - MARKI athletes. Marki has one of the best 3-point shots you'll ever see," Jones said. Both are equally active in non-sports activities. Each competes in University Interscholastic League academic events, both siblings are in the Family, Career, Community Leaders of America program, Luke is in Future Farmers of America, and Marki is in the National Honor Society. And they like to compete against each other. "We don't really have a rivalry, but we want to beat each other," Marki said with a grin. "When theyâ&#x20AC;&#x2122;re in a contest, putting, pitching, they don't mind whipping up on each other," Jones laughed. "But when we do go out and play, it definitely helps

make us better," Luke added. While not much has eluded them in the game of golf, one thing has so far. Neither has a hole-in-one, though they've both come close. "I've lipped out on a couple and I hit the pin and bounced back," Luke said. "I hit a bad shot in Glen Rose and it rolled up close (about an inch away)," Marki said. And now, as with all high school graduates, life is taking them on a new path. Still, they said KINKADE they will never forget how special being a part of the Blanket team was to them. "There's nowhere else I'd rather have played. I loved it here. It's meant a lot to know I was one of the best, if not the best, guys-wise," Luke said. "I take a lot of pride in where the girls program has gone. It's a little sad to be leaving, but I'm so happy with the last four years," Marki said. And Jones, though remiss to see them go, smiles when he thinks of their little sister Carli, a sixth-grader, on her way. And yes, she also golfs. "She's good, and she likes it," Jones said. "She's kind of a mix of the two of them."

very day there is a team of people working on the front lines for the residents of Brown County. In an effort to offer transparency, your city management leaders answered key questions about what elected officials, together with city administration, accomplish daily to make Brownwood and Early a better place to live.

CITY COUNCIL AND CITY ADMINISTRATION The city council, an elected legislative body, has the authority to pass ordinances and appropriate funds. In this effort, the city council hires a city administrator to act as the CEO of

the city. This person is responsible for the day to day operations of all city departments: project planning and completion, as well as the building and management of the budget for all related departments. This includes administration, water, sewer, sanitation, streets, parks and recreation, fire departments, police departments, development services, and economic development. Sometimes, this branch also oversees the Convention and Visitors Bureau (CVB). While this is the case in Early, in Brownwood, the CVB is a not-for-profit organization separate from City Hall, as it is primarily funded through a portion of hotel occupancy taxes.

The Council and the City staff’s interaction creates a balance necessary for implementing goals in the best interest of the people.

THE RELATIONSHIP WITH THE PEOPLE The city mayor along with the council, the representatives of the public, layout the terms and budget for goals and objectives on the people's behalf. The city management team puts these goals and objectives into action. City Manager of Brownwood, Emily Crawford explains, “If the local government was a vehicle, the City Council would be the steering wheel. They ultimately determine the direction of the organization. The city manager would be the gas pedal. We are responsible to keep the organization moving forward to accomplish the vision and direction of the Coun-

cil. Department heads and all city staff would be the internal components that make the vehicle run.” The city council, along with city management staff, are the closest form of government to the people. Early City Administrator Tony Aaron said, “These individuals live within our community and shop at our local eateries and grocery stores. A citizen has access to these members of government on a regular basis. The public at any point can walk into city hall to interact with members of management or the council. You can even, from time to time, see this interaction going on at a baseball park or in the grocery store.”

THE PLAN Planning sessions, open to the public, are held to discuss goals and objectives. Players include the mayor, city council, city admin, as well as department heads (subject matter experts), and community leaders along with everyday citizens. As for budget planning, Tony Aaron explains that when, “budget season comes around, budget workshops are held in the same manner… in an open meeting, to discuss budget priorities for the year or based on a multiyear plan.” Priorities are set based on the need or availability of funding resources, as well as public interest.

THE DELIVERY Much like an organic and symbiotic relationship, the Council and the City staff ’s interaction creates a balance necessary for implementing goals in the best interest of the people. The city manager is tasked with making recommendations to the Council, based on their everyday involvement, and the best practices presented by subject matter experts and staff. However, having clear direction from the Council provides the City with the ability to “make those decisions without bogging the elected officials down into the ‘weeds’ of the daily operations of the city,” says Emily Crawford.

THE BIG PICTURE Preparation begins in May during budget planning season. Meanwhile, projects approved under the previous budget cycle are underway. While the fiscal year begins October 1st, each year, in May, city management is already preparing for future needs. Closely following, in June these objectives are delivered to the Council during an open budget workshop. Projections for budget allowances and limits are simultaneously developed by the city management. Tony Aaron says, “These projections are determined based on historic and future property tax revenue, the local economy, sales tax, franchise tax, utility revenue, court and traffic fees, and other revenue streams.” These workshops continue on into August and sometimes mid-September until a budget plan is fully adopted for the following cycle. It is the job of city management to monitor spending and stay in line with projected revenue. They work to ensure city services operate smoothly and that citizens needs are met as effectively as possible.

Keeping a finger on the pulse of the economy helps a city manager project governmental spending.

Some of these services are regulated by state and federal government. Included in this effort is providing safe drinking water, proper disposal and treatment of wastewater, disposal of trash, street construction, repair, and maintenance. It is the city manager’s responsibility to employ properly trained department heads and ensure that they are performing at the highest possible level. Tony Aaron explains further, “..this micro snapshot of the annual responsibilities repeat every budget cycle and… as more people and business move to a community, the team of city employees and man-

agement responsibilities grows with it.” Emily Crawford adds, “On occasion, we are surprised by a natural disaster or unexpected facility or equipment repair that must take place in order for the city to continue to provide services to the public. In those instances, the City usually does not have budget funds available to make the repairs necessary without special Council action. Staff must present options to the Council, so that they can determine if services must be reduced, other approved projects must be delayed, or a budget amendment made.”

THE RUNDOWN Both city managers of Early and Brownwood concur that there is never a boring day for them or their staff. Due to the nature of a small, rural community to manage, it is common for employees to be involved in nearly every aspect of local government operations. In other words, the city administrator and all staff are pretty hands on. Tony Aaron said, “This includes never wearing clothing or shoes that are too nice that you can’t go onto a job site to discuss with a department head the details of the project status.” “As well, daily involvement with our business owners, development groups, and potential new business in Early is a priority. This may be as simple as stopping in a local business to talk to the owner about their business and challenges, or discussing a future development with a new investor in our community. Either way, the health of our local economy is a good indicator in how conservative or aggressive the city needs to be with spending on rehabbing existing infrastructure (water, sewer, streets) or building new infrastructure. Keeping a finger on the pulse of the economy helps a city manager project governmental spending.” In Brownwood, the factors are much the same, except on a larger scale. As the city managers and staff are responsible for providing elected officials with the information they need to make good decisions, they must be highly aware of all activity within dozens of city departments (City of Brownwood has 30 departments). Emily Crawford concludes, ““The city manager must depend on the staff to complete the mission daily and give them the to tools to do that.” As well, the city manager sets the tone of leadership for the staff in attitude, service and work ethic.”

ldersgate Enrichment Center rests in an idyllic, pastoral setting of partially wooded ranchland three miles southeast of Early, Texas. It provides a safe haven where individuals with limited abilities can discover and develop their full intellectual, physical, social, emotional, and spiritual potential. The United Methodist Men envisioned a ministry for mentally challenged adults, and in 1987, the Central Texas Conference of United Methodists approved the development. The Brownwood Industrial Foundation presented Aldersgate Enrichment Center a deed to 150 for the new center in 1988.

Most of the 21 residents living on Aldersgateâ&#x20AC;&#x2122;s campus, as well as the 80 plus associates who live with family or on their own within the community, come from all over Texas, with a few from Oklahoma and Arkansas. Each resident is provided with a private, furnished bedroom with lavatory and satellite TV connection. Transportation is provided so resident associates may attend the church of their choice. They also have an opportunity to participate in the Aldersgate Kiwanis Aktion Club and to go bowling on selected Saturdays. The associates have many other planned recreational activities including sports, shopping, gardening and tending to animals. Every staff member and associate receives a free lunch during regular operating hours. The residents have a family-style dinner every evening in their

respective home. Rotating shifts provide staff availability at all times to cook, clean up and ensure that each resident has taken his or her medications. They also spend time with the residents in the evening teaching them certain life skills such as balancing a checkbook or proper table etiquette. However, there are many times that the residents themselves offer to cook the meal, and the staff merely observes to guarantee their safety. Most residents go visit family on holidays. The residential facilities close for holidays such as Thanksgiving, Christmas, and New Yearâ&#x20AC;&#x2122;s, which gives the staff an opportunity to be home with their families. The few residents that do not have family may stay with friends or even travel with fellow residents for the holidays. Families may come and visit the campus at any time. They may use the small RV park on campus, which

also accommodates volunteer teams that come to graciously donate their time and talents on various projects around campus. An important part of the on-going Christian Ministry at Aldersgate are morning devotionals, Bible studies, emphasis on prayer, church attendance, visiting mission groups and basic Christian principles. Devotions, which are held at The Chapel on a Hill each morning at eight, may be led by a staff member, fellow associates or people in the community that have a heart for the kids. The devotions are structured much like a church service. The first 15 minutes are praise and worship, followed by a lesson from the Bible, and the last 15 minutes are prayer requests and praise reports. Prior to dismissal, the associates and staff circle up and pray for the day and the campus. The Promise Singers is a choir comprised of a very wonderful group of associates. However, we have had Promise Singers with very distinct talents that we will showcase when they feel comfortable. For example, we had a young man that was an extremely talented guitar player, and I would make sure that he would get an opportunity to do a song a cappella when he felt comfortable doing so.â&#x20AC;? All of the associates work on campus with the exception of the road crews. These crews are responsible for picking up litter and landscaping state highways and roadside parks for Brown County as well as eight surrounding counties. For the majority

of the time, the crew leader, who is a full-time staff member, will pick up his or her crew from their house in the mornings and go to their job site. Some associates come by public transportation, others are dropped off and some drive themselves. Aldersgate reaches out to the community in other ways. Thornhill said, “The Aldersgate Easter Eggstravaganza, held in 2016 and 2017, was an event that was very dear to our hearts. We noticed there was not an Easter Egg Hunt in our community that catered to special needs kids. Therefore, those kids often had to miss out or got very few eggs due to their disabilities. So, we planned our entire event around the special hunt. The event was held on Aldersgate’s campus and included the special hunt, an obstacle course run, an egg roulette tournament, an indoor carnival of games and prizes, and a special visit from Al the Aldersgate Easter Bunny. This event was sponsored by KOXE, The Kohler Co., The ARC of Brown County and the Barfield Foundation. We were very involved with the event this year, but we have given it up so that we can focus our time and efforts towards a new annual fundraiser.” Aldersgate has many great plans for the future. Thornhill said, “We are currently in the process of constructing the Tod Bishop Memorial Therapeutic Center based solely on contributions. Tod Bishop was one of our

most beloved associates. Tod came to us from the Baddour Center in Mississippi and never met a stranger! His loving hugs and infectious smile were what he was known for, and he had a knack for remembering names. He was one of the first residents to move into our assisted living facilities once they were built. Tragically, Tod passed away in December of 2016 from sudden heart failure. It was such a tragic loss, and our kids took it very hard. The Bishop family decided to use Tod’s savings to begin a dream project: to have a facility where our associates can have fellowship as well as improve their physical health. The Tod Bishop Memorial Therapeutic Center will be equipped with a weight training facility, private theater room, gym, and indoor pool. The expected completion date is late fall of 2018. We plan to have an open house at the completion of the center. We will offer walking tours, a BBQ lunch, and a special presentation by our associates. Donations are always welcome and can be made by visiting our website, www.aldersgate.org, or mailing a check to us with Tod Bishop Memorial Therapeutic Center in the memo. “I believe it is important to share that we are about 90% self-sufficient. We do not rely on handouts and donations to keep our doors open. We allot the majority of our donations to improvements of our campus for the associates.”

entral Texas sits in Zone 8a of the USDA Plant Hardiness Zone. Zones are based on the average annual minimum winter temperature, divided into 10-degree F zones. Brownwood’s average minimum temperature is recorded at 10 - 15 degrees Fahrenheit. These zones are the standard by which gardeners can best determine which produce are likely to grow in their specific location. Fall is an exciting time for gardeners! As we approach winter, consider frost-susceptible vegetables that are tolerant such as eggplant, black-eyed peas, brussel sprouts and greens like spinach, swiss chard, even kale. Root vegetables are perfect to plant this time of year, think turnips, potatoes, carrots, and beets. This is also the time to plant herbs, so, get your basil, rosemary, parsley and mint seeds ready, just be sure to plant annuals (live only one season) or perennials (grow back from their root systems each year) apart from one another, so as to not disturb the soil when preparing for the annuals’ next season. In addition to produce, perennials, trees, and shrubs can all be successfully added to your landscape during this season. Each season offers an opportunity to learn and try again. SAMMY BURNETT COMES HOME

Sammy Burnett has come home. Once a standout athlete for Brownwood High, he now hopes to bring the program back to the glory it once knew.

"This means everything, being back," Burnett said. "Brownwood is my roots. It's where I built the foundation to be a productive adult." Burnett is a 1988 Brownwood High graduate, stood out in a variety of sports, most notably football and baseball. He later played center field for the baseball teams at Ranger Junior College and Texas Tech University, and earned a bachelor of science degree from Howard Payne. And now, he is the first BHS graduate to lead the program in the modern era. But the best teacher of all, he said, was Wood, who led Brownwood to seven state championships during his time at the school (1960-85).

"He taught me how to be a young man. You were the example for the school, and he expected nothing else," Burnett said. "It wasn't for everybody, but those who chose to be a part were great because of it. Football was a byproduct of the best things you got from Coach Wood.â&#x20AC;? "There are no excuses. Don't look at the rocks. Look at a way around the rocks," said Coach Wood. Though he was never on a state championship team for Wood, during his four football seasons at Brownwood, Burnett's teams lost just five games and made the playoffs each season. The discipline he had as a player then is what he is counting on to turn the program around today. It's not as though the Lions have been terrible of late. In fact, they are playoff regulars. However, only once since 2012 have they won more than six games and gotten past the second round of the playoffs, going 11-3-1 in 2015. Their record in the other five seasons combined is 28-28 with four first-round playoff exits and one second-round dismissal. But, as School Board President Dr. Michael Cloy noted, the program has gone through several coach-

es in recent years. He said it's nice to have a favorite son at the helm. "We have had somewhat of a coaching carousel for the past five years or so, good men for the job, but in the end the fit may not have been right. When we began the search the superintendent and board of trustees, as well as the search committee, felt a good deal of pressure to get this right," Cloy said. "In the end it came down to Coach Burnett's passion, his immediate familiarity with Brownwood and our school district, and his experience. He brings a wealth of knowledge from the multiple programs he has led and coached in, not only football, but all aspects of athletics and education. He said it best when he told the interviewing committee one of his highest aspirations is to win the Lone Star Cup in Division 4A for Brownwood ISD." As a baseball coach, Burnett won two state championships at Shiner St. Paul, along with taking Brenham to the state tournament, and posting a 24-0 regular season at Kemp. "I thought I was going to be a college baseball coach until I changed directions and became a foot-

ball coach to become an A.D.," he said. Burnett came to Brownwood after being the head football coach and athletic director at Farmersville since 2012. His teams were 58-32 there, and he was named Dave Campbell's 2013 Class 3A Coach of the Year after leading them to an 11-2 record. He was also the first recipient of the Kyle Crews Memorial Scholarship and has earned a Coca-Cola National Educator of Distinction Award. Burnett encourages athletes to participate in multiple sports, like he did. He simply loved competing, and he said it helped him better understand a multitude of challenging situations in life. "When it's crunch time, you want the kid that's competed longer," he said. "I tell coaches if you force a kid to make a decision, you've got a 50 percent chance it won't turn out your way." Another major influence in Burnett's life was his mother, Linda Burnett, who passed away in 2016. She was an educator in the Brownwood School District for over three decades. He said he has worked to honor her with his life decisions.

"She impacted many people. So many of the positive things I have in my life came from how she impacted me," he said. "She knew this was a goal of mine, and I know she's proud of me. People who know us both see my mother in me, and I'm proud of that.” He continues, "She was truly a Christian person. She worked two jobs so we had what we needed, even my cap and gown to graduate in. I saw how responsible she was among females and males in the community, and it made such an impression on me." Not only does Burnett work to impress what he learned on his players, but on every student he can - especially on his and wife Kathleen’s four children ranging in age from 6 to 25. This is not the first time Burnett has tried to return to his alma mater. In fact, after trying several times previously, he began to wonder if it was meant to be. "Everything is done in the Lord's time. The timing just wasn't right before," he said. "I told my wife if it doesn't happen this time it's probably not in the Lord's plans." But apparently it was, and he's not the only one who's happy it came to be. "His success as an athletic director and coach stand alone, but when combined with his background as a Brownwood Lion, it is a unique opportunity for great-

ness," said Brownwood Superintendent Dr. Joe Young. "Coach Burnett’s experience and high levels of excellence in multiple sports will help all our Lions and Lady Lions programs excel.” Young explains, "The attention to detail and the high levels of motivation since he arrived are impressive. He is surrounding himself with great men and women coaches who are going to bring exciting days to Brownwood in the upcoming years." Burnett admits winning is not easy, either in competition or real life. He does, however, have a formula he learned from Wood that, when applied, makes for success. The four steps include coaches believing in each other, coaches in believing in their players, players believing in coaches, and players believing in each other. "I build programs that don't know direction. It's my job to put desire in them, and it's their job to maintain that desire while they're playing, in the classroom, at work, wherever they are," Burnett said. And while a popular saying is you can never go home, Cloy said this situation is proving that statement wrong. "In this case I believe it was time for Brownwood ISD to bring one of it's own back home," Cloy said. "Coach Sammy Burnett was really the perfect fit, and the timing was simply just right for the coach to come home."

How do we respond to this much bravery, love for country, love for freedom?

he words engraved on the World War I granite monument echo through the centuries. Standing there, you can't help but ask, “How do I respond to this much bravery, love for country, love for freedom?” The good folks in Brownwood decided to add to and build eleven more monuments to all Veterans. Then on May 19, 2018, four of the twelve tablets were destroyed. Devastated, the community clicked on the news and saw the smashed stones and asked, “Why? How did this happen?” It must have been a difficult sight for those who worked to create this beautiful monument. Thankfully, the almost onehundred-year-old monument donated by the Brownwood High School Class of 1921 stills stands. It's the tallest in its new location within Camp Bowie’s 36th Division War Memorial Park as part of the Central Texas Veterans Memorial (CTVM).

Dr. Steve Kelly and the Central Texas Veterans Memorial Committee immediately went to work to replace the damaged tablets. Like the Veterans whose valor we celebrate, these memorials rise from the ashes once again to honor all. The shattered granite from the original tablets is being auctioned off to those who believe in their sacrifice, those who will not let their lives be forgotten. “The Veterans Memorial project began in 1944 and was reactivated in 1998,” Dr. Kelly explained. “Special honor is given to the 259 Veterans from Brown County who made the ultimate sacrifice in World War I and all those after that war.” Brown County lost 39 soldiers in World War I, 198 in World War II, eight in the Korean War, 11 in the Vietnam War, and three in the war on terrorism following September 11, 2001. “I have a lot of families who have served,” Joyce Leidig said, “including my son, Dad and my ex-husband. There's a lot of 'heart and love' in the names written on the tablets. Judge Ernest Cadenhead organized, incorporated and

accomplished our 501(c)3 non-profit status. Then, he re-organized a Board of Directors (BOD). He asked me to serve on the BOD around 2005.” Joyce credits the past president of the CTVM BOD, Dr. Steve Kelly, with much of the current work on the project. “So many have worked to accomplish this,” Dr. Kelly said. “I think to single out a few would not do justice to all who have worked so hard. The current board got it accomplished, but so many in our community worked for years toward the same goal. So many of our local Gold Star Families took time to establish this memorial and rebuild it. I can’t imagine what they go through on a daily basis. Two of our soldiers left young sons without a dad (both sons were under two years of age when their dad died). One Marine had just married. Now, his parents have not only lost their son but will never have the joy of grandchildren. That’s just three of the 259. I know one soldier who was killed in Vietnam, his sister grieved until her death just last year. To me, that is the

story about Central Texas Veterans Memorial—the families whose son, daughter, husband, wife, brother, or sister gave their life defending the freedoms we enjoy.” The seventy-five-foot diameter circle is impressive, however, the words on each of the tablets far surpass anything words can express. We ask again, “How do I respond?” One tablet honors all Veterans, especially the 259 Veterans from Brown County who made the ultimate sacrifice from World War I and forward. Four granite tablets list the names of our 259 local heroes. Camp Bowie is recognized on a tablet as the most significant historical event in the history of Brown County. Another tablet honors the Fighting 36th Infantry Division, Texas National Guard, which became an elite infantry division in World War II with more days of combat than any other infantry division. The tablet honoring Major General Fred Walker, who was the commanding general of the 36th Division in World War II, represents all officers from Brown County. He served with the Thirteenth Infantry Regiment in the Philippines and under General John J. Pershing in Mexico. At the beginning of World War I, Walker was awarded the Distinguished Service Cross for exceptional gallantry in combat. From September 1941 to July 1944, Walker commanded the 36th Texas Infantry Division. Walker was awarded the Distinguished Service Medal for his leadership and the Distinguished Service Cross

with Oak Leaf Cluster for his part in the Italian campaign. The tablet that represents all enlisted men—including all who returned from war with PTSD, also honors Commando Charles Kelly, Congressional Medal of Honor winner who was called a 'one-man army' during the Second World War. In one battle, the tough but shy kid, Charles "Commando" Kelly single-handedly defended an ammunition dump and emerged without injuries. However, with peacetime came a string of bad-luck, ill-health and financial misfortune. Lonely, friendless and without a job, Kelly represents the forgotten hero, those who deserved better from the country they served. Other tablets in the circle recognize the Lost 36th Division Battalion on Java and another Lost 36th Division Battalion in France. Since 198 of the 259 fatal casualties occurred during World War II, the CTVM's focus is on

World War II. “The last granite tablet honors Colonel Jack Bradley who was Brownwood's most decorated combat Veteran. Jack Bradley earned credit for fifteen confirmed enemies destroyed in aerial combat and his squadron ranked first in WWII with seventy confirmed. Bradley was awarded the Distinguished Service Cross, Silver Star, Distinguished Flying Cross, and was inducted into the American Combat Airmen's Hall of Fame in 1999. In addition to the granite tablets and monuments, many plaques are placed in the area to honor Veterans from the Korean War, Vietnam War, Persian Gulf War, Operation Enduring Freedom (Afghanistan), and Operation Iraqi Freedom. The memorial park’s newest acquisition, a refurbished Korean War-era jeep, is parked just adjacent to the memorial. The 36th Division Memorial Park and the Central

Texas Veterans Memorial are located next to the Brownwood Regional Medical Center and the Brownwood Veterans Outpatient Clinic on Memorial Park Drive in Brownwood. A handicapped-accessible sidewalk leads to the VA Clinic and Brownwood Regional Medical Center with handicap parking. The destroyed tablets are quickly being replaced. When you visit the memorial, you too may find yourself asking, “How do I respond to this bravery, love for country, and love for freedom?” The answer is—don't forget! Keep the memory of their sacrifice alive. “Memorials are important for this generation and more important for generations to come. They tell a story,” Dr. Kelly said. Harold Stieber, current president of the CTVM BOD, said, “The board is committed to replacing the tablets engraved with the names of Brown County’s war dead to make sure those names are not forgotten.” Joyce Leidig added, “Our veterans need to be remembered. We need everyone's help.”

ACCEPTABLE CLEAN UP ITEMS: Brush, yard debris, household garbage, latex & spray paint (limit 10 gallons), metal, refrigerators (must be free of food), stoves, ovens, a/c units, anti-freeze, car batteries, passenger car tires (max 8 per household, no tires accepted from tire dealers or tire resellers. 20 inches or less. No tractor or 18 wheeler tires!), used motor oil (limit 5 gallons), recycling will be collected at the Community Plaza across the street from underpass.(NO HAZARDOUS WASTE!!!) **NEW SERVICE…DOCUMENT SHREDDING (3 boxes maximum)*

> THE HIDEOUT GOLF CLUB

The Camp Bowie Family Aquatic Center is one of the area’s most popular attractions. Open during the summer months, key features of the Camp Bowie Family Aquatic Center includes a slide tower with slide, water geysers, a tot slide, coolbrellas, a pavilion, 4 lap lanes, a diving board, zero entry beach, a current channel, and much more. There is also a concession stand with light snacks, bath house, and small lockers available for rent. The new facility is located directly across the street from Gordon Wood Stadium.

The Hideout Golf Club is located on Lake Brownwood situated on rolling terrain, dotted with numerous lakes and ponds. The golf course, designed by Bill Johnston, opened all 18 holes July 2008. The Hideout features many well placed bunkers and water features to provide a challenging yet relaxing round of golf. Our four sets of tees accommodate golfers of each skill level. These 18 holes of Championship Golf, while still premature in age is widely considered amongst the area’s best layouts. The practice facility is one of the most all-inclusive in the area. The driving range includes four target greens with varying distances. Included in the practice facility, a 5,000 square foot putting green will boost one’s short game to perfection.

> CREEK BEND GOLF COURSE Creekbend Golf Course (previously known as Shady Creek) is a tough, tree-lined course with its namesake creek running through the layout. In fact, water comes into play on six holes. The signature hole is the par 3 No. 7, which features an island green.

> BROWNWOOD COUNTRY CLUB Brownwood Country Club is a private club oﬀering numerous opportunities for a great day at the club with family and friends. Some of the activities include Golf, Swimming, Fishing, Lake, and Racquetball Court.

The Delta Upsilon chapter is dedicated to serving HPUâ&#x20AC;&#x2122;s collegiate ensembles and school of music through service projects.
