SHAPING A NEW FARM BILL NAWG president Nicole Berg wants to keep farm families in business

ATERSON, Wash. — Nicole Berg is the best person to sit next to during a wheat industry meeting. She’s quick with a laugh, a joke or good-natured teasing. It has a calming effect on the rest of the room. Perhaps Berg is so at ease because she knows what she’s talking about during the serious moments: She can easily shift gears and talk to decision makers about what crop insurance or high input prices mean to farmers. A fourth-generation farmer in Paterson, Wash., Berg farms with her father and two brothers. They grow dryland and irrigated wheat, bluegrass seed, field corn, sweet corn, sweet peas, green beans and alfalfa. Berg, 51, took over as president of the National Association of Wheat Growers in March. She will serve a one-year term. See Berg, Page A8

Grilled beef: From hamburgers to steak Grilling season is in full swing. Here are some recipes from the Beef Council.

Classic beef cheeseburgers

Ingredients: • 1 pound ground beef (93% lean or leaner) • 1-1/2 teaspoons steak seasoning blend • 4 hamburger buns, split • 4 slices cheese (such as Cheddar, American, Swiss, etc.) • 4 lettuce leaves • 4 tomato slices Toppings: • Ketchup, mustard, onion slices, pickle slices (optional) Cooking: 1. Combine Ground

Beef and steak seasoning in large bowl, mixing lightly but thoroughly. Lightly shape into four 1/2-inch thick patties. 2. Place patties on grid over medium, ash-covered coals. Grill, covered, 8 to 10 minutes (over medium heat on preheated gas grill, 7 to 9 minutes) until instant-read thermometer inserted horizontally into center registers 160°F, turning occasionally. About 2 minutes before burgers are done, place buns, cut sides down, on grid. Grill until lightly toasted. During last minute of grilling, top each burger with cheese slice.

Cook’s Tip: To prepare on stovetop, heat large nonstick skillet over medium heat until hot. Place patties in skillet; cook 12 to 15 minutes until instant-read thermometer inserted horizontally into center registers 160°F, turning occasionally. Cooking times are for fresh or thoroughly thawed ground beef. Ground beef should be cooked to an internal temperature of 160°F. Color is not a reliable indicator of ground beef doneness. 3. Line bottom of each bun with lettuce; top with tomato, burger and toppings, as desired. Close sandwiches. See Kitchen, Page A5

Grilled top round steak with parmesan asparagus

Ingredients: • 1 beef top round steak, cut 3/4 inch thick (about 1 pound) • 1 pound asparagus, trimmed • 1 teaspoon olive oil • 3 tablespoons shaved Parmesan cheese • Hot cooked orzo (optional) Marinade: • 1/4 cup red wine vinegar • 2 tablespoons olive oil • 1 tablespoon fresh thyme

steak. Grill steak, covered, 10 to 11 minutes (over medium heat on preheated gas grill, times remain the same) for medium rare (145°F) doneness, turning occasionally. (Do not overcook) Grill asparagus 6 to 10 minutes (over medium heat on preheated gas grill, covered, 8 to 12 minutes) or until crisp-tender, turning occasionally. Cook’s Tip: To make asparagus spears easier to turn on the grill, thread them ladder-style onto two 12-inch metal skewers. Insert a skewer about 1 inch from each end of spear, leaving small space between spears. Use tongs to turn entire asparagus “ladder”

• 2 teaspoons steak seasoning blend • 2 teaspoons minced garlic • 1 teaspoon crushed red pepper Cooking: 1. Combine Marinade ingredients in medium bowl. Place beef Top Round Steak and marinade in food-safe plastic bag; turn steak to coat. Close bag securely and marinate in refrigerator 6 hours or as long as overnight, turning occasionally. 2. Remove steak from marinade; discard marinade. Toss asparagus with oil. Place steak in center of grid over medium, ash-covered coals; arrange asparagus around

for even cooking. 3. Immediately sprinkle cheese over asparagus. Carve steak into thin slices. Season with salt, as desired. Serve with asparagus and orzo, if desired.

eople who ride horses fall into one of two categories: English or Western. They are as different as night and day, Republicans and Democrats or Holsteins and Brahmas. Take their clothing, for example. English riders wear helmets, white pants and velvet jackets. If you see a western cowboy wearing a velvet jacket it probably has a painted picture of Elvis on the back. Instead of Wranglers®, English riders wear something called “jodhpurs” which look like they have enough room in the thigh to hide two fairly largesized dogs. They also wear tall boots made from only the finest English leather and they’re worn on the outside of their jodhpurs.

snobbish neighborhoods is never congested. Western saddles need a horn which cowboys use to tie off their rope after roping a calf or a cow. English riders don’t carry a rope and wouldn’t know the difference between a calf and a cow. English saddles also don’t have skirts or saddle strings which cowboys often cut off their saddles to temporarily repair a barbed wire fence to keep the neighbors “trichy” bulls from infecting their herd. Snooty English riders aren’t even required to dismount and fix all the fences they knock down. Without saddle strings the English rider has no way to tie on a set of saddlebags which on a western saddle might contain a bottle of LA 200 and the cowboy’s dinner. English riders eat at the country club and probably think that LA 200 is an endurance ride in Los Angeles. Western saddles are used in events like cutting, roping and reining

where the crowd might hoot and howl when the horse goes down the fence to cut off a cow or slides and stops leaving long skid marks. English horses like to chase foxes, play polo and jump over fences. The crowd at an English event goes absolutely bonkers when a horse changes leads or walks sideways. Fancy-pants English riders learn to ride at private schools or in expensive and exclusive riding academies whereas western riders learn to ride on ranches and in rodeo arenas. Hoity-toity English horses never drink from a river or stream, have never had to paw through snow to get a bite of old grass and they eat hay so fine it’s usually reserved for milk cows. A western-style horse may not have ever tasted grain but has been fed cactus during drouths. The tails of English horses are finely braided and tied with little white

or pink ribbons while the tail of a western horse is decorated with cockleburs and might actually be cut off as a warning to others that the horse is a man-eating knucklehead. Which raises another BIG difference between English and Western horses: the western horse is apt to “get the kinks out” every morning by trying to buck its rider halfway to the moon. Both the horse and the rider seem to enjoy the exercise. A western horse is considered gentle just as long as it doesn’t fall over backwards. The English horse doesn’t have a bucking gene and considers it bad form to even crow hop a little. An English horse knows five gaits: the walk, trot, canter, rack and run, whereas the western horse only has three speeds and thinks the rack is the place they might be sent to get unceremoniously hosed down with freezing cold water. An English horse has never rode pens in a feedlot and would look out of place in the back end of a sale barn. A western horse is seldom invited to a fox hunt or the Olympics. A western horse has a name like Bedpan or Root Canal while the name of an English horse might contain a word like Viscount, Duke or Baron. The ancestry of such a horse can be traced back four centuries, while the sheriff and brand department might trace a western horse back through five states.

“Nicole is a transformational and fearless leader for our organization and the industry,” said Chandler Goule, NAWG’s CEO. “She challenges the industry to explore innovative and creative approaches to different issues and uses her diverse farming and crop insurance background to bring a unique perspective to the industry and policy conversations.” NAWG recently identified its priorities for the next farm bill. Among them are protecting crop insurance to ensure wheat growers have a strong and reliable safety net, supporting the financial and technical assistance provided through voluntary conservation programs and enhancing USDA’s market access programs. Berg has long aspired to be a part of shaping a new farm bill. This year she will be shuttling to Washington, D.C., as Congress pieces together the legislation that will serve as a roadmap for U.S. agriculture and the USDA. She spoke with the Capital Press the morning of May 13 in her office on the farm in Paterson. The interview has been edited for clarity and length. See NAWG, Page A9

What opportunities does that present for the industry? Berg: This administration and Congress are very minority-oriented with their approach. So I think that’s created an opportunity for us. For the industry itself, I think it might mean we take a little bit different approach to matters. You know, women like to communicate (laughs). I don’t know. I’ve never really thought of myself as a woman in ag, I’m just a person in ag. What made you decide to get involved in the national leadership of NAWG?

But it doesn’t necessarily come down to the nuts and bolts of the cost of actually farming. So in a situation like this year — thank God for the rain, we are just like “Thank you, thank you, thank you” — we will grow a crop, probably with these high prices. The first thing I’ve always told everybody: You’ve got to grow the crop first. Last year, (because of the drought) we didn’t harvest two-thirds of the farm. It’ll be fun this year. I definitely knew I needed to jump into that risk management tool and have a full understanding of it, as well as make sure the rules and regulations fit inside the box to make sure farmers are covered in those times of need. It’s never fun when you can’t harvest your crop. Farmers are eternal optimists and we always think, “Well, there’s always next year.” And there is. There’s always next year. You emphasize the importance of farmers telling their stories. Is there a bottleneck? If so, where is it? Berg: Historically, we’re farmers and we don’t necessarily want to get off the farm. Lemon-garlic grilled tri-tip roast with grilled vegetables

Ingredients: • 1 beef tri-tip Roast (1-1/2 to 2 pounds) • 4 ears corn, husked • 1 pound fresh asparagus, trimmed • 1 red onion, cut into 8 wedges Marinade: • 1/2 cup dry white wine • 2 tablespoons fresh lemon juice • 1 tablespoon no-salt added lemon pepper seasoning • 1 tablespoon minced garlic • 1 teaspoon lemon zest • 1/2 teaspoon cayenne pepper (optional) Seasoning: • 2 teaspoons no-salt

added lemon pepper (divided) Cooking: 1. Combine marinade ingredients in small bowl. Place beef tri-tip Roast and marinade in food-safe plastic bag; turn roast to coat. Close bag securely and marinate in refrigerator 15 minutes to 2 hours, turning occasionally. 2. Remove roast from marinade; discard marinade. Pat dry with paper towel. Prepare gas grill for indirect cooking by lighting two thirds to one half your grill, leaving remainder off. When grill is hot (10 to 15 minutes), place roast directly above flames. Cover and sear all sides of roast, approximately 8 minutes each. Move roast to unlit area on grid. Cover and cook 14 to 16 minutes until medium rare (135°F) to medium (150°F) doneness, turning occasionally. Place vegetables directly above flames. Cover and cook corn 15 to 20 minutes; asparagus 7 to 11 minutes and onions 11 to 15 minutes or until tender, turning occasionally. Remove roast. Let roast stand 5 to 10 minutes. (Temperature will continue to rise about 5°F to 10°F to reach 145°F for medium rare; 160°F for medium. 3. Carve roast against the grain into 1/4-inch slices; season with 1 teaspoon lemon pepper. Sprinkle remaining 1teaspoon lemon pepper over vegetables; toss gently. Season roast and vegetables with salt and pepper, as desired.

But it’s comfortable to be at home and on the farm. That’s the fun part of the job, is the farming part. The political part, I don’t necessarily have too much of a problem with it. But not all farmers are like that. Do the lawmakers listen?

August 2022 Berg: I definitely think the lawmakers listen to farmers. Everybody has to eat. Since everybody has to eat, they’re like, “OK, how do we make safe, healthy nutritious food for the world?” That’s the part I like the most, telling that part of the story. The moment my food is not safe or healthy, I’ll have to turn in my keys, because we do everything we can to make sure our food is safe and healthy. What is the biggest need in the industry right now?

Berg: To open more markets, make markets the No. 1 priority across the world. With the Russia-Ukraine situation, food aid is an opportunity as well, for us farmers to help out countries in need. I remember when I went on a trip to the refugee camp in Africa (in 2019). It was pretty crazy to see those big bags of U.S. wheat there. It made you proud. That’s something that’s part of the story that we probably don’t tell enough, that the wheat industry does participate in and supports food aid. What are you most hoping for from the Biden administration? What are you most likely to actually get? Berg: That they continue to listen to us farmers, and help us in these times of need. With these high input costs, whether it’s fuel that you feel at the pump — we feel it too, with a tractor — whether it’s the fertilizer prices doubling and tripling; crop protection products doubling and tripling. ... For instance, Round-Up, RT 3, (we) used to pay $15 per gallon. I just got a bill yes-

in that from a state level, because of state president stuff (as president of the Washington Association of Wheat Growers). And now being (NAWG) president, with the hearings coming up, the strategy and being part of that executive team, and the great staff we have in D.C., it really is exciting to see, just the strategy of trying to work Congress and tell your story. Continued from Page A12 When we talked after your first House agriculture subcommittee hearing, you said you would be willing to help future leaders, and anyone could reach out to you. Have you heard from anyone? Berg: Oh yeah, everyone’s been reaching out. It’s been great. ... Everybody wants to work policy. We know the importance of the farm bill. Any advice for a farm kid who’s reading this and wants to be an ag leader? Berg: My advice to kids coming up if they want to ever step into this role is to do 4-H and FFA. Those are important aspects of things that I did. I was on the Parliamentary Procedure team for FFA, and you will utilize that skill the rest of your life, if you want to go into politics or board member work. Your Robert’s Rules of Order comes in very handy. Also, just work hard. I have a really big work ethic. You might get an email from me at 10 p.m. or 6 a.m. Work hard, work the policy. You’ll hear a lot of noise when you work in an association or on a board, and you have to try to filter through some of the noise and figure out, “What’s really noise? What’s really going on here?” That’s important, to keep your head down and work hard. Anything else? Berg: A mission this year is the idea of, what can wheat be used for? ... Are there other value-added things we could do for the wheat industry? This administration and USDA Secretary (Tom) Vilsack ... would like to create these avenues, like durum wheat, for instance, and the specialty of pasta and where it’s grown. Why are we sending wheat overseas? Instead of sending the wheat or the flour, why don’t we send the pasta? Why can’t we create these areas of industry around farming areas, so we can be U.S. made? Which I think is a great initiative for the secretary to go for. It creates jobs, it keeps everything in the United States and you know exactly where your products are sourced from. It’s a great vision he has. I would also like to see the wheat industry pursue the domestic market a little bit more. We do a lot with U.S. Wheat and overseas, but I sometimes feel the domestic market could use a little bit more attention: How are we distributing our wheat domestically, how can we (bring) more value-added to it? What does farming mean to you? Berg: It’s a way of life. ... It gets in your blood and through your soul. It’s just kind of there, and you try to do the best you can each year to keep the family farm afloat. What’s your favorite part? Berg: I really like the policy side of it, I like the farm bill side, I like trying to tell the story. I don’t know, maybe because I talk too much. But I like to go out and tell the story to people, whether it’s sitting on the airplane next to somebody who says, “Oh, you’re a farmer,” and you start getting these questions, and being able to answer. Some of the questions from some of these folks from the city, they just don’t understand, and we’ve got to get out there and tell that story to the urban people ... because it’s so important. People need to understand where their food comes from, and I have no problem with that. They need to come out on the farm, kick some dirt. They can drive combine, even, if they want.

Conversation with Bureau of Reclamation Commissioner Camille Touton By SIERRA DAWN McCLAIN Capital Press U.S. Bureau of Reclamation Commissioner Camille Touton, who leads the federal agency that oversees water management in 17 Western states, traveled last week through Oregon and California, visiting projects and meeting with concerned communities. Touton started her week in the Klamath Basin and ended it near the California-Mexico border. She sat down for an exclusive virtual interview with the Capital Press. The conversation centered on a major theme: The West likely isn’t getting any more water, so what is Reclamation’s plan for better managing the water the region does get?

The Klamath Basin, straddling Oregon and California, is a center of conflict where farmers and ranchers compete with tribes and fish managers for scarce water during the ongoing drought. Reclamation manages the Klamath Project under its interim operations plan, a formula that determines how much water to allocate to irrigators versus other uses. The plan is a stand-in until Biological Opinions dictating project operations are updated, which happens about every five years. Critics say the timeline makes the plan unworkable. The current interim plan is set to expire Sept. 30. Many farmers, ranchers and tribal members are urging Reclamation not to extend the interim operations plan and instead to do annual consultations to determine allocations, which they say would be more flexible and based on current conditions. The Capital Press asked Touton if she will consider granting this request. The commissioner declined to give a definite yes or no, but she didn’t rule out the option. See Touton Page B6

Asked whether she sees the Klamath Project as sustainable with its current model and scale, Touton said, “I don’t want to speculate on that.” So, what is Touton’s game plan for the Klamath Basin? The commissioner said which tools her agency uses in the basin will depend on which tools local partners — including irrigation districts and tribes — welcome. She said potential tools, funded in part by the bipartisan infrastructure act Congress passed last year, could include repairs to aging infrastructure, conservation efficiencies and new piping.

The Capital Press asked Touton if she supports piping and similar modernization. Her answer was yes, but she added the caveat that what’s right for a particular community or geographic region varies and is not solely Reclamation’s decision. “Some tools that work in the Klamath won’t work in Yakima or won’t work for the Imperial Valley,” said Touton. “That’s why I’m traversing (the West), to just really firsthand see what our partners are seeing, listen to them and then use the tools (Reclamation has) to say, ‘This is what’s right for you.’ You want to pressurize? Great. Let’s use this program that I have. … It’s really a conversation about what works for them, not Reclamation just saying, ‘This is what we’re going to do.’”

Storage projects

In the past 18 months, Reclamation has invested hundreds of millions of dollars in new water storage across the West — for example, by raising dams. Some regions, however, have no new storage projects on the horizon. For example, Oregon doesn’t have any storage projects planned with Reclamation. The Capital Press asked Touton why not. “I think it goes back to what we talked about: what makes sense for what community and what they want,” said Touton. Reclamation’s recent storage investments, she said, have largely been in California, where she said partners are prioritizing storage as a need. Touton said she plans to continue touring the West to better understand which tools and infrastructure best suit specific communities.

In some years, the value of food aid donations can be the equivalent of a Top 10 customer for wheat grown by U.S. farmers, according to an expert at U.S. Wheat Associates, the trade arm of the U.S. wheat industry. Wheat donations for food aid have averaged 970,000 metric tons in the last five marketing years, and have reached more than 1 million metric tons in the last two years, said Shelbi Knisley, director of trade policy for U.S. Wheat Associates. “Food aid is very important to our farmers,” she said. “That’s a large market.” Knisley spoke about food aid July 12 during the Idaho Wheat Commission’s “From the Field” podcast. Under the USDA Foreign Agricultural Service’s Food for Progress program, commodities are purchased and “monetized.” The wheat is purchased in a typical commercial sale at market value and shipped to a nation where it is then sold. The proceeds from the sale are used to fund an aid

project, Knisley said. The class of wheat sent is determined by availability and the preference of the country receiving it. Food aid donations must not disrupt commercial sales, she said. The U.S. Agency for International Development’s (USAID) Food for Peace emergency food program also sends commodities to the most food-insecure countries. Most U.S. wheat goes to Yemen and Ethiopia, Knisley said. More than half of present donations are in the form of cash or vouchers and not commodities, she noted.

Yemen primarily receives soft white wheat grown in the Pacific Northwest. Ethiopia mostly receives hard red winter wheat. The U.S. in April released funding under the Bill Emerson Humanitarian Trust to offset lost wheat supplies from Ukraine. The trust is used to respond to unanticipated food crises abroad when other resources are not available. Funding from the trust will help with higher food prices, Knisley said. U.S. Wheat also provides assistance to end-users in countries receiving food aid where it makes sense and is practical, she said.

“Unfortunately, in some of these countries we’re talking about ... it’s not the safest place to travel,” she said. Wheat donations can also lead to new markets, she said. For example, South Korea once received wheat as food aid and is now a

high-value customer. The U.S. is the largest supplier of food aid, Knisley said. “By selling it, our farmers are benefiting from the sale of the wheat ... and also that product is being sent overseas to those that are hungry and need food,” Knisley said.

Continued from Page B10 There was no time to move, Schneider says. The helicopter smashed into the tractor, its nose landing against Schneider’s back and pinning him against the steering wheel. He doesn’t remember feeling pain in that moment, as adrenaline coursed through his body. Pushing off the steering wheel, he managed to wriggle free and get away from the tractor, avoiding the helicopter’s blades. Then, Schneider recalls, he heard the pilot screaming: “Somebody, help me! Help!” The young man rushed back toward the tangled equipment, now ablaze. “I really wasn’t thinking. I just knew I had to get him out,” said Schneider. The young farmer recalls that, approaching the helicopter, he felt intense heat on his skin and breathed in the overpowering smell of fuel. The pilot, Schneider says, was hanging upside down, struggling to unbuckle his seatbelt with a broken arm. The young man unclasped the pilot and pulled him out. See Crash, Page B12

In spite of the life-threatening helicopter incident, Schneider, who graduated from Eastmont High School last year, remains steadfast in his desire to become a pilot. The young man plans to start flight school at Big Bend Community College in Moses Lake, Wash., in September. “I want to explore, see places in the world,” he said. “I still want to be a pilot.”

New Shepherd’s Grain CEO says company poised for growth By MATTHEW WEAVER Capital Press The new leader of Shepherd’s Grain said his role is to make sure the company continues to grow. “I do think we’re in good shape to do that this coming year,” CEO Jeremy Bunch told the Capital Press. Bunch has worked for Shepherd’s Grain for 10 years. He became CEO for the farmer-owned company June 1, replacing Mark Swenson, who retired after five years in the role. Over that decade, Bunch said, he mastered the different elements necessary to run the company, learning from Swenson. “It was a natural progression for me,” he said of the CEO position. Company growth means more customers, which translates to more bushels of wheat produced by the company’s 38 farmers in the Pacific Northwest and South Dakota. “What we’re hearing from customers out there, bakeries, they’re saying their biggest challenges are price stability and supply stability, and we offer those

Farmers market roughly 15% of their wheat through Shepherd’s Grain, Bunch said. “All the values of Shepherd’s Grain are coming into our time — regenerative agriculture, sustainable agriculture is a big deal right now — and we’ve just been positioned to really take advantage of that in the

marketplace,” he said. “The grower-owners of Shepherd’s Grain want to see us go out there, be risky, just go all in to increase sales. We’re just really strategizing the upcoming year, the opportunities before us.” Bunch grew up on a small grass seed farm in the Willamette Valley. He worked for the Idaho Department of Agriculture, conducting warehouse audits and organic inspections. He saw an advertisement in the Capital Press that Shepherd’s Grain was looking for a logistics manager, and applied. “The more I found out about Shepherd’s Grain, I fell in love with what they were doing, and was happy to become a part of it,” he said. “I really haven’t had a boring job on the day since.” Shepherd’s Grain emphasizes the relationships between farmers and end-users and consumers, Bunch said. “People like to know where their food comes from, farmers really appreciate (knowing) where their food is going,” he said. “That connection is at the heart of what we do.”

Scoular donates $500,000 to university’s CAFE Capital Press The University of Idaho’s Center for Agriculture, Food and the Environment has received another boost in the form of a significant donation from Scoular. The company is donating $500,000 to help fund the project, which includes the largest research dairy in the country that will focus on sustainability. “Scoular is proud of our long history of partnering with the dairy industry as well as our commitment to ag innovation and sustainability,” Paul Maas, Scoular CEO, said in a press release. “We are delighted to invest with the University of Idaho and others in this one-of-a-kind opportunity to develop the next generation of dairies,” he said Scoular, headquartered in Nebraska, provides agricultural supply chain solutions worldwide and offers custom dairy feed solutions throughout its network. The initiative also includes a public outreach and education center in Jerome and collaborative food science efforts developed with the College of Southern Idaho in Twin Falls. “The beauty of Idaho CAFE is the linkage between the research dairy and agronomic production, which makes us a unique facility in the U.S.,” said Michael Parrella, dean of the university’s College of Agricultural and Life Sciences. “Scoular’s generous

investment in this project helps to strengthen that connection and demonstrates the interdisciplinary nature of this cutting-edge research,” he said. Construction of the research dairy is slated to be completed in 2023, with milking operations

beginning at the $22.5 million farm in 2024. Scoular has had a presence in Idaho for almost 25 years. It operates an office in Twin Falls, and a dairy feed blending facility in Jerome, along with grain elevators in southeast and eastern Idaho.

The company recently built a factory in Jerome that manufactures a sustainable barley protein concentrate for pet food and aquafeed. Last year, the company also launched a program in Idaho to expand barley as a sustainable row crop.

The world market sets fuel prices and suppliers aren’t limited to serving Washington, he said. The auctions also will be another reason for pump prices to fluctuate, he said. “Because there is uncertainty about what allowance prices will be, it probably adds a bit to the volatility of gas prices,” Sjoblom said. The Legislature in 2021 passed cap-and-trade, the centerpiece of Gov. Jay Inslee’s climate agenda. To carry out the law, Ecology has proposed 138 pages of regulations. Auctions are at the heart of the rules. Beginning next year, large carbon-emitters will bid for allowances. The number of allowances auctioned off will decline each year. Allowances are expected to become increasingly expensive as the state moves closer to its goal of cutting emissions by 45% by 2030 and 95% by 2050. State agencies in 2021 projected the cost of alliances based on California’s experience, which has been holding cap-andtrade auctions since 2014. For many years, allowances were going for near the minimum price, though they have been rising recently, according to the U.S. Energy Information Administration. Vivid warned allowance prices were uncertain. Many factors will influence prices, including how fast drivers convert to electric vehicles, reducing demand from fuel suppliers for allowances. Merging Washington’s cap-and-trade auctions with those jointly held by California and Quebec also would hold down allowance prices, according to Vivid. Presumably, a bigger pool of allowances will hold down bids. Ecology will start looking at linking up with California and Quebec once it’s finalized Washington’s cap-andtrade rules. Food Northwest, a trade association of food processors, says cap-and-trade will increase the cost of making food in Washington.

The Supreme Court ruled July 21 that timber harvests in state forests benefits the public, but lawmakers have the power to change that.

Washington high court upholds state logging By DON JENKINS Capital Press The Washington Supreme Court said the Department of Natural Resources has discretion on how it manages state forests, a decision that gave the timber industry an immediate victory, but was hailed by environmentalists as a “monumental conservation decision.” In the 8-0 ruling July 21, the court rejected claims that DNR’s timber-harvesting plans were violating its constitutional duty to manage state-owned forests for “all the people.” Writing for the court, Justice Helen Whitener said the public gains from increased economic activity, and funding for education and government. “As DNR emphasizes, generating revenue from timber harvests helps boost local economies and maintain state institutions,” she wrote. Whitener, however, was sympathetic to the environmental groups, saying they presented a “commendable argument” that state forests should be managed to “also combat climate change and protect our crucial ecosystem.” While DNR can allow logging, it’s not required to, she said. It will be up to the Legislature, not the court, to order changes, she said. The ruling dismisses a lawsuit led by Conservation Northwest. Nevertheless, Executive Director Mitch Friedman declared victory. “The court issued a monumental conservation ruling,” he said. “Over coming years and decades, this ruling will be cited in support of nature-protection policies made by the Legislature and

the DNR.” DNR manages about 3 million acres. The federal government granted much of the land to fund public services when Washington became a state. Counties and school districts in heavily forested areas rely on money from state timber sales. Conservation Northwest, joined by the Washington Environmental Council and Olympic Forest Coalition, accused DNR of acting “like a private timber company.” Climate activists supported the lawsuit, while the timber industry and rural counties, school districts and fire districts intervened to support DNR. DNR argued that it has an obligation to generate timber revenue, but also said it doesn’t endanger the environment. Lands Commissioner Hilary Franz said the ruling affirms DNR’s authority. “I also recognize that in the face of a rapidly changing climate, we must do everything we can to safeguard public lands and protect our forests,” she said in a statement. American Forest Resource Council President Travis Joseph said the ruling should encourage DNR to stop being “publicly bullied by anti-forestry groups.” “This opinion rejects, once and for all, legal attacks by anti-forestry groups to upend the trust mandate and the many benefits it provides,” he said. A Thurston County judge dismissed the lawsuit, which originated over the state’s plan to conserve marbled murrelet habitat. The environmental groups appealed and the Supreme Court accepted the case, skipping over the Court of Appeals.

Barinaga, the granddaughter of Basque sheep ranchers from Idaho, was born in New York, earned a Ph.D. in molecular biology and had a career in science writing before establishing a sheep dairy in Marin County, Calif. in 2007. She learned about sheep from her cousin, Linda Barinaga, who had grown up on the original family ranch in Idaho, and

learned cheesemaking with the help of her relatives in the Basque country. Her cheeses, Baserri and Txiki, have won numerous awards. In 2016, she retired from cheesemaking and transitioned her dairy flock to a fiber flock. She now raises Romney, Corriedale and Cormo sheep, sells yarn made from their natural-colored fiber and employs restorative grazing practices on the 800acre ranch she owns with her husband. Hansmire runs a herded range sheep operation in Colorado and Utah. The operation’s summer country is near Vail, Colo., and the herds winter in eastern Utah. This is the same country where Julie and her late husband, Randy Campbell, started in the mid-1980s through a variety of leases, partnerships and purchases. Their son, Lynn, and daughter, Clay, have contributed to the success of the ranching operation. Hansmire received a bachelor’s degree in natural resources at the University of Nebraska and a master’s degree in range science at Texas Tech University and worked for short periods with the Bureau of Land Management. But the sheep became her primary interest. She has served in several leadership positions in the sheep industry and is an advocate for the posi-

The report estimates an additional $2.671 billion as the estimated value of animal and food processing production reliant on project crops. The new report updates a 2010 study on the economic value of the project, said John O’Callaghan, secretary-manager of the South Columbia Basin Irrigation District in Pasco, Wash. “The (project) is an economic engine, churning away producing things that society requires at a fundamental level — food, fiber, economic opportunities, social opportunities, recreational opportunities, and fish and wildlife habitat — and will continue to do so well into the future,” O’Callaghan told the Capital Press. The East and Quincy Columbia Basin irrigation districts also commissioned the study. “The asset that is the Columbia Basin Project is taken for granted — from the food we eat to the jobs we hold, to the places we call home or our playground,” said Sara Higgins, executive director of the Columbia Basin Development League, which advocates project completion. “These things wouldn’t exist without the (project). That’s significant enough to pay attention to, understand, support, maintain and grow.” The project was authorized by Congress to irrigate 1,029,000 acres, but to date the network of reservoirs and canals irrigates about 700,000 acres in portions of Grant, Adams, Franklin and Walla Walla counties, with some land in Lincoln County authorized but not yet receiving water, according to the league. Funding is the biggest need to complete the Odessa Groundwater Replacement Program, reinvest in aging infrastructure and overall completion of the project, Higgins said. “The value of the (project) is compromised if a declining aquifer prevents continued production at current rates,” she said. “Completion of the (project) will increase the value of its contributions, not only economically, but also in areas like food security and sustainability.” The project is not directly dependent on the Snake River dams compared to inland agriculture, O’Callaghan said. But transportation, energy and agribusiness systems are complex and interrelated, he said, “in ways that are hard to understand until they stop functioning.” “For example, it is tempting to say that because CBP wheat may not be barged through the dams, that we don’t rely on those dams for transporting wheat from the project,” he said. “But if that barging capacity were to go away suddenly, I suspect we would witness a large adverse ripple effect throughout other means of transporting commodities from the project. All of us have seen some of these kinds of counterintuitive disruptions to the larger supply chain over the last couple of years.” The irrigation districts and league will share the updated data with stakeholders and policy makers, Higgins said.

Until now, the hornet, scientifically known as Vespa mandarinia, has not had an official common name, though Asian giant hornet has long been established in scientific papers. Entomologists have generally shunned “murder hornets,” saying the name’s sensationalistic, though the name has caught on. The society has been reviewing names of insects. The society’s guidelines discourage names linked to geography or ethnicity, or that would make people view the insect as loathsome. Last year, the society dropped “gypsy moth” in favor of “spongy moth,” the first product of its Better Common Names Project. The society also accepted Looney’s proposal to name Vespa soror the “southern giant hornet.” It does not have a popular name, though it is also described in scientific papers as a giant hornet. The two large hornet species overlap in southern China. The northern giant hornet ranges north to Japan and the Korean Peninsula. The southern giant hornet ranges south to Vietnam and Cambodia. Northern giant hornets have been found in northwest Washington and just across the border in British Columbia, but nowhere else in North America. Officials in both countries are trapping for the invasive species and hope to keep it from being established. The hornets swarm bee hives during what scientists call their “slaughter phase.” Efforts to reach Looney for comment were unsuccessful. In an earlier interview, he said that he proposed “northern giant hornet” to avoid confusion with yet a third hornet species, Vespa veluntina. That hornet has reached Europe and is commonly known there as the “Asian hornet.” The similarity between “Asian giant hornet” and “Asian hornet” apparently led a Washington resident to report an Asian giant hornet sighting on a United Kingdom website. The confusion delayed finding and eradicating a nest in Whatcom County in 2020, according to the state agriculture department. The society accepted a third proposal from Looney to call Vespa veluntina the “yellow-legged hornet” for a distinguishing anatomical feature. All 22 species of hornets are from Asia. Looney said using the term “Asian” to describe any one of them was not distinctive.

unpredictable,” he said. “It varies so much — just this little bit of extra control on either end and protecting from the elements makes the most sense in my context, being so small.” While living outside Portland, Gerard volunteered on a farm. That and his experience working at restaurants made farming a natural fit, he said. Gerard bought his lot in the fall of 2016. The land is part of a former farm but is currently zoned for multi-family housing. The former owner was using the field for parking. Gerard has been gradually developing the farm. To pay for it, he has been working several jobs, including at an outdoors retail chain and “pouring beer.” “I’m now transitioning toward full-time,” he said. He estimates he’s spent upward of $20,000 establishing the farm. He’s “working toward” being profitable.

“It’s definitely something that is more realistic now than it has been,” he said with a laugh. “I definitely see myself being profitable, if not this year, then next.” Farmers such as Gerard can receive a maximum of $15,000 through the Natural Resources Conservation Service Environmental Quality Incentive Program to build the high tunnel and run irrigation lines. The EQIP High Tunnel Initiative makes high tunnels feasible for more farmers, said Tiffani Walker, NRCS soil conservationist. “It does give them that option for the extended growing season, it does help with soil health,” she said. It also lets farmers address soil issues, including wind and water erosion, she said. NRCS generally expects a high tunnel to last four years, with good general upkeep, she said. “Come and talk to us, I guess that’s the best advice I can give,” she said. “A lot of people think we only deal with big farmers, but ... we don’t have any problem helping people with stuff, it doesn’t matter how big the acreage is. We can either find something or at least give you advice on where to go.” Greenhouses are considered a permanent structure, requiring a permit, but high tunnels are not permanent and don’t require a permit, Walker said. Farmers must use a brand-new, manufactured kit. Gerard said he is glad NRCS has such programs. It’s about “getting a younger generation into farming and helping to expand access to food — trying to make that a viable option for people,” he said.

Ag groups: Detector dogs at ports crucial By CAROL RYAN DUMAS Capital Press Agricultural groups are urging Congress to quickly pass legislation authorizing USDA’s National Detector Dog Training Center in Newman, Ga. The center trains canine teams to sniff out potentially contaminated products at U.S. ports of entry to prevent their introduction into the U.S. In a letter to House and Senate leaders, more than 50 agricultural groups said the center is the primary training facility for the “Beagle Brigade” that helps protect U.S. natural resources and agriculture producers from foreign animal and plant diseases and pests. “The $1 trillion U.S. agriculture sector is a key component of the American economy and is fundamental to our national security. The introduction of foreign animal and plant pests and diseases costs the American economy tens of billions of dollars annually,” the groups said in the letter. “The introduction of foreign animal diseases, such as foot-and-mouth disease, African swine fever or virulent Newcastle disease, or plant diseases, such as tomato brown rugose fruit virus, maize lethal necrosis or citrus greening disease, would have a devastating impact on U.S. agricultural producers, their communities and the economy if introduced into the U.S.,” they said. Groups supporting the Beagle Brigade Act of 2022 (S.3678 and H.R. 8432) include American Farm Bureau Federation, National Farmers Union, Western Growers, National Milk Producers Federation, National Cattlemen’s Beef Association, National Pork Producers Council and numerous others. “Healthy animals ensure consumers have safe food and allow American producers, their communities and the U.S. economy to thrive,” said Terry Wolters, president of National Pork Producers Council. “Early detection at our U.S. borders has never

been more critical. Training canine teams against threats like animal disease and identifying potentially contaminated products at our nation’s ports of entry is critical to the safety of U.S. agriculture,” he said. National Cattlemen’s Beef Association is urging Congress to provide specific authorization for the training center so canine teams can continue to provide robust inspections at U.S. ports of entry, said Allison Rivera, NCBA executive director of government affairs. “The Beagle Brigade is crucial for preventing foreign animal diseases, invasive species and pests from entering the country,” she said. “We ask Congress to support the National Detector Dog Training Center and the important work done by the agriculture canine teams at our international ports of entry to guard against national security threats, address public safety risks and grow the economy,” the groups said in the letter. The program began in 1984 and now operates on 17 acres with eight buildings and 100 kennels. Training programs last up to 13 weeks, and the dogs work until they are about 9 years old.
