HSE Induction HSE induction provides general instructions applicable to the site on Health, Safety and Environment to enable everyone to work in a safe and healthy manner. Before you start work or visit Omran’s sites, you must be inducted. Safety is number one priority and we make sure that everyone fully understands how to be safe while on site. The nature of your work on site will dictate the kind of inductions you will require:
General QHSSE Induction
Every employee and contractor must receive a General QHSSE Induction provided by QHSSE Department.
Safety Induction
Employees and contractors working in operational areas will also need a site-specific induction.

Safe Start Sequence (SSS)
Tool Box Talk A ‘toolbox talk’ is a short talk to the workforce on a single aspect of health and safety to control workplace risks led by supervisor and takes 10 to 15 minutes.
Task Analysis To be done on all new tasks or changes in routine tasks, by all contractors involved.

Personal Protective Equipment (PPE)

All workers and visitors must report to the site office for the first time
Note: Risk Assessment should be conducted to determine appropriate PPE on site.

All Personnel must comply with the health and safety plan for the construction phase which is available in the site office, failure to comply with the plans may result in being prohibited from site.

Smoking is permitted at only designated area
General Work Permit (GWP) • A work permit is a written record that authorizes specific work, at a specific work location, for a specific time period. • Permits are used for controlling and coordinating work to establish and maintain safe working conditions. • Contractors must obtain a GWP for all works. • Only trained and authorized personnel shall issue GWPs. • The permit should always be available at the work site. • All workers using permits must completely understand the reasons for, and the requirements of the permit before work begins. • All employees and contractors are expected to follow the General Work Permit (GWP):

1. Approved and certified ladders shall be used. 2. Use ladder with non-slip base or spike, depending on terrain. 3. Make sure there is enough room to safely step off ladder and keep area clear of equipment and materials. 4. Minimum 1 meter above roof surface. 5. Secure ladder to the roof. 6. For every 4-up, place the ladder base 1-out from the wall. 7. Make sure base of ladder is leveled and secured to prevent side-slip or kick-out from base.

DANGER

• Place a scaffolding in even and a solid ground. • Scaffolding should be tested and approved by a competent person. • Scaffold is to be used on valid green tag. • Use safety harness and lanyards when working on scaffolding at a height of 3 m or above. • Do not lean out from the scaffold. • Do not move a mobile scaffold unless it is authorized to do so. • Do not use any scaffold with red tag which means “Out of Service”.

Working at Height 1. Work at floor level if possible. 2. Use correct Fall Arrest Equipment. 3. When you wear a full body harness, ensure you are anchored at all times. 4. Have a standby person to initiate rescue if needed. 5. Secure loose materials so they do not fall. 6. Provide barricades and warning signs on the ground around your working area. 7. Basic Road Traffic Safety at Site
You Must have a valid ROP License
Always wear your safety belt
Do not use mobile phone while driving
The maximum speed is 30km/h on roadways
The maximum speed is 10km/h inside building and off roadways
Do not overtake
Stop and signal (horn) before entering and exiting building
Park in designated areas with the parking brake applied
Do a pre-use inspection of all mobile equipment and vehicle and record findings on the checklist
Do not leave unattended vehicles switched on
Properly secure any loads on the vehicle
Do not drive in dense fog or a thick dust cloud

Pedestrian Safety 1. Always give the right of way to mobile equipment on construction site. 2. Make eye-to-eye contact with the driver before you approach an operating vehicle (within 10m). 3. Use designated pedestrian walkways. 4. Don’t work within 3m of operating vehicles.

Hot Work Permit 1. Assess fire hazards before issuing Hot Work Permit.
2. Before grinding or welding outside a designated welding shop, obtain a hot work permit.
3. Ensure that a trained fire watch is posted with appropriate fire fighting equipment.
4. Do not weld or grind at site if you have not received proper hot work training.

How to Avoid Heat Stress

Confined Space 1. Conduct a risk assessment before entering a confined space. 2. A permit must be issued and posted at the entrance before entering the confined area. 3. An initial gas test must be done and recorded on the permit immediately before entering a confined space. 4. A standby person must be posted at the confined space entrance. 5. Do not enter confined spaces if you have not received confined space training. 6. Clear entrance to confined space must be maintained.

Excavations 1. Obtain an excavation Permit before any digging. 2. Before digging, check for underground services by using Cable Avoidance Tool Scanner. 3. Place suitable hard barricades 2m or more from the edge of all excavations. Flagging or tape is not suitable for excavation deeper than 1.5m. 4. Excavations deeper than 1.2m must be protected by benching (1:1 ratio), shoring or sloping. 5. Place spoil at least 1m from the edge of excavation. 6. Warning signage must be posted around the excavation.

Hazardous Materials 1. Always check the label of hazardous substances in order to understand the hazards and controls. 2. Storage tanks must be provided with adequate secondary containment (at least 110% of the volume of the largest tank).

Hand & Power Tools 1. Ensure that the color code of the current inspection tag is correct. 2. Check tools and powered equipment for any damages before use. 3. All electrical extension cords must be connected to an ELCB (Trip box).

4. Make proper earthing for all welding machines and generators. 5. Keep electrical leads elevated or protected and dry to prevent damage. 6. Immediately report any electrical shocks.

Lifting Equipment 1. Check the color code of the current inspection tag. 2. Inspect all lifting equipment and devices. 3. Ensure that the rated load capacity is clearly posted on all lifting equipment. 4. Do not exceed the rated load capacity.

5. Use appropriate rigging, slinging and load stability techniques. 6. Never allow anybody under or within the reach of a suspended load. 7. Do not leave a suspended load unattended. 8. Do not modify lifting equipment without written approval from a third party.

Mobile Equipment 1. Third party inspection should be done prior to operate the equipment. 2. Operator must inspect mobile equipment prior to operate the equipment. 3. Mobile equipment operator must be trained, competent and licensed. 4. Clear and barricade the area where mobile equipment is operating. 5. Trained banks man must be available. 6. Indentify the hazards, assess the risks. 7. Establish control measure prior to operate mobile equipment.

House Keeping 1. Keep your work areas clean and tidy, free of clutter, hazardous substances, pallets or parts.

2. Dispose waste in appropriate waste containers. 3. Keep the work area clean and free of spillages. 4. Ensure that access and pathways are clear and free of obstructions. 5. Maintain all materials, tools and equipment in good condition and store in correctly defined storage place. 6. Do a daily pre-use inspection to ensure the proper operation of critical safety equipment, e.g. eye wash/showers and fire extinguishers.

Waste Management 1. Waste Management is the process of minimizing waste, handling, storage, processing, reusing, recycling, transporting and final waste disposal. 2. Keep waste yard clean with proper barricades and signage. 3. Do not mix wastes. 4. Waste must be disposed in appropriate waste skip to facilitate segregation and recycling. Reporting Incidents 1. Immediately report all incidents to your leader and HSE Team. Incidents include injuries, spillages, near misses, unsafe conditions, unsafe acts, property damage and security issues. 2. If injured, you must report immediately to Clinic / doctor on-call for medical assessment and follow-up.

Site Access and Security 1. All Employees, contractors and visitors must obtain an access card after HSE induction is completed. 2. Use your personal access card to enter and exit the site. 3. Access cards and access to site can be revoked at any time. 4. Only authorized vehicles have access to site. 5. Do not remove any material, tool, machinery, stationary or other company property without proper approval.
