INTRODUCTION EPNoSL’s sustainability plan presents the decisions taken and the current discussions amongst the project consortium on the form EPNoSL and its components are to take after the current funding period. EPNoSL sustainability plan is based on five axes: -

Ensuring organisational sustainability; Continuing the work of EPNoSL on school leadership policy development; Continuing the academic/research activities of EPNoSL. Continuing networking activities and cooperation within existing SL European, regional, and national networks; Securing funding for the above activities.

Each axis is complementary to the other four; together they form a comprehensive plan that can allow the EPNoSL partnership, in its new form, to play a significant role in the field of school leadership policy development in the coming years. The current sustainability plan is an outcome of discussions amongst project partners during the final year of implementation of the project. The first draft proposal on sustainability was originally discussed in the face-to-face Project Management Committee (PMC) meeting that was held in Budapest in February 2015. The proposals of the PMC on sustainability were then debated amongst the consortium during the final project meeting that took place in 27 May 2015 and, in more detail, in a dedicated extraordinary project meeting on sustainability that was held in 29 May 2015 after the closing of the EPNoSL Heraklion PLA. All partners present in these meetings unanimously expressed their wish that the network should be sustained. Moreover, in subsequent communication amongst the consortium about the results of these deliberations, 29 institutional partners overall have already expressed their willingness to participate in future activities of the network and to join a new entity that will substitute EPNoSL after the current funding period (see Annex 3). This reflects the strong commitment to continuing the work of the network and an obligation to maintain and build the social and intellectual resources which have been created. This report is organized along two main sections. The first takes issue with short-term sustainability initiatives that have been organized or proposed by project partners as immediate efforts to ensure the continuation of EPNoSL’s work after the current funding period. These short-term initiatives pertain to a) the further use of EPNoSL resources, b) efforts of supporting school leadership policy development, c) undertaking academic and research activities, and d) further pursuing networking activities. The second section is concerned with long-term sustainability challenges. These challenges pertain mainly to a) the new organizational form that will substitute the current EPNoSL partnership in a way that can effectively guarantee the continuation of

SHORT-TERM SUTAINABILITY In the next months EPNoSL will continue a) to expand its use of the school leadership resources that it has produced in European, national and local contexts and b) to organise and support activities for the promotion of the school leadership policy agenda. In particular, EPNoSL partners have already planned a series of initiatives and events that intend to keep the momentum of the network going. These sustainability initiatives, that are presented in more detail below, are also expected to fundamentally contribute the further use and exploitation of the school leadership resources that have been produced by the network as well as to expand and extend its networking capacities.

EPNOSL RESOURCES One of the immediate concerns of the consortium is to ensure the further use and exploitation of the resources that were produced by the project, especially because some of those were only finalized in the final months of the current work program.

EPN O SL P OR TA L The sustainability of EPNoSL’s involvement in school leadership policy development will be supported by the continuing operation of the existing web portal of the EPNoSL project. To this effect, IACM-FORTH, the current coordinator of the project, undertakes to maintain and administer the portal for a 3-year period after the end of the project, undertaking all associated costs (labour, servers, web domain). The EPNoSL portal <www.schoolleadership.eu> is the main digital resource center of all EPNoSL publications, activities, and events as well as a wider resource hub of information on school leadership policy and practice. Apart from documenting all of EPNoSL's work, the portal is regularly updated with school leadership news from Europe and beyond, including reports by international organisations, articles and newsletters, upcoming school leadership events, and a dedicated section to EU events and publications. The EPNoSL portal currently features more than 1.150 posts in total. The EPNoSL portal will continue to operate together with a series of additional features that have been developed in the past year, including: 

E PN OS L S CH OOL L E ADE RS HI P T OOL KI T The EPNoSL Toolkit on school leadership for equity and learning is one of the most useful policy planning and reflection tools that has been developed by the consortium. EPNoSL partners intend to further utilize the Toolkit in different occasions:  

Organising showcases and presentations of the Toolkit for SL stakeholders at different contexts. Translating targeted sections of the Toolkit for networking purposes at national and local contexts. Several projects partners are already working in translations of parts of the Toolkit (ie. In Portuguese, German, and Lithuanian).

E PN OS L C AS E S TUD IES O N G OOD P OL IC Y P RA C TIC ES The EPNoSL case studies on good policy practices present an important contribution of the consortium towards forming concrete policy proposals on what works in terms of school leadership policies for equity and learning. EPNoSL partners intend to further utilize the Toolkit in different contexts: 

SUSTAINABILITY IN THE AREA OF POLICY DEVELOPMENT One of the main tasks undertaken by EPNoSL has been to promote school leadership policy developments across European education systems. This task has been addressed, thus far, through:     

Raising awareness on the importance of school leadership for addressing learning and equity challenges. Developing a knowledge base on school leadership policy and practice across European education systems. Developing and dissemination case studies on good practices. Developing policy reflection and planning tools for SL stakeholders. Drafting SL policy action plans for 18 national/regional contexts.

During its next phase, EPNoSL will continue to work towards school leadership policy development by striving to provide support to policy making bodies at European, regional, national, and local levels in the context of school leadership policy planning and implementation. As a first step, EPNoSL is already in contact with all European Ministries of Education, for sharing the resources it has produced (particularly the EPNoSL Toolkit and the EPNoSL case studies) and for exploring ways in how these could be utilized further as policy planning and policy reflection tools. As a second step towards this aim, EPNoSL is currently in cooperation with the Ministry of Education and Employment of Malta in preparation of Malta’s Presidency of the EU Council in the first half of 2017. Through the Ministry’s participation as a full member of the network during its third period of implementation, EPNoSL has developed a close working relationship, which will culminate in the drafting of a National School Leadership Policy Action Plan for Malta (to be finalized in June 2015). The Ministry of Education and Employment of Malta has already committed to include school leadership as a priority action of its Presidency programme in the field of education. EPNoSL is already supporting the Ministry of Malta in the preparation of its Presidency Programme in the field of school leadership. In the coming period leading to the launch of the Maltese EU Council Presidency, EPNoSL will:   

provide further support and resources to the Ministry in preparation of the Presidency Programme. cooperate in designing targeted activities for raising awareness about the Presidency Programme. discuss with the Ministry about its role in the implementation of the Presidency Programme.

SUSTAINABILITY IN THE AREA OF ACADEMIC/RESEARCH ACTIVITIES In its next phase of operation, EPNoSL, in its new legal form continue to pursue academic and research activities for contributing to the establishment and dissemination of a dynamic knowledge base on school leadership. The EPNoSL partnership includes a number of academic experts on school leadership. Through this capacity, the network will pursue the following tasks: 1. EPNoSL will participate in the annual “Educational and School Leadership Symposium” that is organized in Zug, Switzerland in September 2015: http://www.educationsymposium.net. EPNoSL has already welcomed the organizer of the event, the Institute for the Management and Economics of Education (IBB) of the University of Teacher Education Zug, and its director, Stephan Huber, as an associated member of the network. Through this cooperation, EPNoSL is foreseen to play an active role in future Symposia, starting from 2015. EPNoSL is set to undertake the coordination of a separate section of the Symposium. The “Educational and School Leadership Symposium” has attracted 800 experts from 52 countries in its last meeting, so it is considered one of the significant fora for discussion on school leadership international developments. 2. EPNoSL academic partners are also working on localizing the network’s resources in academic programs, course reading lists, academic seminar scenarios, and PhD research programs, and so on. 3. EPNoSL will seek to provide consultative services to local, national, regional, and European public organization in relation to:  

school leadership capacity building programmes. establishment of national academies for school leaders.

SUSTAINABILITY OF NETWORKING ACTIVITIES In its next phase, EPNoSL will strive to continue to facilitate knowledge exchange between policy-makers, practitioners, researchers and other SL stakeholder groups. Due to the initial lack of funds for pursuing networking activities, in the short term EPNoSL will rely on the initiatives of existing project partners and on existing networks that these partners have set up or, are members of. Two such networking activities that span beyond the current work programme have already been organized by EPNoSL partners. 1. The EPNoSL Berlin Conferences on School Leadership This series of conferences organized by EPNoSL German partners, Das Landesinstitut für Schule und Medien Berlin-Brandenburg (LISUM) and Niedersächsische Landesinstitut für schulische Qualitätsentwicklung (NLQ), is very well attended (more than 200 participants per year) by a variety of SL stakeholders (practitioners, policymakers, researchers) and has managed throughout the years to become self-sustainable. The 3rd EPNoSL Berlin conference is scheduled to take place in 21-22 September, 2015. 2. Professional development workshop: “Uplifting Leadership” in Tartu The close cooperation of EPNoSL partners from the Baltic countries has lead to the organization of a variety of networking activities with a regional character. The next regional networking event is organized by the National Education Centre (NEC) in Latvia and the University of Tartu, Estonia in 10 September 2015. This workshop is expected to gather around 200 SL stakeholders (School-heads, leading teachers, educational administrators, representatives of student and parents organizations from the EPNoSL Baltic network. EPNoSL has also been invited and has vowed to participate in the “European Education Training and Youth Forum” that will be held in Brussels, on 19th-20th October, 2015. It is foreseen that an informal project meeting might be held in Brussels, since many EPNoSL partners will be present in this event. It is also foreseen that EPNoSL partners will also engage in networking activities after August 2015 at the national and local levels, building on the existing knowledge base and networking capacity that has been developed in the context of the project,

LONG TERM SUSTAINABILITY The initial sustainability proposal of the Project Management Committee to the consortium included the formation of a new association. Some project partners were reluctant to agree with this proposal, without thoroughly investigating the advantages and disadvantages of a different set of possibilities about the new organizational form that EPNoSL might take, especially in relation to how this new form might influence the potentialities for securing funding for future network activities. In order to ensure the long-term sustainability of the network, the project partners have decided for the initiation of a transition phase to enable the network to consider and consult on the most appropriate way forward and to gather resources to underpin sustaining the network. During this transition phase, a pro-tem committee, that was formed in May 29, 2015, will formalise proposals as the basis of consulting members on the network's long-term form and will investigate possible sources of funding. EPNoSL’s long term sustainability strategy will be the outcome of this transition phase.

PRO TERM COMMITTEE The pro-term committee includes representatives of associations, ministries and academics that are members of the network as to ensure that all voices are heard during this phase. It is composed by: Jacky Lumby (University of Southampton, UK) Bianka Stege (European Federation of Education Employers – EFEE) Eszter Salamon (European Parents Association – EPA) Philip Woods (University of Hertforshire, UK) John Portelli (Ministry of Education and Employement, Malta) The pro-term committee’s mandate is to explore the possibilities for formaling EPNoSL’s new organizational form aiming to: Sustain a community of policymakers, practitioners, academics and researchers in order to:  Influence policy and practice of school leadership for learning and equity.  Develop knowledge and understanding of school leadership for learning and equity The goal of the Transitional Committee is to put in place the elements to enable the aim to be achieved long-term on a sustainable basis. The Transitional Committee agreed an outside time limit of one year, that is, to June 30, 2016, to achieve this goal Decisions need to be as transparent as possible. Consequently when the Transitional Committee has gathered the information planned, it will formulate a way forward or alternative ways forward and put these to the entire network for their comment and decision.

European Policy Network on School Leadership (EAC/42/2010) Resources in terms of funding and/or in-kind contributions will be necessary. The aim is to ensure the community is able to bid for and access funds from different sources on an ongoing basis. The pro term committee has already met once in 16 July 2015 with the purpose of taking these tasks forward. The committee will meet again in September 2016 (see Appendix 2).

SECURING FUNDING The EPNoSL network understands that in order to ensure the continuation of activities that pertain to networking, to the area of school leadership policy development, and to the area of school leadership research, adequate funding is needed. Securing adequate funding for designing and implementing future activities is the most significant challenge that EPNoSL faces in this next phase. In order to ensure a comprehensive solution to these funding needs, EPNoSL is committed to submit a proposal for establishing a new COST Action under the Individuals, Societies, Cultures and Health (ISCH) track < http://www.cost.eu/COST_Actions/isch>. The possibility of initiating a COST action on school leadership will be ideal for ensuring the sustainability of future activities of the EPNoSL network as it will allow for a secure 4-year period of funding for organising a variety of events and activities such as:     

workshops, conferences, training schools, s short-term scientific missions (STSMs), and dissemination activities.

EPNoSL is committed to submit an application in time for he fall 2015 Collection Date that is planned for 8 September 2015. EPNoSL is also committed to inquire on additional funding opportunities in relation to other EU funding schemes, in particular Erasmus+ and Horizon2020.

1. The wish to continue Those present unanimously expressed a wish that the network should be sustained. There was a strong commitment to continuing the work of the network and an obligation to maintain and build the social and intellectual resources which had been created. 2. The purpose of the network The purpose of the network was suggested to be to continue to develop understanding of policy and practice of school leadership for learning and equity by means of sustaining the existing community of policymakers, practitioners, academics and researchers. The justification for sustaining the network was a wish to protect and continue to develop the legacy of what had been achieved to date, and to do so with joy, as is fitting for any endeavour of education. It was believed to be crucial to nurture the multiple perspectives that contribute to the network and which have been successful in impacting on policy and practice. 3. The most appropriate form for sustaining a network The essential characteristics of a future network were seen to be sufficient legitimacy and status to satisfy the requirements of education ministries and other organisations and to empower individual members with confidence as a member of the network. However, the form should avoid becoming enmeshed in bureaucratic processes, such as for example in becoming a formal association, which because of the timescale involved, might risk losing those qualities and resources members wish to protect and develop. Strong concerns were voiced about establishing a formal body or legal entity. Page 13 of 37

4. The practical implications of carrying the network forward. A transition phase was proposed to enable the network to consider and consult on the most appropriate way forward and to gather resources to underpin sustaining the network. There were a number of reasons given for the importance of resources but in particular, to enable support of those current and future network members who would be excluded were not some resource available to underpin their participation. During the transition phase it was suggested that a pro tem committee should include representatives of associations, ministries and academics, and should meet in order to formalise proposals as the basis of consulting members on the network's long-term form and to investigate sources of funding. It was also suggested to investigate links with other European networks as appropriate. Actions Volunteers were invited to form a committee. As a result, a pro tem committee, comprising Jacky Lumby, John Portelli, Eszter Salamon, Bianka Stege, Philip Woods agreed to: i. ii. iii.

Network aims and objectives The meeting at Heraklion agreed a general pro tem statement of the network's aims 'to continue to develop understanding of policy and practice of school leadership for learning and equity by means of sustaining the existing community of policymakers, practitioners, academics and researchers'. European Policy Network on School Leadership (EAC/42/2010) At Heraklion, the meeting participants were clear. They did not want the difficulties and delays potentially attendant on becoming an association to hinder going forward. However, they also wanted a form for the organisation which would be sufficiently legitimate to encourage involvement of all and ministries, particularly. Ministries cannot join associations legally and often associations have to have been in existence for quite some period before applying for funding, so this rules out a formal association. Much activity is possible informally without funding, but there are issues especially in terms of travel costs. A legal entity is required to apply for funding. There is a tension between shaping the network to meet the requirements of funding which is short-term, and the longer term need to have a sustainable form of network EU funding is available only to certain kinds of organisation in relation to each source of funds, and this may be a relevant factor in considering the most appropriate form. Possibilities are a non-profit company, a charity, or affiliation to an existing pan-European organisation such as EFEA or the European Schoolnet. Applications for funding are often considerable work and a lead sponsoring organisation with an appropriate infrastructure to manage both application and implementation of funding may be needed. One of the previous EPNoSL partners might take a lead, but given that this would usually be driven by particular individuals and a time limited funding source, long-term it may not be sustainable. Long-term a form with an elected board is likely to be appropriate. FORTH is currently investigating funding possibilities through the EU COST programme. It is helpful for any current member to learn of possible funding sources. This should be communicated to and coordinated with the work of the Transitional Committee, which holds the mandate from the membership to formulate plans for the future, expressed at the Heraklion meeting, and confirmed by follow-up email to all members. NLQ, the Lower Saxony State Institute and LISUM, the State Institute for Berlin and Brandenburg have agreed to continue their cooperation and organise a yearly conference on School Leadership. The next one will take place in Berlin, September 21-22 in cooperation and on the premises of Heinrich-Bรถll-Stiftung, the political foundation of the Green Party. The forth Berlin conference on School Leadership is planned for September 22-23, 2016.
