President’s Message

Protecting Your Largest Investment

I

f you are a homeowner, your house is probably the largest, if not the 2nd largest, investment you have or will ever make. Other investments you may have might include equities and funds, rental properties, collectibles, just to name a few and you have probably gone to great lengths to protect those investments. Why not take the same steps, if not more, to protect your home investment? Too often, those of us in the real estate sphere, of which a partial list includes real estate brokers, insurance agents, contractors and attorneys, see homeowners that have been taken advantage of with unfinished and/or poorly remodeled house projects. Those projects usually started with a low price which is the hallmark of unlicensed and uninsured individuals. Although the work required to perform remodeling work is not “rocket science”, almost any job includes dozens, sometimes hundreds of “pieces and parts” along with a dozen or more trades and suppliers. It takes a very detailed evaluation of the job to properly calculate the materials and labor for the job including the project timeline. Those who are not licensed haven’t taken the proper courses on how a job is put tougher, they haven’t passed any tests on how to build in the State of Florida, they do not bother themselves with paying for permits, insurance and staying current with codes, engineering and other new and safer products. And they certainly do not spend any time on evaluating the true cost for your project. They are after that initial deposit and what comes later, well, who knows? ALL of our members at NARI-Tampa Bay are licensed and insured, having gone through a rigorous background check in order to become a member. All members must operate to our Code of Ethics, which you will see below this message. Many members hold specialized degrees, certifications and all members are constantly striving to keep abreast of the ever-changing construction and remodeling environment. Now what does this mean to the discriminating homeowner? Does it mean that you will pay more for your project? If you are looking to improve and maintain the value of your very large investment, wouldn’t you want a professional to help you accomplish that? Professionals of any industry do not “cost more”. They simply follow the proper procedures in order to reach the goal of their profession, to make their clients happy. Would you hire a mechanic to tailor your suit? Would you hire a chef to perform a triple-bypass on your favorite uncle? So why roll the dice with an unlicensed, uninsured, unqualified or other non-professional to come into your home and perform work where you and your loved ones live? Of course, you wouldn’t. So now that you have picked up this magazine, you have, in your hands, a list of some of the best professionals in the home remodeling market in the Tampa Bay area (see page 32). The companies on this coveted list offer you a tremendous resource whether you need to purchase products and services, hire an architect or a contractor.

National Association of the Remodeling Industry (NARI) Certified Professionals

T

he National Association of the Remodeling Industry (NARI) is the only independent national association dedicated solely to the remodeling industry. NARI’s focus is on professional conduct, continuing education and training, and fair and ethical treatment within the industry. NARI certification of professional remodeling contractors serves as the association’s recognition of remodeling professionals who have met stringent criteria for experience and pledged a commitment to high standards of practice and NARI’s Code of Ethics. Among the factors to consider when selecting a remodeling contractor, in addition to NARI certification, is your assessment of and satisfaction with the remodeling contractor’s workmanship, reputation and integrity, durability of materials used, and equipment. Before hiring any remodeling or home improvement contractor, visit and inspect similar projects that he or she has completed, and establish that you will be able to communicate well with each other to ensure your complete satisfaction with the final product.

What does NARI Certification mean to you?

D

eciding to remodel your home is a big decision. Outside of buying your home, it may be the single biggest investment you make. You need to know that the remodeling contractor you choose is a full-time, dedicated remodeling professional. NARI’s certification program offers this assurance through its extensive screening, training and testing process. In addition, NARI certification programs require on-going education and training to maintain certification status. Only full-time, professional remodeling contractors are eligible for certification by NARI. You can be assured that any time you hire a NARI certified remodeling contractor, you are hiring an individual who has made a strong commitment to the professionalism of the remodeling industry and to his or her business. And because remodelers are not eligible for certification until they have been actively involved in the remodeling industry for at least five years, you know that the NARI certified remodeling professional you hire for your home improvement project has had many years to develop the experience and skills that can only be gained through extensive hands-on practice. The History Behind NARI

N

ARI’s roots go back to 1935 when President Roosevelt’s National Recovery Act established the beginnings of NERSICA (The North East Roofing, Siding and Insulation Contractors Association). In 1956 President Eisenhower established Operation Home Improvement, a nationwide effort emphasizing the rehabilitation of existing housing rather than new construction. The National Home Improvement Council (N.H.I.C) emerged from this effort. By the mid-1960s, NERSICA no longer reflected the membership of the growing industry and its name was changed to the National Remodelers Association (NRA). In 1983, the National Remodelers Association and the National Home Improvement Council joined to establish the National Association of the Remodeling Industry (NARI). Today, NARI has 58 chapters nationwide and has enjoyed a sizeable growth period during the past decade. In 2000, NARI moved its national headquarters from Alexandria, Virginia, to Des Plaines, Illinois, and as the Voice of the Remodeling Industry TM, continues to prosper. NARI’s Core Purpose is to advance and promote the remodeling industry’s professionalism, product and vital public purpose.

The History of NARI Tampa Bay The conception of our local chapter began in the early 70’s by a small group of contractors who formed what was known as the Home Improvement Council of Pinellas County. It originally started out mostly as a social club for a few Contractors to get together, share ideas, swill some beer, eat some food and generally have fun. At that time the President and the secretary did all the work. In 1978 Jack Johnson joined the group and gave it some professionalism. Membership got up to about 20 and the “club” rocked along until 1983. Some of the other members who served in the early and late 70’s along with Jack were David and Gregory Swan of Windows Inc., Jack Vernick the House Doctor, Gary Howard of Howard ceilings, Ken Johnson of Express Construction, Mac Wells a mortgage broker (started the first newsletter), Tom Tefelski of Thomas Construction and Steve Platt (who joined in 1984). In 1983 The National Home Improvement Council merged with the National Remodeling Council to form NARI. That’s when we became the Tampa Bay Chapter of NARI. Around 1985 the Contractors and Builders Association formed their Remodeler’s Council (an outgrowth of a movement by NAHB and FHBA). Over ½ the current members left NARI to go to the Remodeler’s Council. NARI was left with about 8 members. Jack Johnson took over membership and grew the organization to about 15 that year. In 1986 NARI had a trade show in Orlando. They tried to establish a chapter there in preparation for the trade show. It was made up mostly of National trade members and as a result, it died 6 months after the show. In 1987 chapters were attempted in Miami and Jacksonville. Those chapters failed from lack of leadership and self-interest on the parts of the chapter presidents. Our local chapter grew to about 20 members by 1986 and hovered there. Chapter growth was symied from 1987 –1990. In 1991 Steve Platt became President. Steve was a strong leader and served until 1993. Membership grew to 30. Steve and Jack started bringing in speakers to the meetings, recruited David Mueller, Dan Ashline, Ken Ladelfa, Don Strobel and Mike Miano. The Board of Directors was expanded and committees were formed to take the burden off the President and 1st VP. Once they did that membership started growing exponentially. With Don Strobel as President, Dan Ashline, Dave Mueller and Ken Ladelfa were part of the search committee, which enabled us to find and hire our first executive director in 1998. In 2003 we had our first Strategic Planning meeting. We’ve been on a quest since then to strengthen our committees, create systems and procedures, all of which will continue to create good leadership and insure that NARI meets its Summarized Envisioned Future. January of 2016 saw us bring on board a new professional association management company to help us go to the next level of professional service for our members and our community. Remodel Tampa Bay

The Effects of Hiring an Unlicensed Contractor, Part II: “You get what you pay for.” By Jason Brazelton, Esq.

IT’S 2016 AND THE FLORIDA CONSTRUCTION INDUSTRY IS BACK IN FULL SWING. THIS IS GREAT NEWS FOR JOB-SEEKERS AND THE ECONOMY. THE FORTUITOUS TURNAROUND HAS ATTRACTED PEOPLE FROM EVERY WALK OF LIFE TO THIS GREAT STATE. UNFORTUNATELY, THIS ALSO MEANS THERE ARE “CONTRACTORS” LOOKING FOR WORK WITHOUT THE APPROPRIATE STRUCTURE AND LICENSING. IN OTHER WORDS, UNLICENSED CONTRACTORS ARE BACK AND MORE PREVALENT THAN EVER. AS A HOMEOWNER LOOKING TO REMODEL, THE PHRASE “LET THE BUYER BEWARE” SHOULD BE YOUR MANTRA.

n the Fall/Winter 2015 issue, NARI Tampa Bay member Doug King of King Contracting, Inc. discussed practical reasons for licensure and why hiring unlicensed contractors is a bad idea. As a follow up, this article will further explore licensing issues crucial for any Florida homeowner looking to remodel or renovate.

What does it even mean to be a “licensed” contractor? There are two general types of licensing in Florida – state and local. At the state level, the industry is regulated by the Florida Department of Business and Professional Regulation (“DBPR”), Construction Industry Licensing Board (“CILB”). Locally, each county has the authority to regulate construction practice even further. For example, Pinellas County has its own Construction Licensing Board referred to as the “PCCLB.” During your initial discussions with potential contractors, make sure to ask for proof of state and local licensure. verification. A licensed contractor will be able to tell you what license(s) they hold, their state license number, if applicable, and can direct you to the appropriate licensing agency for more information.

What types of work require a license? A good rule of thumb is that if you are thinking about having work done, and you cannot or will not do the work yourself, then it probably requires a license. There are three basic state licenses: general contractor, building contractor, and residential building contractor. Then there are state licenses for specialty trades such as air conditioning, roofing, plumbing, electrical, etc. A comprehensive list of each required license is available on the DBPR’s website (www.myfloridalicense.com/ dbpr/pro/cilb/). In addition, local governments can go beyond the state requirements by adding specialty licenses. For example, Pinellas County requires all state licensed trades to also register locally. Pinellas also has added their own specialty contractors for work that is not regulated by the state. These include awning, cabinet, carpentry, demolition, and drywall specialty contractors, among many others. Check with the county where your property is located for a specific list of trades that require licensure.

Why do I need a licensed contractor? Peace of mind. Leverage. Protection. These are all reasons to hire someone with proper licensing. Hiring a licensed contractor means that you are using a company that (in most circumstances) has passed a test or multiple tests, obtained proper insurance, complied with state and local employment laws, is not a felon, and has established some financial security. If a license holder fails to follow strict licensure guidelines, they can lose their livelihood. Most importantly, a licensed contractor has demonstrated a commitment to following the law and maintaining a positive reputation in the community. If an unlicensed contractor is unwilling to follow the law or finish the process of obtaining

their license, why would they care about finishing your job or the quality of work performed on your home?

How do I protect myself? Do your due diligence. Research potential contractors. Use the internet. There are many helpful tools available to homeowners such as online review sites like Google, Bing, and Yelp. Use organizations like the Better Business Bureau and the DBPR. Do not be afraid to extensively interview potential contractors and ask for references. At the end of the day, this is your home. You have a duty to protect your own castle – and that means hiring a contractor that is committed to doing the best job possible. It is amazing the lengths people will go to for a “deal.” As a licensed professional myself, I am always dumbfounded when someone proudly boasts that they downloaded their will from a website, bought their trust from some celebrity, or prepared their own construction lien. They unwisely (and sometimes selfishly) saved a couple hundred dollars now for something that could cost thousands later. Likewise, homeowners will bend over backwards to find that bargain handyman or contractor. Be wary of the lowest bidder. If a contractor gives you a price that is too good to be true, it probably is. The unlicensed guy is pocketing more money and leaving you, the homeowner, at risk. Ultimately, an unlicensed contractor that saves you a little at the beginning of a job may cost you a lot in the end. he owners of a 3100SF beach front condo that was built in 1980 decided they wanted to give it an upgrade. The very large top floor unit had been constructed for the building‘s original owner and had not been changed since that day! Although the 180-degree view of the Gulf of Mexico was beautiful, the interior view wasn’t so much. The configuration of the condo was not open and the walls covered with wallpaper. King Contracting recommended removing all of the drywall down to the studs, only keeping some of the ceilings intact. The owners had a good vision of the new layout they wanted so the contractor and his crew set about making it happen. Upon demo, they found some electrical issues, which resulted in the owner asking King Contracting to rewire and re-plumb the entire unit as well. Many interior walls were removed to open up the master bath and walk-in closet. A wall in the laundry was moved back 2’ to allow for a larger laundry room, and the water heater and filter system were placed into a new closet that was in a guest room. The contractor installed Acoustic Blok to the demising wall, batt insulation to all interior walls and Whisper Mat under all tiled floors to reduce the noise transfer often

found in condos surrounded by concrete. Custom cabinetry was designed and installed in the kitchen, and three baths along with an office. An abundance of appliances was installed in the kitchen that included two dishwashers, two sinks, a microwave drawer, a double oven, an ice maker and an eight lineal feet fridge and freezer to top off the list! A huge double headed shower that measured 12’ x 4’ was put in the master bath with full-length clear glass to showcase the beautiful tiles the owners had selected. The walk-in closet with an island has an abundant amount of storage. One guest bath doorway was reconfigured to allow for a hallway closet on one side and a linen closet to put inside of the bath. To finish the beach front condo, the contractor installed an A/V system that included nine flat-screen televisions and remote control access for all the lighting and sound throughout.

The owners are enjoying the Gulf view from an interior that now has a great view as well!

COTY Awards recognize excellence in the remodeling industry in several remodeling categories, including whole-house renovations, kitchen & bath remodels, interiors, historical renovations and more. In addition, award categories are broken down by total project cost. Award winners have demonstrated superior workmanship, design innovation and materials selection. Their work is truly the best of the best.

1st Place - Residential Addition Over $250,000 This home built in 1940 is steeped in history and character, worthy of preservation and addition. This was the thought of the new owner, who as a little girl remembers driving by the home and dreaming of living there one day. The home was once a rectory, and housed visiting priests doing mission work in the area. Over the years, additions and alterations were made to expand the home and make it livable for a family. The master bedroom was on the second floor, and relatively small for the home, so the clients asked the contractor to add a first floor master bedroom and bathroom suite. The 1,050 sf. addition consisted of a spacious master bedroom with vaulted trey ceilings, and accent lighting. The clients opted for his-and-her closets, with the latter boasting a chandelier and custom closet system trimmed with custom moldings to replicate the motif in the original house. This “triple bead” moulding is carried through the entire addition, including the framing around the 14’ long his-and-her vanity design. The house floors were all polished marble.

1st Place - Residential Kitchen $30,000 to $60,000 THE EXISTING GALLEY KITCHEN WAS OUTDATED AND SMALL, GIVING THEIR CLIENTS LITTLE ROOM TO COOK AND MANEUVER THROUGHOUT THE KITCHEN. THEY WANTED TO CREATE AN OPEN KITCHEN WITH LOTS OF COUNTER SPACE AND STORAGE, AS WELL AS CREATE A “FARMHOUSE” LOOK FOR THIS SPACE THAT THEY AND THEIR NEW GRANDCHILDREN COULD ENJOY. BY REMOVING NON-LOAD BEARING PARTITION WALLS, THE CONTRACTOR EXPANDED THE KITCHEN INTO THE LIVING AREA, WHICH BY ITSELF MET THE CLIENT’S NEED FOR AN OPEN PLAN. Van Selow Design Build also provided the client with lots of counter and storage space by installing custom cabinetry and 3cm granite countertops by both the kitchen window and the new island. The final need of the client was met through the incorporation of a farm sink, cage pendants, farm style shelving, tumbled stone backsplash, and earth-toned cabinetry, countertops and flooring. The culmination of these unique yet functional items gave the finished project the farmhouse look so desired by their client.

ith any kitchen or bath renovation, there are many aspects to consider - cabinets, counters, floors, etc. And whether you’re making small updates or completely gutting the room, make sure to include window replacement in your list of must-haves. How can new windows benefit a room? With a style that fits your personality, the right window provides natural light and ventilation to help create a beautiful, functional and comfortable living space. Keep three key elements in mind when choosing a window for your kitchen or bath: Choose a window style with function in mind.

Because these window coverings are tucked between the panes of glass, you won’t have to worry about moisture
