INTRODUCTION The United States Equestrian Federation (USEF) serves as the National Governing Body for Equestrian sport in the United States serving the needs of equestrians across multiple breeds and disciplines. USEF’s mission is to “Provide access to and increase participation in equestrian sports at all levels by ensuring fairness, safety and enjoyment and our vision is to “Bring the Joy of Horse Sports to as many people as possible.” USEF is a member organization representing over 85,000 actively competing members and over 115,000 engaged equestrian fans who participate in 29 breeds and disciplines, through 19 Recognized Affiliates. USEF has grown in importance and influence in equestrian sport. USEF became the National Governing Body for equestrian sport in the United States under the provisions of the Ted Stevens Olympic and Amateur Sports Act of 1978. This designation, our close relationships with Affiliates and our work with other organizations such as the United States Olympic and Paralympic Committee, U.S. Center for Safe Sport, the American Horse Council and the American Association of Equine Practitioners has added to the prominence of our collective voice. This has enabled USEF to lead the way in working on federal legislation to protect our horses and our athletes. USEF has continually increased benefits for all constituencies of our membership, including Affiliates. Through sponsorships, we have been able to create discounts and special rates for our members on a strong stable of equestrian-related products including farm equipment, feed, tack, attire and services. Through strategic partnerships, USEF is able to offer its members valuable and comprehensive health and related insurance products with extremely affordable premiums. Awards and recognition are an important component of our benefits program and through our Horse of the Year program and Pegasus Awards, USEF offers an opportunity for owners, trainers/coaches, athletes, horses and youth participants to earn recognition for their amazing achievements. USEF welcomes all enthusiasts, whether fans or competitors, to be part of a fantastic community of dedicated equestrians.

Dear Fellow Equestrians, The efforts of our equestrian community to resume competitive sport while navigating a pandemic have been nothing short of amazing. Together, we have shown the world that equestrians can meet adversity head on, and identify and act on the opportunities to move forward with our sport in as safe a way as possible. The lessons we have all learned this past year are helping us to continue keeping our sport operating. Collectively, US Equestrian, our Affiliates and our Education Partners have made great strides in ensuring that our sport is a welcoming, inclusive and inviting place for people of all ages and all walks of life, and for horses of all levels of training and competitive experience. 2021 proved to be a remarkable year for USEF and our members. Many competitions experienced record numbers of participants, athletes achieved major results both nationally and internationally including a total of five medals at the Olympic and Paralympic Games in Tokyo, strong participation in USEF and Affliate National Championships, and USEF’s former president and Olympic athlete David O’Connor became the first equestrian to be awarded the General Douglas MacArthur Exemplary Service Award from the United States Olympic Endowment. As we move into 2022, we look forward to working with our members, Affiliates and Education Partners to effectively manage equestrian sport in a fair, safe and enjoyable manner.

PRESIDENT’S MESSAGE Another year has come to a close, and this short break in the calendar provides the opportunity to sit down and reflect on all that has happened in 2021. We contemplate not just our accomplishments but what we’ve experienced and observed, as well. On a personal note, as I recall the past year’s experiences through the eyes of our broad and diverse equestrian community, I am genuinely amazed at all that has transpired. Once again, our equestrian community proved itself ever-resilient and flexible; words I used last year as we collectively dealt with the onslaught and uncertainties of Covid. Those words continue to be applicable as we’ve adjusted to the ongoing presence of Covid as well as equine bio-security outbreaks. Handling these issues takes true vigilance to protect ourselves, our families, and our horses. It is no surprise to me that equestrians across the country have stepped up and accepted those challenges brilliantly. The USEF and all of our affiliates have worked diligently to provide the framework for sport – your sport – no matter which breed and/or discipline you participate in. We all rely upon you, our members, to let us know what you like and what you’d like to see, and we adjust. After holding open conversations via webinar, email, and phone calls early in 2021, we recognized the need to address some issues at the forefront of many of our members’ concerns. I appointed two task forces, the Competition Task Force and the Amateur Task Force, to address those concerns. We had representation from a broad swath of our membership base, so they came from many breeds and disciplines, ages and backgrounds, amateurs and professionals alike. The process was daunting, but the appointed volunteers assumed their tasks with what I am coming to learn is typical equestrian gusto. And, it worked. After a full year of many meetings and a great deal of hard work, the two groups successfully addressed our membership’s key concerns and proposed solutions which have now become enacted via the USEF’s rule process. It’s been a banner year for our sport. From first-time ribbon winners to multiple Olympic and Paralympics medalists, US Equestrians have participated and succeeded at all levels, both nationally and internationally, and in all breeds and disciplines. Whether you are a participant or a fan, you know the thrill of success and accomplishment that comes from all the hard work and effort that goes into making a dream performance come true! As we head into 2022, I am still so excited about the continued success of our members in their equestrian endeavors. There are still many unrealized goals you all are working towards, and we want to ensure US Equestrian is providing the framework to allow you to achieve those goals. Here at US Equestrian, we too have goals and see opportunities for our sport broadly, and we continue to work on achieving them for the betterment of our sport. At USEF we understand and promote the importance of aligning with organizations that support and grow equestrian sport from an early age through college. USEF Education Partners are organizations which are associated with academic institutions and provide competitive riding opportunities to scholastic and collegiate participants. US Equestrian is comprised of a Board of Directors, three Councils including Member

Services, National Breeds & NonFEI Disciplines and International Disciplines, and over forty Committees and Working Groups involving administrative and sport functions. Approximately 477 Senior Competing members are representatives involved in the governance structure. The Board of Directors, President and CEO are the only entities and individuals authorized to make decisions that bind the organization. The Board is not involved in the daily operations responsible for development of the organization’s strategic direction. The Affiliates are categorized by FEI Discipline Associations and National & NonFEI Breeds and Disciplines Associations. An organization can serve as a USEF Recognized Affiliate for multiple breeds and/or disciplines. Additionally, FEI Disciplines include both the international and national components of each sport. MEMBERSHIP & PROGRAMS USEF offers Competing, Subscriber and Fan memberships on an annual or lifetime basis. Member benefits are dependent on the category of membership with the greatest difference being the ability to compete in USEF licensed competitions without incurring per occurrence fees known as Show Pass fees.

HORSE HORSE RECORDING RECORDING USEF offers an owner the ability to record their horse with the association for the purpose of tracking results, eligibility for certain events, and for awards and recognition. USEF processes over 15,600 horse recordings annually. Awards are presented annually by USEF in 850 categories across the many programs offered.

COMPETITIONS COMPETITIONS
In a traditional year, USEF licenses well over *2,000 competitions annually. Competition organizers can apply and renew competition licenses by accessing their competition dashboard online through their USEF member account. *Numbers were down in 2020 due to COVID-19 related impacts including the 11-week shutdown of the competition environment.

EQUINE & HUMAN ANTI-DOPING USEF maintains a robust equine and human anti-doping program. USEF utilizes the services of the University of Kentucky’s Equine Analytical Laboratory. Affiliates will still be able to access additional testing and collection services through USEF at our group rate. USEF conducts the regulatory function for confirmed positive cases that are in violation of our rules.

ANTI-DOPING INFORMATION USEF Clean Sport FEI Clean Sport
OFFICIALS USEF offers over 76 different licenses and certifications for 2,200 competition officials through its Licensed Officials program. USEF partners with several Affiliates to provide education and training, and is responsible for issuing licenses for applicants upon successful completion of the education and evaluation programs. Candidates can apply for licensure and promotion, and officials can renew their licenses online by accessing their USEF member account.

SPORT PROGRAM HIGHLIGHTS USEF prepares athletes and fields and supports teams for international competition. Additionally, USEF administers and supports several competitive, educational, and recognitionbased programs and opportunities for its members and its Recognized Affiliates. 2021 KEY ACCOMPLISHMENTS • Olympic Team Medals in Dressage and Jumping • First-ever Paralympic Dressage Medals, both Team and Individual, on “own horses” • World Championship Medals in Vaulting and Para Driving • Record participation in the North American Youth Championships (NAYC) • Launched new competition products for Driving and Endurance • Emerging and Developing athlete program expansion • Record participation in the USEF Junior Hunter National Championships, with over 440 entries (a 16% increase over 2019) • Robust USEF Pony Finals participation with over 800 entries that included participants in a special 2020 Green Hunter Pony section dedicated to those affected by the 2020 COVID cancellation • Increased participation in USEF Saddle Seat Equitation Medal Finals • Launched NCEA partnership to administer the USEF/NCEA Junior Hunter Seat Medal • Launched a new Western Equitation Medal program • Record number of USEF Higher Education Equestrian Scholarship applicants • Record Affiliate participation in the USEF Youth Sportsman’s Award grant program

USEF maintains numerous properties involving seven national championships in the national breeds and non-FEI disciplines, and 73 FEI discipline championships associated with the organization. Despite the ongoing pandemic, USEF National Championships were successfully held in accordance with the USEF COVID-19 Protocols. USEF partners with several of our Affiliates on various aspects of these championships and values the expertise and contributions provided by these organizations.
