Top Honors for Economic Development
The San Marcos Area Chamber of Commerce’s Education Committee, through the SOAR initiative and its partnership with United Way of Hays County Success by Six, is conducting a book drive during the month of July. The goal is to collect 1,000 books for children ages 0-6 in both English and Spanish. The books will then be distributed in book bags donated by Butler Manufacturing and Gary Job Corp to students in the Early Childhood Initiatives (ECI) and Head Start programs. The City of San Marcos has declared the month of July as “Early Literacy Month in San Marcos” and encourages all citizens to support the book drive. Continued on page 3

Business Retention and Expansion International (BREI), a nonprofit association of economic development professionals has awarded Economic Development San Marcos (EDSM) and the City of San Marcos with top honors as the international single community with a population 20,000 to 50,000 for their innovative, effective and exemplary business retention and expansion program called “Grow One San Marcos.” The award was presented at the BREI 16th Annual Conference in Des Moines, IA. The City of San Marcos worked with HEB, Inc. to retain 534 jobs and create over 320 additional jobs within the next 20 years. The success was largely due to the “Grow One San Marcos” Incentive created for the business retention and expansion program by the Economic Development San Marcos Board and executive staff. The purpose is to annually assess the business community needs through visitation and surveys and provide effective tools and programs that assist with their growth and help retain them in the community.

Continued from front page - July Book Drive Collection bins have been placed around town for you to drop off new or gently used books. You can find bins at the San Marcos Chamber of Commerce, San Marcos CISD offices, Texas State University, JC Kellum first floor, First Baptist Church, Randolph Brooks Federal Credit Union, A+ Federal Credit Union, Wells Fargo Bank, CTMC, Schertz Bank & Trust, Frost Bank, Broadway Bank, Ozona National Bank, Randolph Brooks Federal Credit Union, the City of San Marcos – City Hall, the City of San Marcos – Municipal Building and the San Marcos Public Library. Success By Six (SB6) is committed to working collaboratively with our community partners to help level the playing field for all children and ensure that San Marcos children start school ready to learn. Once the initiative is established in San Marcos, it will be expanded to the rest of Hays County. Local control is a unique feature of SB6. Just as with United Way of Hays County, SB6 will be run by a local group of committed Hays County folks, dedicated to research, collaboration and best practices that will be most beneficial to our youngest citizens. SB6 will help children be ready to hit the ground running when they enter school, lowering the probability of falling behind at an early age and increasing the likelihood of success in both high school and higher education. Children who are ready for school before they even get there, are much less likely to feel overwhelmed or confused and stay on grade level as they progress through school. “We need to get the word out to our Chamber members and their employees to take a few minutes during the month of July and donate a book to the cause,” said Rick Bell, Chair of the San Marcos Chamber of Commerce Education Committee. “Please pass along the word to friends, co-workers and family members. Better yet, forward this email to them. You’ll be glad you did!” SOAR, which stands for “Seeking Opportunities, Achieving Results,” is a collaboration of San Marcos Educational Partners, including the San Marcos Chamber of Commerce, Texas State University, San Marcos CISD, the San Marcos Education Foundation, the City of San Marcos, the San Marcos Hispanic Chamber of Commerce, Austin Community College, Gary Job Corp. and United Way of Hays County. For more information about SOAR, please visit our website at www.soarsanmarcos.com.

Summary of recommended revision to the San Marcos Area Chamber Bylaws
This document summarizes the Board’s recommended revision to the current Bylaws of the San Marcos Area Chamber of Commerce. You may respond by mailing back the ballot below, faxing it to 512-393-5912 or scanning and emailing your vote to robertw@sanmarcostexas.com. Please vote only once. Current language: 2. DUTIES OF OFFICERS d. Treasurer. The Treasurer shall be responsible for the safeguarding of all funds kept on deposit in financial institutions, or invested, in a manner approved by the Board of Directors. Checks are to be signed by the Treasurer and the President, or, in the absence of either or both, by any two (2) officers. However, the President shall have the authority to sign checks for items not exceeding $250 except those made payable to the President. Proposed revision: 2. However, the President shall have the authority to sign checks for items not exceeding a fixed dollar amount as specified in writing by the Board of Directors from time to time except those made payable to the President. The proposed revision authorizes the President to issue a check up to the dollar limit to be set by the Board of Directors and periodically reviewed by the Board of Directors. The current limit of $250 is cumbersome and requires a second signature on many monthly routine checks issued by the Chamber. The Board continues to review monthly financials and the financials are subject to audit annually by a certified public accountant. This recommended change was first presented by the Chamber’s auditors during the 2008 audit report to the Chamber’s finance committee, who concurred with the auditor’s recommendation. If you should have any further questions, please contact Robert Watts, Executive Vice President at robertw@sanmarcostexas.com.
